school and another school and another school were exchanging inappropriate pictures of themselves. a female student was forced to engage in sex acts on campus. the male student involved could face charges. continuing coverage now, crews making progress tonight at the site of the construction fire in san francisco's mission bay neighborhood. firefighters have been on the scene 24 hours a day since tuesday evening. construction experts say none of the debris can be salvaged. the fire left behind a pile of scorched wood, metal and dry wall. bs re owns the product and said the schedule is in the early stages. contractors say all of the debris will be disposed of. >> nothing will be salvageable. everything is going to go away and possible go into the

landfills. unfortunately. nothing is reusable. and they will start all over again. >> also today san francisco department of building inspection told ktvu the permits for the project may be good for several more years but in order tarebuild they must prove the foundation -- to rebuild they must prove the foundation is stable enough. relocating residents from the worse example of public housing. the city has come under fire for the conditions where 130 people live. residents complained about mold as well as bug infestitation. last night they voted to give section 8 housing vouchers to the residents. today residents said they have no choice but to leave and the mold is putting their health at risk. . >> this is in the walls. 6 floor to the first floor. this is not casual. this is our life on the line.

where some of the farmers got some bad news. robert? >> reporter: there was a emotional meeting going on here. officials told farmers they are about to lose their water supply. >> reporter: he is a well known farmer in morgueb hill who is proud of his acres -- morgan hill who is proud of his acres. >> this is a nectarine tree. >> reporter: despite the trees, he is worried about the future. the watt aer district warned 100 cozeners use surface water and they might have to cut them off -- customers to use surface water and they might have to cut them off. >> a lot of them die. you lose your crop but the trees also die. >> reporter: they crowded in to meet with water officials about the cut off. he delivered the bad news.

if the drought situation doesn't improve, water customers will get a notice there will be no more water available beginning april 1. >> we plan to meet with all of them. make sure they have other supplies available. >> reporter: officials point out there is a strong ground water supply. >> i imagine people will try to rely on ground water on their properties by installing a well or revisiting a well. >> reporter: that won't be easy. >> we have an old well but it will take 12 weeks, three months to get it operational. >> the water district points out it makes up 5% of the businesses in the county. live in san jose, rob recall h, ktvu channel 2 news -- robert handa, ktvu channel 2 news. a court up held a ruling

allowing water restrictions on water deliveries. farmers were appealing a ruling involving a man to protecting delta smelt. they say the water restrictions caused major losses for growers who rely on the delta. a new development, 10 years in the making, is underway that will transform the water front. the development will go up on 64 acres south of jack london square. the first phase includes 3,000 housing units with 400 affordable apartments. mayor jean quan brought in a developer as a marriage invest -- major investor in the project. >> this is one of the largest investments by private investor from china in the united states. >> the plan also includes 200,000 square feet of retail and restaurant space and 38

acres of parks. the first phase will open in 2016. raise for lawmakers was put off today. the commission agreed to postpone a vote for california law makers and governor jerry brown. commissioners said they want to wait till a budget is finalized. a 5% increase took effect in december. senators passed a amendment to change the affirmative action law. if they approve it it will go before voters in november. supporters say it would allow diversity to be considered. >> what is most important is to make sure voters understand this is about diversifying our student body and making sure there is equal opportunity. >> three previous attempts have

failed. a first of its kind effort by a school district. the goal to arm police officers with critical information so they are ready to respond in the event of a school shooting. some schools mapped out their campuses for police but this is the first attempt to partner a district and police agent. ktvu's john fowler shows us how abofficer volunteered to get the -- an officer volunteered to get the ball rolling. >> reporter: a on campus shooter, a first responder arrives with a computer screen. >> you can immediately pull up all the information for that particular building. so you could see if anyone were hiding in that particular room. >> game changing. >> it opens up a new window we didn't have yesterday. we are able to get a bird's eye

view. >> reporter: prompted by the columbine massacre. he took 4500 photos of everything exterior and interior part of every school and created a computerized point of view program. >> using the information that anyone in the building would see. even more. you wouldn't know where all the cubbyholes are. >> reporter: valued atticist thousand dollars. the program was -- at $70,000, the program was provided free. >> they know where to go to. they can pinpoint a room and know what is in the room, hiding places. anywhere anybody could be to protect the students. >> reporter: the next step, with a mobile phone, the program could guide officers through the buildings buildings

and warnings. john fowler, ktvu channel 2 news. many schools have been reviewing their safety measures in the wake of the shooting at sandy hook elementary school in december 2012. 20 children and 6 adults were shot to death at the school in connecticut. before that in 1999 it was the mass car at columbine in colorado. two students killed 12 people before taking their own lives. and two years ago the bay area experienced a tragic shooting in oakland. six students were killed. the gunman was found unfitted for trial. -- fit for trial. students taken away from school in an ambulance, the signs parents saw that has them worried about their children ingesting a drug. >> b.a.r.t. has a idea to improve safety, the power to contact police that is about to be delivered. >> after the break.

police met with parents at two elementary school where girls reported sexual assaults. a girl told authorities in january that a man had assaulted her and a captain tweeted a photo of the second meeting. it drew 400 parents today. a girl there told police a man hiding in the rest room touched her inappropriately friday. high school has been shaken by a incident that had one girl rushed to the helmet and has another face -- hospital and has another facing charges. ktvu's john sasaki spoke to

students who watched the girl get sick. group of girls at hayward high school got sick from and in trouble because of pot brownies. >> everybody ran up to her. >> reporter: officials confirmed yesterday the girls ate pot brownies that a girl sold them. one student got sick. >> a second student had similar reactioning, teacher called -- reaction, teacher called, and the student was transported to the hospital. >> reporter: this photo was taken by a student showing paramedics helping the teens. >> shouldn't be that necessary to where you just, you know, it is a necessity. you should be more cautious. >> reporter: witnesses saw the girls had seizures but officials disagree. >> before i knew it she was on the ground shaking. she was confused. >> we are not medically
