a suspected drunk driving crash in the east bay. how it's affecting people blocks away from the accident scene. "mornings on 2" starts now. good morning. welcome to "mornings on 2." beautiful shot there of san francisco. isn't that nice? >> very nice. >> there is a bit of wind. i heard there was a wind warning for those going across various parts of the bay area, including the bay bridge, use two hands on the wheel. welcome to "mornings on 2." i'm tori campbell. >> i'm brian flores in for dave clark. let's get your day started with weather and traffic. steve, looking like a pretty nice day? >> unless the wind is howling or rattling the windows. had a couple of reports in san francisco, san jose, out to vacaville and travis. some location, it's calm. it be sunny. everybody is in on the sunshine. widespread. 30s to 50s. there are pockets of 30s to the

north. we'll end up with a lot of 70s. weak low pressure off the coast. high pressure inland. this high is not going anywhere any time soon. it will stick around for a while. today and tomorrow, breezy to blustery. i think things will calm down by tomorrow night. after that we'll see sunshine and warmer temperatures. we head to the weekend. 40s, 50s near 60. there is a pronounced breeze for most locations. 14 sfo. 20 last hour. san jose, 16 miles an hour. that's sustained. overall, if you like this kind of weather without the wind. most people don't like the wind. that's been one factor -- most people say, i don't like that wind. it will be sunny and breeze. windy for some. cooler in the morning. sunshine and warmer temperatures later on. a lot of 70s. here's sal. steve, we have terrible conditions on 680 as you drive south out of fremont. i want to show you our sunol grade camera. it's jam packed. this crash has taken a lot to

clear. southbound traffic at auto mall. i would recommend using a different route instead of 680 use, 880 if you can. we'll let you know when the accident clears. it's been out there for 40 minutes. they are having trouble getting it out of the lanes. there weren't major injuries but there were some injuries there. you can see it's terrible. let's talk about san jose in the south bay. northbound 85 near 17 there is a minor crash there. traffic is slow in pockets from 87 probably will get slower even. 101 also slow in patches here coming up to the 280 interchange and 280 near 17 is moderately heavy. as we look at 580, it's slow into the livermore area. but it gets better by the time you reach dublin and highway 4 and 6le -- and 680. bay bridge, 25-minute drive time into san francisco. 7:03. back to the desk. we begin with developing news from san francisco that we've been following for the past two hours. this is the scene in the city's

lower haight neighborhood this morning. a water main break is causing a huge mess turning city streets into rivers. it happened on waller street near dubose park. that's where claudine wong is. we're learning that people may have to do without water for several more hours. >> reporter: that's right. the good news, the water is turned off. if you look behind me, you won't see water rushing anymore. where this happened is right where the tree is next to the street. you can see some caution tape up on the tree. the water main that broke is six inches wide. they are still not sure what happened. they were able to turn off the water within the last hour, but now they have to dig up the street. right now they are working on residents to move their cars. let's show you what it looked like after 5:00 this morning when it happened. the water went on rushing down waller street, turned the corner, went down scott, kept

on going and then started pulling up down over at haight street and caused a pretty big mess. that's where the priority is because when all of that water came rushing down, it took a lot of sand with it. it's still messy down there. what happened? we're still not sure. the water department is here. it took a little bit to turn off the water. what they have to do is basically dig up the street and locate the problem. so they said crews are on their way. they will do a cleanup first down around the corner to make sure that traffic is get through there and pedestrians. then they will bring the heavy machinery in and figure out what happened. these are old pipes in the neighborhood. we're told they could be as old as 100 years old. most of the pipes in san francisco age and then sometimes they crack and sometimes this happens. it could be several hours, maybe midday before folks along this one block. this is waller between scott

and divisadero, get their water on. they will have to be patient. in terms of has this happened before, we heard residents talking about that. one man said about ten months ago. same problem. there was a water main issue. they lost water for most of the day. unfortunately, this feels a little like deja vu for the residents. >> want to go to a live look in concord where pg&e is working to restore power there. this comes after a suspected drunk driver crashed into a power pole as you see that there on willow pass road and franquette avenue before midnight. at one point, live wires covered the road. power was knocked out to 4,000 people. there are still several people in the dark. pg&e suspected it won't be completely restored until about noon today. as the investigation continues into the shooting of a san francisco police officer, we're now learning that the bullet

that hit him has not been found. 28-year-old adam shaw is recovering at san francisco general this morning. he was shot in the shoulder on saturday after he and his partner pulled over 50-year-old jeffrey ruano. police say shaw's partner opened fire after ruano began to back his car up towards officers. nine hours later, he was arrested in san jose. police say he had a .38 caliber bullet with him but no gun. the bullets used by police are .40 caliber. police say it's not clear if shaw was shot by the suspect or his partner. the about b.a.r.t. to san jose project is being built faster than expected. janine de la vega joins us live from fremont to tell us bad news on rain has actually been good news for commuters. >> reporter: good morning. people have to drive up here to get to the east bay or san

francisco. they are looking forward to the extension opening earlier than what was predicted. mercury news is reporting the b.a.r.t. extension -- [audio difficulties] >> reporter: the extension into santa clara county will travel 16 miles adding stations in milpitas and san jose. so far, the paper is reporting that tracks are 50% installed through fremont and the tunnel through central is complete. there's websites showing progress and the tracks that have been built there. a lot of the commuters who live in the east bay use a.c. transit buses to commute down to san jose and they are pleased that work is going better than expected. >> i actually wasn't aware of that. soap i'm just -- so i am just -- i think there's too much of a disconnect between the south bay and the north bay.

definitely exciting. >> reporter: work in san jose is moving along smoothly. support columns have been put into place at the berryessa area there. in the spring, there are more to come, sierra and lundy roads will be closed to make way for a tunnel that needs to be built in the section. but in the long run this shouldn't just help commuters, it should free up the freeways because less people will be using the roads. reporting live from fremont, janine de la vega, ktvu channel 2 news. >> thank you. 7:09. continuing coverage now of the missing mama lash shaw airlines jet. more than three days after disappearing, there's still no sign of the aircraft. a massive search continues in the air, on land and on sea. crews from ten countries on 40 ships along with helicopters and airplanes have found nothing. we're learning more this morning about the two passengers on the flight who boarded with stolen passports.

interpol, the police organization, released these images of the men who used the stolen passports. they also revealed that they were from iran. now, authorities say they have found no terror links to the men. ktvu's alex savidge is following all developments this morning and will have a report in 30 minutes with what authorities have learned about the plans of one of those men. this morning, japan is marking the third anniversary of the devastating earthquake and tsunami that left nearly 19,000 people dead or missing. in tokyo, the prime minister and emperor will speak at a memorial service today to mourn the victims. japan has struggled to rebuild tsunami-hit communities and to clean up from the meltdown of the power plant. 7:10. happening today, a bill is being announced that would give people on electric skateboards a little more room to ride. right now, california law bans the motorized skateboards from

roads, sidewalks and trails. the bill by kristin olson of modesto would allow them on bike lanes and on bike paths. but they would still be banned from sidewalks. >> it's not about tricks or slides or grinds. it's really about replacing a vehicle. so instead of being in a car. you are on an electric skateboard. >> electric skateboards weigh about 32 pounds and allow riders to go up to 18 miles an hour. and they can also go in reverse an up hill. governor jerry brown has accepted and award from the gay rights community last night. the group points out brown was the first politician in america to appoint a gay judge back in 1979 and group leaders say he's advanced the cause of gay rights throughout his long political career. that includes a bill he signed last year allowing transgender students too choose which bathrooms they want to use in

public schools. 7:11. a high-speed chase that started in sacramento ends here in the bay area. coming up at 7:30, how the chp was able to catch the driver even after calling off the pursuit. and a new twist in new jersey's bridge gaitgate -- bridgegate scandal. why a top aid to governor christie is heading to court. we have slow traffic in fremont trying to get past a crash that's been there coming up on an hour. this is having major implications for the east bay. we'll tell you how to get around it. skies are clear. but the wind has been causing havoc for some. temperatures will be warming up. we'll show you how much.

7:14. over two dozen u.s. senators are probably getting rest right now. they pulled an all-nighter on the senate floor that finished just over an hour ago.

their focus, climate change. kyla campbell is live in washington, d.c. to explain how california senators led the charge. kyla? >> reporter: tori, senators dianne feinstein and barbara boxer said you don't have to look any further than the west coast to see that climate change has real consequences, including california's drought. >> the greenhouse gas pollution reput into the air -- we put into the air and the forests we cut down are changing the composition -- >> reporter: 30 senate democrats took over the floor for 13 hours overnight. it's becoming a go-to message to get attention. you might remember ted cruz went 21 hours back in september. critics say with no specific climate change legislation on the agenda, the all-nighter was all show. but senator barbara boxer said to ignore climate change would be to ignore the people she

represents. >> the vast majority of the american people understand it's real, there's no doubt about it. >> reporter: she says this is increasing the impacts of california's drought. feinstein says everybody from brew brewers to -- beer brewers to farmers are hit by the disaster. kyla campbell, ktvu channel 2 news. happening today, two former close aides to chris christie have a court date as part of the bridgegate scandal. attorneys for his former campaign merck and doesn't chief of staff are fighting subpoenas. they have refused to hand over documents citing self- incrimination. christie fired both aides when he found out they knew about the decision to shut down the lanes of the washington bridge. the nsa will not be allowed to destroy phone records it collected, at least until the middle of next week. the nsa was ordered to keep telephone surveillance records

considered evidence in an invasion of privacy lawsuit. the agency collected those records more than five years ago. a san francisco federal judge ordered the nsa to hold onto the records and said the deadline could be extended further after next week's hearing. san francisco's fire department is planning to ask ed lee for an extra $10 million in funding. firefighters say money will pay for ten new ambulances and 43 extra paramedics. the department says right now, they can't always send a paramedic on all of its 911 calls. it says right now, it's not meeting a state mandated goal or responding to 80% of medical calls. we're still getting reports of aftershocks following the 6.9 earthquake near eureka. this is surveillance video from inside a pet store in the area. you can see the shelves shaking a little bit and a dat actually running for safety.

there it goes. the earthquake hit at 10:18 sunday night about 50 miles off the coast. the store's owner says there was just minimal damage. >> we walked around and had a couple of broken bottles of shampoo and spray. but other than that, we just walked around and made sure nothing was fallen or smashed. >> more than 20 aftershocks have been reported since the earthquake hit. geology professors say it could continue for four weeks. we have an extensive earthquake section at ktvu.com at the news menu. 7:18. let's go to sal. keeping age eye on traffic -- keeping an eye on traffic. sal? >> 680 southbound, it's getting better. they are making some progress but still very slow. in fact, you can see one of the tow trucks here trying to get over. and that's ban the problem. it wasn't a serious -- there weren't any serious injuries.

but there were some but the cars were hard to move and southbound 680 is getting better but i would still avoid it. i can show you what to do here in case you are wondering. obviously, 880 is not gonna be a picnic. but i would say it would be better to use 680 down to fremont. might be a slightly longer way to go. but that's your alternate route. as we move along and take a look at san jose and the south bay, 85 is slow. what else is new? it's backed up from 87 all the way up to saratoga. 280 a short backup and 101 is slow. i would say out of the three south bay majors. 280 is the better one of the three. let's go to the bay bridge toll plaza, that's about a 25, 30- minute drive time into san francisco. most of that time is spent waiting at the toll plaza. 7:19. steve? clear skies. beautiful chamber of commerce day. extra hold on the hair spray. not everyone is in on the

breeze but it will be breezy. about the same tomorrow. the weekend looks good. we'll lose the breeze wednesday night if not soonern. high clouds, favoring central and southern california. not us. hard pressed to find a cloud in the sky. really mild for some. i mean, 50s on the temperatures. the breeze san jose, and san francisco then also out towards vacaville and fairfield seem to be taking the brunt of it unless you are in some of the higher elevations. starting off 57. we had gusts to 30. 68 for a high today. unless the north wind holds. it will be nice to warm. same for san jose. 73 there. it will be sunnyside up. just a little spin in the atmosphere causing that easterly or -- or northerly breeze. 40s, even a couple of 30s up towards mendocino county. 30s, 40s to 50. if you get enough of a breeze, it's in the upper 50s. fairfield had gusts to 44.

north at napa, north at santa rosa. most locations have an easterly breeze. san jose, 16 miles an hour. mountain view offshore breeze there at 10. it's going to be a breezy day. it will be sunny. it will be starting to warm up. ukiah is 38. tahoe, 24. that little spin in the atmosphere is on its way south. we're in line for breezy to blustery conditions. it looks good to go for a while. clear skies all the way into the weekend as well. and then temperatures will be warming u maybe not 80 but it might be close by saturday. a couple of days to fine tune that. sunny, breeze. tail off and pick up again. cool on the morning lows or mild to warm. the afternoon highs will be at least 60s upper 60s to low and mid-70s. temperatures above average. i don't see much change except for the breeze tailing off. we have a lot of sunshine here on the extended outlook and warmer temperatures, especially by the weekend. 7:21. a really biz star gun incident

7:23. police on the peninsula are getting an early start on dui enforcement ahead of st. patrick's day which is next monday. officers from burlingame, san mateo and hillsborough teamed up for saturation patrols last night looking for intoxicated drivers. last year on st. patrick's day, officers saw an increase in dui deaths. in san mateo, there were 12 compared to one the previous year. >> i never thought this would happen to me. i never thought it would happen to people that i know. i'm sure that the driver of that pickup truck never thought it would happen to him. >> this woman's mother was hit head on and killed by a drunk driver who was going the wrong way with no headlights on five

years ago. now swanson is among many madd activists working to des courage drunk driving and support law enforcement efforts. the city of san rafael has decided to get rid of the red light camera program after five years. the city says the cameras have only slightly reduced accident rates at a key downtown intersection. the city says it does not plan to renew its contract with red flex traffic systems when it expires next month. the cameras were used to issue just over 2300 citations in 2012. 3100 were given out in 2011. more than 4200 in 2010. 7:25. and for the first time in seven years, former san francisco giants' slugger barry bonds was back in arizona for spring training. a slimmer and trimmer bond put on a giants' uniform in scottsdale. at the age of 49, bonds said he can still hit the ball out of the park but he's not there to do that.

leading police on a high-speed chase all the way from sacramento down to this area. ktvu's tara moriarty is live on the scene with more on how this chase came to an end in rather dramatic fashion. she'll have a live report coming up. it's just about 7:30. i'm tori campbell. >> i'm brian flores. let's get your day started with weather and traffic. steve, looking like a lot of sunshine? >> the breeze will be a factor here. it will tail off for some later today and probably pick up. by tomorrow, things will calm down. we have sunshine here for a while. cold for some, not bad for others. 30s for 50s. we'll kind up with 60s at noon. a lot of 70s low to mid this afternoon. we don't have to worry about clouds. everything is pushing south as you might expect when you get a northerly breeze. 40s, 50s. had 40 miles an hour. things look to be calming down except toward san jose where there's still gusts to 26 miles

an hour also in parts of san francisco, a little spin right there in the atmosphere. a little low responsible for the breeze with high pressure to the north. once that gets far enough west or south. things will calm down. cool for some of these lows. sunny and warm. a lot of 70s today. here's sal. just got first reports of a new crash in petaluma. northbound 101 near petaluma boulevard south. this is the crash with medics and the fire department rolling to that scene. the south bay, though, the south bay, though, it's not doing that well. 280 northbound. i was telling someone the other day when you see 280 backed up into downtown san jose, you know it is a little bit slower than usual. normally it's backed up near the 88 -- 880 interchange. you can see how slow it is. the slowest freeway is 580 from the almadone freeway to

saratoga. all right. let's take a look at the bay bridge toll plaza. the traffic is moving along -- it's at normal delay here. i want to ask the guys in the control room, i forgot to mention something very important. can we go back -- thank you very much. 680 is a big mess out of pleasanton because of an earlier crash that was there for almost an hour. i'm tracing it here. it's terrible. i would still use 880 even though it's still. 880 is better than 680 if you can believe that. back to the desk. >> thank you, sal. a high-speed chase that began in sacramento ends with a crash in richmond. ktvu channel 2 reporter, tara moriarty, has more on how a spike strip and a light pole helped bring it all to an end. good morning, tara. >> reporter: good morning. the lights are back up and working at this intersection. the power had been knocked out because somebody slammed into a traffic light located across the street. you can see on the sidewalk where the bikers are.

it ripped it straight up and out of the sidewalk. the chp said they had never seen an accident quite like that. the pole stuck straight out of the car. police pulled over a driver for failing to yeed. he led them on a chase going more than 100 miles an hour on interstate 80 westbound. the car hit a spike strip in vallejo. 20 minutes later, they lost sight of him and called off the pursuit. >> at this location, the officers happened to take the offramp and the car they were pursuing, slowed down and that's when they witnessed the traffic collision. >> reporter: really just a coincidence that they took the carlson boulevard exit off 80. the driver got out of the car. he ran. he was caught by police. the pole that has the traffic light on top of it, that will obviously to have been replaced. we're live in richmond, tara moriarty, ktvu channel 2 news. >> all right.

thank you. international investigators just released new information about two men who boarded a missing malaysia airlines using stolen passports. alex savidge is here now to explain why authorities say terrorism seems unlikely. alex, good morning. >> the head of interpol said it appears one of those two iranian men was being smuggled and planned to seek asylum in germany. authorities have not found ties to terrorist groups. interpol has released new images of those two men who used stolen passports to board that missing airlines flight 370. it disappeared four days ago. now, authorities say the men traveled to malaysia using their valid iranian passports, then apparently used stolen austrian and italian passports to board the plane. the plane disappeared from the radar with no distress signal sent out. it was carrying 239 people.

now, for the families of those on board the missing jetliner, it's an agonizing wait for answers. this was the scene in beijing where frustrated relatives packed a meeting with airline and airport authorities. international authorities say as difficult as it might be to imagine there's still the slim hope of -- hope of finding survivors. relatives in china say the worst part is not knowing what happened. >> i think uncertainty is the biggest problem right now unlike if we have the final verdict, the closure, on if it's the worst possible means, at least there is a what we call appropriate reaction to it, whether it be grief or anger. >> off the coast of malaysia, teams have expanded their search for that missing plane beyond the original flight path. resources have been called in from nine different countries including the u.s. which has two navy ships and a specialty

equipped airplane that can detect small pieces of debris in the water. coming up in the next hour of "mornings on 2," we'll tell you about the high-tech equipment that china has deployed to help find the jetliner that was carrying mostly chinese passengers. alex savidge, ktvu channel 2 news. and kasten sullen burger is now speaking out about the mysterious disa -- mysterious disappearance. he says whatever went wrong must have been something catastrophic that happened very quickly. he said we won't know for sure what happened until the flight recorders have been recovered. >> hopefully, they will provide useful data about what was said and done in the cockpit and what the flight parameters were in the moments leading up to this event. >> radar data indicates the plane may have turned around and headed back to kuala lum per. the pilot did not signal

authorities that he was changing course. san francisco police are looking for suspects in a deadly shooting. it happened at 5:00 yesterday evening in the bayview district. police found the victim lying on the street suffering from a gunshot wound to the head. he died a short time later at san francisco general hospital. it's still not clear what led up to the gunfire. well, there is a new push to increase security at pg&e substations in california. last april, someone attacked a pg&e substation near san jose. this is surveillance video from that time. someone fired 150 rounds, knocking out 17 transformers causing $15 million in damage. state senator jerry hill is proposing new legislation to require security at such facilities and pg&e says it's working on improving security at substations also. >> it is within our power to improve the robustness and resilience of our grid so it's no longer an attractive target. >> we're not waiting for

legislation to get settleled. we're acted aggressive to improve the security now. >> no arrests have been made so far in the attack. and again, pg&e says it's put additional security in place. two workers are recovering this morning after besplashed by sulfuric acid at the tesoro refinery. the workers were doing maintenance when the acid splashed on their next. the unit was shut down in february after two workers were injured in a similar spill of sulfuric acid. the unit reopened last week. police in berkeley are looking for the suspect in an attempted kidnapping. police say a 23-year-old woman was walking home along san pablo near solano avenue in albany friday night. she noticed a man following her and changed her route several

times. the woman pulled out her phone to call for help. that's when the man grabbed her. a person driving by saw the whole thing, honked their horn and he ran away. the spanish is described as latino, 5'5", 5'7" with a thin build and he was last seen wearing a 49ers baseball hat, black hooded sweatshirt, blue jeans and red shoes. anyone with information is asked to call police. the palo alto school board meets tomorrow to discuss a possible delay in its expansion plans. the number of kids enrolled in kindergarten has been falling in recent years. the school board could pull off a plan to build an elementary school in palo alto. it's been one year since san jose increased the minimum wage to $10. the city boosted what employees are required to pay their workers. labor supporters are holding an

event to celebrate the anniversary. it will start at noon on the san jose state university campus. 7:39. a large pharmacy change could be ordered to pay millions of dollars in fines. cvs allegedly lost track of nearly 3,000 hydrocodone pills from now california stores. state authorities say those drugs which include vicodin and other painkillers may have been sold on the black market. the drug enforcement agency says the drugs would have a streat value as high as $10 a pill. cvs faces $29 million in fines. once again, the kaiser foundation helped earn the highest rating for customer satisfaction in california. kaiser was listed number one for the 7th straight year. california customers rated their healthcare plans on several factors including benefits and coverage, information and communication, claims processing as well pass

costs. mcdonald's is letting customers build their own burger in an effort to combat falling sales numbers. the company is rolling out new prep tables that hold more toppings. it's also letting people use a tablet to select exactly how they want their burger built. right now this is only being tested at locations in california. expect says say before they can roll it out to the rest of the country, they need to upgrade restaurant kitchens. 7:41. good news for electric skateboards. legislation bei announced -- being announced that could open up the roads for these devices. and how the removal of a bus stop is making some people in oakland feel a lot better. good morning. right now, we're looking at a commute that is very slow all over the east bay. also trying to get out of the east bay from marin, there's a

we're learning more about a man killed in a triple shooting in north richmond. he's identified as 23-year-old nelson earl hamilton iii. people in the neighborhood knew him as earl henne. the contra costa county sheriff's office says he and two other people were standing in front of a home on first street saturday night when someone opened fire. the contra costa times reports that hamilton had lost two brothers to deadly shootings including one last month in pinole. police in petaluma are searching for a man caught on tape stealing money from a mcdonald's drive thru. this is a surveillance photo from the mcdonald's on lakeville. police says man reached through the -- says the man reached through the window yesterday at 2:00 and grabbed about $00. anyone with information is asked to call petaluma. state lawmakers have sent governor brown two bills designed to strengthen the

had gusts to 40 miles per hour. unless you are heading central or southern california, we have clear skies. 40s to 50s. good 15, almost 20-degree spread between some of the lows in mendocino county. a little low continues to work its way off the coast as long as that's there for another day. we'll get breezy conditions. sun nip and breezy, windy for some kind of favoring the higher elevations. it will be a sunny, mild, warm afternoon. a lot of 60s or low to mid-70s. here's sal. we have a lot of slow traffic here in the east bay and the south bay, especially but pretty much everywhere. let's take a look now at 280 at the 880 interchange. earlier there was a report of a car fire in this area on northbound 17 right as it turns into 880 it didn't turn out to be a major deal but traffic is slow on 280 out of downtown. i want to show you traffic in the south bay on the maps. you can see it's slow all over the place. there is a lot of the red on the maps slowing down especially on 85 at 101. but 280 is slow.

most of it actually as we move the maps over to southbound 680 and 580, it will be slow. the bay bridge is backed up this morning for about a 25- minute drive time into san francisco. i also want to mention that the east bay commute just not good. 880, 680, 580, they are all very slow. 8:01. there it is. you can see the road sensors yourself. you are not going anywhere in a hurry, i hope. back to the desk. a san francisco neighborhood is driving out of a water main break early in morning. this was the scene about three hours ago as water rushed down the street in the lower haight. it happened on waller near dubose park. that's where claudine wong is. neighbors are saying this is deja vu all over again. >> reporter: they've been here before certainly with the history of the problems on this street. this was ceetated when this water -- created when this wurt main broke. they have already coned off

this area and they have heavy machinery coming in. they will break everything down and get down to the pipe. you can see the force of the water and how it pushed down the rocks and sent them down the street. it was quite a mess. this was just after 5:00 this morning when this happened. the water actually went down waller street, turned the corner at scott and went down to haight and pulled up there causing a big mess along the street for a good amount of time before they were able to turn off the water. the problem now, they have to fix the problem and neighbors say this has happened before. >> flew out there. flew out -- through out right there and right there. >> reporter: and you lost water for how long? >> it happened twice. i don't know. usually we're out for half a day and they get it on but the hole was in the street for two or three months.

>> reporter: now, most of the water stayed in the street but edward showed us a side room no near his house where the water went through inside. not a big mess but enough water came in that they were a little concerned that there might be a little bit of damage. cleanup won't take long. when we talk about this happening before, let me show you pictures of november of 2012 on this same street, there was a huge sinkhole and a truck fell into the sinkhole. it was pretty spectacular. neighbors say it took a couple of months to get the sinkhole cleared up and the pipes fixed. if we come back out here live, you can actually still see the area of the street on waller where that was dug out and cut out. so you can see where that happened. literally just a few feet from where we're standing now. so not sure how all of this is connected but certainly this is a street that's seen problems and the water crews say they will be out here for most of the morning. they don't expect water to be

back on until midday. live here in san francisco, claudine wong, ktvu channel 2 news. happening now -- want to go to a live look in concord where pg&e crews continue to work on restoring power to more than 40 people. we were there an hour ago, this comes after a suspected drunk driver crashed into a power pole on willow pass and franquette. pg&e crews out there. will be out there for an least an hour. power was knocked out to about 4,000 people. there's still several people in the dark. pg&e suspect is won't be restored until about noon today. a 5-year-old boy and his baby-sitter are recovering after being hit by a car in san francisco. it happened shortly after 5:00 yesterday evening at the intersection of 37th and fulton in the city's outer richmond district. police say the car hit the boy and woman while they were walking in a crosswalk.

they were not seriously hurt. the driver remained at the scene and was cited for failure to yield to pedestrians in a crosswalk. a few hours later, about 8:45 p.m., san francisco police say a taxi and a bicyclist collided. that happened downtown at fifth and market street. s the bicyclist was taken to san francisco general hospital and that person's condition has not been released. police say the cabdriver stayed at the scene. the investigation continues this morning into who shot a san francisco police officer and we're now hearing that the bullet that hit the officer has not been found. 28-year-old adam shaw is currently recovering in the hospital. he was shot in the shoulder on saturday after he and his partner pulled over 50-year-old jeffrey ruano. police say shaw's partner opened fire after ruano began to back his car up towards the officers. they say it's not clear if shaw was shot by the suspect or his partner because they can't find the bullet. nine hours later, ruano was

arrested in san jose. police say he had a .38 caliber bullet with him but no gun. the bullets used by police officers are .40 caliber. the b.a.r.t. to san jose project is being built faster than expected. that's good news for commuters in the san jose. ktvu's janine de la vega joins us live from fremont where she's been talking to commuters and the valley transportation authority which is the agency heading up this extension project. good morning, janine. >> reporter: good morning, tori. yes. a spokeswoman from the vta told me that the weather has really cooperated. that's what hepedded construction to go so smoothly. commuters, that's good news for them because they are looking forward with the extension coming to san jose. the b.a.r.t. extension to san jose is due to open a full year ahead of schedule, in late 2017. the first phase of the extension into santa clara county will travel ten miles adding stations in milpitas and senate. so far, the -- san jose. so far, the tracks are 50%

installed in fremont. there's been a lot of progress at the new warm springs station in south fremont. in milpitas work on the tracks and platforms is also going well. a lot of commuters who use a.c. transit buses to commute from the south bay to the east bay, and verse versa are pleased it will open sooner than expected. >> i'm happy. it's easier for me. i don't have to get up as early in the morning. and parking is easier. not worrying about the bus and traffic on the freeways. >> reporter: people will start to see significant construction work on the platforms there. large support columns have been put in place at the berryessa station. concrete is being poured there today. there will be congestion on mayberry root at berryessa. people who live near sierra and lunddy will be impacted because a tunnel needs to be built there. in the long run, this shouldn't help commuters who want to use

breaking news from san jose right now where a police officer has been arrested and charged with sexual assault. now, after a five-month investigation, officer jeffrey graves surrendered yesterday. he's facing one felony count of

sexual assault stemming from an incident back in september of 2013. investigators say at that time, officer graves and other officers responded to a family disturbance. a woman involved in the disturbance was transported to a local hotel. investigators say officer graves returned to the hotel, and according to the woman, sexually assaulted her. he's a six-year veteran of the department. we're getting more details and will have more on the noon news. there's some frightening moments at an nhl game in dallas last night. stars' forward rich collapsed on the bench during the first period. players got the attention of officials by banging their hockey sticks on the glass. doctors gave him oxygen and used a defibrillator to revive him. he's hospitalized. doctors will only say he had a cardiac event.

the sun is out. we do have some breeze for some. it will be a breezy, blustery day. it will start to warm up pretty fast. everything is clear here. a few high clouds down in southern california. central california. 40s, 50s now. starting to bounce off some of the morning lows. slowly. a little cool for some. not bad for others. a few locations calm. others have a northerly breeze. temperatures upper 60s to low and mid-70s. here's sal. all right. right now we're looking at slow traffic actually on the span of the bridge. i saw it earlier. it looked like there could have been something up there blocking lanes. it doesn't look that way. the traffic is moderately heavy getting up to the bridge itself. that's taking a little bit of time. when you get to the toll plaza, you will be backed up here for about 10 minutes.

the entire trip the drive time is about 15, maybe 20 minutes getting across. the slowest traffic has been on 680 and 880 they are both terl because of earlier situations. we've had a lot of fender- benders on 680 but we had one major problem on 680 that made this commute really terrible. 880 is not a decent alternate because it's backed up way back from san lorenzo, san leandro area. if you go this way, i don't have an alternate route. you will just have to be in traffic. mission boulevard, people are trying to use that. i will take mission. not a good idea because everybody else has thought about it. back to the desk. >> thank you, sal. a high-speed chase from sacramento comes toen and in the -- comes toen a end in the east -- comes to an end in the east bay. tara moriarty is live now with a look at the traffic problems it's causing. >> reporter: the traffic was getting backed up here. we're at the carlson offramp.

you can see all of the cars waiting to get through the intersection. an officer has just arrived from richmond police department here to direct traffic. caltrans came out earlier this morning and it appeared that the lights were working. in just the past hour, they reverted to red only. you can imagine how slow it is as people get a little bit confused and then starting to figure it out with the police officer here now. this all stems from an earlier accident when a driver slammed into a traffic pole early this morning. the pursuit began late last night in downtown san francisco near the capitol. police tried to pull over a driver for failing to yield. he got up to speeds up to more than 100 miles an hour, racing through four counties. he hit a spike strip in vallejo and was driving on one rim before police lost sight of him. they called off the chase and happened to exit off the same ramp the suspect did and saw the crash happened. >> the driver failed to grovate the turn and -- negotiate the turn and took out a light pole.

plane's disappearance. that's because the one of the iranian men on board appeared to seek asylum from germany. they used stolen passports to board the flight, flight 370. authorities say the men traveled to malaysia using their valid iranian passport, then apparently used stolen austrian and italian passports to board the flight to beijing. the plane disappeared from radar. there were no distress signals sent out. it was carrying 239 people at the time. investigators are now hoping to talk with friends and relatives of those two iranian passengers who used stolen documents to fly. >> by doing this, eventually with more and more evidence, we're toibl to exclude -- we're able to exclude that they were involved in criminal conduct that may have caused the plane to disappear and focus on

illuminating the human trafficking ring that allowed them to -- smuggling ring that allowed them to travel and focus on the process that follows. >> for the families of those on board the missing jetliner, it's been an agonizing wait for answers. this is the scene in beijing where frustrated relatives packed a meeting with airline and airport officials. off the coast, rescue teams have expanded their search for that missing plane and they have gone beyond the flight path right now. most managers on board that plane are chinese and china has launched ten of its satellites to help out in the search. at the same time, the u.s. has sent two navy ships to the area to help out as well. one of them -- one plane has a specially equipped -- has specially equipped equipment on board to detect small pieces of debris down below in the water. i'm alex savidge, ktvu channel 2 news.

>> thank you. police in berkeley are looking for the suspect of an attempted kidnapping. it happened friday night. police say a 23-year-old woman was walking home along san pablo near solano avenue in albany. the woman said she noticed a man following her and changed her route several times. the woman eventually pulled out her phone to call help. that's when the man grabbed her. a person driving by saw the whole think, stopped, honked his horn. the man let her go and she ran away. two workers are recovering this morning after being splashed by sulfuric acid at the tesoro refinery in contra costa county. it is the second such incident in just the past month. the workers were doing some maintenance when the acid splashed onto their next. the unit -- on their necks. the unit was shut down by cal/osha in february after two other workers were injured in a similar spill of this acid. the unit reopened last week. today is the first anniversary of san jose's

increased minimum wage. the city requires employers to pay their workers at least $10 an hour. labor supporters are holding an event to celebrate the anniversary. it will start at noon on the san jose state university campus. 8:37. the second largest u.s. pharmacy chain faces 29 million in fines for reportedly losing track of some of its medication. cvs, care mark cannot account for $37,000 pills from its fairfield, modesto, turlock and dixon stores. that's according to the dea. nearly 3,000 of those pills are for vicodin and similar painkillers. they could be sold on the black market and could be worth about $10 a pill. coming up, a controversial selfie on the campus of one san francisco high school. the photo posted on facebook that could get two students kicked out. and crews are getting ready to get to the bottom of a water

u.s. stocks, not moving much as investors evaluate corporate results. j.c. penney's stock is up almost 9% after an analyst upgrade. the dow down 4. the nasdaq up 10. s&p is flat. it is -- it is 8:42. chrysler is recalling more than 25,000 suvs. chrysler says the recall includes grand cherokees and dodge durrain goes from 2012 to 2013. the drivers have reported the brake pedal can feel spongy.

upgraded software will improve the feeling of the pedal. chrysler says there have not been accidents or injuries reported on this issue. let's get you updated on the top stories -- san francisco's district is charging a san jose police officer with rape. investigators say in september of 2013, officers including officer graves responded to a disturbance between a husband and a wife. officer graves took the woman to a nearby hotel where she worked. the d.a. says after dropping her off, officer graves returned to the hotel and allegedly sexually assaulted her. auvs graves sur -- officer graves surrendered yesterday. pg&e is still working to restore power to people in concord. the outage happened after a suspected drunk driver crashed into a power pole at willow pass and franquette. at one point, 4,000 people were without power. it should be fully restored at noon. happening now, a san francisco neighborhood is drying out after a water main

break early this morning. this was the scene a few hours ago as the water rushed down the stream in the lower haight. claudine wong has this live update from near dubose park. >> reporter: crews are on scene. it's an 8-inch pipe that they are focused on. somewhere underneath the street here, all we know, it broke through right here. this is where the water came rushing up. we talked to one of the residents up here who said if you see all of these bricks and the rocks that are pushed aside. they credit the san francisco firefighters for coming out here seeing the mess and diverting the water. so it went away from the houses and into the street. there's not a lot of damage. that's good news. let's show you what it looked like at 5:00. when you are talking about the amount of water that came rushing down the street. it was quite a bit. down waller street, hit scott, took a left turn, went up scott and pulled up around haight street. causing a pretty big mess. we talked to one man who said he heard the sound of rushing water and put it all together

because neighbors down here, they've been through this before. >> flew out there and right there. >> reporter: you lost water for how long? >> it happened twice. it was -- i don't know. we were -- usually out of water for half a day and they get it on. but the hole was in the street for two or three months. >> reporter: that was edward mevin. he showed us a side room in this house that we -- his house. not a lot of damage but they were concerned for a little bit of water. when you talk about being through this before, they've had some -- let me show you some pictures from november of 2012. that's when a truck actually fell into a sinkhole on this very same street. literally, feet from where we're standing. in fact, if we come back out here live on waller street, take a look at that garbage truck where it's parked right

by a fallen tree. it happened sunday afternoon on 80 in vacaville. ke snee shaw hawkins dale had just -- ke neesh kenneisha hawkins dale had just visited her husband in prison and was hit by a tree. >> it was like this. it was -- like it was riding. she never did come through. >> her devastated family then learned the tree had crashed down on the 22-year-old woman's car, killing her instantly. the chp is still looking for the driver involved in a deadly crash near the oakland coliseum. they say he collided with a minivan on 880 sunday afternoon. the man driving the minivan was killed. he has been identified as paul kow.

witnesses reported the driver of the other car running from the scene. investigators say that car was stolen. we're learning more about a man killed in a triple shooting in north richmond. he was identified as 23-year- old nelson earl hamilton iii. people in the neighborhood knew him as earl hemi. the contra costa county sheriff's office says hamilton and two other people were standing in front of a home on first street saturday night when someone opened fire. the contra costa times reports that hamilton had lost two brothers to deadly shootings including one last month in pinole. a new development now in the missing malaysian passenger jet. moments ago, the malaysian military said it has radar evidence showing the plane changed course and made had hundreds of miles away from the last location reported by
