good morning. thank you for joining us. this is a live look at the bay bridge toll plaza. you can see roads are a little slick. it looks more crowded than usual. sal castaneda our expert on that. he'll have all the traffic news this morning. what we need 20 know before you head out the door. we will check in with in a moment. it is monday, march 10th i'm pam cook. >> good morning, i'm brian flower haves in for dave clark. steve, it looks like it will be a pretty good week. >> that is for sure. we will have light rain this morning. just very light. drizzle or light rain. san francisco is starting off 57 some light rain. 62 will be a high today. 66 not a cold front. it is a cool front. but there is a little line forming from southern marin county right over san francisco and extending over san pablo bay to the east bay. we've had reports of martinez,

concord rain. a lot of that not showing up more in drizzle. 50s on the temps to 60. very, very mild system yesterday. this system will be with us for a couple hours. once it moves through by this afternoon i think we will see rapid clearing. very light. couple one-hundredths. maybe a tenth of an inch would cover it. cloudy, light rain in the morning. breezy for some. 60s to low 70s. here is sal. steve, good morning. we are looking at a commute that is wet out there. as you and i have been talking about it's not really a big deal. expect for the people who miss judge stopping conditions most of that time is waiting at the toll plaza. it is not that long. the metering lights have not been turned on yet. and then that drive time will pick up a little bit. this is a look at 880 in

oakland. the traffic is moving along nicely. as you look at san jose in the santa clara valley, it has not really become really slow yet if you drive on 80 or 101. so far so good. and getting to it hasn't been all that bad. the traffic is slowest here in the east bay on 580 through the castro valley area. and getting word of a new crash in san francisco. a truck and a scooter came together near the corner of california and van necessary. medics antefire department along with the police are at that intersection. 6:02 let's go back to the desk. thank you, sal. new information this morning on the east bay teacher accused of molesting children. claudine wong is joining us now. >> reporter: ronald ginto is still behind bars but there are questions about whether there could be nor victims out

there. he was in court on friday. he is facing more than two dozen charges plus charges that include kidnapping, force of a lewd acts on a child among other abuse charges. when he was arrested he was a seventh grade teacher. but the charges stem from a time when he was working at the making waves charter school in richmond. well his story goes further back. we have done digging on his work with the camp he called camp epic. that is what brought us to vallejo. ginto was founder of this camp. according to the website it has a little history. he first proposed it back in 2008. he started partnering with the boy scouts of america and then he started this out door leadership training camp. that started in 2009. and then he started advertising

and recruiting. now according to the website that he created, he actually took some kids two boys and two girls on a summer learning program and then also went on a second and third class and then he started his work with making waves charter school in richmond. there are trips they went on. a camp out. those are the questions we hoped to get answers to this morning. what the police are finding here is certainly some concern. we hope to talk to vallejo police this morning about any possible investigations ongoing here. we will keep you updated what we find out. live in vallejo claudine wong ktvu channel 2 news. a suspect connected to the shooting of a san francisco police officer is now in custody. tara moriarty is joining us live from san francisco general hospital where the police officer is still recovering. tara, good morning. >> reporter: good morning.

28-year-old officer adam shaw is recovering here. he is stabilized now that he has gotten out of a shoulder surgery he is expected to be okay. last night we want to mention here at san francisco general hospital we noticed two unmarked police cars with uniform the officers in -- uniformed officers in them. we are not sure if they were connected to the officer shooting. they were stopping by at the hospital to visit shaw and talk to him once he got out of surgery. >> this is audio pulled from the initial 911 call and this is surveillance video of 50- year-old jeffrey ruano being arrested at a san jose gas station. that followed a nine hour man hunt through four counties. it all began saturday afternoon. police say officer shaw and his partner stopped roan though to question him about vandalism.

shots were fired when ruano started backing up his car toward officers. officer shaw was shot in the shoulder. ruano drove away. after asking the chp for help, late saturday night ruano was spotted driving in rich monday with two female passengers. meanwhile investigators are still trying to piece together the exact circumstances of the shooting including whether it was indeed ruano who pulled the trigger. we understand the two female passengers were released. live in san francisco i'm tara moriarty ktvu channel 2 news. also new this morning san francisco police are searching for a suspect in an attempted carjacking in the richmond district. now police say they are searching for a man who tried to carjack someone at gunpoint at clement and 12th streets. when the driver did not comply the man fired his gun in the air and ran. after shocks are being

reported after a 6.9 magnitude earthquake in humboldt county. it hit at 10:18 last night. there are reports people felt it as far south as redwood city and as far north as yew gene, oregon. an object in the south asian sea thought to be a life jacket from the missing plane turned out to be trash. still no conformation it has even crashed. that flight left malaysia for beijing early saturday morning. eight countries including the u.s. are helping with the search. the family of one of three americans on board say they are hoping for the best. >> this is pretty fresh and we

are processing it and we've just had a little bit of time to be together as a family. >> authorities have questioned the travel agency in thailand that sold one way tickets to two passengers who used stolen passports. we could learn the identity today of an oakland woman killed when a tree fell into highway 80 in vacaville. it happened yesterday afternoon. the chp says the woman was driving in the far right lane on the freeway when he a tree fell and landed trickily on her -- directly on her car. >> we believe it did not by long to the state because of the fence line. but we are still investigating that. >> the accident blocked the freeway for almost two hours. the roadway has since reopened. family and friends are remembering a san jose man killed after a car crashed and caught on fire. dozens of people attended a

vigil for adry if his girlfriend is in the hospital with life threatening injuries. another passenger has serious injuries. there is less than month left to sign up for the state's new health care program and we are learning 15% of people who have already enrolled haven't paid their premiums yet. health plans say they are reaching out to enrollee's who vice president made their payments. now that could cause enrollment numbers to drop substantially. and leave tens of thousands of people uninsured. the rate of people without health insurance is on track to reach the lowest level since 2008. it found that 15.9% of americans do not have health insurance but that is down from

17.1%. the week long event draws thousands of people. the founders say it has become more popular that it needed to be run more like a business. this year's event begins on august 25th and 56,000 tickets have already been sold. 6:10 is the time. an elementary school, a park, and a little league field all part of an arson investigation this morning after three early morning fires intentionally set just blocks from each other in one neighborhood. we'll tell you out to the scene. edward snowden makes an appearance today at a festival in texas. how snowden will appear and the topic of his talk. right now we are looking at a commute that is a little effected by some of the wet roads. now we are getting more problems in the livermore valley.

they took part in massive rallies. this comes as whether they will try to decide whether to leave ukraine or move to russia. oscar pistorius vomited in court this morning during graphic testimony. i want to go to video of pistorius arriving at court this morning. he says he shot his girlfriend reeva steenkamp by mistake thinking she was an intruder. prosecutors say he shot her intentionally after an argument. the trial will take two more weeks. van der sloot will be back head together u.s.. peru has agreed to extradite van der sloot. he is a suspect in the 2005 disappearance of alabama teen natalee holloway. the u.s. wants to try him on

charges that he extorted money from holloway's mother for false information. in an interview of the new yorker magazine, peter lanza calls his son quote evil. the son talked with many mental health professionals before the shooting but none of them reported violent tendencies. he also carries a lot of guilt knowing the shooter was his son. on december 14th, 2012, he killed his mother and then went to the school and killed 20 children and six staff members before turning the gun on himself. edward snowden the man who leaked sensitive information is scheduled to speak by video link at an arts and technology conference in texas. snowden is still in russia under temporary asylum. he will address the south by southwest interactive festival in austin. he will talk about the impact of government surveillance on the technology community.

at the south by southwest festival yesterday as well the company demonstrated an experimental drone equipped with a stun gun. it's called cupid and can zap a person with 80,000-volts. cupid is not in production but after a ruling to allow commercial drones, this kind of drone could become a new crime fighting tool. a new bill could regulate marijuana's industry. it would over see farmers and business owners as well as doctors who prescribe medical marijuana. california was the first state to authorize medical marijuana back in 1996 but no one knows how many dispensaries or patients there are in the state because the law did not give government agencies a role in tracking that information. a colorado couple has opened the first legal marijuana club. the owners of club ned says members will have to bring

their own marijuana and only food and drinks will be sold. members will also be asked to sign a code of conduct saying they will not drive stoned. >> we went to the town. we went to the marshall, we went to jeff guard our attorney. he talked with the da and we basically got everybody's approval. >> marijuana became legal in colorado this year. washington is the only other state to legalize marijuana. the winter intense cold has led to a record amount of ice on lake michigan. more than 93% of the lake is covered in ice. it's been building since a stretch of cold weather hit late. this is the most ice on the lake. big trouble on 580. i just saw the tweet from us as well. a big rig fire. >> that is right. it is on the shoulder an the cab is fully involved. several calls to chp on this. fire department from alameda

county also on the way. and now they have issued a sig alert. it was very slow coming out of the altamont pass. we have big traffic delays on 580 because of this big rig that is on fire. you will need extra time. you may want to consider putting off your trip or using an alternate route. maybe it's one of the things you kind of know what you are facing. let's go and take a look at other traffic commute. the metering lights have gone on at the bay bridge. this is about a 20 minute drive time into san francisco. and it keeps getting a little bit longer as the minutes ware on. we also want to mention in san jose northbound 280 looks good. still looking good all the way up into the west valley. 6:18 let's go to steve.

thank you, sal. morning rain. not for all. beginning to pick up for some. especially around san francisco and parts of the east bay and north bay. breezy tomorrow. looks sunny and a dry pattern for the rest of the week. in fact upper 70s to near 80 by the weekend. you can see our system there is not a lot to it. it finally arrived. the system was out there on friday and just arriving. cloudy, mild, and drizzle. patchy fog. very light rain. later today the rain will move south. this will weaken rapidly. 60s and 70s. a little line forming from out toward the delta back over toward the east bay and oakland and berkeley and san francisco. where the rain is picking up very slightly. this system finally accelerating. light rain. not a lot here. all the way out to the east bay. i know we've had a couple

reports. 50s on the temps. really not a cold front but there you see that system beginning to move through. 39 tahoe. raining at the airport. breezy gust to 30 miles an hour. once this system goes by, then we see high pressure build in. just some morning drizzle and rain. light rain. not wide spread but there is some there. breezy for a few. not too bad but it is picking up a little bit. 60s and 70s on the temps. low 70s. not as warm as yesterday. new study shows more americans are taking public transportation instead of driving to their destinations. the american public

transportation association says americans took nearly 10.7 billion trips on public transportation last year. that is the highest total since 1956. here in the bay area cal train marked record ridership with an 11% daily increase. bart also higher than ever with record 400,000 trips. a deadly dui crash in sell- - in san leandro. what we are learning about the man that was killed. scary video. dozens hurt after a high school stage collapsed. the questions investigators are looking into.

that is amateur video capturing a stage collapsing in anaheim. about 250 girls were performing saturday night for the annual musical theater challenge when the stage suddenly collapsed. school officials say 40 of those girls were sent to the hospital with minor injuries. >> all of the ones in the front they jump the about ten feet into the pit. they were getting ready to judge the contestants and everything just came to a screeching halt. >> investigators are now look into the school's stage permit

to see if it included a weight restriction or limit on the weight the stage could hold. scary moment farce sky diver and pilot after they collided over the weekends. take a look. this is from saturday morning. you see he's about ready to land and a single engine plane practicing touch and go landings outside of an airport in lakeland, florida when its wing cut the strings of the sky diver parachute. >> amazing pictures. public safety officials will release more details about enhanced security for this year's boston marathon. employees have been waiting for months. it follows last year's deadly terror attack. three people were killed and more than 260 injured after two bombs exploded near the finish line. 36,000 runners enup a to a million spectators are expected

to attend this year's event. attorneys for three friends of the accused boston marathon bomber dzhokhar will be in court. they went to his dorm room three days after the attack and removed a laptop computer and empty fire works casings. all three have pleaded not guilty. if you have a house in the bay area and looking to sell, now could be the time. the bay area has been named the best place in the country to sell a home. zip reality based the top ten list on median sales price and total housing inventory. last year it went up 35%. haves the national average of 11.5%. some realtors contribute the economy to the rhizo the top. >> low interest rates and low inventory. i think you are also seeing tremendous job growth in the area.

parts of the east bay getting very light rain. but our system is definitely coming in. toward south san francisco maybe over the bay bridge and out to parts of the east bay. this is not a big system. and this is right here. for another hour or two we have to deal with this 37 then we will have sun this afternoon. we will see a little built of that rain that has been falling. 50s to near 60 degrees. another very mild system. the breeze is picking up as well. i think that will be a factor later this afternoon into tonight. some observations showing a little breeze. there is our system. it's moving through in the san mateo coast. cloudy and mild. morning drizzle or light rain. not a lot. breezy for some. 60s to low 70s. here is sal. steve, we still have that truck that was -- it is on fire and the fire department putting it out. westbound 580 it was an empty truck but i believe it was a garbage truck of some kind

coming back. westbound on 580. traffic is backed up to the altamont pass and beyond. traffic on 580 will be very, very slow as you drive through. please give yourself extra time and we do have traffic that is going to be backed up even after they clear it just because it takes awhile for any of this stuff to unwind after it happens. let's go to live pictures. i want to show you westbound bay bridge about a 25 minute delay coming into san francisco. 25 minute drive time. not all that bad. i want to mention in san jose northbound 280 traffic slowing down at the 880 interchange. after that it does look good. the santa clara valley commute still not looking too bad. let's go back to the desk. >> thank you. there is new information this morning about an east bay teacher accused of child molestation. claudine wong is live in vallejo. >> reporter: i just talked to

the richmond police department. they say they are not going to make anymore comments. they could not tell me if they have talked to police here in vallejo about ronald guinto. the reason we are here in vallejo because we have done digging into his background and we found he started a camp here. called camp epic. this investigation could span through several counties. those charges come from a time when he was a teacher at the making waves charter school in richmond. but we have done digging, and from what we can tell he's been working with young children for several years. when he was arrested he was a teacher in el cerrito. but the school board president said he had been planning an unauthorized outdoor trip with kids to yosemite. it appears that was not the first time he has done that with kids. and he founded a group called

camp epic. his effort to start that group began in 2008. and had its first summer program with children a few years later. he started a spring semester in american canyon. and then he connected up with making waves in richmond. that is when he says the first set of middle schoolboys attended their comp out with a trip to yosemite in 2011. if this website is correct, that trip was not his first. now how deep police are digging at this point is still unclear. richmond police say they are no longer making comments on the investigation but we are hoping to talk to vallejo police this morning and we'll keep you updated on what we find coming up on mornings on 2. claudine wong ktvu channel 2 news. the chp is looking for the driver who left the scene of a deadly crash near the oakland

coliseum. it happened at 3:15 yesterday afternoon when a black sedan and mini van crashed on northbound 880. the mini van flipped over killing the male driver, a passenger in the car was taken to the hospital and the chp says the driver of the black sedan took off on foot. this is cell phone video showing the aftermath of a deadly drunk driving crash on saturday night. police say the impact sent an accra integra and chevy camaro up on to the sidewalk. the driver of the camaro was not hurt. a passenger in the integra juan jesus flores was killed. the driver of the integra is flores' cousin was arrested for dui and vehicular manslaughter. time 16:35. a suspect connected to the shooting of a san francisco police officer is in custody. ktvu channel 2 reporter tara moriarty is joaning us live from san francisco general

with chp help ruano was seen driving with two female passengers. that started a chase with speeds reaching up to 100 miles an hour. meanwhile investigators are trying to piece together the exact circumstances on the shooting including whether it was ruano who pulled the trigger. ruano was arrested for assault with a deadly weapon, driving more than 100 miles an hour, and evading officers. live from san francisco i'm tara moriarty ktvu channel 2 news. jury deliberations will continue today in the trial of a convicted bank robber accused of getting into shootout with police officers. now prosecutors say williams was planning an attack at the

tides foundation and aclu office in san francisco when she was stopped by the chp. he was wearing a bullet proof vest and had three guns. williams was shot four times in the gun battle but survived. today a bay area lawmaker plans to introduce legislation to prevent people from sabotaging pg&e substations. jerry hill says the bill would help to prevent coordinated attacks. last april 17 transformers were destroyed in a coordinated sniper attack at a pg&e substation. the new legislation would require electric ewe tills in california to develop better security systems. meantime police are warning people who live in the east bay about someone possibly posing as a worker for east bay mud. a ford truck belonging to the company was stolen on thursday night. authorities are concerned the thief might try to impersonate a water district employee because a work badge, hard hat,

and safety vest were all inside the truck. authorities say it was last spotted over the weekend at redwood christian church. voluntary water cuts due to the drought in san francisco are paying off. according to the san francisco examiner, water use in the city has dropped 18% since the end of january. that is when the san francisco public utilities commission first asked customers to voluntarily cut back wateriest by 10%. a series of storms helped boost california's water supply. the reservoir that is up plies 80% of san francisco's water supply is not at half capacity. a program that would allow shuttle abuses to use muni stops in san francisco could be stalled for months. community groups have appealed the project saying an environmental impact report must be conducted. the appeal comes after several protests at the shuttle stops. the shuttles have increased

genderification leading to higher rent and evictions. the board of as muchs is scheduled -- the board of supervisors is scheduled to vote on the appeals. rail officials say -- it will include removing the old track, clearing out any brush or trees that are in the way, and installing new steel rail. the nearly $428 million project is expected to be finished by 2016. once completed, the line will run from san rafael to santa rosa. the federal government has denied permits to widen the guadalupe river near san jose. the water district approved a plan to restore the river that feeds into san francisco bay in 2009. but both the army corp of engineers and epa have refused to issue permits for the work. federal officials say widening the river could release mercury that has been topped in the mud and sand for decades

we are following developing news after three fires were intention fallly set in fremont. alex savidge is on the scene in fremont where the fires are effecting the school day. alex, good morning to you. >> reporter: good morning to you. all of these fires were set around the same time in the warm springs neighborhood. one of them was set here on the campus of james leech elementary school and it was burning right here on the outside of this portable building we are showing you. it houses the ymca preschool

and after school program for students. those students will have to be moved to another room. fremont firefighters got the call at this school at 3:00 this morning. as crews responded to the first fire, they noticed smoke from a second fire. it was a shed at a nearby little league field that was burning. it's unclear what was inside the shed. and around the same time, there was also a fire at a public bathroom at warm springs park. investigators say someone had set fire to the door of the women's restroom there. a fremont police sergeant spotted that third suspicious fire. >> all three fires were burning at the same time and fortunately the fire department responded quickly and handled them and kept them from spreading. >> reporter: arson investigators from the fire department and police department are working to figure out who set these fires. they do need witnesses to come forward who may have seen someone suspicious in this area. now becauseth fire here at the

elementary school burned through the floor of that portable building, the room itself is unstable. students can not be inside that building so they will be moved to another classroom for the time being. live in fremont alex savidge. storm marks the third anniversary of the earthquake and tsunami in japan. to commemorate the event the prime minister visited the fukushima area. he tasted local fish and squid to put any fears of contamination to rest. the prime minister says he is confident the city will recover. the u.s. government has plans to set up a system of electronic monitoring of federal employees with secret clearances to prevent another edward snowden incident. the computerized system will monitor the behavior of many of the five million employees. it's intended to identify so- called rogue agents, corrupt officials, and anyone leaking

government documents. a youth hockey league referee is facing criminal charges after a game in connecticut. now police say he walked to the team's bench and physically escorted the player off the ice. that is when parents tried to confront him. >> parents are very emotional and protective of their children so sometimes things happen like this. >> parents say he grabbed the player and dragging him off the ice. he is being charged with breach of peace and risk of injury to a minor. time is 6:47. time to check in with tori campbell. >> coming up on mornings on 2 gas prices could be going even higher in california. possibly up another 40 cents a gallon. the new law that is to blame for this. it goes into effect next year. and what could be done to try

the traffic is backed up big time. and it goes for miles and miles. as it pushes up and gets to the altamont pass, it gets thicker and thicker and it will be slow way back to 205. if this is your commute it will be a very slow commute coming through. let's move along and take a look at the drive if you are driving to the bay bridge toll plaza. it will be pretty slow. it is a 30 minute delay. public transportation not reporting any significant delays. let's go to steve. thank you, sal. a lot of cloud cover us and very, very light rain. not a lot to this system and this will be it for the week. after today lots of sunshine and warmer temps. be i think that is about it. rain moves south. 60s and 70s. a very mild air mass over us.  some you can see there is a

back edge to this all the way up there. moving into mendocino county. there is good amounts to the authority but for us it will be very -- to the north but for us it will be very, very light. the wind has picked up for a few. out of the west for some. and then northwest for others. still a little easterly component farther south. even san jose west at 15. half-moon bay north at 12. it will be a breezy day after this system goes by. there is not a lot to it. there is pockets you might get a little drizzle. a little better up in the sierra nevada. so far all reports have been rain. 38 in tahoe. temperatures come down one degree. 57 in sacramento. this system will weaken and move out.
