the investigation into a deadly hit-and-run crash takes a strange turn. good evening i'm frank somerville. >> and i'm julie haener. tonight we have exclusive surveillance video of the crime in progress. heather holmes has new information. she is live with the new images of the man authorities are still trying to find. healther. >> reporter: i have been working to find out more information about this two vehicle crash. today authorities share with me

some new significant evidence in the case. and it shows that driver stealing the car just minutes before the crash. a red honda, its driver nowhere to be found. investigators suspected there was more to this march 9 crash on interstate 880 near the oakland coliseum and now evidence to back up their suspicion. >> we're very thankful this surveillance video came forward. it's going to be huge for this investigation. >> reporter: home surveillance video was turned in. watch as the driver jumps out and puts on a hooded sweatshirt. a few moments later, he gives a sign that he started the car.

then the jeep and stolen honda drive away. >> that the point we see the mini van take off behind the jeep and the honda. a few moments later, the driver of the red honda trying to get back his car. the two collided near hagenburger road, killing the mini van driver, cao paul. >> lock your car, get low jack. not much you can do. >> reporter: authorities hope that the video will lead to an arrest in additional to charges of being in possession of a stolen vehicle. reporting live, heather holmes. now to new developments involving another hit-and-run

crash. this one in concord that we've been following all day long. tonight police have made an arrest. the suspect is being questioned at this hour. the victim was a mother of four. she was on the sidewalk when the vehicle drove up and hit her. amber lee is live. >> reporter: just a few minutes ago, concord police came out and released these two photos for me. the top is the suspected hit- and-run driver tyler neil larsson of antioch and below that police say is the pickup that was involved in the hit- and-run crash. a few hours ago they were able to track down both in antioch. police arrested the antioch man. the victim yolanda tosquerino the father of four grown children had been living on the

street and sometimes with friends. testorino's family gathered at the crash scene this afternoon. >> just come out here wanted t it's hard. >> reporter: tosterino u w-z struck and killed thursday along willow road as it curves on fifth street -- tosterino was struck and killed thursday. >> i kneeled down and held her hand, i prayed with her. >> reporter: there's been 10 accidents in 13 years. still city engineers say that's not cause for a change. but residents disagree. >> we need something here to protect the pedestrians that are out here. >> reporter: despite struggling

living on the streets, tosterino kept in touch with her children. >> she always used to call me. i am no longer going to get that call. it's going to be hard. >> reporter: the family have not heard from police but they are happy to hear there's been an arrest. amber lee, ktvu channel 2 news. we now have a picture of the east pay woman killed in her home last week as authorities pressed ahead with the search for her husband. late today, we received this photo of the victim 45-year-old yunni zhang. she was shot to death by her 14- year-old daughter after school last friday. police have issued an arrest woman for the woman's husband. investigators say he should be

considered armed and dangerous. the fairfield man accused of biting off part of his infant son's nose receive appeared in court today. the 18-year-old father faces charges. when he was arrested last thursday, police say cooper was upset that his son tajon would not stop trying. angel -- angelica, the baby's mother says she wasn't in the room when it happened. doctors tried to reattach the baby's nose. doctors don't know if the surgery was successful. joshua cooper remains in jail tonight on $750,000 bail. more fall out this evening from a beef recall involving a slaughter house in the north bay accused of selling meat from cows that had cancer.

on dui saturation patrols tonight. >> public drunkenness, keeping people safe on the streets tonight. >> reporter: an alarming eight of 10 drunk drivers are involved in deadly dui accidents that happen on st. patrick's day tested twice the legal limit. last year they reported a 28% jump in dui arrests. this weekend one officer showed how effective dui patrols can be. >> this weekend alone we arrested six people for driving under the influence. >> reporter: a night that includes green hair and green beer, and sometiming using a few green backs to get home safely. >> reporter: in case you're wondering, san francisco police tell me they're going to be out there on those dui saturation patrols until the end of the day today.

stabbing of a man. >> i'm really sorry for all of this. i wish it didn't happen. >> reporter: his apology comes too late for the family of 16- year-old diaz. the student was stabbed last night near a baseball field at the park. diaz died at the hospital shocking his family and sharp who was holding the knife. >> i swung but i thought i hit air. come to find out i actually hit a person. >> reporter: but was it murder or self-defense? sharp lives on the streets and carries a knife for self- defense. sharp says that he didn't use it until diaz and his friends started attacking him. diaz friends and family are devastated. >> i would like to know how

are you in? an elderly woman is in the hospital tonight after being badly burned in the san ramon house fire. it happened this morning on scarborough place. two men smelled the smoke and ran into the house to rescue the elderly woman. investigators are still trying to determine the cause. police are asking for help after they found out that a fire that ripped through a home was intentionally set. they say who whoever set the fire also likely stole an audi. firefighters say the home sustained extensive damage. investigators are now looking for a light blue 2003 audi a4 with license plate 5hjm491.

anyone with information is asked to call mountain view police. an unusual lawsuit is being filed against cross fit. a personal trainer from the bay area who is legally a woman wants to compete in the cross fit competition. cross fit has told her if she wants to take part she will have to compete against men not women. >> reporter: chloe started lifting weights after an accident. >> just started appreciating walking. i started getting into athletics. >> reporter: but the los gatos personal train s-g now sue -- personal training is now suing cross fit.

2 investigates millions of the gallons of water that is going to waste in santa clara and it's not the first time. the customers are questioning why now. why in the midst of a record breaking drought when every

drop of water is considered precious. ktvu's robert handa explains what's behind the water dumping move. >> reporter: santa clara in the midst of dumping 3 million- gallons of water. about a million gallons a day every day. the county clear it is water due to concern of contamination. we first discovered the city dumping 1 million-gallons a week ago and now more is being dumped. >> at my home we're watching the water. >> from the financial standpoint it wouldn't make sense. these are very separatic discharges. that only occur once in a very, very long time. >> reporter: but some say that's the point. these are not normal times. >> in the middle of a drought i think their priority would be finding a way to recycle this water. >> reporter: santa clara has a

system that distributing 3 million-gallons of recycled water to landscaping customers. >> are you able to use this water you're flushing out of the well for that. >> no because the pipelines that distribute that water are a great distance away from where the wells are. >> reporter: some people say they're skeptical of how hard they're trying. >> the guys that are holding the water and charging it won't save water, where's the motivation for the rest of us? >> reporter: some residents will get even more frustrated since the flushing of the well is expected to go on until wednesday. the city is asking anyone with concerns to call the water department directly. in santa clara, robert handa, ktvu channel 2 news. silican valley entrepreneur un says he is giving up his attempt to get voters to approve a hike in the minimum wage. un wanted to raise the minimum wage to $12 an hour. he argued it would boost the committee and allow low wage

workers to cut their dependency. he argued that he is not as wealthy as people may think. and there's a battle to fly the chinese flag at the city council. why some say it's an idea that won't fly. ken wayne has the story. >> reporter: there are three poles, one for the u.s. flag, the state flag and city's flag. some would like to lower the city flag and fly foreign flags, for example the chinese flag on special occasions. there was a protest today against the idea. the protest was silence but the signs and images of those who died in oppression sobering. these people support thibet and certainly not a chinese flag

now say they think it was the co-pilot not the pilot who spoke the last words saying goodbye to ground traffic control. and another change, malaysian officials now say it's not clear whether those last words came before or after one of the plane's tracking devices was switched off. investigators are also looking into the possibility that the crew on the plane was involved as well as possible passengers and air traffic controllers. >> i don't think this was done by one person. i think that whoever it was doing this had happen on the ground and in the air. >> reporter: the plane created a ping on a satellite and may have flown for seven hours after it lost contact with ground control. a new search area is a vast one stretching from kasaksthan to the southern indian ocean. investigators announced a recall on top of another one. the three recalls cover 3 million vehicles and will cost

to syria via the united states. president obama announced new sanctions against a number of russian officials and threaten more for interfering in crimea. the sanctions come after crimea announced voters overwhelmingly approved seceeding from ukraine. >> we will continue to make it clear to russia, that nothing will set to diminish its place in the world. >> reporter: the vote was celebrated with fireworks in crimea's capital. and putin signed a decree recognizing crimea as a sovereign and free state. but russian forces in crimea

an understand cover sting operation led to 500 arrests around california over the weekend. as claudine wong reports it was all part of an effort to arrest adults who buy alcohol for a minor. >> reporter: this man did not deny buying alcohol for a minor. he was arrested during what's called a shoulder tap operation. where a teen decoy stands outside local businesses and buy alcohol for teenagers. it all happened as undercover officers wait. >> hopefully they will say no. but if they say yes and go inside and buy beer for them. we will arrest them. she just got her third denial. we just got a third refusal.

>> reporter: this man refused later telling us he said, what you're doing is wrong. >> reporter: but then a man moves in. this was the largest shoulder tap operation. all cerrito made one arrest. >> i think it's higher than what the state average is. but i think it's still successful in a sense that we still have 15 people that said no sorry i'm not going to furnish alcohol to you. >> reporter: for those who say yes the penalty can be stiff. >> that's pretty high. >> the minimum is $1,000 fine. plus 24 hours of community service. >> reporter: police say they are trying to send a message that giving minors alcohol only leads to problems of addiction and dui. this man though was unapologetic. >> i'm not going to buy it for them obviously because i have to deal with this.

>> reporter: the state only does the sting operation once a year. but they already have plans for local operations in the works. claudine wong, ktvu news. this is the third time the operation has conducted nationwide. in 2013 the number rose to 506. this year authorities made 536 arrests. 122 of those citations and arrests were made here in the bay area. a first for the california assembly which named a new speaker today. san diego democrat tony adkins will become the first lesbian to lead the assembly. she will also become the first woman from san diego to hold the post. adkins was elected to the assembly four years ago after serving eight years on the san diego city council. she's expected to be sworn in later this spring replacing john perez. a light earthquake rattled

parts of los angeles today. >> oh my goodness. that's an earthquake. >> yeah. >> and that's a big one. >> reporter: as you can see it caught this news crew off guard at our sister station. it struck around 3:30 this morning. you can hear it as the quake shook the cameras. meanwhile at ktla the anchors dove under the desks to protect themselves. we've got temperatures today they were in the 60s and 70s. much cooler than they were 24 hours ago. we had numbers yesterday in the 80s. today we were a good 10 to 15 degrees cooler. 71 in santa rosa. nice day though. it was windy. a lot of winds. more winds tomorrow. should produce slightly warmer daytime highs. if jet stream is doing this. it's going right over the top. no rain, anything.

we're under the ridge of high pressure. a bit of an on shore flow and that's going to create patchy coastal fog. there was fog this morning. but tomorrow was a little less wind. i suggest we might see a little bit of patchy fog. outside temperatures are in the low 50s now. it's going to get cool because it's not as windy. no clouds. it's clear, cool and a little breezy out there. the air quality is really nice. great visibility, the extended forecast not much of a change. here's how it's going to go. temperatures as we go into tomorrow are going to warm a couple of degrees. then as we go into the end of the week, they're going to cool a couple of degrees. so we'll see how that echoes. you're in san francisco as we go into tomorrow's forecast. in san jose it's 55 degrees. in san francisco we're going to
