now at noon, breaking news out of san francisco where two people have died in a house fire as other family members jump through the windows to escape the flames. we'll hear from a relative of the family. oakland police are investigating a deadly shooting that claimed the life of a well- known neighborhood man. what happened in the moments before he was killed and what his family is saying about shootings in oakland. plus, richmond's police chief said he was just feet away from yesterday's gunfire at a shopping center. what the chief is doing and the action peaking taken in the wake of that -- is being taken in the wake of that shooting.

we are following two breaking news stories. in oakland, police are investigating a shooting that left a man dead but we begin in san francisco where firefighters are at the scene of a deadly house fire in the city's visitacion valley. good afternoon, everyone. i'm mike mibach in for tori campbell. tara moriarty is live at the scene, where, tara, two people have died. >> reporter: witnesses say that a woman jumped from the second story of the apartment building that you see behind me. there are some char marks there by the window. right after her, a man jumped out with a baby in his arms. there were two children with him in the room. but he could only grab one. sadly we've learned that that child left behind was a 3-year- old boy named santana who did not make it. his mother, renee, was found dead in the bathroom. the man and baby were rushed to the hospital. fire chief told us the fire broke out at 10:00 a.m. off brookdale avenue and was so

intense when crews busted down the door it broke in half quite easily. we spoke with santana aaunt who only learned about the death minutes before. >> we don't know where santana is. so i called my brother and i told him that the house caught on fire and that the baby wasn't there. we didn't know know where the baby was. >> go get the baby out of the house. >> she was on drugs, it was a very, very unsafe place for a child to be. >> reporter: there are several firefighters still on scene here as well as police. this fire obviously under investigation. as we come back out here live, the public housing authority is

here. they will be part of this investigation. the coroner has just arrived. so they are going to be taking the bodies away here. the community quite shell shocked. many of them expressing how helpless they felt when all of this unfolded. we'll, of course, keep you posted. if we hear anything about the conditions of the victims but for now, it's a very tragic situation. tara moriarty, ktvu channel 2 news. >> thank you for that report. our second breaking news story is in oakland where police are investigating a deadly shooting. sal castanedo is live at the scene with the latest. sal? >> reporter: mike, 10th street at willow is still blocked off here, just before 9:00 a.m. this morning someone came by and started shooting. witnesses say someone in a passing vehicle fired several shots and hit a man standing near the entrance to the sharif market at the corner of 10th and willis streets. soon several officers arrived 0 on the scene. immediately started to

interview witnesses and sealing off the air. medics rushed the victim off in the ambulance and took him away. >> our victim was on the street when the shooting occurred. a key to our followup investigation, we had a lot of witnesses who were out. this is a very -- this a very- populated area where we have a -- vehicle traffic and we had a lot of witnesses out. >> reporter: police say the shooting victim, a man in his early 20s was taken to the hospital where he died. i arrived at the shooting shortly after it happened. people were already aware of where the victim was. they told me his name. we won't share that with you right now. the man was well noege. he lived right across the street from the story, according to relatives. one man of the relative killed said this is happening too often in oakland. >> i wish people would realize this is not the way to live. this is not the way to survive.

too many children coming up. if you have a situation with somebody like they did in the past, we gotta keep going. this touch of this. >> reporter: the investigation has brought several uniformed a plain clothes officers here to the scene. we were told that investigators are looking at the surveillance video not only from the market but from some nearby homes here and trying to figure out -- again, there is an outstanding vehicle they are looking for. they've not given us a description but they are trying to corroborate witness testimony with some of that surveillance video. sal castanedo, ktvu channel 2 news. >> thank you. there are new details about that big san jose fire that destroyed a former television station building. san jose police are confirming that there has been an arrest. a person suspected of setting that fire was taken into custody sunday night.

police assisted the fire department in making the arrest near the old kntv building. the d.a. 's office is expected to file charges. cadaver dogs are scheduled to search that site. this is demolition crews yesterday. about 30 homeless people lived inside the building and say they are still missing one of their friends and fear he may have been trapped inside during the fire. right now, the search continues for two people who opened fire in the middle of a busy richmond shopping center, leaving two men wounded as alex savidge reports, officers are taking extra steps to keep shoppers safe. >> reporter: this popular shopping center on mcdonald's avenue near 80 was packed with people when shots were fired last night. two young men were wounded. targeted by a pair of shooters. and coincidently, richmond's police chief chris magnus just happened to be close by

visiting his bank when he heard the gunfire. >> unfortunately, i didn't see where it was coming from. but i was obviously concerned about it. >> reporter: the chief gave information to responding officers as they began to piece together this double shooting. one victim was critically wounded. the other is in stable condition. and now the chief is hoping to reassure the public. >> this is normally a very safe area. we're just sorry when we have this kind of activity going on. >> reporter: the chief says officers will be doing extra patrols in this area to put shoppers at ease. he's thankful there were no innocent bystanders hit. >> any resident in the city, i never like to hear of gunfire. that's always a source of concern for us. especially in an area where there's shopping and people out and about. >> reporter: police are trying to identify the new shooters. a number of stores have cameras. and there are a number of

cameras operated by the city. police don't know exa what the exact -- police don't note what the exact motive was in the shooting. alex savidge, ktvu channel 2 news. police is have taken over the investigation of a possible assault on a teenaged girl this morning. police say the investigation actually began in berkeley after it appears the 16-year- old girl was released by her alleged captor as 6:30 this morning at the corner of ashby and piedmont. that's after a possible assault occurring on macarthur in oakland. the teen was taken to highland hospital in oakland. there are unconfirmed reports that she was found naked and pepper sprayed. oakland police said they are only investigating the robbery and kidnapping of a teenager who is in the hospital. santa clara county sheriff deputies have arrested a registered sex offender for going onto a school campus in san jose. they took kevin pickens into custody back on april 8th. deputies cited him for violating a penal code section

that requires sex offenders to have written permission to be on school campuseses. he's being held without bail on a probation violation. a trial date has been set for the man suspected in the disappearance of sierra lamar. the 23-year-old is charged with kidnapping and killing her even though her body has never been found. a group of san jose state students are demanding university officials cool off a campus building. students claim the university is turning its head to the hot conditions inside dudley morehead hall. janine de la vega is live on campus with what is being called a feint sit-in. >> reporter: students came in and held what they called a

feint-in. they want to get the attention of administrators because they say the building is dilapidated and has no air conditioning. they held a feint-in to demonstrate what they say has happened to people in the building. they say it makes for sweltering conditions. dudley morehead hall houses a host of sciences. it's one of the oldest buildings at san jose state university. students took us inside to show us broken blinds, windows that don't open, potholes in the hole and -- in the floor and elevators they say get stuck. they say several have fainted in the past because it gets hot in the classroom because of the no air conditioning. the faculty said they have filed a complaint several years ago but nothing has changed. >> it's extremely hard to concentrate. it reaches close to 90 or so in the building when it's a hot summer day. this is especially bad for the spring sessions, the summer session is the worse and the beginning of fall. it's hard to concentrate to the

teacher's lecture. you can see people, like they are interested but they are -- it's very hard. >> reporter: students and stuff pointed to the vents saying they still feel heat coming out of them during the day. the vice president for the university's facilities development and operations says people may feel residual heat from the system because it's set to the time of day and the temperature outside. he said there's no plans to renovate the building because it's 60 years old and on its last leg. they no longer hold classes there during the summer because they realize it's uncomfortable. the university is in the process oftraing up a plan for the future and deciding which buildings to invest in. i'm told this building may be torn down. so it doesn't make sense to put money into it. that's what they say. john fowler, my colleague, will

high school students can now get a glimpse to the changes coming to the s.a.t. in 2016. sample questions from the new test were released today. there are eight major changes, including an optional s.a. fewer vocabulary words and no penalty for wrong answers. there's emphasis on real world applications. it also requires another analysis based reading. this is a promotional video from b.a.r.t. to announce the upcoming opportunities for the public to see the mockup of the new design of the new cars. they are displaying the new car in san francisco's justin herman plaza until 7:00 tonight. it will be at various b.a.r.t.

stations through may 9th. bart will ask the public for feedback before it manufactures and tests the cars. good news for people looking for folks in san francisco on -- in san francisco on sunday. the board voted to stop charging for parking on sundays but bus fares will go up to 25 cents to help make up for the loss from the parking meters. changes take effect july 1st. jessica goldman is several hours into what she hopes will be a record-breaking run across america. the 41-year-old runner set off on her journey from san francisco city hall at 8:15 this morning. she's hoping to make the trip in a record 63 days which means that she will have to run the equivalent of two marathons a day. goldman also says she's running to raise money for people suffering from brain injuries. >> what's gonna motivate me on a daily basis are people going

on and making donations to the brain injury association of america. if people can do that and i wake up and i'm tired and soar and exhausted. >> i can see that and say -- exhausted, i can see that and say okay. there is a reason for this. >> she has a stroller stocked full the protein powder, music and clothing. dog walkers in san francisco are rallying against a proposal to restrict where they can walk their dogs. the gk national recreational area is considering permits for professional dog walkers in crissy field, ocean beach and muir beach. the permit would cost $375 and limit the number of jobs per handler to six. the rally begins at 4:30 at fort mason. san francisco's district attorney is declaring a partial victory in his battle against cell phone thefts. cell phone manufacturers have agreed to install a free anti-

theft tool on smartphones sold after july of next year. he says it's a big step in the right direction but adds consumers will still be responsible for turning on the so-called kill switch. >> if the crooks believe a lot of people don't have their system enabled, they will play the odds. if i rob four people, i can get two phones out of the four, i'm still doing okay. >> he wants the switch turned on from the moment the phones are in the owner' hands. today san jose's police chief is expected to meet with the santa clara county sheriff about a plan to get deputies on city streets. this comes after county supervisors are helping to deal with an officer shortage. the idea, to help them help out on a contract basis. no timetable when the plan might go into effect. san jose police are being

featured on "cops." the taping started last night and will continue for two weeks. two camera crews are riding along with with police units. many officers quickly volunteered. and they hope the publicity will help in recruiting more police officers. and in weather today, talking about a lot of sunshine out there. we had some patchy fog this morning. coast side. but stepping outside the door beautiful with the readings back up to the 70s. a few neighborhoods on track to reach the lower 80s. here's our live camera. a few high clouds out in the distance but very nice for this wednesday afternoon. no storms out there. the fog, basically cleared apart. we have -- clear from the coastline earlier this morning. right now, we have a few high clouds approaching the region from the north but the flow is basically from north to south. whenever you get a wind from that direction, that typically clears out the fog and that happened earlier today and for this afternoon. current numbers, it's warm out there. 70s out towards fairfield.

concord, walnut creek and livermore. san jose 68 degrees. oakland 66. santa rosa, 74. today we'll call it sunny and warm. another live camera looking out towards san jose. and you can see a few visiting high clouds paying the south bay a visit. for tomorrow, we'll increase the fog so the net result will be cooler temperatures. the weekend heading towards easter. it looks like it will be dry. temperatures by sunday will be warming up a few degrees. so on the satellite. the main storm track up to the north but this could be changing next week. in fact, tracking a very cold air mass that could produce a few showers into monday and tuesday of next week. but over the next few days, high pressure is returning at least for today. we're talking about inland and the upper 70s to the 80s around the bay. a lot of 70s. the beaches even back up into the mid-60s. winds pick up around 10 to 20 miles an hour. here is the forecast model basically show you the clear skies for today. we'll take this into thursday

reports that bay area rents have gone up about 10% in the past year. the san jose mercury news quotes figures from the company that indicate the average rent in the entire bay area for one, two and three bedroom apartments is 2100. experts say growth in the job market is drawing people here and that increases demand, particularly in silicon valley. >> in the past year our unemployment rate has gone from 7.5% to 6.2%. it's seen quite a bit of job growth in the silicon valley. when individuals come to the area to work, they need a place to live. >> but economists also warn that at some point, the rents could be so high, they discourage workers from moving here. general motors is unveiling what it calling the fastest convertible car it has ever
