shooter. hoyas morning four reported dead. a justice department internal report that the gunman died from a self-inflicted wound. the report of a shooting came in at 2:30 our time. at this point we know there's several people wounded. 14. the military base near waco is one of the largest in the world. fort hood officials warn people to shelter in place. this is a community that had a mass shooting there five year as go. a security officer described the tense moments after to shooting. >> they are escorting a group of soldiers out of the building at gunpoint. everyone is coming out with their hands in the air, required to drop to their knees. men, women, and children. >> this brings back memories of 2009 when nidal hasan opened

fear at this base killing 13 and wounding 30 others. that was the deadliest attack on a u.s. military base. president obama said the u.s. is heartbroken over the shooting, affecting people who've sacrificed so much for freedom. there's numerous sources reporting four dead including the shooter. we are expecting a news won inference where we hope to learn more details. we'll bring you any updates as we get them. dozens of police officer accused of excessive use of force and millions paid out to settle the claims. $74million. that's the group of money the 70 spent on lawsuits against the police officer over the

transparent. what they found, since 1990 they have settled 430 cases. that's six times more than the largest agencies in california have spent. 63 were named in three or more of the suits. city leaders would not comment. a spokesman said they have not had enough time to review the database. he said the numbers paint a positive picture of officers on the force. >> the vast majority of them have never been involved in a lawsuit. have never used excessive force. we're looking at a very small percentage of the police officer in this database. >> hyatt said none of the private information is lifted.

we want to take you to fort hood texas where we are waiting for a press conference to begin stemming from the shooting that happened this afternoon. looks like they are giving mic checks and hopefully this will start momentarily. to bring you up to speed if you are joining us. the shooting happened this afternoon, 14 people from what we understand were injured and several news organizations are reporting four died, one the gunman who's been identified as 34-year-old ivan lopez. he was a soldier and that he was the gunman responsible for all of this. we're going to keep tabs on this and when it begins we'll get back to fort hood, texas with what they are saying about the shooting. a mother visited the east bay canal where her son died. he was in the car wearing the seat belt. the car was pulled from the

water off westerly land -- west leyland road in pittsburgh. >> there's no known witnesses to the accident. dennis sandoval was reported missing when he didn't come home from work. he crashed into this car a half mile from his home. >> a mother is not supposed to out live her son. >> now everybody cry. they don't know what to do. >> this canal where her first born used to fish is where he died. we had a witness that called our disbatch center and advised they saw a vehicle in the water. >> divers found a man strapped in the seat belt. he was 56-year-old dennis sandoval. his family reported him missing last night when he didn't come home from work. >> it was raining heavily.
