a quiet community. the city of richmond could soon have the highest minimum wage in california. we'll tell you about the city council vote that happened last night and what this will mean for workers. stepping in a hot battle between hand lord and tenants. the late-night decision. overall, a lot of sunshine. clear skies. cold for some. not too bad in san francisco. we'll go 70 for a high. temperatures will cool down. the reason being we still have a hint of an offshore breeze. 38 pacifica. fairfield is holding on. it's a little cool for some. the nights are getting much warmer. sunny and warm. a little breeze some of the higher elevations. 60s and 70s. temperatures, mainly 70s. coast and bay. good morning. we're looking at a commute that's not too bad but is certainly slow in many areas. let's take a look at the bay bridge toll plaza. traffic is backed up here. the drive time is 30 minutes with most of that time he waiting at the -- most of that

time waiting at the toll plaza. this is highway 4. we have slow traffic from antioch all the way to concord. highway 4 is slow all the way to the willow pass grade. 580 has been a mess because of the earlier problems on the dublin grade. if you are driving over to castro valley, if you cho add time that would help you out. 880 is getting slow. back to the desk. we are following developing news out of san jose. for the second day in a row, police are investigating a homicide. this is the 10th so far this year. it hatched right in the -- happened right in the heart of downtown snra. janine de la vega is right near the crime scene where the police investigation is still going on. >> reporter: yes. it's still very much an active scene in downtown san jose. you can see the police activity down there on st. john's street near second. that's where there is a body of a man lying there in the street. we know that the man suffered

from at least one stab wound. this all happened across the fleet from st. james park. that's air ania where we've covered other stabbings in the past. here's what we know about the case. just about 3:00, there was a worker pressure washing the street. he spotted the man lying on the ground. that worker called 911. officers say there was blood around his body. he determined he was stabbed. officers started to canvass the area looking for witnesses and for camera footage that could have captured what led up to this murder. homicide detectives are collecting evidence. a police spokesperson arrived on the scene. czar gent heather rand -- sergeant heather randall. any updates? >> homicide investigators are investigating what happened. they are looking for witnesses

who may have seen some sort of altercation or some sort of event that precipitated this homicide. it's in the downtown area. probably at 2:30 in the morning. if anyone did see somebody we encourage them to contact our homicide unit. they are trying to piece together what happened and look for any evidence or potential witnesses. >> reporter: do we know if that man is a transient? >> we don't know. he's an adult male. we don't have specific information. >> reporter: okay. thank you. no suspects have been identified. no one has been arrested. reporting live from san jose, janine de la vega, ktvu channel 2 news. happening today, a castro valley man accused of killing his wife is due in court to face a murder charge. we broke this story yesterday on "mornings on 2." 45-year-old feng mi surrendered to police after a four-day

manhunt. investigators say his wife abody was found by their 14- year-old daughter last friday. now the teenager and her 8-year- old sister are in protective custody. investigators say the couple had a history of domestic violence. the san francisco man accused of trying to run down two police officers is tu in court today. 50-year-old jeffrey ruano pleaded not guilty yesterday. now, he's charged with using his car as a deadly weapon to assault a police officer. he's also accused of possession of ammunition by a felon. he was involved in an incident last week that ended with a police officer being shot in his arm. still not clear who fired the shot. ruano is not charged with the shooting. now, today's court appearance is to set a date for a preliminary hearing. a man is recovering from gunshot wounds this morning after he was shot by an alameda county sheriff's deputy. it happened just before 6:00 pge yesterday along hesperian

boulevard in san lorenzo. just before the shooting, a man led deputies on a short chase after they tried to pull him over for a traffic violation. at one point, officers lost sight of him until one deputy saw him stopped along hesperian and approached the car. >> based on what we heard from witnesses. it appeared the deputies -- it appeared the suspect moved the vehicle in the direction of the deputy. >> the sheriff's department says the deputy fired two shots. one hit the driver's arm. he was taken to the hospital and is expected to survive. the deputy involved in the shooting is on paid leave during the investigation. 7:07. last night,le the oakland city council threw its support behind how much it can limit landlords raising rents. under the agreement they won't be able to raise rent more than 10% a year to cover costs of

imprompt. >> tenant complained about this as a way to push people out of rent-controlled apartments. the city has to rat fi the deal before it can take effect. >> the city of richmond is a step closer to having the highest minimum wage in california. by the year 2017, low income workers could see their pay jump by more than 50%. alex savidge is in richmond this morning to tell us what this proposal means for both employees and the employers. good morning, alex. >> reporter: good morningth. this plan has not been finalized. but the richmond city council did green light a proposal that would raise the min -- minimum wage in the city. right now, the minimum wage stands at 8 -- at $8. if it does take effect, it

would increase to 12.37 an hour by 2017. last night's vote came after the mayor decided to pull the plug on a plan that would have put this on a vote to the november ballot. city leaders decided ta was time to act immediately for low wage workers where close to 20% people live below the poverty line. still, this wage hike has its critics. some worry it will deter businesses from hiring. >> it's a real issue. i think we need to do it intelligently. people need a wage increase and do it in a way that doesn't cause us to lose jobs. >> reporter: here's how richmond would stack up against other bay area cities. san francisco right now has the highest minimum wage at 10.74. san jose just behind that at 10.15 and oakland pays a minimum wage of -- the minimum

wage in oakland is $8. this needs final approval from the city council. that's expected to happen next month. we're live in richmond, alex savidge, ktvu channel 2 news. the san jose city council is looking at a new way to tackle the city's homeless problem. last night the council approved a pilot program that would help the homeless find temporary shelter in hotels. the city says there's not enough homeless shelters to take in the large number of people living on the street. and they say losing the hotels and motels would be far less expensive than building housing. but there's questions and concerns. >> how are they gonna keep the place. who is gonna be taking care of that action? >> council members will keep the concerns in mind as they

look for hotels and motels willing to take in the homeless. 7:10. a congressional committee today will hear system from central valley farmers and water officials about california's drought. a hearing by the resources committee will be held in fresno. governor brown declared a drought emergency back in jarnl. one member of the committee says he hopes the hearing will bring solutions rather than inflame partisan politics over water. last month's rain storms boosted the water supply. now the resources control board plans to allow more water to be pumped out of the san joaquin delta. who gets the extra water is up to federal and state authorities. the board said farmers should not expect much change since they were told they are gonna receive little or no water. the san francisco flower and garden show begins this

we have more details this morning about yesterday's deadly crash of a tv news helicopter in seattle that killed two people. the ntsb says the helicopter made an unusual noise before the crash when was about 50 feet from the space needle. police say the helicopter was flying for komo tv. it can stopped to refuel. it was taking ofl from the roof of the tv station when it may have clipped the building. >> walking up the street and i see a helicopter when i look up just literally come falling out of the sky. >> that helicopter crashed down onto several cars on the street where it exploded into flames. so did these cars. one man in one of those cars,

he was rushed to the hospital with burns that covered at least 50% of his body. we're hearing from friends of the two people who killed in the crash. they were the helicopter pilot and the photographer. the photographer, bill strothman, had worked in the komo newsroom since 1979. he retired from full-time work in strait but still free lanced for the station. >> my heart was shredded. he was something i had worked with for 30 years. somebody who was an extraordinary photojournalist, a passionate guy, a great friend. >> friends say gary fptitzner was an experienced. >> and i know he was doing everything he could to try to maintain or gain control of the

aircraft. >> they say it's difficult to cover a story that hits so close to home. the ntsb say it could be months before they determine the exact cause of the crash. russian forces are taking over more military bases in crimea. the russian's military is joining with forces at the basis. this follows treaty signed by president putin for crimea to leave ukraine and join russia. joe biden is meeting with eales allies and says russia is on the wrong path. >> there are reports that a ukrainian soldier was killed by a base in crimea.

republican senator rand paul will speak at uc berkeley today. senator paul was invited to address the berkeley forum which is a nonprofit group, a nonpartisan group run by undergraduate students at the university. the talk will focus on the importants of priv -- importance of privacy. senator paul topped the list of potential republican candidates in a national poll. many bay area mayors will not be at city hall today. they will be spending the day delivering hot food to the needy in the event called mayors for meals. this is mayor of jean quan at last year's event. the may, will go door to door delivering food. many are seniors citizens who are too weak. mayors for meals is organized by the meals on wheels organization. let's check in with sal.

you have a lot to talk about. i know you are focusing on the south bay. we are. we're starting other than 280 coming into the valley. now we're getting slow traffic northbound as you come up to cupertino in santa clara. it's not huge. it's not backed up all the way through downtown san jose. you will see a little bit of slowing around the corner. next time i will show you 280 what it looks like. not quite heavy yet. we're also looking at 580, we've had a crash westbound 205 reporting an overturned vehicle. chp still looking for that. we had an earlier crash on the dublin grade. the take away you need to give yourself extra time to drive from livermore to castro valley. busier than normal. 880 is slow. drive times are maybe as double in these places. 30 minutes now with most of that time at the toll plaza from oakland to san francisco.

grief stricken. they say their friend was a schizophrenic, taken care of by family. they believe what happened here last night never should have happened. >> reporter: daly city police set off flash grenades. the suspect stormed a s.w.a.t. member and he was shot and killed. his friends say he needed help and that police failed him. >> what happened here wasn't right. the cops shouldn't be allowed to just shoot people -- just --

they got bean tags, tier gas. he was trying to climb out the window. he wanted to come out. he was scared. what they did wasn't right. >> reporter: when officers arrived, the man was in the backyard, carrying an ax. they tried to change him into custody. he refused and ran into the house. police learned he may have access to a rifle an ammunition. they called in the s.w.a.t. team and evacuated the neighbors after a precaution. then officers charged inside. the injured officer was taken to the hospital with non-life- threatening injuries. the pacifica police and d.a.'s office are investigating. friends want more answers. i'm tara moriarty, ktvu channel 2 news. >> thank you. 7:34. eight people were forced to flee a late-night house fire in san francisco. the fire started around 9:00 p.m. at a three-story house on monterey boulevard near the

city college of san francisco campus. crews contained the single alarm fire to the balcony but one person was taken to st. francis memorial hospital. the red cross responded to offer shelter to the people and the six pets living there. 7:35. this morning, federal and local authorities are searching for more suspects after a weapons and drug raid yesterday in east oakland. police and fbi agents swarmed on the house on 90th avenue near bancroft late yesterday. officers detained eight men, they say they had a large amount of ammunition and three pounds of marijuana were found. a nearby school was briefly locked down during the raid. this is all parl of a crackdown -- part of a crackdown. 7:35. happening today. a suspected serial arsonist is due in a san jose courtroom to enter a plea. prosecutors say patrick william brennan intentionally set more

than a dozen fires near downnoun san jose during a five- day period in january and it includes a massive fire that destroyed a huge warehouse. investigators say brennan has a lodge history of setting fire -- long history of setting fires in areas as far away as the grand canyon. >> san jose city leaders are thanking those in the community who helped put brennan behind bars. well, police in fremont say because of several recent home burglaries, they are gonna help people launch their home neighborhood watches. someone kicked in a door of a home on cherrywood avenue last tuesday. it was one of six reported break-ins that day with four of them happening in the afternoon. police are not sure if the same people are responsible. it's a little discouraging when you think you are safe and

things like this go on around me. >> this recent spike in break- ins is bucking a trend. last year, lome burglaries went down 30% from 2012. 7:36. san francisco city supervisors are unveiling a plan to maked vandals pay for graffiti damage. the city estimates the graffiti costs tax payers $19 million a year and right now, san francisco building owners are held responsible for cleaning up the graffiti. the proposal would allow the city attorney to sue the taggers to help cover the costs. >> we're gonna revise the park code. >> any civil suits against alleged taggers would rely on evidence from police that was used to pursue criminal cases.

7:37. well, the highway a floel is joining with -- patrol is joining with caltrans to launch an anti-litter campaign. you will be seeing signs saying don't trash california. caltrans crews will be picking up litter left along highways. the chp will be watching for litter violaters. 7:38. e-cigarettes may soon be the treated the same as tobacco cigarettes in san francisco. city supervisors voted to ban electronic cigarettes in bars, restaurants and businesses after a second vote next week, it -- this could go into effect as soon as next month. supporters say it's to protect young people from smoking. critics say lawmakers don't understand the need for a smoke- free alternative to tobacco. kids are celebrating the 19th annual kick butts day. they will hold deevents --

events demanding that tobacco companies stop marketing to them. this comes as the u.s. marks the 50th anniversary of the surgeon general's report on smoking and health. 7:39. oakland plans to light up the land east of the bay bridge with bright digital billboards but critics say that's not a bright idea. san francisco's side of the bridge already has bright lights. a new eastern span mass gleaming white cables. oakland wants to install digital billboards and along the southbound connector to 880. critics say there will be eye source and traffic hazard. the city of san francisco has just sold a valuable piece of property to help pay for the new transbay transit center. the real estate website reports the city sold the 43,000-square foot lot of lond for $72

million -- of land for $72 million. the site highlighted in this area in a red triangle, it's on folsom between first and fremont. the land will be converted into a 550-foot high residential tower featuring 740 units. one san francisco hotel is opening its doors to google glass. beginning this week, the stanford court did offering a free cocktail to anyone wearing google glass. the hotel is to be the first establishment to cater to those wearing the device. the bay area is home to nine of the highest paying companies in the country. according to a new study apagea medical has the highest average

pay at $220,000 a year. the best paying local company is juniper at $134,000 a year. visa and linkedin tied for 6th. apple came in 10th and $123,000 a year. there are two winning tickets for last night's big megamillions lotto jackpot. the people hoping to grab the $400 million jackpot lined up at stores all over the bay area. but both of those winning tickets were sold on the east coast. lucky tickets had 11, 19, 24, 33 and 51 as well as that meganumber 7. the winning tickets were sold in florida and in maryland. now, someone who bought a ticket at huntington liquors in san bruno matched all but the

7:44. new this morning, toyota has agreed to pay the largest criminal penalty ever imposed on a car company in u.s. history. toyota will pay 1.2 billion to settle an investigation about cars that accelerate for no reason. u.s. attorney general air irk holder announced the settlement a short time ago accusing the carmaker of intentionally concealing information and misleading the public in subsequent recalls. >> simply, toyota's conduct was shameful. it showed a blatant disregard for systems and laws designed to look after the safety of consumers. >> the money is only to settle an investigation into whether toyota lie odder gave misleading statements to government inspectors. toyota has already paid at least 1.6 billion to car owners

and tens of millions in fines. a top toyota executive in north america said -- state lawmakers will take up a proposal that could give you control over who gets information recorded by computers in your car. you already give permission for mechanics to download the information when they work on your car. it helps them diagnose what's causing a problem. but a state senator says that could be a gold mine of data for marketers. he wants to require car owners to give permission for anyone to get that information. but not everyone agrees. >> we don't understand what the need for this bill is but it

points us back to a way for insurance companies to find out that the -- find out the data they want to use. >> the issue is not likely to go away any time soon. in the next ten years, all cars are expected to tend out location, driving conditions and ear information. the entire time a car is moving. 7:46. new information continues to surface about that missing malaysia airlines jet. but the story seems to get even more mysterious. pam cook is in the studio with more on the investigation. this has a lot of twists and turns. >> it is. the clock is ticking. investigators say the batteries for the flight data and cockpit voice recorders are designed to send pings for 30 days. that leaves about 18 days until the batteries are expected to run out. [screaming] >> that was a grieving mother of one of the missing passengers. she had to be carried out of today's news briefing of some

family members and friends so frustrated with the lack of evidence that they are going on a hunger strike. now, also interesting new information out of this morning's news conference, investigators say some data had been deleted from that flight simulator that was found at the home of the pilot. technical forensic work is underway to try to recover that information. now, malaysian investigators have confirmed their theory that the missing plane veered off course in a deliberate act by someone who knew what they were doing but the reason that was done is still not known. now, more on that part of the investigation in our next hour of "mornings on 2." tori and dave? >> all right. thank you, pam. 7:48. want to check in with sal. see what's happening on the roads and the bay bridge toll plaza. >> we're finding out -- it's a lot of stuff going on. at the toll plaza, as you mentioned at the bay bridge, this is a 30-minute plus drive

we told you about 24. but 80 itself is backing up west of the hilltop mall into richmond. you can see slow traffic there. it's 8:02. back to the desk. developing news out of san jose. for the second day in a row. police in san jose are investigating another homicide. this is the 10th so far this year. it happened right in the heart of downtown san jose. janine de la vega is live near the crime scene where the police investigation continues. >> reporter: good morning, tori. in the last 30 minute, the coroner removed the body laying in the street across from st. james park. police tell as you man appeared to be in his late 20s or early 30s. police are trying to figure out who he is and who stabbed him. the man was discovered before 3:00 a.m. by a worker pressure washing the street at 2nd and st. john. he noticed a lot of man around the blood face down on the ground and called 911.

emergency crews responded. he was pronounced dead at the scene. homicide detectives are collecting evidence and looking for witnesses and video that may have captured what happened. police say it may be a challenge because they believe that some sort of argument or fight happened between 2:00 and 2:30 this morning, when most people were sleeping. >> we believe there might have been somebody who saw some sort of altercation, a disturbance or an exchange between subjects in that area around 2:00 a.m. to 2:30 a.m. we're looking for any witnesses to come forward. >> reporter: police say so far, they don't know where the man was heading or wherer was leaving before he was stabbed. there are homeless people who frequent the park but officers were not able to determine if he was a transient or not. at this point, police have not determined a motive or identified any suspects. the police sergeant says this

is the department's second homicide in two days. they are concerned. detectives have been stretched thin but they are pushing boord forward and are hoping to get to the bottom of this. janine de la vega, ktvu channel 2 news. happening today -- a castro valley man accused of gunning down his wife is due in court on his murder charge. we broke the story yesterday. 45-year-old feng mi surrendered to police after a four-dayman hunt. investigators say the couple's 14-year-old daughter found the body of her mother in their home. she and her 8-year-old sister are in custody. investigators say the couple had a history of domestic violence. the san francisco man accused of trying to run down two police officers is scheduled to be back in court today. jeffrey ruano pleaded not guilty yesterday. she's charged with using his car as a deadly weapon to assault a police officer and possession of ammunition by a

felon. he was involved in an incident last week that ended with a police officer being shot in his arm but it's still not clear who fired that shot. ruano is not charged with the shooting. today's court appearance is to set a date for a preliminary hearing. an officer-involved shooting in san leandro is under investigation this morning. now, it happened about 6:00 yesterday evening along hesperian boulevard. just before the shooting, a man led alameda county sheriff deputies on a short chase. at one point, the officers couldn't find him. they lost sight of them until one deputy saw his car stopped along hesperian. that's when a deputy approached the car. >> based on what we heard from witnesses, it appears the suspect moved his vehicle in the direction of the deputy. the sheriff's department says that deputy fired two shots, one of them wounded the driver in the arm.

that driver was taken to the hospital. standard procedure, the deputy involved in the shooting is placed on paid leave while the investigation goes on. last night, the oakland city council threw its support behind a plan about how much land landlords can raise rents. landlords would not be allowed to raise rents by more than 10% a year to cover the cost of improvements. tenants complained about steep rent hikes as a way to push people out of rent controlled apartments. the city council still has to formally ratify the deal before it can take effect. a bigger payday may be coming to the lowest paid workers in richmond. last night, the city council voted to approve the highest minimum wage in california. alex savidge is live with the proposed pay hike over the next

three years. >> reporter: good morning. this is not a done deal, not by a long shot but richmond city council does seem poised to boost the minimum wage by more than $4 an hour over the next three years. as it stands, the minimum wage is $8 an hour. if a plan that was approved last night gets final approval from the council. the minimum wage would incrementally increase to $12.30 an hour by the year 2017. after that it would be tied to increases in the cost of living. last night's vote came after the mayor decided to scrap a plan that would have put this wage hike to a vote on the november ballot. one councilmember told me he thinks the city should take more time to study how this minimum wage increase will impact businesses. there are a number of business owners who say they are on

board. >> everybody needs to make a living and the minimum wage is so low that people are having a hard time and i think that people have to realize, of course, it will cost, you know, more for the merchandise to be purchased. >> reporter: here's how richmond would stack up against other bay area cities if this increase takes effect. right now, san francisco has the highest minimum wage at 150.74 an hour. san jose is just behind that at 10.15. and oakland is at $8. still, richmond's minimum wage hike needs final approval from the city council but many think that should happen during a meeting next month. we're live in richmond, alex savidge, ktvu channel 2 news. before that minimum wage vote things got noisy over another issue. the mater actually halted the meeting and cleared the council

chambers. he accused union workers of disrupting a public comment session by cheering too loudly when people spoke out in support of chevron's plans to upgrade the refinery. the san jose city council is looking at a new way to tackle the city's homeless problem. last night, the council unanimously approved a pilot program that would help the homeless find temporary shelter in hotels. city leaders say there are not enough homeless shelters to take in the large number of people living on the street. this is a very cost- effective way for us to get homeless housed in a transitional way at a car less cost. >> how are they gonna keep their place should something go wrong? who will take care of the action? >> council says they will keep

needle. police say the helicopter was flying for komo tv, had stopped to refuel and was taking off from the roof of the station when it may have clipped the building. >> walking right up the street and i see a -- a helicopter when i look up, just litertly come -- literally come falling out of the sky. >> the chopper landed on several cars on the street where it exploded into flames, a man in one of those cars was taken to the hospital with burns covering 50% of his body. we're hearing from the friends of the two people killed in that crash. they were the helicopters's pilots and a komo tv news photographer. the photographer had worked in the newsroom since 1979. he retired from full-time work in 2008 but still freelanced for the station. >> my heart was shredded. he was somebody i worked with for 40 years.

minute drive across the span. the traffic is actually going to be slow on the peninsula. 101 northbound getting to the airport. it's not as bad as it was yesterday when we had a crash. you should allow extra time there. in san jose, the slowest freeway is 85, northbound from north of 87. we are looking at highway 4. you can see the crash i just mentioned here. it looks like it's blocking almost the entire freeway on the left. you can see cars getting by. but this is a brand-new jury crash that just popped up a few moments ago. look at the backup. it's not quite that bad. this is a new crash. we'll see what happens here. the emergency crews are on the way. 8:19. let's go to steve. well, not much of a breeze here. in fact, the last couple of days, a little breezy at times. some of the higher elevations pickling up a slight easterly breeze. it was cold. we'll start warming up. it will be warm today, than cooler tomorrow.

this is the home where he was living with his father. they say the friend -- they say that chang was mentally unstable at times but what happened here last night never should have happened. >> reporter: daly city s.w.a.t. team deployed flash greb aids into the house -- grenades into the house. after they stormed inside, chang stabbed a s.w.a.t. member. that's when police fired and chang was killed. his friends say that chang needed help and that police failed him. >> erroll is one of the nicest guys i knew. he -- he had schizophrenia but you could see he wanted to come

out. they murdered him. he's never hurt anybody. he's basically harmless. we were both here. they wouldn't let us go in there and talk to him. >> reporter: now, this is the picture of chang from facebook and condolences are pouring in from friends. when officers arrived, chang was in the backyard carrying an ax. police learned he may have access to a rifle and ammunition. they called in the s.w.a.t. team and evacuated neighborhoods as a precaution. after trying to make contact with chang for six hours, officers charged inside. that's when the stabbing and shooting happened. the injured officer was taken to the hospital with non-life- threatening injuries. pacifica and daly police as well as the district attorney's office are now investigating this case. live from pacifica, i'm tara moriarty, ktvu channel 2 news. 8:35. eight people were forced to flee a late-night house fire in san francisco. this one started about 9:00

p.m. at a threef story house on monterey boulevard near the city college of san francisco campus. the crews contained the fire to the balcony. one person was taken to the hospital. the red cross is offering shelter to the people as well as the pets who live there. federal and local authorities are looking for more suspects as a weapons and drug raid. police and fbi agents descended on a house on 90th avenue on bancroft yesterday. officers say they detained eight men after discovering marijuana. this was part of a crackdown against a growing criminal enterprise involving illegal weapons and narcotics. happening today a suspected serial arsonist is due in a san jose courtroom to enter a plea. prosecutors say patrick william

brennan intentionally set more than a dozen fires near downtown san jose over a five- day period in january and that includes a huge fire that destroyed a massive warehouse. investigators say he has a long history of starting fires in areas as far away as the grand canyon. in the meantime, san jose city leaders are thanking people in the community who helped put brennan behines bars. the city council provided information as well as home video to help the police track him down. 8:37. the clock is ticking on technology that could provide some answers into what happened to malaysia flight 370. pam cook is in the newsroom with the investigation that seems to get more mysterious as more information comes in. >> there's only so much time to get information directly from the flight data and cockpit voice recorders. investigators say the batteries are designed to run for 30 days

busy investigating the stabbing death of a man early this morning in downtown san jose. the man's body was found just before 3:00 this morning. janine de la vega has been on this since 4:30, you are near the crime scene. what are have have the police drled -- what have the police determined so far? >> reporter: they know the man was stabbed. they've had the street blocked off for the past five and a half hours. this is right across the stret from st. james park. officers are processing the crime scene trying to see if they can find clues that will lead them to a suspect. there are a lot of the up ansed questions here. police need help. the man was discovered before 3:00 by a worker pressure washing the street. he noticed a lot of blood around the man who is face down on the ground and he called 911. when police arrived, they determined that the man was stabbed once. the man was pronounced dead at the scene. homicide detectives began to

collect evidence and looking for video that may have captured what happened. police say it could be a challenge because they believe it happened between 2:00 and 2:30 this morning when most people were sleeping. >> we know there was a disturbance. we're trying to find out what led up to the circumstances and motive behind this murder. >> reporter: so far they don't know where the man was heading or where he was leaving before he was stabbed. there are homeless people who frequent st. james park. but officers weren't able to determine if this man was a transient. they say it appears he was in nis 20s or 30s. this is the department's second homicide. a spokeswoman says it puts the department -- it puts the d to department on pace for the same amount of homicides it had last
