drought. this is ktvu, channel 2 news. >> there were bursts of rain. and a live look at san francisco. >> clouds overhead and more rain is headed our way. more rain headed our way. >> ktvu's robert honda is looking into the impact now this week's rain. and and he went through the heaviest heaviest about noon today. you'll see it right there. see the front sliding through about lunchtime for most of us. it flew through quickly. now we have widely scattered showers. in the south bay east of fleemont right now i have some significant shower. you see this area. that's raining pretty hard on the 680. over here on 262 right here. it's come south a little bit.

this is significant rainfall. very wet as you go into the evergreen area and we'll head to san jose closer in. the showers are starting to dry up. they had a heavy downpour just about ten minutes ago in the downtown area. showers are out there widely scattered. there's more rain. and it's just in time for your wednesday morning commute. that system will be slightly stronger that than this one. it will see more rain in a slow commute. i'll have a timeline and what you can expect wednesday morning. >> our team coverage continues with robert hahn at the lexington reservoir. robert, this rain is a well some site for the south bay. >> yeah, the rain finally arrived here in the south bay about an hour and a half ago, but it has been off and on. not the kind of storm people say they were hoping for to beat this drought. the storm sort of creeped in to san jose around 4:30 this afternoon, and after so many weeks of dry weather, it was an encouraging site.

in fact, there are were some moments in san jose when the rain actually seemed like it would pick up strength and give us a significant amount of water. it turned sporadic and slashed those hopes. >> my birthday is in march, and i keep saying it always rains in march, but it didn't happen this time, and we were hoping for rain today. we came double jacket to do the like and saying it's going to rain today. >> todays arain won't mr. produce much run-off. this evening, the district board will be presented with about half a dozen proposed state bond measures competing to be put before voters, money that could be used to retrofit south bay reservoirs and increase capacity. otherwise, consumers could pick up the tab. >> we do have some money from a partial tax to fund part of the anderson project, but if we don't get state or federal funds, then our only choice really is to use water rates to raise the revenues.

parent's handwriting with questions about the trip. it -- it was to be a three-night stay at yosimite beginning april 8th. they never knew about the trip and these permission slips that were going home with students. it is just one of the places molested 11 and 12-year-old boys under his supervision with the youth group he created called camp epic. and he pleaded not guilty. to 27 charges including lewd acts with a child and kidnapping. he was fired from making wave -- makes wavers academy charter school in richmond -- richmond last year when allegations of abuse first surfaced there. gibson was able to get another job teaching months later when he passed a background check with the west contra costa school district. that background check did not include a phonecall. it's one of the things district leaders are expected to discuss when the school board meets tomorrow night to talk about possible changes to their policy. live in the newsroom, ktvu, channel 2 news.

also new at 6:00. walnut creek police are about to do something they haven't done in decades. staff schools with on duty police officers. it's been done in other bay area districts. but ktvu has learned walnut creek where crime is low and there is money to spend is taking the step to improve community relations. john balor joins us now live to tell us the plan is getting mostly good reviews. john? >> >> police tell me there's very little crime or violence in walnut creek schools yet they're about to strike a deal to bring armed cops to campus. >> it hasn't been done in at least 25 year years the walnut creek schools right now poised to have on duty police officers assigned to campus. >> i think it's a good idea to have extra security. >> i'm all for extra security. >> they would each get a full- time cut. >> i think it will make kids

act differently. maybe they can't be themselves. >> walnut creek police tell me the department is fully staffed. just by reconfiguring shifts, more cops can patrol traffic and the business district plus have two officers just for schools. >> it's about being a role model, and seeing somebody that they can look up to and then they can ask questions and not be judged. >> it is better policing. >> ing going out to the schools when they call us when they catch somebody. it's too late. an old concept advocated by park view principle. >> that community collection between -- connection between the child and the police officer that we thought was a really strong link going forward to middle school and high school. >> and the funding is all set. details should be worked out before summer and this program should be available in the fall. ktvu,

channel 2 news. police say a man who gave out his phone number to a bartender at a san mateo restaurant later ended up blind bars charged with burglarizing the business. he is suspected of breaking into curry up now. that's a place on south bee street early saturday morning. ashley cullen is a bartender at the restaurant. she says prior to the burglary, a man approached her asking her out on a date. but according to cullen, that date wasn't the only thing on his mind. >> he had seen me around the area and give gave me his number hoping to hang out later. about a half an hour after thatter we were taking out the trash and when we came back, we noticed a couple of our tvs were outside of the basement. >> she and another employee saw the suspect outside the restaurant. it wasn't until later she realized the suspect was the same man who asked her out earlier and that is when she called police. she told investigators she had his number. police say they found several stolen items belonging to a business during a search of the home. we have just learned the

identity of a man killed by a suspected drunk driver earlier this morning in freemont. a u.s. marine. just moments ago, we received this picture. the victim has been identified as 23-year-old lance corporal andrew silva of union city. investigators say he was riding his motorcycle on freemont boulevard when he was hit and killed. the 23-year-old driver who ran into him is now facing drunk driving charges. investigators say employees at a taco bell called to report the driver saying he was drunk and belligerent at the drive- through. officers saw the driver speeding before he hit the motorcyclist. the suspect has been identified as alexander yawn of emory vail. he is facing d.u.i. and resisting arrest charges. happening now. san francisco's police chief is holding a town hall meeting to talk to concerned residents about a deadly officer-involved shooting. one of his officers shot 28-year-old nieto last sad night. he pointed a weapon at them and they opened fire.

but last night, during a vigil, friends said he stayed out of trouble and was well-educated. he was the southbound f a restraining order earlier. and after attacking that man with a taser. we will find tonight on the 10:00 news if family got answers they were looking for. >> dozens of tenants say their lives have been turned upside down because of eviction notices. their attorney says it's just another example of low and middle income residents being forced to flee the city to make way for high-tech. >> i didn't see that one coming at all. >> shandra has livered in this damped -- cramped studio apartment on market street for ten years. the bathroom is down the hall and the elevators don't always work. >> is the elevator broken? >> yeah. >> but she's been happy here. >> to get a place like this the same size if i was lucky would be at

least $600 more per month than what i am paying right now. >>reporter: which is about $800. >> i have just been looking all over the place and i'm not finding anything anywhere. i may have to leave california. >>reporter: no -- naomi campbell has been here since 1998. several tenants received eviction notices with the landlord saying he was going to begin demolition to convert the housing to office space. as many as 50 tenants could be forced out. a city hall glitch allowed the demolition but has since been rescinded. still the tenants aring being told they have to leave. >> my moods go up and down. i'm heart broken. i'm frightened, and i also feel like the evictions don't have legal ground. >> the building is just down the street from twitter's headquarters. >> the sheriff department will have to come with three or four big guys to get me out of here. >> it's absolutely outrageous.

there are so many attorneys fighting against they. a ton of resources and cities trying to fight to stop it. >> three lawsuits have been filed against the landlord claiming broken elevators, no heating and other issues. >> we claim that the landlord remove services the minute reserve the eviction notices to try to force the tenants out. >>reporter: housing activists say greedy -- greedy landlords are looking for every angle to try to get rid of low rent tenants to cash in on big money moving in. >> i love san francisco. i'm worried about my situation and worried about this city. >> we called the supervisor who represents that stretch of market street and her office said she is fighting to keep tenants in their houses. and the second highest rent in the nation by california renters. more than half of them cannot afford a two bedroom apartment. in a new study called out of reach, 2014, the fair market rent on a two bedroom apartment in california is $1354 a month.

eighteen-year-old gilbert -- and 18-year-old brandon pat face burglary with child endangerment charges. twelve juveniles whose names were not being released were also arrested. police say the group had parties at the house over two weekends before it burned march 16th. an audi a-4 was also stolen from the home but later recovered. the juveniles face arson, burglary, autotheft and drug charges. police say more arrests are expected. >> a home burglary was reported by surveillance cameras. police released an image from burglars. police say the men broke into a home on ames avenue between 5:45 and 6:25 yesterday evening. a woman returned to find the door open and thought the burglars were still inside but police didn't find them after a five-hour search. they think the burglars may have took off what they heard the woman come home. police have stepped up patrols in that neighborhood. >>reporter: a new bill that would impose shorter time frames for processing rape kits has passed the assembly

committee. the new information would require police to submit evidence to crime labs within five days of collection. then the crime labs would have 30 days to process and upload dna into the fbi's national dna registry. under current california law, there are no specific deadlines for just how quickly rape kits should be processed. past internal awe sits have shown that los angeles county had 12,000 untested rape kits and a laneda county had 19 uh-uh tested kits in police evidence. >> we have got valuable, invaluable evidence sitting in police evidence room and their evidence lockers that could help us solve those crimes and stop these serial rapists from doing this again. >> the bill would also require sexual assault victims to be notified if police do not process their kits within the allotted time frame. members of local 21 gathered on the steps of san francisco's city hall to ask mayor ed lee to use honest numbers in his contract negotiations with city unions. >> what do we want? >> honest numbers. >> when do we want them? >> now. >> workers say they are tired

trucking salmon 20 -- 240 truckloads worth from the sacramento river hundreds of miles away and releasing them further down here at rio vista. >> we need to insure for future generations that our fish and wildlife species are there for future generations to enjoy. >> they get acura mated. it will be hours before the fish are ready to release. the drought is making all this necessary. the sacramento river is too low for the young salmon to safely make their way down the river to the pacific without avoiding the dangerous sacramento delta. >> it's a complex of waterways. reverse flows. pumping operations. they just don't do well. >> but there is some risk in the plan because the salmon didn't swim down the river. they may have a harder time finding their way back to spawn.

>> it disrupts their imprinting cycle. >>reporter: officials say releasing the babies with the outgoing tide is their best shot of survives. in rio vista, ktvu, channel 2 news. good news. we're still getting showers. the heaviest amounts have been in the oakland area and the san francisco area under two tenths of an inch. as we speak, it's raining down there in the san jose area. the rainfall accumulations will change. we come back tonight at 10:00 and i'll fill you in. it really isn't a lot of rain. it's enough to really slow that afternoon commute. here are the showers that are occurring. it's kind of heavy up here. there's not a lot going on. east of 680 off 262. you have will some wet roadways there. it's been raining pretty hard at times.

evergreen, you are starting to dry out after a pretty good little dousing. downtown san jose says showers are starting to break out in the clear. not the clear, but in the dry for that matter. so as we look at the radar and satellite forecast or actually the rain forecast for tomorrow. wednesday morning at 6:00 a.m., this is the next one. this is storm number two. stronger than storm number one. it will leave some wet roadways. your morning commute for wednesday is going to be messy. it really is. it's going to look a lot like it did today at noon. even a little heavier rain. here we are wednesday morning. showers, heavy at times. 9:00 a.m. it's starting to die down, but you're still in the commute. so tune in tomorrow on ktvu. we will be all over this because any time you put rain on the morning commute, you're going to have problems and that's what happens. afternoon commute. that is wednesday afternoon. it dries out. afternoon is going to start look like our afternoon this afternoon where it's starting to clear out a few scattered showers. the forecast for the upcoming rain. you can see a quarter inch to a half inch again. as you get into concord, three tenths of an inch. six tenth in santa rosa.
