minutes. it is tuesday, march 4th. good morning, once again. i'm tori campbell. >> good morning. i'm dave clark. let's check weather and traffic. rosemary is in for steve. do we need an umbrella? >> yeah, we may, just for these morning hours. i think once we get past the two or three hours, we'll be in good shape. stormtracker2 not picking up on any radar. but the drizzle is still falling and below the beam. can't show you any green in our area. but it's damp out there. the roads are slick. the drizzle continues to follow in addition to patchy fog in many areas. if we get up the hill, we have a light scattered shower falling. this is winding down. 4 to 8 inches reported for the higher elevations. i will have a look at some of our rainfall totals in the last 24 hours coming up in just a moment. but i have to take you back through the evening commute yesterday. and then into the overnight hours to show you when the rain actually fell and the time stamp goes until about 1:00 a.m. you can see how it slowly leave

the bay area in the -- leaves the bay area in the overnight hour. we're left with the moisture, the brunt of the storm has moved on. i think we'll continue to wind down and dry out as we get into about the noon hour, and then your afternoon will be high. concord picked up .10 as well as fairfield. hayward, oakland, .25 or there close to. in san francisco, nearly 4/100ths. here are some significant rainfall totals. it was the north bay hills that picked up the most rain. cazadero 2 inches and nearly 3/100ths. outside the door, the temperatures in the 50s, with the afternoon not bad. 66 in oakland, 66 san rafael. upper 60s in fairfield as well as antioch. morgan hill, 66 for the afternoon with mostly cloudy skies. when i come back in the

extended forecast, there's a new storm on the horizon. i will tell you when that arrives. good morning, sal. good morning. we still have slow traffic in many areas as we get to the peak of the commute. some areas have cleared after accidents have cleared. this is 880. this traffic looks very good in both directions as you pass the oakland coliseum. it looks like the roads have dried off. we're hoping it will be a trend as we look at the bay bridge toll plaza. still wet there. traffic is backed up. the drive time between 35 to 40- minute delay getting into san francisco. 580 westbound is kind of a mess coming in from the altamont pass into the main part of livermore. on marsh creek road at deer valley, they are still clearing an accident with downed utility lines in the area. that's probably a good area for you to avoid if you are driving on highway 4 westbound slow in antioch, slow from pittsburg all the way to concord. 7:04. back to the desk.

an out-of-control car leaves a long path of debris and destruction on an el cerrito street. ktvu's alex savidge is there with more on how this all happened and the charges the driver is facing. >> reporter: good morning to you. this was a suspected drunk driver who police say jumped the curb early this morning all the way down there at the end of the street. he barreled down the sidewalk slamming into this building. taking out the front window at this car dealership and the car finally came to rest all the way down there at the end of the street. the crash was just about midnight. this small sedan had two people inside and it took out a parking sign, a tree, a metal bus bench. debris just littered the sidewalk. after this car came to rest, el cerrito police say the 25-year- old man who was behind the wheel jumped out of the car and ran down the street trying to get away. but officers chased him down and he was taken into custody and police say that man is now facing charges of dui and hit and run. and police are telling us there

were actually two people walking along this section of the sidewalk at the time of the crash but incredibly, they managed to get out of the way and avoid being hit. >> very thankful nobody got hurt. there was a passenger in the vehicle that was not hurt. >> reporter: police are telling us this woman who was seen near the accident scene shortly after the crash was the passenger in that car. she was not hurt neither was the man who was behind the wheel and the man who is facing charges. sergeant told me there's no exact dollar figure on the damage done this morning bug the city will have to replace street signses, a bus bench and a tree. business owners will have to pay quite a bit of money for the repair work that has to be done to their storefronts. the sergeant told me the lesson anyone thinking about getting behind the wheel after they've had something to drink really should think twice. there was quite a bit of damage

done out here this morning. san pablo, back open to traffic. this police investigation has wrapped up. alex savidge, ktvu channel 2 news. >> all right. 7:06. the chp is investigating what they believe is a hit-and-run accident this morning. a woman was killed on a freeway offramp in san jose. drivers called in. they reported a person on the saratoga offramp the northbound 280 about 3:20 this morning. when crews got there, they found a woman on the ground who had been hit by a car. she was pronounced dead there at the scene. investigators are trying to figure out if she jumped from the overcrossing and then was hit or if she was walking near the offramp. 7:07. the suspects in the hate crime case at san jose state university are due back in court this afternoon. the four students are scheduled to be formally charged in the case that's prompted several campus protests. prosecutors say the white students tormented a black

roommate for weeks with several racist acts in the dorm room they shared on campus. the university has suspended the four students and launched an investigation. 7:07. students at santa clara university are being told to be extra careful after several students were approached by armed men on the street and were robbed. ktvu's janine de la vega joining us live from saratoga to tell us what happened and where the police are in their investigation. >> reporter: i spoke with a lieutenant from santa clara police. he told me he has officers that are saturating this area. they are still looking for three armed men responsible for robbing students over the weekend here near the campus. on saturday, a student was approached by three men and robbed at gunpoint in the parking lot of the university's field. his wallet and cell phone was taken. 13 minutes later, another robbery occurred a half-mile away at park and mission. an area where many students live and that incident, three

victims were approached by the gunmen and this time it escalated. police say one of the students was told to get on the ground. he was hit in the case with a handgun and his belongings were taken. >> kind of scary. not gonna walk around at night now. >> we walk home probably around that time every now and then. we've never been too scared before. it's definitely something that we'll take into consideration next time. >> reporter: the university sent out an alert for students within an hour of the incident. university officials say crime on the campus is extremely rare and they are encouraging students to travel in groups at night. police say they have a very vague description of the suspects. three african-american men around 25 years old wearing hoodies and dark clothing. so right now, they don't have too much to go on. when i checked with the lieutenant this morning, he said that since these incidents over the weekend, no other robberies have occurred. but again, they are keeping a lookout for the suspect. reporting live from santa

clara, janine de la vega, ktvu channel 2 news. >> thank you. 7:09. this evening, students at martinez junior high school will gather to remember a popular 8th grader. the candlelight vigil is in honor of jen new betti. she was -- jenna betti. men classmates are wearing pink which -- many classmates are wearing pink which was her favorite color. the ntsb now investigating yesterday's deadly plane crash in truckee. the wreckage of small plane was spotted by a chp helicopter. 55-year-old darla fornell of tahoe city was killed. her husband, ray richard, he's in a reno hospital. the plane crashed about six miles from the truckee airport. 7:10. could be another contentious oakland city council meeting

tonight as council members discuss a proposed surveillance center. at a meeting two weeks peag, dozens of people spoke in opposition to the plan. the so-called domain awareness center would integrate cameras at the port of oakland cameras. supporters say the center would be a valuable crime fighting tool but many express crime fighting tools. the council postponed the vote until tonight's meeting. family and friends of a man in hawaii are trying to raise money to get him to stanford medical center for a heart transplant. on february 20th, he went to a doctor's office to have a polyp removed from his nose. he suffered cardiac arrest and slipped into a coma. doctors say he needs to be taken to stanford by air ambulance. but his insurance won't cover the trip. the amount of money needed

$52,000. in three days, the family has raised 31,000. a rohnert park police officer is giving back to his partner in fighting crime. his k-9 officer boscoe will begin chemotherapy. on valentine's day, he had emergency surgery and lost his right front leg due to cancer. his bills are expected to run about $10,000. police and the working k-9 foundation have established the go to bat for boscoe fund where people can help with expenses. he retired in 2008. a school in hercules -- hercules high school is rocked by more violence involving a transgender student. the condition of the victim who was attacked in a bathroom. gunshots fired by russian

new this morning, russian president putin is defending his decision to send thousands of russian troops into ukraine saying russia reserves the right to use all means to protect russian citizens. in his first public comments since that move, president putin accused the west of

encouraging what he calls the anti-constitutional coup in ukraine. he says the u.s. is using a double standard in criticizing russia, comparing the u.s.'s use of troops in afghanistan, iraq and libya. [chanting] >> now, there's been at least one tense standoff between russian troops and the ukrainian forces in creme crimea. this -- forces in crimea. this is russian troops surrounding an air base. the russian troops can be scene and heard firing into the air, warning the ukrainians to stop their approach. this morning, secretary of state, john kerry, visited the memorial set up in kiev where 80 protesters were killed. secretary kerry is in ukraine showing political support for the new ukrainian government. also this morning, the white

house announced the u.s. will provide $1 billion in energy aid as part of an economic package. that's after russia said it would cancel a price discount for natural gas suppliers to ukraine. president obama unveils his 2015 federal budget this morning. this is new video of the president's budget plan being delivered to congress this morning. it includes several tax proposals meant to help low and middle-income families. the white house says the president's budget plan reflects his desire to try to reduce income disparity. by law, the president is required to release a budget plan but for the most part congress usually ignores it and comes up with its own budget. 7:17. back here at home, the oakland police department is hiring and the department is hoping to fill its ranks with some home- grown talent. right now, the oakland police department has 616 police officers and the money to hire

much 90% of the time the kick is made. now the nfl is considering placing the nfl on the 25-yard line for the extra point try, essentially making it a 43-yard attempt. earlier, the league considered getting rid of the extra point altogether and coming up with a new scoring system. the nfl is responding to complaints. the extra point has become boring because today's kickers rarely miss. they are thinking about making the field goal a little smaller and they might try it during preen -- >> i will have to debate that with sal. what do you think? >> why are they trying to change it? isn't the nfl one of the most profitable corporations ever? >> i thought so. >> yeah. we'll talk about that. let's take a look at the traffic. you know what? the traffic is actually doing okay in many areas despite the wet weather. people are slowing down.

i think i started on the wrong screen. i can show you some drive times. lone tree way to loveridge road, 7 minutes. as you look at the south bay, the south bay traffic is busy on northbound 280 to 17. 85 pockets of slow traffic from 87. the rest of the freeway is not looking that bad. you can see 880 southbound from hayward to fremont. most of that is stop-and-go traffic. let's go to live pictures. 880 northbound near the coliseum looks good as you head up to downtown. at the bay bridge toll plaza, it looks like it's dried off. that's about a 40-minute wait if you count the time at the toll plaza and then the time on the bridge. 7:21, it's rosemary. the wet weather winding down. some of the roadways looking dry. a few from here, plenty of cloud cover in place for today and the moist air in place as well. take a look at stormtracker2.

welcome back. 7:26. we're now learning that the woman who was injured yesterday in a montana avalanche has died. 68-year-old michelle kolville, her husband and an 8-year-old boy were buried on friday when the avalanche came crashing down a mountain and onto the couple's home. moments after it ended, their neighbors jumped into action

and began frantically digging through the snow. >> everyone is willing to help each other in any situation in this community, in any sort of weather, especially when there's a family involved. >> police say she died yesterday at the hospital. workers with the montana avalanche center say the avalanche was triggered by a snowboarder who was able to get out of the way of the slide before it picked up speed. the obama administration says the 16-day government shutdown last october resulted in nearly 8 million fewer visitors to national parks. an interior department report says the loss of visitors cost the national parks and surrounding communities an estimated $414 million in lost visitors' spending. there are more cases of people getting sick that may be connected to some foster farms chicken. government health workers say another 51 cases of salmonella

poisoning that had not been linked to earlier properties have bon confirmed. the days were reported between jan and february. all but seven of them were in california. three central valley foster farms plants were given health alerts last october. that's after they were connected to other cases of salmon fell law poison -- salmonella poisoning. caught in the act. the link a newark homeowner went to to capture a would-be robber. >> reporter: we're live in san rafael, where police are concerned over recent increase in violent crime. what they plan on doing about it, how it could affect fighting other crime in the city as "mornings on 2" continues. your lunch hour -- expected for your lunch hour. and upper 60s for the inland east bay, into the south bay. low 60s at the coast and 64 expected for san francisco. when i come back, i will look at the extended forecast, i will talk about the next storm on the way. when you can expect it to arrive and a look at the weekend coming up. good morning, sal. >> good morning. we're looking at a commute that's impacted by the wet weather. a little slower than you might like it out there. slower than usual. at the bay bridge, a 40, 45- minute drive time if are counting from the very end -- if you are counting from the very end of the line. there's not a lot of traffic on the brick. metering lights and it's crowded at the toll plaza. 40, 45-minute drive time. if you are driving this morning on interstate 880 southbound, let's say out of oakland to the airport exit, it should take you about five minutes. however, a little bit farther down there is more slow traffic

from hayward to fremont. that's where the bulk of the slow traffic is this morning heading from just about a street down to about stevenson. that's where most of that traffic slow is and it's below 15 to 20 miles an hour. 101 is okay. a little bit of slow traffic on the peninsula and your drive times on the san mateo bridge looks like it's about 15, 20 minutes to cross. that includes the hayward portion. 7:34. let's go back to the desk. violence has once again rocked hercules high school. police say a transgender student was sexually assaulted in a boys' bathroom. ktvu's tara moriarty, live in our newsroom and tara, you just got off the phone with the school board president. >> yeah. i just spoke to charles ramsey. he said the school is holding an emergency meeting. two of the district top school officials as well as hercules high school staff and police will be at the meeting. school psychologists will be on campus today to help students who have been trauma iced by these e-- traumatized by these

events. they want to hold a town hall meeting. so the city council is working on that. police say a 15-year-old freshman who identifies himself as a male was attacked by three boys, ages 16 and 17 after using the bathroom yesterday afternoon. the victim says the teenaged boys shoved him in a stall, beat him and sexually assaulted him. because the suspects called him derogatory names, police say the attack is a hate crime. police say they have to do a better job of policing their campuses. >> i feel really bad for the victim. i want to send out my heartfelt sympathies in a hope that she's doing okay and recovering and getting better. and i want to tell the parents that my heart goes out to them on behalf of the board. we're very apologetic and sorry this all happened. >> this is the same high school where a female transgender student got into a brawl with several girls in november. the girl says the attack came after repeated taunting and bullying from other girls at hercules high. police say the victim in this

case did undergoing a sexual assault exam at the high school and then went home with his parents. hercules high school's principal is already in trouble since this attack comes days after an overwhelming teachers' vote of no confidence for her, partially spurred by complaints of a lack of safety on campus that led to fights and an arrest. tara moriarty, ktvu channel 2 news. >> thank you. 7:36. the president of san jose state university is providing new information about last month's deadly police shooting near campus. it happened february 21st near 8th. the president tells the mercury news that one bullet ricocheted through the window of a nearby sorority house but no one inside the house was hurt. the suspect, antonio guzman, had been spotted on campus with a saw. the campus police officer was forced to shoot guzman to protect his partner. san francisco police investigating what they are calling a murder-suicide at a

nursing home. officers were sent to do a welfare check at central gardens on ellis and laguna after 8:00 last night. that's when two bodies were found. police have not told us how they died. at this point, we also don't know their names, ages or their relationship. it is coming up on 7:37. san rafael police say they are concerned over recent surge in violent crime. brian flores is live in front of san rafael police headquarters with the impact this may have on handling other crimes. good morning, brian. >> reporter: good morning, tori. well, san rafael police chief bishop told the marin independent journal that she's concerned over recent spike in violent crime. in fact, she says in her 29- year career. the amount of violent crime in a short period of time is unprecedented. obviously the police are planning to do something about it. but the problem is other resources and fighting other crime. this is video of violence over

the weekend. it's rocked the community. police are trying to pinpoint a 13-bg who shot a 34-year-old several times in a mexican restaurant. witnesses say the gunman wearing a black hooded sweatshirt walk up to the dash dwaurked up -- walked up to the victim and shot him several times. even there 20 people were at the restaurant -- even though 20 people were at the restaurant, they did not get a look at the suspect. the victim is in serious condition but is stabilized at marin general hospital. residence say they've seen crime in the city but overall, it remains a safe city to live. >> i know the canal is more violent than perhaps the rest of the city. i live in the canal myself. i know it can be a dangerous area sometimes and that violent crime sometimes comes in spurts there. i'm used to that and i come to

expect it sometimes. it doesn't surprise me completely. >> reporter: in the past year, police say there has been a rise in stabbings, attempted shootings and assaults in san rafael. the victim in this case over the weekend is san rafael's fifth gunshot victim since mid- december. the police says she's taking the steps to reassign one  officer from another detail into their investigation unit. if this continues, this ongoing trend it may affect how other crimes are fought. brian flores, ktvu channel 2 news. >> all right. 7:39. the new eastern span of the bay bridge has been opened for months now. but work on the bridge it car from over -- far from over. ktvu news contained caltrans's punch list. it's 147 pages long. it contains thousands of items engineers say still have to be finished before they sign off. that includes tightening bolts

and removing rust. later a summary is expected to be presented to the bridge project oversight committee. we now know the identity of the woman hit and killed by a car in fremont. we told you about this yesterday on "mornings on 2." 71-year-old woman was hit at washington and olive just before 6:00 a.m. wednesday. residents say this intersection is dangerous. >> i worry about it because a lot of people use that crosswalk and it's a four-lane, you know, crossing there. people drive very fast on that road. >> police say the driver stopped and is cooperating with police. if the chp finds he was at fault, he could face criminal charges. one homeowner in the east bay catches a burglar in the act. this is surveillance video from his newark home on friday night. he says it shows a man trying to steal a bicycle from his back yard.

the same man grabbed a large object to smash a glass window. that's when dio decided to step in. >> what are you doing in my back yard, i said? i said what are you looking for? i know your motive. what are you here for? i was like, you know what. i don't care, he's in my backyard. he's destroying my privacy. >> deo chased the man down the street for almost a mile before catching him. police arrived and arrested him. the recent rain has helped prevent mandatory water cutbacks for marin county customers. if the reservoirs drop to less than 40,000 acre feet by april 1st, customers would have had to cut back water use by 25%. but rain has brought those levels up to more than 58,000 acre feet. that's 74% of capacity for this time of the year. the customers are still being

asked to voluntarily reduce their water use. but big water cutbacks to be coming for residents in alameda county. the county's water district board is expected to -- is being asked to pass an ordinance that would put mandatory limits on customers. that would include restrictions on watering lawns to once or twice a week for homes and two to three times a week for parks, golf courses and some businesses. it would put a ban on refilling pools and a ban hosing down sidewalks and driveways. >> about 40% of our supply comes from the state water project which recently announced that agencies will get a 0% allocation. >> 40% of the district's water, it comes from ground water which is low and the district buys 20% from san francisco's hetch hetchy reservoir. the rest comes from the state. right now, the santa clara valley water district is asking

stocks moving sharply higher as russia appeared to soften. in the early gains put the s&p 500 back in record territory following a slump before. the dow up over 200 up 201 at 16,369. the nasdaq is up 74 and the s&p up 25. time is 7:46. closing stores. the big announcement from radio shack this morning that's surprised consumers and employees. ktvu's pam cook is in our newsroom with reaction. >> reaction on wall street is definitely negative. the stock down nearly 12% right now. analysts do not paint a

positive picture going forward for radio shock. this morning, the company announced it's closing 1100 stores. that's after reporting earnings that are much lower than analysts expected. the retailer lost $190 million for the fourth quarter alone. $400million for the year. that compares to $139 million loss the year before. now, the company knew it was in trouble. it needed to make changes even admitting that to the world with its super bowl ad. >> what? >> the '80s called. they want their store back. ♪ >> after seeing that customers expected some stores to close for remodeling but now again, radio shack will permanently close 1100 stores. that's about 20% of its stores at this point. analysts speculate many will be snapped up by the mobile company since they are in desirable locations for the most part. no word yet on specific stores

that will close. radio shack is holding a conference call right now with analysts and investors, hopefully we'll get some comments from the company for our next hour. pam cook, ktvu channel 2 news. >> thank you, pam. 7:47. tonight, the hayward city council will vote on whether or not to put a measure on the june ballot that would boost sales tax in the city. if approved, the sales tax would go up by .5% to 9.5%. the measure is expected to bring in an additional $10 million a year to help clear the backlog of projects put on hold during the recession. it includes hiring more police, street repairs, fire station and library upgrades. city officials say 65% of people in hayward support the increase. 7:48. well, today, san francisco supervisors are expected to approve a ban on selling water in plastic bottles on city property. if approved, they would phase

out the smaller plastic water bottles on city property. before the vote is taken, david chu will hold a water tasting challenge, including a blind taste test of san francisco tap water and bottled waters. that takes place this morning at san francisco city hall. 7:49. let's check in with sal. how's it going, sal? >> tori, it's not too bad, considering it's wet roads. some of the roads have started to dry off. as we look at the bay bridge toll plaza, you can see it's dry now and traffic is still backed up for about a 40-minute drive time. when i say drive time, that's how long it will take you from oakland to get across the bridge into san francisco. and most of that time obviously is waiting here at the toll plaza to get on the bridge itself. there are no major problems. this is 880 northbound and by looking at the pictures, i think rosemary will agree that

things are looking better when it comes to the commute weatherwise. whenever it's wet we have more crashes. 580 livermore still very slow through entire parts of lirl. that gets better in dublin. as we move to the nimitz freeway, we have slow traffic as well. 238 some slow traffic here at the castro valley y. let's go to rosemary. we have another hour or two before the scattered showers -- we're calling it drizzle. it's very moist out there. so a little bit of a wet weather remains for your morning hours. you can see all of the cloud cover here. so the storm has passed, at least the steady rain. we're left with this very moist flow. we'll be lock. in this moist -- locked in this moist flow for the next few days. i want to show you the satellite loop. you can see how this stretches back to the hawaiian islands, this plume of moisture that continues to bring us the onshore flow.

even when we're in between storms we remain mostly cloudy and very moist. this is the next system that will be moving in. by wednesday night, it's going to bring us more rain and high sierra snow. so the last system that went through the sierra, snow levels were at about 7,000 feet. i think this next one will do the same. if you plan to make the commute. so we're dealing with a little bit of drizzle. for you why afternoon, mostly cloudy, widespread 60s in the forecast, even upper 60s for some of us. we'll turn wet once again. it looks like wednesday night into thursday morning. so very similar to what we dealt with over the last 12 hours or so. it will pick up tomorrow evening and then by thursday morning we are drying out. 52 degrees right now in santa rosa. mid-50s san francisco. concord, you are looking at 53. san jose, 55. for the afternoon, again, it's going to be fairly nice out there. we have temperatures warming in the upper 60s in areas right around trying to get you a time -- a day planner here for you.

january a bear has wandered onto a ski run at heavenly ski resort in lake tahoe. the injured bear was rescued by wildlife officials and taken to a care facility. staff there say x-rays show no broken bones but the cub suffered some sort of trauma and is a bit underweight. heavenly resort was shut down while the bear was moved out. starting tonight, san jose sharks' fans will be greeted with extra security. fans will have to go through metal detectors. they will have to go through patdowns and your bags will be inspected. fans are being told to get there early and expect delays getting into the arena. the sharks play the carolina hurricanes tonight at 7:30. a los angeles pizza shop is getting a lot of new business after and incredible appearance at the oscars. in fact, the pizza shop ran out

last 24 hours. most of us picking up less than .25 from the central to south bay. boulder creek, bone le bund, .25. san francisco picked up nearly .25. you have to get into the north bay, areas like santa rosa, 4/10. mill valley, 6/10. in the north bay hills 1 to 2 inches reported. casa zer row, more than -- cass casazero more than 2 inches. a lot like yesterday morning for the afternoon here's in the 60s. 66 in concord. 68 for antioch. a mild afternoon with a mix of sun and clouds and mostly cloudy skies. for today, we are adrying out. but we have another storm on the way. i will pinpoint that in the extended forecast coming up. good morning, sal. >> rosemary, good morning. we're still looking at elevated traffic times all over the bay area. we're gonna start off with a look at the bay bridge toll plaza. it's improved a little bit, though. the drive time has gone down

from 45 minutes just a shade over a half-hour. that includes all of the time at the toll plaza and then your time across the bridge. 30 minutes plus. it's not all that bad. also looking at the sunol grade. the drive has improved from pleasanton to fremont. the drive isic taking 10 to 12 minutes earlier. earlier, it was taking more like 25. as we look at the south bay, northbound 101 slow traffic, 85 traffic is slow right at 87 and it stays slow into saratoga which is pretty usual. northbound traffic is improving, only through downtown. it's still slow getting up to highway 17. let's go back to the desk. thank you, sal. new this morning, an out-of- control car jumps a curb in el cerrito and hits a bus stop bench, a tree and multiple businesses, leaving a path of debris in its wake. it happened around midnight on san pablo near van fleet.

windows were broken at businesses, a mercedes and porsche were damaged at a car dealership. >> this is a pretty large collision scene. this is probably one of the larger ones i've seen. it is amazing that no one got hurt. >> police say the male driver of the car tried to run but was arrested. he was booked on dui and hit- and-run charges. police say there were two pedestrians in the area and a female passenger in the car but fortunately, no one was injured. 8:04. also knew new this morning, the chp is investigating what they believe is a hit-and-run accident this morning. the woman was killed in a freeway offramp in san jose. drivers called in. they reported a person on the saratoga offramp of northbound 280 about 3:20 this morning. when emergency crews got there, they found the woman on the ground who had been hit by a car. she was pronounced dead there at the scene.

investigators trying to figure out if she jumped from the overpass and was hit or if she was walking near the offramp. students at santa clara university are being told to be extra careful after several students were approached by armed men on the streets and robbed. ktvu's janine de la vega joins us live from santa clara and just got an update on the police investigation. good morning, janine. >> reporter: good morning, tori. well, police tell me as of this morning, these three armed men are still at large. they are putting extra patrols on the street near the campus and just down this block on mission street is where one of the robberies happened. this is where lots of students live. the robberies happened on saturday in the first incident, a student was approached by three men at gunpoint in the parking lot of the university's field. they robbed his wallet and cell phone. 13 minutes later, another robbery occurred a half a mile away at park and mission. in that case, three victims were approached by the gunmen and police say the violence

escalated. one of the students was told to get on the ground and he was pistol-whipped. his belongings were taken. the university sent out an alert to students within an hour of the incident. >> i got the alert late at night, around 1:30, 2:00. from that day i've been making sure i don't go out late at night and i don't carry my phone or wallet at night. >> reporter: university officials say crime on the campus is extremely rare and they are encouraging students to travel in groups at night. police say they believe the same group of suspects are responsible for both incidents. officers have a very vague description of them just that they are three african-american men around 25 wearing hoodies and dark clothing. no robberies other robberies have occurred since the weekend. but this case remains under investigation. reporting live from santa clara, janine de la vega, ktvu channel 2 news. the suspects in the hate

crime case at the state university are due back in court. they are scheduled to be formally charged in the case. prosecutors say the white students tormented an african- american roommate for weeks with several racist acts in the dorm room that they shared on campus. the university has since suspended the four students and launched an investigation. later this evening, students at martinez junior high school will gather. they will remember a popular 8th grader. candlelight vigil is in honor of jenna betti, the 14-year-old was struck and killed by a freight train passing through martinez sunday evening. police say she had run onto the tracks to pick up the cell phone she had dropped. many of her classmates are wearing pink. that was jenna's favorite color. the vigil is at 6:30 on the martinez junior high campus. the ntsb is investigating a deadly plane crash in truckee.

the small plane was spotted by a chp helicopter just before noon yesterday. 55-year-old darla farnle of tahoe city was killed.

president putin is defending his decision to send thousands of troops into ukraine, saying russia reserves the rights to use all means to protect russian citizens. in his first comments since the move, putin accused the west of encouraging what he calls the anti-constitutional coup in ukraine. he says the u.s. is using a double standard in criticizing russia, comparing the u.s.'s use of troops in afghanistan,

iraq and libya. >> there's been one standoff in crimea. this video shows unarmed u drainian troops approaching russian troops who have surrounded an air base. the russians can be seen firing in the air, warning ukrainians to stop their approach and john kerry visited the memorial set up in kiev where 80 protesters were killed. kerry is in ukraine to show political support for the new ukrainian government. also this morning, the white house announced the u.s. will provide $1 billion in energy aid as part of an economic package. that's after russia said it would cancel a price discount for natural gas suppliers to ukraine. 8:16. the oakland police department is hiring and the department is hoping to fill its ranks with some home grown talent. right now, the oakland police

department has 616 officers. they now have the money to hire 91 more. the department says it's been hard reaching out to local recruits. that's why they are targeting people as early as high school. they are using technology like social media and text messages to reach out to candidates. >> we're recruiting at a junger generation -- younger generation. they are making use of social media. we're going to them. >> the starting salary for an oakland police officer is between $69,000 and $98,000 a year. the fremont police department is taking applications for its teen explorer program. itive goes a safe way for teenagers to learn more about law enforcement and also get community service hours. teenagers donate between $5 and 20 hours every week and they participate in ride alongs, traffic control and special events. now, the applicants have to be between 14 and 18 years old and

people have been taking transit. it's always a good idea. if you need to drive at least today, this afternoon, it won't be that bad for you driving home. looking at westbound 92, ten, 15 minutes as you drive out to the high rise. no major problems there. 580 set going a little bit better but still very slow in livermore. when you get to 880, i notice that 880 northbound is very slow from 238 all the way up into downtown oakland. it's taken about 20 minutes when normally that might take half of that time. let's go to rosemary. wet weather continuing to taper off this morning, a few patches of drizzle still reported in some areas, a live look at overcast skies. we're going to continue with the gray skies for today. we'll be mainly dry. take a look at stormtracker2, hard pressed to even pick up rain cells because it's falling below the beam. and so where we are experiencing a little bit drizzle -- a little bit of

welcome back. 8:25. san rafael the latest city to ban single use plastic bags. dozens of other cities and counties have similar bans.

the san rafael ban starts september 15th. stores and businesses will be expected to offer customers paper bags that can be recycled. by the way, there's also a 10 cent charge for those bags. we're now learning that the woman injured yesterday in a montana avalanche has died. 68-year-old michelle coleville, her husband and an 8-year-old boy were purrried friday when the -- buried friday when the avalanche crashed onto the couple's home. moments after it ended, neighbors jumped into action and began to dig through the snow trying to find the people who had been buried. >> the thing about this community, everyone is willing to help each other. especially when there is a family involved. >> police say michelle coleville died yesterday at the hospital. the avalanche was triggered by a snowboarder able to get out of the way of the slide before it picked up speed. 8:26. more reports now of people

getting sick from salmonella linked to foster farms chicken. the cdc and prevention says it found 51 cases that had not been tied to earlier reports. all of those cases were reported between the middle of january and late last month. and 44 of them were here in california. federal health inspectors issued a health alert last october after salmonella was tied to three plants in the central valley. a would-be burglar caught in the act in the east bay. coming up the crime caught on video and the controversial response by the homeowner. also, a transgender teenager attacked in a school bathroom and the suspected hate crime. the emergency meeting taking place right now on the school campus and also new information we just got from another student who knew the victim. we are astill looking at slow traffic around the bay area. as you can see here on 87

it's improving bil the moment -- bit by the moment. looking at the toll plaza, that unfortunately has not improved that much. it's still about a 40-minute drive time between the toll plaza and the san francisco side. if you are driving on the nimitz freeway, the slow traffic approaching fremont has eased. but northbound 880 slows. contra costa county still very slow from pittsburg into concord. 8:33 back to the desk. police in san rafael are very concerned about a recent surge in violent crime. brian flores live now in front of the san rafael police headquarters to tell us about the impact this may have on handling other crimes. good morning, brian. >> reporter: good morning. san ralph police have been -- san rafael police have been upfront about their concern about the crime in recent weeks. as we we go to video over the

weekend, this latest incident has smaken the community. police still trying to pinpoint a suspect who shot a 34-year- old man inside a mexican restaurant off b street early saturday morning. witnesses say the gunman wearing a sweatshirt walked right up to the victim and shot him several times. the gunman ran out the front door and fled south on b street. now, even though about 20 to 25 people were at the restaurant at the time, witnesses did not get a good description of the gunman. he remains loose this morning. as for the victim, he's in serious but stable condition at marin county general hospital. but for police who we spoke with about a half-hour ago, they say what makes this recent shooting uncommon is where in the city it happened. >> i can remember really a time in our history where such a brazen act of violence occurred in a restaurant here in town or in a business here in town. so detectives are looking intensively on it. >> i wouldn't say this is a

violent city. it kind of is shocking to hear that, you know -- you know, that happens once in a while. but i don't know what to think. i haven't seen much about it myself. >> reporter: now, pd says there's been a rise in stabbings, attempted shootings and assaults. the victim in this case over the weekend is san rafael's fifth gunshot victim since mid- december. officers have assigned other officers to this recent tick in violent crime. she said if this continues, there could be other charges -- changes as well. we're live here in san rafael, brian flores, ktvu channel 2 news. 8:35. the president of san jose state university is providing new information about last month's deadly police shooting near campus. it happened february 21st near 8th and san salvador streets. the president tells the mercury news that one bullet ricocheted through the window of a nearby

sorority house. but no one inside the house was hurt. the suspect, antonio guzman, had been spotted on campus with a saw. the president said the campus police officer was forced to shoot guzman to protect his partner. the new eastern span of the bay bridge opened months ago, but work on the bridge is far from over. ktvu news obtained caltrans punch list. it's 147 pages long. it contains thousands of items engineers still say have to be finished before they sign off on the project. it includes tightening bolts and removing rust. now, today a summary of the list is expected to be presented to the bridge project oversight committee. 8:36. the fremont police department is currently accepting applications for tlt teen explorer program. the program offers a safe way for teens to learn more about the law enforcement field and get community service hours. teens will donate between 5 to 20 hours each week and

participate in ride alongs, traffic control and special events. applicants must be between 14 and 18 years old and can apply at the fremont police department website. 8:36. one east bay homeowner says he caught a burglar in the act and he has the video to prove it. take a look at this scene. this is from newark friday night. her machine dio says -- her man dio says -- herman dio is the homeowner. a man on this video grabbed a large object to smash a glass door. that's when the man decided to step into action. >> i opened the blind and said what are you doing in my backyard? i said what are you doing? i wasn't scared. at that time, i wasn't thinking straight. i don't care. he's in my backyard. he's disturbing my privacy. >> now, mr. dio trained in

martial arts chased the man down the street for almost a mile before catching him. newark police arrived and made and arrest. dio's wife said shish withed her husband had not chased the man -- said she wished her husband had not chased the man but is glad nobody was hurt. school officials in hercules meeting behind closed doors to talk about a sexual assault on a transgender student that happened in a bathroom at a high school campus. tara moriarty live in our newsroom, you have new details about that meeting. tara? >> reporter: that's right. police and school psychologists are meeting with staff. they are going to try to help students feel safe after the attack. they want to install high-tech security cameras, cameras they lack which ear schools have. the school president feel this attack wouldn't have happened. police say a 15-year-old freshman who identifies himself as a male was attacked by three boys, ages 16 and 17 after

using the boys' bathroom yesterday during school hours. the victim said the teenaged boys shoved him in a stall, beat him and sexually assaulted him. because the suspects called him derog story -- derogatory names, this is a hate crime. >> we have to understand why this is taking place and why it is happening so often. >> now, this is the same high school where a female transgender got into a several brawl in september. the attack came after repeated taunting and bullying from other girls at the school. police say the girl did undergo an exam went home. president obama is scheduled to talk about his proposed budget for 2015. he's an at elementary school in washington. let's listen in.

facing charges after losing control of his car this morning as causing a path of destruction along san pablo avenue in el cerrito. police say the driver smashed into a bus stop bench, a tree, and a used car dealership early this morning. they say he then tried to runaway after the crash but he was arrested. 8:46. out of date and losing customers. radio shack is closing stores. pam cook is in the studio with the big announcement and the reason corporate insiders say it's time to clean house. >> good morning. first of all, the loss of that radio shock, that's huge. they report losses of $191 for the fourth quarter alone. 4 hl for -- 400 million for the year. it announced it's closing 1 is 100 stores. radio -- it is closing 1100 stores. radio shack has 5,000 stores.

company files say more than the chief financial officer says radio shack is public admitted the stores are out of date and in need of a massiveover massiveover -- massive overhaul. >> the '80s called. they want their store back. >> after seeing that super bowl ad, customers expected the stores to close for remodeling. now they will permanently close 1100 stores. analysts many will be snapped up by mobile companies since they are in desirable locations. no word on which specific stores will close. radio shack has 2700 employees worldwide. the numbers of jobs will be lost also not disclosed why the -- disclosed yet.

welcome back. 8:5 4. tonight, the hayward city council will vote on whether or not to put a measure on the june ballot to raise the sales ta. if approved, the rate -- tax. if approved, the rate would go up to 9.5%. that's expected to bring in an extra $10 million a year to help clear the backlog. projects put on hold during the recession. that -- backlog of projects put on hold during the recession, including hiring more police officers, street repairs, opening a new fire station and upgrades. >> the main library built in 1951, when that was built the city of hayward had about 14,000 residents. we're approaching 150,000 residents. >> right now, only five bay area cities have a 9.5% sales tax rate. it's the highest in the regent. city officials say 65% of the people in hayward support the

increase. the bishop's girls' basketball team is still fighting to keep their season alive after finding out they are not eligible for the championships. this comes after the coach and athletic department failed to report a scrimmage. parents and players plan to hold a news conference at the school. a petition has been posted on the school's website. they still need more than 16,000 signatures. well, a woman in indiana got the surprise of a lifetime when she went to the hospital with stomach pains and she left with a 7-pound baby boy. mandy bachelor said she rushed to the hospital yesterday because she thought her appendix had burst. as doctors were taking her into surgery, her water burst and she went into labor. bachelor says this is her third child but this time around her body showed no signs of labor. >> i had weight gain but it was
