a weather alert for parts of the bay area, the winds are picking up. this is a picture of the flag at jack london square. bill martin is here now. we were talking and you said winds could get up to 40 miles an hour or more. >> perhaps higher than 40 miles an hour, perhaps up to 50 miles an hour, the wind advisory goes into effect at 9:00. look at the coverage of this wind advisory. in the coastal hills, the hills in the east bay, the east bay hills will be most valve or able -- favorable for the winds. not at the coast, this easterly wind will hit around pittsburgh and antioch the hardest. these areas will be the areas with the strongest gusts. we've seen gusts to 40 miles an hour in the oakland hills. we could see gusts to 50 as we

council is weighing how to repair a neighborhood destroyed by a pipeline explosion. eight people were killed in the neighborhood in 2010. pg&e has pledged millions to rebuild the area but there's $11 million that's not spoken for. tell us about the options for that money. >> city officials say there's a long list of potential projects but not enough money to do all of them but they are asking for the public to help. it been 3 1/2 years since the pipeline explosion and rebuilding process has been slow going. the city has allocated most of the $50 million funds set up. they have $11 million left. they would like to replace fire station 51 which housed many of the first to respond to the

explosion. they would like to stabilize the canyon to make it fire safe. but they have into more projects than money and would like to hear what the residents want done. we want to make people aware of what could be done if there was a blank check and what we can do with the monies we believe we have left. some of the lower priority items will get done, but maybe 10 or peep years down the road and using city funds. the meeting gets underway at 6:00 p.m. continues coverage of the mysterious disappearance of the malaysian an airliner. the search switched to a different location. there's indication the plane flew way off course. >> what was sombering for me

the water department was able to turn off the water valves by 6:00. water main breaks and sewer problems are more common in their area. the history of the breaks and if more could be done with the aging pipes around the bay area. for the first time the golden gate bridge will be closed for a full weekend. the reason? workers can install a median barrier to bridge. construction is set to begin this fall to place a $26 million moveable barrier on to golden gate bridge. that barrier will prevent head- on collisions. this will be the longest complete shut down of the bridge in the 76 year history. >> for around 50 to 52 hours we

there's a lot of new construction, a lot of buildings, a lot of retail on the ground floor. we're trying to find out where the fire is, if any people are evacuated. as we look at the pictures, it's 5:00, a lot of people home at this time. >> it looks like the building where this is happening is a building under construction, i'm wondering if the pilot could pan over and show us where at&t park is in relation to this. china basin is near at&t park and again, you can see, this building right now is fully involved. it's next to what appears to be a condo complex or apartment building. there's a lot of buildings that are packed into this area. they will try to keep this from spreading. maybe we can see where this is specifically. i can't recognize it right off

the bat here. it's not far. that may be the at&t parking lot. there's another shot. you can see this is not far from the freeway and a lot of construction. china basin a lot of construction, that area has taken off since at&t ballpark was built with new buildings on a monthly basis. now you can get a better sense of where this is, there's the ballpark right to left-hand side. >> it looks like just south of at&t park. that smoke is going up, it heading, gosh would that be north ward over the city. we've been talking to bill martin, he's talking about the wind advisory in parts of the area. bill if we are able to bring you in, where the smoke is going, what can you tell. the equipped is blowing today, they are coming out of the

one of the things they focus on when they are attacking the fire defensively is protecting the surrounding structures, that's in the game plan. >> did you have a question. >> i was watching the smoke plume, when we started the fire it was white. now the plume from the rooftop camera and the live chopper 2 is black. it is burping oil products. more billowing and aggressive. another thing, the winds from the east today are helpful, it's not as windy but helpful this time of day this time of the year the winds would be out of the northwest and the winds howl. it would be more of an issue if the winds were coming from the typical direction. the winds are east, blowing 10 miles an hour, fife to 10 miles

an hour, the smoke is blowing toward twin peaks and out to sea. >> this is probably about maybe four blocks from the caltrans station and six blocks from at&t park. in case you are joining us here, we have breaking news, a massive fire burning on a huge building. looks like an apartment or condo complex that is under construction in the china basin area. at 4th and china basin. not far from at&t park. it gone from two alarms to 3 alarms. from what we have looked at, it looks like the fire is getting worse opposed to getting better. >> if we have lieutenent tallmadge on the phone, are you with us. >> yes i am. >> give us your thoughts, when we're trying to read the picture from inside the studio,

is this an accurate assessment. it appears the fire is growing. >> when you see the light smoke, they have water on something that's burning. that's a good sign when it's dark, that means the fuel is burning. it's going back and forth, probably more fuel is catching on fire. >> the flames are growing in their intensity, we can see that from the pictures. at what point would you go to a fourth alarm. who makes that decision and why? the incident commander would make the final call, but it anything on the scene recommends calling a fourth alarm. the incident commander would take that direction. are there concerns with a building under construction versus an occupied building.

are there dangers that come with a building like this that's not as solid as one that's complete. >> we're approaching this is in a defensive manner which takes the safety of the firefighters into consideration. we're not sending anyone into the building. we're approaching it from that stand point. the bad news there's no suppression system in these buildings. the fuel will burn until we get it under control. >> lieutenent hang on. bill go ahead. >> as we watch this fire, it not often we see a fire build. there's a lot of firefighters on scene. it's a building under construction, buildings in the san francisco they are set up for fire safety. sprinkler systems. here's a building under

construction perhaps the sprinkler system is not in place. typically they would get a handle on it quickly because of the fire protection. this seems to be increasing in its intensity. >> that goes to what you were saying about the nature of this firefighter versus occupied building. >> anything else you can share with us. new information in the past couple minutes. it just one building that's directly involved that's burning. fourth and china basin but it is moving up to the block. as we can see from the picture, it's a very densely populated area. the buildings are tall and close to each other. to your knowledge is there a second building involved at this point? >> that has not been reported from where i'm at. it makes sense that the fire is

very large, that is a possibility that could happen at any time. we are bringing our hose tender out there, comes out with a couple how to feet of hose line to get more water to the fire. we're aware this is a lightweight construction building, there's a high danger of roof collapse with this particular building. >> can you see live pictures of the fire at all? >> i have ♪ accessed live pictures yet. >> it is roaring through this building. it looks like it is just a guest met -- fest mitt. they will fight this fire defensively. at this point, us the it look like they will be able to get a handle on it or is this the type of thing where the fire may have to burn itself out of

it doesn't show signs of slowing down. >> they will surround it in one manner or another. when they have all the equipment they need to do that to minimize the spread of the fire. >> again, we have access, we're showing our viewers a live picture of the fire. would you be putting crews on neighbors buildings to put water on the fire from above or is that too risky? >> you know, i would have to take a look at the building and see what that situation is to be able to even guess at that. i've got live pictures up now, and this is definitely a very active fire at the moment. when you look at the live pictures, what do you see? >> i see a lot of fuel burping right now. the photos i have right now are

not very close up. it's difficult to tell how many buildings are involved. i did see an area where they have water on the fire. >> the building is under construction, too dangerous to go inside. is the thought to protect surrounding buildings or try to save this building? >> no, absolutely protect the structure not involved. that would be the goal. >> i tonight snow if we can do this in the control room. our roof camera is show be the plume. when you look at it from across the bay that's massive. when we started this that was white smoke and dark smoke. it quadrupled in size. the winds are not out of the northwest as they would be this

we had a big fire. it burned almost to the ground. fire suppression techniques are very good. perhaps they are not in place. you don't have to sheet rock. >> it looks like a big triangle, when we started it was on one section. now the smoke and flames have spread throughout the entire building. the flames are roaring through this. you're right, you don't have that suppression system inside. now they are trying to protect the building across the street. this is a dense area, buildings on 2 out of the three sides of the building very close. let's bring in dave i'd stevenson live at the scene. >> what can you see. >> left side, it's a huge plume of smoke, quite a bit of

construction as you can see from chopper 2 in this area here. i was speaking to a firefighter on the scene, sean o'connor who's head of the san francisco firefighters union who was describing how he was saying it is three alarms now, he expects it will go to 5 alarm. this is burning so strongly as you can see from the pictures. and because the area is so try there's concern how they will get that out. it's perfectly clear skies in san francisco. it is ending up a plume. it is stopping people blocks away. looking at the plume of smoke off 2er area. i'm not sure if lieutenent tallmadge was able to elaborate on who opens the property. i'm not sure if it is owned and developed by ucsf but there's a

lot of building going on in this area. >> if i did stop you, we have spoken with ucsf they say it is not one of their building. ucsf says their buildings are not involved in the fire. >> that's food information to know. i'm told by a firefighters that the construction site is lists awork being done by -- construction. it one stopping people in traffic in the nearby neighborhood watching it go up. hoping to be parking and give you a look from down on the ground. >> how far away from the fire are you, and as you say, traffic horrible in the area? >> traffic is surprisingly not too bad. there's a number of people making their way out of the

area. getting on 280. things are moving well. i'm seeing people stopping and taking pictures. we're three long blocks away from the fire you can see it billowing from anywhere in the city. >> we're going to put you on hold, as people are joining us, it is 5:30 and this fire has been burning for half an hour. you're looking at a live picture of china basin neighborhood. the building is fourth and china basin. it is under construction, not occupied and that's affecting how san francisco fire crews are conducting their firefight. this is not far from at&t park not far from the water. we heard from snap fire they have 100 firefighters on the scene. the fire is at three alarms. they would not be surprised to

see it grow to 4. ucsf says it not one. their buildings under construction. all the information we have is the location. we know that san francisco fire is concerned about these flames moving to other buildings. as we've been watching for the past 20 minutes this is a densely populated area. a lot of tall, large buildings and san francisco fire explaining because there's no one inside that's a good thing. the fire suppression in a completed building, that is not helping them because it's not here yet. this is a large building. we've seen this fire just grow by leaps and bounds in the last 30 minutes or so. it's completely under control. all that black smoke never a good thing when you're watching

a fire burning in a structure. when the smoke turns to white they are making progress. right now it is completely black. that means the fire is completely out of control and growing. it is three alarms but they expect it to grow to possibly five alarms. so far at least from what we can tell it does not appear to have spread to other buildings. it appears a building that almost engulfs a block. it doesn't look like there's buildings connected to it. there's buildings on the other side of the street. it doesn't appear there's any connected to it. the lieutenent was saying they are trying a defensive firefight. save the buildings surrounding this area. it looks like it covers a city block. >> here's what's striking if

you have been with us. i was watching a roof camera when it started. a lot of white smoke. this thing is fire but they will get a handle on it. i don't think i've ever -- we've done a lot of fire over the years i've been here -- i've never seen a building go up so quickly. just the massive, look at the venting. a lot of venting. it's a free burning fire. you just don't see those in large buildings in san francisco. this is not set up to be fire resistant yet. at this point their focus is the neighbors buildings. those buildings likely are occupied. if you're at home watching this heading to this area, you may want to clear the area. this is not a last-minute decision. if you have the option to not coming home to this area that's

food to breath. >> even in the last 10 minutes when we were first talking the far picture on the right, the green part wasson gulfed, now the flames have spread to the left-hand side of the picture. this fire just continues to spread. >> look at the venting to the left. that big flame, that's a hot, hot fire and it's contained and blowing out these areas where it's trying to get more ox 15. >> i don't see -- oxygen. i don't see how they will save the building. they have a massive response and i imagine they are bringing in more as we speak. this fire keeps growing and growing. >> i wish i could remember the name of it. they had a big mall they were building. that was the same kind of deal. it was under construction.

they had a fire and the whole thing burned down. you are seeing perhaps why. you're dealing with not enough fire retardant things in place. new construction. >> i know one of the main concerns is the safety of the fire crews themselves. from what we can understand from the lieutenent he was saying number 1 we want to protect the building that surrounds the building that is burning. there's an extra concern for the crew this building is not as solid as another structure that is complete. you think of multiple floors. frankly the terrible things we've reported on that can happen. the fire crew safety is number 1. >> the mall is santana road. that's where that large fire and caused massive destruction. >> we're trying to figure out it appeared it would be

residential. condoes, apartments, we don't have the name of the construction sight. it's across the street from the strada at mission bay apartment. if that gives you help to understand what building it is. it looks similar to the other buildings in the area. candies. >> that area was all warehouse district. you remember that. this area from the ballpark towards, candlestick has been renovated, putting people living down there, flats and businesses. if you look at the cranes, even in our shot when you pull back. there's so many building in the area it's difficulty. >> fulper expectative this fire is a block from the end of the at&t ballpark parking lot. let's bring in david stevenson. you get a sense of the crews

there. david, you have arrived on the scene, what are you seeing? >> i'm about four long blocks down now on fourth street. it is a spectacular sight. we'll bring you a picture. there are crowds and crowds. ucsf campus workers staring north at fourth street. maybe a little bit of good news we did see the firefighters hoses wetting down that green side of the building you were discussing earlier. they are trying to get the south side of the building soaked. contain the fire there or keep it from spreading to the south side of the building. there's a tremendous plume of smoke and we're smelling a lot of it down here too. that's not deterring people from watching the fire. there's a number of trams and

buses picking up commuters but there's a lot of cars driving up and down the street walking at the -- gawking at the fire. smoke is starting to drift down the street a bit. it not anything that nip wants to breath. the hope is they will get this more contained soon. >> what street are you on? >> i'm standing on fourth street. trying to figure out the intersection. far south on fourth street. 3 1/2 mocks down from the fire, three lights up. we can see the flames blazing atop the roof there. they are trying to get their hoses up there to get the top out. it something they are battling to contain. a lot of smoke. a big plume going up like a volcano. >> you were in the city when we

september you to this locations -- sent you to this locations. i was a mile away. as soon as we pulled from under the freeway under pass we could see the smoke and hear the fire trucks coming to get down here. >> are you hearing that and seeing the fire trucks arriving? >> not seeing many more arrive on this corner. may be more down to block. seeing an ambulance or two. we have not seen evidence of anyone injured. we'll be moving up to get a closer look. a lot of people on the street watching this. breathing in the air too. lucky there has not been a drown downdraft. >> is fourth street still open at least where you are. can you see streets that are closed off. fourth street is open up to a

laugh block before that fire. i'm seeing a lot of cars driving up and down the street. a number of buses as well picking people up. it hard to tell if these are look a laos or -- lookey-loos. >> we're looking at the pictures from chopper 2. if you scale out the flames, he had the last shot. the flames are going 20, 30, 40 feet in the area. >> i'm seeing it leap up. >> that's the biggest we've seep. those could be 50-foot flames. that's 10 times what we saw. >> i remember bill when we started covering this, our live picture, counting five windows other across was the footprint of the flame.

the footprint has grown wide and tall. >> it looks like that hole, a building that seems to encompass a city block. it looks like the fire has spread to the entire building. when we wept on the air at 5:00 it was up in one corner of the building. now it has spread throughout the entire building. >> go ahead david. >> we have another engine truck pulling up fourth street. not sure if you are seeing our picture right now. another pulled through light. you can see a bicyclest going up the street. people walking around. they are haading -- adding more firefighters to the scene. they have a ways to go. >> i imagine as you watch this. i know a lot of firefighters, i talk to them about wild land fires. i imagine they are not trying to save this building, they are

trying to save the building around this building. that's a pig fire. it the biggest fire i've seen in a building in san francisco in 20 years. >> the winds were not blowing, that would possibly help this fire spread across the street. it looks like the fire has not spread beyond this building. it doesn't appear there's buildings that connect to this building but there's buildings across the street. we have not seen the flames blow across the street. >> you don't want to breath. not that's anything toxic. you don't want to breath wood smoke and so that plume going straight up is good news for folks in price pane -- brisbane. another thing, the weather component the winds are not typical. it's a strong wind, it would lay the plume down and laying

not within communication, it just me so far up here. on my rooftop. i list in a building with eight people. i can see a neighbor upstairs. we're not too concerned. our air quality is good so far. i'm concerned about the billowing smoke causing air problems but not so far. >> if you had a typical day you had an inversion, it would sit down and it would be difficult for people in that area to get a good clean bret of air but the plume is blowing out to eye -- sea. they are noticing fallout. the fallout closer to fire. he was two blocks away. a mile away you will get a small particulate matter you can barely see.

story building. you did see how big it is and the building that surround it. there's no building, i don't think, judging the pictures, there's any buildings connected to this. there's buildings across the street. so far it looks like they have kept the fire from spreading. >> trying to figure out the elevation of the building. 10 story, 8-foot ceilings that's an 80-foot building. when they pull back, flames are jumping almost, if you scale the flames, the flames could be 60 to 70 feet. when they billow up. i'm assuming the building is 80 or 90 feet. it not a ucsf building. we have the information what you did find about what this building is. who owns it. what do you have.

we're trying to zero in on which building it is. what we can tell you we heard from the property manager of the strada at mission bay. he says this is not their building but they are across from the building that's burping. there's a number of construction projects. right there at fourth and mission rock there's mb 360. they are expecting that to provide 360 rental units. up from there is venue. those are the developments in the closest proximity to where we are seeing the fire. a lot of growth in this area. and it's something we are taking a close look at. with these aerials the stunning pictures of the fire and the

smoke, with the tight concentration of buildings there, it difficult to zero in to which parts are burning. as i look at a map that's been provided here, we look just down the street from there, you have the mercy housing prom. and that is one that's well into the continue instruction phase. a -- construction phase. we have crews in that area. i'm describing the proms that are essentially weirderring this fire. we're going to continue to gather more information for you about what we see burping here now. this area has changed since at&t park came in. it turned into a different neighborhood from what it was year as go. as you mentioned a lot of buildings under construction including this one that has

san francisco's china basin neighborhood. it was reported an hour ago, it has grown to 4 alarms. 100 crews on the scene. the building was under construction, it was not occupied. crews are trying not to save the building but trying to save the others from catching fire in the entire building is engulfed. probably a 10 to 12 story building. we don't know what building it is but it encompasses a city block. right now that building is endo gulfed by flames. the fire out of control they are pouring water on it. as we have watched it burn they really have not made any progress other than to keep it from spreading to buildings across the street the neighbors buildings that surround this building. >> david, you showed us a large

chunk of ash that fell on you. this is another chunk, you can see it burped a hole through my reporter's note pad. there's bigger chunks coming back behind me. we've had water droppingous, presumable water from the fire. the moisture is droppingous. you can see the scene behind me, directing traffic in and out. the concern it appears to be the roof of that structure. you can see how much it has worn away. it is still burping, it is going strong with high flames too. we've seen a couple fire trucks pull up and get up closer to contribute to fighting this fire. it going strong and a lot of ash coming down. we're getting a whiff of the
