"mornings on 2" starts right now. good morning. welcome to "mornings on 2." you are looking live at san francisco's mission bay neighborhood where fire crews are still dumping water on a charred apartment brg putting out the hot -- building putting out the hot spots from a fire that started over 14 hours ago. we'll carry live a press conference for an update on the fire when the press conference starts in a few minutes. tara moriarty has been there for much of the morning and will tell us the problems firefighters are tealing with right now and the traffic issues in just moments. i'm tori campbell. >> i'm brian flores in for dave clark. let's get your day started with weather and traffic. still windy out there?

>> for some. no doubt about it. wind advisory for another hour. gusts 42, 45 miles per hour. getting reports around american canyon, crockett, brentwood. 25, 35-mile-per-hour gusts. if this north wind continues -- they are sitting at 60 degrees, 72 may be underdone. it will be sunny, mild and warm for everybody, bayside and along the coast. santa rosa is 60 already and redwood city is also 60. that means they have a north wind. 17 northeast at santa rosa, 25 fairfield. 21 oakland. it will be about 76 in downtown oakland today. east at livermore, northeast hayward, northeast mountain view. sfo has had gusts to 40. there have been a few reports around san bruno. san bruno stronger than that.

windy and warm. crystal clear today. highs, 70s for many, low 80s. here's sal. >> all right. right now, traffic -- right now, traffic is going to be busy. we do have word from the fire department that we're just about to go to, i want to mention quickly, highway 4 is slow coming up to the willow pass grade. we're looking at the bay bridge toll plaza, a 30-minute delay getting into san francisco. and this morning, 580 is better than it was yesterday. 680 is slow out of pleasanton. back to the desk. >> thank you, sal. happening now -- a live press conference on the apartment building fire in san francisco. let's listen in. >> a plan needs to be worked out with these occupant in this building and street is deemed safe, they won't be able to enter or exit out here. hopefully there's other access to get in and out of.

>> how long is it closed? >> until it's safe. >> how is the firefighter? >> he was released last night. he had burns on his face, mostly on his fans. [the question is inaudible] >> i don't know. i don't know what stage it was in when i got here. i know sometimes -- when they do construction, they do do sprinklers on the way up. this one, i don't know. they had pipes in there for us. they were gonna try to hook up a sand pipe for the guys up top. it was too dangerous at that time to stay inside. >> what's your -- [inaudible] >> as the chief said earlier to me today, this could have been bigger than a fifth alarm,

obviously. my concern yesterday was getting out of the danger zone of 4th street and longview was this building. but my -- i thought this building for sure was gonna go up and then we wouldn't be able to stop this either. we were lucky there's a park there. the fifth alarm, that's about half of the firefighters on staff that day. another challenge was the coverage of the city. another division handled that adequately. >> firefighters are in the building now. what are they doing? >> i don't know if they are in that building. that's my big construction crews. the construction crews have been told not to go down this street, longview. >> any idea how long the evacuation is for? >> as i said, when this is deemed safe, we can replace some of the exterior sprinklers that went off so we can put the fire protection back in service and we can let the people back

in. >> your name again? >> mark gonzales. >> thank you. >> you've been listening live -- was a member of the fire department, mark gonzales, giving a very brief news conference there, a small section we got. he was saying that 4th street is still closed and will remain closed until it is deemed safe by officials. he did update the firefighter who was injured. one firefighter injured during this firefight with first and second-degree burns mainly to his hands. he was released last night. he did say that they were really concerned about the neighboring buildings there, especially with the wind. so were extremely fortunate to be able to get this fire limited basically just to that one apartment building that was under construction. >> they also talked about the struggles when it went to a fifth alarm fire that half of the fire force went to the building. definitely a lot of challenges yesterday but they are doing a good job. >> the fire crews are still

pouring water on this fire. it started about 14 hours ago near at&t park. the flames gutted a large apartment building under construction on 4th street. this morning high winds are creating new problems for firefighters. tara moriarty joins us live from the scene. you've been out there for several hours and tara, it's been windy the whole time. >> reporter: very windy and extremely dry not the most favorable conditions. i just spoke to the manager of the apartment building that was evacuated. there are two. one is called strata. the other one is venue, the white one is strata. there are 200 units there. what she had told me, they weren't being allowed back in yet. she was going to get an update from firefighters in about 15 minutes. she said even if they were given the clear, that they would literally have to go through every single apartment building to make sure that it was safe before they would let people back in.

now, venue, which is next door, is only at 40% capacity. so what that means is that if some of those apartment buildings in strata are not looking good or deemed safe, folks from there will be able to go to venue and stay there until they can get, you know, somewhere else to be relocated or until they can get the apartments back in shape. the crews were just contending with a hot spot that re- ignited. not going anywhere any time soon. there are massive hoses in the street as firefighters continue to pour water on the building from at least five trucks. this was one of the biggest fires that san francisco has seen in years, according to the fire chief. it was compared to a volcano. parts of 4th street near china basin have collapsed. there's a safety issue. phillip lumber did not have a fire sprinkler alarm in. all allowed the fire to build

and spread. the people who live next door in the nearly 200-unit apartment building were evacuated when the fire broke out yesterday at 5:00. >> well, the whole structure is gone now. there was a fird floor all the way -- third floor all the way down when i first got here. it's all gone. >> the main objective contain the fire to the building itself. very challenging. there was no fire protection since it is under construction. we were able to put up a water curtain. >> reporter: at some point, arson and perhaps atf will be out here because of the size of this fire to investigate what started it. 150 firefighters tackled flames at one point. that one firefighter you heard received first and second- degree burns. people are waiting to hear when they can get back in the building. that may take time. most spent the night at hotels or family and friends. i will keep you posted on what

officials have to say. we're live in san francisco, i'm tara moriarty, ktvu channel 2 news. >> all right. thank you. this video was shot by a woman who lives right across the street from the fire. she was home in her 7th floor apartment when the fire broke out. you can see those flames right there. those flames almost seen leaping into the screen. viewers have been spending us pictures of the smoke. a man took this picture around 7:00 last night from a plane. there was a picture taken by another viewer as he crossed the golden gate bridge yesterday. you can see that right there as well. you can see most of those pictures in our slide show online. we've posted a time lapse. it's all on the front page at ktvu.com. an important meeting will be held today for parents at an oakland elementary school following a sexual assault on campus last week. ktvu's alex savidge is live to

explain how this case could be connected to another assault at a neighboring school. good morning, alex. >> reporter: good morning to you, tori. two girls groped at two neighboring schools here in oakland in this particular neighborhood and the -- the latest sexual assault was just last week. it was here at the world academy in oakland where we are this morning. it was a girl who was assaulted by a man who snuck onto campus. in response administrators have taken steps to improve security here at the school. later today, there will be a meeting for parents to find out more about the security changes. it was last friday when oakland police rushed to this school on 28th avenue near international boulevard after a strange man came onto campus and inappropriately touched a 7- year-old girl. that man managed to get away before officers could get here. now police are saying they believe the man involved in last week's assault could be the same person who attacked a 6-year-old girl at the think

college now elementary school, a few blocks away. that crime happened back in january inside a gym bathroom. >> he walked on, he identified himself to the students as somebody who tutored. he asked one of the girls to sit on his lap. she did. she felt uncomfortable and ran off. >> reporter: here's a description of the man oakland police are now searching for who could be responsible for both of these sexual assaults at two different schools -- he's described as a white man, about6 feet tall, 180 to 200 pounds. he has black hair and a mustache. it's possible oakland police may be releasing a sketch of this monsoon. we'll let you -- monsoon. we'll let you know. there will be a meeting at 5:00 inside the cafeteria here on campus today. alex savidge, ktvu channel 2 news. >> all right. thank you for the update.

coming up -- a san jose police officer arrested and accused of rape. what fellow officers are telling ktvu about the impact the scandal is having on morale. the heat is turning up on malaysian authorities for the search for a missing jetliner. the reason the countries helping in the investigation are now pulling out. if you are driving in san jose, northbound 280 is beginning to slow down a little bit here at the 880 interchange as you can see getting into cupertino. we'll give you more about the south bay and the east bay coming up. wind advisory is out and for good reason. most locations have a good breeze. gusts to 40 plus in parts of san francisco. we'll see how the wind advisory pans out and how the impact is on temperatures. ♪ ♪

[♪] confusion continues this morning over exactly where the malaysia airlines jet was when

it disappeared with 239 people on board. the flight took off from kuala lumpur early saturday morning heading north to beijing. but there are conflicting reports from the malaysian military that the flight may have veered off course and suddenly headed southwest making the investigation more difficult. the plane's transponders used to track the flight were turned off. >> you have to have a very deliberative process to turn the transponder off. if someone did that in the cockpit, they were doing it to disguise the route of the plane. >> vietnam today announced it is suspending the search and rescue activities until malaysian authorities can clarify what they know about the last known location of the flight. at a news conference this morning, malaysian authorities said they are asking u.s. experts at the ntsb and the faa for help in the investigation. a new safeway supermarket is already under construction

in oakland's rockridge neighborhood. safeway is building a new store on college avenue replacing the one it tore down but the news of the $9 billion merger with albertson's has many asking what's going to happen to this new grocery store. one neighborhood activist is confident it will be exactly what the community specified. >> this project is so far underway that you have to be crazy to do anything other than let it go to completion. >> they have contracts. they are already underway. it would simply be too costly to stop at this point. >> safeway issued the following statement -- "we are continuing with our new store and remodel plans. we have not suspended remodel or expansion projects." people in vallejo could hear gunshots and see smoke rising from six flags discovery kingdom. it's part of a s.w.a.t. training exercise by vallejo police. it begins in 45 minutes. s.w.a.t. teams from all over solano

county are participating and members of the park's security staff will also be there. some frightening moments for facebook employees after a threatening phone call led to a lockdown at the menlo park campus. police swarmed facebook's campus around 7:00 last night. san francisco police received the initial phone call and then passed the information along to the menlo park police department. officers searched the campus but did not find anything suspicious. employees were able to leave after an hour. police could not provide specific details about the nature of the threat. the mother of a 23-year-old novato man who drowned after running from police has filed a lawsuit against the ross police department. anthony donaldson junior ran from police after he was stopped on suspicion of drunk driving back on december 24ths of 201. he jumped into the corte madera creek. his body was found three weeks later floating in the vehicle. the coroner's office determined

his blood alcohol level was more than three times the legal limit for driving. now, in the lawsuit, his father says the officers "negligently permitted her son to leave the scene of the dui testing and created a dangerous situation that led to his death." want to check in with sal. >> on the richmond bridge approach, we're still looking pretty good. we have a camera there at the toll plaza. this, as you know, sometimes fetes crowded. this morning it's not all that bad. you can see there's the watchful eye of chp there waiting for you. westbound traffic does look pretty good. on the span, not a bad drive into marin county. let's go to the bay bridge which is slightly different. 35-minute drive into san francisco. a lot of that time is waiting at the toll plaza. although it seems better than yesterday when some of the traffic was not moving quite so well but the better part of an hour for the entire trip. if you are looking at san francisco northbound 101 that

traffic looks good. as you look at the maps for our area here, 580 is still slow off the altamont pass. that crash has been pulled to the crash. 238 at 880 still slow after an earlier crash. 7:19. let's go to steve. all right, sal. thank you. excuse me. pretty good breeze for some. not for all. patrick redwood shores. i think we're in the harbor. my friend's beat is in there. dirk, your boat is in there. 37 degrees redwood shores. san case carlos, no wind. san bruno, sfo, 40 plus. it's kind of a blanket coverage on wind advisories. some areas in san francisco, 40 to 45 miles per hour. other areas no breeze at all. some of the higher elevations have been gusting about 50 plus miles per hour. 76 our forecast high in oakland today. definitely no doubt about it offshore breeze. crystal clear, not a cloud in the sky unless you are down south. 40s, 50s to near 60. some of the breeze -- san jose

had a pretty good breeze. today not that bad which has allowed the temperatures to dip to 51. other areas are close to 60. santa rosa being one. that's because they have a northeast breeze. 17 miles per hour north at napa. north at fairfield. northeast novato. 21 oakland. concord due east. i know out towards brentwood and antioch, pittsburg had reports of wind. crockett, american canyon, there's sfo's 31. yet san jose, has a south at 3. for some very windy. for others not that baddal at all. very quiet on the west coast. there is a big system going through the great lakes, the northeast and the south. there will be severe weather ahead of that. wrapping around the great lakes, more snow. you can see the big difference in the temperatures. i think they had 70 in denver a couple of days ago. now they have no. 36 in reno. 39 in ukiah. the breeze has tailed off. that's allowed the temperature

7:24. state lawmakers had an upclose encounter with a driverless car in sacramento. one of google's cars pulled right up to the capitol. the department of motor vehicles is asking the public for ideas that will help regulate the self-driving cars. that includes how to handle car insurance for these vehicles. the state legislature must have rules in place by the end of the year. almost two dozen people in alameda are learning what it is like to be a police officer. >> it's a lot harder than it looks. >> they signed up for the class of alameda citizens academy. so far, recruits have visited the dispatch center where 911 calls come in. they met a k-9 unit and to the a chance to -- got a chance to fire a gun. >> i thought it would be fun to go to the shooting range, just see what i could do.

>> many citizens, academy graduates go on to volunteer with the police department. this year's class is scheduled to graduate in about 11 weeks. former miami player jonathan martin is joining the san francisco 49ers. he left the dolphins last year after saying he was bullied by richie incognito. stanford recruited martin when jim harbaugh was the school's coach. harbaugh is now the 49ers' coach. the raiders signed darren mcfadden to a one-year contract. and ronald a to five-year -- to a five-year contract. lamarr houston and jared veldheer and rashad jennings, they are leaving.

>> for some. yeah. wind advisory for another half- hour or so. it looks like things are tailing off. it will be clear, sunny, nice, warm. some areas could get 25, 35, maybe gusts over 40. it's still going to be this beautiful day on the coast and for much of the day. 72 in san francisco today. had gusts to 42 miles an hour in san francisco. two reports of that and also one to 45 on the golden gate bridge. clear skies. can't find a cloud. a little bit cooler for some. santa rosa, 60. is san jose is a 1. fairfield, 49 -- is 51. fairfield, 49. what could be 49 there's a pretty good breeze across the board. windy and warm here. decreasing. breezy for a lot. a lot of 70s. clear skies, sunshine. temperatures, 70s to near 80 degrees.

here's sal. we do have a lot of slow traffic out there. we want to start off with the slowest traffic and that would be the bay bridge toll plaza it is backed up for at least -- i'm sore rethe eastshore freeway leading to the toll plaza. when you get to the toll plaza, it's backed up. i want to look at the east shore here. steve was talking about the wind. it's not windy everywhere. it's windy in enough places i've received tweets about it saying it's windy out there. at least some of you who have tweeted me are experiencing the wind. it's backed up for a 45, 50- minute drive here. total time getting into san francisco. this is 580 coming over the altamont pass. you can see the road sensors are showing a lot of slow traffic. we want to look at the south bay. 85 backed up from 87 all the way to saratoga. 280 is backed up through 17. we won't get a break in the south bay today. these are some. traffic times. 37 minutes grant line to 680 on

580. we're also looking at highway 680, 242 to 24, under 15 minutes. not all that bad out there. 101 northbound 280 to vermont, only about four minutes and public transit is on time. let's go back to the desk. >> all right. thank you, sal. new this morning -- san francisco firefighters are just wrapped up a news conference on that huge fire that started more than 14 hours ago near at&t park. newschopper2 was over the scene just moments after the fire broke out just before 5:00 yesterday afternoon. the fast-moving flames gutted a large apartment building under construction on fourth street near china basin street. just a short time ago, deputy fire chief mark gonzales said crews are still pouring water on the flames and watching out for hot spots. >> this is considered a fire watch and putting out the hot spots. like i said, there's a lot of parts of the building that are big. we're just trying to keep it

confined to that inner area and whatever we can see. >> one firefighter suffered first and second-degree burns, battling the big flames but has been released from the hospital. investigators will be on the scene all day watching the hot spots and also still looking for the cause. ktvu's tara moriarty will have more from the fire scene at the top of the hour. an ember from the massive fire sparked another fire one block away yesterday and that small fire broke out on a terrace rooftop at ucsf smith's cardiovascular research building at mission bay and 4th street. firefighters were able to put it out within minutes before the flames could spread. our coverage. massive fire continues online. we have a viewer time lapse video as well as pictures. it's on the front page of ktvu.com. shocking allegations of a san jose police officer's arrest have rocked the department. he stands accused of raping a woman he was supposed to be

protecting. janine de la vega joins us live from san jose with the effect this is having on other officers and how pem perceive police. good morning, janine. >> reporter: good morning, tori. i've spoken with several women about the officer's arrest this morning. they tell me that it does make them a little more hesitant to trust police. but for the most part, they say they would still call an officer for help and they feel it's an isolated incident. 38-year-old jeff graves posted $100,000 bail to get out of jail. the six-year veteran faces one count of forcible rape. in court documents, it shows that graves responded to a call where a husband and a wife were arguing, the woman, a former hotel maid, decided to spend the night at that hotel and graves took her there where she went to sleep in her room. but the criminal complaint says that 15 minutes later, graves knocked on her door, entered the room and pushed her onto the bed. it then says he raped her.

people we spoke to say if that's true, it's a sad abuse of power. >> it would be really horrible he was doing it on the clock and on the job. you are in uniform and you are supposed to be protecting us and if you are going and doing something like this any time is bad, but especially when you are supposed to be working and protecting and then abusing that power to potentially go and rape someone, totally horrible. >> reporter: sources tell ktvu some of the physical evidence in the case was found on graves' bulletproof vest which he was wearing during the alleged rape. this is the first major scandal the police chief has had to deal with. it's a blow to the department. officers have been fighting for better wages and benefits. that and low morale has led to many retiring and going to work for other cities. graves is on paid leave. he appears in court to face this charge later this month.

reporting live in san jose, janine de la vega, ktvu channel 2 news. >> thank you. police are now confirming troubling details about the richmond schoolteacher accused of child sex abuse. police arrested ronald guinto last week while teaching his students at mira vista school. authorities confirm three former students vandal investigators he sexually assaulted them in 2012 and 2013. guinto founded camp epic in 2013. he was fired from the school in november. in january, he was hired by mira vista. guinto pleaded not guilty to charges of sexual abuse and kidnapping following his arrest last week. police are urging anyone else who believes they were a victim to come forward. 7:37. a $10,000 reward is being

offered to help find a driver who hit a mother. the woman was killed. her husband and another man were injured. police say the driver may have been drag racing and ran a red light before the crash. 7:38. san francisco police are warning drivers to slow down after several accidents involving people walking and cyclists. police say daylights savings time could be a factor with the later sunrise impacting the vision of drivers. there were four separate accidents in a 24-hour period at the start of the week. a plan in a crosswalk was hit yesterday morning in the financial district. a driver also struck a 5-year- old boy and his baby-sitter monday night at 37th avenue and fulton street. all of the people who were hit on monday and tuesday are expected to survive. five people, though, have been killed this year in san francisco while crossing

streets. three of those accidents were on van ness avenue. the chp is asking anyone who witnessed a rollover crash on interstate 880 come forward of the it happened around 11:20 yesterday morning near the davis street exit in san leandro. the chp says the driver of an suv was trying to avoid a silver car that had cut him off when he lost control and hit a guardrail. the suv flipped and the driver suffered major injuries. the chp says the driver of the silver car did not stop and they are trying to now locate that driver. a special joint task force is investigating new leads in the 1976 killings of five bay area women. police say the case is being reopened because dna from an unknown male found on a 1976 murder suspect from reno matches dna on the bay area victims. over a four-month period, five women were stabbed and raped. their bodies were found in south san francisco, daly city and millbrae. and two in pacifica.

>> we're gonna hit the neighborhoods where the young girls grew up, see if there are still neighbors there at the time, areas where the bodies were found. >> investigators are asking anyone with information about the case to call the san francisco branch of the fbi. they also plan to contact old neighborhood friends of the victims. well, there is a heated debate over rent control in oakland. dozens of people wanted their opinions to be heard at the meeting last night. landlords say they need to raise rents to continue to upgrade their properties and meet safety standards. but renters say property owners are using a loophole in the law to boost prices out of reach for low-income tenants. >> let us freeze things the way they are while you reresolve it as you often do with other issues. >> the committee decided not to

perhaps stop another fire literally a block away. she got it. she responded. building maintenance crews got up there within minutes and stopped that as well. i think that was critical because this fire could have jumped across to this development that we're in front of, which is a development by some very reputable developers for mercy housing. i know them very well because they are helping me with the housing units we need to build. the actual fire happened with the developer called bre. the contractor is suffolk. i know them well because their new boss had known to me in my dpw days. i'm sorry the fire occurred there. it appears the fire started above ground. they were doing some welding. we don't know what occurred there. i will be very patient to wait until the investigation is concluded in detail by the fire department and by the

contractors themselves. it is somewhat of about 180 units that most -- most of which was destroyed in this fire and they are gonna have to make some's sesments -- some assessments. i think we're very lucky that the fire didn't jump anymore. i'm down here today, my primary concern, for the actual residents that were affected across the street. we have some 30 units that had to be evacuated, both for the residents and for their animal friends. i am thankful to human services, to the red cross, to animal care control, to our apartment association, part of our good samaritan program and to some hotels in and around the city that would have taken on a responsibility to help with these residents who suddenly found themselves not being able to occupy their

units. about 30 units on literally the frontage across this fire had their windows broken out. in fact, the building across -- i don't know the exact address but not only were the units vacated, many of the windows were cracked open and this morning, the emergency fire sprinklers are still on and therefore the water is still coming out of those units and they were not occupiable and i -- my biggest concern was those residents had to be taken care of. so focused on that, we'll continue to make sure our departments and their agencies are helping these residents out as much as we can. we'll go through the roster of individuals to make sure they are taken care of. the other part of this was that this is the part of mission bay. when i was the director, we focused on the infrastructure

knowing we wanted to invite residents and businesses and uc medical research facilities to come down here. part of that infrastructure was the high pressure water system that we made sure had to be built here so that we could support the residents and the businesses and the research campus that we wanted to have. simply, the structure that we built worked. and i confirmed with all of the fire department heads that but for that high pressure water system this fire would have been perhaps very hard to contain and that water pressure allowed for so many of the 150 firefighters to have the apparatus. to have the system work in their favor to contain this as fast as it did. we are -- and i have to say this -- we're continuing to

improve that auxiliary high pressure water system even as we look to the month of june for the bond that we have in front of the voters. and i will say that infrastructure is important because it worked in this case along with the quick response from the firefighters themselves and the attention that it gave. clearly the big concern was that if this fire and with the heat, if the building and the structure collapsed externally away from the center, we would have had a tough time. if the winds blew in a different way, we would would be seeing more than one of those embers hit other buildings. if the water pressure wasn't there. we could see the worse fear, which was that the fire would jump, perhaps over to this particular building we're in front of which is hundred of

units being developed by mercy housing. all of this, i think we're fortunate. we did not have any of the apparatus up with the development, the bre development, because they were installing the fire sprinkler as the fire occurred. i think we're very fortunate. we want to pay attention to the residents impacted. that's my concern for them, for their animals as well and to make sure that we can get them back quickly and to work with their property owners. a lot is still being worked on as you can see, there are still burning embers and so we're gonna continue to make sure that this fire is suppressed and in control. want to thank the chief for her personal attention. all of the firefighters deserve a little break because they've been doing this on a 24/7 basis

fire. because it was a construction site. >> had unique challenges, no fire protection systems in the building. a lot of fuels to the fire, wood frame and -- so it got going very rapidly. it went to a second, third, floor and then eventually a fifth-alarm fire. we had about half of our firefighters on duty battling this fire. we're still here. we've not put the fire under control but our objective was to obtain the fire to the building of origin. there's a lot of other properties around. we're very fortunate that it wasn't as windy last night as we're experiencing this morning. it that might have made a difference. it was the aggressive action last night that was able to contain the fire to the building of origin. crews did a phenomenal job. we're convinced that although people are inconvenienced and displaced, we're really

grateful there's no major injury or loss of life. we had a firefighter that early on when he was up on the ladder did sustain burns to his face. i saw him continuing to batting the fire. it wasn't until later that he indicated that he had some minor injuries. he was treated and released. he's gonna be fine. and then during the night because we've been here all night, we have a fire watch. not just watching the fire but actively applying water into the structure. we did have a battalion chief who sustained minor injury. she was transported and treated and released with an ankle injury. >> you've been listening live to joanne hayes-white, also mayor lee giving us an update on the situation on this massive fire that started almost 15 hours, just before 5:00 yesterday evening. mayor lee did say some new information, the fire did start above ground and there was some welding in the area at that time, though at this point

7:56. a louisiana inmate has been freed after spending 30 years on death row for a crime he did not commit. a judge dismissed glen ford's first-degree murder conviction after prosecutors said new information came to light that cleared him. prosecutors have not released the new evidence saying it could affect the search for the for the real killer. >> 30 years of my life, if not all of it. i can't go back and do anything i should have been doing when i was 35, 38, 40. stuff like that. my son when i left was a baby. grown man now. >> ford had been on death row since 1984 after being convicted by an all-white jury in the murder of a shreveport jeweler. attorneys for ford say his court-appointed lawyer at the time had never tried a murder case and evidence was suppressed during his trial.

call st -- called strata. i spoke to the at building manager. she is supposed to get an update at 10:00 this morning. the wind is blowing strong. we've noticed some flareups. unfavorable conditions. this is one of the biggest fires the city has had in recent years. it happened at a building under construction in mission bay at fourth street near china basin. a large cloud of black could be seen for miles. people who live nearby in strata which has 200 units had to be evacuated. >> some of the wdz at str -- windows at strata blew out. there's water damage, smoke damage on the west side of the building. >> reporter: all right. so those people won't be able to get back inside any time soon? >> correct. >> reporter: it looks like about 30 units received the brunt of the damage.

meeting. a strange man came onto campus and inappropriately touched a 7- year-old girl. that man managed to get away before officers could get here. police are saying the man involved in last week's assault may be the same person who attacked the 6-year-old girl at the think college now elementary school which is just about two blocks away from here. that crime happened back in january inside a gym bathroom. parents are concerned about two assaults that appear to be connected. >> it's surprising but it's not because the predator is gonna prey wherever they want to prey and if they are not getting what they want here, they are gonna go somewhere else. >> reporter: and this is a description of the man oakland police are now looking for who could be behind these two sexual assaults at two schools -- he's a white man, 6 feet tall, between 180 and 200 pounds. he has black hair and a mustache. police, we're told, are working on a etch ask. i've reached out to the -- on a

it continues to slow all the way over to the peninsula. the bay bridge has not improved. it's backed umed for a 30, 45- minute delay -- up for a 30, 45- minute delay. at the bay bridge toll plaza, it looks okay. but just up the road at the richmond san rafael there is a backup. as you approach 238 there's more slow traffic at the castro valley y. back to the desk. we have new information on the fire we've been following since just about 5:00 yesterday afternoon. the flames gutted a large apartment building under construction on fourth street near at&t park. san francisco firefighters are now calling it the city's biggest fire in years. the fire crews spent all night watching for hot spots at the scene near at&t park. crews are still pouring water on the fire.

we've been showing you this all morning long. just a short time ago, we actually heard from fire chief joe an hayes-white. >> the fire is not jet under control. the winds are exasperating the situation a little bit. we'll be out here as long as it takes to get the fire under droel-- control. when the time is right and when we can put it under control, we'll have heavy equipment come out and begin to dismantle the structure behind us so it's safe. >> one firefighter who suffered first and second-degree burns battling the flames was released from the hospital last night. we just learned that another battalion chief hurt her ankle fighting the fire overnight. tara moriarty will have more about how the fire is impacting people who live in a neighboring apartment complex. our coverage of the massive fire continues online. we have a viewer time lapse video as well as plenty of pictures as well. it's all on the front page of ktvu.com. 8:32. the san jose police department is still reeling over news that

one of its own officers has been arrested for rape. janine de la vega joins us live. she's been talking with fellow officers who say it's disturbing because they want the public to know what they can be trusted. >> reporter: this is really a black eye for the department where morale is already low. yif been speaking with officers and they say if this is true they can't believe what a bad judgment call officer jeff graves made. people i've been speaking to this morning say what particularly bothers them is this alleged incident happened while he was on duty. 38-year-old jeff graves has been with the department for six years and worked the overnight patrol shift. he's bailed out of jail. in court documents, it shows that graves responded to a call where a husband and wife were arguing. the woman, who is a former hotel maid, decided to spend the night at that hotel and graves took her there in his patrol car. when she was there.

she checked into a room, fell asleep but the criminal complaint says 15 minutes later, graves knocked on her door entered the room and pushed her on the bed. it then says he raped her. this morning, we asked people if this made him question his trust in officers. >> i have a lot of friends who are police officers. i trust them. but it will make me question them. >> if it's true, it will be horrible, basically. it's -- you know, when you are in trouble, you call -- who do you call? you call police. you don't expect to be treated like that. >> reporter: sources tell ktvu some of the physical evidence in the case was found on graves' bulletproof vest which he was wearg during the -- wearing during the alleged incident. this is the first scandal the chief has had to deal with since he's been the chief. he did not comment on camera. instead a department

spokesperson did. many will be catching this case. graves is on paid leave. he will appear in court on march 24th to face this charge. reporting live from san jose, janine de la vega, ktvu channel 2 news. >> thank you. the balboa b.a.r.t. station in san francisco is back open after a deadly incident on the tracks. police shut down the station for more than two hours during last night's commute after a man reportedly jumped in front of a b.a.r.t. train. b.a.r.t. began single tracking trains shortly after the incident was first reported about 4:30 p.m. that led to long delays for thousands of b.a.r.t. riders during the peak of the evening commute. the chp is asking anyone who witnessed a rollover crash on interstate 880 to come forward. it happened around 11:30 near the davis street exit in san leandro. the driver of an suv was trying to avoid a silver car that cut him off when he lost control and hit a guardrail. the suv flipped and the driver suffered major injuries. the chp says the driver of the

silver car did not stop and they are trying to locate that driver this morning. san francisco police are warning drivers to slow down hafer several accidents -- after several accidents involving people walking and cyclists. the police say daylight savings time could be a factor with the later sunrise or sunset impacting driver' vision. a man in a crosswalk was hit yesterday morning in the financial district. a driver also struck a 5-year- old boy and his baby-sitter monday evening at 37th avenue and fulton street. all of the people who were hit on monday and tuesday are expected to survive. five people have been killed this year in san francisco while crossing streets. three of those accidents were on van ness avenue. thieves have been targeting empty vacation rental homes in sonoma county. the sonoma county sheriff's office says it's tracked 52 vacation home burglaries since

september. the largest number of burglaries have happened in guerneville, bodega day and forest bill, cazadero. flat screen tvs, electronics and furniture have been taken. the sheriff's office is asking people to report suspicious activity near vacation homes. knew ammunition is being tested out designed to help police during hostage situations. right now when they fire through glass to hit a suspect, fragments are injuring nearby hostages. the am knew initial prevents that -- an munition prevents -- ammunition prevents that. the testing is currently being done in ohio. san francisco state will reopen part of its science building next month after removing lead, asbestos and mercury. the hazardous chemicals were found during a routine environmental check of the building which is over 50 years

old. office and research labs will open first. there is no estimate on when classrooms will reopen. after a broken water main yesterday. we're now hearing it will take 17 years to replace old and vulnerable pipes in san francisco. yesterday's break happened at waller. we brought you that coverage here on ktvu. the pipe was 130 years old. just the latest to break. one of the problems they say is a lack of state and federal funding. it was called a showdown over rent control at oakland city hall but it ended in a draw. the meeting of the community and economic development committee was packed. more than 30 speakers lined up to give their viewpoints on proposed changes to the rent control law. tenants say that landlords use a loophole to make improvements and raise rents.

recapping our top story -- san francisco firefighters still pouring water on a fire near at&t park that started around 5:00 yesterday afternoon. the flames gutted the building that was under construction and two firefighters were hurt battling those huge flames. tara moriarty joins us live we'ver just learned that this is now affecting people living in a neighboring apartment complex. >> reporter: it's more than 15 hours that crews have been battling the fire. if we take live pictures, you can tell that crews are still dousing this building with water. we counted exactly five ladder

trucks. we know that no one is being allowed back inside the apartments which are across the street from where the blaze broke out. about 30 units we've learned had windows blown out from the intense heat, the sprinkler system went on and caused quite a bit of damage and of course there's smoke damage. we've noticed flareups. the wind is still blowing strong. it's drive, unfavorable conditions for crews. this is one of the biggest fire, the city has had in recent years. it happened at a building under construction at mission bay yesterday at 5:00 p.m. a large cloud of black smoke can be scene for miles. the building is a complete loss. the strata building, those people had to be evacuated. the building that caught fire is still in danger of failing. >> at this point, they are not letting anybody access the building. it's not safe. the drb building on fire is in jeopardy of collapsing.

hours ago at the start of the morning commute in chicago. the national weather service is predicting 8 inches by the end of the day. there is a blizzard warning from the upper midwest. flight delays two to four hours at chicago o'hare and detroit's airport. dianne feinstein is accusing the cia of hacking into the computers of the senate intelligence committee. a bit of a bombshell accusation there. feinstein who is the chairwoman of the senate intelligence committee says it happened when the committee was investigating the cheau's detention and interrogation program of terrorist suspects during the administration of president george w. bush. she says the cia suspected members of the committee had obtained an internal cia report. >> the cia did not ask the committee or its staff if the committee had access to the internal review or how we

obtained it instead of cia just went and searched the committee's computers. >> nothing could be further from the truth. we wouldn't do that. that's -- that's just beyond the -- you know, the scope of reason. >> the justice department is considering whether to launch an investigation into the matter. president obama is meeting with the new u ukrainian prime minister at the white house. the ukrainian prime minister has asked the u.s. and other western allies to defend ukraine against russia. police are crediting help from the community in making several arrests in a string of street robberies in north oakland. at least ten search warrants were conducted in oakland, hayward and antioch. the arrests came after leads they got from community meetings.
