we're live in fremont, where a fire broke out early this morning at a complex. we'll tell you why firefighters think it was arson. there have been suspicious fires in oakland in the span of two hours. what most have in common. several people injured on a flight originating out of san francisco. the chaos in the air when a cathay plane hit severe tire bu lens. >> reporter: city leaders mull over a congestion tax. the surprising reaction from pedestrians on the proposal. good morning. we are live in fremont this morning, where fire investigators are still on the scene of a suspicious fire. you can see some of the damage there. ktvu's janine de la vega has been following this story all morning long. she just got some new video of the flames and we'll have that and a lot more coming up in a live report. welcome to "mornings on 2." i'm tori campbell. >> i'm dave clark. let's talk about weather and traffic. steve, some people are seeing sprinkles this morning. >> some in blossom hill .03 in the bucket. light snow. what? yeah, light snow up interest truckee. most locations had some drizzle or very light rain. it looks like it's about done. santa clara valley. but around san jose, east san jose, also around campbell, fremont, newark, hayward, sunnyvale. light rain reports. even livermore, concord. a lot of this is long gone as you can see.

might still be kind of flirting a little bit with highway 17 in the santa cruz mountains. but there's not a lot left of this system. here comes the cooler air. i just saw on the western edge, golden gate park. northwest wind at 30 miles an hour. and a temperature of 32. 44 up in santa rosa. so the breeze will be the bigger factor now. oakland west at 15. fairfield west. look for a cooler breezy day under mostly sunny conditions. this system is about done. i will have morning clouds. temperatures upper 50s and very low 60s i think today more so than we've seen in the last couple of days. good morning. we're looking at a commute that is getting busier by the moment. i want to give you drive times. 580 westbound as you come to grand avenue. it will take you about ten minutes to wade through the backup that's stretching as far back as park on 580 because of the crash that was in the left lane. they are making some progress. i would recommend using 880 as

your alternate. let's go to the bay bridge. that's about a 25-minute delay at the toll plaza and on the bridge itself getting into san francisco. that's your drive time about 25 minutes. and if you are driving in san jose, santa clara valley, we've had a pretty decent commute. 280 looks good. it does begin to slow at 17. 7:02. back to the desk. thank you, sal. we're following developing news out of fremont. firefighters say an early- morning fire at a small apartment complex is suspicious. ktvu's janine de la vega is live at the scene with new video of the flames. good morning, janine. >> reporter: good morning. tori, well, the flames were pretty big and it gutted this twof story house there -- two- story house that appears to have been a fourplex on sullivan. the fire investigator went in to look around. he was waiting for more daylight before he could start to collect some evidence. let's go to some video. here is some exclusive cell phone video of the fire at this

two-story fourplex. several people called 911 to report it at 4:30 this morning. when firefighters arrived, they saw heavy smoke and flames on the first and second floor. it took them about 30 minutes to knock it down. during that time, the back wall collapsed. firefighters say they determined that this house was vacant. it had been condemned. they found signs someone had been living there and there was scattered food and debris around. they suspect transients in the area may have set the fire. >> we'll bring in a fire investigator and they will go in from top to bottom and take pictures and try to determine how the fire started. >> reporter: there are several other homes near the fourplex that were red tagged. none of those were damaged. as i mentioned, there is a fire investigator here. he's looking for hack sell rants and other -- accelerants

and other evidence. there doesn't appear to be any witnesses because the closest neighbors were asleep at the time. no definitive answers. but from what firefighters are telling us, they say this is highly suspicious. janine de la vega, ktvu channel 2 news. several people recovering from a really bumpy flight last night that took off from san francisco on the way to japan. it was a cathay pacific airways flight that eventually landed safely in hong kong. but the turbulence over japan was so strong, it knocked some of the passengers out of their seats and they hit their heads on the overhead bins. six passengers and two crew members were taken to the hospital ktvu's pam cook will tell you more about the turbulence plus bring you reaction from cathay pacific airline. that's coming up later on "mornings on 2." 7:05. oakland police are investigating an overnight shooting just one block from police headquarters. investigators say a man was shot several times around 1:30

this morning at fifth and broadway. very close to police headquarters. and only a few blocks from jack london square. the wounded man's car was found nearby and police say it appears he fell onto the street after being shot. the victim's name has not been released. but police say he's a man in his 20s and is from oakland. new this morning, dozens of people spoke out at a very hot oakland city council meeting last night about a plan to build a surveillance center for the port of oakland. >> what i believe the dac to be about is deception, accountability and corruption. >> now, last night's council meeting went past midnight. supporters of this say the centers would integrate cameras at the port and also help police and firefighters respond better to emergencies. but the critics say the surveillance center is raising privacy concerns. >> we need other tools to

monitor some of the activity that's currently happening. the reality is oakland is challenged when it comes to crime. >> now, a privacy group is threatening a lawsuit if a contract for the surveillance center is approved. the oakland city council postponed a vote for two more weeks. an alameda county is expressing both sadness and outrage after a sheriff's deputy shot and killed a san lorenzo man. sheriff's deputies say they were forced to shoot 60-year- old david gowens after he came after them with a baseball bat. family members say gowens just suffered a seizure around the shooting was unnecessary i. gowens's nephew spoke to ktvu news but he did not want to show his face. >> he's a stroke victim. he's had -- physical, i will, you know, he -- physically, he had his problems. he walked with a cane.

he's a great man. >> authorities say they responded to disturbances at the home in san san lorenzo 19 times. a memorial service will be held monday for the two chp officers killed in a horrifying crash this week. it will be at the save-mart center on the campus of fresno state. brian law and juan gonzalez were killed in fresno county. their patrol car veered off the highway and hit a pole. investigators think they were swerving to avoid part of the collision they were responding to. >> reporter: the majority of people we spoke to are pedestrians here. it's hard to track down drivers

and cyclists. everyone is much is a rush this morning. most of the people we talk to seem to be against the idea of a congestion fee. they say they don't care what it is for. they are not liking it. the board of supervisors brought up the idea for a second time in recent years. they say they want to reduce the congestion downtown during peak commute times by charging people who drive in and out of downtown. they say the driving force behind the idea is to make the city safer for pedestrians who have been involved in a high number of car crashes this past year. pedestrians, however, aren't buying it. >> you just need to sit down at the table and discuss this. >> reporter: you don't think a surcharge is the answer? >> no. >> i think people need to watch what they are doing. watch lights, go across the street the way they are supposed to. drivers need to pay attention to what they are doing, too.

>> reporter: the original proposal was designed to raise money for transit improvements but the examiner reports that some supervisors believe the same plan could reduce the number of cars and the number of crashes. coming up, find out what another international city has done with their congestion and if it seems to be working. live from san francisco, i'm tara moriarty, ktvu channel 2 news. muni is considering a fare hike of 20 cents for adults from $2 to $2.25. they are projecting this for the next two years. they say the money will go towards capital projects such as the central subway. muni is the largest transit agency with 700,000 daily riders. tomorrow supervisors will hear complaints about tour buses. critics say the buses packed with tourists disrupt their neighborhoods and some recent accidents are raising questions

about tour bus safety. the commission that oversees issue with the bay bridge says it was not told about problems with leaks on the new eastern span until two months after the leaks were found. the executive director of the metropolitan transportation commission tells the san francisco chronicle, he's very troubled about not being told about the leaks. water was found leaking into an area beneath the roadbed that's supposed to be water tight. caltrans says it considered the leaks to be another issue that needs to be corrected. 7:11. and it's been a busy morning for arson investigators in the area. coming up, the string of suspicious fires that have burned cars and trucks in one east bay city. we'll check on the situation after an eruption of violence and the extraordinary meeting that's coming up to determine the response of the european union. good morning. highway 24 westbound taking a look at the drive time.

welcome back. 7:14. tensions are still very high in ukraine today. protesters clashed with police. at least 25 people were killed and close to 250 were hurt. want to show you some new video from the capital city today. look at all of the smoke there. the protesters have occupied independent square for months surrounded by burning barricades. they are angry about the ukraine president's moves to align that country more with russia and away from the

european union. the european union is calling a special meeting of their foreign ministers and will decide how to respond to this violence including possible sanctions against the ukrainian government. a border patrol agent in southern california shot and killed a suspected illegal immigrant after the man reportedly threw rocks at him. it happened at a rugged area, about ten miles from the border yesterday morning. the border patrol agent said he saw a man and ordered him to stop instead that man started oning, then threw rocks dunn a ravine at the border agent. >> the agent was struck in the head. once with one of the rocks and one of the larger rocks. at that point, the agent feared for safety. he realized that the suspect was not going to stop. the u.s. border patrol says it considers rocks to be deadly weapons. the agency says it has the right to use deadly force in rock attacks. despite recent pressure from some groups to end that policy. 7:15.

this morning, union pacific police investigating a deadly accident in livermore last night involving a train and a pedestrian. it happened around 6:00. investigators a train ran over and killed a person on those tracks. still not clear what the victim was doing on the tracks or what may have led up to that accident. meantime, a ktvu investigation shows transit agencies have not made safety improvements recommended by federal authorities. the ntsb recommends that cameras facing inward and outward be installed on trains after a deadly accident in southern california in 2008. now, caltrain has installed external cameras but there are no cameras filling the crews in the control cab. caltrain said the cam cameras were not be needed once a new system is installed. >> if a train is coming in too fast, it will slow the train

down. so it's able to automatically prevent accidents. >> now, as for b.a.r.t., b.a.r.t. does have cameras that monitor the conductors but they don't have cameras that look out towards the tracks. 7:16. football players at northwestern university want to form a union. the players say they work long hours including weekends and holidays but the only pay they see is their scholarship money and they don't get medical benefits. they say they earn money and deserve. the national labor forward must decide if the football players are employees or students in a class. a hearing into that continues in chicago today. 7:17. in marin county, they are spending millions of dollars to make it easier for people with disabilities to get around. a class-action lawsuit was filed back in 2008. county officials have just agreed to spend at least a million dollars a year upgrading county facilities to better help and accommodate the

disabled. an outside consultant will be hired to get the right priorities for the projects. the settlement still has to be approved by a judge in april. 7:17. a 67-year-old waiter said he threw away a huge tip that was probably one of those tips for jesus. ron kinney says it happened during the holidays last year at the french quart restaurant in west hollywood. he remembers the qus her's bill was just $a. he doesn't remember if the tip was $4 or $7,000. he said he threw at way the credit card receipt because he thought the customer made a mistake or was drunk. the diner who signs the receipt has left large amounts of -- for servers at several san francisco residents. they include taco will-licious and a steakhouse. let's check in with sal. you are taking care of our friends on highway 4.

corporate permission. so she paid nearly $600 foreign the t-shirts. other shoppers applaud her decision. >> if you are an adult and you want to buy them, that's fine. but that's something that everyone has to go by and i don't want my kids and my grandkids to have to see that. >> cox plans to push the city to ban all displays that won't meet community standard. pac sun is not commenting on what happened. 7:25. nestle's recalling some of the hot pocket sandwiches because they are connected to another recall with a bay area affection. these are the philly steak and cheese products sold in three different sizes. it includes the two-pack of croissant crust philly steak and cheese products. if you have them, just take them back to the store and get a refund. necessarily says a small amount of meat from the rancho feeding corporation in petaluma was used to make some of those recalled products.

thousands of meat has been recalled. a enis tral valley slaughterhouse that supplies beef to the national lunch program has been closed for not meeting health standard. operations at central valley meat in hanford have been suspended because of unsanitary conditions. now that same plant was closed for a week in 2012 after a video surfaced showing workers there torturing cows with eelectric prods. last -- electric prods. brandon bell has earned a hefty pay raise. he's agreed to a one-year $2.9 million contract. he made $500,000 last season. this means the giants avoid a potentially contentious arbitration hearing set for this morning. and the oakland as report

stations. investigators work to see if there's a connection between six vehicle fires in the span of two hours. ktvu's alex savidge has been falling this story since 4:30 this morning and he will tell us what most of these fires have in common. that's coming up in a live report. welcome to "mornings on 2." i'm tori campbell. i'm dave clark. let's talk about weather and traffic. it feels cooler. clearing out rapidly. a little bit of snow up in the sierra nevada. that's the front. it did produce light rain. fremont, hayward, newark, san jose, sunnyvale. not much left of the system. it looked good for a while. a couple of 1/100ths fell. more of a westerly breeze. i've seen gusts to 30 miles hage hour for some.

it will be a blustery, cool day. system is clearing out. air quality is good. it will be chilly and told. but dry until next week. highs today upper 50s mainly low 60s. here's sal. northbound 280 just got word of a crash on the foothill expressway reported to be blocking lanes. the emergency clues have not a -- crews have not arrived on the scene. let's go to the bay bridge toll plaza. we've seen some improvement here at the toll plaza. now it's about a 20, 25-minute delay. it had reached more. but now the drive time is about 25 minutes. not too bad getting into san francisco. as we look at the maps i'm looking at 580 here. you can see it's still very slow. the drive time is rather severe coming through. 55 minutes almost an hour from grant line road to interstate 6800. that's a long time in the area.

if you are driving on southbound 680 out of pleasanton, it will take you a while to get there. northbound 101 in san jose, it's also slowing down approaching 880. back to the desk. oakland investigators busy looking for clues after several suspicious cars and truck fires last night. there were six fires in a two- hour period. alex savidge joining us live from an oakland fire station now. you have the latest on this investigation. good morning, alex. >> reporter: well, good morning to you. the oakland fire department police, all of these various fires were intentionally set. an arson investigator was called out last night to gather evidence. the department said it was between 9:00 and 11:00 last night when they had six suspicious fires. most of them were clustered in one particular area of east oakland near ban drost and seminary avenues. -- bancroft and seminary avenues. there was one fire set in oakland. we found several older model pickups filled with items that

caught fire. most of what burned was the debris in the back of those trucks, the fire seemed to have been put out pretty quickly and they didn't do a whole lot of damage to the vehicles themselves. still, a potentially dangerous situation. the oakland fire department trying to track town the person bhe believe -- they believe may be setting the fires intentionally. we're live in oakland, alex savidge, ktvu channel 2 news. >> thank you. 7:34. police in vallejo are investigating the latest bay area case of a young boy carrying a pellet gun that looks like the real thing. this happened yesterday morning. several alarmed parents called police after spotting a 14-year- old boy walking near vallejo high school carrying what looked like a .45 automatic. turns out it was a toy gun that shoots pellets not bullets. but that distinction really does not matter to many vallejo parents. >> if you saw something like that, someone --

>> i would assume it was real. >> reporter: would you call police? >> absolutely. >> i wouldn't feel safe somebody is bringing that kind of thing to my daughter's school. >> this incident is very similar to the santa rosa case that ended in tragedy. in october, a sonoma county sheriff's deputy shot and killed 13-year-old andy lopez. the deputy claims he mistook the represently cau gun lopez was carrying for the real thing -- replica gun lopez was carrying for the real thing. some frustrated public housing residents showed ktvu where they lived and the bad conditions, with cockroach, bedbugs, mold. they say it's been that way for a long time. >> they don't do nothing. cleaning up. it's bad. >> when you take a look at the report that i gave to the board tonight, you will see how many times we repedated those --

remeditated those units and they came back. it's not for lack of trying. it's just we have to do better. >> the school board president said the living conditions there hurt their ability to learn in school. the council plans a special meeting in two weeks to address the issues. happening today -- people who support raising the federal minimum wage are calling for a national day of action across the country. there are the three events in the bay area. at noon, there will be a rally in mountain view at city hall plaza. also at noon in san francisco, california senator barbara boxer will call for raising the minimum wage in a speech at the commonwealth club. at 4:00 p.m. in marin county, there will be a ral little at the foot of the pedestrian overpass next to the larkspur ferry terminal. a new report suggests nearly 1 million workers could be lifted out of poverty if the federal minimum wage is raised. the report is from the nonpartisan congressional budget office. president obama and democrats

are pushing for the minimum waging to increased from $7.25 and -- an hour to $10.10 by 2016. but the report also finds that such a pay raise could end up eliminating 500,000 jobs. some hayward city employees are about to see less money in their paychecks. [chanting] >> the hayward city council has voted in favor of a 5% pay cut for clerical and maintenance employees. that means workers will get $200 less in every pay period. the city says it is preparing for that possibility. 7:37. a former santa cruz county foster parent is due in court this morning to face sex charges involving children. 57-year-old steven irving wiseman of so cal was out on bail for being arrested last

summer for three child molestation charges. now he faces more charges after a 10-year-old boy made new allegations last week. investigators say wiseman collected snakes and allegedly used them to entice his young victims. a veteran san jose firefighter accused of child molestation has not yet entered a plea to drug charges. 53-year-old mario questas was in court yesterday and faces three felony counts of possession and selling methamphetamines. prosecutors say they are still investigating claims he had sex with a minor. and undercover sting led to his arrest. they say he was wearing his badge and didn't try to hide the fact that he was a san jose firefighter. police in sunnyvale say a 28-year-old man arrested on suspicion of molesting now neighborhood children may have -- four neighborhood children may have abused other children. investigators started to look at michael alexander anthony after an alleged victim came

forward. it's believed the alleged molestation happened between 1999 and 2005. the allegations involve children between the ages of 3 and 8. now, police say they also found child pornography on his computer. if you are any ner information, get -- any other information, get in contact with the police. the former chairman of the california republican party said he will run for lieutenant- governor in november against gavin newsom. 43-year-old ron naring is the first challenger to official say he is gonna run. he's never been elected, never held office before. if hee lengthed, he said -- if elected he said he would work on the tax code, regulations, schools and pension system. happening now, fans of san jose's polina edmunds are ready to watch her make her debut. she will complete in the ladies' figure skating short

program. brian flores is live where a watch party is going on at polina's dance studio. a lot of excitement there. >> reporter: no question about that. a lot of excitement for polina, her friends and family. we're live here in front of tans theater international here in -- dance theater international here in san jose. you may be asking -- she's been dancing since she was 8. we were there when she got quite the sendoff at san jose's archbishop middy high school. for polina, she kick starts her career moments from now. she said she has two goals. one was to state two clean programs, the short program today and the competition tomorrow.

the other, catch up on the three weeks of homework she also has to do while there in sochi. moments ago, we spoke with her dance coach. she's what she told mow lee -- told polina before she left for russia. >> have a great time. dance your heart out, listen to the music and believe in yourself. that's the best you can do. she's very, very gifted. she has great support from the community. >> reporter: it just goes to show how driven and talented she is. she's been skating since she was 2. also been taking ballet and jazz when she was 8 years old. her dance backgrounds helped her train on the ice. 30 skaters take the ice today. polina edmunds will be part of the third group of skaters. only the top 24 move on into the free skate tomorrow. by the way, she's gonna be the 12th skater on the ice today. the first american female skater on the ice as well.

newsroom now to tell us what happened on board that flight headed to hong kong. >> well, for the second time in a week, a flight hit severe turbulence, injuring passengers. six people, two crew members were taken to the hospital. that's after a flight from san francisco hit severe turbulence over japan. it happened on a cathay pacific airways flight that went on to land safely in hong kong. some passengers are talking and tweeting about their trip. they say the rough conditions actually threw some passengers out of their seats and caused them to hit their heads on the overhead bins. we do have a statement that cathay pacific posted on facebook and twitter. the airline said medical assistance was provided for the injured passengers and cabin crew immediately upon arrival and cathay pacific is providing assistance to the affected passengers and saf. they say -- staff. they say safety is our first priority and we're collaborating with authorities to investigate this incident. hashtag tush bu lens.

welcome back. 7:53. a scare in portland, oregon, a woman and her poodle fell into a 20-feet sink home. she had to be rescued. kind of hard to see but it was in her backyard. she went out last night in the dark looking for her dog. a neighbor heard her screaming and called 911. reese you can team use -- rescue teams used a rope and ladder to pull her out of that 20-foot sinkhole. both she and the dog are in good condition. police in pennsylvania say they haven't been able to verify the claims of the so-called craigslist killer. miranda barber said she killed at least 22 people in california, alaska, texas and northern california before she was finally arrested. but police say they haven't been able to confirm her claims. barber made those claims after being arrested in pennsylvania for the murder of a man that she met on craigslist. she says the killings were all part of her involvement in the

let's take a look at the bay bridge toll plaza. this has improved a little bit. about a 15-minute delay at the toll plaza and into san francisco. a fire broke out this morning. we have video of when the fire started. janine de la vega is joining us live from fremont to tell us why firefighters say this is a suspicious fire. at least it appears that way. >> reporter: well, a fire veaf is here and so are code enforcement officers. you can see this building behind me is pretty much gutted. it was already condemned and people had complained about homeless people living inside. some authorities that we spoke to said we're not surprised this fire started. here is a look at some exclusive cell phone video of the fire at this house on mission boulevard and niles. we're told this was illegally converted into a fourplex.

it started at about 4:30 this morning and when firefighters arrived, they saw heavy smoke and flames on the first and second floor and they attacked it from the outside. it took them about 45 minutes to get it under control. during that time, it partially collapsed. now, firefighters say the house was vacant but they found scattered food and debris inside. they suspect transients may have been living there and set the fire. >> we've gotten calls off and on every month or so from either pd or the niles railroad -- railroad people. >> they've heard complaints about the property. there are several other structures near the fourplex that are red-tagged. none of those were damaged. code enforcement is still

trying to determine if they need to demolish the building. the arson investigator is in the process of looking for accelerants and collecting evidence but at this point. back to you. police found a man who had been shot several times around 1:3 this morning at fifth and -- 1:30 this morning at fifth and broadway. just a few blocks pay way. the man's car was nearby and police say it appears he fell onto the street after being hit by a gunfire.

a member service -- a memorial service will be held on monday for the two chp officers killed on monday in a crash in fresno county. authorities say officers brian law and juan gonzalez died when their patrol car veered off the highway and slammed into a pole. investigators think the officers were severe ferping to avoid -- swerving to avoid part of the collision they were responding to. the memorial service will be held at the save-mart center on the campus of fret -- of fresno state. deputies say they were forced to shoot david gowins he came after them with a baseball bat. the family says he just suffered a sedhur and the shooting was unnecessary -- seizure and the shooting was

in fact, it says slow beyond the crash all the way down into the berkeley area. that might be adding a little bit to the slowdown. but not that much. i think it's still going to be a slow drive. let's go out and take a look at the toll plaza. a 15-minute delay at the bridge here before you get into san francisco. 880 is slowing down past the coliseum as you drive up to downtown oakland. it's 8:32. let's go back to the desk. we have new information about several suspicious vehicle fires overnight in oakland. ktvu's alex savidge just talked with fire officials. you are back now. you are now saying one blaze may not be connected to the other four. alex? >> reporter: well, yes. it does seem like the oakland fire department is dealing with an arsonist. that's what i heard from a battalion chief. she gave me an update on this investigation. she's telling us that they are dealing with a series of four suspicious fires all of them concentrated in one east oakland neighborhood near bancroft and seminary avenues.

those were all trucks that were set on fire between about 9:00 and 11:00 last night. now, additionalry there was -- additionally there was a fifth fire that broke out in west oakland that does not seem to be connected to those other fires. an arson investigator was called into all of these various scenes to gather evidence last night. these were from what we saw older model pickup trucks full of cardboard and other items set on fire. most of what burned was the debris and the other tie tems. the fire -- other items. the fire seems to be put out quickly. they didn't do a whole lot of damage to the vehicles themselves. firefighters say this arsonist needs to be found before someone gets hurt. >> these fires were small in nature. that's the concern, that they will set houses on fire. if citizens see anything suspicious in nature, we urge them to call 911. >> the battalion chief also told me whoever set these fires

last night didn't use any sort of an accelerant. they used an open flame to light the contents of those trucks. authorities clearly want to find this person as soon as possible. fire investigators are working with the oakland police department trying to track them down right now. we're live this morning in oakland, alex savidge, ktvu channel 2 news. police in vallejo, investigating the latest case of a young boy carrying a pellet gun that looks real. it happened yesterday morning. several alarmed parents called police after seeing a 14-year- old boy walking near vallejo high school carrying what looked like a .45 automatic. turns out, it was a toy gun that shoots pellets, not bullets. this vallejo incident is similar to another case in santa rosa. that one ended in tragedy. back in october, a sonoma county sheriff's department shot and killed 13 ymed-year- old -- 13-year-old andy lopez.

in that incident, the man called and said they are being fined for a traffic violation or for failing to appear for jury duty. he also says they must pay by phone or face arrest. let's bring you up to date on the other top stories -- driving a car in san francisco may end up costing you more money soon. the san francisco examiner says the board of supervisors is considering a congestion pricing fee for downtown san francisco. a 2011 study concluded that a $3 congestion fee could reduce pedestrian collisions citywide by 5%. arson investigators are right now at the scene of an early-morning fire at a fourplex in fremont. it's a building that had previously been condemned. ktvu's janine de la vega is there now to tell us why firefighters say that fire, janine, is suspicious. well, a fire investigator is here doing a meticulous search of this building looking for what may have caused the fire

to start. code enforcement officers told me this was ill really turned into a fourplex you can see it's completely gutted. here is aing loo at some exclusive cell phone video of the fire at this fourplex on mission boulevard near miles. it started at about 4:30. when firefighters arrived they saw heavy smoke and flames on the first and second floor and attacked it from the outside. it took them about 45 minutes to get it under control. during that time it partially collapsed. firefighters say the house was vacant but they found scattered food and debris and suspect transients were living there and set the fire. >> we checked inside. we know we -- it appears to be arson. there's several areas within the structure that have -- show sets the fires. so we had an investigator come take care of that. >> reporter: code enforcement officers say they red tagged the home back in 2012 but have received complaints about the property. they have come back numerous times to clear out homeless
