. we're live in oakland where a suspicious fire breaks out near children's hospital. we'll tell you the connection to the hospital. we just spoke to a hospital person. he tells us exactly who will be impacted today. friday morning rain. it's been an active week. we're ending the week with rain. what about the weekend, can we clear this out and warm it up.

drivers across the golden gate bridge. and urgent rescue will get underway to try and help a very sick baby who is stranded on a boat. the new insight we're getting into what the crew is going through. mornings on 2 starts now. complete bay area news coverage starts right now. this is ktvu mornings on 2. you're looking live at a damaged building owned by oakland's children's hospital where investigators say an early morning fire may have been set on purpose. coming up in two minutes, ktvu's tara moriarty will reveal what firefighters told her was really odd about this fire. good morning. welcome to mornings on 2. i'm tori campbell. >> and good morning. i'm dave clark. let's talk about weather and traffic. steve, tell them to take an umbrella, please. >> for a while, here. i mean, there's not a lot left. already break in the clouds.

let's give the system credit. definitely moved through and okay totals. and a couple reports around 4/10 of an inch of rain. aroundalameda, 1/4 inch. sfo17. that's a pretty little system system here. things are pretty much done. not completely but pretty much. so far, marin county, things have quieted down. head over to richmond and the east bay, plenty around, vallejo, antioch and highway 4. oakley, brentwood and south toward the altamont pass as well. you might encounter heavy rain. things have ended toward the south bay except the foothills and still rain over oakland.

san leandro, 880 corridor and a little bit maybe baubling over san mateo bridge and over to the peninsula. 40s the temps, haven't moved all morning long because of the cloud cover and the rain. mornings rains then decreasing. afternoon soon, it will be cooler, clearing out this afternoon, mostly sunny, highs on the cool side. 50s and mainly low 60s. >> we have a look at slower than usual traffic for a friday anyway as we look at the bay bridge toll plaza. it is backed up far 25 to 30 minute delay. on friday, sometimes we have lighter than usual conditions but the rain steve mentioned is complicating things a little bit. we also do have a look at 880 northbound here in oakland. let me get out of that line, so we can put a super up. northbound 880 in oakland. there is slow traffic because of a crash at 980. someone spun out and is blocking that left lane.

traffic is backed up as you can see. down the free, down to the brick wall, north of 23rd. getting to downtown oakland. i would suggest 580 as an alternate if you want to go to the bay bridge instead of 880. this morning, if you are driving on fremont, we have a crash north and southbound in this area, so southbound 880 between 92 and 880 and getting down to fremont is going to take about 25 minutes. northbound traffic, still may be slow in the area. 7:04. back to the desk. >> thank you sal. new this morning, the investigation is underway to a suspicious morning fire that damaged a building owned by oakland's children's hospital. it started shortly before 3:00 this morning at the building on 53rd street and it's just around the corner from the hospital. ktvu's tara moriarty has been covers the story since 4:30 this morning. she just talked to workers at the scene. good morning tara. >> good morning, yeah, we spoke to somebody who works for children's hospital of oakland

in some offices across the street which caught fire. she says there are four people who work in the office and they're going to be relocated across the street until this can be fixed. you can see the tape is up here, and the fire broke out near that rubble beneath the tarp at the back of the building on the corner. whether it was done maliciously or whether a homeless person simply, you know, built a fire to keep warm and it got out of control, that is something that investigators are now looking at. this fire broke out around 3:00 in the morning, on the 600 block of 53rd avenue. what's odd is it broke out on the outside of the building where there's no electrical. investigators think that's suspicious. this building houses offices again for children's hospital of oakland just around the corner. luckily no one was inside when the fire started and by the time the crews had arrived. the fire shot up the backside of the home. >> when we arrived on scene, we found heavy flames from the by side of the building. we made an attack on the exterior. got a good knock on it.

made entry to check for extensions and it was mostly to the attic and exterior walls and roof. >> reporter: the fire captain estimates $150,000 to the building. crews have left the scene and the arson investigator has been called to another fire. we won't know if the cause of the fire is officially arson until later this morning. we know it's definitely suspicious. live in oakland. i'm tara moriarty ktvu channel 2 news. 7:06. bond is set at a million dollars for a cub scout leader accused of child molestation. 40-year-old franklin lee was arrested last friday by santa rosa police. a boy, almost 18 years old claimed that lee sexually abused him for almost four years before he had turned 14. the the alleged victim was not a cub scout but his brother tells ktvu the family trusted lee and considered him a close friend. >> my entire family thought that he was a good hearted guy and he liked working with children, and it's just like

really disappointing. >> the boy scout's immediately removed lee after his arrest, calling the child molestation charges reprehensible. lee who has two stepchildren worked with boys ranging in age from 6 to 18. time 7:06. happening today, disgraced form san francisco supervisor ed ju is headed to county jail to serve a sentence for perjury. for lying about where he lived when he ran for supervisor in 2006. now, he has already served five years in federal prison for a scandal during his first year in office. it involved extortion, mail fraud and bribery. meantime, a key figure leland ye is free on $250,000 bail. this is keith jackson leaving jail. he has been in jail since last wednesday facing drugs and weapons charges.

his lawyer says jackson's mothers house was used to cover his bail money. now, there was one major condition for his release. jackson is banned from contacting his son, brandon who is also a codefendant. >> that's temporary. the judge said at least we can come back in and change that. he wants to see how it goes. >> jackson was one of leland ye's top fundraisers and is now co. cold front -- codefendant on cocorporation cocorruption -- coconsideration which you do. >> reporter: good morning, that means drivers at least for the next 72 hours until sunday night will be enjoying the lower tolls but the toll goes up on monday as you mentioned and that will be the case for most going up a dollar. the toll authority, this increase is needed to keep up

with the cost of maintaining the bridge, but here's what you need to know before monday. the tolls will go up, making the bridge the most sensitive cross in the bay area. if you don't have fast track, now may be the time to get it. fast track users will pay $6. if you are car pooling the toll will be $4 and will go up 25 cents of every year between july 1st of next year to 2018. the increase in toll will keep up with projected costs. $142million short fall is expected within the next five years. this increase will reduce that greatly. they say the toll increase will raise about $138 million of that. district official says that money will go toward things like bridge maintenance, which officials estimate at 1.4 billion over the next four years, and public transportation, about 1/2 of every dollar goes toward subsidizing the bus and ferry system, and while this increase

may hit hard for some, imagine living in places like the east coast. a few examples, the george washington bridge from new jersey to manhattan, commuters pay $13 in cash. and from brooklyn, commuterrer pay $15 in cash and you go to tacoma washington, where the bridge, people they 5:25 in cash, and then 4:25 for their version of fast track. so our o tolls are somewhere in the middle, but some people still not happy about the toll increase. live in san francisco. brian flores ktvu channel 2 news. bike sharing could be coming to oakland, berkeley and emeryville, the metropolitan transportation commission is set to vote on funding to expand the program to i cities on april 9 april 9th. the m it tc launched a pilot -- mtc launched a pilot program in san francisco and san jose. the program lets you rent a bike by the hour or day and then return it to any number of stations located throughout those cities. >> your time is 7:10.

new this morning from afghanistan, an associated press photographer was killed. an ap reporter was wounded. all happened today when an afghan policeman opened fire on the two women as they sat in a car. 48-year-old ana neederringhaus was killed instantly. they were traveling in a convoy of election workers delivering ballots. an afghan police officer walked up to the car and started shooting. he then surrendered and was arrested. 60-year-old kathy began nonis an associated -- gannon is an associated press reporter and is getting medical treatment and is in stable condition. a combat vet severely injured a year ago in afghanistan plans to celebrate her remarkable recovery this weekend in san francisco. kelly hunt suffered serious injuries when a suicide bomber attacked her military convoy. she suffered a complex skull

fracture and shrapnel damage to her limbs. in celebration of her hard work and recovery, she will now run in the rock 'n' roll half marathon this sunday. exactly one year to the day of that bombing. she's hoping to honor fallen and wounded soldiers with her show of determination. >> that's is so impressive. i mean i couldn't even run a half marathon and here she is doing it in that condition. it is 7:12. a daring rescue underway off the coast of mexico. pictures from inside a sailboat believed to be stranded in the pacific ocean. the bay area's critical role in saving the life of a very sick 1-year-old girl stuck on the boat. and race car driver michael schumacher has been in a coma more than three months. this morning, reason for hope, the developing news about his condition. good morning, right now, we are looking at a wet commute in some places. the san mateo bridge looks like it's raining there now and traffic is going to be busy. we'll tell you where other commutes are not doing well.

. time 7:15. new this morning, there are hopeful signs for one of the worldest most popular race car drivers. formula one champion, michael schumacher has been in a medically induced coma for it more than three months after suffering severe head trauma in a ski accident, despite newspaper reports describing the condition as grave. the agent says the race car driver is showing moments of consciousness and awakening. the agent says he remains confident. >> time now 7:15. gay men who often travel to los angeles, are now being urged to get vaccinated against

bacterial meningitis. that's after three men recently died from that disease. health officials say the men who died were in their 20s. they were all gay, and two of them were hiv positive. the victims also socialized in north and west hollywood. 8 people have been diagnosed with bacterial meningitis in la county so far this year. thousands of would be nurses in california say a computer glitch is preventing them from being able to take their exam to become a nurse. so far, 4000 nursing school graduates have not been able to take the test since a new computer testing system was installed at the board of registered nurses in october. nursing school grads went to it a town hall hearing in modesto to complain about the backlog. we can't work. we can't test. and it's ridiculous. >> remittivess from the board of rental -- representatives from the board of nurses say

progress has been made to eliminate the backlog. cover california's executive director says a half million more people are likely to finish the enrollment process before the middle of the month. they're the people who say they tried to sign up before the deadline, and could not finish. that would mean the number of uninsured californians will be less than half of what it was at the beginning of the year. 7:17. now to the continuing coverage of wednesday's mass shooting at the fort hood army base in texas. investigators are still looking for a motive behind the attack. army specialist ivan lopez killed three people and wounded 16 others before he killed himself. it does look like mental problems drove him to kill. witnesses are being questioned to pinpoint the moment or event that may have set lopez off. there is a strong possibility that lopez argued with at least one soldier before the

shooting. lopez had a clean military record but he was taking antidepressants and was being tested for post-traumatic stress disorder. >> we have very strong evidence that he had a medical history that indicates unstable psychiatric or psychological condition. >> as we reported on mornings on 2 yesterday, lopez did not see combat while he was deployed in iraq in 2011. investigators are examining his computer files, his home and questioning his wife. so far there's no sign that he targeted anyone specific during the shooting. >> time now 7:18. let's bring sal back. if you haven't been out, the roads are wet. be careful driving. how is the toll plaza. >> it is slow. and on friday, sometimes we have lighter than usual conditions. today it's not because of the rain. and it has been raining in some parts, looks like it's kind of drying off here, but the delay time is 25 to 30 minutes. the drive time, i should say. 25 to 30 minutes and a 20

tried to beat the train. went around the crossing gates. that's when the train smashed into the car, remarkably, this is really the good news, everyone inside that car survived. the driver was cited for running a red light, and going around the crossing gates. >> wow time 7:25. a 3-year-old girl was diagnosed with a rare eye condition because of a photo her mom posted on facebook. family members and friends noticed an unusual glow in little riley taylor's left eye. they encouraged her mother, take her to a doctor. have it checked out. a doctor in tennessee diagnosed riley has coats disease. it can lead to blindness if not treated. >> she didn't sit close to the tv. she is actually in gymnastics. she can walk on the balance beam. no indication that there was any visual problems with her left eye. >> doctors are saying the little girl will have some vision in her left eye as long as she keeps getting medical

7:29. you're looking live at mofette field, where an air national guard team is on a rescue mission to help a seriously ill one-year-old girl. now, this little girl is stranded on a boat, hundreds of miles off the coast of mexico. ktvu's janine de la vega has been poring over what appears to be journal entries from the boats crew. what she has learned about the family in two minutes and why a team from this area is going all the way down to mexico to help. welcome back to mornings on 2, i'm tori campbell. >> and good morning.

i'm dave clark. let's talk about weather and traffic. some areas still getting rain. holding on over oakland. they're going to be the leader of the pack after everything is said and done. some locations, north bay, things have wound down. out towards concord, lafayette. richmond, vallejo, crawford, highway 4, is probably just worse now because you get the rain. brent wood, oakley, antioch, o out it pittsburg, not too much but coming off the altamont pass at livermore, morgan hill said we had a little bit, and i can see there isn't too much. from hayward, san lorenzo, oakland, alameda, still there. highway 92, and san mateo bridge, still some rain. 40s and 50s. again, it's kind of cool chilly morning. a little bit cooler on the afternoon hides. breaks in the clouds already to the west and they're going to start punching in. 60s mainly or upper 50s on your temps. here's sal. >> right now, we are looking at the a rainy commute.

that's one of the things that you have to account for as you leave the house. bay bridge, 25 minute delay or drive time, i should say. delay is about 20, but then you have to be on the brakes as well. looking at the commute, approaching the richmond, san rafael yell bridge. however, traffic is going to be a little bit busy as you come upon the richmond bridge. a little bit slow on the bridge itself. we're looking at fremont because traffic is actually moving along relatively well. southbound on 880. but still a little bit sluggish as you approach thornton. 7:31, let's go back to the desk. >> happening now at mofette field, members of the california air national guard. they're packing up, heading out for a life saving mission. other members of the team flew out yesterday, they're at the side of a very ill 1-year-old girl who was stranding off the coast of mexico. ktvu's janine de la vega live in mofette to tell us about this. this is a daring water rescue

operation. what's going on. >> reporter: yeah, dave it certainly is. men and women of the 129th 129th rescue mission are getting ready for this complex mission. as you can see, they're loading this aircraft and in 30 minutes, they'll be taking off to help rescue a baby on board a boat in a remote location who desperately needs medical care. the rescue wing is going to help a family on a 36-foot sailing boat call the rebel heart that is in the pacific ocean, almost a thousand nautical miles off the coast of mexico. at 8 this morning, an mc130p combat shadow aircraft will depart mofette field with with the 129th rescue wing and head to cabo san lucas. to refuel the helicopters that will hoist the baby out of the 36-foot sailing boat. we found a blog online from who we believe is the family that

is stuck on the boat. in it they say they are sailing around the world and took off in 2012 from san diego with two young children and in march were heading toward new zealand. we're trying to confirm with the air national guard if this is the same family. here's what the rescue wing did last night. >> we had four pair of rescue men parachute from another aircraft yesterday. and were successfully able to board the vessel and have stabilized the baby. at this point, they are on the craft and ensuring that the baby remains stable, and the next phase is to have the helicopters reach the vessel and get the family out of there. >> the rescue wing reported that the parents are on board with another sibling and their boat does not have any power. now, we have some video of the 109th rescue wing from a

previous mission. they are well trained and prepared for this operation. they've helped save the lives of more than 1000 people. 600 of them civilians. as i mentioned today, the plan for this rescue is the crews will hoist the baby into a helicopter, take her to a medical facility. they're trying to form late a plan to also get the rest of the family on board. now, many of the crew here are parents themselves. they have very emotional, they want to make sure they get this done, that everybody's safe. we're going to be here when they take off at 8:00. we'll bring you that video coming up. reporting live from mountain view, janine de la vega ktvu channel 2 news. thank you. 7:34. there is new information about the two armed suspects, shot by police and federal agents in fairfield. authorities now identify them as 33-year-old corey davis of

sosoon city, and 27 markell davis of fairfield. it's not known if they are related. investigators say they were shot just 30 minutes apart on the same block of north texas street yesterday afternoon. the gunfire came after investigators with the federal task force tracked down the two attempted murder suspects. the man hunt led to the two confrontations, one outside an apartment complex, the other behind a wal-mart store. officers say they were forced to open fire when the suspects pulled out guns. both suspects survived the shooting. no word on their conditions. no police officers or federal agents were hurt. san francisco police are on high alert after death threats were made against the apartment following a deadly shooting two weeks ago. the examiner reports that the police received an anonymous call threatening threatening retaliation. investigators say officers shot 28-year-old alejandro nieto when he reached for what appeared to be a gun. it under out to be a tase -- it

turned out to be a taser. it's the 34th connect the department death since 2000. roanoke park police made an unusual drug best that started with a traffic stop. police say they found evidence the driver was linked to a marijuana growing and trafficking operation. now, the driver was allowed to leave, but police got a search warrant for his home on chapman lane west of petaluma. when they arrived there, it looked like the driver had been digging in the dirt, and they found 60 pounds of processed and packaged marijuana buds which had been hastily concealed in a manger in a sheep field next to his home. time now is 7:36. the district attorney's office leading the investigation of a suspended concord police officer facing possible drug charges. officer matthew schweitzer is a member of the k-9 department, accused of illegally obtaining precipitation drugs. and one woman says officer

schweitzer came to her home several times to ask about her pain medication. >> he asked me if i was taking marco, and i says yeah, and he wanted to borrow some. >> now, investigators stress that the charges against officer schweitzer, they're still pending. he's been on paid leave since february due to this drug investigation. a gun buy back, planned tomorrow in san francisco. mayor lee, city supervisors, is several church groups, they're all sponsoring it. in the past, 529 guns were turned in. the program's part of a comprehensive public safety strategy. now, the buy back will take place between 9:00 a.m. and 2:00 p.m. tomorrow at the new grocery outlet store on bay shore boulevard near sunnydale. 100 dollars will be paid for a gun that's turned in. 200 dollars for an assault weapon. there's a limit of 5 firearms per person, and they have to be

unloaded and in working condition. 7:37. a damaged new report has surfaced about dodgers stadium and the lawsuit filed on behalf of injured giants fan brian stow. stow suffered severe brain damage when he was beaten three years ago by two dodger fans in the parking lot of dodgers stadium on opening day. stow's lawyer found a report put together by major league baseball about the attack, and it refers to a culture of apathy and indifference among the staff at dodgers stadium. stow's attorney wants to use the report in the trial against the insurance companies for former dodgers owner frank mccourt. >> a funeral will be held today for a u.s. marine killed that suspected drunk driving crash in fremont. 23-year-old andrew silva had just returned home from a tour of duty in afghanistan when he was killed last week. ruling his motorcycle near fremont boulevard and dakota

road when he was hit. a memorial continues to grow at that intersection. a funeral will be held at st. ann catholic church in union city at noon. a minor earthquake rattled nerves and caused no dang. it measured 3.6. hit just after 9:00. it was centered about 6 miles east of yanville, and felt as far away as mill valley and san ramon. no reports of after shocks this morning. and strong after shocks in chile a 6.1 quake shook the northern coast. since the main earthquake damaged 2500 homes. many families have set up tents and are forced to sleep outdoors in parks, open fields and soccer stadium, and there are widespread shortages of water and fuel and electricity still out for much of the region. time now, 7:39. back here at home, nine candidates for mayor of oakland, including the current

leadership. >> councilman noah gile pointed out oakland had trouble finding a police chief. three have stepped down since quan has been mayor, and a spokesperson says a turnover in leadership is something that happens in many cities. a patent and trademark office set to open in san jose next year may not have the positive financial impact city leaders initially expected. taxpayers will reportedly have to cover the 4 1/2 million dollars to relocate city employees now working at city hall on 4th street. those costs will cancel out money the city is earning from the new lease with the patent office. mayor chuck reid says the project is still worthwhile, given san jose is one of four satellite patent offices authorized by the white house three years ago. an early morning fire with a suspicious twist, the reason firefighters say the fire that badly damaged a building owned

. new this morning, the labor department announced 192,000 new jobs were created last month and hiring was especially strong in restaurants and bars. manufacturing was the only sector that lost jobs. it was still weaker than the expected 200,000 job gain. the national unemployment rate held steady at 6.7%. crews searching for the mussing malaysian airlines flight 370 have started the underwater search for the plane's black boxes. an australian ship has lowered a ping detector into the water. the device is designed to pick up pings and the battery operated black boxes transmit pings for 30 days after a crash, so time is running out. the plane disappeared almost 28 days ago. in the meantime, crews from 8 countries continue the search and planes and ships above the water. >> i've never seen corporation as effective as what we're seeing at the moment.

8 nations out there working as one theme. to common purpose. because we need to find this downed aircraft. >> malaysian airlines flight 370 disappeared on march 8th with 239 people on board. time now, 7:45. here's an update on a story about a power problem at oakland international airport. we checked this morning, with the airport officials who say the runway lights are working properly again. wednesday night, the lights went out on the main runway. crews were able it to turn them back on manually. and all the affected flights were able to land safely. however, airport officials say they still don't know for sure what caused the problem in the first place. well, another milestone has been reached in the effort to bring down the old eastern span of the bay bridge. ktvu's pam cook is in the studio now to show us about the progress. >> it's amazing to watch. hopefully not too distracting. what is going on right now.

crews are removing the steel beams, piece by piece. now, crews are holding up this basket like piece of equipment that the crews are working in. you might notice how much of the concrete deck is actually gone. it's been replaced by a lighter wooden deck that puts less stress on the bridge but still strong enough to support the demolition equipment. now, we have highlighted some of the cults that you can see -- cuts that you can see right through the massive steel frame at the midsection. call transtells us those cuts -- caltrans tell uses those cuts were finished wednesday. you're going to be able to look straight through the gap in the old bridge. yesterday workers carefully removed all of the steel, the pieces that are shown in red here. they are using jacks and steel supporters to make sure the two remaining halfs don't collapse and fall into the bay. all of the work will allow contractors to finish the bike

showers. but the general rain looks like it's about done. a little cooler today with afternoon clearing and plan, partly cloudy. 50s and low to mid-60s. here's my good friend sal. >> steve, good morning, we are still looking at slow traffic and rain as you mentioned and some of these commutes. let's look at highway 24 westbound. the drove time here about 12 minutes between the 680/24 interchange and the tunnel and more time on the way to oakland down to the 580/24 interchange. bay bridge drive time, 40 minutes or so getting into san francisco and that takes into account the toll plaza day and the time on the bridge. red road sensors, unfortunately in the livermore valley we have quite a bit. taking about 25 to 30 minutes from livermore it to dublin or actually from the outer part of livermore and dublin. kind of a long time to do that relatively short stretch. and move to 880, southbound traffic begins to slow in union city on the way to fremont.

it's 8:02. back to the desk. new this morning, the investigation is underway into a suspicious early morning fire. the damage to the building owned by oakland children's hospital started shortly before 3:00 this morning at building on 53rd 53rd street. tara moriarty has been there on the scene since 4:30 this morning talking to investigators and she tells us why they think the fire is suspicious, and tara, i want to mention the house behind you looks more like a home than an office building. >> reporter: you're right. this is the residential area but children's hospital has taken over these buildings and uses them as administrative offices. it's easy because the hospital itself is just around the corner. we know that people when they start arrive here to work, they're going to find out they can't go inside. the tape is up because this fire is being investigated as r arson. whether it was done maliciously or whether a homeless person built a fire to keep warm and that got out of control, that

is something the investigator is looking at. this fire broke out around 3:00 in the morning on the 600 block of 53rd avenue. what's odd is it broke out on the outside of the building, where there's no electrical wiring. investigators think that's suspicious. flames spread into the attic and roof, and the building again has the hospital offices. luckily no one was inside. we spoke to an administrator who was called in early this morning because of the fire. >> there's four of our staff that work in that building. and so they will be coming here, and we will redeploy them for a period of time until we're able to make the repairs. >> reporter: the fire captain estimated $150,000 damage to the building. the arson investigator was called to another fire early this morning. we don't know if the cause of this fire is officially arson. we won't be knowing that until later this morning. live in oakland, i'm tara moriarty ktvu channel 2 news. time is 8:04. happening today, disgraced former san francisco supervisor

ed ju is expected to surrender to authorities to start a unagile term. this time -- to start a new jail term. this time he's headed to county jail for lying about where he lived when supervisor in 2006. he has served five years in federal prison for a scandal in the first year of office, involving extortion, mail fraud and bribery. a key figure in the leland yee corruption scandal is free on $250,000 bail. this is video of 49-year-old keith jackson getting out of jail in oakland last night. he's been in jail since last wednesday facing drug and weapons charges. his lawyer says that jackson's mother's home was used to cover his bail money. there was one major condition for his release, though, jackson is banned from contacting his son brandon who was also a codefendant. >> that's temporary. the judge said, at least we can come back in and change that. he wants to see how it goes.

district officials say is needed however. starting on monday, tolls will go up making the golden gate bridge the most expensive to cross in the bay area. nonfast track users will pay $7. those that have fast track will pay $6. if you're car pooling, which is a great way to save money, the toll will be $4 and after the increase, the toll will go up by 25-cents every year between july 1st and 2018. the increase in toll will help keep up with projected costs. officials with the bridge district say they face $142 million short fall within the next five years. this toll includes however will reduce that greatly. they will raise about $138 million of that. while bridge officials say the option is gradually including, the toll every year is a -- increasing, the toll every year is a better way than increase one year in the long run. some say the increase is pretty

investigators are still looking for a motive behind the attack. but they feel mental illness was a factor. witnesses are now being questioned to pinpoint the moment or event that may have set lopez off. there's a strong possibility that he argued with at least one soldier before the shooting. lopez had a clean military record, but he was taking antidepressants and even though he did not see combat while many iraq in 2011, he was being tested for post-traumatic stress disorder. >> we have very strong evidence that he had a medical history that indicates unstable psychiatric or psychological conditions. >> investigators are examining his computer files, his home and questioning his wife. so far there's no sign that he targeted anyone specific during the shooting. >> and congress is paying its respects soldiers killed at fort hood. house speaker john boehner posted this video of the

air national guard are racing to save a very ill 1-year-old girl and her family in a daring rescue after they were stranded out in the pacific on a sailboat with no power. ktvu's janine de la vega live in moffett field now where another rescue plan is just about to take off on this international life saving mission. >> reporter: dave, it will be this aircraft that you see behind me carrying the 129th 129th rescue wing with the air national guard sitting here on the tarmac at moffett field. once they take off in just a few minutes, they will be on their way to help this baby's life. now, we asked the national guard what was the family doing in the ocean. how did their boat get stuck. they didn't ask. they are u.s. citizens and the priority was helping them as soon as possible. they will help the family on a 36-foot sailing boat called the rebel heart that's in the pacific ocean 1000 miles off the coast of mexico. this morning, crews from the 19

19th rescue wing have been prepared their combat shadow aircraft to fly to cabo san lucas. the primary function will be to help refuel the military helicopters that will hoist the baby out of the sailing boat that is drifting in the pacific ocean and has no power. we found a blog online from who we believe is the family that's stuck on the boat. in it they say they're sailing around the world, took off from san diego in 2012 with their two young children. they went down the baja peninsula to mexico and last month they started heading across the pacific to new zealand. we're still trying to confirm with the air national guard that this is the same family. another aircraft dropped into the ocean last night to help stabilized baby before the residents cue, a member of the rescue wing leaving today described how the operation works. >> we have a boat that we have parachutes on. we're going to kick it out the back follow it out with parachutes into the ocean. open up the boat, get it inflated and we will get

ourselves over to whoever needs help or being picked out of the ocean or whatever else we can do. >> reporter: the rescue wing reported the parents are on board with another siblings. once the helicopter reaches the boat, the baby will be the first priority. it will be hoisted into the helicopter and rushed to a medical facility. the family will also be rescued as well. the 129th rescue wing are well trained and prepared for this operation. they have helped save the life of more than 1000 people. 600 of them have been civilians. reporting live from mountain view, janine de la vega ktvu channel 2 news. time is now 8:34. we have new information about the two armed suspects shot and wounded yesterday by police. and federal agents in fairfield. authorities identified them as 33-year-old korey davis offseason city and 27-year-old

markell davis of fairfield. investigators say they were shot just 30 minutes apart on the same block of north texas street. the gunfire came after a federal task force tracked down the two attempted murder suspects. that led to two confrontations. one outside of an apartment complex. the other behind a wal-mart store. police say they were forced to shoot when the suspects pulled out guns. both suspects survived the shooting, but we don't know their conditions. no police officers or federal agents were hurt. it is 8:35. san francisco police are on high alert this morning after death threats were made against the department following a deadly shooting two weeks ago. the examiner reports the police received an anonymous call threatening retaliation. investigators say officers shot 28-year-old alejandro nieto at a bernal parks, he reached for a taser. the examiner reports the death

years in federal prison for a scandal during the first year this office. the investigation in oakland goes on right now to a suspicious early morning fire. it damaged that building. it's a building owned by oakland's children's hospital. started shortly before 3:00 this morning on 53rd street. it's just a couple blocks away from the hospital. ktvu's tara moriarty has been out there since 4:30 this morning. you're learning more about what happened out there. good morning tara. >> reporter: good morning, pg&e crews pulled up one more time this morning. we're curious to see what they're doing here. we know that none of the workers who work in this building behind me here which is some administrative offices for the children's hospital of oakland will be allowed in because the tape is up and this fire is being investigated as arsonment flames broke out -- arson. flames broke out around 3:00 this morning. around the corner from the hospital. what's odd is it broke out on the outside of the building where there is no electrical wiring. investigators think that that

is suspicious. flames spread into the at i thinkic -- attic and roof, and. >> four upheaver staff that work in that building -- four of our staff that work this that building, and they will be coming here, and we'll redeploy them for a period of time until we're able to make the repairs. >> reporter: now, the fire captain estimates that about $150,000 damage was done to the building. we have been in touch with the arson investigator, but so far, this fire is still under investigation and back here live, you can see that pg&e, this man right here is turning off the meter, he said, so making sure everything is safe and sound. live in oakland, i'm tara moriarty ktvu channel 2 news. 8:44 another milestone has been reached in the effort to bring down the old eastern span of the bay bridge. ktvu's pam cook is here to show us some of the progress. pam. >> yeah, crews are now removing steel beams piece by piece.

canes are holding up a basket like piece f of equipment, you can see the -- piece of equipment. you can see the workers standing in there. a lot of concrete bridge deck is gone. replaced by a lighter wooden material deck that puts less stress on the bay bridge but it's strong enough to support the demolition equipment. now, we highlighted some of the cuts that you can see go right through this massive steel frame there right in the mid span of the bridge. caltrans tells us the cuts were finished wednesday ahead of schedule. it's going take a few weeks before the bridge looks like this. you're going to be able to look straight through the gap in the old bridge. workers have been carefully removing each piece of steel shown in red on the drawing. they're using jacks and steel supporters to make sure the two remaining halves don't collapse and fall into the bay. now, all of this work will allow contractors to finish the bike and ped pass.
