29th. i'm claudine wong. >> good morning. i'm mike mibach. >> a little breezy out there, the rain has been steady all morning long. let's about to storm tracker 2. you can see the clean line of rain. it's sliding just a little bit, and we'll see where we have moderate rain falling. a few cells you can see just over the hills. east of santa rosa, a steady rain for a few hours. it's been right about here. it will shift to the south, but i want to take you south here and show you that most of us are still mainly dry picking up a little drizzle along the coastline, along the east bay. here at the south bay you'll get it less. this line will be moving from north to south. we will over the course of the morning begin to see the rain shifting to the south. i'm tracking snow in the hills. the snow levels are still right about the 5500 feet above blue

canyon. you can see up in areas along lake tahoe a mix of snow and rain there. there's a winter storm warning in place. it will last until early sunday morning. we can see one to two feet of snow in the highest elevation. how is this storm going to behave today? we'll see the worst of it this morning. this will begin to shift in the central bay. here at 8 or 9:00 you can see it, it's moving down into hayward. it takes until 10 or 11:00 that it moves into the south bay. you'll be dry for the next couple of hours in south bay. we'll be with wet weather throughout most of the day. the steady rain will taper off. i'll show you the futurecast models we get into saturday night and i'll have the numbers coming up. we're following developing news. a bart delay in and out of san

francisco. according to bart there is some kind of problem in the france bay tube. delays are at more than 20 minutes. we'll at any to follow the latest developments in the story and bring them to you as soon as we get an update into our newsroom. some people in southern california are waking up to damage caused by a 5.1 magnitude quake. it was sen third near orange county. it knocked items off store shelves and caused power outages to 2,000 customers. it happened after a 3.6 earthquake hit the same area. and it was felt further outside of it. after the earthquake hit there were water main and gas main leaks. dozen of aftershocks occurred during the night. there are no reports of any

major injuries but there are reports of minor injuries. it caused a rock slide outside of orange county. the vehicle hit the rocks and then overturned people in the car, they were able to get out. an east bay marine will be remembered and money will be raised for the family he left behind. andrew sylva was riding a motorcycle when he was hit in freemont by a suspected drunk driver. a memorial sits at the crash site at freemont boulevard. alexander admitted to drinking four glasses of whiskey and he's been charged with second- degree murder. proceeds will go to his wife and two-year-old son. the event starts at 9:00 at the veteran's memorial park. people in freemont will contribute 20% of its sales to

the family. there is a protest for the death of alexander, police shot and killed and student at the park. they fired at a man who pointed a gun and that weapon turned out to be a taser. an update on a story we first broke, on a quarterback chris culliver is scheduled to appear in court after a suspected hit and run. he walked out of jail after posting a $36,000 bond. he was driving a white mustang in the morning when he hit a bicyclist on tully road on south seventh street in san jose. >> the driver was attempting to make an u-turn, didn't make it and ended upcoming up on the sidewalk and striking the bicyclist, the bicyclist suffered minor injuries, the

mustang took off clipping the witness' car leaving the scene. culliver got out and con fronted him and he found brass knuckles in the car. he was charged with driving recklessly and possessing brass knuckles. they're aware of the recent matter concerning chris culliver. we'll continue to gather the facts regarding this situation. as this is an ongoing legal matter we'll reserve comment at this time. he stated in an interview that he would not welcome gay players in the locker room. he's trying to make amends and he's expected to compete with the starting job this season with the 49ers. some of the most powerful

democrats in california are calling for the resignation of leland yee. two others are caught in their own political scandals. the three politicians are suspended without pay. nancy pelosi says yee should step down for the good of the legislature and the democratic party. >> for the people of san francisco and this area have treated him with great respect. i think out of that respect he should step aside. >> yee's attorney said suspension is the right step for now, and is happy in a system that presumption presumes the innocence of the accused. >> 26 people were arrested in this investigation. they appeared in the san francisco court yesterday to see if they needed court

getting reports of light rain over san francisco. the radar is not picking up on it just yet. it is on the way, and it is -- you can see this rain into sausalito and sliding up over the american canyon. you will find it getting showers at this time. it will be working south. over the next few hours, it's going to take until 10, 11:00 until it reaches down to san jose. until today the morning will be rain and showers and as we get into the afternoon we're looking at scattered showers. quarter inch to half inch for the south and central bay. that is great news. on the temperatures this morning, a lot like yesterday, even slightly warmer in some places. widespread 50s, it's soggy and cloudy, it's a little breezy out there. if you're stepping out be prepared for that. into the afternoon by the time we get to lunch notice

and we know we need it. it could be hazardous out there. here you can see along highway 101, the rain is coming down harder in this area. but, we do have a steady light rain falling most locations in and around areas like richmond and over san raphael. we have mostly gray and rain falling in here. it shifts south a little bit. we have light rain and drizzle falling along the coastline. it's a well defined front swiping sweeping across the bay area. it's going to happen over the course of the next few hours. for the afternoon we'll be left with mostly cloudy skies. here's what i'm expecting rainfall totals from the end of the dave. it's anywhere from an quarter inch to an inch and here an inch to inch and a half. and the second half of weekend

petaluma through nevada, you have moderate rain falling, it's hitting that windshield pretty hard. at that i can it easy. if you have an early morning drive. meanwhile down in and around the peninsula, we get to the east bay, we're dry with a few light sprinkles falling. i'm along the coast and the peninsula, we're picking up drizzle perhaps light rain at times. we have the steady rain it's going to take a hour or two moving to the central bay and into san jose, i'll pinpoint it to you coming up. notice lake tahoe, we got rain, and the snow level is 6,000 feet or so. we'll be dropping over the course of today. there's an advisory over tahoe, if you're planning on heading that way, tomorrow will be a great ski day, for today it's going to be dangerous. we're talking snow blowing, one to two feet at the highest

we've been wanting so much in the bay area. we're at the farmer's market at the ferry building. farmers are happy to see this rain. i talked with farmers and they said water is in scares supply in the central valley. any rain they get is welcome. the rain in san francisco started falling after 6:00 this morning. they started moving in last tuesday and that storm last week, earlier this week really opened the door for these stores to roll in this weekend, today and tomorrow expected to deliver the greatest amount of rain here in san francisco and then the north bay, we're hearing that the north bay could see as much as 3 inches. they would welcome that up here in the north bay and given the statewide drought very welcome. it's not expected to make a major dent in our drought now. the latest numbers we here is san francisco is about 42% of its annual average.

off at mount diablo national park. it's been limited because of three restaurant years of dry conditions. portable toilets have been brought in to save water, no showers or people have been bringing their own water with them. people in southern california are waking up to damage caused by a strong earthquake. it was centered in orange county, the quake knocked items off the storm shelves. it happened just about an hour after a magnitude 3.6 quake hit that same area. the quake was felt as far south of san diego and as north as venture a county. they'll be preparing for a disaster or earthquake in the bay area. they're hosting a disaster readiness work shop.

pretty good rainfall along highway 101, still over sonoma, napa, vallejo, some areas picking up 0.2 in the last six hours. mount st. helena has picked up an inch. this is great news. of course not the best day to be outdoors. napa, along highway 29, you may find it a little troublesome. a little hazardous if you do have an early morning drive, this to be aware of. i do expect a lot of soccer and baseball games will be canceled for the morning hours at the very least. along the east bay, along i-80, it is a wet commute, from hercules through berkeley, emeryville, oakland, light rain. looks like it's stretching into around orinda t you may have light rain outside your door and along the peninsula, bay bridge, golden gate, crossing into san francisco, through daly city, light rain. again, just a very light rain at this point, but it will pick up over the course of the next hour or so because this system, a nice, distinct band over the north bay and rolling through

sight. we're here at the farmers market in san francisco at the ferry building. for a lot of the farmers here, they definitely say this rain is a welcome sight. now, today's rain is part of a band of storms that, if you remember, kind of rolled into the bay area on tuesday. that really opened the door to a series of storms. today, tomorrow are expected to deliver the greatest rain totals. now, as we've been saying, a lot of the farmers here say the rain is definitely welcome. they want to see the rain in what they say has been a very topsy-turvy weather year. >> our winter crops bolt. they go into flower mode and we lose the crops. it should be wintertime. it's been spring and winter. now it's winter and spring. >> reporter: with the statewide drought, any rain obviously is a very welcome sight. we're hearing that this storm could deliver up to 3 inches in the north bay. still, it's just a drop in the bucket. for example, san francisco is at about 42% of its rainfall total for the year, so they

would need 12 inches of rain here in san francisco to make an average year. one final note, we are hearing the rain is starting to result in some minor cancellations. we just got an e-mail from the department of emergency services for san francisco and the tsunami walk that had been planned for today has now been canceled. we're live in san francisco, christien kafton, ktvu channel 2news. well, some people in southern california are waking up to damage caused by a strong earthquake. the 5.1-magnitude quake hit just after 9:00 last night and was centered near barea in orange county. the quake knocked items off store shelves, as you see there, and did cause scattered power outages to about 2000 homes. it happened about an hour after a magnitude 3.6 quake hit the same area. the quake was felt as far south as san diego and as far north as ventura county. >> pretty intense. i was sitting in a car waiting in a parking lot and the car started shaking side to side. i felt like the car was going to flip over. >> right after the quake hit,

there were water main and gas main leaks in the area. dozens of after shocks were reported throughout the night. there are no reports of any major injuries. the earthquake triggered a rock slide that triggered a car crash in orange county not far from where the quake was centered. the entire roadway ended up covered with rocks, then a car hit the rocks and overturned. the people inside the vehicle were able to get out and were not seriously hurt. >> it's still going, still going a little bit. >> earthquake! >> i felt it. >> a baseball fan at dodgers stadium shot this video right after the earthquake and posted it on youtube. the quake hit during the 6th inning of last night's dodgers game, in which they won 5-4 in 10. today, an east bay marine will be remembered. 23-year-old marine andrew silva was riding a motorcycle early tuesday morning in fremont when he was hit by a suspected drunk driver. a memorial now sits at that

crash site at fremont boulevard and dakota road. police say the suspect had been drinking four glasses of whiskey before the crash. he's been charged with second degree murder. a enemy moral run is just starting in union city in silva's honor. proceeds will go to silva's wife and 2-year-old son. the event starts at 2:00 in union city. mount mikes will contribute 20% of its sales this weekend to the family. public services for silva are planned for next week. a march scheduled today to protest the death of alex niato. police say officers fired after he pointed what they thought was a gun at officers. it turned out to be a taser. . updated, a story now we first broke on ktvu.com. 49ers quarterback chris culver is scheduled to appear in court on april 11, following his arrest in a suspected hit and

run. the 25-year-old culver walked out of the santa clara county jail last night after posting a $36,000 bond. police say he was driving a white mustang in the morning when he allegedly hit a bicyclist on tulley road and south 7th street in san jose. >> the driver was attempting to make a u-turn, didn't make it, ended up coming up onto the sidewalk and striking the bicyclist. >> the bicyclist suffered minor injuries. an attorney for the witness says the mustang then took off, clipping the witness' car while leaving the scene. the witness then followed culver and eventually blocked his mustang. investigators say culver then got out and confronted him. police later found brass knuckles in culver's car. the 49ers player was booked on felony charges. the 49ers issued this statement. the 49ers organization is aware of the recent matter involving chris culver. we will remain in contact with

rain is expected to create more challenges for rescue crews working on the deadly landslide in washington state. people are now teaming up to try to help surviving horses. horse owners in the area all go to the same place for their hay, but now because of the landslide, the only way to get to the supplier is to take a 100-mile detour. volunteers are now hauling the hay for horse owners who can't make the drive. >> i can't go out and dig. i can't, you know, run an

little foggy, very moist out there and visibility, tough in some cases and in some areas. in other areas, the rain still coming down. giving you a look at this system, a very distinct band of rain moving over the north bay. over the course of the morning, we've watched it slowly shift. it's going to continue to shift south, so i'm not trying to leave out the south bay, but the action isn't happening in your neighborhood just yet. perhaps a few light scattered showers, and i'm seeing some over the santa cruz mountains. where it is light to moderate at times is over the north bay. i want to point out some of these oranges over the hills. so that is to be expected. we've had light to moderate rain fall along 101 from santa rosa, petaluma and novato. light to moderate rain around napa. mount st. helena has picked up an inch overnight, so that's great news there. as we shift in along the peninsula, we've got light rain falling over the city of san francisco through daly city.

it's shifting along the coastline here, through pacifica, into montara, half moon bay. if you're not seeing it just yet, you will be shortly because we are, again, with a lot of light drizzle and light rain falling over the santa cruz mountains. so this is what we are seeing over the next hour or so. checking in at 9:00, looks like the model may be a little fast, but not too bad. as we get into 10:00, it's creeping a little bit farther south. san jose, you're still mainly dry. takes all the way until about 11:00, maybe the lunch hour before the rain becomes steady in your area. meanwhile, tapering off over the north bay, although i will

. good morning to you. much-needed rain is falling over the bay area at this hour. the latest storm rolling through the region this morning, the north bay hit first, but it's now coming down in san francisco, as well as the east bay. giving you a look at some of those folks out there in san francisco, i saw a few people running for cover a little earlier. yes, the umbrellas are out, the rain gear, and over san francisco, the rain is just getting started with more to come. let's take a look at storm tracker 2. it arrived overnight, moderate at times. it's beginning to shift into the central bay, then into the south bay next. giving you a close-up view

here, we've got light to moderate rain. most of this falling in the hills between santa rosa and areas like napa. but sonoma, you could be picking up pretty good rain here falling around the american canyon, falling along i-80. if you do have an early morning, be prepared for slick roads and even fog out there because it's very moist. if we look into san francisco, this is about where our live camera is this morning. you can see just a light, steady rain all the way down into south san francisco, daly city, off to the east, light rain falling in oakland, as well as all the way into orinda, as well as martinez, be knee sha, and light rain falling over santa cruz all morning long. we're accumulating pretty good amounts already, anywhere from a third of an inch reported in santa rosa to half inch, inch at mount st. helena. take a look. we've got snow falling over the sierra, snow levels love lake level at 6000 feet, but dropping over the course of the

rain that we see is welcome and this storm could deliver as much as 3 inches of rain to the north bay. certainly that is a welcome sight. but it's still really just a drop in the proverbial drought bucket. just to give you an example, here in san francisco rain right now, we stand at about 42% of our annual average. it would take 12-inches, a full foot of rain by july for san francisco to come up to its annual average. so like we've said, any rain, welcome. it's just not enough so far. we're live here in san francisco, christien kafton, ktvu channel 2news. new this morning, sheriff deputies in contra costa county are still trying to figure out if weather or speed were factors in an early morning crash. the driver of this honda crashed into this house on hilltop drive and renfro road just before 6:00 this morning. this new video shows where the car ended up. the accident also knocked down a 50-foot section of a chain link fence. the man was air lifted to the hospital. authorities have not released

his name or any details about his injuries. bart is no longer experiencing delays from this morning's problem in the transbay tube. according to its website, the problem has been fixed. it did not go into details about what went wrong. earlier this morning, some passengers were experiencing delays of about 20 minutes. service had been affected in both directions, but is now running as usual. worker safety on bart may mean longer waits for passengers. bart is implementing new safety rules in response to a deadly accident last october in which a train being used to teach management replacement drivers struck and killed two engineers near walnut creek. the chronicle reports bart will spend some $5 million in hiring 40 new track maintenance workers, but bart officials are warning that with the new safety rules and protections, they will likely mean longer and more frequent train delays for riders. a new report finds san francisco general hospital is in need of significant security and safety upgrades. the report was ordered by mayor ed lee after a patient, lynn

spalding, was found dead in the stairwell of that hospital last year. ken pritchett has more on the report and what steps have already been taken. >> reporter: 57-year-old lynn spalding went missing from her sf general hospital bed in september. 17 days later, she was found dead of dehydration in a stairwell, more than two weeks alone, unnoticed. a tragedy that inspired this report by ucsf medical center on security at sf general. it's one urban hospital peer reviewing another. >> it gives great ideas and a path of options. >> reporter: department of public health spokeswoman rachel keegan says the report recommendations come as the hospital has already taken steps, such as having more senior sheriffs deputies on site. the report found an insufficient oversite of the security program at sf general and an absence of a quote, culture of security and safety. among numerous recommendations, a full-time security manager be

in the bay area. the century 21, 22 and 23 dome theaters across the street from santana row in san jose are scheduled to show their last films. there has been a petition to designate the theaters, built back in the '50s, as local landmarks, but the owners want to lease the land for redevelopment. there's a call to keep just one of the domes. however, the issue remains in doubt. century 21's last screening is tomorrow night at 7:00, with the blockbuster "raiders of the lost arc." tap water has been turned off at mount diablo state park because of california's drought. park rangers say spring water supplies are limited because of three straight years of dry conditions. that means there's no camp showers, faucets. portable toilets have been brought in to save water. campers have actually been coming to the park anyway and have been bringing their own water with them. well, the oakland a's won, the san francisco giants lost, and tim lincecum got hurt. that was the wrap at the ball park last night.

for a permanent police chief is set to continue. the city signed a contract with a new recruiter. the city wants to reopen the application window through the end of april and name a new chief by june, according to the contra costa times. the last outside organization hired to find a new chief was disqualified for denying equal benefits to gay employees and the original recruiter quit last december, claiming interference from the mayor's office. the department is currently headed by interim chief sean went. the vallejo police department is hosting an open house today, with workshops how to start a neighborhood watch group, as well as self defense classes and k-9 demonstrations. for children, there will be a bounce house, face painting, as well as animal balloons. the event is being held at the community service section headquarters on florida street. it starts at 11:00 this morning and ends at 4:00 in the afternoon. two recent skateboarding accidents that happened just days apart are reminding some people of the importance of wearing a helmet. 18-year-old ryan carroll,

recent college park high school graduate, is in critical condition after crashing his skateboard back on march 20th. he is now in a medically induced coma with a fractured skull. three days before ryan's accident, kate hopkins, a 2012 alhambra high school graduate, died in a skateboarding accident in yosemite. neither ryan nor kate were wearing helmets. happening today as well, animal rights activists are protesting outside the chipotle restaurant on 4th street in san francisco. the group says the restaurant faces challenges over its corporate practices, including how animals are killed for the food. the protest begins at 12:30. people are warned to expect strong visual images. free clothes passed out in need. the nonprofit organization behind this mobile outlet. >> something is broke. something to grab onto. >> the debate over beards continue. hate them orloff them.

. well, the uso center at san francisco airport played host to a group of marine last night. the uso says those marines are headed to an undisclosed location for a training mission. while they were at the airport, the uso and the national charities league teamed up to make sure they were well fed, something the ha reasons say was greatly appreciated. >> heading out for this training, it means a lot that the folks at the uso and everybody down here at sfo welcome us with open arms and take care of our marines like that. we really appreciate it.

>> sfo officials opened the former continental airlines lounge in terminal 1 to provide a temporary base for those marines between flights. in a rare move, the president's weekly address was delivered by the vice president this morning. >> there's a lot of good reasons why raising the minimum wage makes sense. not only would it put more hard- earned money into the pockets of 28 million americans, moving millions of them out of poverty, it's also good for business. >> with the president overseas, vice president joe biden gave the white house address. he discussed the importance of raising the minimum wage. he says a worker earning the federal minimum wage makes about $14,500 a year, but would earn more than $20,000 if the minimum wage is raised to $10.10. he says businesses would benefit because they would have a better chance at keeping employees from leaving. a southern california girl who made a personal plea to the pope this week has helped her father to be released from immigration detention.

the 10-year-old girl from panorama city traveled to the vatican to ask pope francis to talk to president obama about immigration reform. she went as part of the california delegation. now, the girl's mother says a relative saw the girl on television and offered to help pay the rest of the $5000 bond to release her father. a judge will determine if he is deported. a low-income neighborhood in pittsburg is welcoming its first traveling boutique. a contra costa county nonprofit called white pony express will be parked at the united methodist church on leland road from 1:00 to 4:00 p.m. people living nearby are invited to come and shop for free clothes and other items. shoppers will be allowed to pick out four free items, as well as a toy and one book per child. bay area teachers are getting classroom supplies thanks to a donation from google. they used the crowd funding site donors choose to fulfill requests by teachers. this past week, teachers

mostly dry at this time. but it is continuing to shift and now back to areas right along the peninsula, where south san francisco and daly city are reporting light rain. pacifica, light rain. half moon bay, light to moderate, moving into san mateo and crossing over the san mateo bridge in the next 15 minutes or so. i want to show you, santa cruz, the mountains continuing to see just light rain and santa rosa remaining mainly dry, as well as the inner east bay, areas like livermore. into the next hour or so, this band of rain will continue to shift. livermore, san jose, your areas still dry through the 10:00 hour. by 11:00, things start to change. we're closer between 11:00 and noon time, finally moves into areas like livermore, over the diablo range, into san jose. into the second half of the day, widespread scattered showers. it's not really until about dinner time. we're mostly cloudy, not a lot of sun for today, but finally drying out for the second half. temperatures right now in the 50s. low to mid-60s for the

. well, new video just came in showing objects found during today's search for the missing malaysian airliner. chinese television showed one of the objects, which is colored in green. there you can see it. however, investigators say the debris found was just garbage in the ocean and not from the missing plane. the search halls concluded for the day and will resume

tomorrow. lawyers for the lone surviving suspect of last year's boston marathon bombing say the fbi once asked his older brother to be an in informant. the fbi is denying the allegation. the fbi say the two men planted two bombs at the marathon. tamerlan later died in a shooting with police. dzhokhar's lawyers want any evidence turned over that could show tamerlan more responsible for the bombing. yesterday's attack targeted the kabul offices of san rafael- based organization roots of peace. the organization is working to improve agricultural opportunities in afghanistan. the group plans to step up security and continue its work despite the violence. >> this hits home in the most literal way. this is my home they attacked, my home in afghanistan. >> officials say it appears the attack was part of a taliban

campaign targeting westerners in advance of the upcoming national elections. u.s. lawmakers have wrapped up a hearing on last year's deadly shooting of a tsa agent at los angeles international airport. while they are praising the swift response of police, there are still no conclusions about how to improve security for screening officers at check points. the hearing comes after two reports found the need to improve airport security. a tsa report recommended that armed law enforcement be present at passenger screening check points and ticket counters during peak hours. many time, officials at sacramento international airport are cutting 12 of its security positions. it is part of an ongoing effort to reduce spending. the reductions will be made in the sacramento sheriff's department union at the airport and will not affect federal security check points. the airport must cut its budget by 15% over the next year and a half. well, the thrills are back at great america in the south bay. today, the park officially opens for the spring and summer season. the park opens at 10:00 this

morning. it will close at 8:00 tonight. the park's only going to be open for weekends for now, but starting may 26th, the park opens daily. habitat for humanity is holding a spring cleaning tool donation to help stock up on supplies. the nonprofit organization is asking bay area residents to donate new or gently used tools. starting today, a container will be located in front of the orchard supply harbor store in concord. habitat humanity has helped build 400 homes in the area. new figures suggest couples are spending more than ever to throw the wedding of their dreams. a survey by a wedding planning site found couples spent an average of $30,000, up 5% from the previous year. venue and catering expenses accounted for $13,000 of the budget. other big ticket items included receptions, bands, flowers and wedding photos. according to vice president joe biden, persistence pays
