with the fire -- us a problem with the fire. >> thank you our chief meteorologist bill martin. it has been burning since 3:15 p.m. in pittsburg. there are some homes in the area but right now it appears the flames are burning away from the homes. we have our reporter cristina rendon on her way to the scene, working to gather information. as soon as she is ready we will go to her life. another person struck and killed on the streets of san francisco. so far this year more people have been killed by cars than homicides. police think the person who killed her knew what happened before driving away. this happened in san francisco before noon. ktvu's david stevenson there now with why what the driver did before leaving the scene is especially troubling. >> reporter: yeah. police say the driver actually did a u-turn and drove back by

the victim he ran over in this intersection. one witness said it didn't sound like the driver was in a hurry to leave the scene. >> reporter: san francisco police swarmed the intersection minutes after a woman was killed by a hit-and-run driver after 11:00 a.m. >> all of our officers are on the look out for the vehicle. >> the driver is a hispanic or black male, with a white dodge with a ski rack. the victim a asian woman in her 60s. the driver turned left and ran over the woman in the crosswalk. police say he then drove 100 feet, made a u-turn and drove past the victim before fleeing south. >> it is surprising but again, that shows it negligence. >> investigators hope surveillance cameras caught the license plate number. he was working outside 100 feet away at the time of the

field. the fire was reported about two hours ago at 3:15 p.m. this afternoon. at this point the flames are spreading. they are close to power lines. you will see two firefighters down there at the bottom right hand side of the television. again, two of the many crews that are on scene in pittsburg trying to get a handle on the brush fire. we did call pg&e and they said there are no outages as a result of the fire and they tell us the fire department in contra costa county has not asked them to deenergize the line. we are keeping an eye on it. we have crews racing to the scene. as soon as we get amber lee live on ktvu channel 2 news we will do that for you. get ready for flight delays. san francisco international airport is getting ready to

shut down half of its run ways for safety. today we got a preview of the work. two of the four run ways will close in may. they plan to construct safety zones at both ends of runways anilest and one right. -- one left and one right. they are installing soft concrete that will act as a super break. this has no connection to the asiana plane crash. the project began back in 2008 and the airport completed the work on the other two runways. the ones in the next phase handle most of departures so you can experience delays. >> we might see, because departing flights are uses same runways ozrival, we may -- as

winter on record in california. and the third driest and something like this, a brush fire in pittsburg. what strikes me, it is a wetlands. you can see green in the grass out there. gives you an indication how dry things are. when the camera pulls back you will see water, caw nals. close -- canals. close to the bay. you have winds out of the west. the fire is being blown away, blown to the east. the winds blow the fire towards the east. looks like firefighters have a containment on it. you see firefighters here, right, out on a fire break, levy and they are shooting it down. this fire looks like it will burn for a little longer. you see the green? it is a marshland. it underscores how dry we have been around here this winter and the last couple winters as

all of them must register with the state for life. but today the sex offender management board is moving forward to change the rules in which lower level offenders would reg sister for 10 -- register for 10 to 20 years. >> we want to focus the resources that are available on the people who pose the greatest risk to the people in our communities. >> reporter: under the proposal, sex offenders convicted of possessing child pornography would be minor offenders. >> nobody goes to state prison for minor offenses and they are serious offenders coming out. they should reg sister for life -- register for life. >> reporter: many sex offenders fail to wear their gps tracking devices. he worries the new rule could
