now at noon -- reports of several students at one east bay school getting sick after buying tainted brownies. >> someone sold brownies to this girl. she started throwing up. >> we'll hear from concerned parents and some say this isn't the first time this has happened. a s.w.a.t. team in san francisco surrounded a man in an rv for several hours this morning. what police say he did to instigate the police response and how the situation ended. demolition continues at the burnt-out site of the massive fire in san francisco's mission bay neighborhood. why firefighters are still on the scene two days after the

fire and which part of the structure is considered the most dangerous. good afternoon. i'm tori campbell. several students were reportedly sickened at hayward high school after buying brownies, possibly tainted with marijuana. ktvu's janine de la vega just spoke to officials and joins us live. >> reporter: hayward unified school district says it appears that five students are involved in this incident. police are helping with the investigation. it's still being determined what substance was in the brownies. but it appears it was pot. let's go to a photograph the student provided of paramedics arriving to hayward high school yesterday morning after a student noticed one of her students was getting sick. a second student became ill and complained of stomach cramps. one girl was examined by emergency crews and released to her parents.

the other was taken to the hospital. two other students admitted to administrators they had also eaten the brownies but did not become ill. >> i heard someone sold brownies to this girl and she started throwing up and the person who sold the brownies got caught. >> reporter: it appears one student sold the brownies on the way to school on an a.c. transit bus. teens on campus tell us the students who got sick were girls. school administrators are taking the incident seriously and are looking at how to discipline the students. >> the administration is still in the process of investigating and follow up with this investigation as appropriate. a parent notification will be sent out today as part of the process. >> reporter: as you heard, the district is working on how to notify parents. administrators have counselors to support students and are making resources available to

them regarding drug intervention services. as you heard from that student, he indicated it wasn't the first time it happened. he mentioned it happened earlier. we asked the principal if marijuana-laced brownies had been ingested on campus in the past and he says to his knowledge he does not know of any incident. and this is the first for the school year. recording live from hayward, janine de la vega, ktvu channel 2 news. >> thank you. mountain view police are concerned about a new drug that may be to blame for causing a high school student to have a seizure. the boy was found tuesday on the stevens creek trail near central avenue. police are waiting for toxicology results but suspect he overdosed on a drug called d.o.c. it has both hallucinogenic effects like lsd and speedy effects bike amphetamine. >> the only trendy is a zombie-

like state. the person is out of it. but they are hyperaware and hypersensitive. they can see and hear real well but they are out of it. >> police have not confirmed what school the boy attends but a friend said he's a sophomore at mountain view high school. the school superintendent says the boy is recovering. a strong earthquake struck off a japanese island. the magnitude 6.3 quake hit off the southern island of kushu. there are no immediate reports of injuries or injuries and no tsunami warning has been issued. today's quake comes almost three years to the day since japan's devastating 9.0 quake and tsunami that led to the fukushima naferl disaster. crews are working to move a car blocking train tracks, the northbound train hit a car

stuck on the tracks. no one was injured. according to the reports, the woman in the car saw the train coming and was able to escape in time. happening now -- demolition crews are back out at the tuesday's huge fire near at&t park. these are live pictures of that scene. firefighters are continuing to monitor the area for possible flareups. ktvu's alex savidge is live with the challenge facing fire investigators. good afternoon, alex. >> reporter: good afternoon to you. fire investigators still haven't been able to get inside this building and they won't be able to do so until it is made safe. construction crews right now are continuing work out here. they are trying to lessen the likelihood of a collapse and what they are doing with that large crane is tearing down one of the taller six-story sections of this building. this is in all likelihood where the fire started. the contractor this morning continued demolition at this 172-unit apartment building

that is near 4th and china basin. while they clear out charred wood and metal debris, firefighters are still here on scene keeping an eye for smoldering hot spots under the rubble. city building inspectors have been called in here as well to check the integrity of the structure as demolition moves forward. once the place is safe to enter, investigators will have to figure out what started this massive fire that broke out tuesday afternoon. that could be challenging. >> we have a fire that started days ago. it's been burning forever. covered with a huge amount of demolition and debris. we know the area where it started. so we have to try to -- first of all, get it stable enough and secure enough that our investigators can get inside and then they have the herculean task of digging through the rubble. >> reporter: this apartment building under construction was called mb 360. that stands for megablock. this fire blew out windows on

neighboring apartment buildings across the street and forced people to evacuate on tuesday afternoon. most people have since been allowed to return to their units. the mayor yesterday suggested that there was some welding work that was going on here at this construction site shortly before the fire started tuesday afternoon. but again, keep in mind, fire investigators from the san francisco fire department still haven't made their way inside this building to gather any evidence and they won't be able to do so until the site has been made safe. we're live this afternoon in san francisco, alex savidge, ktvu channel 2 news. >> all right. thank you, alex. a man is under arrest following an hour's long standoff with the san francisco police department s.w.a.t. team. the man was barricaded inside an rv on alemany boulevard and farragot avenue not far from 280. this all started at 3:00 a.m. after police responded to a report of a man being shot in the leg. he told the officers where the suspect lived. police have not yet identified the suspect but say he has a

criminal history. a s.w.a.t. team was called after the man refused to come out. they surrounded the rv and just before 8:00 a.m., a police negotiator was able to talk him into surrendering. >> he has not been formally booked in county jail but once the investigation is complete he's looking at charges of attempted murder. >> police say the victim's wound is not life-threatening. alemany boulevard and farragot was shut down due to the police activity and reopened around 9:00 a.m. oakland police are investigating the shooting of a 19-year-old man in the fruitvale district. police say three men approached the victim and his friend as they sat on a car on 34th avenue between 16 ngt and 17th street -- 16th and 17th street. they pulled him out of the car and tried to rob him. he struggled with them. one of them shot him.

he's at the hospital where he's expected to recover. a meeting was at think college now elementary school, where a 6-year-old girl told authorities in january that a man had assaulted her. a similar meeting took place at world academy charter school where a girl says a man inappropriately touched her last friday. that girl's mother says the assault dramatically changed her daughter. the mother did not want us to identify her. >> it changed her. she's not the same like before. she wants to stay in a corner. she doesn't want to eat. >> police have released the sketch based on the girl's description of the man they say assaulted them. they say he's white or latino, 20 to 40 years old. 6 feet tall between 180 and 200 pounds with black hair and a mustache. he may also have a birthmark or

rash on the left side of his forehead. this morning a judge set a preliminary hearing date for aldon smith. he faces felony weapons charges in an incident stemming at a party at his home in june of 2012. he also faces drunk driving charges from september of last year. he faces possible jail time and a suspension from the 49ers if convicted. a federal push is now underway to allow people detectived of dealing drugs to -- convicted of dealing drugs to spend less time in prison. eric holder proposed shorter sentences. the average prison sentence would shrink by about one year. figures show it would lead to a decline in the prison population by more than 6500 inmates in just five years. advocates say the move would save tax payer money.

we have breaking news out of san francisco. battery street is shut down near clay in the financial district. the problem is a loose window on the 17th floor of 275 battery. you can see in this live picture from newschopper2 firefighters on the street along with police and as we pan down, you can see quite a bit of activity. building maintenance is going to fix the problem, but police

are keeping the street below clear so no one gets hurt. this is the building where one of the windows is loose. obviously, it's recommended to avoid this area if you are able to do so. two people are dead after a suspected drunk driver plowed into a crowd at a popular street festival in downtown austin, texas. it happened around 12:30 this morning texas time after police tried to pull the driver over for dui on a nearby street. police say the driver sped off and drove through a barricade and into a crowd of people. about 30 people were hit. a man and a woman riding a moped were struck and killed. >> we also have an additional 23 victims. of those, five are considered critical and the rest are walking wounded to moderate. >> police say the driver jumped out of his car and tried to run. but others used a stun gun and took him into custody.

there's new information about a teenager who went to children's hospital for tonsil surgery and left brain dead. mel reports the hospital did what was medically necessary in the case of jahi mcmath and did comply with care standards according to the contra costa times. medical experts reviewed her case along with several randomly chosen cases during the same time. however, the state did find deficiencies in the operating room policies and check lists but it's not clear which cases had those deficiencies. now to our don'ting coverage of the missing malaysian jetliner. malaysian authorities are revealing more information about the last communication with missing malaysian airlines flight 370. but as kyla campbell reports, some aviation experts are accusing them of dismissing the latest clues into where that plane could be. >> reporter: a former top inspector with the transportation department says the makers of the plane and its

engine better be turning over all of their information. the wall street journal says it spoke with two aviation experts with knowledge on the boeing 777 and the engine. the engine is made by rolls royce. there is an automatic system that constantly sends information from the plane to the ground. those experts said malaysian airlines flight 370 flew for four hours past its last confirmed location. but malaysian authorities said today they are working with boeing and rolls royce and the newspaper report is inaccurate. now more than 80 ships and aircrafts are involved in the massive search. >> we are devoting all of our energy to the task at hand. i want to be very clear, our focus has been on finding the aircraft. we've not done anything that could jeopardize the search efforts. >> reporter: it's been nearly six days since the plane went missing with 239 people on

board. malaysian authorities said today the last known words to come from the flight crew were all right, good night. in washington, kyla campbell, ktvu channel 2 news. a new development is now officially underway that promises to reshape the waterfront along the oakland estuary. a groundbreaking ceremony was held two hours ago at the site of the brooklyn basin project. the $1.5 billion development will go up on 64 acres to south of jack london square along embarcadero between 5s and 9th avenue. there will be 3,000 housing units, 200,000 square feet of retail and more than 30 acres of parks. >> two parks, one larger than crissy field will bhere on the waterfront. it completes the critical part of the project. >> a chinese development group is a major investor in the project which has been 12 years in the making. the first phase is set to open in 2016.

california's drought could leave santa clara county boaters high and dry this summer. the county traditionally openeds up its five reservoirs to recreational boating in the middle of april. that may not happen. now the county is considering only opening one reservoir to boating due to a lack of water because of the record-breaking dry spell. >> it's kind of scary times. we live through our lifestyle. this is our lifestyle. if we can't get out on the water, we start to get nervous. >> is one reservoir enough? >> no. >> the reservoir in south san jose is the only county reservoir where boating is allowed. but that could be off limits to boaters in the late summer if the drought conditions worsen. well, typically mid-march we are talking about more storms moving into the area. the cold temperatures the complete opposite. we have a lot of sunshine and record warmth to talk about, possible record warmth as we head into the weekend. here is our live camera looking

u.s. stocks dropping sharply in midday trades as rhetoric between the u.s. and russia over ukraine intensified. that helped erase earlier gains spurred by better than expected data on retail sales on the labor market. taking a live look at the big board, the dow is down 237. the nasdaq is also down 73 and the s&p down 24. the california legislature reportedly wants to know why the state department state employment department is denying so many claims for jobless benefits. when case workers for the enemployment development department deny first-time
