napa high in the '80s. in a few minutes, how the deputy's former football coach is remembering him and the bay area law enforcement agency that is honoring him online. welcome once again to mornings on 2. i am tori campbell. >> i am dave clark. we are talking about weather and traffic as well. steve, how's the forecast? >> we have a lot of cloud cover. a mix of sun and clouds today. there are some breaks in the clouds. but a little low off the coast will continue to work its way towards us. that will give us a cool-down. dry weather continues until the middle of next week it looks like. but for today partly sunny, partly cloudy. a little cooler. especially coast land. low-to-mid 70s. this looks a little more like cloud cover than really is. there are definitely some breaks in the higher clouds. 41 in sonoma county airport. livermore, walnut creek, san jose at 51 degrees. overall look for the cloud cover to give us sun and then another band of clouds will come in.

so, again, a little bit different than we have had the last couple of days when it's been wall-to-wall sunshine. low and sunny. those low clouds will peel back to the coast. 60s for some. low 70s for those mainly inland. here 'sal. >> good morning. we are looking at traffic at its peak in many communities. we are going to start off with san francisco northbound 101 and southbound 101, which is on the right-hand side of your screen. the traffic here is okay. earlier northbound 280 and 101 a crash cleared rather quickly but traffic is backing up as it normal by does coming out of daly city into san francisco in pockets of low traffic. bay bridge about a 30 to 35-minute drive time. 20 minutes at the toll plaza or so. and then some time on the upper deck of the bay bridge. in the south bay 85 northbound slows near 87 as usual. not quite all the way to saratoga yet. 101 is slow in pockets on the way to sunnyvale. the dumbarton bridge, the

traffic looks good. southbound 880 near thornton a crash. also a crash clearing 680 at mission. let's go back to the desk. thank you, sal. this morning flags at the state capitol are at half-staff in honor of the veteran sheriff's deputy killed in the line of duty in mendocino county. 48-year-old ricky del fiorentino grew up in the bay area. his life came to a tragic end on this dirt road near fort bragg shortly before noon yesterday. investigators say a fugitive wanted for a two-state crime spree shot and killed him during an apparent ambush. that suspect was later killed in a shootout with police. as we mentioned, the fallen sheriff's deputy had bay area roots. he was a wrestling and football star at napa high school. ktvu's tara moriarty is in napa where his former football coach has fond memories of the popular athlete. good morning. >> reporter: good morning. he says that this is definitely

a sad day for napa. you know, those who remember ricky del fiorentino, he was an an amazing athlete who was inducted at the hall of fame not only for football but wrestling. he went to college on a wrestling scholarship. we had a chance to talk to his former coach. he is now retired. we talked to his wife, as well. they showed ktvu a team photo with right is him. they describe him as a man with a big laugh, big smile, and big heart. del fiorentino, they say, never strutted around as the king of the campus. >> it's going to take me time to process. certainly change my opinion about how weep have guns. idiots, you know. criminal people that have guns that can take the life of somebody so quickly and so drastically.

>> reporter: del fiorentino was raised in napa. he joined the mendocino county sheriff's office in 1988. he spent 10 years with the fort bragg police department and returned to the sheriff's office in 2000. he leaves behind a wife, a 6-year-old stepdaughter and three adult children. ktvu viewers are sharing their condolences on our facebook page. stephanie says, quote, he was a mentor for youth and responded to the call for help without hesitation. rip, ricky. your community is proud of your service. and on twitter the golden gate chp posted, our hearts go out to our fallen mendocino county deputy killed in the line of duty yesterday. we grief with you. no word yet on memorial services. we're live in napa, tara moriarty, ktvu channel 2 news. governor jerry brown issued a statement on del fiorentino's death. he said, quote, deputy del fiorentino was killed upholding the oath he swore to protect his community. we extend our deepest

condolences to deputy del fiorentino's family, friends, and co-workers and to the community of fort bragg. time is 7:07. there are new development this morning in the search for that missing malaysia airlines jet. two very large objects have been spotted by satellite off the coast of australia that could possibly be debris from that plane. the biggest image seenen the satellite photos is about 79 feet long. four australian planes searched that area. that's more than 1,500 miles southwest of australia. but just about an hour ago australian officials end the search for today because it's nighttime there. they are going to resume the search in the morning. ktvu's alex savage is on the story following these new developments in our newsroom. alex will join us with an update coming up at 7:30. back here at home, new this morning an investigation is underway into a deadly shooting on the coast of marin county. it happened 2:30 this morning

at a campground at lawson's landing. sheriff's deputies found a man suffering from at least one gunshot wound. that man died a short time later. investigators are questioning two possible suspects who knew the victim, but so far no arrests have been made. 7:08. a 16-year-old boy accused of setting another teenager on fire because that person was wearing a skirt is scheduled to be arraigned today. prosecutors say richard thomas set 18-year-old sasha flies man's skirt on fire last november on an ac transit bus in oakland. it was caught on surveillance video. thomas is being tried as an adult and could face life in prison if convicted. time is now 7:08. this morning ucsf is investigating a possible data breach and almost 10,000 people may be affected. computers of information of 9,000 people were stolen last month from the ucsf family

medical center. that stolen information includes names, birthdates, addresses, and driver's licenses. now, ucsf is contacting the thousands of people affected. they are offering to monitor the records 125 patients. their social securities numbers were in those records. 7:09. an oakland teenager has designed an app that she hopes will make life in the inner city a little safer. 17-year-old maria lopez is a senior at castle month high school and she recently came up with an app called safe block after her mother expressed concern about the girl's safety. the app provides smartphone users with real-time alerts on to the locations of shootings, police investigations, and even side shows. she designed it for a recent computer conference for low-income teenagers in the east bay. the next stop could be silicone valley. tori, time now 7:09. wow, it's possibly the biggest development project in the history of san jose.

however, the high-tech company that's planning to move in, that is a closely guarded secret right now. ktvu's jeanine de la vega live at the proposed site. tell us more. this project could possibly bring thousands of jobs to silicone valley? >> reporter: the mayor has been trying to build up this part of north san jose. this massive complex is going to be built here in the grassy field, which is located near 1st and brokauge. the business journal is reporting the tech firm moving in is on the forbes 100 list. here are renderings of the project, which include two million square feet of space. the permit was approved yesterday by the city's planning department. the development peery-arigua has plans to build seven office buildings. it is twice the size of menlo camp campus and two-thirds the

size of apple's new spaceship complex in cupertino. the mayor strongly backs the new development saying it will bring millions in tax revenue for the city and create thousands of jobs. people who work in the area say they are curious to find out who is moving in and thinks the city will benefit. >> it seems like a great location. i think there will need to be some traffic remediation. otherwise, i think it will be great for the area. the only loser will be the hawks that hover over that field, which are fun to watch over the years. >> reporter: the project is in a prime location near highway 101, 880, and airport. it sits with the city's vision to develop san jose where there is a high concentration of industrial and business complexes. city offered incentives to the developer slashing the impact fees by $4 million to make the deal more attractive. i am told the mayor is the only person in city hall who actually knows who the tenant that's moving in, and he was told to keep it confidential. so the speculation is just

a horrifying deal for a 66-year-old woman on a peninsula. she was held captive at gunpoint in her home for more than a day while the robber withdrew thousands of dollars from her bank account. san mateo police are asking for help identifying this man.

they say he broke into the victim's home on he hadden borough street in san mateo street about noon on monday. he tied up the woman and demanded her atm card. >> during that period of time where she was held captive by the suspect, the suspect was going out and making atm transactions in an attempt to get additional money. >> police say the woman eventually was able to free herself and made to it a friend's house where she called 911. the robber is described as about 30 years old, 5'10" with a medium build. a 25-year-old man sentenced to life in prison for deadly restaurant shooting in oakland near jack london square. he was convicted of murder and attempted murder for the 2011 shooting at sweet jimmy's restaurant. prosecutors say thompkins fired randomly in that restaurant after spotting rival gang members inside. 7:16. the affordable care act goes

back before the u.s. supreme court next week. this time around the issue is whether companies should have to pay for their worker's birth control as required under the new health law. the so-called contraception mandate has been the subject of more than 100 lawsuits across the country. the owners of snoqualmie pass companies say they reject on religous grounds. two years ago the supreme court upheld the affordable care act. a san francisco federal judge has extended his retraining order prohibiting the national security agency from destroying phone records. the judge issued the original restraining order on march 10th and extended it yesterday. the nsa policy had been to destroy phone records it collects after five years as a privacy measure. but 23 california groups are now suing the nsa because they want the phone records preserved as evidence in their lawsuit.

it is 7:23. in you this morning the white house has just announced that president obama is going to deliver a statement on ukraine at 8:00 this morning our time. just about over half an hour from now. he is going to make the statement at the white house boyfriend he heads off to orlando, florida. and once in orlando the president is going to be taking part in a roundtable event there focused on expanding economic opportunity for women and working families. the roundtable event will take place at valencia college. students and workers from the orlando area will participate in the roundtable. according to the white house, president obama will highlight the role of women in the u.s. economy and the challenges they still face. meanwhile, we have new video of first lady michelle obama arriving in beijing, china,

today. you can see the first lady along with her two daughters as well as her mother. they are on a week-long trip to china. the white house says the first lady will visit three cities in china and speak to students about education and youth empowerment in their communities. she is also scheduled to meet with china's first lady. time is now 7:25. a conservative senator from kentucky was here in the bay area and reportedly came away with some admirers at uc berkeley. republican senator rand paul, he is a tea party favorite, he has been mentioned as a possible candidate for president. he spoke on campus yesterday. now, he says his libertarian leaning message may appeal to college students who are often quite progressive. >> famous, i think, for freedom of speech, for hearing all sides of issues. not particularly famous for the republican bastion. >> senator paul got some applause from the students when he criticized the government's surveillance program. he appeared at the

breeze. 40s and 50s on the temps. not nearly as cold it was the last couple mornings. the low will be with us today partly and mo so tonight and tomorrow. i think we get a little bit more fog bank. partly sunny today. a hazy pattern. low and high clouds. cooler by the coast as that west wind picks up a little bit later. highs 60s by the water's edge and low -- or a few mid 70s inland. here's sal. we are looking, as tori mentioned at the top of the show, at problems in the south bay. i want to mention that 85 northbound has an issue northbound 85 right at 17. this is a crash there and the traffic is backing up as it normally does, but it's a little bit busier because of that crash. also a minor crash on 280 near 880. we have a live picture of that area to show you just how slow it is coming up the highway 17. so it is no fun for sure coming up into the valley. 101 doesn't have crashes, but it

is not too much of a good alternate because it's also very slow. let's go to the bay bridge toll plaza. it's backed up for a 30 to 35-minute deplay earlier crashes on 280. 7:32. back to the desk. we are following new developments in a nearly two-week-old search for that missing malaysia airline plane. satellite images show debris of some kind floating off the coast of australia that could be connected to the missing plane. when i say off the coast, it's 1400 miles off the coast of australia. ktvu's alex savage has been monitoring this story and says the size of the debris is what has searchers so interested. >> yes, some of those pieces of debris are fairly large. the air search has ended for today but australian authorities will be back out tomorrow flying in this area. we just got this video into the

newsroom. this is talkin' on board an australian plane searching the southern indian ocean. they were searching today for debris that could be wreckage from that missing malaysia airlines jetliner. two ons -- two on jokes were spotted near perth, australia. they spent the day flying over that search area trying to spot the debris with no luck. poor weather and low visability made things difficult. let me show you a look at the satellite images authorities are working with. they show these two objects. australian officials believe this is a credible lead. >> we have to locate it,

confirm it belongs to the aircraft, recover it and bring it a long way back to australia. that would take some time. what we're looking for is a confirmation that it does belong to the aircraft or it does not. and we'll consider what follows from there. >> reporter: malaysia airlines flight 370 disappeared 13 days ago after taking off from kuala lumpur. it was headed to beijing with 239 people on board when the plane made a sharp left turn after take-off and disappeared from radar. this morning the partner of an american on board the jetliner is talking about this possible debris sighting. >> well, i keep hoping that somebody took this flight for a reason, which means they would have preserved it and tried to hide it someplace. tried to take it someplace. so if this debris is, indeed, part of that plane, then it kind of dashes that wishful

thinking. >> reporter: australian officials are confident something of significant size is out there in the ocean, but they caution this debris could be unrelated to the missing jetliner. containers have been known to fall off cargo ships moving through that part of the ocean. again, australian search plains will be back out in the morning. australian time, obviously. they will continue to scour that area of the southern indian ocean trying find those two pieces of debris and see if they are connected to the missing jetliner. we will keep you updated throughout the morning. alex savage, ktvu channel 2 news. >> thank you. time now 7:35. this morning investigators in mountain view are searching for the cause of yesterday's fast moving fire. it destroyed one house and damaged another. it started 2:45 yesterday afternoon in the shed between the two houses on werthum court. everyone was able to get out quickly. one of the neighbors captured the fast-moving flames on a cellphone camera. >> the wind shifted and caught

my house, too. >> . >> reporter: you watched it catch your house on fire? >> oh, yeah. oh, yeah. >> now, it may take a while to determine the exact cause of the fire, but firefighters say it does not appear to be suspicious. it is 7:36. a man is in custody after police say he tried to kiss a boy in san leandro. the incident happened at 8:00 yesterday morning in the parking lot of a shell station across from bancroft middle school. the career says he noticed a man in his 60s acting rather strangely. then he saw the man approach a group of children and try to kiss one of them. the man later turned himself in to police and the children were not hurt. >> it's scary. i mean, very, very scary, i mean, that you can even, you know, drop a kid off. you are on your way to work and you get a call, hey, somebody tried to approach me. that's dangerous. >> this is not the first incident involving a child near bancroft middle school.

police say a man tried to lure a 13-year-old girl into his car last month and parents of another 13-year-old student reported a similar incident. a man arrested for a stabbing death of a teenager in campbell, he is now out of jail. yesterday the santa clara district attorney's office formally dropped homicide charges against 24-year-old todd tharp and ordered his release. investigators backed up his claim that his deadly confrontation with 16-year-old ivan diaz sup night was self-defense. >> mr. tharp was in a position where he needed to defend himself and he did so. unfortunately, a tragedy occurred. >> tharp admitted stabbing 16-year-old ivan diaz during a confrontation with several teenager boys at a park in campbell. now the police are helping tharp move to another city. they fear diaz's friends may try to retaliate. the fbi has dismantled a violent gang operating in

downtown san jose. >> we believe that we got all of them. it's a huge win for law enforcement. it's a huge victory for the city of san jose and the south bay. >> law enforcement agencies arrested two people yesterday to cap an operation targeting a big gang. back in january police arrested 20 other suspected gang members. the fbi says the gang used a tattoo shop in san jose as a front to sell methamphetamine. in connection to the case federal prosecutors say they put away a south bay gang leader, jose miguel aguilar was sentenced to 12 years behind bars for drug trafficking. he is considered career criminal with a history of convictions including three violent felonies. the oakland police department stretched thin for years is now ready to grow. oakland police are hiring. and if you drive by the police headquarters along interstate 880 you can't help but get the message. take a look. a big bold blue ten foot by

101-foot banner is hanging on the side of the police department building. now, the police department recently received an extra $30,000 to advertise for new police recruits. they also started a twitter account at opd jobs. it's designed specifically for applicants. >> i am going to give 110% of my best. >> now the oakland police department is taking applications for the first police academy of the year coming up next month. they plan to add at least 100 police officers by the end of the year. 7:39. in less than half an hour an event kicks off in the east bay offering free mortgage assistance to homeowners and home buyers. the event is at the oakland marriott city center. hundreds of families have been helped in past mortgage relief workshops. organizers often negotiate and in some cases approve lower monthly mortgage payments right at the spot. the event runs from 8:00 this

morning to 6 at night and it will end on monday. students at city college of san francisco will hold a vigil today against police violence. the vigil comes after violent clashes between students and police during a protest earlier this month. two students were arrested and one of those students was also pepper sprayed. city college chancellor art tyler has called for an independent review of the police response and plans to introduce initiatives to promote respectful dialogue on campus. 7:40. the owner of the san bruno liquor store, the one that sold a winning mega millions lotto ticket, says a frequent customer won almost $2 million. now, we don't know the name of that person yet, but the owner of huntington liquor says the winner is a cab driver in the area. the ticket matched all five regular numbers in tuesday's arguing but not the mega number. the store's owner, by the way, will get $10,000 just because he sold the ticket. now, two tickets did match

all six of the mega millions numbers. one was sold in merritt island, florida. i used to live there. >> arele? >> that's about 55 miles from orlando. the other was sold in la plata, maryland. that's 35 miles outside of washington, d.c. the jackpot $414 million. so are far the winners have not come forward. now, a winning powerball ticket sold in milpitas last month hasn't been claimed. it is worth more than $425 million. that was sold at the dixon landing chevron for that drawing on february 19. 7:41. there are new details about a convenience store robbery in south san francisco. police say two armed suspects robbed a 7-eleven on mission road early yesterday morning. one suspect pointed a gun at the clerk while the other person grabbed the cash. one suspect was described as a latino male between the ages of 17 and 18, about 5' tall with a

it is 7:45. this morning the federal labor department announced a number of people filing for new jobless claims went up last week. 320,000 people filed for first time benefits. that's 5,000 more than the week before. the four week average fell to the lowest number since the end of november. the ceo of starbucks says good news for coffee lovers. howard schultz says starbucks does not plan to raise prices at its 10,000 company operated stores. he did warn starbucks may need to increase prices of the products it sells in grocery stores. time now 7:45. this morning scientists will

talk about how the drought is effecting california. the farms, the people, and the environment. pam cook is in the studio now. pam, an emotional response from people being asked to cut back as the battle of the water heats up? >> the scientists will answer questions about how the current drought has affected the state and what can happen if we continue to have dry weather. they will give their insight into whether or not the current drought is related to climate change. ahead of that new research a rally in fresno, california farmers expressed their frustration with the current water restrictions. >> whether it's the lettuce that goes into your in and out burger or whether it is the tomatoes you use for your salsa, the nuts you use for your heat food, all of that gets impacted here. >> the hearing was called but a law maker who was pushing for more dams and the repeal of the

san joaquin restoration project. environmentalists say the restoration project is necessary to protect endangered species. meantime, another bay area water district is asking people to find ways to cut back. the contra costa water district wants all of its customers to cut back water by 15%. now, many people say they have been conserving water for years and they don't know how they will be able to save more water. one family we met is taking on the challenge with enthusiasm. >> yes, we can, and we've already started more aggressive techniques for con serving water in our house. >> reporter: his family of four already recycles bath water to water plants. they catch rainwater in barrels. they already use just 126 gallons of water a day. that compares to about 800 gallons a day for an average family of four in the district. the study also shows that landscaping accounts for about

50% of the typical residential water bill. so that could be the easiest place for people to cut. dave. >> very interesting. well, world news right now. ukraine now in the process of evacuating its troops and their families from crimea as the russian forces move in. yesterday russian soldiers forced ukrainan troops to abandon several military bases in crimea. russia is stepping up its takeover in crimea after last sunday's referendum when people in crimea were asked whether they wanted to join ukraine or russia. russia's actions have been widely condemned. just within the past hour the white house announced president obama will make a statement on the situation in ukraine in about 15 minutes from right now. stay tuned to channel 2. we will bring you live coverage. right now we are going to bring you live coverage of traffic. sal, starting in contra costa county? >> we are. and we are looking at highway 4

to start looking at how it is shaping up. and still pretty slow here as you come into the concord area out of bay point and through pittsburg. nothing unusual, but it is going to be slow as well on 680 from about highway 242 over to highway 24. the traffic certainly is at its peak. bay bridge a little bit of empty lanes on some of them. it's still about a 25 to 30-minute drive time getting into san francisco. there are no major problems as you drive through. we also have a look at the south bay where it's now very filled in. we had a couple of crashes on 85 and 280. 101 completely solid line of traffic from 880 all the way to mountain view. there are no breaks. that's not very good. we told you we would look at the dumbarton bridge. the bridge itself, it starts to slow down on the way into palo alto. 7:49. let's go to steve. >> thank you. well, well, here is your fog. look at that.

welcome back. time now 754 tomb. firefighters in san jose had trouble putting out a pure in a marijuana grow operation. this started 8:45 yesterday morning near the san jose country club. firefighters say the home was

rewired for that marijuana grow operation and then rescue crews couldn't turn off the power. police are searching for whoever was operating that marijuana grow. it is 757 a. a vacaville man has been arrested for stealing hundreds of thousands of dollars of wine from the napa warehouse where he worked. jose pena was arrested after employees noticed 350 cases of wine were missing from the warehouse in american canyon. the wine was worth more than $400,000. police found at least 55 cases at a barn in green valley and at pena's home, but believe the rest was sold on the black market. several area wineries kept wine at that warehouse. 7:55. the federal government has closed the books on its the investigation into the pay dispute involving the oakland raiders and its chair leaders. yesterday the labor department ruled the raider ettes are

seasonal workers. the cheerleaders claim the raiders are paying them below minimum wage. the raiders are hoping to move that lawsuit out of the court and into private arbitration before the nfl commissioner. it is 7:57. the housing market has hit a new low in one southern california city. there is a five about room 4800 square foot victorian home in riverside with a selling price of just $1. well, as you might imagine there is a catch. the city is selling just the house. the buyer would have to move the house to another location. >> you would have to agree to preserve the structure and restore it to its original condition. >> a home like this, a person's got to care more than just flipping the home. >> the city had planned to

marin county. southbound 101 slows at highway 37 and it stays that way to the san rafael area. no crashes reported there. san francisco the crash on the icon as it moves out of the way, 280 backed up out of daly city and traffic is going to be slow on northbound 101 approaching the 280 interchange. and this morning's commute on northbound 280, it's improving a little bit. northbound 280 traffic looks good up to high 217. no problems on public transportation. the time is 8:01. this morning flags at the state capitol are at half- staff. it's in honor of the veteran sheriff's deputy killed in the line of duty in mendocino county. 48-year-old ricky del fiorentino grew up here in the bay area. he spent the last 26 years in law enforcement. his life came to a trackage end on this -- tragic end on this

road shortly before noontime yesterday. investigators say a fugitive want ford a two state crime spree shot and killed him during an apparent ambush. that suspect was later killed in a shootout with police. the fallen sheriff's deputy had roots right here in the bay area. he was a wrestling and football star at napa high school. ktvu's tara moriarty is in napa right now. and his former high school football coach has some fond memories of this popular athlete. >> reporter: good morning. a lot of people did. this was a man who was not only well liked but really admired for his athletic acts. ricky del fiorentino was inducted into the school's hall of fame here for not only football but wrestling as well. in fact, he earned a wrestling scholarship to the university of oklahoma back in his college days. we got a chance to take a look inside of the wrestling room here at the napa high school where del fiorentino once played. we also got a peak at his plaque at the hall of fame.

his high school football coach and his wife showed ktvu a team photo with del fiorentino as its star lineman as a napa indian. at 6'1" and 250 pounds the couple describes him as a man with a big laugh, a big smile, and big heart. >> he was probably the strongest football player i ever coached. he was just naturally strong. he was a gentle giant. everybody on campus loved him. he was a great player. he was the best lineman i ever coached. >> reporter: del fiorentino was raised in napa. he joined the mendocino county sheriff's office in 1988. he spent 10 years with the fort bragg police department and returned to the sheriff's office in 2000. he leaves behind a wife, a 6-year-old stepdaughter and three adult children. this was posted by matthew warn saying, quote, every day i put on my uniform i know there is a chance i may not come home.

today our family lost one of our own. deputy ricky, we'll take it from here. godspeed. no word yet on memorial services. live in napa, tara moriarty. >> the governor issued a statement about del fiorentino's death. he said, quote, deputy del fiorentino was killed upholding the oath he swore to protect his community. we extend our deepest condolences to his family, his friends, and co-workers and to the community of fort bragg. 8:04. new developments this morning in the search for that missing malaysia airlines jet. two large objects were spotted but satellite four days ago that could possibly be debris from the plane. the largest image seen in these satellite photos is about 79 feet long. four australian planes searched the area that's more than 1,500 miles southwest of perth, australia. they ended the search for today because it's now nighttime there. they will resume the search in the morning. ktvu's alex savage is following

these new developments from our newsroom and he will join us with a report at 8:30. happening now, president obama getting ready to deliver a statement on the situation in ukraine at the white house. live pictures right now of the president walking up to the microphone. the u.s., of course, imposed sanctions earlier this week against several russian officials for their role in the crisis in ukraine. let's listen in. >> i wanted to provide an update on the situation in ukraine and the steps that the united states is taking in response. over the last several days we have continued to be deeply concerned by events in the ukraine. we've seen an illegal referendum in crimea, an illegitimate move by the russians to annex crimea, and dangerous lift of escalations, including thefts to ukrainian personnel in crimea and threats to southern and eastern ukraine as well. these are all choices that the russian government has made. choices that have been rejected

by the international community as well as the government of ukraine. and because of these choices the united states is today moving, as we said we would, to impose additional costs on russia. based on the executive order that i signed in response to the initial, we are imposing more sanctions. in addition, we are today sanction inning a number of other individuals with substantial resources and influence who provide material support to the russian leadership as well as a bank that provides material support to these individuals. now, we are taking these steps as part of our response to what russia has already done in crimea. at the same time, the world is watching with great concern as russia has positioned its military in a way that could lead to further encroachments

into southern and eastern ukraine. for this reason we have been working closely with our european partners to develop new year's resolution severe actions that could be taken if russia continues to escalate the situation. as part of that process i signed a new executive order today that gives us the authority to impose sanctions not just on individuals, but on key sectors of the russian economy. this is not our preferred outcome. these sanctions would not only have a significant impact on the russian economy, but could also be disruptive to the global economy. however, russia must know that further escalation will only isolate it further from the international community. the basic principle that government relations between nations and europe and around the world must be upheld in the 21st century. that includes respect for sovereignty for territories. they cannot make decisions they

made with their neighbors simply because they are larger or more powerful. one of our other top priorities continues to be providing assistance to the government of ukraine so it can stabilize its economy and meet the basic needs of the ukrainian people. as i travel to europe next week to meet with the g-7 and other european and asian allies i encourage congress to pass legislation that is necessary to provide this assistance and do it right away. expressions of support are not enough. we need action. i also hope that the imf moves swiftly to provide a significant package of support for cranions as they he pursue reforms. in europe i will be reinforcing methods with vice president biden this week. america's support for our nato allies is unwavering. we are bound together by our profound article 5 commitment to defend one another and by a set of shared values that so many

generations sacrificed for. we have already increased our support for our eastern european allies and we will continue to strengthen nato's collective defense and we will step up our cooperation with europe on economic and energy issues as well. let me close by making a final point. diplomacy between the united states and russia continues. we have emphasized that russia still has a different path available. one that would deescalate the situation and one that involves russia pursuing a diplomatic situation with the government in kyiv with the support of the international community. the russian people need to know and mr. putin needs to under that the ukraineions shouldn't have to choose between the west and russia. we want the ukrainan people to determine their own destiny and to have good relations with the united states, with russia, with europe, with anyone that they

and is twice the size of facebook's menlo park campus and reportedly more than two-thirds of the size of apple's spaceship complex in cupertino. the city offered incentives to ther, slashing the transportation impact fees. >> the largest project since the internet boom went bust. one of the largest in the history of the city. a capacity for eight to 10,000 jobs paying many millions of dollars every year in tax revenues to the city. so jobs and tax revenues are two good things. we like to get more of them. this will-us do that. >> reporter: the project is in a prime location near highway 101, 880, the light rail and the airport. it fits with stot's vision to develop north san jose where there is a high concentration of streel and business complexes. it is adjacent to the bay 101 ka sean owe which will eventually be demolished to make way for

8:16. an investigation is underway into a deadly shooting en the coast of marin county. it happened about 2:30 this morning at a campground at law sons landing not far from toe malice bay. a man was shot at least once. he died later. two possible suspects knew the victim but so far no arrests have been made. ucsf is investigating a possible data breach and almost 10,000 people may be affected. computers with information on more than 9,000 people were stolen last month from the ucsf family medicine center. the stolen information includes names, birth dates, addresses, even driver's licenses. ucsf is contacting the thousands of people affected. they are also offering it monitor the records of 125 patients. their social security numbers were in those records. bulldozers have demolished the dream home of an east bay

couple. inspectors ruled that the three-story structure at the albany bowl was unsafe and red tagged it, noting that the home was built illegally on public land. the owner fought back tears as she watched her home that her husband built piece by piece come down. >> they are taking my home pretty much. and it hurts. i am homeless. >> the city has long struggled to clear the homeless from the albany bowl so the land can be turned over to the state and used for a park. city leaders say they have already helped seven people find a new home. all right. tori, time is 8:18. let's bring sal back. you are watching the commute. how is oakland doing? >> a little slow now at the coliseum. you will see it's getting slow, as it normally does, and probably will get slower on the way up to the oakland airport that's northbound 880 on the right and southbound interstate

880 on the left. we are also looking this morning at a commute, the traffic at the toll plaza. it's backed up for about a 15 to 20-minute delay. so things are actually getting better on the way into san francisco. this is the first time i have seen it get better at this early hour for a long time. san francisco itself is slow out of daly city and also on northbound one he one getting into the -- 101 getting into the bayview district. 80 is still slow heading down to richmond. 8:19. a very good morning. some fog here heading over the golden gate. its been lifting a little bit because we talked about this, little lows coming in. that will help lift that fog. so that's going to play into a cooler coast bay forecast today. inland a mixture of high clouds and some sun. looks like more sun towards the south. more clouds to the north. at least so far that seems to be the pattern. overall our first day of spring in about an hour and a half almost.

good morning. welcome back to ktvu's mornings on 2. i am dave clark. we will be following those new developments on that missing malaysia airlines jet. a possible big break has emerged involving something spotted on the excite photo. alex will tell you what that might be in about two minutes. first, though, let's check weather and traffic. steve is over there. yes. a weak little low right off the coast is picking up some of that fog bank sending in some high clouds. there is plenty of filtered sun as well. pope francis partly cloudy, partly sunny skies. 40s, 50s. lows up due that cloud cover. higher clouds working their way in. they are thinning out here. there is a little bit big are ban offshore. that might play into this afternoon's forecast for a little bit more of a continuation. partly sunny. partly cloudy. low clouds though are not only lifting a little bit but starting to enhance as that low gets a little closer. that's closer. so it will be cooler.

that missing malaysia airlines plane. satellite images showing debris in the southern indian ocean off the coast of australia. alex savage has been on this story since 4:30 this morning. despite the fact that one of those pieces may be the side of two school buses, it will be hard to find, right? >> reporter: yes. australian authorities call this a credible lead but they salo indicating that debris is going to be a challenge main by because of high winds and rough seas in that area. it's likely that debris has been moving around with the current. those objects were spotted by satellite in indian ocean 1,500 miles off perth, australia. all day long australian and u.s. planes have been searching with the hope that it could be wreckage from the missing airline. weather made it difficult. there was rain and low visability and searchers couldn't find that debris. now, here is a look at those

satellite images in question here. they show two ons bobbing up and down in the water. the largest is 79 feet long. authorities haven't described the shapes of those objects. now, these images were taken four days ago. that's important to keep in mind. but officials say it took a long time for them to analyze the images frame by frame and there was no delay in launching this search. australian officials are confident something of significant size is out there. >> this particular occasion the size and the fact that there are a number located in the same area really makes it worth looking at. i don't want to speculate about what they are until we get there and we see them. >> reporter: malaysia airlines flight 370 disappeared 13 days ago after it took off from kuala lumpur headed for beijing with 239 people on board at the time. the plane made a sharp left turn and then disappeared from

radar. this morning the partner of an american on board the missing jetliner is talking about this possible debris sighting. >> well, i keep hoping that somebody took the flight for a reason, which means they would have preserved it and tried to hide it someplace. tried to take it someplace. so if this debris is indeed a part of that plane, then it kind of dashes that wishful thinking. >> reporter: australian officials are urging caution this morning. they say it's possible this debris could be unrelated to the musting jetliner. containers have been known to fall aur cargo ships in that part of the eggs. the air search has ended for the day but planes will be back out tomorrow continuing to scour that area trying to find those two objects. we will monitor this story throughout the day. live this morning in the newsroom, alex savidge.

this morning investigators in mountain view are searching for the cause of a fast moving fire that destroyed one house and damaged another. it started around 2:45 yesterday afternoon in a shed between the two homes on worth um court. fortunately, everyone was able to get out safely. one neighbor captured the fast-moving flames on a cellphone camera. >> the wind shifted and caught my house, too. >> reporter: you watched it catch your house on fire? >> oh, yeah. oh, yeah. >> firefighters say it could take a while to determine the cause of the fire, but they say it does not appear to be suspicious. all right. tori, time is 8:35. is man was arrest inside san leandro accused of trying to kiss a young boy near a middle school. it allegedly happened 8:00 yesterday morning in the parking lot of a shell gas station across from bancroft middle school. the gas station cashier says he noticed a man in his 60s acting strange. then he says he saw the man approach a group of children and tried to kiss one of them.

the man later turned himself in to police. the children were not hurt. >> it's scary. i mean, very, very scary, i mean, that you could even, you know, drop your kid off, you are on your way to work and you get a call, hey, somebody tried to approach me. that's dangerous. >> now, this is not the first incident involving a child near bancroft middle school. police say a man tried to lure a 13-year-old girl in his car last month. and the parents of another 13-year-old student reported a similar incident. it is 8:36. the man arrested for the stabbing death of a campbell teenager is out of jail this morning. yesterday the santa clara district attorney's office formally dropped the homicide charge against 24-year-old todd tharp and ordered hadis release. that came after investigators verified his claim that his deadly confrontation with a 16-year-old boy sunday night was an act of self-defense. >> mr. tharp was in a position where he needed to defend himself and he did so.

unfortunately, a tragedy occurred. mr. tharp was not violating the law. >> tharp tharp admitted stabbing ivan diaz during a confrontation with several teenager boyce at a campbell park. police are now helping tharp move to another city, fearing the teenager's friends may retaliate. the fbi says it broke up a violent gang operating in downtown san jose. >> we believe that we got all of them. it's a huge win for law enforcement. it's a huge victory for the city of san jose and the south bay. >> law enforcement agencies arrested two people yesterday capping off an operation targeting one of the biggest and most feared gangs in the nation. back in january police arrested 20 other suspected gang members. the fbi says the gang used a tattoo shop in san jose as a front to sell methamphetamines. now, in connection with the case federal prosecutors say they put away a south bay gang leader. jose miguel aguilar was sentenced to 12 years in prison for drug trafficking.

now, he is considered a career criminal with a history of convictions including three violent felonies. it is 8:37. oakland police say they have been stretched thin for years but the force may finally be turning a corner. the department is now hiring and anyone driving by police headquarters on interstate 880 can't help but get that message. in fact, a big bold blue banner 101 feet long is now hanging on the side of the building. the department recently received an additional $30,000 to advertise for recruits. it also started a twitter account @the opdjobs designed specifically for applicants. >> i am going to give it 100% of my best. i believe i can bring something to the table. >> the department is currently taking applications for the first academy of the year coming up next month. police plan to add at least 100 officers by the end of the year. time is 8:38. students at city college of san francisco, they are going to

hold a vigil today to protest police violence. now, this follows violent clashes between students and police during a protest earlier this month. two students were arrested. one of those students was also pepper sprayed. the chancellor has called for an independent review of the police response. he plans to introduce initiatives for respectful dialogue. tomorrow is the official kick-off for the bay area's first bus rapid transit project. the route will cover two of the busiest corridors in the south bay from east ridge shopping center to alan rock and over to san jose arena. the ground-breaking ceremony is tomorrow at 2 p.m. at the mexican heritage plaza. a new report compiled by the california attorney general's office shows computer hackers are targeting the state. the report says hackers are

trying to exploit california's wealth and innovation. commercial businesses and financial institutions are extremely vulnerable. the hackers operate out of eastern europe, africa, and china. more than $30 billion is also laundered through california businesses each year. time is 8:40. the owner of the san bruno liquor store, the one that sold the winning mega millions lotto ticket, says a frequent customer of his won almost $2 billion. we don't know the person's name yet, but the owner of huntington liquor says the winner drives a cab in the area. the ticket matched all five regular numbers in tuesday's drawing, but not the mega number. the store's owner, by the way, will get $10,000 just for selling that ticket. now, two tickets did match all six mega millions numbers. one was sold in merritt island, florida, about 55 miles from orlando. the other winning ticket was sold in la plata, maryland,

about 30 miles outside of washington, d.c. the jackpot was $414 million. the winners have not come forward yet. now, a winning powerball ticket sold in milpitas last month, that still has not been claimed. it's worth more than $425 million. it was sold at the dixon landing chevron for that drawing back on february 19th. >> note to self. if you buy tickets, hold on to it. can you imagine losing $425 million just because you -- >> let your friend dave hold it. >> you are very helpful. 8:41. the spring season begins in just an hour after california's driest winter on record. the growing concerns in central valley that could affect thousands of workers in the golden state. we are live in napa. the hometown of a mendocino county sheriff's deputy killed in the line of duty. we will tell you what his high school football coach had to say about him as well as others.

time now 8:44. some of the top stories we are following for you right now. >> a new executive order today that gives us the authority to impose sanctions not just on individuals, but on key sectors of the russian economy. >> now, just about 20 minutes ago at the white house president obama announced potential new sanctions on russia because of its actions in ukraine. the president said russia still has a chance to resolve the issue with diplomacy. and something just happened. russia is imposing an entry ban on american lawmakers in retaliation for the sanctions just announced by president obama. back here at home san jose mayor chuck reid keeping mum about which high-tech giant is going to move into the city. the unidentified company plans to move into a massive complex.

it's one of the biggest commercial development projects in san jose history. now, we do know the fortune 500 company plans to build on two million square feet of office space. it's right now a grassy field at 1st and brokaw road. and we are also learning more about the veteran sheriff's deputy killed in the line of duty in mendocino county. investigators say a fugitive wanted for a crime spree shot and killed ricky del fiorentino during a confrontation near fort bragg yesterday. that suspect was later shot and killed by police. the fallen sheriff's deputy had bay area roots. ktvu's tara moriarty, you're in napa this morning. his roots were there as well? >> reporter: yeah, people who knew ricky del fiorentino are thanking him for years of service to his community. they say he was the type of guy who always had a smile plastered on his face and he was well

admired for his athletic acts here -- abilities here at napa high school. he even received a wrestling scholarship to the university of oklahoma where he attended college. now, we got a chance to go inside of napa high school and we got a peek at the gym, also the wrestling room where del fiorentino once practiced. we saw his plaque for the hall of fame inside the gym. his high school football coach and his wife showed ktvu a team photo can del fiorentino as its star lineman of the napa indians. at 6'1" 250 pounds the couple describes him as a man with a big laugh, smile, and heart. >> this is really sad, sad day for napa. it's going to take me time to process. certainly going to change my opinion about, you know, how people have guns. idiots, you know. criminal people that have guns that can take the life of somebody so quickly and so

drastically. >> reporter: del fiorentino was raised in napa. he joined the mendocino county sheriff's office in 1988. spent ten years with the fort bragg police department and returned to the sheriff's office in 2000. he leaves behind a wife, a 6-year-old stepdaughter and three adult children. now, on the napa valley register website one blogger wrote he was the best heavyweight wrestler napa high ever had. another said he was a terror on the football field and wrestling mat, but the nicest man you ever want to meet. >> thank you, tara. 8:48. tackling the drought. so where do we stand and where to we go from here? ktvu's pam cook is in our studio with what has become an emotional issue. >> reporter: scientists will discuss what many already know. california is deeply affected by the drought. a group of u.s. geological

survey scientists will discuss california's drought, what is expected in the near future, and how it relates to climate change. ahead of that meeting though was another emotional one in fresno where farmers spoke out about their frustration over water restrictions. >> it's devastating. yeah. it's like, you know, i have to sell something. i have to sell probably half of it to maintain the other half. >> i am looking at tens of thousands of people that are going to be out of work. we are going to have probably upwards of five, six, 700,000 acres of farm ground that's going to be out of production. >> reporter: analysts say that means food prices will go up by more than 3%. the farmers are hoping the senate will pass a water bill that's already been passed in the house. now, the contra costa water district unanimously approved a plan to reduce water use by 15%. many people say that's not fire. that's because they say they have been cutting water use dramatically over the years and there aren't many places left to cut. >> i would say that they are

asking quite a bit, you know. a lot of people here in concord have been conserving. >> people have been doing a lot of efforts to conserve. we are in an extreme situation. >> reporter: now, one family we met takes water conservation very seriously. they use one-third of the county average but not watering their lawn at all, capturing rainwater and saving bath water for plants. they will be asked to cut water by another 15%. critics say water districts should go after the water guzzlers. not the water sippers. >> thank you. time is 8:50. let's bring sal back. you're watching the toll plaza in our commute? >> yeah, we do have a little bit of improvement, which is unusual. i like it. let's go right to the toll plaza. it's certainly backed up. but the drive time is less than it has been for weeks now here at this time of the morning. it's about 25 minutes. you know, sometimes we've had 45-minute commutes here.
