has reopened to public. but roads had been closed for up to two hours after the shooting. a neighbor told me she heard sirens as she was preparing dinner. >> two shootings. two bullets. i heard two shootings. then after that it just went chaos. >> reporter: the two shots the neighbor heard was from a deputy opening fire on a driver who had stopped on espirian on grant after leading deputies on a chase a few miles away. >> it appear it is deputies used force safety and shot at the suspect. the suspect moved his vehicle in the direction of the deputies. >> reporter: a short while before the shooting the driver had led other sheriff deputies on a chase on sherry lane. deputies had tried to pull the driver over but the driver had taken off and the deputies lost sight of him until the deputy involved in the shooting spotted the driver and opened

fire. >> the suspect was struck in the bicept. >> reporter: the suspect drove off again but they caught up with him when he tried to escape on foot. >> are you ready to release his identity? >> no that's still under investigation. we believe the suspect is a suspect from a 2:45 stabbing in hayward today. >> reporter: the shooting was unsettling to neighbors because they say this neighborhood is usually quiet. the deputy involved in the shooting has been with the alameda sheriff department for seven years. as standard procedure we're told he will be placed on paid leave while the incident is being investigated. live in san lorenzo, amber lee. a confrontation in pacifica tonight between police officers and a man barricaded inside a home ended with a flash bang grenade and gunfire. >> pacifica police have not yet issued a statement but those at the scene say it appears the

man inside the home is dead. it's not clear why police were called to the home someone who works at a near by business tells us the man had some sort of emotional problems. after a long stand off at the home, something triggered officers to fire into the house. we'll bring you more on this story as details become available. authorities say they are looking for more suspects tonight after at least eight men were detained during a raid in east oakland. oakland police and fbi agents descended on a house on 90th avenue near bancroft this afternoon. they issued a warrant. officers say they're part of an ongoing effort involving illegal weapons and narcotics. one neighbor told us she never noticed anything out of the ordinary at the house that was raided today. >> it's pretty quiet. there's no gunshots where as around the corner you hear gunshots. but there's never been no problems here at the corner. >> while the raid was going on,

police put a near by school on lock down as a precaution. federal agents say that a man was busted. 14 arrests this morning in washington, d.c., among those facing charges is 25-year-old an gah of fremont also known as michael gah. investigators say he and the another suspects exlloyded 250 victims most of whom were boys 13 to 14 years old -- exploited 250 victims. >> they had created videos where they were posing as females and they got the men into do i think various online things. >> reporter: incredibly two of the victims were younger than 3 years old. authorities say 27,000 members subscribed to the videos and there will be more arrests as the investigation continues. popular e cigarettes will soon be treated as the same as

tobacco cigarettes. the ordnance is going for a vote next week. opponents say lawmakers don't understand the need for a smoke free alternative to tobacco. there were fireworks at the richmond city council meeting tonight where a minimum wage hike is being proposed. before city leaders could take up the issue the council chambers had to be cleared and the meeting halted. ktvu's heather holmes is live in richmond to explain what led up to the unusual action, heather. >> reporter: this meeted had just started and people were talking about a gm project. that prompted a cheer in the crowd, the mayor asked them to settle down then this happened. that's an officer telling everyone to get out. council members did indeed get

more energy efficient. the next month the city will hold various public workshops and a session on the environmental impact report. three young men are being credited for saveing the life of a 90-year-old woman. they saw a house on fire and rushed into action. but those heroic efforts will also lead to suspension. >> reporter: three young men forever tied together. three students say they were in a car near by, saw the smoke and went to the house. >> it was all burning so much black smoke. it was something out of a movie. i've never seening in like that. >> reporter: they went to the backyard and saw a 71-year-old woman and walk her to the front but her 94-year-old woman martha hall was inside.

they went to the front and saw a neighbor, bob smith who had pushed open the front door. >> they just came right up there. kind of told me to get out of the way. and i got out of the way. >> there was so much smoke it was overwhelming. we turned to the right and we see an old lady sitting in the chair with her dog leash and the dog right underneath her in the chair. >> he and peteing pushed the chair over. and we carried her out. as i was carrying her out, she kept telling us she was burning. that kind of freaked me out. i just kept saying, you're not burning, you're not burning. >> she could not have lasted more than a minute and a half. >> reporter: the young men say they were not afraid they just did what was right. >> it was scary now that i think about it but in the moment i wasn't thinking at all. it was just, got to help the lady. >> to be there for someone else. looking out for people. >> reporter: the dog that was inside is doing fine. now the young men are receiving

much attention but there is one glitch, apparently when the boys drove to the fire, they were supposed to be in class. so in addition to all the praise they are receiving they also say they face detention. in san ramon, rob roth, ktvu channel 2 news. rescuers used a pair of helicopter to bring a hiker to safety at allen park rock. the helicopter perched the woman where she fell. a life flight chopper took her to regional center for treatment. we're told that woman is expected to survive. the mega millions web page says two tickets had the winning numbers for today's jackpot worth about $400 million. this is the third largest jackpot in the history of the mega millions game. all you had to do to win about $400 million was pick six numbers. tonight's winning mega million

new video into the channel 2 newsroom tonight. a bicyclists was critically injured in a collision with a car in oakland's montclaire neighborhood. it happened just off mountain boulevard. the cyclist was taken to the hospital. police are not releasing any information about the circumstances or driver involved. a man hunt is over for a castro valley man accused of shooting his wife. lee surrendered to police at cal state university east bay in hayward. the body of his wife 45-year-

old was found at the family home in castro valley last friday by their 14-year-old daughter. lee now faces a murder charge. you may not realize it but your car may be collecting a wealth of information about you. it can tell not only able how you drive but also where you drive and potentially where you shop. so who controls all that data? new at 10:00, ken pritchett live in oakland to tell us about a new law that would put that data in your hands, ken. >> reporter: this bill that was announced targets one in five cars made today so called connected cars that gather lots of data and can send that data electronically to automobile manufacturing. the bill author says we as the owner of those cars should be able to control who get that is data. but others say they have other motives. keyless start, rear view cameras, the list goes on and on. much has changed with our cars, they are computers on wheels.

information in our cars without our authority. >> reporter: he is trying to choose who get it is data. >> we can choose to direct it to third parties or not to let third parties have access to it. >> reporter: that says auto makers is what the bill is really about. not privacy, not security, but third party access. >> we don't understand what the need for this bill is. but it points us back to obviously a way for insurance companies to fine out the data they want to use. >> the bill is supported by aaa here in california. the bill will likely have a significant fight ahead as policy interests face off, auto makers and insurance companies. ktvu channel 2 news, ken pritchett. a member of the hell's angels who shot and killed another member of that club pled guilty to involuntary manslaughter for fatally shooting steve townsend. it happened in 2011 while the two were attending a funeral in

san jose for another club member. the shooting was captured on surveillance video. ruiz is expected to be sentenced to three years and eight months in prison. a san francisco man pleaded not guilty today to charges of trying to run down two police officers. 50-year-old jeffrey ruiado was arraigned on charges of using his car as a deadly weapon. in an incident last monday that ended with a police officer suffering with a gunshot wound to his upper arm. ruiano's attorney says the bullet was fired by the officers partner. san francisco police say they haven't been able to locate that bullet and at this point ruano is not been charged in connection with the shooting. san francisco is in a constant and expensive battle to clean up graffiti. now new tactics are being looks at to go after the taggers. david steven son tells us it would hurt the taggers in their wallet. >> reporter: workers today scrubbed and painted up

graffiti part of a never ending battle against vandals. it cost taxpayers at least $19 million a year. >> they tag it, we abate it. it's like a game of cat and mouse. >> reporter: lee today announced a new plan to tackle the problem. it includes streamlining how city workers report and share info on tagging. >> we're going to revise the park code to ban the possession of spray paint, etching tools and flat tags in any city park. >> reporter: business owners usually pay to cover graffiti. a lighter burden of proof than criminal cases is considered. >> now we go after the perpetrators rather than the victim themselves. >> reporter: victims such as larry matthews he says he spent $50,000 cleaning his three buildings last year. >> what is it like for you to clean it up and see it come back? >> it's frustrating as hell.

a water main break in oakland closed a school today and left an entire neighborhood without running water. the break happened last night at 46th street and walton avenue. east bay mud crews had to dig carefully to avoid underground power lines. water service was finally resumed about 1:30 this afternoon. at this hour the oakland city council is hearing public comment on a proposal to close what ten tenant advocates say is a loophole that allows landlords to drastically raise rents. the council is now considering a proposal that would limit the amount a landlord can pass on

to just 10% of the cost of capital improvements. fremont police are investigating a series of burglaries all in the same part of the city. some occurring just hours apart. as ktvu's allie rasmus report it is crimes now have the attention of neighbors who are considering a new plan of action. >> reporter: you could see a metal plate covering the splintered plate of this home on cherry avenue. this is where one week ago a burglar kickeded in a door in the middle of afternoon and stole an undisclosed amount of cash from the house. >> this is not like the old days where we used to take care of ourselves. >> reporter: carol was home when it happened and didn't hear a thing. >> i felt really bad that i was not vigilant enough to catch anything. >> reporter: the burglary here was one of six reported to fremont police in the same day. four of them happened within a few hours tuesday afternoon. >> it's definitely unusual to have four in one day. >> reporter: police aren't sure what is behind the string of break-ins and they're not sure if the same people are behind

them. the rash of burglaries is unusual because it seems to buck the trend. >> for the most part the burglary rate in fremont has come down. >> reporter: burglar rates in fremont were down 30% from last year. but police say when it comes to protecting a neighborhood the best defense is communication. >> we will go out, take a burglary report and find out that a neighbor saw something suspicious early in the day and didn't report it. >> reporter: the burglar pried open a back window and took off with the homeowner's safe. the only good news is that it's making these signs seem relevant vent again. >> - - relevant again. >> i think it's time that we get a neighborhood watch again. >> reporter: anyone who is interested should give fremont police involved and speak to someone in their community

across crimea people were seen celebrating. some people saw what happened today as a homecoming. as for ukrainian residents, they have a month to decide whether they want to return to ukraine or become russian residents. armed gunmen stormed the base and that's when the shooting started. a ukraine soldier and member of a local self-defense brigade died. ukraine's prime minister blamed moscow for turning the political dispute into a military conflict. president obama awarded medals of honor today that he said were long overdue to 23 veterans all of which had been overlooked due to prejudice.

won a court victory. google is fighting claims that it illegally scanned private e- mail messages to show users advertisements. the judge ruled today the case will not be given class action status. google has denied doing anything wrong. the company claims users agreed to have messages scanned when they signed up for g mail service but the judge has already rejected that claim. temperatures today slightly warmer than they were yesterday. and they're going to be warmer again tomorrow. take a look at the numbers we had. we had temperatures back into the 70s. very similar to yesterday. but just a little bit warmer in many locations. you see the 76 in antioch. 71 in livermore. weather systems staying to the north of us. those weather systems are basically set up to the jet stream well up there. so we're high and dry for quite some time. out in the avenues of san francisco, we have no fog to speak of this time.
