coverage starts right now. this is ktvu mornings on 2. >> and good morning. welcome to mornings on 2 . >> looks like it's a beautiful morning. let's check in with less rosemary. >> a pleasant weekend in store with only minor changes for the weekend and those patchy fog along the coastline, into areas of santa rosa. so you can expect that. temperatures in the upper 30s to upper 40s as we get into your morning hours and then into the second half of the day we are looking at changes in the way of mostly sunny skies, dry forecast will continue. we have changes coming our way next week. by wednesday, rain moving in and this is not the only system to come our way. i will detail finally the next chance of rain as well as your weekend numbers coming up. >> and we start this morning with developing news. major bart delays are expected all day after an out of service train went off the track last night. we are live in concord this morning where repairs on that

track are expected to take hours. >> reporter: they are expected to last all day essentially. some of the work is going on right here behind us. just about five minutes ago we saw this flat bed truck pull up into the concord bart station parking lot. if you look behind it you can see a giant crane with what looks like a huge arm or -- claw if you will on top of that -- one of the bart cars. it looks like they are in the process of getting ready to remove one of the cars from the tracks. this train you can see is a four car that derailed of this ten car train are zigzagged along the tracks. crews removed one of the cars off the tracks. this is now video that kim in to the newsroom early this morning. the removal of just one of the cars takes about 25 miens but we sped it up to show you the process. there are still three other cars that the crane has to get off the tracks and after that work crews and safety

inspectors will have to start repairing the tracks because when the train derailed it damaged the tracks and the third rail. exactly why the train derailed is still under investigation. it happened around 6:30 last night and this morning representatives said they aren't sure how long repairs are going to take. >> once we are able to get in and take a look at the extent of the damage and what we are going to need to replace we will have a better estimate as to when we can get back up to normal service. it's still to early to put a -- a timeline out there. >> reporter: now the train was out of service and on its way back to the concord yard when this derailment happened. nobody was on board and bart said the train operator was not hurt. again the cause of the derailment is under investigation. bart representatives know -- they are saying that this train somehow derailed when it went over some of the intoer locking tracks. now back out here live you can see that crane looks like some

of the crews and there are people on the tracks right now ready to -- in the process of taking one of these cars off of the tracks where this derailment happened near the concord station. bart service is going to be affected. bart has set up shuttle service between the bay point and concord stations. if anyone wants to get toward the chicago oakland area they should go straight to the pleasant hill station. trains from that station are not affected by the repair work here. live in concord. ktvu channel 2news. >> bart riders are being encouraged to make other plans today as she said. people traveling from concord to san francisco or oakland are adviced too catch their trains at the pleasant hill station. bart is providing shuttle buses between the north concord, concord and pleasant hill stations. last night hundreds of people used bart shuttle buses to gem home. bart said it'll continue to provide them between pleasant

hill and the pittsburgh bay point station. it's not the first time something like this has happened in that area. in 2011 another train derailed near the concord bart station. that one had passengers on board but nobody was seriously hurt. bart officials say it was caused by the switching track. >> happening today the dali lami will give a speech in san francisco. he was welcomed with music, dancing and singing when he arrived in the bay area. he is going to stay for three days. some people waited for hours outside the hotel in san francisco for a chance to see him. >> i have been like dreaming of being so close to him. i don't know. i just feel very happy. >> before arriving to the bay area he met with the president at the white house. now he has a busy weekend schedule. his speech at starts at two this afternoon and then at 8:30 tomorrow morning he will bless a temple in richmond. an hour later he will appear at

meat balls, a number of pets ate them, one died, others became sick. >> i have two dogs so i got really upset about this. i >> i hope they find the person and i hope the full extent of the law can is a applied. >> the meat balls are being tested. investigators are warning people not to let their dogs go alone and be mindful of young children. one of the men who attacked brian stowe was supposed to be free this morning but marvin norwood stays in jail on a federal weapons charge. he and louis sanchez pled guilty to beating stowe three years ago. sanchez received an eight year sentence, norwood was going to be released due to time served. police say that they found a stash of guns in his home and he faces ten years if convicted on that charge. senate search sundayway for a missing man who is depressed

and could be suicidal. brian butler was last seen sunday heading north along highway one. authorities found his truck later this night but butler was nowhere in sight. friends and family have organized two different searches. one that started just a few minutes ago and another that will start at noon. volunteers are asked to meet in moss beach. >> the chemical safety board said tesoro isn't cop righting. attorneys ordered investigators to leave the refinery. two workers had first and second degree burns from an acid spill at the refinery earlier this month. they were airlifted to uc davis. the fire district may soon hire more than two dozen. the times reports the district has been awarded a federal

grant and they want to hire more firefighters. george miller said the district and others across the state have been spread thin by wildfires and the tough economy and the current drought conditions. proactivityers protesters are expected to rally against google shuttle buses. the agency is considering a plan to let private buses to use its bus stops and some in the neighborhood say they believe the well paid employees are driving up rents and contributing to the evictions of long time residents. the protest is scheduled to get started at 10:30 at mission high school. >> i stepped out see you before we walked in and got a breath of fresh air and it was -- the word perfect popped in. it's beautiful. >> yeah. how about this shot. >> great. >> the golden sunrise over the golden state and another pretty day around the bay area. we do have low level fog creeping its way up over parts of the bay area. santa rosa, nevado reporting

east bay mud crews worked through the night and are still working now. they are trying to repair a six inch pipe that broke yesterday about 4:30 p.m. the video you are looking at where it happened near the intersection of parker and mcgee. 35 homes were initially affected and you can see it caused a big mess. we called east bay mud. it's unclear how many are without water now or how long those repairs will take. police say that the streets are still shut down while those repairs are done. a fugitive sex offender who may have been spotted in the bay area has been arrested in portland oregon. he was arrested last night after he was found in a van. he had been on the run since february first. he escaped from montana after being arrested on suspicious of assaulting a woman and a police officer. he was on probation for sex crimes, kidnapping and burglary. >> gay right activists are criticizing an arizona bill that allows businesses to refuse service to people on the

basis of religious beliefs. they say merchants can site the legislation to discriminate against the gay community. some arizona businesses are asking the governor to veto the bill because they fear in economic backlash. california state senator said arizona would only hurt itself. >> they are going to host super bowl xlix just next year. you can imagine threats of boycotts. it's the last thing they want. >> >> the governor is still deciding whether to sign the legislation or veto it. in this morning's weekly address the president repeated his call to raise the nation's minimum wage. >> raising wages isn't just a good deed, it's good business and good for our economy. it helps reduce turnover, it boosts production and it gives people more money to spend at local businesses. >> there is a bill that is stalled in congress that would

weekend. i say get outside because next weekend will be quite different. we will be cooler and likely will see wet weather into next weekend. to save us some time we will pick it up midweek wednesday. we start out wednesday morning. it looks like mainly dry but as we get through the first half of wednesday and into wednesday afternoon. the wet weather moves through. we have a second system, did you see that? i -- now put us into friday night. one system coming through wednesday. little bit of a break on thursday but the next storm on friday and it's here friday night. the future cast model won't go out farther but you can see we are likely to wake up with wet conditions on saturday as well. three to five inches of rain, so far anticipated the systems. we will fine tune it as we get closer. between now and then we have great weather in store. that includes for the weekend, seeing a little bit of patchy fog. temperatures on the cool side. upper 30s to upper 40s. inland community was the chilliest temperatures, the 40s around the bay.

chaos. >> this morning passengers in the east bay are having to find their way around a bart derailment in concord. more on the closures and what you need to know to get around it. good morning. welcome back to mornings on two. >> we are following developing news on the bart train derailment. it could be hours before bart service returns to normal after an out of service train went off the track. want to show you a live look at the work being done at the station there in concord to remove the cars and repair the damage to the track. bart said there could be delays all day because of the emergency repairs. this is video shot just a few hours ago when the first car was actually removed from the track. no passengers again were on board when this train derailed at about 6:30 last night. this morning there is still no train service past the pleasant hill station to concord, north concord and pittsburgh bay point. bart said it appears the train derailed at a switch. riders being encouraged to make

other plans. people traveling concord to san francisco or oakland are being told to catch their trains at the pleasant hill station. bart is providing shuttle buses between the north concord, concord and pleasant hill station. last night hundreds of frustrated people used bart's shuttle buses to get home. >> it was -- total chaos. people were just -- we don't know what bus to get on. >> when i saw the line, i knew bart was not prepared to handle this. i was about five blocks of people and it didn't move for ten minutes. >> bart said it'll continue to provide shuttle service between pleasant hill. allie will have a live report from concord coming up at the top of the hour. >> california farmers affected by the drought won't get irritation water from the federal government. the bureau made that announcement. they said they will continue to

be linked to the case of someone smashing wind shield by throwing water bottles. here is the white toyota tacoma. it's a trd model with big tires and black rims. investigators say it was spotted at the santa rosa transit mall on wednesday about 20 minutes before several cars were hit with water bottles along highway 12. >> this person isn't just messing around, he is doing it on purpose at oncoming vehicles. we want to stop it. >> authorities say that six capes have been reported so far with several wind shields being shattered one person being hurt. police are asking anyone with information to contact them. an investigation is now underway into a deadly shooting involving a san jose state campus police officer. it happened just before 11:00 at south eighth street and east san salvador just about a block from campus. two say they responded to a report of a man holding a large knife near the university. police say they tried to stop

the man by using a taser before opening fire. >> the suspect charged at the officers with the knife. one officer from the university police department actually discharged his taser. >> police say that the manipulator died. man died. >> a memorial service will be held for a football player who died during a team work out. the memorial comes after family, friends and team packed a funeral service for him yesterday in bakersfield. the 21-year-old was a public health major and planned to attend medical school. officials say he collapsed during a routine work out earlier this month. the cause of death has not not revealed. the oakland mayor will host a town hall meeting, she said it's a chance to address concerns. it's the first in a series of meetings. the police chief and oakland school district superintendent will also be there to answer

questions. the meeting starts at ten. >> authorities in the south bay say they have busted a major identity theft ring. investigators say that the ring used credit card skimmers to steal personal information from thousands of gas station customers around the bay area. as amber lee explains authorities have arrested six and say they thereare more to come. >> reporter: its something most of us do all the time. swipe your credit or atm card to buy gas even though we know the risk. >> it's there but nothing you can do. >> reporter: investigators with the santa clara da's office say it's also the starting point for a crime ring out of southern california a break-in the case came mid-december. >> gas station representative in san jose told us that he had found a suspected skimmer and. >> reporter: that led to three family membered identified as

juicy number of days as we went through parts of february last weekend we saw just a little bit of rain move in, a little disappointing but this is when we are looking at the next possibility of rain. looks like we will start out dry as we get going early wednesday. by the afternoon, i think we will begin to see some of this. first system on wednesday, a slight break on thursday and then more rain expected by friday. temperatures right now outside, 39 degrees in santa rosa. upper 40s san francisco, upper 30s to upper 40s a chill in the air for most of us. 49 degrees for oakland. 42 concord, san jose in at 43 and for the afternoon another nice one. into the 1:00 hour you are looking at mid60s. upper 60's by four, into 7:00 if you are going to be out this evening temperatures will start to slide 57 degrees expected so not to bad into seven or so. sunsets just before 6:00 these

days. 69 for santa rosa. 67 san rafael. upper 60's for the east bayshore line. 72 for gilroy. the extended forecast with the bay area weekend always in view. minor changes for the weekend a nice one to be outside. partly cloudy monday, temperatures start to slip. we turn wet and cooler by wednesday. back to the desk. >> in just about two hours, hundreds of people will do this. they will brave the cold waters of the san francisco bay for the polar plunge. it's a dip and 5k run that helps raise money for the northern california special olympics. about 150 are expected to take part and more than 800 people are expected to take a dip at aquatic park. organizers encourage one to wear costumes. as you can see the costume idea was a big hit. kind of fun maniy that -- more people would rather jump in than run a few miles. >> yeah. about the experience.

each of these cars weighs about 66,000-pounds. they are pulled off the track was a massive crane that has a spreader barea tached to it. crews have to drill in to the cars to attach them to the crane and then it's hoisted off and onto a oversized flat bed truck this have to remove them off the tracks and four derailed of the ten car train. they have to take them off the tracks before they can get a clear sense of the damage to the tracks and figure out how much time it'll take to repair the tracks and then restore service at the station. >> it's -- time consuming, not anything you want to do in an unsafeway. we are taking our time to make sure we do it safely in a way that doesn't damage the cars because after all we have a limited number of cars and -- the derailed cars may go back into service eventually. >> now once the car was on the flat bed truck this morning it was taken way subpoena some of the people who live nearby came to watch because it's unusual to see a bart carrolling down a

residential street. the derailment happened around 6:30 yesterday evening there were no passengers because the train was going to the concord yard. the train operator was also not hurt. investigators from the public utilities commission have been here since yesterday. they are trying to find out how this derailment happened. right now just appears that the train derailed at a station and that's where the switch tracks and this train was going to the yards, that's why there were no passengers on board. representatives say this morning there is no timeline yet on when the concord station is going to reopen. bart passengers should make other plans. live in concord. ktvu. >> bart riders are being encouraged to find another way to get around today. people traveling from concord to san francisco or oakland are told to catch their trains at the pleasant hill station. bart is providing shuttle buses between the north concord, concord and pleasant hill

people are trying to make their way around a bart train derailment. >> we are following developing news this morning. crews working to remove the bart train that derailed in concord last night but it could take a while before service returns to normal. allie live for us in concord where some progress is being made this morning. >> reporter: crews have made progress removing some of the derailed cars off the concord station track there is still no timeline for when this station will reopen again. this is the trainor what's left of it that we are talking about. crews have to remove all of the cars off the tracks before they can get a clear sense of the damage and figure out how much time it'll take to repair the tracks. it would have the cars from the derailed train have been plucked off the track overnight and early this morning about an hour ago. about 45 minutes ago we watched one of the cars being taken

away on an oversized flat bed truck. some of the people who live nearby, live near the station came outside to watch because as you can imagine it's unusual to see a bart carrolling down a residential street, bart equipment operator explained crews used what's called a spreader bar to lift the cars, the equipment operator said they are built with holes already in the top so that the spreader bar can be attached with screws and bolts and then hoisted up. each of them weighs about 60,000 pounds. this is a time consuming process. >> quickly as you can and -- [inaudible] what we want to do it in a way that inthat insafe and that won't further the damage that will affect people in the future. >> reporter: the derailment happened around 6:30 yesterday evening. there were no passengers on board because the train was going to the concord yard and the train operator wasn't hurt.

investigators from the public utilities commission and bart safety inspectors have been here since yesterday trying to find out why the train derailed. so far they -- it appears that it derailed at a switch and that's where the train switched tracks but they don't know why it happened. but you can see some of the folks who live near the area coming to take pictures because it's a bit of a spectacle. two more cars zigzagging the tracks here at the station. they are still up there. crews will be out her working to remove it. passengers usually leave from this station some make other plans. >> and they are being encouraged to make the other plans. people are being told to catch the trains at the pleasant hill station.

last night hundreds used bart shuttle buses to get home. >> it was total chaos. people were just crowded, we didn't know where to go. >> when i saw the line. i knew bart was not prepared to handle this. it was about five blocks of people. >> bart said they will continue to provide shuttle service between pleasant hill and the bay point station through the evening. >> california farmers affected by the drought won't get irrigation water from the federal government. the bureau made that announcement yesterday. the agency said that it'll continue to monitor the rain and snow but so far there is not enough water in the project to give to farmers . last year they received 20% of their normal allowance. one said without the rain the summer and fall harvest could be the lowest in decades. >> going to see a big drop in what we grow, where we grow it

on. this morning, waking up with patchy fog. giving you a live look at the golden gate bridge, along the coastline, seeping just inside the bay, areas like santa rosa, novato woke up with patchy fog this morning. looks like mostly sunny conditions at this point. temperatures right now in the low 40s to low 50s, so we are beginning to see a nice turnaround. we'll be mostly sunny, dry and mild for your afternoon once again. into next week, rain is coming back. not one, but at least two systems coming our way. the first one on wednesday. i'll time this out for you and have your numbers for your weekend, coming up. we're following developing news this morning out of concord. crews are working to remove the bart train that derailed last night, but it could take a while before service returns to normal. ktvu's allie rasmus is live this morning in the city of concord, where progress is being made. allie? >> reporter: well, mike, no word from bart representatives when the concord station will reopen, but crews out here have been making progress this morning. i'll show you what it looks like out here. in the last 30 minutes or so,

we've watched this crane get into position. looks like they are getting ready to pick up another one of these bart cars off the tracks. if we tilt up, we can show you the tracks. there are two cars there, still jackknifed on the tracks at the concord station. two of the four cars that were derailed last night have now been removed from the track. the most recent was lifted off about 90 minutes ago. now, the removal takes about 20 minutes, but we sped it up in this video using time lapse to show you the whole process. the cars are plucked off the tracks with a massive crane that has what's called a spreader bar attached to it. the equipment operator out here tells me that bart cars are built with holes in the top already, so the spreader bar can be attached to the cars with screws and bolts, then hoisted up. just before 8:00 this morning, we watched one of them hauled away in an oversized flatbed truck. >> it's time consuming, not anything you want to do in an unsafeway. so we're taking our time to make sure that we're doing it safely, in a way that doesn't damage the cars, because after

all, we have a limited number of cars and these derailed cars might eventually go back into service. >> reporter: and that flatbed truck then took the cars on their way to the concord yard for storage and for inspection. some of the people living nearby the concord station came to watch because, as you can imagine, it's not a normal thing to see a bart car rolling down a residential street at 7:30 in the morning. now, this derailment happened around 6:30 yesterday evening. there were no passengers on board because the train was on its way to the concord yard. the train operator was not injured. investigators from the public utilities commission and bart safety inspectors have been at the site where the derailment happened since yesterday evening, trying to figure out why the train derailed. so far, no answers. they say it appears the train derailed at an interlocking switch, where the trains switch tracks. again, the train was switching tracks to head to the concord yard for the night. now, back out here live, crews have to remove all the cars off the tracks before they can get

a clear sense of the damage and figure out how much time it's going to take to repair the tracks, then restore service. you can see they have got two of the cars off, two more to go. looks like the crane is getting ready to hoist one of the carcinogen off of the tracks here at the concord station. in the meantime, people who usually travel to and from the concord station on bart are being asked to find alternate plans. allie rasmus, ktvu channel 2news. >> bart has made plans to get riders around the derailment today. people traveling from concord to san francisco or oakland are being advised to catch their trains at the pleasant hill station. bart is providing shuttle buses between the north concord, concord and pleasant hill stations. last night, hundreds of frustrated commuters used bart's shuttle buses to get home. bart says it will continue to provide shuttle service between pleasant hill and the pittsburg/bay point station into the evening. this is not the first time something like this has happened in that area. back in 2011, another bart train derailed near the concord bart station. that train did have passengers

really upset about this. >> i hope they find the person and i hope the full extent of the law is applied. >> the meatballs are now being tested to confirm if they indeed laced with rat poison. investigators are warning residents not to let their dogs go alone and be mindful of young children in the area. one of the men who attacked giants fan bryan stow was to be a free man this morning. however, marvin norwood remains in jail on a federal weapons charge. norwood and codefendant louis sanchez pleaded guilty on thursday to severely beating stow near dodgers stadium three years ago. sanchez received an eight-year sentence, while norwood, who is going to be released due to time served, received four years. while investigating the two men for the stow beating, police found a stash of guns in norwood's home. he faces 10 years in federal prison if convicted on the weapons violation. the chemical safety board says tesoro is not cooperating with an investigation into an accident at its refinery near

high school in tennessee. the roof had been recently installed and had been strewn across the parking lot. many areas around the great lakes were hit. and frozen conditions are causing major problems on the east coast. ground delays are reported due to limited visibility from storms. and still no water in berkeley for residents living near a broken water main. east bay mud crews worked through the night and are still working now. they are trying to repair a 6- inch pipe that broke yesterday about 4:30 p.m. near the intersection of parker and mcgee streets. 35 homes were initially affected and you can see it left a watery mess. we did call east bay mud this morning. it's still unclear how many homes are still without water right now or how long those repairs will take. police, however, tell us the streets do remain shut down while those repairs are being finished. happening today, protesters are expected to rally against google's shuttle buses. the group plans to rally outside an open house for muni. the agency is considering a plan that would allow private bus companies to use its bus

stops, but some in the neighborhoods say they believe the well-paid google employees are driving up rents and contributing to the evictions of long-time residents. the protest is scheduled to get under way at 10:30 this morning at mission high school in san francisco. google is pulling the plug on its free wi-fi in the city of mountain view, but it's proposing a new high speed network in its place. the mountain view city council is scheduled to consider a proposal on tuesday to turn the area into a downtown hot spot in the next five years. the current complains are about the speed of the existing system. google says the network was not designed for the data demands of smartphones and tablets. a fugitive sex offender who may have been spotted in the bay area has been arrested in portland. kevin briggs was taken into custody last night after he was found in a van. he had been on the run since february 1. briggs escaped from montana after being arrested on suspicion of assaulting a woman and police officer. he was on probation for sex crimes, kidnapping and burglary at the time of the assault.

health officials say there may be more illnesses from a listeria outbreak linked to cheese that killed one person in california and left several babies ill. the centers for disease control says the outbreak was traced to fresh cheese curd. it was traced to a latino grocery store. three newborns were sick, as well as two of their mothers. officials did not provide any details about the one death in california. well, gay rights advocates in the bay area are criticizing a bill that allows businesses to refuse service to people who may conflict with the business owner's religious beliefs. gay rights supporters say merchants can cite this legislation to discriminate against the lgbt community. some arizona businesses are asking governor jan brewer to veto the bill because they fear economic backlash. california lawmakers say would

. a bart train derails in concord. two railcars have already been removed from the tracks. another is being cleared at this hour. good morning. welcome back to mornings on 2. i'm claudine wong. >> i'm mike mibach. we are following developing news this morning. major bart delays expected all day, after an out-of-service train suddenly goes off the track. allie rasmus is live this morning in concord, where some progress is being made to remove those cars. allie? >> reporter: well, mike, bottom line we still don't know when the concord station will

reopen. it's certainly not going to happen any time soon. as you can see behind us, they are still at work here. they have made progress this morning. right now, you can see the crane that they have out here. they just finished putting counter weights on it, little bars at the bottom with the red triangles on the wind, putting the counter weights on it before they prepare to lift up another one of these bart cars. these bart cars weigh about 60,000 pounds, so that's why they have the massive crane out here with the counter weights on it, to do that work. now, just before 8:00 this morning, we watched one of those derailed bart cars being hauled away on an oversized flatbed truck, after it was hoisted off the tracks this morning. it was taken to the concord yard maintenance facility. some of the people who live nearby came to watch, because as you can imagine, it's not every day you see a bart car rolling down a residential street. a bart equipment operator here explained that, again, these cars weigh about 60,000 pounds and crews used what's called a spreader bar to lift the cars off the elevated tracks. the equipment operator says the

bart cars are constructed with holes in the top so that the spreader bar can be attached with screws and bolts, then hoist the cars off the track. a bart spokesperson explained this morning that all of this is a very time-consuming process. >> we're doing it as quickly as we can in order to return to normal service. we want to do it in a way that's also safe and in a way that's not going to create further damage that's going to affect people in the future. >> reporter: the derailment of this 10-car bart train happened around 6:30 yesterday evening. there were no passengers on board because the train was on its way to the concord yard. the train operator was not injured. investigators from the public utilities commission and bart safety inspectors have been at the site since yesterday evening, trying to figure out why this train derailed. they don't really know why, don't have an answer yet, but they say so far it appears the train derailed at an interlocking switch, where the trains switch tracks. two remaining bart cars, zig-

zagging the tracks still here at the concord station, still need to be removed before crews can see the damage on the tracks and figure out how long it's going to take to open the concord station. in the meantime, this is a residential area near the concord bart station. we've seen throughout the morning dozens of people coming out with their cameras. some have even set up, brought chairs to watch the work going on here this morning, because it is an unusual thing to see a train derailment like this and crews doing this work to repair it. but for people who are using, plan to use the bart station here at concord, who normally come here, they are being advised to find alternate plans. the concord bart station is closed and there's no time line again on when it will be open. allie rasmus, ktvu channel 2news. >> thanks, allie. people traveling from concord to san francisco or oakland are being advised to catch their trains at the pleasant hill station. bart is providing shuttle buses between the north concord, concord and pleasant hill stations. last night, hundreds of

frustrated commuters used bart's shuttle buses to get home. >> it was total chaos. there were crowds of people. we didn't know what bus to get on or where to go. >> when i saw the line, i knew bart was not prepared to handle this. literally, it was about five blocks of people. it didn't move for 10 minutes. >> bart says it will continue to provide shuttle service between pleasant hill and the pittsburg/bay point station into the evening. california farmers affected by the drought will not get irrigation water from the federal government this year. the bureau of reclamation made the announcement yesterday. the agency says it will continue to monitor rain and snow. so far, there's not enough water in the central valley project to give to farmers. last year, farmers received 20% of their normal allowance. one water expert says unless we start to get some rain, those summer and fall harvests could be the lowest in decades. >> we're going to see a big drop in what we grow, where we grow it and what's available in

died during a team workout. the public memorial comes after family and friends packed a funeral service for ted agu yesterday in bakersfield. the 21-year-old defensive lineman was a public health major and planned to attend medical school. school officials say he collapsed during a routine workout earlier this month. the cause of death has not been released. just about 25 minutes, oakland mayor jean quan will host a thanh hall meeting, a chance for residents to address their concerns. it's the first in a series of meetings. police chief and oakland unified school superintendent will also be there to answer questions. the meeting is being held at mcclem mondays high school on myrtle street. the crime ring based in southern california that stole the identities of some bay area residents have been busted. yesterday, police arrested six people in connection to that ring. three of those people were family members who police say were the ones in charge. 53-year-old petra sell done, her son luis, and her daughter.

critically injuring her 3-year- old daughter and 5-year-old niece. police say flanigan has a previous arrest for dui. she was on probation at the time of the crash and her license had been suspended. san francisco police are hoping for the public's help finding a man accused in a brutal beating. police have released this surveillance video of the attack, focused on the bottom left of your screen. this attack happened back in december on mission street. the victim was beaten and kicked in the head and suffered memory loss. two men were arrested, but this man is still at large. police say he is a 25-year-old latino man, 5' 10, weighing about 200 pounds. an investigation is under way into a deadly shooting involving a san jose state campus police officer. it happened just before 11:00 yesterday morning at south 8th street and east san salvador, about a block from campus. two campus police officers say they responded to a report of a man holding a large knife near the university. police say they tried to stop the man by using a taser before

opening fire. >> the suspect charged at the officers with a knife. one officer from the university police department actually discharged his taser. >> police say the man died at the hospital. investigators say he did not appear to be a student. the owner of a santa rosa mall is apologizing after several activists weres forked to take off t-shirts made in memory of andy lopez. the group included lopez's parents who say they were told they would have to leave the mall if they did not remove their shirts. one woman in the group, nicole guerrera took this video of the incident. she said she later received a letter from the company that owns the mall, saying security guards did not follow company policy. >> they said you need to remove your shirt. it is not allowed in the mall, or you need to leave. that was so embarrassing, so humiliating and it just is so frustrating. >> a sonoma county sheriff deputy shot and killed 13-year- old andy lopez in october after

police say he mistakenly -- mistook the beebee gun as an assault rifle. a teacher in california is forcing a student to eat food from a trash can. the incident was reported wednesday on alcott elementary school in pomona. 10-year-old gilbert lopez says after he threw his lunch away, his teacher asked him to pull his sandwich out of the garbage and finish eating it. gilbert says he told his teacher he did not want to and that he wasn't hungry. but gilbert says she made him do it anyway. >> it made me feel sad because a lot of people were watching me and they laughed. >> the principal says another student came in and reported the incident. that student says at the time gilbert was too embarrassed to tell anyone else. the teacher has since been placed on administrative leave as the school district investigates the case. several people in vacaville have reported seeing mountain lions, seeing the big cats on

was sexually harassed by san diego's former mayor. the city of san diego has proclaimed this monday peggy shannon day. the 67-year-old accused former san diego mayor bob filner of repeatedly asking her out and forcibly kissing her. >> all i asked for was a letter of apology. and i'm not really getting one from filner and that's okay, because it wouldn't be truthful. so the city council is going to give me a letter of apology. >> filner resigned as mayor last august and was sentenced in december to three years probation. on monday, a high-ranking democrat in the state legislature will turn himself in on federal corruption charges. southern california state senator ron calderon faces a 24- count indictment on bribery, conspiracy, and wire fraud. prosecuters accused the los angeles area lawmaker of accepting tens of thousands of dollars in bribes. calderon denies any wrongdoing. his brother tom is a former

assemblyman who now works as a lobbyist. he faces charges of money laundering. the leader of the california state senate is urging ron calderon to resign from office. check out the complete indictment on our website, ktvu.com. a planned rail line between mirren and mirren -- will cost more than $427 million to complete. that's about $25 million more than the previous estimate three years ago. voters passed a quarter cent sales tax to fund construction of the line in 2008. service is expected to begin in late 2016. multivitamins may be able to help some men keep their vision sharp. a new study says taking multivitamins every day long- term may reduce the risk of cataracts in men over the age of 50. researchers studied nearly 15,000 male doctors, age 50 or over, for 14 years. half of the doctors took a multivitamin daily, while the other half took a placebo.

researchers say those who took the vitamins had a slightly lower risk of developing cataracts. happening today, the contra costa county health is holding an enrollment event in concord for the state's new health insurance options. anyone interested in applying for insurance through covered california is invited to attend. attendees should bring a photo id, proof of residency like a utility bill, pay stubs and immigration status. that event gets under way in a couple of minutes, at 10:00 a.m. at meadow homes elementary school on detroit avenue. open enrollment for covered california ends march 31st. this year marks the 20th anniversary of world spay day. volunteers from the heyward animal shelter will be passing out cat neutering vouchers later today, on a first come, first-served basis and will only be available to heyward residents. the vouchers are going to cover the cost of surgery, but veterinarians may charge
