we'll tell you where you can find sandbags and why one city imparticular is already concerned and has crews on stand by. >> also we will get a look at some of the problems already linked to the rain and the wind as we brace for the big storm. ktvu channel 2 morning news continues. good morning. thank you for joining us. we are on storm watch this morning. looking at a little puddle in petaluma. steve paulson may be rolling his eyes over there but we are excited for any rain because it really is we all know we are in a drought. it has been a very dry winter. it's good to have rain move into the bay area and it already is. and you should know as you get ready for your morning commute that steve says it could be a bad evening commute. so make plans ahead of time. here's what it looks like in palo alto as they get ready for

sliding down -- flooding down there. we will check in with our reporters all over the bay area this morning. it is wednesday, february 26th i'm pam cook. >> and i'm dave clark. we're ready. let's check weather and traffic. steve is right over there. i was just looking at you not rolling my eyes. [ laughter ] we do have light rain. . couple reports coming in. concord, clayton, maybe where you are. the heavy rain is just getting closer to offshore. wet weather is on the way. cloudy, light rain in the morning. rain will pick up in the afternoon hours. and possibility of showers. it's a southeast wind. not something we have seen in a long, long time. but some of the radar returns right around monterey and santa cruz. pretty impressive. there is some light rain here and you can see that stretching out to parts of the sacramento value all by just offshore.

it's a mild system. 50s on the temps. look for a cloudy morning with a little bit of rain. but then back here that looks pretty good. that won't come in until later. rain fall totals will be okay for some. livermore. they will be really good for others. especially santa cruz mountains south. that is the possibility of afternoon thunderstorms. rain on the way. light to moderate for the morning. cooler air will come in tonight but 50s and 60s. here is sal. right now we are looking at a commute that is looking pretty good. and i'm afraid it will not stay that way. that is the problem. once the rain moves in in my vast experience as a traffic reporter, it's always correlated with more collisions. pardon me. traffic is backed up at the bay bridge now for about a 20

minute delay total time between oakland and san francisco. yes, there has never been one time that i have ever worked this shift where it has been raining where there haven't been more collisions. i just wanted to make that point very clear. traffic is moving along pretty well in both directions here. in oakland the traffic is moving well. a little farther south the traffic does look okay. 580 is already. bart, cal train and muni are off to a good start. let's go back to the desk. sal and steve mentioned a storm is moving into the bay area, steady rain already falling in some parts of sonoma and contra costa counties. the rain and wind you should know expected to really pick up later today 37. we have live team coverage this morning. janine de la vega is in palo alto where preparations for possible flooding is under way. we begin with tara moriarty who is in petaluma where light rain has been falling on and off all

morning long. >> that is right since 5:00 this morning it has been sprinkling. it's not exactly umbrella or rain slicker weather. there has been a steady stream of customers at the ace hardware store in berkeley. sandbags, tarps, rain gear, drainage pipes all in high demand and some in low supply. drivers should expect gusty winds today and the chp is reminding them to check the tire treads and pressure. despite the drought one woman told us she is not a fan of the rain. >> it's not good. i know i'm supposed to be happy about it. >> reporter: we can see thunderstorms. up to three inches of rain in the valley and up to seven in

the mountains. it could be a pretty messy commute later on today. thursday the rain should taper off but friday it will pick up again. live in petaluma i'm tara moriarty ktvu channel 2 news. time is 6:05. while the rain is certainly needed, of course. it also brings along the threat of flooding. ktvu janine de la vega is live at a sandbag center in the south bay. janine, what is it like out there? >> reporter: well, we felt some rain earlier when we were in east palo alto but we moved here you know just across to palo alto. and we haven't felt any rain here yet. we are here at this sandbag pick up location on embarcadero road where there are dozens and dozens of sandbags on the palettes ready for people to take. the city wants people to be ready to protect their property from water that may flood in. over on east palo alto they have a designated pick up location including this one on university avenue. city officials are concerned there because of the major flooding that took place when a storm hit in december of 2012.

it crest and watered over ran the levee. the surrounding neighborhoods -- with rain hitting over the next few days, the city is preparing storm drain streets. there have been numerous repairs and improvements in the levees. crews are on stand by around the clock for the next few days to handle any situation that may arise with the rain. now here are the locations in the south bay where you can pick up some prefilled sandbags for free. there is this one on the embarcadero. you can also grab some on golden kathryn streets. in san jose there are three locations. and at the santa clara valley water district and in morgan hill sandbags are available on old monterey road. those sites are open 24 hours a day, seven days a week and you are asked to just limit

and again we are out there live this morning to take a look at the damage. the branch damaged part of the house and two cars that were parked in the driveway. the three people inside the house were sleeping at the time and fortunately they were not hurt. with rain coming in today, cal trans will closely watch the new eastern span to make sure there are no serious leaks. we have been talking about those leaks. just one o of the problems associated with the multibillion dollar span. the new issue is the misalignment of weld connections. they are off by as much as eight millimeters. about a third of an inch. the chief engineer of cal tran says the bay bridge would likely sustain damage in a big earthquake. however he says it can be repaired and reopened quickly. >> can you get a fire truck? can you get a water truck? can you get a flow of people going back and forth to work?

i am confident. >> another issue that has been raised deals with the broken rods that were discovered last march. later this afternoon cal tran will talk about ongoing testing of those rods and a permanent fix that was put in place in december. time is 6:09. the santa cruz police department will be holding a private dedication ceremony for a new memorial garden. it's outside of police headquarters. both were killed in the line of duty exactly one year ago. now this morning's ceremony follows a public candle light vigil last night at city hall in honor of sergeant bakers and the two officers. sergeant bakers son was among those. >> i miss my best friend. he's my hero. we always called ourselves the three amigos. i miss having that. >> a sexual assault suspect

shot and killed the two police officers when they came to the door of his santa cruz home to question him. that suspect by the way was killed a short time lateener a shootout with police. there is a new investigation into the petaluma slaughter house at the center of a massive recall. bay area congressman jared huff man says the u.s. attorney's office is look into accusations that rancho feeding corporation tried to deceive inspectors. according to a source in the san francisco chronical they bought animals with eye cancer and tried to make them appear healthy. earlier this month they ordered the company to recall nine million pounds of meat. the slaughterhouses now closed and in the process of being sold. a rare case of measles reported in san mateo county once again. health officials strongly advise everybody especially children to get a measles vaccination to protect themselves from this highly infectious viral disease. now this require measles case involves a patient who had

recently been on an international trip. the health department is trying to contact anyone who has been in close contact with the man in san mateo county. the latest bay area measles scare started earlier this month. that is when a uc berkeley student tested positive. that student road bart trains from the dell forte station to the cal campus. so far there are no reports of anyone else getting sick. a family in san diego is now suing petco after their ten- year-old son died from a bacterial infection. they say he got from a bite from his pet rat. aiden died in june of last year hours after he was rushed to the hospital with severe stomach pain. the san diego county medical examiners office ruled the cause of death rat bite fever. petco released a statement only saying it is deeply saddened by the family's tragic loss.

welcome back. time is 6:16. san francisco pet owners say they are getting more and more nervous after more poisonous meat balls were found around the city. since friday animal control officers say between 45 and 50 of these meat balls have been found. mostly in the twin peeks area. we talked to one pet owner who spotted his dog timber eating a poisoned meat ball on monday on a trail in twin peaks. he rushed his dog to the vet that is where the dog coughed up the evidence. >> a deadly nervous system poison. >> now animal control officials

say it's becoming harder to spot the meat balls because they are decomposing. they are turning dark and blending in with the leaves and grass. police at uc berkeley are looking far man accused of sexually assaulting a student over the weekend. she went to a fraternity party. she did have some alcohol. she asked a male acquaintance to walk her back home but she says he then attacked her. new this morning retired pope benedict is denying reports that he was pressured to resign. on february 28th of last year he became the first pope to resign since 1415. he cited the lack of length of mind and body because of his advanced age. time is 6:17. president obama threatening to pull all u.s. troops out of afghanistan by the end of the year if the afghan government refuses to agree to terms to keep them there.

it's coming down to a battle of wills between president obama and hamid karzai. the two presidents spoke on the phone yesterday for the first time in months. president karzai is refusing to sign off on what is called a bilateral security agreement. a deal that would offer legal protections to american troops if they stay. >> i think at the end of the day we have made it very clear that we are willing to keep a presence in afghanistan and that we want to continue to help the afghan forces and work in counter terrorism. >> more than 33,000 american troops are right now in afghanistan. there have been plans to leave about 10,000 troops there for counter terrorism operations and to help train afghan forces. general motors recalling 842,000 cars related to an ignition switch problem. chevy hhr suvs, poupt yak

in bad weather, you may not want to drive period today. you may want to take public transportation and public transit is doing well. let's take a look at the commute here at the bay bridge toll plaza, that is a decent commute. i will let you know that traffic is going to be a little bit slower here than it was last time. it's about a 25 minute delay. but it's typical for this time of the morning. let's take a look at 580 now. 580 is very slow especially on the altamont pass. we had a couple minor crashes and the drive time here has ramped up. it's 46 minutes. public transportation is doing well with no delays. bart and cal train, and hewn -- and muni. let's go to steve. a couple reports coming in from napa and san francisco.

a wet morning commute. maybe not for all. but for some, yes. i think things will get a little dicey here. so a wet and windy pattern. not too windy yet. some of the higher elevations are. cloudy and light rain. more intensity as we head to the noon hour and possibility of thundershowers. you can see things beginning to pick up off the san mateo and santa cruz coastlines. for us a general area of light rain started about 6:00 a.m. in san francisco. nothing too heavy but the intensity will pick up here. also out toward antioch, brentwood, and oakley. i had a couple reports out there of some rain and this is a sign of things to come up to napa and healdsburg. this is a mild system. low to mid. the wind was 18 miles an hour at fairfield. two hours ago now it's calm. a southeast wind is developing. it's not something our observer

mike said. windchills in san francisco he heard that for the first time in a long time. that is a sign of a storm coming or system coming. this is a good system. back here is the veteran intensities. there is a very good development taking place. rainfall between now and saturday. it looks really good santa cruz mountains south. this will be a really big system for central and southern california. it will be okay for us. i think the friday system is more of a wind event for us than it is a rain event. maybe some thunderstorms later this afternoon. also out to the valley not for us but definitely bears watching and mentioning. winter weather advisory starts this afternoon. snow levels will start off and come down a little bit later some of that cold air comes in tonight and tomorrow. light to moderate rain and picking up in intensity later on. this is a mild system. this is not really a cold front until later on. 50s and 60s on the temps. so kind of hunkered down if you are under the weather you have picked a great day to stay

minority students as well. suspensions typically effect students of color disporportionately. >> students of collar are receiving harsh discipline from schools. >> the new policy would require schools to come up with other ways to deal with students who have behavior problems. it will take three years to put the entire policy into place. san jose is closer to having an official fourth of july fire works show again. they are talking about providing half the money for the show with the rest coming from san jose. now the county would also help pay for an ad campaign on the dangers of illegal fire works. last year firefighters responded to eighteens accidents of people using illegal fire work -- eight incidents of people using illegal fire works.

hope this storm will add to their own personal supply of water. denise robertson showed us her rain barrels that are helping to keep her plants alive. even a light rain can fill up two barrels in less than an hour. water officials say they will send someone to your house to offer tips on how to save water and which plants are drought resistant. now we'll keep our live storm watch coverage going for you in the next couple of minutes. san mateo is out watching this morning's rain in petaluma. you can see the light on it. we'll also tell you about the items the highway county patrol is asking everyone to check this morning. that is coming up at 6:45. also new this morning a family in san bruno had a rude awakening when a huge tree branch came crashing down on their house early this morning. ktvu channel 2 reporter alex savidge is at the house.

thankfully they are okay. >> reporter: yeah no one hurt out here. but this family was certainly startled by this huge tree branch that fell right on top of their place early this morning. you can see what is left behind here. this was a branch from a large tree that sits right behind their home and it broke off early this morning and fell on top of their place. firefighters have come in and cut up this tree. but that branch that dropped, damaged part of the home and two cars parked in the driveway. this all happened just before 3:00 this morning at this home that is on seventh avenue. three people were inside at the time. a young man who i spoke with this morning along with his mother and stepfather. they were all sleeping. >> i thought it was some kind of earthquake. it woke you up immediately. it shook the entire house.

it was crazy. >> reporter: that family came outside to find a tree on top of their house and two cars. there was some damage there but thankfully it was mostly the roof of their carport that was damaged. now they say this large tree behind their home has caused them problems before. two months ago, a smaller tree branch broke off and then this morning a much larger branch came crashing down on their home. we'll bring you back out here to a live picture. we can give you a sense of where we are. this home backs right up to the freeway. you can see that is 101 the entrance to 101. so there is a question now about who exactly this tree belongs to. who is responsible for it. we saw cal trans crews they were out here this morning trying to figure out if this is in fact cal trans property. live in san bruno alex savidge ktvu channel 2 news. happening today protestors in the bay area will join others across the country to mark the anniversary of a deadly shooting in florida that

ignited an emotional national debate. two years ago today neighborhood watch captain george zimmerman shot and killed an unarmed african american teenager. a jury later acquitted him of all charges in the shooting death of trayvon martin. protestors outraged about the shooting will gather in several u.s. cities today including oakland. colorado state lawmakers considering a crack down on cyber bullying. they are debating a bill designed to protect teenagers from bullying on the internet. the proposed law would make it a crime to bully someone using a text message or social media platform. yesterday lawmakers heard from several teenagers saying they have been bullied to the point of wanting to commit suicide. >> they would message me and tell me that no one liked me and everyone would prefer me dead. >> i wouldn't talk to anyone. i was enclosed in my room 24/7. i didn't go to school because i felt really alone.

>> the cyber bullying bill has already cleared its first hurdle in colorado and a new law in california gives school officials more power to stop teenage cyber bullying. happening today in just about 90 minutes a 20-foot tall palm tree begins a journey to a new and high profile home. the bay bridge. ktvu channel 2 reporter brian flores is in walnut creek. tells us the landscaping project is paying off for this homeowner. brian. >> reporter: yeah it certainly is, pam. good morning to you. we are here in walnut creek where later this morning a 60- ton crane will be here to remove what you see behind me. take a look at the palm tree closer to the home. it's a 20-year-old canary island palm tree. the walnut creek homeowner tells ktvu news before landscaper came to his home he was going to spend $3,000 of

his own money to get rid of it because it was getting too close to their house. they came to the homeowner, saw the tree and said this is the type of tree we are looking for for the bridge and offered to give the homeowner $1,000 to take it off his hands. they agreed and here they are. andrew gordan says they plan on adding 22 additional trees. we spoke to one neighbor who was up early one morning because he was curious. >> i will have my farm are ready then. >> reporter: according to cal tran they have a budget of $900,000 for landscaping along the eastern span and each tree roughly costs $10,000 a piece. as we take you back out here live, here's a caveat to this story. as you see the workers getting ready for this crane to show up apparently the landscapers are looking for more of these specific palm trees. if you think you have this

stream of customers in berkeley yesterday trying to snatch up rain gear and drivers should expect gusty winds and chp is reminding folks to check your tire treads. the wet weather brought all of these people into the ace hardware on university avenue in berkeley yesterday. people were snatching up sandbags, tarps, drainage pipes. one woman told us this morning that she is trying to keep her pets dry. >> we usually take care of the dogs so they are taken care of for the day they are not getting wet. >> i know i'm supposed to be but i'm not excited it makes traffic worse. >> reporter: moderate heavy showers are expected again at noon. we could see thunderstorms around three inches of rain in the valley. seven inches in the mountain. we do know high tide is at 8:35 this morning and that could
