demanding that twitter forgo a $56 million tax break. they say that the city can use that money to fund reasonable wages to keep up with the skyrocketing cost of living in the bay area and pay for important community services they are calling for a $15 an hour minimum wage for workers in san francisco. we'll keep you updated on this march as it progresses tonight in san francisco. good evening everyone i'm frank somerville. >> and i'm gasia mikaelian. in tonight for julie haener. we follow breaking news in san francisco, that's where firefighters are gaining the upper hand against a fierce apartment fire. crews were called to the six story building just before 5:00 p.m. at the corner of 14th and dolores street. that's right next to market in the castro. patti lee is there knew. and you just spoke do firefighters. >> reporter: i spoke with the chief she says this was one of three fires in 20 minutes and this is a big one.

they had to bring 70 firefighters. 25 pieces of equipment because of this location. densely populated. akraosz -- across the street from a whole foods. you can see close construction and that was the big concern for firefighters because it is so windy. the fire could have jumped from the roof where they believed this fire may have started to this new construction which is very similar to the mission bay fire last week. so what we have here is fortunately a lucky situation, there was nobody injured, they managed to rescue a couple of people and a couple of cops. so giving what this situation could have turned into, she says it turned out to be a very good day and you'll see firefighters smiling when she said given the windy situation it could have been much worse. reporting live in san francisco, patti lee, ktvu channel 2 news. new at 6:00, congresswomen

arrive at the cal campus to determine if officials are doing enough to protect students from sexual assault. it's a story we've been following for weeks now. several female students say they were sexually assaulted on the university of california campus but they weren't taken seriously. that's what they're claiming. ktvu's paul chamber social came -- paul chambers has the story. >> i was raped and assaulted spring semester of my first year at cal. >> i felt angry, emotional, violated and confused. >> reporter: the women say they made multiple complaints to university officials but claim nothing has been done. that is until bay area congresswomen jackie speier and lee came forward. >> one ivy league student told me she was advised to wear

sneakers to be able to run faster from her assailant. >> reporter: 6% of men have the same fate. on the cal campus, there's 42 active sexual assault cases of which 31 students and alumni have filed federal complaints against the university dating back to 1975. >> i graduated in 1975 and not much progress has been made. >> we are serious about this issue, we take it very seriously. >> new details about sexual assaults on college campuses. a college with 10,000 students could experience as many as 350 rapes a year. fewer than 5% of assaults on female students are reported to police. 80% of victims and assailants know each other. you can learn more about the prevalence and risk factors for sexual assaults on college campuses by going to our

website ktvu.com. just look under web links on our website. today raymond "shrimp boy" chow pled not guilty in connection to the corruption charge against leland yee. four other people also entered pleas of not guilty. they include brandon jackson who's father keith jackson is also charged as well as fourth agent marlon sullivan. sullivan and the jacksons are accused in a murder for hire scheme. the next court appearance is set for thursday. santa clara sheriff deputies may soon start patroling the streets of san jose. the idea is to get more boots on the ground. santa clara police approved a plan to help the san jose police department while that department is having a shortage. san jose police chief larry esquivel and lori smith are set

to meet tomorrow to discuss what the city needs. >> if they don't address, seriously address the gang issues and their human trafficking issues, certainly that spills over on all parts of the county. we're all concerned about property crime. so there needs to be a good response, we need to put the bad guys in jail. >> a date has not yet been set for when deputies will start assisting. continuing coverage now a man has been taken into custody tonight after two unattended backpacks were found right near the finish line of the boston marathon. >> the bomb squad is investigating the suspicious bags. this comes the same day that the city stopped to remember the attacks one year ago. rob roth is in san francisco with the changes that are coming to the bay area in direct response to the boston bombing one year ago today.

>> whether it's beta breakers, the america's cup race or dozens of other high profile events in the area, law enforcement relies on the department of homeland security to protect the safety of the bay area. much of the $27.4 million the bay area is receiving from the feds this year will go toward training and improving communications. >> our fire and sheriff and police from all the different counties could come here and be able to talk on our radio systems. so operable communication is huge. >> reporter: the department of homeland security is doling out money to 25 different areas this year more than ever before in the hopes of preventing another boston marathon type bombing or any other act of terrorism. >> every dollar spent in preparedness saves you that much tenfold time in the amount of money it takes to recover.

>> reporter: last year the bay area used some of its money to train 7,000 first responders and hopes to do the same thing this year. >> if you know each other before the emergency it's going to be a lot easier during an emergency to work together. >> of course we all remember it was one year ago today, two bombs ripped through the finish line of the boston marathon shocked the nation and the city known for its adversity. today the city paused to remember the day when all americans became boston strong. the siblings of the youngest victim took time to place a wreath. survivorred filled the memorial service. many of them speaking about the love and strength their experienced during that chaotic day. >> a year ago today, we chose

to run toward smoke and danger. we chose to utilize our belts and purse straps to create tourniquets. we chose to hold the injured in our arms. we chose to offer up our hearts to those in dispair and our treasures to those in need. >> they made today's message clear saying even terrorists could not break boston. >> america will never ever ever stand down. we are boston, we are america, we respond, we endure, we overcome and we own the finish line. >> 36,000 people have already registered to run in this year's marathon on monday. patriots day. the three people who were killed in the bombing last year were there to watch runners cross the finish line. 29-year-old krystle campbell

was a restaurant manager. ligzu lin was a student. and martin richard was the youngest casualty. family from martinez not only attended today's ceremony they plan to run in the marathon again. 12-year-old aaron hern suffered serious leg injuries when he was hit by shrapnel. on his recovery facebook page his mother katherine wrote, as a mother i'm thankful for a much needed rest for his body. i don't think he's stopped since he got out of his wheelchair at the end of last may. he's hard to hold back so i stopped trying. he is boston strong. >> the one surviving suspect dzhokhar tsarnaev has pled not guilty to the indictment. his older brother tamerlan tsarnaev was killed in a police shoot out 12 day -- two days

after the attack. police say they have a confession inside the boat where dzhokhar tsarnaev was arrested. ktvu.com has a special section that's dedicated to the boston bombings. you can learn more about the survivors and their recovery during the past year. this massive fire left a gaping hole in one bay area neighborhood. the fight still being waged even though the flames have long been out. a series of storms in march simply wasn't enough. the new place residents are being told not asked to cut back their water use. back here right after the break, we're checking on a warm up that's going to happen in your neighborhood tomorrow. how hot is it going to get in your backyard. the city of livermore issued mandatory conservation measures today because of the drought. city officials say the rain we got since march was not enough to significantly fill the reservoirs. residents are expected to reduce their water use by 20%. most of the restrictions come from outdoor water use. california voters don't agree on how to deal with the state's severe water shortage. 37% of voters say inefficient water use is the biggest problem. 27% believe it's a lack of water storage and supply facilities. and 24% said it's both. voters are also divided over whether the state should bypass environmental rules meant to protect fish and the delta when it comes to drought years.

49% agreed, 44% said no. the medical examiner has identified the man that died in a fire. the fire did a lot of damage to the house. they say the preliminary investigation suggests it was an electrical fire that started by accident. it was an accident, that's the preliminary finding from the san francisco fire department investigation into that huge fire at a construction site in mission bay last month. the fire alarm fire destroyed an apartment complex causing $40 million in damage. the fire department report is vague about what the exact cause was, but dusts and particulars in the rubble are causing some concern now in that neighborhood. that's where john fowler is. >> reporter: this is all that's

left of that six story apartment complex, but dust and soot from the clean up has some people worried. >> we've been getting scratchy throats and cough and it's unexplained. >> reporter: particles in stores and in the air are sure are irritants from across the street. >> as you can see there's workers up there now and there's dust plumes that go into the air. our air ducts are directly across the street. >> reporter: a developer owner denies responsibility. >> we cannot be sure the alleged particles in your store are from the bre property's project. >> reporter: the attorney did not return my phone calls today but in an e-mail offered air testing next week. tests already show no hazardous material at the burn site. >> this is how they're treating

the community members. shame on them. >> reporter: that huge fire according to a fire department report today was accidental. >> something most likely related to the construction that was going on. hot tool of some sort. >> reporter: we're back live now. after cleaning up the property, bre property says they are planning to rebuild. that could take 2-1/2 years. john fowler, ktvu channel 2 news. fremont police are looking for two men connected with an armed robbery of a retired u.s. marine at an atm. this is survey -- surveillance video of a 7/11 where the men used the victim's credit card. police say the 67-year-old victim was robbed at a bank of america on fremont boulevard about an hour before this picture was taken on april 9th. the 7/11 clerk said both men spoke hindi.

protesters gathered outside of apple's flagstone store demanding they pay up taxes. they said that tech companies need to put money into the community to make the world a better place for everyone. the group organizing the protest is called tech can do better. they represent bay area security guards. >> when apple doesn't pay its taxes it means we have less revenue to go around for roads, the subway you have here that's being built behind us. >> we're proud to be an american company. >> reporter: apple ceo tim cook has said in 2014 in testimony before congress, the company pays a huge amount of taxes and does not use any tax gimmicks to avoid paying its fair share. temperatures slightly cooler today in the bay area. we had less fog. it burned off this afternoon. it's clear out at the coast right now. with some patching still out lingering but mostly clear out

in pacifica. 79 was the high. 83 in fairfield. that was the hot spot. 81 in antioch. temperatures tomorrow are coming up. so it's going to be warming tomorrow. high pressure just a little bit stronger. as you look here you can see the coastal sections are definitely fog free. as you look at the satellite you see clouds to the north. out at the avenues and out at the pacific and half-moon bay. steinson you're clear. 72 in fairfield. those are right now temperatures. as the evening wears on we will get some gusts. it's pushing that cool moist air into the inland bay valley. it'll be nice sleeping weather. tomorrow less of an on shore flow. 16-miles-an-hour at the oakland airport. you have san francisco airport, sustained at 21, gusts to 24. blowing all that cool moist air inland. that's pretty standard for this time of year. this high pressure will strengthen just a bit tomorrow. just enough that it will cut

down that sea breeze and it will warm us up. lots of 80s tomorrow. 70s around the bay. 60s at the coast and a warmer day for the most part. so san jose 68 degrees right now. san francisco 61. and san francisco downtown they're going to go 65 degrees for a daytime high and maybe fog and low clouds the other side west side of 19th avenue. then it'll burn off. you're going to have mostly sunny conditions in san francisco tomorrow and in san jose. through the bay area microclimates then. mid-60s out in the beaches. out around golden gate park. upper 60s and low 70s toward berkeley and hayward. then you're in the mid-70s and start to get into the low 80s as you get north and east in a little further like so north around santa rosa area and east out toward antioch and brentwood. south toward gilroy. the farther away from the water you get the warmer it gets.

we go into next week and looks like there may be a chance for rain. we're going to be tracking that for you. a nice looking day as we go forward tomorrow. in the bay area forecast with the weekend in view, warmer, a little cooler, a little cooler, a little cooler, a little warmer and these are subtle changes so you're not going to notice them much at all. except the fog will try to reaccomplish itself over the next few days. there you go. there is no rain in the next five days. tree pollen trending high. grasses are not far behind. >> maybe, maybe a little rain. >> maybe toward next week. >> all right, thanks bill. we have a follow up on a tire we report -- story we reported yesterday. the city has told us they are no longer accepting any bulk trash at any of the sites and that the bins will not be replaced. so from now on you have to take your trash to legal dump sites. as we first showed you yesterday many people from other cities were coming in to east oakland and dumping their

trash. the program was simply overwhelmed. millions of the dollars may soon be headed to undocumented college students who are currently ineligible for federal financial aid. under new legislation, california universities and state campuses would set aside $9.2 million for undocumented student loans. the state of california allows undocumented students to apply for cal grants but students say they still fall short by thousands of the dollars. one lawmaker wants to close the funding gap by creating a new loan program. >> we think it's important to put them on a level playing field so we give them the same advantage, the same student we give the same documented counter parts on campus. >> critics worry why taxpayers should have to pay for students who are not in the state legally. critics say that university officials should be able to

our sports director is mark ibanez joins us now. it's hard to replace a legend for the cal bears. >> he has a little experience in this situation. his name is martin. he comes by way of the university of tennessee where he led them into the sweet 16 but he also ran into a little problem there having replaced the popular bruce pearl. you realized he would never measure up to pearl in the eyes of tennessee at least. so he jumped on the chance to come to cal. and he told us about his decision. >> the longevity of the program. the best public college, growing up in west st. louis

and getting an education at stanford, because athletics goes for a few years but at some point it stops. >> martin the name of the new cal bear basketball coach. >> i'm not sure how excited fans are going to be about this. brandon lloyd there in a previous life as a 49er. he's a 10 year vet. he's back. he started his career with the niners back in the 2003 season. played through 2005. it's a one deal for the 32-year- old wide receiver. didn't play at all last year so that's a little bit of a question mark. but he has played with the bears, the broncos, the redskins, the rams, and the patriots in his long career. so we'll see how he helps out. giants and dodgers tonight. a's and angels. that's the sporting life. >> i can't wait till football season. i know it's a long ways away. >> get through the stanley cup first. >> exactly. thanks mark.
