a possible freeway shooting. authorities are working on the freeway looking for potential evidence. we are working to get more information and as we get more details we will bring them to you. questionable conduct by san francisco police officers. the surveillance video captures san francisco police officers raiding hotel rooms looking for drugs but now it is the police who are accused of using their power to threaten and steal. today 5 officers and one former officers were admitted. hello. i am gasia mikalian. >> and i am frank somerville. >> all six are facing charges and possibly years in prison and millions of dollars in fines. ktvu's david stevenson broke the story this morning and has been following the investigation. david is here now with what he learned. >> reporter: this federal investigation is stretched out for three years and today we were the first to learn of the

specific charges and the specific officers involved. >> reporter: ktvu brock the news of the -- broke the news of the indictments of san francisco police officers on charges of civil rights violations and corruption. >> this is a serious matter of misconduct as i can recall in my time in the immediate. >> reporter: officer arshad razzak, officer richard yick and officer raul eric elias, sergeant ian furminger, officer edmond robles and complications of autoimmune inflammatory vasculitis are charge -- and officer vargas are charged. charges range from extortion to theft to drug description. >> public corruption work is important to the fbi. >> reporter: the investigation began in 2011 after he brought the tapes to light. >> they were going into the

rooms without warnants. they were stealing -- warrants. they were stealing items and there was no accountability. >> the head of the police officers association acknowledged the severity of the charges but said it is based on the testimony of unreliable witnesses. he said the department is shaken. >> this was our worse fear. i don't know that it gets any worse than this. >> reporter: the five officers this morning were tripped of guns, suspended without pay and due in court tomorrow. at 6:00 p.m. what we learned about their backgrounds and what one told us about drug use in a community. david stevenson, ktvu channel 2 news. today san francisco mayor ed lee called the officers a blemish and said they would be held accountable and the police department will rebound. >> the chief and the police commission will make sure that

yet. so -- there is john. >> reporter: crews this afternoon took a damaged limb off this tree, it broke in yesterday's storm, threatening a home. this is a neighborhood known as hurricane gulch, often hit hard by storms. >> wind, rib, more about issues with -- rain, more about issues with the house and not the tree. >> reporter: he says trees stressed by drought weakened by yesterday's storm are now extra vulnerable. especially ever greens. >> the limbs will snap in the wind and we are expecting a lot of wind. >> reporter: a fallen tree blocked one road and crews removed several other trees. pg&e said some power outages lingered into this afternoon. emergency officials said there is a risk of flooding with the

snow pack today, that is a indicator on how much drinking water we will have. results coming up. coast card rescued three teens today who tumbled attachinga beach. it was reported -- at cleana beach. it was reported this afternoon -- china beach. it was reported this afternoon. two male victims were taken to the hospital with minor injuries. they were in an area that was not accessible by trails. court sided with a school district involving a case where students were wearing american flag t-shirts on may 5. they ordered the kids to turn the t- shirts inside out. the school had a history of problems on that day and the court said administrators had the authority to limit civil

rights to ensure safety. one of the men who pleaded guilty to beating san francisco giants fan bryan stow is now being held on federal gun chargeles. marvin norwood was sentenced to four years in prison for beating bryan stow. with credit for time serve we could have been freed soon however the judge called him a danger osociety and -- to society and ordered him without bail on the federal weapons charges. a rash of burglaries in a neighborhood in alameda and police say there is a pattern in how they are operating. >> cristina rendon is in alameda with the warning from police. >> reporter: police are telling people to not let their guard done. a lot of break ins here because people are making it easy for the thieves to strike. >> reporter: a rash of crime is spreading across alameda. look at this burglar caught on camera saturday. police say he got in through an

out. police will only tell us they are investigating reports of a reported freeway shooting. you can see no one there on 580. a imaginer back up -- a major back up. investigators tell us this situation will not change. roadwaystiate be shut down for another -- roadways should be shut down for another 20 minutes. drivers heading on to 580, it is safe to say the chp is saying 580, there we go, middle of your screen, one police car across the line, that is shutting off 580 traffic westbound across the 238 area. situation is not expected to change. we will let you know what it does. sky west believes it was a dirty air conditioning unit to plane for tense moments to

oakland international airport today. >> go. we cannot breathe. go. >> this is video from inside the plane as passengers were told to leave their things and evacuate. the plane filled with smoke but ended up landing safely. due to the emergency conditions the plane dropped down stairs rather than using the gates so all passengers and crew could get out quickly. no one was hurt. the plane was fixed and back flying today. crews cleaned up a fuel spilled by a crashed tanker truck and will be back at it tomorrow morning. south boun 101 was shut -- bound 101 was shut down all morning. they put out boom trying to control it. ktvu's john sasaki is south of morgan hill, there is still a lot of work to be done here. >> reporter: it happened 16 hours ago and still the mess is days away from being cleaned up. we are across the freeway. here this small water way has

been a big concern. >> reporter: it was a violent crash at 1:00 this morning. >> that tanker would have exploded the whole neighborhood would have woke up. >> reporter: this car slammed into the big rig causing it to over turn. gasoline then spilled out. >> because of the rain, there is no wear to stop it from here to the ocean. we are behind on that. >> reporter: a clean up crew rushed to the scene to collect the gas and gas soaked soil. >> working down here to see if any gas came across the culvert underneath the freeway. >> reporter: it reached the creek that leads to the river and then to the ocean. there is a boom to catch residual fuel. we are half a mile from the crash site but we are still getting a steady odor of gas coming from had it drain. the water district told me they

we had to take just a little bit for the kitchen. because your kitchen dreams can be big. ikea has it all. ktvu channel 2 news starts right now with breaking news. that breaking news is out of the east bay where there is a massive traffic back up because of what you see here. the california highway patrol investigating reports of a freeway shooting and as a result they have closed down westbound interstate 580 just past the 238 interchange near castro valley. ktvu's christien kafton is live at the scene. tell us, you were pushed back from the scene because of the investigation. >> reporter: yeah. that is right. we were pushed back. they were telling us the off

ramp here at 164 avenue is a crime scene at this time. a couple moments ago we saw chp driving the wrong way, unfolding right here on the other side of the trees. you can see the whole incident happening right now on 580. zero traffic westbound as chp is doing a evidence search, looking for shell casings. in the last 20 minutes i got a chance to speak with the driver of the black suv. i got a chance to see the bullet holes. we talked with the driver. he says had suspects were driving erratically, weaving in and out of traffic, speeding up and slowing down. he passed that vehicle and that they pulled up on the left side of the suv, he says that seemed suspicious. he said something seemed odd so once that happened the suspects

pulled out a gun, opened fire. i saw at least two bullet holes in the suv. one in the hoot, one through the windshield. it seems everyone was all right. the driver ducked. the driver was caravaning with his family and other vehicle so they pulled off to the right side. there you see the vehicles where they stopped. at this point in time chp conducting that evidence search and investigation here. we will continue a monitor the situation. we hope to have the interview coming up in a half hour so you could hear from the driver for yourself in his own words. live, christien kafton, ktvu channel 2 news. >> is there any indication how long it investigation will take and how long till they reopen the freeway because the backup is massive? >> reporter: at this point i don't know exactly how long the investigation will take. the chp officers were not able to tell me. we saw a number of chp officers

walking side by side down on 580 looking for evidence, at this point no word on how long that will take. i am sure this is a terrible traffic nightmare out there for commuters. >> just quickly, it is not as though chp is warning about an active shooter situation. at this point they are investigating reports of a shooting. >> reporter: at this point it seems they are taking it very seriously. when we were near the black suv i saw the bullet holes. they are treating this scene as a crime scene so they pushed us back to preserve evidence that might be on 5 ate or the -- 580 or the exit. >> we will hear that interview later on. thank you. back now to our weather. the next storm is on the way and it comes a few hours after the bay area was pelted with rain. >> as we saw yesterday trees

safety. the smart pig is pg&e's latest inspection tool. ktvu's tom vacar was there today as pg&e showed us the work that is being done underground. >> reporter: it is the ultimate pig, it travels through natural gas pipelines looking for and recording the location of corrosion, dents, cracks and other signs of defects or wear and tear. this one meant for the biggest and most dangerous gas transmission pipelines can expand or contract. >> the line is 36 inches. in the past we didn't have smart pigs. >> reporter: pg&e has and continues to install more and more of these smart pig portles and even if the diameter changes the smart pig can handle that. since the san bruno san bruno

disaster -- san bruno disaster, tested 538-miles of lines by filling them up with water and pressuring them over their maximum pressures and it replaced 100-miles of pipelines. with 5,000 miles to go pg&e says those are in areas away from cities, towns, neighborhoods and industrial areas. maintenance inside the pipelines will be accomplished by a mop up pig. >> that will clean out debris, water in the line to get a smooth run with our pig and keep it clean and in good condition. >> an investment that should see no more san brunos. tom vacar, ktvu channel 2 news. a big bold change is coming to the grocery aisle. how the fda is changing your shopping experience in hopes you will become healthier. >> we continue a cover breaking

we continue to follow breaking news in the east bay. a major traffic back up on westbound 580 after the 238 split. this is why. news chopper 2 showing us investigators walking on the road as they investigate reports of a freeway shooting. traffic is slow out of the trivalley area. westbound 580 not the commute direction for the evening commute but things are very bad for anybody getting on 580 westbound. at this point we do not know when 580 will be reopened.

half hour ago the chp said it should reopen in a half hour but you can see from this live picture that is not the case. still shut down. we are staying on top of this and when things change we will bring you that information. driving crossing the golden gate bridge could be paying $8 in tolls. they voted to increase tolls beginning april 7 followed by another dollar increase spread over two years. that means by 2018 fast track would be $7 and the pay by plate would be $8. the board is scheduled to vote tomorrow. the results are in from the california snow pack survey. >> the march snow survey today, there is snow on the ground and the numbers are up. that is the good news. the bad, we have a long way to go. >> after the break, i am tracking storm number two, it

more now on the breaking news. 580, what you are looking at, the lanes just reopened. they have been closed for more than 45 minutes because of a shooting. if you look to the top left of your screen, the area closed, that is an suv there. that was the truck that was involved in the shooting. christien kafton is on the scene, he talked to the driver of the truck. the driver said he saw someone driving erratically, a person fired shots. he asked the driver what did you do, the driver said i ducked. he saw two bullet holes inside the truck. the breaking news, the freeway just reopened. there has been a massive back up as a result of the freeway

being closed. it caused a huge tie up and it will take time for that traffic jam to alleviate. the good news, traffic is rolling. we are still working to get more information on the story and we will have it during the 6:00 p.m. broadcast. now to the snow pack in the sierra. our source for drinking water. more bad news, the snow level is far below normal and it is unlikely we will be able to make up the losses. today's reading shows snow is at 15% of normal. in the central sierra, 32% of normal. and in the southern sierra 24% of average. ktvu's ken pritchett was at the test location and has more on the numbers. >> number 7 coming up. the first good sign of the snow

survey is there is snow survey. >> better than last month. >> reporter: he is checking the depth and water content at this test location. >> 81. >> the improvement is due largely to early february storms. >> problem is we are still way, way below average. >> reporter: today the snow pack at this site measured 33% of the long term average. at the beginning of the month it was 8%. the january snow survey was 20% of average. what they are interested in is the water content of the snow pack. which at this spot holds 8 inches of water. >> we should have 3 times that. >> reporter: it is hardly statistic but one way to gauge scientific but one way to gauge

is with shoes. >> reporter: april will be the final snow survey. we will know what run off to expect into rivers like the american which is very low. he can tell you that. >> not good at all. it is probably a good 10, 20 feet lower than it should be. >> reporter: what the rivers will look like depends on what snowstorms we get next month. 20 inches of snow -- >> you will be low average. >> reporter: ken pritchett, ktvu channel 2 news. here in the bay area we are on storm watch. strong winds move in ahead of another round of rain. san francisco near the bay, the flag shows more activity, not whipping around but being blown. our chief meteorologist bill martin is telling us as we brace for a second storm the whole picture will change

within hours. >> the flag was blowing westerly, the winds blow from the south and that flag will be whipping. we could see wind gusts 50 miles per hour along the coast and hills. rain starts tonight after midnight and then we have a chance of thunderstorms as well. a wind advisory in effect as well for areas around the bay. especially along the coast. big system. main impact is southern california. we are going to see the northern end of the system go through. it is unusual we get in that storm. usually we are in the main dynamics. southern california is going to end up in the crux of the main rain and wind and the thunderstorms. we will get ours. 2:00 a.m., heavy rain. this will make you up, right? the winds will be going too. strongest winds. 5:00 a.m., 6:00 a.m., the roads are wet. morning commute will be bad.
