wild animals. good afternoon. i'm tori campbell. the fbi says a major violent gang in the south bay is now dismantled after two arrests this morning. janine de la vega joins us live with the details of the arrest and why they are so significant. good afternoon, janine. >> reporter: good afternoon, tori. the fbi says at 6:00 a.m., a task force made up of its agents as well as local law enforcement agencies arrested two gang members from the sir san koes pride gang which is a subset of the serrano gang. they say this is significant because these were the last two men they needed to arrest and they were involved with drugs and weapons. the two arrested were just arraigned at the federal courthouse about an hour ago. fbi agents say this operation is related to the 20 suspected gang members taken into custody in january. they say the san jose tattoo

shop was being used as a center for selling methamphetamine. the fbi violent gang task force has been investigated the gang for several years and working to break it apart. they were helped by the san jose police department. >> we believe we got all of them. it's a huge win for law enforcement. again, what we thought was a -- a known gang affiliate is now -- is now all behind bars. >> reporter: the two who were arrested this morning are 19- year-old mario and 23-year-old rafael. they face racketeering, conspiracy to commit murder and various drugs and weapons charges. the arrest took place in downtown san jose near first and oak right across the street from the washington community center. janine de la vega, ktvu channel 2 news. >> all right. thank you, janine. san jose police are investigating the city's 10th homicide of the year. a city worker pressure washing the streets near st. james park

found the victim lying on st. john's street around 3:00 this morning. police are talking to witnesses and looking for any surveillance video that might show what happened. >> we do know there was some sort of disturbance. the subject was stabbed at least once. we're trying to determine what led up to that and the circumstances and motive behind this murder. >> police say the man was in his late 20s or early 30s and they say homeless people hang out in the park but they don't know if he was one of them. >> prosecutors will not file charges against a homeless man accused of fatally discussing a 16-year-old in a campbell park on sunday. they say there's evidence that 4-year-old todd tharp stabbed the teen in self-defense. in jailhouse interviews, he said the teen and his friends jumped him for no reason, kicked him in the head and hit him with a bottle. tharp was released from jail yesterday. friends and relatives of a pacifica man shot and killed by

police are devastated today. they placed a teddy bear outside of errol chang's home. he barricaded himself in his home. family members tried to coax him out. called police at noon. after six hours of trying to communicate with him and learning he may be armed with a rifle, police sent in a s.w.a.t. team. officers say chang attacked one of them with a knife and that's when they opened fire. friends say chang needed help and that police failed him. >> erroll's one of the nicest guys i knew. he had schizophrenia. but you could see he wanted to come out. they murdered hill. he's never hurt anybody. he's basically harmless. >> reporter: the injured officer was hospitalized with non-life-threatening injuries. pacifica, daly city police and the san mateo county district attorney's office are investigating. another officer-involved

shooting is underway in alameda county. in this case, officers fired at a man during a police pursuit in san leandro. they say the man refused to pull over for a traffic stop in unincore rarted hayward and was shot after a short chase to san lorenzo. witnesses say it looked like the man drove his car toward the officer. he was hit in the arm bile the bullet and is expected to survive. the deputy involved is on paid leave pending the investigation. an amtrak train hit a person in crockett. it happened around 7:30 near winslow and vallejo streets. the person was helicoptered to the trauma center. the train was headed to oakland from sacramento with 56 passengers on board. none were injured. accident did cause delays between martinez and richmond until the tracks reopened at 8:45. san jose firefighters say an illegal marijuana growing operation was the source of a house fire this morning.

the fire broke out at a home on lapya drive jst 9:00. firefighters say they isolated the fire to the garage. but they had to take extra precautions because the electrical system had been altered for the growing operation. >> our concern with this type of procedure is they accessed electrical wiring quite honestly usually below the meter. we have a difficult time securing the meter which means the building still has electrical power which makes it more dangerous for us. >> they say most of the rooms in a house were filled with plants. they did not find any occupants, however. fire crews believe the fire was caused by the altered electrical system and say police are investigating the home as a crime scene. in just over an hour, the man accused of arson in san jose is due in court to enter a plea. prosecutors say patrick william brennen intentionally set more than a dozen fires near downtown san jose during a five- day period in january. that includes a massive fire that destroyed a huge

warehouse. investigators say brennan has a long history of setting fires in the areas as far away as the grand canyon. a castro valley man accused of killing his wife is accused of a murder charge. 45-year-old feng mi surrendered to police yesterday morning after a four-day manhunt. investigators say his 14-year- old daughter discovered his wife's body last friday. the teenager and her 8-year-old sister are now in protective custody. investigators say the couple had a history of domestic violence. it's believe an unfortunate squirrel caused a series of mishaps that led to major delays on cat train. at 8:20 this morning there was an areawide power outage caused by squirrel damage. when the power went down, the dispatching system was switched to generator power that failed. that caused a glitch in the computer system which has been

fixed. trains will be running on generator power all day until the battery can be expected out. >> we're going to leave the backup generator running now for the rest of the day through the peak hour commute. should there be some sort of a power fail chur, we won't experience the same problems. >> passengers were delayed up to an hour. but many were able to use their tickets for rides on samtran, b.a.r.t. and the vta. learning to co-exist with coyotes in san francisco. that's the focus of a new course being offered to workers for the rec and park department. ktvu's tara moriarty joins us live from golden gate park where a new training program is underway right now. >> reporter: good afternoon. if you have ever spotted a coyote in gk park. you are not alone. they've been seen in stern grown, the presidio and lake per med as well. a lot of neighbors have questions. so the park and recs decided to

learn more and they say at least 500,000 coyotes are killed in the u.s. each year. but despite 200 years of persecution, the coyote has bounced back and now park and rec frill says they feel spons -- officials say they feel responsible. >> wildlife land landscape is changing. they were, -- they were extinct. now they are coming back. they were concerned about safety, providing green and providing accessible places for people. >> reporter: experts say they help keep the raccoon and stunk population down in the -- skunk population down in the city. >> each year a coyote had kill up to 1800 rodents a year. grand squirrels, you name it, rats, they eat it and they help to limit the skunks and foxes that can have a negative impact on ground and nesting bird

flight simulator belonging to the pilot of missing malaysia flight 370. kyla campbell explains the discovery that's motivating investigators to dig deeper. >> reporter: authorities say files were recently deleted on the pilot's in-home flight simulator. experts are trying to retrieve the files deleted february 3rd. some analysts say that does not raise red flags. perhaps he needed more room on his hard drive. officials say someone programmed the flight course change into the computer several minutes before the copilot signed off with air traffic control. it's a move likely done inside the cockpit. >> they had 12 minutes to talk to air traffic control, tell them that they wanted to change a heading for whatever reason and did not do that. >> investigators are following

up on a new lead. fishermen in northern malaysia claim they saw the plane lying low over the gulf of thailand. kyla campbell, ktvu channel 2 news. federal and local authorities are looking for more people of a a weapons and drug raid in east oakland. police and fbi agents descended on a house near bancroft yesterday. officers say they detained eight men after finding ammunition, cash and three pounds of marijuana. oakland police put a school on lockdown near a raid. the city of richmond is a step closer to having the highest minimum wage in the country. the city council last night gave initial approval to a plan to hike the minimum wage from

$8 to $12 and .30. an increase -- $12.30. an increase would be phased in. some business leaders are worried it will deter new hiring. one councilmember believes that should be taken into account. >> it's a real issue. i think we need to do it intelligently and get the benefits from minimum wage. people need a wage increase and do it in a way that doesn't cause us to lose jobs. >> final approval is expected next month. if it passes, richmond would overtake san francisco which currently has the country's highest minimum wage at 10.74 an hour. the city of san francisco is banning the use of e- cigarettes at bars, restaurants and businesses. the board of supervisors voted yesterday to treat electronic cigarettes like regular tobacco. a final vote is expected next week. the ban could go into effect as

soon as next month. now to california's drought. a congressional commit tee is meeting here -- committee is meeting here in the state to hear directly from farmers and water officials grappling with the drought. the house natural resources committee is being held in fresno. one member of the committee jim kosta says he hopes the hearing will bring solutions rather than inflame partisan politics over water. back in january, governor brown declared a drought emergency. last month's rain storms did boost the water supply. the state water resources control board plans to allow more water to be dumped from the delta. who gets the extra water is up to federal and state authorities. the board says farmers should not expect much change since they were told earlier this year they will receive little or no water. b.a.r.t. is experiencing 10 to 15-minute delays right now. the problem stems from police activity involving a tasing incident at the macarthur

plans to back off from its economic stimulus policies after the first meeting with janet yellen as the chair, the fed said it will cut the long- term purchase bonds by another $10 billion. that's because the feds governors believe the economy is strong enough to support improvements in the job department. the feds said they will monitor a wide range of economic factors in deciding when to raise interest rates from record low levels. toyota has agreed to pay the largest criminal penalty ever imposed on a car company in u.s. history. toyota will pay 1.2 billion to settle an investigation about cars that accelerate for no reason. eric holder announced the settlement this morning accusing the carmaker of intentionally concealing information and misleading the public in the severity of the problems in subsequent recalls. a top toyota executive in north america said entering this
