now at noon -- cloudy conditions today and wet weather on the way. we're getting ready for another weekend of rain. when and where you may need your umbrella in the days to come. the rain on the way is not enough to make much on the state's ongoing drought. and today, president obama is headed to central california's valley. and a veteran firefighter in the south bay accused of sex involving a child and that's not the only allegation made against him.

clouds are back as you can see from this live look from our roof camera over of the estuary. that means more rain on the way. ktvu's rosemary oroscoe is tracking the wet weather and joins us with more. >> we have another storm on the way. it will get us wet during part of the weekend. let's take a look at the satellite and radar right now. a very moist air in place, even mist and drizzle reported earlier this morning. we'll be mostly cloudy for the afternoon. i don't think we'll see any rain, though. if you do get a sprinkle consider yourself lucky. to the north, though, you can see there's some moisture that. that moisture will be sinking south on saturday and we are expected to see some rain move in by saturday evening. here's the time line. we wake up saturday morning, mostly cloudy. notice that rain line to the north. as we get into the evening urs who, if you have plans for saturday evening, maybe thinking about attending the chinese new year's parade, bring the umbrella.

by 7:00, it's over the north and then and then it slides into the central bay. by the end of the parade we should see the scattered showers. by 9:00, 10:00, 11:00, it's sliding into the south bay over the santa cruz mountains. while we sleep it continues to pull through and by sunday morning, we are drying out. when i come back, i will have a look at how much rain i expect to see out of the storm and a look at the temperatures for the week and the chinese parade. despite the upcoming rain, california is still in the midst of a serious drought. in a couple of hours, president obama is scheduled to tour some of the hardest-hit farms in the central valley. patti lee joins us live from the newsroom with a look at the president's schedule and the action state officials hope to see as a result of the trip. >> right now, president obama is headed to california's central valley on air force one. he's going to fresno to gauge the depth of the drought and meet firsthand with the people affected by these unusually dry conditions. president obama will be bringing some good news to

those farming communities, relief in the form of a new federal initiative. $100million in disaster assistance earmarked for farmers. we spoke with tom vilsack. he says president obama will announce plans to provide money to fund water conservation projects across the state. >> the president will be announcing an additional $15 million in target for conservation assist for those areas most affected by drought. $5million of that will be directed to california. >> the program will be up and running within 60 days. vilsack says it's because the president understands the urgency and what federal relief will mean to central valley families. >> the president definitely recognizes that drought not only impacting producers but also impacts the families of those who work in these orchards and with the growers,

producers. >> dianne feinstein and barbara boxer and governor brown will be joining president obama. he's scheduled to arrive in necessary fro at 2:30 in the afternoon. the first hour of business, a tour of a wrlt fault and a round-table discussion. from there, a tour of the farm where he will talk about the government's response to the drought. he will be staying in rancho mirror gauge for the weekend, where he will meet with jordan's king abdullah later. patti lee, ktvu channel 2 news. and a new order of water conservation takes effect fossor the 34,000 employees of at&t. the president of at&t california is ordering workers to cut their water use on the jb by 30% -- on the job by 30%. that means no car washes, fountains outside of the corporate buildings will be turned off and brooges will be used for -- brooms will be used for cleaning instead of hoses. on ktvu.com we have an entire

section dedicated to our drought topics. follow us on twitter and facebook for updates on the central valley tour and remarks on federal aid for the state. we'll have complete coverage of his visit tonight on the news at 5:00 and 6:00. a san jose firefighter is facing disturbing allegations. he's being accused of sex and drug crimes involving children. janine de la vega tells us what she's learned so far about the investigation. >> reporter: this is mario cuestas. a few years ago working at a disaster drill in san jose. he was someone who has seen as a role model, a veteran in the department. but now the 53-year-old is facing serious charges of drug and sex crimes. >> this is kind of personal to me because i've known him for so long. but on the other hand, you know, again, it's something that -- that we don't tolerate. it goes against everything that this badge stands for. >> reporter: the department of

justice received a tip a couple of months ago about cuestas and started an investigation. a spokesperson said he was soliciting children through website and also gained their trust while on the job. he was arrested for sex crimes with a male juvenile. it's unknown how many victims are involved and howk the behavior was -- howk the behavior was -- how long the behavior was allegedly going on. he was also arrested for the sale of drugs, specifically methamphetamine. >> we received information a few months back that he was providing illegal narcotics to minors. and based on that, in our investigation, we arrested him yesterday at his place of work late yesterday afternoon. >> reporter: cuestas was recently appointed to work out of the fire department's administration building doing community outreach work. agents searched his office there and seized his computer and other items. his home was also searched. cuestas has worked at the san jose fire department for 20 years. some of the time here at

station 1. those firefighters who know him say they are in disbelief over the allegations. >> i think we're shocked. i think there's anger. i think there's disappointment. i think we feel very heavy hearts for any victims and we'll keep doing what we do which is we'll respond to emergencies and try to help people. >> reporter: state officials still have a lot of evidence to sift through from their searches. it could lead to more charges depending upon what they discover. the fire department is conducting its own internal investigation. cuestas has been paid on unpaid leave. in san jose, janine de la vega, ktvu channel 2 news. a fire in a two-story duplex killed a family dog this morning in san leandro. but all six people inside got out safely. the fire started around 4:30 in a house on fairway drive near dolol drive. a woman and her two grandchildren were sleeping in the upstairs unit. the downstairs neighbor woke them up. >> if he had not knocked on the door, baked on the door, i dash

-- banged on the door, i don't know if we would have known what was going on. >> i don't consider myself a hero. just naturally, you alert everyone. >> the dog who died was found hiding under a bed. the red cross is helping the six people find a place to stay. fire investigators are still looking for the cause of the fire. a fire at a home in san francisco's sunnyside district led to the arrest of a 39-year- old man last night. firefighters found found a huge marijuana growing operation growing in the house. steven dixon iii is charged with stealing electricity and cultivating marijuana. police say he had rewired the home to operate his marijuana growing operation. we have new developments this noontime in a case involving twins arrested in a deadly stabbing in san jose. 18-year-old anh tong appeared in court this morning. he's expected to enter a plea

on the murder charge later this month. prosecutors had initially charged his twin brother, duc tong, in a homicide. he's now charged with accessory after the fact. the twins were arrested following the stabbing death of 22-year-old san jose state student richard phen at a birthday party on january 26th. new details now on the ongoing case of former stanford star jonathan martin and richie incognito. a lawyer hired by the nfl released his report today on the situation. he concluded that martin was the target of a pattern of racial and homophobic slurs and improper touching by richie and two other players as well as an assistant trainer. but the behavior was not designed to drive martin from the team. the team owner said he will review the report before he responds. uc berkeley is working to

get 300 doses of the measles vaccine after one of its students tested positive for the highly contagious respiratory disease. the university contacted 100 people who attended classes with the infected students and b.a.r.t. is warning about possible exposure since the student rode b.a.r.t. between el cerrito del norte last week. >> measles is a very serious virs. it's very contagious. one to two hours after the individual left the space, others could be exposed. we want to make sure people if they have these symptoms, let their healthcare provider now. >> the symptoms include a high fever, cough and runny nose, ed, itchy -- red, itchy eyes and spots that start at the top of the head and spreads to the rest of the body.

miceles is spread easily through coughing and sneezing. crews in guerneville finished replacing a broken section of a 16-inch sewer pipe that spilled 100,000 gallance of sewage in the run raver. the pipe ruptured around 12:30 yesterday afternoon. it took crews three hours to stop the spill. so far, officials have not been able to determine how much contamination is in the river. but drinking water and sewer services were not affected. >> reporter: love is in the air. a lot of people are tying the knot on this valentine's day here in san francisco's city hall. we'll tell you why this day is extra special for same-sex couples getting married. preparations underway ahead of one of the largest celebrations of asian cultural. why the men behind the building of the floats is ready to call it quits.

happening now -- dozens of couples around the bay area are tying the knot. this year, that includes same- sex couples after the supreme court issued its ruling on proposition 8. ktvu's alex savidge is at san francisco city hall and joins us live. good afternoon, alex. >> reporter: well, good afternoon to you. this is the first valentine's day since last year's landmark

supreme court ruling that opened the door for same-sex couples to get married. it was an emotional day here at san francisco city hall for many of them making it official in the place where it all started. >> by the power vested in me by the state of california, it's my pleasure to pronounce you spouses for life. congratulations. >> thank you. [ applause ] >> reporter: this morning, we watched michael and bill tie the knot here at city hall. the couple together for seven years flew into town from dallas for their big day. after the supreme court shot down prop 8 last june, the two of them decided they would come to san francisco to get married on valentine's day. after such a long struggle to be recognized, many other gay and lesbian couples decided valentine's day just felt right. >> we knew we were gonna be together. but the fact that we could make it legal and, you know, also have all of the rights and privileges of benefits of a

recognized union, that makes it all the more special for us. >> being here today at city hall where it's accepted throughout the state, it just -- it overwhelms me. i mean, i can't even put into words how good it feels. >> reporter: one of the deputy marriage commissioners here at city hall told me valentine's day is a bit busier with both straight and gay couples tying the knot. he said about half of today's weddings are same-sex couples. many of them have traveled from around the country and around the world for that matter to be here and the commissioner told me it's a proud feeling for the people who have the privilege of marrying them. >> the first thing we typically here, we want to come to the birthplace of guy marriage. they appreciate that. they will travel here with family and friends. i'm amazed at how many people come. >> reporter: across the bay in oakland today, there were quite a few couple, straight and same- sex signing those marriage certificates on this

valentine's day down there at the alameda county courthouse. and while the couples we talked with stay they decided to get married on valentine's day because it's a day of love, most also admit there's a more practical reason and that would be it makes it a whoem lot easier to remember -- whoem lot easier to remember -- whole lot easier to remember your wedding anniversary. alex savidge, ktvu channel 2 news. as you might imagine, today is one of the busiest days at the san francisco flower mart. our cameras caught the hectic scene as hole whalers filled orders and retailers created last-minute bouquets. roses remain the toll seper but lilies and tulips are not far from behind. >> 60% come from locally grown which we consider the state of california, local. and then about 40% come from offshore. many of the rose varieties you see on the market here come from ecuador and colombia. >> san francisco's flower mart estimates distributing 50,000

bouquets of roses and 20,000 bouquets of lilies today alone. we are on the eve of a spectacular san francisco tradition. the chinese new year parade is one of the few remaining night parades in the country. it's considered one of the largest celebrations of asian culture outside of asia. 22 of the floats in that parade are thanks to a man who has been leading a float building crew for decades. as claudine wong reports, he's getting ready to call it quits. >> what about this? >> reporter: 66-year-old dave thomas has been working at this for so many years he's lost count. >> you have to be crazy to want to do this. i have snorted so much glitter and styrofoam, i'm not sure anything in me functions in me anymore. >> reporter: he spends thousands of hours with a team of people glueing, painting, stapling. drilling together the floats that bring magic to the chinese

new year parade. it's not an easy job. >> it makes you get up early. it underpays, overworks you. all of those companies either went bankrupt or i bought them out of business. >> reporter: people who know dave will tell you he's been talking about retiring for years. but it turns out it's not that easy to find someone who want to the take over all of this. in fact, he's gone through six different proto jays. the first five couldn't cut it. >> staple here, here, here and pull it back. >> reporter: and then he turned to stephanie. >> he asked me three times and i didn't know he was serious the first two times. i was like that's ridiculous. >> reporter: he asked one more time and she jumped at the chance. >> i'm exactly the right person for this. it couldn't have been anyone else. i'm the perfect kind of crazy for this job. >> reporter: and the schedule is crazy. ten parades. 150 floats a year and a turnover rate that makes your

filling into the bay area, woke up with drizzle and mist out there. we have a most air remaining in place. do you remember the atmospheric river we were talking about last weekend moving into the bay area? you can see it continues to move in. it's the north cornern of california into areas like oregon as well as washington. it's going to be sliding together. we will -- south. we will get the tail end of a system that will bring us rain that brings us saturday night into sunday. it will be very windy out there from today through sunday morning early on. the wind advisory for the greater lake tahoe area with gusts at 55 miles an hour along the driving or roadways. and the ridge is about 100 miles an hour. snow to 4 to 8 inches above 6500 feet could see a couple of inches there at lake level. much-needed snow coming our way and rain coming our way. giving you a look here. i showed you earlier in the forecast. we've got some rain moving in saturday night. it looks like it will hit the north bay first but for today

big challenge. well the market is on track for the biggest weekly ban so far this year. the dow is up 130. nasdaq up 4. s&p up 9. men's clothing retailer joseph a. banks has reached a diehl to buy eddie baur. they've been fighting over a hostile takeover attempt from its rival. it will pay $825 million to san francisco-based golden gate capital which purchased eddie baur in bankruptcy in 2009. baseball season just around the corner as the giants pitchers and catchers report to spring training in scottsdale, arizona. today they will undergo physicals and begin workouts at the stadium. on tuesday, the full squad will report for practice. in phoenix, pitchers and catchers for the as are reporting to the first day of spring training. they will be joined by the rest of the team next wednesday. the as will pay their first spring training game against the giants on february 26th. president obama is expected to speak about ways to help
