rahl funding -- federal funding but butchering say it may be a while before it helps the consumer. >> here at lawrences meat company there's a rush on valentines day. even with meat prices high it been the best day in five or six days. >> it's like christmas for us, we get a extra business. >> ed lawrence may have seen a rush on meats but price relief would be nice. life cattle prices have been the highest in ever. >> and here's why prices have spiked. the cost of raising cattle is high because of the drought. almost no natural grass means ranchers have to buy and truck in feed and supplements. >> normally you wouldn't have to be feeding them hay.

yesterday. santa clara has the most deaths across all the counties with 14. investigators are looking for include after making a discovery, the body of a man being eaten by dogs, more on the mystery surrounding the man's death. >> it happened late this morning in caipella, a passersby reported a man being attacked by two rottweilers, when the deputy got out of the truck the dogs charged him. the deputy shot and killed one of the dogs, the man died at the scene, officials say they are trying to figure out how it happened. >> don't know when the death occurred, if the dogs were involved in the dead or if he was dead before. we're looking for witnesses and there's a dog outstanding in the area that we have officers looking for.

>> so far no word on the man's identity. the area is near a bus stop, but school was not in session today. we have new developments in a case involving twins arrested following a stabbing in san jose. prosecutor want to join the brothers cases for the next court appearances on february 24th. the 18-year-old appeared in court this morning. prosecutors originally charged the brother in the homicide. he's now charged with accessory after the fact. they were charged in the stabbing of richard fan. protesters rally outside an oakland billboard company. they are planning to put

billboards near the eastern span of the bridge. electronic billboards distract drivers and are too bright. they call the idea crazy. it's a traffic safety danger, a blight on the landscape, it will distract drivers. >> the protesters want caltrans to reject the idea or take public impact on it. an update to broken sewage pipe, news chopper 2 was overhead. at midnight crews installed and tested a new plastic pipeline replacing the broken section. 100,000 gallons of sewage spilled into the russian river but it was diluted enough that drinking water was not affected.

. a $21,000 reward is offered in the killing of three sea otters in monterey county. they were found in september. now concentration wildlife groups are offering the reward money to find out who's responsible. the sea otters are protected. students at uc burkry rallied -- berkeley rallied to show support for student protesters in venezuela. the rally comes a day after student protests in venezuela led to the death of three demonstrators, they were part of a crowd of thousands

sfo. what is the situation right now. how bad are the delays. >> the delays are 20 minutes because we are single tracking. when you're single tracking on a busy line you of major back ups. we havtrack open, we were able to remove the debris. the other side is not as able. we have trues on the scene. >> the trains go 55 miles an hour. did the tree just fall as the train was coming up under it? >> it's still unclear when the tree came and when the train came and hit the tree. i know it happened a little bit before 5:00. i was on the train behind the incident train, the operator said everyone has to get off at police interest hill, --

pleasant hill. there's a tree down. it became clear we would be able to single track around the incident which is the preferable method. i know there was some damage to incident train and we've taken that train to a yard to get a better inspection. there's two trains that maybe people had to get off and on to another train. people want to get home and we apologize. we're working to get the tree out firefighter way. >> right now as you say 20 minute delays on the pittsburgh bay -point line. how long do you think until everything is cleared up. >> i don't want to give estimates and have it not happen. be patient, we have crews working on it. hopefully we can get it out of the way quickly. rewe talking an hour or two hours or 20 minutes. >> some sense of how long?

>> i don't of a sense, i apologize. >> fair enough. >> thank you for joining us. the breaking newses is that the bart commute is delayed 20 minutes from pittsburgh bay point and ends at sfo area. 20 minutes delay and it appears there's no resolution. there's delays for the immediate future. this is one of the key lines. keep that in mind. unfortunately on valentine's day the friday evening commute delays on bart as a result of a tree hitting the train. no injuries that we are aware of. >> the president spent three hours in fresno. spoke at 5:00 at a small farm, the president's goal is to address those hardest hit by the drought and offering aid. life stock disaster assistance.

$5million for emergency watershed protection and $3 million in water grants for rural communities. you have been going through the speech, tell us about the help coming our way. it comes in the way of $180 million in federal aid, much of the money of particular interest in the central valley. ranchers and farmworker who'll suffer in the drought. air force one landed in fresno, the president spent little time there but flew out to dusty ag land and sat with governor brown and senators boxer and feinstein, then she toured a farm and then delivered remarks to federal actions he's setting into action. the speed at which the money will be delivered. ranchers will be able to apply for relief in april a process that normally takes a year.

2014 is the chinese year of the horse but sharks are getting attention. shark fins are surfacing in shops and restaurant despite a state ban. the problem is that people would catch sharks, cut the fins off the shark because it's the most valuable and throw the hark back in the water. california department of fish and wildlife inspecting the restaurant last month found shark fin in the kitchen and on the menu for $48 for a bowl of soup. the restaurant still advertises the dish. investigators went to a distributor where they confiscated 2100-pounds of shark fins in these boxes. >> it's now up to the district attorney to take it from here. >> a lawsuit aims to overturn the ban.
