police locked in a standoff right now. a dangerous situation in this neighborhood this morning. they are searching for a person wanted in connection with a shooting that happened a short time ago. we'll tell you what we know about the initial crime -- coming up. this morning, san francisco firefighters still on the scene of that huge fire near at&t park. the two things they hope to accomplish before the weekend. and an unusual proposal to keep some bay area fire stations open. the reason calling 911 could get more expensive. "mornings on 2" starts right now. good morning. welcome to "mornings on 2." a tense standoff in san francisco underway right now involving s.w.a.t. officers and a shooting suspect. we've been following this story since 4:30 this morning. alemany boulevard is shut down near 280. ktvu's alex savidge has been on the scene all morning. he will join us live in two minutes with the other violent

incident that launched this standoff. good morning. i'm tori campbell. >> good morning, everybody. i'm brian flores in for dave clark. let's get your day started with weather and traffic. steve is here and he's brought the sunshine with him. i will. maybe not yet. we're close. southern california dealing with a lot of cloud cover. not here. a little cold for some. chilly for others. it will be sunny, mild, warm, later on with 60s, 70s. oakland, record high 78 degrees breaking the old mark of 76. there's still an easterly breeze coming off the oakland berkeley hills. i saw 25 above the caldecott. yesterday, it was 50, 60. for us, clear skies, high pressure not going anywhere. it's clearer. napa at this time yesterday was 60. today they are 43. napa airport. for the cloud cover in southern california, that's it.

for them. for us us, i don't think this will wrap around. sunny, warm. chilly this morning. not as breezy. there is a hint of an offshore for some. a slight westerly component. a lot of sunshine. here's sal. we have east bay troubles, especially in contra costa county. we've had two crashes, southbound 680. this one, the latest one is southbound 680 at north main. i think i'm going out of order here. that's my fault. we'll go back to that in just a minute because there was an accident reported eastbound 80 at university. good thing we have the camera here because it was sundaying more serious than it looks here in real life. it looks like there could be something on the shoulder. it's not causing a major delay. bay bridge toll plaza, 30, 35- minute drive time into san francisco, which is looking normal. now, then, we can go to 680, as

i was talking about. 680 is blocked up from 242. 242 is backed up almost all the way to highway 4. southbound 680 at auto mall, clearing an accident. the nimitz freeway 880 is slow all the way down to fremont. 85 is beginning to fill in. it's not as bad as it normally is but slow of 87 into saratoga. back to the desk. thank you, sal. police have guns drawn, they have swarmed a neighborhood in the outer mission district of san francisco this morning. what started as a shooting investigation has now led to an armed s.w.a.t. standoff with the potential gunman. ktvu channel 2 reporter, alex savidge, has been out there since 4:30 this morning. you've seen police ramping up their response to the situation just in the last hour. >> reporter: certainly we've seen quite a few s.w.a.t.

officers. san francisco police believe they have the gunman cornered. this is behind a fence. it's parked between a park and a shopping center. they believe the person they are searching for wanted in connection with a shooting earlier this morning is inside of that mobile home. you may be able to see officers, a couple of them lying on the ground. we've seen guns drawn out here. this is right hey long alemany boulevard near farrah -- farragot avenue. this all started with a shooting in the area. the victim, a man in his 30s, was shot in the leg in a parking lot close by. he's expected to survive. it's unclear what led up to the gunfire. this has led to a standoff. police are trying to take this person into custody. the person wanted in connection

with that shooting. s.w.a.t. officers are out here on the scene. they are trying to take this person into custody peacefully. we don't know if they have been in contact with the person inside the mobile home. we're working to get more information from san francisco police. obviously, a very active and a you have fluid situation out here. we're keeping tabs, keeping an eye on the mobile home. up there on the right-hand side of the street. we'll let you know when the situation changes and bring you updates on "mornings on 2." alex savidge, ktvu channel 2 news. this morning san francisco firefighters expect to put out the final hot spots from the massive fire near at&t park a few days ago. that has demolition crews continue to tear down the mountain of debris left by one of san francisco's biggest fires ever. these are live pictures of the apartment complex there. you can see the crews there as well. fire crews have been monitoring the scene all night long. since our crew got there at 3:00, we've not seen any flareups. the huge flames gutted an

apartment building in the mission bay on tuesday. demolition crews have brought in heavy machinery to pull down the weak and twisted wreckage, what was supposed to be the neighborhood's newest apartment complex. the debris still poses a safety threat in the area. coming up at 7:30, katie utehs will tell us what has to happen before fire crews leave. firefighters had to tap into the emergency backup water supply. the chronicle reports the regular system of water mains and hydrants could not provide enough water pressure for the 90 fire engines and trucks that converged on the burning building. firefighters had to drag fire hoses several blocks. that took more than 30 minutes. 7:06. people living near the burned- out complex are thankful flames did not spread to their homes or businesses. however, a couple of nearby buildings did report a few

preliminary hearing date after combining smith's two court cases into one. he's facing felony weapons charges in an incident he hosted at his home. he faces drunk driving charges in september of last year. he faces possible jail time and a suspension from the 49ers if convicted. 7:08. there's new information about a teenager who went to children's oakland hospital for tonsil surgery and left brain dead. mel reports are the hospital did what was medically necessary in the case of jahi mcmath and did comply with the standards of care. medical examiners reviewed her case. the state did find deficiencies in the operating room policies and check lists. the droughts could leave santa clara county boaters high and try this summer.

plan to deal with traffic, parking and public safety as tens of thousands of fans head to the stadium near the great america theme park. the meeting begins at 6:00 p.m. at the community center on tazman drive in sunnyvale. 7:09. we now know the other big names joining the lineup at the first- ever "we day" in california. they include leila ali, jay cole and big shawn, enrico rodriquez who is on "modern family." they will join selena gomez and magic johnson and others. big trouble overnight overnight. a driver has been the arrested for drunk driving at an event in texas. organizers of the festival are calling on people who posted video of the crash to turn them over to police to be used in the prosecution. contra costa county could impose a first responder's fee when paramedics are called out. the idea came up because the county wants to avoid closing more fire stations in the central part of the county. fire crews, they respond to 35,000 medical emergencies a year. insurance companies already pay when private ambulances are

called. state law allows us the recovery fee, and we would not be doing if this we didn't have to close five stations over the last year. 7:15. the convicted felon accused of trying to rub down two san francisco police officers is due back in court tomorrow. 50-year-old jeffrey ruano did not enter a plea yesterday and his arraignment was postponed. this surveillance video shows his arrest in san jose early sunday morning. he's accused of felony assault for allegedly backing his car toward officers last saturday in san francisco. officer adam shaw was shot in the arm. police say he may have been struck by his partner by accident who fired his gun as the car backed up. investigators still have not found the bullet that hit officer shaw. 7:15. and a sacramento couple was stunned to receive a large

package that contained marijuana. it was dropped off at the couple's home because the post office says it didn't have enough postage on it. the people living there had not shipped the package but it had their house as a return address. authorities say drug dealers have turned to the u.s. postal service as their delivery system. >> one of the things we look for are fake return addresses. they are starting to use real people's names and addresses. >> postal inspectors say they get similar cases across across northern california several times a week. a group called green america and china labor watched have launched a petition on behalf of factory workers that put the phones together. they claim two chemicals can cause leukemia. apple says the use of the substances comply with u.s. safety standards.

the california secretary of state has given the go ahead to propo noepts of two online privacy initial -- proponents of two online privacy initiatives to start collecting signatures. one proposal would restrict how private schools and public entities use personal data. supporters have until august 8th to collect enough signatures to qualify for the november ballot. the outward bound work will be doing mountain climbing on a high rise hotel in san francisco. this is for low-income students. on march 27th, from 1:00 p.m. to 4:00 p.m., outbound team members will rappel 230 feet from the roof of the hyatt regency embarcadero. aye yie yie. this is a fund-raiser to support scholarships for students who participate in outward bound events. the producers of the bottle

rock festival will announce the lineup tomorrow morning. this is the second year for bottle rock which begains may 30th at the napa valley expo. this year's festival will have new producers, fewer bands and hopefully fewer outstanding debts. you will recall last year's festival was a big hit but it left many vendors waiting to be paid and they were singing the blues. first time producers filed for bankruptcy. prince is coming back to the bay area with a surprise concert at oakland's fox theater this saturday night. the last-minute announcement just made overnight comes one year after prince's two-night stand at the dna lounge. tickets are not cheap. if you want to party like it's 1999, the prices start at $99 for general admission. apparently there's word that some tickets may be available and possibly a second show. sal, are you a big prince fan? >> yeah. prince is awesome.

i saw him pack in the day, if you will -- back in the day, if you will. we won't say when. >> mr. deejay. >> great guitarist. let's take a look at what we have. we've had slow traffic on highway 4 westbound as you come up to the willow pass grade. from lone tree to loveridge, it's not that bad, but once you get to the bay pointe side, it's taking longer than it should. if we go to the maps and look, the traffic is affected southbound 680 at north main. this was proceeded by a crash southbound 680 at highway 24. both incidents have caused slow traffic on 680. your drive time has doubled or tripled in the area. as we move to the south bay, 85 is slow. it's not as bad as other days. 85 will be slow from the guadalupe parkway well past 17

and 101. 280 is slow at 17. let's move along to the bay bridge toll plaza. about a 25-minute delay. slightly better than other days. once you make it on the bridge, it looks good. the total drive time is slightly less than 30 minutes. public transportation systems now reporting any major problems. let's go to steve. >> sal? >> it's your friday. it's not my friday. >> i see. did i say friday? >> yes, you did. to warm. take your pick. it will be pretty good. now, san francisco yesterday, we had a lot of reports about 35 to 42-mile-an-hour gusts. 71 on the high side. 5 57 to start. got a system down in southern california but that's where it will stay down in southern california. by the way, if you have travel plans to los angeles this weekend, maybe near 90 on saturday and sunday. for us, we'll be near 80. today we'll be more in the 70s. we're starting off cooler. that breeze is gone. there is a tiny component. but a westerly for others. a lot more 40s. down 15 degrees compared to 24 hours ago. so far no precip. it might enhance a little bit as it heads off into the four corners if you are traveling down there for spring training games. windchill will be 5, 15 below, more snow, boston. new york. it's really a powerhouse system. it will be lifting out of the area. temperatures are really cold behind that all the way down to the dean south.

it is 7:25. police in pleasanton continue to lack for the hit-and-run driver who seriously injured a motorcyclist. the crash happened about 5:00 tuesday night on stoneridge drive near rialto way. police say the motorcyclist suffered major injuries but is expected to survive. police say the suspect was driving a black pickup truck possibly a toyota tacoma or nissan. it had tinted rear windows and the fiberglass bed cover. the truck's low profile times have chrome ims. anyone with information -- rims. anyone with information call pleasanton police. hit-and-run drivers could lose their license under a bill moving forward in california.

it's already cleared the asimply's public safety -- assembly's public safety committee. under the new bill, a hit-and- run driver would face an automatic suspension of their license even if the victim's injuries are minor. violaters would also face a $1,000 fine or jail time. 7:26. s.w.a.t. teams turned a local amusement park into a drill to test their emergency response. the vallejo police department organized the exercise yesterday at six flags vallejo as part of the scenario s.w.a.t. teams were told that a group of people had taken over the park and were holding hostages. they went into the park, negotiated a surrender. the drill included smoke grenades and even a gun battle. >> the smoke causes a little bit of disorientation. they can't clearly see. and there was some people in the smoke that they had to

apartment complex fire. you can see now one stream of water still pouring into the middle of the rubble, basically what's left of that apartment building. we just learned that demolition crews just arrived on the scene. they are set to begin work at any moment. katie utehs is there and joins us live to tell us about what fire crews are worried could happen when that work resumes. katie will join us in a moment. good morning. welcome to "mornings on 2." i'm tori campbell. >> good morning. i'm brian flores in for dave clark. let's start with weather and traffic. steve, looking like a pretty good day? >> very nice, bribe and tori -- brian and tori. a lot colder. 30s, 40s. there's a little bit of a breeze today. a lot of sunshine here. temperatures will rebound pretty fast. doesn't take too long now even though it's much, much cooler. 73 in downtown oakland. by the way, if you missed it oakland airport, 78 degrees. record high. broke the old mark of 76 set in

2007. except for cloud cover and a lot of it down in southern california, we're too far north. it won't impact. low 30s, 40s. 50s if there's a breeze. unless you are heading down to spring training, the cloud cover will increase there. but for us, a lot of sunshine prollably into the weekend -- probably into the weekend. sunny and warm after a cooler morning. not as brees that's for sure -- brees -- -- not as breezy that's for sure. we're sal. we're looking at traffic that is busy all over the place. this is the peak of the thursday morning commute. we're looking at the commute here at the bay bridge toll plaza and traffic is going to be busy. this is the richmond bridge toll plaza and it's improved over the last few months ever since they got that roadwork out of the way. this is the bay bridge toll plaza. it's backed up for about a 25-

minute delay on this thursday. just so we have it straight. 85 is backed up to 87 in saratoga. see some slow traffic. 280 is not too bad. but it's beginning to slowdown in downtown san jose. but 101 is very slow from 280 up to sunnyvale. so now the south bay is beginning to get filled in. 7:33. let's go back to the desk. >> all right, sal. thank you. we're continuing to monitor the developing story in san francisco. police including a s.w.a.t. team are looking for a shooting suspect in the city's outer mission district. want to go to live pictures now near the scene at alemany boulevard an farragot. officers say the man wounded victim in the leg. you can see many police officers still there trying to pinpoint where the suspect is. our camera was the first news unit on the scene.

officers had their guns drawn as they surrounded the area. we are told the victim is in his 30s. alex savidge will have a live report at the top of the hour. new this morning, we're getting a new aerial look of the damage left behind by that massive amount complex fire near at&t park on tuesday evening. newschopper2 is now live over mission bay right now. demolition on parts of the building began last night but were stopped when the sun went down. the crews should be restarting their work at any minute. cir crews are worried about what will happen when the work starts this morning. katie utehs has been out there with firefighters all night long and has more on that concern. good morning, katie. >> reporter: good morning, tori. firefighters updated me about five minutes ago. here's the game plan -- construction crews are on scene today. let me show you the far corner of the building, that tall portion is just being held up by the scaffolding, according

to firefighters. they are not clear how many stories that is. but it's quite dangerous. so demolition crews will knock that down first thing this morning. if we look across the building, you can see that fire crews are still putting out hot spots. they are doing that somewhat preemptivively i'm told, they have to move the fire trucks out of the way so the heavy machinery from the demolition crews can come in and start pushing this building inward. there's nowhere for the debris to go but inward. they will shove it toward the center of that building and then fire crews will get in place again in place the demolition crews unearth any of those hot spots. let's show you some video of the crews working yesterday too move the mountain of charred materials that sparked tuesday night. the fire at the mb 460 development quickly became a five alarm and days later, it's

smoldering. firefighters have kept constant guard overnight for flareups but have kept a safe distance. >> just a piece of scaffolding could fall off at any time on ssh. right now we're -- on somebody. right now we're not anywhere near it. >> reporter: it does smell strongly of smoke this morning in the area. so neighbors are still dealing with that. but most everyone has been allowed back in their building. some people are being relocated because of damage to apartment complex windows which was caused by the fire. mayor ed lee toured the mission bay construction site yesterday morning and said welding work may have sparked the fire. however, investigators are still working to determine an official cause. back out here live. you can see firefighters continuing to douse that debris pile. they do expect to possibly unearth more hot spots as demolition crews push some of that debris around. in our next live report, i will have what firefighters say is keeping them from getting to

the exact cause of this fire. we're live in san francisco, katie utehs, ktvu channel 2 news. >> thank you for that update. 7:36. police are concerned about a new drug that may be to blame for causing a high school student to have a seizure. the boy was found in very bad shape. ktvu's janine de la vega joins us live from mountain view high school to tell us about the dangers. >> reporter: good morning, brian. a friend of the teen says that the boy attends school here. the superintendent says that he is recovering. but the school district is in the process of putting together an educational forum to talk about this lsd-type drug that authorities suspect the teen was using. the boy was found on the stevens creek trail near central avenue on tuesday. he had suffered a seizure and was rushed to the hospital. police are waiting for toxicology results but suspect he overdosed on a drug called

d.o.c. it has both hallucinogenic effects like lsd and speed effects like methamphetamine. a friend says he's a sophomore at mountain high school. authorities will not confirm that. some students say it reinforced their belief not to use drugs. >> i still don't want that do drugs. it makes my confusion even more strongly -- it makes me want to stand by my ground even more. >> reporter: the superintendent sent a letter to parents warning of the psychedelic drug's dangers and long-lasting effects. police say they've had little experience of the drug but it comes in a variety of forms including pills and drops. they are working with the health department and local hospitals to identify similar incidents and trends. reporting live from mountain view, janine de la vega, ktvu channel 2 news.

>> thank you. san jose police are looking for two men accused of kidnapping and robbing a woman they met on craigslist to sell some iphones. the woman said she met the suspects at a target parking lot on capital avenue in east san jose monday night. but once there, she decided to back out of the purchase. she says the men then forced her into her car at gunpoint, told her to drive to a bank and ordered her to make a withdrawal. >> the subject returned a short time later and then again entered the vehicle and demanded that the victim provide additional moneys that she did not have. >> so the victim called a friend to bring more cash. the robbers released the woman when her friend arrived with the money. sunnyvale's new law on limiting the capacity of gun magazines has withstood a challenge in the supreme court, at least for now. the ordinance bans gun magazines that can hold more than ten bullets. the u.s. supreme court justice

anthony kennedy rejected a request from the nra to block the law. the nra is still pushing its case in the appellate court and briefs are due next month. a new report by ucsf shows the dangers when trauma centers shut down. the study involved more than 250,000 patients and the impact of three centers closing in california. now, because it look longer to transport people to trauma centers, the study found 21% of people had higher chances of odds. in the past two decades, rising costs have forced a third of the nation of the 1100 trauma centers to close. disabled and elderly tenants of a high-rise san francisco public housing complex say the elevators in their building frequently don't work. tenants at the 13-story towers have now filed a legal claim against the san francisco housing authority. and they say when the elevators are not working that means they

are either trapped in their apartment or stuck downstairs in the lobby. >> the 94-year-old was stuck in the lobby from 4:00 p.m. to 4:00 a.m. somewhere between 10 and 12 hours. >> i pried them open. i shoved my wheelchair out and i came out and i came down the stairs. >> the housing authority says it is working on getting the elevators fixed. this week for the first time in a lightning time the tenant -- in a long time, the tenants say all four elevators are working and they say they believe it's because of the action. supervisors say a plan to bill insurance companies might be a way to keep some fire stations from closing. and target, under fire. what it is accused of doing to some of its online bathing suit ads that some say could be harmful to young girls. today's commute is not all that bad in some areas.

the airport was 78 record setting degrees at the oakland airport. a lot of cloud cover in southern california heading into the four corners associated with a low there. not much in the way of rain. just a lot of cloud cover. 37 now. napa airport. there's some 30s i know up in forestville, 38. kentwood, 36. much colder this morning. i will tell you, the air mass is really, really dry. except for the cloud cover in southern california, we're looking for a lot of sunshine today and warm temperatures. cooler, though, to start. kind of a layer day, not as breezy. 60s for some. low to mid-70s for others. we have a lot going on all over the east bay, it's getting busier. starting off with baypoint. improvement here it's still slow. but then 680 slow from earlier problems from concord to walnut creek. it's backed up from 242 nearly to highway 4. bay bridge toll plaza has been misdemeanor rit, about a 25-minute drive time

between oakland and san francisco. and let's dig down into the east bay. 580 westbound has been slow over the altamont pass. now getting word of a new crash. northbound 680 at crow canyon road in san ramon. 580 is slow in castro valley and 880 heading down to fremont. most of it is stop and go. it doesn't get better until you pass stevenson boulevard. the slowest freeway is 101 followed by 85 but 280 is slow from bascom all the way into cupertino. 8:02. back to the desk. back to our developing news in san francisco. an accused gunman remains in a standoff with police. s.w.a.t. officers with their guns drawn have surrounded a home along alemany boulevard. i want to say police have authorized us to show the pictures of the officers. the suspect is accused of opening fire and wounding a man in the leg. now, the standoff has already gone on for nearly four hours this morning and there are no indications it will end any

time soon. ktvu's alex savidge joins us from the scene. officers have been pushing you farther back as they extend the police perimeter, right, alex? >> reporter: yeah, they have. good morning to you, tori. i want to let you know in the last minute, we saw police take a person into custody here at this scene. it appears as though this long standoff that's lasted about four hours or so has come to an end. san francisco police were searching for a man wanted in connection with an early- morning shooting. he had been inside of a mobile home here parked on the side of the street next to this auto repair shop. and this is right along alemany boulevard near farragot avenue close to 280. the whole situation began at 3:30 with a shooting in the area. the victim in the case was a man in his 30s. he was shot in the leg in a parking lot nearby. that man is expected to survive according to police. we don't know exactly what led up to that initial shooting but police seem to be -- police at

that point following the shooting began to believe that this person was hiding out in a mobile home close by. that's what began this long standoff that lasted for four hours or so. but we do believe the standoff has ended. we do not have confirmation. but we did just see plifs walking away with a person in handcuffs from that mobile home. so it appears that police have peacefully brought this long standoff to an end here. a man wanted in connection with a shooting appears to have been taken into custody. we're working to get more details. we'll give you any updates once we get them from police. we're live this morning in san francisco, alex savidge, ktvu channel 2 news. >> thank you. san francisco firefighters expect to put out the final hot spots from the massive fire near at&t park. that's as demolition crews continue to tear down the mountain of debris left by one of san francisco's biggest fires ever. now, this is video from

newschopper2 taken just a short time ago. the huge flames gutted an apartment building under construction in the city's mission bay neighborhood tuesday evening. we just spoke to a firefighter who says the debris still poses a safety threat. >> it's the heavily charred part of the building still standing. the biggest concern is just chance. once they push that in, we'll see if anything flares up. it sort of exposes access to part, of the building we weren't able to get to with our ladder pipes. >> katie utehs has been on the scene since 4:30 this morning as well monitoring this demolition project. we'll have another live update coming up at 8:30 this morning. we're now learning the crews battling that fire had to tap into san francisco's rarely used emergency backup water supply. the regular systems could not provide enough water pressure for the 90 fire engines and trucks that converged on the burning building. firefighters reportedly had to drag water hoses several blocks to tap into the city's network

of high pressure emergency fire hydrants, and that took more than 30 minutes. that massive fire near at&t park gutted a building that was under construction. it's raising concerns about how firefighters would be able to respond to a high rise fire in a building that was filled with people. san francisco assistant fire chief is in charge of training firefighters in to respond to high rise fires. he says the fire department is constantly training for something it hopes never happens. >> if i show up and i have visible fire showing from a window, that tells me immediately that the redundant systems that are in place in that building have failed. >> today's high rises are required to have smoke detectors and sprinklers. many buildings have special water pipes which quickly deliver water to every floor. we have continuing coverage of this fire at ktvu.com including

more video and pictures sent to us by viewers. contra costa county is looking for new ways to keep from closing more fire stations. the contra costa consolidated fire district have closed about five fire stations in the last three years. the district answers to 50,000 emergency calls a year, nearly three quarters of them are for medical issues. so now it's looking at imposing a fee on insurance companies for paramedic calls. insurance companies pay a similar fee when a private ambulance company provides care. >> if it will benefit for us by having more emergency services available for when there are emergencies then i would prefer to have that. >> now, the district does not know how much the fee would be but the idea of billing insurance companies is not new. in fact, fire departments in mora in three other cities already doing it.

aldon smith is set to appear in court. smith is facing felony weapons charges in an incident stemming from a party he hosted in his home in june of 2012. he also faces drunk driving charges from september of last year. smith faces possible jail time and a suspension from the 49ers if convicted. state health investigators looking into the jahi mcmath case say children's hospital of oakland complied with all medical standards in this case. mcmath is the 13-year-old girl who went to the hospital for tonsil surgery last december and suffered complications from surgery that left her brain dead. the contra costa times reports investigators reviewed her face along with several randomly chosen other cases during the same time. the report says there were deficiencies in the operating room policies and check lists but it's unclear which cases those deficiencies were connected to. california's trout could leave santa clara county boaters high and dry this

continue to look the hit-and- run driver who seriously injured a motorcyclist. this was near rialto way. the motorcyclist suffered major injuries but is expected to survive. the suspect was driving a black pickup truck, possibly a toyota tacoma or nissan. it had tinted rear windows and a fiberglass bed cover. the tires had chrome rims. anyone with information is told to call pleasanton police. hit-and-run drivers could lose their license under a bill moving forward in california. it's already cleared the assembly's public safety committee. mike gotto says current penalties are based on how badly a victim is hurt. under the new bill, a awd driver would face an automatic suspension even if the victim's

injuries are minor. 50-year-old jeffrey ruano did not enter a plea yesterday in court and his arraignment was postponed. this video shows his arrest in san jose early sunday morning. he's accused of felony assault for allegedly backing his car towards officers last saturday in san francisco. there adam shaw was shot in the arm. police say he may have been struck by his partner who fired his gun as the car backed up. investigators have not found the bullet that hit officer shaw. environmental groups are pressuring high-tech giant apple to ditch two chemicals that are used to make iphones. the groups called green america and china labor watch have launched an online petition on behalf of factory workers who put the phones together in china. the groups claim the use of benzene and hexeme can cause leukemia and nerve damage.

s.w.a.t. teams went into secure the park, establish contact with the suspect, and negotiate a surrender. to simulate live action, the drill included smoke grenades and a gun battle. >> the smoke causes a little bit of disorientation, they can't clearly see and there was some people down inside the smoke that they had to rescue and they couldn't see them until they got inside the smoke. >> organizers say the park is an ideal location for a drill because the many buildings allow them to train for more scenarios. the first in a series of giant flood gates are scheduled to arrive at folsom dam tomorrow. they are being transported from washington state where they were made by the army corps of engineers. the 3406rb requires rolling closures along interstate 5 and 80 in the sacramento area. the 25-foot wide flood gates are on a truck that can only go 5 miles an hour.

near at&t park. that started about 30 minutes ago. but fire crews remain on the scene. katie utehs will tell us what firefighters are worried about happening. that story is coming up in two minutes. good morning, once again. i'm brian flores in for dave clark. let's take a look at weather and traffic. yes, indeed. we have clear skies and hardly a breeze except for a few in the higher elevations. that's it. san francisco which had a howling wind yesterday at 35, 42 miles an hour. nothing like that today. we'll still go 71, the low 56. still on the mild side. not -- a little cooler than yesterday. a lot of cloud cover in southern california. that's where it's staying. 37 neamp airport. a lot of 30s to the north, especially up in mendocino county, lake county and towards northern sonoma. the higher clouds associated with a weak low. as that moves east, that's allowing the pressure gradients and wind to die down.

a lot of 70s. 60s close to the coast. here's sal. we're still looking at a lot of slow traffic as we get past the peak of the morning commute. we'll start off with a look at interstate 880 which begins to slow as you drive up to the coliseum and beyond that. as i mentioned, the peak was about an hour ago. we still have slow traffic here at the toll plaza. 20 to 25-minute total drive time into san francisco. not as bad as other days but still slow. we've had a lot of things going on in the east bay but what lasts is the slow traffic. 580 still slow coming into livermore and then slow again on eastbound 580 leaving castro valley. 880 southbound is very slow. in san jose, i would say the slowest freeway is 101, but 85 is a slows second to it. it's just moderate. drive times. 580, grant line to 680, 26 minutes. 8:31. back to the desk.

firefighters are worried about possible flareups. katie utehs has been watching this morning's development since 4:30 this morning. what's going on there now? >> reporter: well, brian now that the sun is up, we're getting a great look at what crews are up against. you can see just the tangles of scaffolding, the piles, the mess of charred rubble. the far corner of the building, that's the most drugs. firefighters say crew also push it down and towards the middle of the debris pile. across the building, firefighters are saturating the debris, they've stopped hosing at this moment. but they will continue this tedious process where they will supply a section and move out of the way so cranes can tear the building down. then the crews will reposition the trucks in case there are flareups. let me show you the views from newschopper2. this is new video this morning. you can really see what they are up against.

firefighters say the overhaul is going well and it may be safe enough by midday for investigators to get a closer look. two days after the fire at the md 360 apartment project located in the city's mission bay neighborhood. now, it quickly spread to five alarms. mayor ed lee toured the site and said welding may have ignited the fire but determining an official cause will be a tedious process. >> any time you are dealing with a large structure, over time and collapse, it's a large task. we've put a lot of water on it. a lot of evidence could be washed a way. sifting through the layers, it's a long process. >> reporter: people who live nearby have been allowed to return. some people had to be relocated because of the fire damage. the windows of a neighboring apartment complex, those tenants were moved to other units within the building. another live look at the

demolition, we watching as a massive machine pokes into the side of the building. it's knocking some of that scaffolding loose and there are 2 x 4s and lumber falling. firefighters are keeping at a safe distance for themselves. they are keeping the public away from the streets. now, firefighters say that that work this morning could unearth more hot spots. so they will be on seen all way today and into the foreseeable future, that is, until this building comes all the way down. by midday, they may get a closer look to see what initially sparked this fire. katie utehs, ktvu channel 2 news. >> a lot of work left to do. thank you. a warning for parents and students now about a new drug that a student apparently overdosed on. the.was found hob on a popular trail in mountain view. janine de la vega is live at mountain view with more. >> reporter: classes just began here at mountain view high

school where we're told the teen attends school. he has not returned to classes yet. we're told he's still recovering but the mountain view los altos school district put out this letter, warning parents about the incident so they could talk to their kids about this drug. it's called d.o.c. it has both hallucinogenic effects like lsd and speed effects bike effect like a -- like amphetamine. >> they shocking and i talked to both of my kids about it. it frightens them and i think it makes them think about it. >> it's apparently a new form

of lsd. i know the kid, i think and i'm just worried about his family and what they are going through. >> reporter: s police say they've had little experience of the drug but it comes in pills and drops. they are working with the health department and local hospitals to identify similar incidents and trends. police officers are working with the school district to hold an education forum on the drug to talk about the threat. reporting live from mountain view, janine de la vega, ktvu channel 2 news. >> thank you. a teenager is recovering this morning after being hit by a car in san francisco last night. police say he was in a crosswalk at ocean avenue when the car made a left turn and hit him. he was taken to san francisco general hospital but is expected to survive his injuries. the driver remained at the scene and was cited for failing to yield and also driving without proof of insurance. this was the fourth person hit by a car in san francisco this week. sunnyvale's new law on

limiting the capacity of gun magazines has withstood a challenge in the supreme court, at least for now. the ordinance bans gun magazines that can hold 14 bullets. justice kennedy rejected a request from the nra to block the law. the nra is still pursuing the case in the's pill lit court and brief -- apelley court and -- appellate court and briefs are due next month. san francisco police are looking for suspects who robbed a woman on craigslist. she said the men forced her into her car at gunpoint, told her to drive to a bank and ordered her to make a withdrawal. >> the subject returned a short time later and then again entered the vehicle and demanded that the victim provide additional moneys that she did not have.

>> the victim called a friend to bring more cash and the robbers released the woman when her friend arrived with the money. fbi agents have moved there search for an ecoterrorism suspect from the bay area to hawaii. they have what they are calling incredible intelligence that he's on the big island. he's a nkg he's on -- he's on the list of most-wanted domestic terrorists. there is a $250,000 reward for information leading to his capture. 8:38. governor brown has five months to decide whether a member of the charles manson family should go free. bruce davis was convicted of first-degree murder for his role in the 1969 killings of two men in southern california. davis received a life sentence. but for the third time, a prison board has granted the 71-

year-old parole. in the two previous times, then- governor arnold schwarzenegger and current governor brown blocked davis's release saying he remained a threat to society. air irk holder is expected to endorse a plan to reduce sentences for sefern drug offenses. holder will go before the united states sentencing commission to back the proposed change. he says the move to reduce the population by more than 6500 inmates in five years. federal prisons currently hold about 216,000 inmates. holder says violent drug criminals will still be locked up. 8:39. and happening today -- volunteers will pass out fliers to notify people about reap sent burglaries. police say there has been a spike in home break-ins. recent crimes included people posing as utility workers apparently they stole cash, jewelry and electronics. the crime prevention leaflets will be distributed starting at

welcome back to "mornings on 2." 8:43. let's get you updated on our top story of this morning. about half an hour ago we showed you new video of san francisco police taking a man in custody. you see him right there. he's believed to be the suspect in an overnight shooting in the city's outer mission area. the first pictures of the standoff came during our 4:30 morning news. we now go to reporter alex

savidge where officers are now finally leaving. good morning to you. >> reporter: this standoff has come to a peaceful end out here. officers took a man into custody wanted in connection with an early-morning shooting. although as you look down there, you can still see san francisco police are out here. s.w.a.t. officers are out here as well. they are trying to make sure there are no other threats inside the mobile home where this man had been hiding out. it was just after 8:00 this morning, as officers led a man away with zip ties around his hands. this was the end of a tense standoff. it lasted about four hours. s.w.a.t. officers had surrounded a mobile home park near an auto repair shop along alemany boulevard near farragot avenue. this is close to the 280 freeway. the man inside was wanted for shooting a man around 3:30 this morning. the victim in that kate was a man in his 30s. he was shot in the leg in a parking lot nearby. that victim is expected to

survive, according to police. it's unclear at this point exactly what led up to that initial shooting. we're working to get more information from san francisco police on that. but the shooting then led to a search in this area and ultimately the standoff. it lasted about four hours. now it seems as though this standoff has come to a peaceful end with one person taken into custody here this morning. it seems as though they will be wrapping up things here shortly in this san francisco neighborhood. we're live in san francisco, alex savidge, ktvu channel 2 news. concerned parents and worried neighbors after a sexual assault reported at a local elementary school. pam cook is in our newsroom with the actions being taken to catch a dangerous man. >> community marches and now a meeting at the school will be held in less than half an hour. we hope to get an update from oakland police on a situation that hatched last friday at world academy charter school. police say two girls, a 7-year-

old and 8-year-old were attending an after-school program. officers say when the girls went to the bathroom, there was a man inside. one of the girls said he touched her inappropriately. she pushed him away, screamed and ran to the classroom for help. the little girl's mother says her daughter is deeply affected. >> changed. just not the same. she wants to stay in a dorner. she doesn't want to eat. >> more than 100 parents and community members marched yesterday afternoon from the world academy to the think now elementary school where investigators say a 6-year-old was also assaulted in january possibly by the same man. now, police have released a sketch of the suspect. take a look. he's described as white or latino, 20 to 40 years old. 6 feet tall, weighing between 180 and 200 pounds with black hair and a mustache. he may also have a birth mark

or rash on the left side of his forehead. now, the oakland city council, the oakland unified school district have been talking about better ways to protect students, including security cameras and parent paroles on campus. that meeting at world academy charter set to begin in the next 15 minutes or so at 9:00. we'll have an update on our noon news. pam cook, ktvu channel 2 news. >> thank you, pam. 8:47. more confusion this morning over the mystery of that missing malaysia airlines jet. the wall street journal reported that u.s. investigators suspect the jetliner flew on for four more hours once is lost contact with air traffic controllers. but they don't know in what direction. the journal says that's based on data transmitted from the plane's engines made by rolls royce. but at a news conference earlier this morning, malaysian authorities denied those reports. >> those reports are

inaccurate. the last transmission from the aircraft was at 0 1:07 which indicates that everything was normal. rolls royce and boeing teams are here in kuala lumpur and have worked with the investigation teams since sunday. >> still, malaysian authorities are expanding the search area for the missing jetliner and a search of an area where chinese satellites showed this possible debris from the missing plane, well, that search really turned up nothing. >> a huge mystery. >> another false alarm. 8:48. let's switch gears now and go to sal keeping an eye on traffic. any problems? >> we have a long delay, brian and tori on interstate 280 cumming out of walnut creek -- coming out of walnut creek heading town to san ramon. and from alamo down, will be slow. give yourself extra time. marin county, slow to central
