take a look at that wide view there. the center of this storm is going to be working over the bay area and that is going to continue. our possibility of thunderstorms and bring us lower snow levels. i'll have timing on this system. more on that in just a bit. we've been keeping our eye on the roads. we were with the chp today and officers had their hands full. the roads aren't the only problem areas tonight. berkeley, a lightning strike did a lot of damage. >> reporter: let me show you. this is one of the boards that came off of that tree. let me show you, probably hit that car right there. that car is smashed right there. it all came from that tree that's standing like a spear sticking out of the ground. that caused a lot of damage. >> it exploded like a bomb had

fallen on it. >> reporter: this tree between 1:00 and 1:30 this afternoon. >> i heard a loud explosion and saw wood chips scattering and i thought the lightning had hit our house. >> all of a sudden there's a huge bright light like the sun, huge crack, loudest noise i've ever heard. >> reporter: that many said was a landmark here and once stood tall. >> it was about 8 foot tall. and now it's about 20 feet tall. >> reporter: investigators say parts of the tree ripped through the roofs of several homes, left debris in several yards and took out windows in a three-block radius. >> we've seen treeing taken down by storms, but a lightning

strike that's actually detonated a tree like this i've personally not seen before. >> reporter: you can see there are tarps on top of that home. the fire department put those up to prevent any further damage. nobody was injured. we'll talk to more people in this community who were affected by that tree strike. people in sausalito were also startled by a lightning strike this afternoon. folks that live on spencer avenue said it sounded like an explosion when a lightning bolt hit a house. no one was home at the time. neighbors came and took the family's doing to safety. lightning also struck a horizon air jet during its approach to oakland. passengers were shaken, you can imagine, but there were no injuries. the plane landed without

incident. viewers captured flooding in the city. you see water rushing down the street and a car driving right through it. >> reporter: this storm's seemed thocatch people by surprise today. the rain started coming down pretty steadily in the afternoon. it started to cause problems, mainly on the road. the rain was a welcome sight for a while. but as the storm picked up strength in the mid-afternoon, it started to make driving a bit hazardous. california highway patrol units say they responded to 4 incidents in about an hour. the worst was this accident on highway 87. >> the vehicle as you can see was traveling at a higher speed

than he should for weather conditions. lost control of the vehicle. swerved, hit the wall, lost control of the vehicle after hitting the wall, and overturned. >> reporter: traffic would be aa concern all day, but the rain had a more soothing effect on people walking in it. pedestrians were happy to be wet. >> i love the rain and that's why i don't carry umbrellas. >> it's really interesting to hear everybody just excited about the rain and not complain about it. it's really a change in attitude because we've been living with the drought and it's terrific that it's raining. >> reporter: any hardships? >> no we haven't had enough of it to happen. >> slow down so you don't get involved in any accident like the one right here. >> reporter: traffic and the storm have slowed down. hopefully that will make conditions a little safer.

hill. how the school district is warning the community. >> reporter: it's a public trail used by many students. this was the path one 17 year old student took to class this morning when police say a man jumped out of the bushes, grabbed the student's behind and took off. >> oftentimes, unfortunately, opportunistic people will go where the adults are not. >> reporter: the student told school administrators and an alert was sent out to 1100 parents to be on the look out. >> suspect is described as a white male, approximately 30 years old and approximately 5- 6. >> with this, i'll definitely drop her off and keep picking her up every day. >> reporter: 7th grader was trying to make sense of it all. >> when we heard it, i thought

why does this always happen to people like that. >> reporter: the 17 year old student is doing fine, but the incident is an opportunity to for parents to have a frank talk with their kids. >> if a stranger approaches you, make sure you tell an adult immediately. >> reporter: police are investigating this as a case of sexual battery. they haven't had any other reports of incidents incidents like this on the trail this morning. channel 2 news. we've been reporting extensively on the arrest of state senator leland yee. now we're getting a better sense of how his legal team is planning to defending him. >> reporter: frank, the hearing this morning was short, but yee's defense team has begun the job of poking holes in the

prosecutor's case. suspended state senator leland yee was silent. it was a brief hearing focused on the $500,000 bond that has kept him free. how is he doing? >> no comment on my client's demeanor. >> reporter: did speak out on the use of federal resources. >> it raises the question of whether the government thought they even had a case that it took this long to build. >> this is just -- >> reporter: legal analyst jim hammer told us it only bolsters the case. hammer says proving that yee took campaign contributions for favors may be difficult. >> the government is going to have to show a very explicit

and has confidence in the process. governor brown called for y ee to resign. >> this is aa tragedy for the senate, for politics in general, for our democratic pros. process. the quicker we can move forward, the better for everybody. >> the governor made the comments as he came out of a meeting in sausalito. the firefighter at the wheel surrendered to the district attorney's office today. that comes after a grand jury dieted michael quinn last saturday. quinn is currently free on $100,000 bail. for the first time, asiana airlines has admitted that its

pilot flying to slow was probably the cause of the crash. the ntsb is still investigating the crash. at the same time, the airline claimed that inconsistencies contributed to the accident. a hit-and-run crash that ended inside a corner bar. this nissan ran right through a red light and hit a car at 17th and telegraph avenue. the ahtima then ran into the dog wood bar. it was closed at the time and no one was inside. 5 people inside the nissan all ran from the scene and at least one of them left bloody hand prints on the car. san francisco police are looking for two women who were in this lexus this morning when it crashed. the two women jumped out of the

pacificca, you can see an example of how bad it was. here you get a sense of how deep the water was as this gray suv drives right through it. meteorologist rosemary orozco is tracking the storm as it develops. more from her in a few minutes. the search for victims in the deadly washington state mud slide. the official death toll rose from 21 to 24 today as crews continue to their slow excavation. there's also concern about more flooding in the area, but the rains are letting up and that's giving search teams some dryer weather. crews finished a temporary road that links one side of the debris field to the other. but officials say they're worried about sewage contamination and other dangerous objects. one man is telling his story of

the rescue of a 22 week old baby right afterra the slide. >> i got out there first. the guy was holding the baby and the mom was in a brush heap at the bottom. he handed me the baby and i asked what his name was. and she said his name is duke. >> reporter: he was driving by when the slide hit and ignored a straight trooper'sa order to stay away. tonight both mom and baby are recovering. weather conditions started improving yesterday for search teams, mostly dry weather is expected through wednesday. in oakland a man is recovering after being hit by an oakland police car. it happened near 7th street and broad way. the man was taken to the hospital with non-life threatening injuries. the cause of the crash is still

under investigation. an east bay firefighter is in boston tonight to support firefighters there who lost two of their own. jason connor flew out of sfo this morning. they died last week while fighting a 9-alarm fire. connor says he is going because boston has been there for his district. >> in 2007, we lost 2 firefighters in the line of duty. they sent half a dozen guys out here for us. i'm going to go out and represent us and pay it back. >> thousands of firefighters from all over the country are expected to attend those funerals. our storm watch coverage continues here as we keep an eye on the traffic outside. this first look is perhaps the worst traffic spot in the bay area right now. this is in emmeryville.

you see lots of people going slow eastbound toward richmond, westbound toward the bridge. very busy this evening commute. this is looking from our camera right atop the oakland coliseum. not as bad as it is up in berkeley. there is a sold out crowd waiting for the a's season opener. our camera is here look out toward the west. you see traffic moving on this direction, this is the non- commute direction. the direction coming in across the bay, certainly heavier there. rosemary, it was really coming down. >> you're right. headed outside my door as well and it was quite interesting, very neat, in fact, and we are watching as it pushes out of the area.

take a look at storm tracker 2. this isthis system will come in a number of steps. from today, the front moved through and brought heavy rain at times. if you were watching from your home, probably pretty cool to see, but if you were on those highways, probably a different story. we'll move in a little closer, stop the radar and take a look at where the rain is moderate. along the peninsula it's picking up again at this time. san mateo stretching north into areas of san francisco. a slick and messy commute for those of us on the roadways at this hour. shifting into the east bay, we have rain reported around 80, 580. and this is going to be the pattern we see over the course of the next 24 hours, maybe even 36 hours because thes is is just going to layout that

type of pattern. shifting over the air, you can see light scattered showers, but just enough to make it a hectic drive home. you're going to find it in and around concord, along highway 4. it's light hit and miss at this time. snow in the sierra. as well as areas right around colfaa x. that rain line is beginning to drop. and it will go lower by tomorrow. giving you aa look here ata the storm. this'a the front. this is part one. we have more coming our way. this system is going to track right toward the bay area. this is where the coldest most unstable air lies. this is where we're going to be with scattered showers, heavy

down pours at times. 10:00, 11:00 o'clock, we get another band of rain coming through. we wake up tomorrow morning and we have stat erred showers. this is going to be how it goes all the way until about wednesday morning. as we start the day tomorrow, widespread 40s. this is a colder storm. afternoon high is going to be struggling in the 50s. 57 for san francisco. 60 degrees for oakland and the extended forecast here showing you it's just going to be a couple of days here. now we'll be dealing with thunderstorms for tomorrow. tapers off wednesday morning. we get a bit of a dry day wednesday, thursday. but the weekend looks good. >> march looks like the middle of winter. a new rule to make cars safer. the piece of safety equipment that all new cars will eventually be required to have.

in a few years, those rear- view cameras in new cars and talks will be standard. those cameras will be required in alla cars and trucks manufactured after may 2018. it's a safety issue. on average, 210 people are killed every year because drivers can't see what's behind them. google, facebook and twitter made argumentas before the supreme court today. in the case of ellis core versus cls bank international. the case is whether the government should issue patents

complete bay area news coverage continues. this is ktvu channel 2 news at 5:00. we are on storm watch tonight. storm tracker 2 is lit up in green as rain continues to soak much of the bay area tonight. it is socked in with clouds, but you see aa bit of sun trying to peek through. it will be wet and cold tonight. thunder and rightning were throughout the bay area this afternoon. our team coverage continues tonight. john fowler shows us how this storm is helping some reservoirs but is leaving others high and dry. it's already some impressive amounts, anywhere from half inch to an inch fell

over the bay area today. let's take a look at storm tracker 2. we will get in a little bit closer. the rain picking up along the peninsula this hour. i want to get in around our highways where we do have an evening drive going on. along the 101, the 280. los altos. the steady rain pulled through in the afternoon. right now it's generally light, but you can see our bridges are wet. into the east bay we have light rain reporting over oakland at this time. in and around where we have oakland fans hanging out there for opening day. down along 680, san ramoan. we have light showers around

pleasanton. take a look at that lightning strike there. thunderstorms reported over the foot hills and the storm is going to be dropping over the course of the next few hours into tomorrow morning down to about 3,000 feet. anywhere from mount hamilton. we'll be tracking that for you. but more to come with the storm. woe have a couple of days we'll continue to see the possibility of thunderstorms. i'm going to show you some of the rainfall total coming up. we sent ktv's john fowler to see what dent, if any, this rain is making in the drought. >> reporter: beginning tomorrow, fremont, new ark

residents can water landscaping only one day a week. some told us today that's unreasonable. >> it's raining and it's been raining for the past week. maybe it shouldn't -- it doesn't make sense. >> reporter: the city's get almost half their water from local rainfall. >> not enough apparently; right? >> reporter: end of january, state water officials said we need a big storm every week through may. that's at least 16 major storms. we've had 5. march is ending well, but it's not the same everywhere. new data shows state reservoirs are averaging about 2-thirds normal. lake oroville also has rising levels. run off should get better yet. new maloney is basically flat.

>> john fowler reporting there. state water officials say they expect to do their last snow pack survey tomorrow. water trackers say they don't expect the recent snow or rain and have an impact on the water resources website. it's at 21 percent of normal. state-wide, that figure at is 29 percent. today is the deadline to enroll for health insurance. but many people who waited until the last minute are having problems. at times during the day the covered california website overloaded from high traffic. they said the website was working fine and urged people to keep trying. some people also told us they had trouble reaching an agent on the phone. >> i started 10:00 o'clock in

the morning and went through 10:00 o'clock at night and kept getting a recording saying call back later. so i just kept hitting redial. >> we tried logging on this afternoon and although it was working slowly, it did appear to be working. they say if you encounter technical problems, you can complete the application by april 15th and aa void a penalty. the federal website healthcare.gov went down due to a technical problem. that was reportedly unrelated to the last minute visitors to the site. the white house said the glitch had been fixed by 8:00 a.m. on the east coast. the white house says it is expected to reach its goal of 7 million americans enrolled in

large flames in martinez had -- this morning afterra two cars caught fire in a walmart parking lot. no one was injured. investigators are still trying to figure out what caused the fire. police say it appears to have

thunder rocked the bay area today from oakland and right outside our studio. everyone it seems remembered to bring their umbrella. we are continuing to track this storm. on the right, we're looking out across the bay tonight at what's happening right now. we're monitoring all the changes. we'll have another report from our meteorologist in just a few minutes. the chp's crack down on distracted drivers is set to start tomorrow. live in oakland tonight -- >> reporter: take a look at

interstate 80 behind me here. you can see traffic moving slowly but smoothly. the chp is reminding everyone when the roads are wet, drivers need to focus on their driving, not their phone. >> aa red toyota corolla and suv on the right-hand shoulder. >> reporter: so responding to a traffic collision between two vehicles, westbound west of the tunnel. >> reporter: when the rain comes, highway patrol officers run from one accident to another. >> that car spun in front of him. >> reporter: this accident sent one man to the hospital. >> are you hurt, sir? >> not major. >> reporter: and the driver of this car said it all started with wet roads. >> i hit a pocket of water and started hydro planing.

came across and started spinning and some guy ran into me and started spinning some more and came up the embankment. >> reporter: too often drivers don't slow down for the rain. speeding on the roads as they would on a sunny day. the calls to the chp explode. >> it can double very quickly in this kind of weather. we're basically just responding to incidents and scenes and what not. >> reporter: this coming month, officers will be cracking down on distracted driving. something officer ren icker says doesn't stop in the rain. >> whatever the weather may be, they're going to still be out there. >> reporter: he said that he has seen more and more people claiming to use their phones to look at maps while driving. he says it's still very

dangerous. and he advises any driving to take a moment out before driving to program their gps so they can keep their attention on the road where it belongs. more details now on the laws governorring the use of cell phones while driving. if you're 18 or over, you cannot text while driving, but you can talk using a hands free device. if you're under 18, you cannot text or talk, even if you have a hands-free device. last month a state appeals court in fresno threw out a traffic ticketed for using a cell phone while driving. he said he was looking at a map while stopped at a traffic light. this is a picture of the richmond bridge. this is on the richmond side of the bridge. it looks pretty good right now.

see the lightning strikes as they roll across the bay area. this is when we had flooding, lightning strikes hitting the ground. but at this hour, if i shift to the radar that shows you what is going on at this moment, we have a lot of breaks out there. over the north bay, santa rosa reporting light conditions. this is where i'm pretty much seeing it focused right now. woo have right to moderate rain. palo alto. sunny vail getting into santa clara. these will continue to pass through over the course of the evening. it's going to be on and off rain tonight as well as tomorrow. san jose, if we shift east, fremont stretching in through

oakland. light showers reported here. we're keeping an eye on oakland because we're thinking about opening day and the fans out there. here's part 1. it's moving. it's moving through the central valley and into the sierra. we have more to come. this is what's going to follow in the next 24 hours. this is where the coldest, most unstable air lies and this is why we're going to keep in the possibility of thunderstorms tonight into tomorrow and we're going to see our snow levels drop into tomorrow as well. we'll have a good shot at getting snow and if you're going to the sierra, there are advisories there for snow as well. take a look at this, pretty impressive. picking up more than an inch. half inch in oakland. 66/100 in santa rosa.

here in california. australian officials say that today's search in the southern indian ocean has ended without finding anything significant. international search crews have been scouring an area west of perth australia. the u.s. secretary of defense talked today about the u.s. equipment on its way to the search zone to help detect the jet's black boxes. >> the pinger locater has left on an australian ship headed toward this vast area where we all think we may have identified something. but just a reminder, that area is the size of new mexico. >> relatives are dealing with deep grief and no concrete evidence of their loss. many gathered in a temple today for a prayer vigil.

malaysia's prime minister plans to head over to see it first hand. an aggressive deer came after his dog is whey got it all on video. the video was shot in the martinez pleasant hill area last week. experts say this behavior isn't as uncommon as you might think. but the man who shot the video says he sees deer all the time and has never seen that happen. >> i was checking the deer out. my wife's talking to the deer. >> reporter: it was during a quiet morning last week that a deer appeared in the backyard of this home. that's not uncommon, but this deer was acting a little differently. >> it was walking back and forth. >> reporter: so he took out his camera and started recording.
