>> what he has received for his bravery. >> ktvu channel 2 news starts right now with breaking news. >> breaking news out of san jose where police are responding to a shooting on south 8th street at east williams street. robert handa just arrived on the scene and joins us live, what can you tell us? >> reporter: we have been here 15 minutes and it sounds like police have this area cordoned off and this could be significant because neighbors tell us they believe there was an officer-involved shooting at an apartment complex here. you can see all the activity, it sounds like police have joined the san jose campus police on the scene and in the investigation. neighbors tell us police responded to an incident involving the young man and

they said they heard the young man get tasered twice and whatever happened after they say they heard two gunshots, they do not know if he was killed and say some people saw him on the ground but san jose police department have confirmed they have a homicide unit either on the way or just arrived. i have been told that san jose state university officers were involved in the initial call but they have not confirmed whether it was their officers that fired the shots so right now the investigators have just arrived on the scene. they have the area cordoned off. there are people here trying to get to the apartment complex where they know somebody but it appears there is a officer- involved shooting here possibly involving san jose police or campus police, we are hearing it was campus police involved

in at least the initial contact and when with hear more we will get back to you. >> and i am just curious if this is san jose police involved is this a apartment where they are living and not a dorm. >> yes, i believe it is an apartment close to the college but i don't belief it is an official dorm facility but i have not been able to see. >> right, you just got to to the scene and if you find out more you will update us. california farmers will not receive water from the u.s. government to help with the drought, the decision was announced within the past few hours, officials say they will continue to monitor the situation here but so far there is not enough water to give to farmers. last year farmers received 20% of their normal allowance but there is some monetary aid on

the way, the president pledged 183 million dollars from existing federal funds when he vested fresno last week, and on wednesday governor jerry brown proposed a 6 evmillion dollar aid plan. the drought is expected to cause many grocery bills to g up, we can expect the price of mill took increase by 60 cents by next month, because a lack of water makes it difficult for farmers to grow food for their dairy cows, forcing them to purchase food and that cost is passed along to consumers. there is good news. there is rain on the way, mark tamayo has been tracking wet weather expected to hit the bay area next week. >> that's right, tory, still a few days away but tracking changes in the pacific at least on the radar right now in the short-term wish i had clouds and groan to show you to reflect the rainfall but nothing right now, in fact mostly clear skies over california, here we have the

changes offshore in the pacific and this activity is developing right now, basically this big cloud area here, the left portion of your screen, that is the source of rainfall, will take a few days to get here because we do wrap up february, in fact if we take a look at the rainfall days this month we could be talking rain as early as wednesday as we put this in motion and you can see with wednesday, a break on thursday and possibly more rain developing at least back into the picture by friday and into saturday. coming up we will talk about how much rainfall we can expect and the few changes developing in your weekend forecast. >> all right, thank you. an attempted home burglary is now link,ed to the city's 8th homicide of the year, as janine de la vega reports it appears the resident shot the intruder. >> reporter: police were here for hours overnight gathering evidence of a shooting. >> it was just gunshots they heard, not that many and then just like the next thing i know

the cops came and they closed out the street. they had everybody on lock- down. >> police say when they arrived the man who lived at this home told them someone tried to break in and fired shots in his direction and that is when the resident armed himself and shot back in self-defense. he told police the two suspects jumped in a car and sped off, soon after police say a man in his 20s was dropped off at a hospital with a gunshot wound. he was pronounced dead. >> officers went to the hospital confirmed there was a gunshot victim at the hospital, after further investigation they determined the subject at the hospital was related to the incident that occurred here on pine ridge way. >> we learned through police sources officers tracked down the other intruder at a home 6 miles away. he had a gunshot wound and was taken to the hospital. homicide investigators are interviewing the people at that home and others who know the suspect who was shot. sources say it appears the intruders targeted the home on

pine ridge. >> some of the stories being provided, let's just say there is some inaccuracies and inconsistencies so again they are going have to go through that information until we can provide better details. >> people who live in this neighborhood tell me they want answers, they are concerned for their safety. >> it is scary because like i said this neighborhood is normally quiet and peaceful and this is the first time we have experienced something like this. >> homicide detectives are going through evidence including video to piece this case together, police do not know if the man who shot the intruder will face charges, no one is in custody. >> the fbi is searching for a man they describe as a violent person in the area, kevin briggs is wanted, in the last week he was seen in san

francisco, berkeley and oakland, authorities say he is a convicted felon and registered sex offender, the fbi says he uses self aliases, has a tattoo on his chest and a piercing on his bottom lip and say he could be headed for mexico. we have learned the 91-year-old woman hit by a truck in san francisco's pacific heights yesterday has died, it happened and 3:00 in the afternoon, witnesses say this concrete truck hit the woman as she was crossing the street, the driver tells police he never saw her, another driver saw the woman walk in front of the truck and screamed for the driver to stop. police say the driver was not cited because the pedestrian was walking outside the crosswalk. a north oakland school is locked down this noontime after a threat to the family of a student. access is restricted to one entrance and security and police will be around campus all day, this is due to a

south 8th street near san jose state university. robert handa has new details and joins us live from the scene. >> reporter: we are still getting information from people who have talked to my, some of it not confirmed but this is what they are telling us about the scene going on here apparently san jose state police responded to some sort of a call at an 8th street apartment complex where they encountered a young man or at least a man with a backpack who some people describe as looking like a student, who was there and apparently the officers approached that person and one of the officers say that they heard that the person was using a knife, whether he came at the officers with it or not, all they said was the person had a knife and that officers initially tazed him twice and that he did not respond or stop

whatever he was doing and san jose state university officers we understand then shot twice at that young man, he went to the ground, san jose state homicide unit is on the scene. we have not heard officially that he was killed, we know that the body has been taken to a hospital and so we understand that it was possibly a fatality but we are still trying to confirm that but we do know that officers here on the scene have told me that the person had a knife and that was one of the reasons why he was shot. again the apartment complex that you were asking about before, i understand i have been told by people here is not a dorm facility but it is an apartment complex very close to the campus and occupied by a lot of students. that is the latest we have here, we are still waiting for confirmation and we understand that san jose police will probably take over at least a good part of this investigation. reporting live in san jose robert handa, ktvu channel 2 news. >> thank you, he obviously will stay on that story and have
