formally arraigned on criminal charges. complete bay area news coverage starts right now. this is ktvu channel 2 news at noon. if good afternoon. i'm tori campbell. airport security once again being scrutinized after it appears a 16-year-old was able to sneak into the wheel well of a hawaii bound plane at san jose international airport. he somehow survived the five- hour flight and was found wandering dazed near the runway in maui. ktvu's alex savidge joins us live from san jose with more on how the teen got on the plane and the concerns that are now raised. good afternoon alex. >> reporter: good afternoon. one bay area congressman is calling for a federal review after this security breach. the fbi believes this 16-year- old boy simply hopped a perimeter fence here at the airport and stowed away in the wheel well of that hawaiian airlines airplane. this all happened yesterday, and apparently there is security video that shows the boy sneaking on to the tarmac

that has not been released yet. this is a photo of that teenager released by maui news. he was treated by paramedics after being discovered at the airport in hawaii yesterday. incredibly he was not hurt during that five-hour flight across the pacific ocean. while there's a sense of relief this boy managed to survive, many are questioning how he could have made it on to that flight undetected. san jose international airport is surrounded by an 8-foot high fence with barbed wire at the top. they called for a review of perimeter security. >> what concerns me is if somebody more sophisticated, more plotting takes time to try and pull this off what kind of access could they have, and why wasn't airport security alerted once the perimeter was

breached. >> reporter: that airplane reached about 37,000 feet yesterday where the temperatures would have been more than 40 degrees below zero. stow aways often die from hypothermia or a lack of oxygen and many are wondering how this boy could have sudden arrive that trip. -- survived that trip. fbi believes the teenager passed out once the plane reached 10,000 feet and regained consciousness an hour after the landing. the teen was eventually taken into custody after he jumped out of the wheel well in hawaii and started wandering around the tarmac there. here at san jose international officials are defending their security measures. >> despite this, no system is 100%, and it is possible to scale an airport perimeter fence line, especially under cover of darkness and remain undetected. it appears that that's what this teenager did. >> federal investigators say this situation, the boy ran

away away -- >> it looks like we lost our signal there with alex savidge. he was saying that the teenager who appeared to be a stow away basically claims to have run away from home in san jose. the san jose police are deciding whether or not he will face charges. much more coming up in our later newscasts. meanwhile, we are following developing news out of utah where a defendant was shot and seriously wounded by a u.s. marshal at a federal courthouse in salt lake city. according to the fbi, the defendant was shot as he rushed the witness stand with a pen as a weapon. the u.s. attorney's office says it was a gang related trying. the defendant was shot at least one time in the chest. he is listed in critical condition. just a few hours ago representatives for pg&e were in a federal court to face felony charges regarding safety violations tied to the deadly

san bruno explosion that killed eight and destroyed 38 homes in september of 2010. tom vacar has been following this story from the beginning. he was in the court for the arraignment and joins us live now from the newsroom. tom. >> indeed. it took only a few minutes, but it is clear pg&e intends to fight these criminal matters as is its right. >> they just redid that. >> a small group of anti anti anti pg&e advocates, pg&e executives executives were not on hand but the lawyers pled not guilty to the 12 violations of the federal pipeline safety act, each count carrying a half million dollars penalty. federal prosecutors say an additional law that would greatly enhance the fine since the government alleges that pg&e knowingly violated the act. that issue will ultimately be resolved before the federal judge that actually tries the case. >> what we want to see happen is that pg&e is forced to take

responsibility, to take full and complete responsibility and to do what is necessary to assure that this never ever happens again. >> time and again, the question has been raised. should any people be held criminally accountable for the neglect that built up for more than a half century ultimately destroying an unsuspecting neighborhood built directly over what proved to be a ticking time bomb. >> we do believe that there were human beings who made the decision that all th -- resulted in the devastation that happened in san bruno. we believe that the corporation and the individuals who made those decisions should be held accountable. >> but so far federal prosecutors have not named any individuals for criminal prosecution. reporting live, tom vacar ktvu channel 2 news. >> thank you tom. a former san francisco firefighter accused of driving a fire truck while drunk appeared in a criminal courtroom a few hours ago for arraignment. 43-year-old michael quinn is facing three felony counts

including causing an injury while driving under the influence. in june he allegedly ran a red light and hit a motorcyclist at 5th and howard streets. this is surveillance video of the collision. the motorcyclist suffered broken bones and a punctured lung. quinn did not enter a plea this morning. his attorney asked for more time to go over about a thousand pages of discovery. quinn who is free on $100,000 bail is set to return to court on may 8th. a man who barricaded himself inside a san jose home last night is now in police custody. it happened on del paso avenue near camden avenue. it happened when police received reports of a man firing a gun into the ground. officers were able to make contact with the man who had retreated into his home. around 3:30 he was taken into custody. city crews in san francisco spent the morning cleaning up golden gate park following the annual 420 marijuana

celebration. thousands of people gathered yesterday at sharon meadow and hippie hill. last year people left blind a huge mess of trash that cost the city more than $10,000 to clean up. this year the city urged people to pick up after themselves, and one man said people did respond to that request. >> i will admit it, a very valiant effort to clean up the park. it's not done. it's going to still be cleaned up and taken care of. they were in competition. it was hilarious. >> there were a lot more undercover officers at yesterday's event compared to last year. at least nine people were arrested for charges ranging from sale of marijuana and opiates to possession of loaded and concealed firearms. now that more than 8 million people signed up for insurance through obamacare exchanges what's next. starting in a few weeks insurance companies will start telling the administration whether they'll stay in the plan and how much they'll

charge next year. kyla campbell spoke with an industry expert about the expected increase in costs. >> expect to pay more next year. that's the message likely coming from obamacare providers. next month insurance companies will let the administration know whether they'll take part in the exchanges in 2015 and how much they'll charge. kaiser family foundation expects a 7 to 10% increase on average, and that's in line with increases prior to the affordable care act. but insurers who offered plans on the federal and state exchanges could back out. >> you will have to shop again and change plans but hopefully every year there will be a choice. >> kaiser expects most insurers will stay and a few more would join. everyone will have to reconfirm their income for tax credit purpose and people will also have the chance to shop around and buy a different plan. in washington, kyla campbell ktvu channel 2 news. it is a cloudy and cool day around the bay area, and this

kraft is recalling 96,000 pounds of oscar meyer hot dogs. packages of the classic wiener may include the company's cheese doggings. the products are being pulled because the labels are incorrect and may not reflect the actual ingredients. a consumer notified the company on friday and the company notified the usda the following day. an oakland man is being called a hero after rescuing two children from the water yesterday afternoon. it happened at marina mark. jose tamaya jumped into the water, grabbed her and spotted another arm nailing further out. he went -- flailing further out so he went in a second time and found a boy floating face down. he brought the unconscious boy to shore and was able to revive him by the time paramedics arrived. >> luckily the good samaritan was there and did his job. we did our job and delivered

him breathing to the emergency room. >> the boy was taken to children's hospital in oakland where at last check he was in critical condition. police say he was with an older brother on shore before going into the water. people who live in the east bay may find out tomorrow whether they will face new additional water restrictions. east bay mud is meeting to decide how to deal with the district's on going water shortage. among the options under consideration are adopting special drought rates or imposing mandatory water usage cutbacks. the district could also just stick with the voluntary 10 percent cutbacks which are already in effect. the recent storms have helped restore reservoirs a bit, but water levels are still lower than in non-drought years. security was tight for today's boston marathon. one year after a deadly terrorist attack at the finish line, reporter molly line was along the route for today's test of endurance. >> the 2014 boston marathon

officially getting underway. some 36,000 runners passing through the starting line. that amount of participants the second largest in event history. >> to show the terrorists they can't win, i saw a picture a few weeks ago that said we e need to take our finish line back. that's what 36,000 people are going to do. >> the race taking place after two bombs went off at the finish line during the 2013 marathon. four people were killed in the attack, and subsequent man hunt. a moment of silence being held in their honor before the start of the 26.2-mile run. >> just wanted to see people out here and not being afraid because there's a part of me that is. >> security noticeably tighter this year with a heavy police presence. >> the public should be assured that every conceivable preparation has been done to assure that we have a safe race today. >> more than 100 cameras are installed along the course. dozens of observation points are set up near the finish line. the efforts meant to keep the near record number of runners safe and help them enjoy the 118 118th running of the

marathon. >> coming out of the tragedy now comes the light, the good side. the unifying part to our sport because this is a sport where you shake hands at the end. >> one of the bombing suspects dying in a shootout with police, his brother is facing federal charges and has pleaded not guilty. in framingham massachusetts, molly line, fox news. quite a scare for a mother and her children in san diego. a teen girl attempts a carjacking with the woman's three kids and dog in the backseat of the car. christina lee has the story. >> an attempted carjacking turned kidnapping. >> they were grabbing the woman out of the car, and they had her down and once they got her in the car -- out of the car,. >> in police custody a teenage girl. she was behind the wheel of this gray dodge magnum without a license, and inside that car, three young children ages 1, 3, and 7 who had just been through a terrifying car ride. >> they were very scared, very

scared. >> the little girl she came out and was freaking out. >> it all started around 5:30 this evening when a father is his three children went to visit mom at work along 47th and market. police say dad got out of the car and left the kids inside along with the key. >> he was in there for a few minutes when he heard the vehicle start up and drive away. >> half an hour after calling police, california highway patrol officers derrick myson spotted the car on the 125. >> i began following the vehicle at first just seeing why it was stopped and then it started driving erratically. >> pursuit ensued with spd's chopper overhead. eventually a front tire blew out as the driver turned on acorn street and college avenue in rolando. the teenage girl was taken into custody. all kids were unharmed. gray skies over the bay

area today. temperatures are down by several degrees. for some it's a cool day. for some just not as warm as we were over the weekend. eventually we are going to see some rain. giving you a look at what's going on over the oakland estuary. you can see definitely the overcast skies filling in throughout the morning hours, and at this point we will continue with cloudy conditions throughout the rest of today. picking up on some high level moisture. nothing hitting the ground just yet. if i show you the satellite and radar, you can see we've got plenty of moisture on its way in. we've got a very dry sub layer and so what you see here, again, only verga, not hitting us. it's evaporating before it moves into the lower levels. as we get into the amp, though -- afternoon, though, temperatures will remain on the mild side for our inland communities. several degrees cooler for the afternoon with the cloudy conditions. as we get into the evening hours, then we finally see a shift and the scattered showers begin to roll in.

it's all the way into 10:00. i don't think most of us are going to need our umbrella. as we get into the evening hours, it will begin to shift. by 11 or so perhaps into the central bay. as we get into the 1:00 in the morning hour, it's moving into the south bay. while we sleep it rolls through, and by tomorrow morning we're drying out. it's going to be a late night, early morning event. we'll see little bit of snow over the sierra, and by tomorrow morning snow levels could be down to about 5,000 feet. also something to consider if this is your commute for tuesday morning. here's a look at some of the rainfall amounts expected with this system just a few 1/100 expected for most of us. we may get a 10th of an inch if we're lucky. as we get into the evening hours it will be working closer to the bay area. if you are going to see the a's play, plan on a cool, cloudy evening. 59 degrees expected at game

stocks are slightly higher today. the conference board says its index of leading indicators rose for the third month in a row. this also points to accelerated growth for the remainder of the spring and summer. also out today, the federal reserve bank of new york says a third of all small businesses in the area's impacted by superstorm sandy reported financial losses a year later. the dow is currently up 26. the nasdaq is up 18 and the s&p is up 4. game 2 of the nba playoffs between the golden state warriors and the los angeles clippers gets underway tonight. on saturday the warriors beat the clippers to take game 1 of the series on the road.

tonight at 7:30 game 2 returns to the staple center in l. a. then on thursday the teams travel here to oracle arena for game 3. . and the san jose sharks taking on another los angeles team. they're looking forward to game 3 of their nhl playoff against the kings tomorrow night in l. a. last night the sharks scored 7 straight goals and won game 2 by a score of 7-2. san jose leads the best of 7 playoff series two games to none. the san francisco 49ers are showing off their brand new playing field at levi stadium in santa clara. crews have finished installing the two and a half acres of sod. the completion of the $1.4 million playing field represents the last big finishing touch on the new stadium. the grass was grown in the central valley. it's a variety called bandera bermuda which uses less water

than other kinds of grass. soccer players will be the first to test out the new field on august 2nd. that's when the san jose earthquakes are scheduled to host the seattle founders. the annual easter egg roll got underway at the white house this morning. president obama kicked off the 136th celebration with a group of youngsters on the south lawn. he also read where the wild things are to another group of children and he challenged them to a staring contest. this year's theme was in support of the first lady's let's move initiative and was called hop into healthy, swing into shape. the egg roll is the largest annual public event at the white house. we are still working to learn more about the unbelievable story of a teenager who says he flew to hawaii in the wheel well of a jet liner that had taken off from san jose. we are speaking with aviation experts about how easy it would
