interchange, let's go back to the desk. this morning police in richmond are searching for two gunmen who opened fire near a busy target store. it happened off mcdonald avenue. alex savage is there to tell us what police are doing to find the person responsible. >> reporter: there are surveillance videos in many of the stores and they are hoping one of these cameras may have been in use and could have captured the gunmen. they are saying one of those victims is in critical condition and in surgery and the other is in stable condition. this shopping center has a target. the two victims are friends and they were walking out of one of these stores when the shooters came up and opened fire.

news. >> all right, alex, the red cross is giving shelter to people who were stuck in a fire near market street. the fire sent out thick black smoke that could be seen across the entire city. firefighters managed to get it under control in less than an hour. nobody was hurt. investigators don't know how or where this fire started. >> we are not sure if it started in in the upper unit but we are not sure about that yet. >> many are not allowed to return home since there was no power. some found a temporary parking garage an offered three -- an offered free snacks to the people in their homes. pg&e hopes to restore power in the building later this

morning. three people are confirmed dead and 292 others still missing after a ferry boat capsized. the ferry has close to 500 people on board. they were headed to a remote part of the count trip. one passenger said he heard a loud bump and the ferry started sinking. everybody was ordered to jump into the cold water and they are ordered to assist in the relief effort and most of them were high school students on vacation. sierra lemar disappeared are 2012 and was last seen by her mother to walk to her bus stop. antolin garcia-torres is charged with kidnapping and killing her even though her body has never been found.

to search the sight where 30 homeless people were living. they can't find one of their friends and hope his body will not be found underneath. people living inside said it was chaos trying to get everyone out. and this caution tape is where they will focus their investigation. this is where they believe they started. they brought in accelerant sniffing dogs were bought in and today cadaver dogs will bring in any victims. the police chief is set to meet on a plan to get more officers on the streets. that is after they temporarily approved dealing with an officers shortage. the idea it to have them help
