. good morning, everyone. welcome to mornings on 2. it is saturday, march 15. i'm mike mibach. >> and i'm claudine wong. let's start off with a quick look at the weather. rosemary, shaping up to be a nice weekend? >> it is going to be a beautiful weekend. 20 minutes until the official sunrise. skies are beginning to lighten a bit over san francisco and the bay bridge. a quiet start out there. temperatures will warm well above the seasonal average, but we'll have a ways until we get there. take a look at these numbers, a cool start in some areas. 43 santa rosa, 41 in napa. widespread 40s to low 50s around the bay. 53 in san francisco. 46 in foster city. 44 menlo park. palo alto. waking up with 46. 47 in sunnyvale, as well as saratoga. cool for you as well. walnut creek in the mid-40s. 48 for lafayette, upper 50s in areas around pittsburg this morning. if you're going to the st. patty's day parade in san francisco, going to be a nice

one. low 60s at 11:00. then into the afternoon, low 70s in store for san francisco. here's a better look around. 75 in oakland, 79 in napa, 79 santa rosa. when i come back, i'll have a look at what you can expect for the second half of your weekend. we do have beach weather in store and there is an advisory for high surf starting tomorrow. more on that and the extended forecast, coming up. . and we continue to follow developing news in castro valley, where a body of a woman was found inside a home. investigators are treating the case as a homicide. ktvu channel 2 reporter katy utehs is live at the house with information about the investigation and the family living there. katie? >> reporter: claudine, detectives are still working to determine who lived in this home as of yesterday afternoon. from neighbors, we've learned that at least a family of four lived there. a father, mother and two daughters. deputies received a 911 call around 4:00 yesterday evening. once inside the home, stanton

and carlton avenues, they found the body of an adult female. as of this morning, the body has been removed and autopsy is scheduled for monday. investigators have not said how the woman was killed, but tell me the victim is a family member. neighbors told us what they heard yesterday. >> i heard that there was some type of argument that occurred early in the morning and then the daughter came after school and found the mom. >> reporter: the oldest daughter was seen at the house speaking with investigators. she is 14 years old and a second daughter, an 8-year-old, has also been accounted for. detectives have been on scene processing evidence at the house all night and more are expected to arrive sometime this morning. if we come back out here live, you can see they have the sheriffs mobile command unit, also a mobile crime lab out here. at this point, they have not said what they found inside the home. i have spoken with the department's public information officer and she tells me they hope to have an update for us

at 8:00. live in castro valley, katy utehs, channel 2news. new information in the search for the missing malaysian airliner. the investigation is now shifting back to the crew and passengers on board malaysian officials say communications from the jumbo jet were deliberately turned off. airline officials say the plane had enough fuel to fly for eight hours. malasia's prime minister told reporters this morning that evidence is consistent with someone acting deliberately from inside the plane and the disappearance is no accident. >> despite reports that the plane was hijacked, i wish to be fairly clear, we are still investigating all possibilities as to what caused flight 370 to deviate from its original

flight path. >> malasia is stopping its search in the south china sea, where air traffic controllers lost contact with the plane. the new search will now include thailand, indonesia and the southern indian ocean. radar shows the plane climbed to 45,000 feet, then quickly dropped to 23,000 feet. investigators suspect the boeing 777 may have crashed into the indian ocean. one of the 239 people on board was a graduate of usc. 27-year-old jao zing began working for shell oil in beijing last year. she had earned a master's degree in petroleum engineering at southern cal. new this morning, an investigation is under way into deadly overnight caltrain accident in the peninsula. the train hit and killed a person near the atherton station on dingle spiel station lane. there's no word yet on the gender or name of the victim. the san mateo county sheriff's department is heading up that investigation. also new this morning, a bar fight ended with a stabbing in san francisco.

police say there was a brawl outside a nightclub near 16th and albean street in the mission district. two victims from in serious condition this morning, injuries not believed to be life-threatening. tomorrow marks the second anniversary of the disappearance of sierra lamar. the 15-year-old girl vanished while walking to a schoolbus stop near morgan hill. she was a cheerleader at her school. as they have every saturday morning since her disappearance, a group of dedicated volunteers will fan out this morning to look for her. prosecuters have charged 22- year-old suspect antolin garcia- torres with her disappearance. he pleaded not guilty last month. a bench was placed today at her high school. friends say this year is significant because it would have been her senior year of high school. there is a plaque that reads in part, dedicated to sierra lamar

and the memory of all missing children. tomorrow's ceremony begins at 11:00 a.m. happening today, republicans from all across california are in the bay area for the state gop convention. many republicans say there is a lot of positive energy following the party's recent victories in fresno and the san diego mayor's race. this year's theme is rebuild, renew, reclaim. organizers say the group is using the convention to help redefine the party for the future. >> rebuilding is where we are at our party right now. we've got a couple of tough election cycles over the last couple of elections and so we are focusing now on building back up our bench and winning some victories in 2014. >> condoleezza rice, former u.s. secretary of state will be speaking to party faithfuls at noon today. south carolina governor nikki haley will be speaking in san francisco next week. a woman's third try at getting her driver's license ended with her crashing into a dmv office in south san jose. it happened about noon time

yesterday. firefighters say the woman first rammed her car into a motorcyclist when she hit the gas pedal instead of hitting the brake. the woman then crashed into the building and hit a gas line. >> you look around for what happens in traffic and where something could, you know, take you out on a bike, but you don't expect it at a line in the dmv. >> no one was hurt in the incident, but the office had to be shut down for the day while the gas leak was handled. the office is scheduled to reopen on monday. police say a man who robbed a woman at an atm in daly city is responsible for several other similar robberies throughout the bay area. police say he also robbed people in fremont, pleasant hill, and newark. surveillance photos in daly city show a masked man forcing a woman to make withdrawals thursday, but he then takes off his mask in full view of those cameras. police say that is the same man caught on surveillance video robbing a woman last week at a fremont atm. >> i mean, it's open and it's bright out, so you wouldn't

think anyone would happen. >> police say the man was seen driving a red toyota corolla with utah plates. the san francisco police department is stepping up its traffic enforcement efforts. police chief greg suhr says officers have written 50% more traffic tickets this year than last. the department is trying to cut down on the number of deadly accidents between cars and pedestrians. according to the chief, the main reasons for those accidents are drivers who run red lights, drivers who don't stop at stop signs and drivers who speed and cut off pedestrians who are crossing streets. muni is hoping a huge overhaul of its system will get riders to their destinations faster and on time. a new project should modhe werize systems by getting rid of less popular routes and by adding new lines with fewer stops. the project will affect 64 of muni's 81 routes. it's the first comprehensive overhaul in more than 30 years. the agency will finalize the changes on march 28th. happening today, downtown

san francisco decked out in green. it is the 163rd annual st. patrick's day parade. it begins at 11:30 this morning. the parade route stretches from 2nd and market to civic center plaza. this year's theme is a tribute to irish workers of america. with the warmer weather predicted, a crowd of 100,000 people is expected. colorful floats, irish dance troupes, the largest irish event celebrating irish history and culture on the west coast. thousands of people are expected to gather in downtown san francisco today for the annual st. patrick's day pub crawl. it gets set at 11:00 a.m. and continues through 6:00 p.m. at various bars throughout the city. people attending the event are encouraged to take public transportation or have a designated driver. san francisco police will be keeping an eye out for people driving drunk. starting tonight, officers will conduct a dui check point at an undisclosed location in the city. it will be there until 4:00 a.m. tomorrow morning. police say from 2007 to 2011,

more than 250 people were killed while celebrating st. patrick's day. they are also asking people to call 911 if they see anyone driving drunk. lottery fever is heating up across the bay area. the mega millions jackpot has now grown to an estimated $400 million. that's after no one matched all six numbers in last night's drawing. last night's $350 million prize would have been the fifth larnlest jackpot in game's history. the biggest prize was $656 million back in 2012. the next drawing is tuesday night. well, this weekend there's a new way to get around san francisco's waterfront. where you can hop on and hop off the city's first-ever water taxi. >> health coverage for same-sex spouses. the new policy that will be in force under the affordable care act. >> a warmer day is on tap for your saturday afternoon. just how high those numbers will go in your neighborhood, coming up. >> let's give you a live look outside. here is the approach to the bay bridge toll plaza. very quiet on this saturday

. this morning, firefighters continue to fight a brush fire in southern california. the pine fire started yesterday afternoon in the remote area of gorman in northern los angeles county. the fire has burned an estimated 150 acres and as of last night was 30% contained. no injuries have been reported and no structures damaged. but firefighters were waiting for first light to better gauge the situation. we are expecting an update from them soon. meanwhile, two bay area strike teams are headed to southern california. calfire says it's a precautionary measure to help prepare for an expected spike in temperature and increased fire danger. one engine from the sonoma lake

napa district will join engines from other districts to make up the two strike teams. calfire says it will not deplete resources from northern california because we are also facing our own dry conditions. tomorrow, people in crimea will vote on a referendum to become part of russia. yesterday, secretary of state john kerry met with russia's foreign minister in london, but failed to reach common ground on ukraine. kerry says the international community will not recognize the outcome of tomorrow's vote. meanwhile, tensions in ukraine remain high. yesterday's 30 people were arrested in connection with a shootout that killed two people and wounded several others in the eastern part of the country. meanwhile, the state department is advising u.s. citizens in russia to be alert ahead of tomorrow's vote. there are some concerns about possible antiamerican backlash at public demonstrations. u.s. officials are advising americans to avoid all public demonstrations in russia and any large crowds that lack enhanced security measures. starting next year, health insurance companies will no longer be able to discriminate against same-sex spouses.

the department of health and human services made that announcement yesterday. it said insurers offering spousal coverage to heterosexual coverage must also provide it to legally married couples of the same gender. the new policy comes after last summer's supreme court decision that overturned the defense of marriage act. that decision allowed same-sex couples access to many government benefits. the u.s. is stepping up its use of technology to help oversee aid work in afghanistan. the agency for international development wants to use smartphones, satellite imagery, and gps cameras to oversee the development projects that u.s. aid workers can visit. now, since 2001, the agency has spent $12 billion on development projects in afghanistan. officials say the troop drawdown will leave only about a fifth of the country accessible to u.s. civilian workers. the u.s. military has unveiled its new f-35 fighter jet. hundreds of people gathered yesterday in glendale, arizona for a fly-over demonstration, designed to show off its capabilities. that jet is part of a plan to

phase out the military's 18 f- 16s and a-10s. eight other countries are buying the same jet. their pilots were also train at luke air force base in arizona. >> critical tuesday. we can't modernize our current aircraft enough to compete against what the russians and chinese are developing. >> 143 fighter jets are expected to be assigned to luke air force base over the next decade. the army is working to develop a test to decide the best soldiers who are fit for combat, regardless of gender. military researchers have been putting service members through a series of drills, unlike traditional fitness tests involving running and push-ups. these tests are related to actual battlefield duty. >> females should have the opportunity to do it if they are physically capable, which some females are we're finding out. >> this overall effort is about matching skill sets and attributes to the right job. >> the pentagon plans to start opening up combat jobs to women

as early as 2016. your time now, 7:17. yes, she said those words, beach weather! >> beach weather! >> rosemary is conjuring up a good forecast for us today. nice day to be outside. >> yes, mostly clear this morning from the coast across the bay and inland. most of us waking up with mostly sunny skies. we have another few minutes until the official sunrise, but i'm sure already light outside your door. giving you a look at the light start in oakland this morning. temperatures are cool, but i think we'll see a rapid rebound, now that the sun is on its way. a look here at the satellite view, vantage point to show you just how clear we are at picking up patches of fog just off the coast. that's really about it. that's how we're going to stay for today, because the flow has switched once again. the ridge of high pressure is going to be strengthening. i'm backing it up here to give you a better idea. you can see that ridge. storm track to the north, we would love to see some of that rain. not going to happen. on the flipside, we've got beautiful weather coming our way, in time for your weekend.

today, going to be warmer than yesterday by several degrees. i think we'll be 10 to 15 degrees above the seasonal average. the ridge of high pressure in place, sinking air associated with it, and just a mild offshore breeze for today. so even along the coast, we're looking at near 70 degrees with mostly sunny skies. for inland communities, warming to near 80 degrees! that's a warm day. 43 in santa rosa. so quite a different start this morning. 48 in oakland. 48 in concord. san jose right now at 49. getting into the second half of the day, areas like concord, going to be warming into the 70s. in fact, take a look at 10:00 a.m. already looking at 60 degrees in concord. by 8:00, 9:00, we'll be in the 50s. by 10:00, getting into the 60s. by lunchtime, low 70s. you can see 1:00 on there, 73. upper 70s in the forecast for 4:00. then as we slip into 7:00, still about 70 degrees. so it's going to be a mild one out there, even into the

breeze will she can'ten a bit, fog returns, and temperatures drop. still above average, though, and still dry. low 70s in the forecast for monday, tuesday and wednesday. back to the desk. well, the effort to stop tesla from selling directly to consumers could soon be making its way to new york. just days after new jersey passed its own ban, auto dealers in new york are pushing for the same action. it if approved, new york will be the sixth state to ban or limit direct sales from tesla to consumers. virginia, texas, colorado and arizona are already on that list. car dealerships say the ban protects their livelihood, but tesla calls it an abuse of power. the car maker is still expecting to sell 55% more vehicles than it did last year. it's a new program designed to help you save water. the strategy that has one water agency going door to door, looking for leaks. >> and say cheese! why taking a selfie is about to get a whole lot easier for iphone users.

. singer/song writer prince will be performing in oakland at the fox theater tonight. he announced the surprise concert late wednesday night. prince is going to be backed by his band third eye girl. tickets for the show, guess what, already sold out. and there are also reports, though, that prince could be performing in a flash mob across from the fox theater five hours before the show. rumor has it it would be at 4:00 this afternoon. daly city is trying to crack down on a new fad that has young people smoking electronic cigarettes. the mayor of daly city says he formed a subcommittee to monitor the issue of what's called vaping. he says the goal is to regulate e-cigarettes the same way traditional cigarettes already are. the mayor is also seeking a moratorium on vape stores. askts advocates for the e- cigarette say cities are overreacting.

>> i understand cities wanting to get a handle on the technology because it's been very effective, 5 million americans using it, but a city does not have the authority to ban a legal tobacco product. >> the mayor says he hopes to have new ordinances in place in the next two to four months. just last week, researchers at uc san francisco released their findings from a study on e-cigarettes. their data shows e-cigarette use has more than doubled between 2011 and 2012, among middle and high school students. researchers say rather than helping them quit, the electronic devices have increased the use of tobacco cigarettes among young people. the study tracked 40,000 teenagers from across the country. the lineup has been announced for this year's bottle rock festival in napa. ♪ >> last year, there were five days of concerts. this year, there will be three. among the artists scheduled to perform, the cure, outkast, eric church, and ll cool j.

comes home from school only to find a woman's body inside her house. the unanswered questions police still have surrounding the investigation. welcome back to mornings on 2. i'm mike mibach. >> and i'm claudine wong. police are still throughout. we'll get to the top story in a minute. but first, we want to start with a quick look at your weather. rosemary says it's going to warm up nicely today. >> yeah, some south florida us will reach 80 degrees this afternoon and near record warmth in the forecast for today. it's a good-looking start to the day. but it's a cool start to the day. 48 in concord right now. 48 walnut creek. mid-40s in livermore. antioch checking in at 56. that's one of the warmer spots this morning. heading to the north bay, we have 43 in santa rosa, 40 in napa. along the peninsula, 52 for san francisco. low 50s outside your door in redwood city. mountain view, 49. as we shift to the inland east bay, temperatures in the mid- 40s for san ramon, 47 lafayette and 57 right now in pittsburgh. 50 degrees for you orinda.

a bit of a cool one this morning, but a quick rebound as we get into the second half of your morning. then by lunch hour, widespread 60s to low 70s in the forecast for the lunch hour. if you're going to the st. patrick's day parade for the afternoon today, in the 70s in san francisco. 62 by 11:00. then san francisco topping out in the low 70s. so again, by the 9:00 hour, 50s in the forecast. 60s to low 70s for lunch hour. i'll leave with you a look at your afternoon highs for today. upper 60s at the coast and we've got near 80 degrees expected in some of our inland locations like antioch, livermore and morgan hill. when i come back, i'll have a look at the second half of your weekend and advisory for our local beaches, coming up. and back to the developing news of the first homicide in castro valley this year, more than 15 hours after a 911 call, crime scene technicians remain at the scene. this is a live picture from just outside the house on stanton and carlton avenues. that is where the body of woman

was found yesterday afternoon. investigators have been going in and out of that home throughout the morning. the alameda county sheriff's office has set up a mobile command center and crime lab. investigators tell ktvu a couple and their two daughters live there. they say the children, ages 14 and 8, are safe. authorities are not commenting about the father or whether the mother is the woman who was killed. neighbors say the homicide is a complete shock. >> they came back from work, just saw a lot of policemen all over. they said something happened, but they don't have any complete story. they don't know facts yet. they just told us something happened. >> neither the victim's identity or her specific injuries have been released. ktvu's katy utehs is outside the home this morning gathering new details. she'll have a live report updating the investigation, coming up at the top of the hour. there is new information regarding the investigation into the missing malaysian airliner. authorities are now taking a

second look at everyone on board, specifically the captain. want to show you pictures of his home in kuala lumpur. police have searched the premises this morning. they won't say what they are looking for or whether they found anything. i guess we won't have those pictures there. this is video of the crew searching the waters. investigators say someone deliberately disabled the plane's communication system. a source says officers have been posted outside the captain's house all week. the 53-year-old pilot began working for malasia airlines back in 1981. more information is coming out about a middle school sexting scandal in contra costa county. the investigation dates back to october, with redwood police going through confiscated cell phones of dozens of students. >> i think as adults, we all have the responsibility to continue to remind children that their online interactions have real life consequences.

>> district administrators have sent a letter to parents about the incident. the students attend adams, bristow, and edna hill middle schools and excelsior middle school in byron. we're told students exchanged inappropriate pictures and were disciplined. investigators say one teenage boy used a girl's lewd photo to bribe her into a sexual act last week. he could face criminal charges. other school districts in the bay area say they have also had to deal with students sexting one another. the school tackles the issue through group discussions and peer-to-peer discussions. >> i tell them, you learn from your mistake. obviously, you wish you wouldn't have done it. don't do it again. >> would you be comfortable if your grandma saw this? would you be comfortable having a billboard out on the street and having everyone see this? >> police have gone to the schools and held presentations about the dangers of social media. dozens of students and parents came together yesterday to rally in front of a mill

valley school after three math teachers were fired. [ cheers & applause ] >> protesters could be seen cheering and waving signs outside the high school before classes started for the day. they say they were protesting the school board's decision to fire three math teachers, after the teachers refused to adopt a new teaching program. >> we're told by the members of the board that it's totally voluntary, whether or not to use this program. but it's really fishy that these teachers who didn't want to adopt a program are the ones that are out. >> the district is denying any link between the firings and the program, called new tech t. a major pot bust in sonoma and police are giving all the credit to a k-9 officer. dickey is a 2-year-old certified narcotic sniffer. the dog alerted the police to the drugs on thursday night,

sniffing out 50 pounds of the processed marijuana in the trunk of a nissan altima. $14,000 in cash was also found. the driver of the vehicle now faces several charges, including possession of marijuana for sale. the attorney for a san francisco man accused of shooting and trying to run over two police officers says his client is being made a scapegoat. police say they opened fire on 50-year-old jeffrey ruano when he tried to back over them last saturday. one of the officers was wounded, but it is still not clear if the officer's partner or ruano shot him. yesterday's arraignment was denied after the public defender told the court that police have not given him all the evidence. >> the he's being made the fall guy for the officer shooting the other officer and detracting the situation away from that. and mr. ruano is being blamed for this. i think the evidence will show that he clearly didn't assault anyone, didn't shoot anyone. >> he is being held on $500,000 bail, due back in court on

tuesday. ube is expanding insurance coverage for drivers. the san francisco-based company will now offer auto insurance for drivers who have not yet picked up passengers. the change comes just a few months after a crash that killed a 6-year-old girl. it includes coverage of up to $50,000 for bodily injury to a single person, if there's no passenger inside. an attorney for the girl's family says the announcement is nothing more than a public relations move. >> to say that someone's life is worth $50,000, when they are 10 feet away from being picked up by a ride but somehow worth a million dollars when somebody is in that car taking a ride is ridiculous. >> the policy change comes as uber is competing with cabs and struggling to appease regular lairts in cities around the nation. starting this weekend, there is a new way to get around san francisco. a new water taxi service is debuting around the bay and it's a first for the city.

>> trolleys and taxis, pretty convenient. >> reporter: until now, you couldn't do this. >> let's fire this puppy up! >> reporter: this is san francisco's first-ever water taxi. several months ago, the port put out a request for bids. >> believe it or not, as established as our bay is, we have never had this service in the bay. so we're literally inventing it from scratch. 600 companies expressed an interest. there were four finalists. and we're very fortunate to get the final contract. >> reporter: it's a lot like the hop-on, hop-off tour buses you see in the city. but this isn't just for tourists. the hope is locals will try it, too. >> i would say the boat probably moves a tad faster than what we walk, but, again, it's a lot prettier ride than walking crowded sidewalks. >> reporter: the service starts this weekend. you can hop on or hop off near at&t park, at pier 1 1/2 near the ferry building, and at the

. salvation army store in sonoma is closed this morning after a woman crashed her car into the store yesterday. the woman says her foot slipped. she had minor injuries. the person inside the store was also hurt, after falling on merchandise. the store is expected to reopen sometime next week. new york firefighters believe the basements of two apartment buildings may help them find what set off a deadly explosion. the wednesday morning blast killed eight people and flattened two buildings. crews are now clearing the debris to try to gain access to

. the fulsom dam has a new flood gate that will be used to prevent future flooding. the gate came all the way from washington state. a truck driver slowly transported it thursday night. it is one of flood gates that will be part of a new spillway constructed at fulsom dam. >> the existing dam didn't have the ability to release enough water when needed to avoid being overtopped in the event of a significant mega storm. >> the army corps of engineers says the spillway will allow the dam to drain the reservoir before any major flooding. the project is scheduled to be finished in three years. two members of the tuskegee airmen will be honored today in alameda. they are among the first african american pilots that flew for the military during world war ii. there will be a special presentation, then a meet and greet. the event starts at 1:00 this afternoon on the uss hornet. jack london square is hoping for a big boost in business when a new dining and

can tell you is within the last hour, detectives cleared the scene here, removing the mobile command unit. however, there is still a deputy on scene, keeping people away from the home, and there is also what appears to be a cleanup crew still inside. detectives worked through the night, collecting evidence at the castro valley home where a woman's body was found yesterday around 4:00 in the evening. the sheriff's office has confirmed the victim is a family member, but they are still working to determine how many people lived in the home. neighbors tell us it was a husband, wife, and two daughters, ages 14 and 8. the 14-year-old was seen talking with investigators yesterday. neighbors are left wondering what happened. >> i'm shocked and scared at the same time, you know. how could this happen to our neighborhood? >> this home is at the corner of carlton and stanton. an autopsy is scheduled for monday. at this point, detectives have not said how the woman was killed, but they are treating this as a homicide investigation.

other neighbors told us they heard arguing at the house earlier in the day. both of the young children have been accounted for. deputies have not named any suspects at this point. now, we will continue checking with investigators this morning to see if they are ready to release any more information. but again, autopsy is scheduled for monday. live in castro valley, katy utehs, ktvu channel 2news. new information now in the search for the missing malaysian airliner. the investigation is now shifting back to the crew and passengers on board. malaysian officials say communications from the jumbo jet were deliberately turned off. the last confirmed signal between the plane and a satellite came more than seven hours after flight 370 took off from malasia last saturday. airline officials say the plane had enough fuel to fly for eight hours. evidence is consistent with someone acting deliberately from inside the plane and that the disappearance is no

accident. >> despite regional reports that the plane was hijacked, i wish to be fairly clear we are still investigating all possibilities as to what caused flight 370 to deviate from its original flight path. >> malasia is stopping its search in the south china sea, where air traffic controllers lost contact with the plane. the new search will now include thailand, indonesia, and the southern indian ocean. radar shows the plane climbed to 45,000 feet, then quickly dropped to 23,000 feet. investigators suspect the boeing 777 may have crashed into the indian ocean. one of the 239 people on board was a graduate of usc. 27-year-old jao zing, who also went by the name joy, began working for shell oil in beijing last year. she earned a master's degree in petroleum engineering at

in serious condition this morning. tomorrow marks the second anniversary of the disappearance of sierra lamar. the 15-year-old girl vanished while walking to a schoolbus stop near morgan hill. she was a cheerleader at her high school. as they have every saturday morning since her disappearance, a group of dedicated volunteers will fan out this morning to look for her. prosecuters have charged 22- year-old antolin garcia-torres with kidnapping and murder. he pleaded not guilty last month. lamar's friends will remember her tomorrow by dedicating a bench in her honor. it wraps around a tree at washington high school in fremont, where sierra spent her freshman and part of her sophomore years before moving to the morgan hill area. friends say this year is significant, because it would have been her senior year of high school. there is a plaque that reads in part, dedicated to sierra lamar and in the memory of all missing children. tomorrow's ceremony begins at 11:00 a.m. happening today, republicans from all across california are in the bay area for the state gop convention.

many republicans say there is a lot of positive energy following the party's recent victories in fresno, mendocino's mayors race. this year's theme is rebuild, renew, reclaim. organizers say the group is using the convention to help redefine the party for the future. >> rebuilding is where we are in our party right now. we've got a couple of tough election cycles over the last couple of elections and so we are focusing now on building back up our bench and winning some victories in 2014. >> condoleezza rice, former u.s. secretary of state, will be speaking to party faithfuls at noon today. south carolina governor nikki haley will be speaking next week in san francisco. about 50 sonoma county inmates will soon be transferred to santa rita jail in alameda county, part of an effort by the sheriff's office to ease the load of overworked jail deputies. according to the press democrat, correctional deputies have worked an increasing amount of overtime in recent years because of short staffing brought on by layoffs and budget cuts during the

recession. while 50 inmates will be transferred to begin with, the deal with alameda county authorizes up to 100. police say a man who robbed a woman at an atm in daly city is responsible for several other similar robberies throughout the bay area. police say he also robbed people in fremont, pleasant hill, and newark. surveillance photos in daly city show a masked man forcing a woman to make withdrawals on thursday, but he then takes off his mask. as you can see there, he is in full view of the cameras. police say that is the same man who was caught on surveillance video robbing a woman last week at a fremont atm. >> but i mean, it's open and it's bright out, so you wouldn't think anything would happen. >> police say the man was seen driving a red toyota corolla with utah plates. the san francisco police department is stepping up its traffic enforcement. police chief greg suhr says officers have written 50% more traffic tickets this year compared to last. he says the department is trying to cut down on the number of deadly accidents between cars and pedestrians. according to the chief, the main reasons for those accidents are drivers who run

red lights, drivers who don't stop at stop signs, and drivers who speed and cut off pedestrians crossing streets. the funding plan for the golden gate bridge suicide barrier is almost within reach. bridge officials say the golden gate bridge board could see a funding package as soon as may. the mat written independent journal reports the bridge district is applying to the state for highway funds to help pay for the $66 million project. bridge officials say the cost is so high because the barrier would be put on both sides of the 1.7-mile bridge and would take more than two years to build. happening today, downtown san francisco decked out in green. it's the 163rd annual st. patrick's day parade beginning at 11:30 this morning. the parade route stretches from 2nd and market streets to civic center plaza. this year's theme is a tribute to irish workers of america. with the warm weather rosemary is predicting, a crowd of 100,000 people is expected to attend. the parade does feature

. well, a helicopter crew and veterinarians came to the rescue of a stranded horse in

southern california. the horse was lifted 150 feet in the air and brought to safety after a deaning reduce fall left the horse and a woman stranded. veterinarians had to tranquilize the horse before it was air lifted. once the horse was harnessed in, it was lifted and flown about three miles before being treated for its injuries. a woman's third try at getting her driver's license did not go as planned when it ended with her crashing into a dmv office in south san jose. it happened at about noon yesterday. firefighters say the woman first rammed her car into a motorcyclist, then hit the gas pedal instead of hitting the brake. the woman then crashed into the building and hit a gas line. >> you look around for what happens in traffic and where something could, you know, take you out on a bike, but you don't expect it at a line in the dmv. >> no one was hurt in the incident, but the office had to be shut down for the day while the gas leak was handled. the office is scheduled to reopen on monday. starting next year, health insurance companies will no longer be able to discriminate

. well, this morning firefighters continue to fight a brush fire in southern california. the pine fire started yesterday afternoon in a remote area of gorman, which is in northern los angeles county. the fire has burned an estimated 150 acres and as of last night, was 30% contained. no injuries have been reported, and no structures damaged, but firefighters were waiting for first light to better gauge the

situation. meanwhile, two bay area strike teams are headed to southern california. calfire says it's a precautionary measure to help prepare for an expected spike in temperatures and increased fire danger. one engine from the sonoma lake napa district will join engines from several other area districts to make up those two strike teams. calfire says it will be careful not to deplete resources from northern california, because we are also facing dry conditions. daly city is trying to crack down on a new fad that has young people smoking electronic cigarettes. the mayor of daly city formed a subcommittee to monitor the issue of what's called vaping. he says the goal is to regulate e-cigarettes the same way traditional cigarettes already are. the mayor is seeking a moratorium on vape stores. advocates for the e-cigarette industry say some cities are overreacting. >> i understand cities wanting to get a handle on the technology because it's been very effective. 5million americans using it. but a city does not have the authority to ban a legal

call around 4:00 yesterday evening. once inside the home, stanton and carlton avenues, they found the body of an adult female. as of this morning, the body halls been removed and an autopsy is scheduled for monday. investigators have not said how the woman was killed, but tell me the victim is a family member. neighbors told us what they heard yesterday. >> i heard that there was some type of argument that occurred early in the morning and then the daughter came after school and found the mom. >> reporter: the oldest daughter was seen at the house speaking with investigators. she is 14 years old. a second daughter, 8 years old, has also been accounted for. back out here live, like we said, detectives have cleared the scene, but at this point there is still a sheriffs deputy guarding the home. there is also a cleanup crew inside. we have been approached by several neighbors asking what's going on. i can tell you we are checking with investigators, but are told that detectives do not want to release any more information at this point, but

they may release further details this morning. live in castro valley, katy utehs, ktvu channel 2news. more information is coming out about a middle school sexting scandal in contra costa county. this case actually dates back to october, with brentwood police right now going through the confiscated cell phones of dozens of students. >> i think as adults, we all have the responsibility to continue to remind children that air online interactions have real life consequences. >> district administrators sent a letter to parents about the incident. the students attend adams, bristow and edna hill middle school and excelsior middle school. we're told the students exchanged inappropriate pictures and were disciplined. one teenage boy used a girl's photo to blackmail her into a sexual act at adams middle school campus last week. he could now face criminal charges. other school districts in the bay area say they have had to deal with cases of students

sexting one another. berkeley's longfellow middle school says there have been a couple of minor incidents there, but nothing criminal. the school tackles the issue, it says through group discussion and peer-to-peer counseling. >> i tell them, well, you learn from your mistake. obviously, you wish you wouldn't have done it, so don't do it again. >> would you be comfortable if your grandma saw this? would you be comfortable having a billboard out on the street and having everyone see this? >> brentwood police say they have gone to school and held presentations about the dangers of social immediate yeah. dozens of students and parents came together yesterday to rally in front of a mill valley high school after three math teachers were fired. protesters could be seen cheering and waving signs outside the high school before school started. they were protesting the school board's decision to fire three math teachers after the teachers refused to adopt a new teaching program. >> we're told by the members of the board that it's totally voluntary whether or not to use

this program, but it's really fishy that these teachers who didn't want to adopt a program are the ones that are out. >> the district is denying any link between the firings and the program, called new tech. the attorney for a san francisco man accused of shooting and trying to run over two police officers says his client is being made a scapegoat. police say they opened fire on 50-year-old jeffrey juano when he tried to back over them last saturday. one of the officers was wounded, but it's still not clear if the officer's partner or ruano shot him. yesterday's arraignment was delayed after ruano's public defender said the police have not given them all the evidence. >> he's being made the fall guy. mr. ruano is being blamed. i think the evidence will show that he clearly didn't assault anyone, he didn't shoot anyone. >> ruano is being held on $500,000 bail. he is due back in court on

tuesday. professional dog walkers in the golden gate national recreation area will soon be required to have a permit and a badge. the new rule will apply to professional dog walkers taking out four or more dogs at one time, with a limit of six dogs. the permit and the badge will cost about $375. a federal parks spokeswoman says the rule will be in place before the summer. the future home of the san francisco 49ers is nearly sold out. yesterday, the team announced that more than 95% of the seat licenses at levi's stadium have been sold. now, the seat licenses cost fans 2000 to $80,000 apiece and does give them the right to buy season tickets. right now, the only seats left are in the end zones, corners, or the cheapest club sections. the team is now setting up a resale site where fans can buy, sell and trade seats with one another. happening now, more than 100 people are lined up outside the livermore public library to reserve a spot at camp arroyo. check out these pictures that show what the line looks like so far.

it stretches all around that building. everyone in line, hoping to register for the third annual family camp. one viewer told us she got there about 5:00 this morning to find nearly 70 people ahead of her. she says the first people started lining up at midnight. uber is expanding its insurance coverage for drivers. the san francisco-based company will now offer auto insurance who drivers who have not yet picked up passengers. it includes coverage of up to $50,000 for bodily injury to a single person if there is no passenger inside. an attorney for the girl's family says the announcement is nothing more than a public relations move. >> to say that someone's life is worth $50,000 when they are 10 feet away from being picked up by a ride, but somehow worth a million dollars when somebody is in that car taking a ride is ridiculous. >> the policy change comes as uber is competing with cabs and struggling to apiece regulate

regulators around the nation. allegations by contractors at cal trans retailiated against them when they pointed out poor quality concerns. those claims were first made at a state senate committee hearing earlier this year and were denied by cal trans. the sacramento bee reports several people involved in the quality assurance process have been contacted by police. the chp says this is not a criminal probe. bike and pedestrian path on the new eastern span of the bay bridge is scheduled to be temporarily shut down. it will be closed starting sunday, march 23rd and the closure will last about a week. crews plan to remove the old temporary onramp and replace it with a permanent connector. cal trans says it should be finished by the end of the month. new this morning, president obama says he's rewarding hard work by making sure americans get overtime for the extra hours they put in. >> if doesn't matter if you do mostly physical labor or work

50, 60, even 70 hours a week. your employer may not have to pay you a single extra dime. >> on thursday, the president ordered the labor department to require businesses to pay more in overtime to certain types of workers, who are currently classified as executive or managerial employees. jobs include shift supervisors at fast food restaurants or overnight manager at a convenience store. the president says overtime exceptions that were originally meant for highly paid workers now apply to employees who earn as little as 23,000 a year. city workers in heyward are unhappy with new pay cuts. the workers held a protest yesterday. last month, the city council voted to impose a contract that includes a 5% pay cut on hundreds of workers. earlier cuts already reduced pay by 12%. city leaders say the cuts are necessary to keep heyward solid financially, but some workers say they will have to get a second job or go to the food bank to make ends meet. >> there are many other ways to find money than just coming after the workers.

merchandise. the store is expected to reopen sometime next week. as california deals with the drought, a new pilot program could help people in the east bay save water that they may not realize they are actually losing. east bay mud estimates that system-wide, more than a billion gallons of water is wasted every year because of leaks. the water agency has been testing smart water meters that homeowners can monitor online. east bay mud says finding customer leaks is a top priority because of the drought. >> we actually kind of find it exciting, like, oh, my gosh, we can help you. we've got something. we can lower your bills. >> i love that. i'm really excited about it. >> east bay mud says the most common leaks are in faucets, toilets, and water heaters. new york firefighters believe the basements of two apartment buildings may help them find what set off a deadly explosion. the wednesday morning blast killed eight people and flattened two buildings. crews are now clearing the debris to gain access to the basements. they are checking the meters, pipes, and possible emission

restaurant fire started. the fire started about 3:00 this morning and went to two alarms and 20 minutes later, the fire chief tells us he believes the fire started in an oven. no one was injured inside the fire at the restaurant. fire units from three locates assisted in putting out the fire. a judge denied bail for one of the two men who pled guilty to beating ryan stowe. one is facing federal weapons charges for being a felon in possession of firearms. following the testimony, a judge ruled that norwood is a flight risk and a danger to the community. before that he was set to be released for time served. police say they opened fire on 50-year-old jeffrey -- when he tried to back over them last
