thank you. we have clear skies. it's cold out there for some. a lot of 30s popping up. it's going to be a nice day. temperatures will warm up pretty quick here. we'll go 64 in san francisco. not as cold there as upper 40s to near 50 degrees. inland though, 36. napa, that's cold. 38 not far from concord buchanan. they say 43. and definitely 30s in the mendocino lake county. livermore at 341 degrees. clear skies, looks good. nice temperatures again. i think probably all the way into sunday look very similar. which means upper 60s. low 70s inland. mid-60s closer to the coast and bay. cold this morning. bundle up in layers. 60s and then 64, san francisco, oakland 65. here's sal. all right. we are looking at a commute that's getting a little busier now that we're in the 7:00 hour, but it's noticeably lighter than it has been the last few days. let's starts off with a look at interstate 880. that looks good. the drive time from downtown oakland to the airport exit is

less than 5 minutes. that's a good time to get down from the airport. leaving downtown oakland or driving through oakland. it has not been a problem for you. also looking at the bay bridge toll plaza, most of the traffic there in the middle, it's about a 25 minute delay getting into san francisco. or 25 minute drive time getting into the city. that includes your time on the upper deck, which is actually pretty good. in the santa clara valley, we don't see a lot f of slow traffic. normally we have a lot of slow traffic through here. it's a little slow. you can see 280 looks pretty good and so does 85. i would take advantage while i can of this good santa clara valley commute. 7:03. let's go back to the desk. >> thank you sal. and we continue to follow developing news through san jose this morning, where one of the suspects in a home invasion was apparently shot and killed. this is the city's 8th 8th homicide of the year. janine de la vega is in san jose, she has been following all the twists and turns in the story, and you just spoke with a neighbor about what he heard last night. >> reporter: yes, i did and

what we do know is that the man who lives at this home on pine ridge way told police that he was just trying to protect himself when he shot at intruders. quite a few of the neighbors heard the gun shots and one heard the get away car get away this happened in east san jose. the man who lives there told them that an intruder tried to enter his home and fired shots in his direction. that resident says he got a gun and shot at the man to defend himself. two suspects got into a vehicle and sped off. >> there were 8 shots, i think. and i don't see nothing. >> reporter: yeah, it was a neighbor that you just heard from. now, soon after the shooting, a man was dropped off at a nearby hospital with at least one gunshot wound. he was pronounced dead, and police believe that man is one of the intruders from the break- in on pine ridge. police sources tell me officers were able to track down the other suspect at a home near

capital and mclaughlin. that's about 6 miles away. now, he was injured from the shooting and taken to the hospital. sources say this doesn't appear to be a random shooting. they say the initial home break- in, they believe was targeted. homicide detectives have been conducting interviews and collecting evidence to try to piece this all together. we just got in touch with a police spokesman who is trying to give us an update. we hope to have that for you in the next hour on mornings on 2. reporting live from san jose, janine de la vega ktvu channel 2 news. time now 7:05. the investigation goes on into an early morning house fire in san leandro. it starts a about 4:00 a.m. at alvarado and castro streets. it was huge. you can see the flames from blocks away. it was a vacant house. no one was hurt. investigators say the fire started in the attic but it's not clear how the fire started. there are several other questions about that. ktvu's alex savage is there. he will have more from the fire scene coming up in our next

half hour. police in brentwood are investigating a double stabbing involving teenagers. investigators say two high school students suffered stab wounds after a fight broke out at city park yesterday afternoon. both teenagers are expected to survive. brentwood police believe the violence stems from a growing feud between students at two high schools in the area. >> our time now 7:05. a school in north oakland taking preemptive approach this morning to a campus threat. ktvu news has learned the school has notified parents they will lock down the campus for the day. brian flores is live at peralta elementary to tell us about safety precautions they will take. >> reporter: the school taking this proactive approach this morning. a memo was sent out to parents yesterday talking about some type of threat. you can see the gates are now open, but once students arrive here, those gates will remain closed throughout the school

day. ktvu obtained the memo that was sent out to parents again yesterday. here are some of the details of what will happen today. again, the gates will be locked throughout the day, beginning at 8:40 this morning, once all the students are here. the 63rd street door will also be locked as well. a phone number has been provided to parents just in case they need to enter the campus today. the gates will reopen at 2:45 to 3:00 p.m. this afternoon. now, during the day, the kids will have supervised recess and restroom breaks, trying to make the day as normal as possible for the kids, and police presence and security will be on sight throughout the day. now, in terms of the threat itself, the memo says it was directed to one of the families and a youngster who attends peralta. school district officials who we contacted confirmed the memo was sent out to parents. they add the threat was made from a person who has nothing to do with the school. it was made away from the school and was "a personal matter ." again, the elementary school will remain on a

precautionary lock down. they plan on having the school locked down today only but if the threat spills over into the weekend or next week, they will notify parents appropriately. we understand a school district official is on their way to talk to us, hopefully gather more details over the weekend. live here, brian flores ktvu channel 2 news. it's coming up on 7:08. an ac transit bus with passengers on board was caught in the middle of a deadly gun battle in oakland. it happened after 4:00 yesterday afternoon near 78th. an argument between two passengers escalated after they got off the bus. they shot at each other on the street with several bullets hitting the bus. one of the gunmen was killed. the other escaped. no one on board the bus was hurt. the fbi is trying to track down a man they describe as a violent fugitive recently spotted in the bay area. kevin brigs is wanted in connection with with assaults

on a woman in montana. he was seen in san francisco, berkeley and oakland in the last week. authorities say he is a convicted felony and registered sex offender. the fbi says he uses several aliases, has a tattoo on his chest and a piercing on his bottom lip. your time 7:09. the former ceo of a san francisco start up company, called motion loft will be in court on charges he defrauded an investor. jonathan mills founded motion loft in 2010. the company uses sensors to track traffic. mills is accused of defrauding a doctor out of $210,000. that's supposed to equal a 3% interest in the company. the fbi says mills told the investor that cisco systems was about to buy motion loft. the investor never received any shares and cisco says it never planned to buy motion loft. 7:09. california farmers who rely on water to stay in business expect to get very little, if

any, help from the federal government this year. later today, federal officials will announce how much water will be released from federally regulated rivers, canals and reservoirs for drought relief. last year, farmers received about 20% of what they consider normal. and farmers may not be the only ones complaining about dry conditions soon. that's because we could be paying another 60-cents a gallon for milk by next month. the lack of water makes it difficult for farmers to grow food, like alfalfa for their dairy herds, so they have to buy food for the cows. that increases their costs and they pass that along to consumers. >> a lot of people rethinking whether they really need to have a green front lawn. the santa clara water district pays a dollar for every square foot of lawn that homeowners replace with low water landscaping. 109 people this month took advantage of that offer. it was only 27 who took

advantage of it in all of last february. and others are considering ripping out their lawns soon. >> it shouldn't be using anymore water just to keep our lawn green. that doesn't sit well with me. >> some people are look to go replace their lawns are flagstone or rose bushes or native california plants. there's another option of course, synthetic turf which is becoming a growing business now. it's 7:11. san francisco's st. anthony's kitchen will serve its 40 millionth meal. the they have been feeding the needy for 70 years, playing a especially important role during thanksgiving and christmas holidayings. today's meal will be served by senator diane feinstein. she also served the 13 million meal and that was during her

happening now. president obama is meeting with the dalai lama at the white house. the exiled spiritual leader is visiting the capital before heading here to the bay area this weekend. kyla campbell is live in washington d.c. with the details on his trip. >> reporter: hello dave. this marks the third time president obama has met with the dalai lama, and the white house sent me this statement this morning ahead of the meeting saying the united states supports the dalai lama's middle way approach in china. president obama hopes the chinese government will resume talks with the dalai lama about allowing religious freedom and improving human rights. after his visit in washington, the spiritual leader will head to the bay area. the dalai lama will make appearances at san francisco's davey symphony hall tomorrow, and berkeley on sunday. then monday he'll speak at santa clara university before heading to los angeles. no cameras are at the white house at the meeting this hour, but my contact did tell me that

he'll get me a reading of that, a read out of that meeting, rather, as soon as possible and i'll be working on that for 8:15. live in washington, kyla campbell ktvu channel 2 news. >> thank you. meantime, chinese officials have warned that the president's meeting with the dalai lama would interfere with the internal affairs of china. china considers the dalai lama a separatist. the u.s. says it recognizes tibet to be a part of the people's republic of china and does not support tibetan inspection. a construction site in downtown san francisco will be closed as investigators search for answers in a serious accident. two workers are still fighting for their lives after falling from a scaffolding at a skyscraper under construction. it happened yesterday afternoon high-rise on mission and fremont streets. one worker fell 40 feet, the other about 30 feet. investigators will be at the site today trying to determine

the cause of the accident. some san francisco court workers are upset with what they call the fashion police. >> union workers held a protest yesterday over how a court dress code is being enforced. workers say they are not opposed to the dress code itself but they say the policy is not consistently enforced and some employees, they say, are being singled out. >> we're not about to fighting the dress code, we're fighting the harassment to employees about how they're particularly dressed. >> under the dress code, all employees must wear professional attire. court officials say they're simply enforcing a dress code that's been on the books since 1996. 7:17. two states are considering more crack downs on smokes by raising the age of people who can buy tobacco products. lawmakers in utah and colorado

have voted favorite apply on proposals to raise the age to 21. they face several more votes on this, but they are the furthest any states have gone to curb teenagers access to cigarettes. doctors say about 90% of cigarettes that are purchased for minors, are obtained by people between 18 and 20 years old. it's 7:18. the federal government will start reviewing applications for a job helping to over see the burning manifest value, the annual event drew about 70,000 people to pershing county nevada last year. the u.s. bureau of land management posted the job which requires working with law enforcement and ensuring safety. it pays between 70 and $90,000. the deadline to apply was yesterday. so sorry. if you wanted to apply, you missed out. 7:18. let's see if we have friday light out there. you're watching the roads in

contra costa road. we are. good morning again. starting off with highway 24 and looking at the commute between walnut creek and lafayette and to the oakland area and that whole thing between the 24/680 interchanges and the caldecott is taking 0 minutes, about average, a little better than average. traffic volume as usual just a little bit lighter around the bay. as you look at bay bridge toll plaza, the total time from oakland to san francisco right now is checking in, the drive time, at about 25 minutes. we've averaged it out but it's about that. remember, earlier this week, we had some 45 minute commutes. it's a little better today. san jose and the south bay looks better than normal. we have had a little bit of slow traffic on 85 and o 101 but it's noticeably lighter there. highway 4, 4 minutes, looks good. 680. 2 to 24 heading south, an 8 minute drive time. 7:19. let's go to steve.

the federal government is now looking into how large retailers track the shopping habits of customers. the federal trade commission says major retailers use high- tech sensors that the tech wisdom calls a mack address on a shoppers cell phone. if a shopper searches for wi-fi or blue tooth, companies can then start following them, tracking their movements in the store and how long they shop. >> the data is stored in raw form, and it's a history of everywhere the device has been. >> retailers say they're not focusing on individuals but rather overall information about groups of shoppers. the government is now raising awareness of this practice. a group of companies gathering the shopper data for stores have just agreed to allow consumers to opt out of getting tracked: but they need to sign up online and we've posted a link in the news link section

alvarado and castro streets. the flames you can see them from blocks away. fire crews got there within minutes thanks to a neighbor who called 911. now we still done know how the fire started. we can tell you that no one was hurt. the chp and the state department of justice are investigating a mass shooting at a triable headquarters in rural northeastern california. it happened yesterday in the community of al terras in modot county. inside the cedarville rancheria office. investigators arrested a 44- year-old former chairwoman on suspicion of killing four people and critically injuring two others during a triable hearing. the suspect and her 24-year-old son were getting evicted from their home on triable land. investigators say she opened fire and when she ran out of bullets, she grabbed a butcher knife and stabbed one of the victims. time is now 7:33.

the two men who viciously beat giants fan brian stow outside dodgers stadium three years ago, they have found out their fate. marvin norwood and louie sanchez were in the los angeles courtroom yesterday pled guilty as part of a plea deal. the judge sentenced sanchez to 8 years in prison, norwood to 4 years prison. the two men came face to face with brian stow's family in the courtroom. the family members told sanchez and norwood they're getting off easy. >> because of your actions, brian can't go to the bathroom by himself. he can't shower by himself. he has to wear adult diapers. and i hate having to even say that out loud, but it shows the severity of what you did. >> the time you serve is insignificant compared to what brian must endure. however, the years that you

spend in prison is what you cree tans deserve. >> with time served, norwood could be released in a matter of days. both men face federal gun possession charges. that could lead to more time behind bars. it's 7:35. if there was a girl scout badge for business savvy, a 13-year- old in san francisco would have no problem earning it. tara moriarty is live in san francisco where the teen found a great spot for business. in fact she sold dozens of boxes of girl scout cookies in less than an hour. >> it was actually about two hours that she sold all of these cookies, more than a hundred of them. we did get a chance to speak to her mother. she said she's getting a little bit of backlash for her choice naveen -- choice in her venue. she wanted to expose her to all aspects of city life, and that coulds the green cross. thousand they posted some facebook pictures of danielle

manipulated. >> in the past the public would be denied valuable information, and now they have the opportunity to wade through materials and decide what is information and what is propaganda. and you can check out the ukraine video on our facebook page. just look for ktvu channel 2 on facebook, and join the conversation. a woman in san francisco fighting for her life this morning after being hit by a truck in a busy pacific heights neighborhood. it happened yesterday afternoon about 3:00. witnesses say this truck hit the woman as she was crossing the street. the driver told police he never saw her. another driver saw the woman walk in front of that truck, and screamed for the driver to stop. police say the driver was not cited because the pedestrian was walking outside of the crosswalk. meantime, a deadly intersection just yards away from a popular farmers market in san rafael is about to get a new look. plans to build a round about right in front of the civic center farmers market has been

given the green light. two months ago a 79-year-old man was killed after he was hit by a van while crossing the intersection. the round about will cost about $1.5 million. they should be able to break ground on it by next winter. it is 7:40. and just an hour from now, an oakland raiders fan will be honored for saving a woman's life after she jumped from the third level of the oakland coliseum last november. 61-year-old donny navidad is a marine core veteran, and was one of several people pleading not to jump, when she plunged 45 feet from the upper deck. n he stood underneath and broke the fall. both hit the concrete hard and were hospitalized. they have since recovered. time is now 7:40. a memorial service planned today is for the owner of a san francisco butcher shop killed in a motorcycle crash last weekend.

the chp says 42-year-old josh epple lost control of his motorcycle on the 10th street onramp to highway 101 last saturday. he was ejected from his cycle. he fell to the city streets below. now, epple owned drewes meats. that shop will be closed by the employees go to today's memorial service. it's at 1:30 this afternoon at st. paul's church on valley street. a legal victory for the city of san jose in its anti- trust case against major league baseball. the city sued the league for blocking the oakland a's proposed move to the south bay. a judge dismissed that suit citing baseball's exemption from the antimonopoly rules and federal antitrust laws, but yesterday, a federal appeals court judge granted the request to speed up the review of that decision. so that could allow judges to rule on this case by summer. time now 7:41 san jose

since july of 2012. economists blame higher prices and interest rates along with smaller inventory and bad weather. discouraging potential buyers. the median home price jumped nearly 11% to $189,000. time now 7:45. drivers attacked on a local highway. ktvu's pam cook's in our newsroom now to tell us about the dangerous actions someone's taking, pam, and who's being targeted. >> the chp says it may have started adds a joke but could end with tragedy. officers are searching for whoever has been throwing full water bottles at cars. it's been happening in the same area of highway 12 between santa rosa for the past week. at least four incidents have been reported. in one case, a water bottle shattered some glass on a school bus. luckily there were no kids on board, but the driver got shards of glass in her arm and eye. another man's car was hit while his granddaughter was with him. >> i was just driving and then

all of a sudden, crash, you know, right in the windshield, so i looked at my daughter, what's that. and then looked back, and that's when i saw the pickup truck that was heading the other way. >> the chp says the bottles are going so fast that the impact is like a fast pitch softball hitting your car at 100 miles per hour. that man described looking in his rear view mirror looking for a truck. officers are asking drivers to be on the look out for a white pickup truck, a bob tail truck with no camper shell. the driver may be throwing the water bottles. reporting live in the newsroom, pam cook ktvu channel 2 news. 7:47. if one southern california lawmaker has his way, california voters could have the chance to dump a 16-year- old ban on bilingual education in public schools. in 1998 voters passed proposition 227 that required schools to only teach in english. even to students who spoke

little or no english. now, los angeles county democrat re ricardo wants to over turn that proposition. he says english will always remain the state's official language but he says the ability to speak more than one language is an invaluable skill. time is 7:48. next year, the u.s. postal service will honor steve jobs by putting him on a stamp. the washington post says the apple cofounder is one of several people being honored with commemorative stamps next year. the postal service hopes apple fans will buy and collect the one featuring jobs who has died more than two years ago. some of the other's feature the late san francisco supervisor, r harvey milk, johnny carson and janis joplin. 7:48. san francisco is hosting more than 150,000 exotic visitors

better than normal. no major problems through the area. the drive time here is about 25 minutes from the altamont pass to the 680 interchange. almost half the drive time of yesterday. let's go to the bay bridge toll plaza, about a 15 minute drive into san francisco. that is your drive time there. and if you're looking at interstate 880 in oakland, traffic on 880 near the coliseum does look good, especially southbound as you drive there. okay. now at 7:50, let's go to steve. >> thanks sal. we have clear skies out there. cold for some, not too bad for others. everything looks good. maybe increase in coastal fog as we head over the weekend. things have changed early next week, by this time, 30s to near 50 on the lows by noon. 54 to 62. 62 to 72 by this afternoon. looks sunny and warm, nice for everybody except for a few high clouds: i doubt much of that today, maybe on saturday. the pattern looks nice today.

lots of sunshine, no doubt, all the way into sunday. mild to warm conditions, changes next week, yes, we'll see increasing clouds on tuesday, maybe some rain wednesday. the only thing that's bugging me is there seems to be a split in the jet stream, and if that happens, may be more rain in southern california than here. too far out. we'll fine tune that next week. some areas starting off cold, a lot of upper 60s to near 70. these are above average. not a lot but a little bit. by about 5 or 7 degrees for some. 30s for napa and santa rosa, i know there's some in lake county and clear lake is 34. there are some 30s around for a few locations. most are in the 40s, though. and temperatures will start to rebound here pretty fast and looks good. if you enjoyed yesterday, like today, will like saturday. everything looks nice a. whopper of the a system, the snow on the backside going into the great lakes. severe weather into the deep south and looks like lain will make it into the new york. they were mild near 50 with the cloudy skies. this is a big system, and it just keeps going on and on and

7:55. porsche is issuing a warning for owners of its all new 911 gt3. porsche says there have been fires involving two of the street legal and track ready sports cars. so far no crashes or injuries reported but porsche wants to find the cause. the recall only affects 408 cars here in the u.s. porsche says it will come and get the recall cars and provide loaners while the gt3's are sidelined. this is just in from the winter olympics, an italian bobsledder has been kicked out of the olympics after a positive doping test. officials say that william

fralani tested positive in a sample taken just three days ago. he asked for a back up test. it was taken yesterday. olympic officials say it confirmed that positive result. we also found out today that a german athlete failed a doping test as well. that person has not been identified as yet. another sample from that athlete is being analyzed today. in other olympic news, we are going to update the current medal count coming up in just a couple of minutes. first, in just over an hour, the men's u.s. hockey team will take on canada in a semifinal show down. this comes a day african da's -- a day after canada's women hockey team. the u.s. team was 54 seconds away from claiming the gold. it was canada that came out on top with the 3-2 win. >> she will go for the most difficult triple triple, the

triple lutz, triple toe. >> edmonds and her coaches were very pleased with how she skated at this year's olympics, despite falling on a triple flip in the lady's long program. the 15-year-old figure skater placed 9th out of 30 competitors. that's considered a surprisingly good finish for someone at her first major senior competition. she looks so poised and will start preparing for the world championships next month in japan: the current medal count, the united states leads with a 25. russia is next with 23. the netherlanders and canada have 22, and norway has 21. well the chance to be the next american idol, it has ended for a bay area contestant, brianna oakley did not make it into the top 13. however, a contestant from san francisco did make it. mk has made it. >> yep, she was the 9th of 10

danville. southbound traffic gets better after danville. we promised a look at the south bay, and the drive times are lighter than usual. northbound 101 is taking 8 minutes. when is the last time that happened during the commute. it's better than it normally is. let's go to highway 24 westbound. this is also taking about 8 minutes from lafayette to the tunnel which is good. bay bridge toll plaza, total drive time into the city right now is just a little bit shy of 20 minutes. 8:03. let's go back to the desk. >> thank you sal. we begin this hour with developing news from san jose. detectives are investigating the city's 8th homicide of the year, after f a homeowner shot and killed a man who was trying to get into his house. ktvu's janine de la vega is in san jose with what he's learned about the suspects and the home. good morning. >> reporter: good morning, many of the neighbors here heard the gunshots and were scared. you know, we knocked on the door of this home here near clayton and mount pleasant road where the shooting happened. no one answered.

we know police interviewed the man who lives here. we're not sure if he's at the placing. police say they were called to the home on pine ridge away just before 8 last night after shots were fired. the man who lives there told them an intruder tried to enter the house and fired shots in his direction. that resident says he armed himself and shot at the man in self-defense. two suspects then got into a vehicle and sped off. a short time later, a man with a gunshot wound was dropped off at a nearby hospital and was pronounced dead. police say they believe that was one of the intruders. >> it's scary because like i said, this neighborhood is normally really quiet and peaceful and this is the first time we had experience with something like this. >> police sources tell me they were able to track down the other suspect at a home 6 miles away near capital and mclaughlin. he was injured from the shooting and taken to the hospital. sources say this doesn't appear to be alain dom shooting. they say the -- to be a random shooting. they say the home was the target of a break-in. the identity of the man who

died is not being released yet. reporting live from san jose, janine de la vega, ktvu channel 2 news. time is now 8:04. a school in north oakland taking a preemptive approach this morning to a campus threat. ktvu news has learned the school notified parents they planned to lock down the campus for the day. ktvu's brian flores live at peralta elementary school right now to tell us about other safety precautions that school will be taking. good morning brian. >> good morning dave, yes, a proactive approach is probably the best way as you mentioned here at peralta elementary here in north oakland after the school received some type of threat and a memo was sent to parents notifying them of the threat. today the school will be on a lock down today, for more on the lock down and more on the threat, i'm here with sue piper, spokesperson for the oakland school district, thank you for joining us, sue. the main question is what do you know about this threat that you know of so far? >> i just know that there is a family with a child at this school who has a dispute with an individual, a threat was made to the family that

implicated the school and this is just a precautionary measure. we want to ensure that our students and staff are safe. >> reporter: do we know how, if that student is going to be here at school today, and did they notify school officials when they were threatened or anything like that. >> i believe they notified the school officials, i don't know whether the child will be here today or not. >> reporter: talk in terms, you're not saying lock down, it's another fundraise, safety first. talk to us about what's going to happen today. >> there are a couple entrances to the school. they are secured. parents were notified via an e- mail blast that they were to come at certain hours so that there are, you know, we faired the amount to have -- narrowed the amount of time when people come. and there are police in front so we know who's coming and who's not coming. >> reporter: we can say there are a couple oakland police officers here this morning. for parents, what do you want to tell them this morning, is the school safe for them to come here. >> yes, the school is safe, and that is a top priority for our school district to ensure that

the our students and safe are in safe surroundings and the goal is to have this be as normal a day as possible for the student. >> reporter: and do we know if peralta has had similar nets like this in the past or never happened before? >> f i have no idea about that. this is not really about the school. it's something outside of the school, but has an impact. >> reporter: yeah, will have an impact on the kids' safety which is the top priority for the school, and the school district. principal it that elementary going -- peralta elementary. gates are going to be closed exactly at 8:40: and the gates will open at 2:45 and 3:00 this afternoon so they're urging parents to pick up their kids during that time. a very unique situation going on for peralta elementary. we'll bring another update in the 8:45 hour. live in north oakland, brian flores ktvu channel 2 news. >> time is 8:07. the investigation goes on into the oakland shooting where passengers on an ac transit bus were caught in the middle of a deadly gun battle. it happened yesterday afternoon

near 78th and ban kroft avenue. two bus passengers started arguing and after they got off the bus, they started shooting at each other on the street. several bullets hitting the bus. one of the unidentified gunmen was killed. the other one escaped. no one on the bus was hurt. >> 8:07. the fbi is trying to track down a man they describe as a violent fugitive who was recently spotted here in the bay area. kevin anthony brigs is wanted in connection with with the assaults on a woman and police officer in montana. in the last week, he was seen in san francisco, berkeley, and oakland. authorities say he is a convicted felony and registered sex offender. fbi says he uses several al i can't i can't -- aliases, has a tattoo on his chest and a piercing on his bottom lip. farmers expect to get very little help, if help, if any, from the federal government

this year. officials will release how much water will be released from the federally regulated rivers and reservoirs for relief. they received about 20% of what they consider normal. dairy farmers could be especially affected by the drought. the lack of water would make the food sources for cows less abundant and cost more money. that in turn means higher prices for milk, choose, yogurt, ice cream and bitter. some analysts predict milk prices could go up as much as 6 0-cents a gallon by next month. dairy loves say agriculture should be a priority to help everybody get through the drought. >> we need less green grass and more water going to the farmers and the dairy people. >> now, many central valley farmers say without more water, they may not be able to keep their dairy herds at the current population levels which would mean less milk and higher prices. covered california online enrollment function still is not working after crashing on

our washington d.c. bureau with more on the spiritual leaders plans here in the bay area. kyla. >> reporter: so far, the white house has not released a read out of the meeting, but my contacts at the white house tells me the united states supports the dalai lama's middle way approach for the tibetans and china. president obama hopes the chinese government will resume talks with the dalai lama about allowing religious freedom and improving human rights. the spiritual leaders trip to the bay area starts with an appearance at jb symphony hall tomorrow, and the berkeley theater sunday before wrapping up at santa clara university monday. as for this morning's meeting, it marks the third time that president obama has met with the dalai lama. presidents from both parties have met with the spiritual leader over the past 30 years. live in washington, kyla campbell ktvu channel 2 news. chinese officials have warned that the president's meeting with the dalai lama were and i'm quoting interfere

with the affairs of china. they consider the dalai lama a separatist who causes trouble in tibet. the united states says it recognizes tibet as a part of the,. gay rights are protesting a controversial bill in arizona making its way through the state legislature. the arizona house approved what's called the exercise of religion bill. business owners under this bill can refuse service to customers and can cite their religious beliefs. gay rights groups say some business owners can use religion to discriminate against the gay community. despite the objections of democrats, the arizona senate passed that bill on wednesday. it is 8:16. the santa rosa plaza mall is regretting an incident involving the family of andy lopez. on monday, after attending a lopez rally, they went to the food court for a meal. security guards ordered them to

remove their white protest shirts. the press democrat reports that lopez's mother left deeply upset because she only had undergarments beneath the shirt. the mall's owner has written a letter saying its disappointed by the security guards and has reinforced proper procedures. lopez was the 13-year-old boy the shot and killed by a sonoma county deputy in october. the deputy says lopez carried an air soft bibi gun that looked like an assault rifle and refused orders to put it down. time is 8:17. some san francisco court employees are pretty upset with what they call the fashion police. now, these union workers held a protest yesterday over how a court's dress code is being enforced. the employees say they're not opposed to the dress code itself but they say the policy is not consistently enforced and that some employees are being singled out.

>> we're not fighting the dress code. we're fighting the harassment that has been given to employees about how they're particularly dressed. >> now, under this dress code, all employees have to wear professional attire. court officials say they're simply enforcing a dress code that's been on the books since 1996. really. it is coming up on 8:-- all right. it's coming up on 8:18. let's check with sal. it's been a little bit slow out there. i want to show some of the east bay traffic here. it is a little bit slow. at the toll plaza, although it is not all that bad. a 20 minute delay. the traffic continues to be sluggish here at the toll plaza. it's not completely cleared up. i want to mention that traffic is going to be slowing down here past the coliseum as you past the coliseum and head to downtown oakland but downtown to the airport is taking 5 or 6

a construction site in downtown san francisco is going to be closed. investigators searching for answers a after a very serious accident. two workers still fights for their lives after they fell from a scaffolding at a skyscraper under construction. it happened yesterday afternoon at the high-rise on mission and fremont streets. one worker fell 40 feet. the other one fell about 30 feet. investigators from the state's workplace safety agency, they're going to be at that site today trying to figure out the cause of the accident. 8:25. warrior fans are facing tougher security at oracle arena. last night, the warriors implemented new security measures. alameda county sheriff's deputies robbery patrol -- will be patrolling home games with bomb sniffing dogs. >> we're here as a precautionary measure. we do this for raider games, we have done this for many years. now the nba is in line with that, and they want to make sure their fans are safe as well. >> the move is part of a growing trend to tighten

security at sports events all across the country. stadiums that host major league baseball games are also increasing security this season. steve blake debuts with the warriors in last night's game after he was traded with the lakers and made the first shot he took, a deep 3 late in the first quarter. he led the warriors with 28 points. the game went into the overtime. the warriors won 102-99. time is 8:26. california's department of health will tell us the latest on the state's ongoing battle against the measles. the measles scare started here in the bay area earlier this month when a cal student tested positive for measles. that student road b.a.r.t. from the del norte station to the uc berkeley campus. that prompted concerns that people may have been exposed to this dangerous, highly contagious disease at both cal and on b.a.r.t. however, ktvu news checked with both uc berkeley and the county health department yesterday.

temps. fog playing into the coastal locations over the weekend. sunshine and nice mild conditions. a few high clouds on saturday, no bigie. next weeks things might change. 60s to low 70s. these are above average. here's sal. we are looking at slow traffic on an area of 680 in the diablo valley, right here on 680 north and south out of danville out of walnut creek. we have a couple minor accidents but there's debris over the road. that's why traffic has been slow through the area and the drive times are pretty slow as well. let's go out and take a look at highway 24 nearby. by the time you get there, it looks good. about 8 minutes from lafayette over to the caldecott tunnel. if you are driving to the bay bridge, it's been steady, 20 minute delay getting into the city. 8:31, let's go back to the desk. >> we're tomming breaking news. we told you about this at 7:30. fire crews have contained a fire at a kuik stop convenience

store. firefighters say no one was hurt but the store was open at the time the fire started. ktvu's alex savage is there. he'll give us new video and tell us what's happening. that's coming up in our next half hour. also new this morning, we're learning more about an early morning house fire in san leandro this is a big one. it started at 4:00 a.m. at castro streets and alvarado. you can see this from blocks welfare the fire crews got there within minutes, but ran into problems. >> we had a hazard in front of the house because the line looked like it was getting ready to fall. pg&e fixed that line for us. >> all of the fire gutted the abandoned home. no one was hurt. still not clear how the fire started. time is now 8:32.

the chp and the state department of justice, they're both investigating a mass shooting. it happened at a triable headquarters in rural northeastern california. this happened yesterday in the community in modot county inside the cedarville rancheria office. investigators arrested the 44- year-old former tribe chairwoman on suspicion of killing four people and critically injuring two others during a triable hearing. now, the suspect and her 24- year-old son, they were being evicted from their home on triable land. investigators say she opened fire, and when she ran out of bullets, she grabbed a butcher knife and stabbed one of the victims. back here at home, a woman in san francisco fighting for her life this morning after being hit by a truck in a busy pacific heights neighborhood. this happened yesterday afternoon about 3:00. witnesses say that truck hit the woman as she was crossing the street. the driver told police he never

saw her. another driver saw the woman walk in front of the truck and screamed for the driver to stop. >> she was pinned under the first wheel on the driver's side. >> the pedestrian described as an asian woman in her 90s with gray spikey hair wearing a blue flannel shirt, jeans and clogs. investigators say she had surgery at san francisco general hospital. she's listed in critical condition. police say the driver was not cited because the pedestrian was walking outside of the crosswalk. meantime, a deadly intersection just yards away from a popular farmers market in san rafael. it's about to get a new look. they plan to build a round about right in front of the civic center farmers market. it's got the green light now. two months ago, a 79-year-old man was killed. he was hit by a van while trying to cross at that intersection. the round about will cost about $1.5 million. the crews are expected to break ground by next winter.

8:34. the two men who viciously beat giant's man brian stow outside dodgers stadium nearly three years ago vs v learned their fate. marvin -- have learned their fate. vein norwood and lieu valley sanchez pled guilty as part of -- louie sanchez pled guilty as part of a plea guilty. they came face to face with brian stow's family. family members told sanchez and norwood they are getting easy. >> because of your actions, brian can't go to the bathroom by himself. he can't shower by himself. he has to wear adult diapers. and i hate having to even say that out loud. but it shows the severity of what you did. >> the time you serve is insignificant compared to what brian must endure.

however,s years that you spend in prison is what you deserve. >> with time served, norwood could be release instead a matter of days. however, both men still face federal gun possession charges that could lead to more time behind bars. time is now 8:36. hang now, an oakland raiders fan is being honored because he saved a woman's life after she jumped from the third level of the oakland coliseum last november. 61-year-old danny navidad was among several people pleading with a san jose woman not to jump. when she did jump, plunging 45 feet from that upper deck, he was underneath, and he broke her fall. you can see the bruises on his arm. both of them hit that concrete hard, and had to be hospitalized, but they have since recovered. girl scout cookies are now on sale. you often see them sold outside the super market and parking lots, but ktvu's tara moriarty

is live in san francisco with a story of a 13-year-old girl scout who set up shop in front of a place where you might expect a big demand, and this is getting a lot of reaction, too. good morning tara. >> good morning. it is. we have had so much social media chatter going on about this subject on our facebook page we have received more than 18,000 likes. we did speak to the girl's mother this morning, and she did say that she has received backlash, some people say selling cookies in front of a medical marijuana dispensary sends the wrong message. the green cross posted some facebook pictures of her selling her cookies on president's day. she sold more than 100 boxes in two hours in front of the cannabis club on mission. far more than she sold in front of safeway. the next day. president says security is tight with surveillance cameras and a guard. kevin reid believes the mother

was open minded about selling cookies here. >> i think the biggest difference is this particular girl scout's mom actually was the secretary for the medical cannabis task force here in san francisco. she got to have a really good insight for two years on who we are as a community. i think she felt very comfortable for that reason. >> now, the green cross even named a strain of marijuana, girl scout cookies and sold out of it yesterday. the girl scouts of colorado says it does not allow its scouts to sell cookies in front of marijuana shops or liquor stores. the northern california chapter says that "the decision of the mom to allow her daughter to have a booth at this location is not intended to be an endorsement or statement of any kind. ". i spoke with her and she says she is a straight laced mother who has never tried marijuana. but she wants her daughter to

stocks are seeing modest gains in early trading on wall street. if the s and n ends the week higher, it will be the longest stretch since an 8 week strand in october and november. the dow is up 3 3/4 2. nasdaq up 14, and the s and m up 5. but there is some bad news on the housing front. existing homes sales fell sharply in january. they dropped 5.1%. that is the biggest decline since july of 2012. the main reason, bad weather discouraging potential buyers, especially in other parts of the country outside of california. but economists say rising mortgage rates and increasing prices also hurt. they say it's likely the trend will reverse when weather is better and people thinking of

moving after the kid are out of school. let's bring you up to date on other top stories we're following right now. a san jose homeowner is claiming self-defense after police say he shot and killed a man breaking into his house. this happened last night about 8:00. a short time after the shooting, a man suspected in the home invasion was dropped off at the hospital. he was later pronounced dead. police sources it tell us another suspect was later captured. the investigation goes on in oakland. that's where passengers on an ac transit bus were caught right in the middle of a deadly gun battle. it began yesterday with an argument between two passengers on a bus. once they got off the bus, they started shooting at each other. one was killed and the other one escaped. no one on the bus was hurt. a school in north oakland right now is taking a preemptive approach this morning to a campus threat. ktvu has learned the school notified parents they planned to lock down the campus for the

day. ktvu's brian flores is live at peralta elementary school, and you just just talked to a district spokesperson. >> reporter: we did. people taking a proactive approach after a memo was sent out notifying parents of a threat at the school. at the moment, the gates are open. in a few minutes when the students arrive, those gates will remain closed throughout the school day. in terms of the threat itself, we understand from the memo that was sent out by peralta elementary's principal yesterday, it was directed to one of the families and a youngster that sustaineds the elementary school. school district officials add that the threat was made from a person who has nothing to do with the school. it was made away from the school and was "a personal matter "and they would not go into the specific details about what type of threat it was. >> there is a family with a child at the school who received a threat from an individual who has a dispute

with the family. and that the school was implicated so as a precaution, the school is limiting access to and from the school. >> reporter: on terms of what is planned today, here are some of the details from that memo. the gates will be locked throughout the day. the gates are coming down as we speak. the 63rd street door will be locked as well. a phone number has been given to parents just in case they need to enter the campus today. the gates will reopen as well from 2:345 3/4 3/4 -- 2:45 to 3:00 p.m. they will have supervisorred reassesses and restroom breaks, and there is a police presence and they will be here throughout the day. you're looking at gate. coming down as we speak. will be closed throughout the day at peralta elementary. this is a precautionary lock down. speaking with school officials, they say this will be like this today. if there is a perceived threat into the weekend and next week, they will notify parents

appropriately. live in north oakland, brian flores ktvu channel 2 news. 8:46. drivers targeted on a local highway. ktvu's pam cook is in our newsroom with who chp is looking for and why they immediate to put an end to this quickly. good morning pam. >> good morning, the chp in sonoma county says this may have started as a joke, but could end with tragedy. officers are searching for whoever has been throwing full water bottles at cars. now, it's been happening in the afternoon when there's less traffic on highway 12 between santa rosa, and at least four incidents have been reported. in one case, a water bottles shattered the glass on a school bus. luckily there were no kids on the bus at the time, but the driver got shards of glass in her arms and in her eye. >> the person is leaning out the window and throwing water bottles. >> i was driving and all of a sudden, crash, right in the windshield, and i looked at my daughter and said, what's that.

the fire and proceeded with direct fire attack. >> firefighters say the store itself has extensive damage from the flames and smoke. time is now 8:54. a memorial service in san francisco planned for today for the owner of a butcher shop killed last weekend in a motorcycle crash. cmp says 42-year-old josh epple who owns drewes meats lost control of his motorcycle on the 10th street onramp to highway 101. he was thrown from his bike and fell down to the city streets below. today's service for epple is at 1:30. it will be at st. paul's church on valley street. some bay area homeowners are saving water by tearing out their lawns. the santa clara valley water district says they're paying 1 dollar for every square foot of lawn that homeowners replace with landscaping that doesn't need much water. 109 people took advantage of the offer. even more are considering the

the crash has been turned into a sig alert. chp thinks it's going to be there for a long time or at least for a while. traffic is slow in both directions. we're getting lucky because a lot of morning commute has passed this area by. you want to mention if you're driving on northbound 880, this over turned teak vehicle and a few other cars will be there. expect delays, you may want to get on the freeway after dakota road northbound if you're going to hayward. looking at the commute on 880 a little bit further north, that looks good passing oakland, and no trouble in downtown oakland. and driving to the bay bridge toll plaza, it's a 15 minute drive time from oakland to san francisco. now, let's go to steve. thank you sal. nothing but blue skies, in fact that's what we're going to have today, probably most of the weekend, except for high clouds, and patchy clouds. mild to warm, above normal temples the increases clouds, tuesday, if there's any rain, it wouldn't be until wednesday of next week. and what about tahoe area.
