spot for san francisco nightlife. the evidence police are reviewing as they search for the people responsible. "mornings on 2" starts now. we're live in san francisco's north beach neighborhood where police searched this home early this morning. their investigation started as a routine traffic stop across town in the presidio. coming up in two minutes, tara moriarty just spoke to the man arrested and she will tell us what she had to say and what initially sparked a police officer's suspicion. good morning. welcome to "mornings on 2." i'm tori campbell. >> good morning. i'm dave clark. let's talk about weather and traffic. a little chilly this morning. >> very much so. no doubt about t our system came by, still producing some snow, a rain/snow mibltion mibltion mix. partly sunny, partly cloudy.

cooler, breezy. you will feel it. layers, cool and breezy and then cool, breezy later on. mostly sunny conditions. the breeze was the big story last night. that system came by a couple of observe others. i want to say steve in mount davidson said it was howling last night. just breezy. most locations are in on a decent breeze. most areas have about 10, 20. been a few reports gusts to 35 although calming down at sfo. it was really howling last night. the rain a drusm couple/100ths for a few. cooler, breezy. this system had a punch. windy for some. temperatures today, 60s. here's sal. steve, we have a crash in oakland, 880 northbound at 23rd. it's causing a big traffic delay from as far back as the

coliseum. northbound 880 is just a mess coming up to 23rd because of an overturned pickup truck and another truck in the crash. 580 is a decent alternative route as you come up to the bay bridge. and the bay bridge traffic is going to be slow. it's getting a little bit better. it was backed up for a 25- minute delay. you can see now there's more room at the toll plaza. i have a feeling that some people who are coming in on 880 are not making it to the toll plaza yet. you might want to take advantage of the traffic being slower down the road and get in front of the delay. this is about a 20-minute drive time. speaking of 20 minutes, northbound 880 and 280, the traffic on 280 northbound is taken about 20 minutes from downtown san jose up to cupertino. that's because you will have to be waiting in some of the slow traffic here right here in san jose. 85 is beginning to get slow. better than it will likely be. back to the desk. >> thank you, sal. new developments in the

story of a bomb scare we've been telling you about since 4:30. it began last night when police pickup pulled over a pickup truck. the driver handed police a stick of dynamite, the bomb squad was called in and his house on vallejo street was searched. tara moriarty is at the house where you just spoke to the driver of that truck. what did he tell you, tara? >> reporter: well, the man who was detained said that police made a big deal out of nothing. he came home about 15 minutes ago. he says that he was about to go fishing late last night when he was pulled over for speeding and that's when all of the trouble began and things began to unravel. this happened around 10:00 last night in the presidio. park police pulled over eric smith near the 900 block of old mason street near the trampoline park. the police dogs smelled marijuana and when smith showed the officer what he thought was a bag of fireworks, that's when the bomb squad was called in and they shut down nearby

streets and had to evacuate planet granite. >> he said you hear the dog in the back? i said yeah. it's a drug dog and he smelled marijuana inside the vehicle. i delivered to some patients on the way there. so, yeah, i had some with me. >> reporter: but then the officer asked if you had any explosives? >> yeah. i said i found a fire work in the bed of truck, i picked it up and handed it to him and that's what went on. >> reporter: so it wasn't dynamite? >> it was fireworks. from what i saw from the outside of the packaging, it was fireworks. >> reporter: smith said that he didn't put the package there, that someone else did. the squad detonated the suspicious device and took smith into custody. police decided to flush out his apartment on vallejo. that's when they were confronted by what they believe was smith's wife who initially

refused to let officers inside. she was later released after being handcuffed. bags were brought out, perhaps marijuana. we don't know. we have a call in police to see where the investigation stands. smith said his truck was confiscated. we're waiting to hear about charges. tara moriarty, ktvu channel 2 news. 7:06. we're learning more about the 15-year-old stowaway who survived a five-hour flight from san jose to maui hiding inside the wheel well of a jet. christien kafton is joining us live from santa clara where the teenager lives and neighbors are still shocked. >> reporter: neighbors are waking up and realizing all of this is unfolding in their backyard. this is the home in question. we've seen some signs of life in the home. some activity inside the home. we're waiting to see if the family has anything to say about this incredible story. we've seen some signs of

activity at the home. we rang the bell and did knock at the door. there's no response. we are hearing there's been not a lot of activity since 6:30 last night. neighbors tell ktvu the family moved in about six months ago and have been very private, nice. no one seems to know where they moved from. the boy's father drives a yellow cab by day and parkeds it here -- parks it here at night. the teen has siblings. the airport duty manager in maui said the teen did not appear to be dirty or disheveled. nothing to indicate that he spent a harrowing five hours tucked in the wheel well of an airplane. but the ground crews did report that he was not forthcoming about how he wind up in maui. a neighbor says they were on their way back from hawaii as well. they saw the story on television and put two and two

together. >> they showed them on the news and we heard -- we saw the truck out here and realized who it was. >> reporter: at last report, the teen is still in hawaii. no word when he will be returning here to santa clara. neighbors tell us that there are several school-aged kids in the home. they could be getting ready for school. again we're waiting here on scene to see if the family has any kind of statement about this incredible survival story. we're live here in santa clara, christien kafton, ktvu channel 2 news. >> afern eauvation experts say that teen is incredibly lucky to be survive -- aviation experts say that teen is incredey lucky to be alive. this is the wheel well on a 767. it's a maze of cables and pipes. the wheel well is about 6 feet above the ground. investigators tell us a stowaway would have to curl up

as small as possible and hang on for dear life. >> pretty amazing. it has to be scary. if you are in a compartment and having the landing gear closing upon you. >> and medical experts say the teenager may have gone into a hibernation type state during that long flight from san jose to hawaii. this incredible story has federal agents and local police taking a hard look at the security system that protects america's airline flight. both the fbi and tsa are promising a full review as a result of this incident. investigators say the teen climbed into the left wheel well of the first plane that he spotted at the san jose airport. and that plane just happened to be going to maui. doctors are optimistic a boy who almost drowned in san leandro on easter sunday will make a full recovery. the boy was initially in

critical condition but he's been upgraded to fair. a good samaritan pulled the 7- year-old boy and the young girl out of the water at marina park. jose said he performed cpr and was april able to revive the boy before help arrived. the boy is awake and talking. oakland is considering a ban on unattended donation bins. the bins are supposed to be used for clothes and donations. but the city says illegal dumping has become such a big problem that the issue needs to be addressed. oakland city leaders are trying to clean up a freeway underpass that some say needs immediate attention. the trouble is around 880 and 6th street. it's a place where homeless people take shelter and dozens

of pigeons nest. people who live and work in the area say conditions are so bad they are driving people and businesses away. >> it really fractures this beautiful spine that connects the waterfront to the core of our downtown. >> a meeting will be held next week to try to figure out how to clean up the area and make it more inviting. possible solutions include more lighting, murals and more stores. the spca is taking care of four adult dogs and ten puppies rescued from filthy conditions in monterey. the 14 pomeranians and chihuahuas were found inside dirty crates inside a parked car yesterday. some of the crates had as many as four dogs in them. they were so crowded, the animals could not stand up straight. the dog's owner said she planned to sell the puppies for $2,000 apiece. the spca does plan to file charges against that owner.

in just about 30 minutes, president obama will fly to oso, washington. he will see firsthand the devastation there and meet with the families affected by it. he's making that stop on the way to asia to visit four countries. his first stop will be in japan. that will be knolled by south korea, malaysia, and the philippines. meantime, now there are just two names on the list of people missing from that mudslide in washington state. the official death toll is at 39. the medical examiner's office is trying to identify two more victims found yesterday. back on march 22nd, that mudslide devastated three dozen homes. the search crews are still looking for bodies. vice president joe biden is wrapping up the second day of a trip to ukraine. here's some new video of the vice president at a news conference with ukraine's prime minister. in his comments this morning, vice president biden warned russia, "it's time to stop

talking and time to start acting to reduce the tension in ukraine." i said the u.s. will provide an additional $50 million in aid to ukraine. we're now hearing a number of u.s. troops in afghanistan may drop well below the 10,000 level that had previously been called the minimum required by u.s. commanders. according to a report in reuters, the white house, and pentagon have resumed talks about how many troops should remain in afghanistan reportedly they are considering a troop presence of less than 10,000, possibly less than 5,000. base on the belief that the afghan forces are sufficiently trained to handle the country's security. today marks the 10th anniversary of the death of pat tillman. tillman gave up a career in the nfl to enlist in the u.s. army,

a few months after 911. his death sparked a controversy. at first the army reported that he was killed by enemy fire in afghanistan. but the pentagon later admitted he had been killed by his fellow troops in a tragic case of friendly fire. 7:16. for the first time a woman has been hired to lead san pablo's police department. lisa rosales will become the ste afirst latina top cop. she's worked for the pasadena for 27 years. she takes over as the city deals with an increase in killings. three homicides have been recorded so far this year compared to none last year. lisa will start her new job on monday of next week. an official swearing in ceremony takes place may 7th. janet gray-heys has died. she became the first woman to be

elected and won re-election and served until 1982. a spokesman for the family says she died yesterday afternoon at a saratoga retirement community after having a stroke over the weekend. she was 87 years old. 7:17. we want to check in with sal and see what's happening on the roads. any problems this tuesday morning? >> we have one that's major. that would be northbound 880. we've been talking about it for a bit at 23rd. this crash is blocking lanes. i want to show you where it s but i also want to back up a little bit and show you on the map here. let's pull back. you can see that 880 is backed up nearly to san leandro. one of the things that i want to tell you is a good alternate route would be 580 it. looks good over to the macarthur maze. it doesn't start to get slow until after the 980 interchange. avoid 880 and use 580 instead.

you can use 980 to get back to downtown oakland. let's take a look at live pictures backed up for a 20, 30- minute drive time into san francisco. this morning's commute on northbound 101 is slowing dune from near the capitol expressway you see here near mckee road. it's slow all the way to sunnyvale. 85 slowing down. let's go to steve. thank you, sal. not a bad little cold front. it's clearing out pretty rapidly. windy last night. morning clouds, a couple of locations had gusts to about 35 to 40 last night. other observer, 41 miles an hour. .03 on the rainfall. san francisco had .03. mt. diablo had .10. i think milpitas had .05. there was a little bit of rain. did i hear rain last night? kelly up in bridgeport has 2 inches of snow at the 710000

it was the catch of a lifetime for a fisherman in florida. he reeled in a 800-pound shark and it was caught on tape. he caught the shark last tuesday night. they were in a kayak about 300 yards from shore in milltop, florida on the gulf coast. it took an hour to get this shark back to sand. now, polk was going to keep quiet about it but the pictures went viral. now he says he doesn't want people trying to ban land-based

shark fishing. we just want to save our sport. we don't -- the more people that know about it, the more people that crowd our beach, the more people that come out and fish with hundreds of people swimming, that's not what we want. >> they caught more than 300 sharks last year. they released all of them but 20 but they say they work with the national oceanattatic and atmosphere association to tag their releases. we're learning new details about the owners of the golden state warriors about their plan to build a new are-- new arena. this would be in the mission bay neighborhood near at&t park. and ktvu news has just received this video from the golden state warriors promoting this location. right now, the land is an empty lot with concrete, grass and weeds but it's set to become the new 18,000-seat home of the

bay area's franchise. warrior president says it's a perfect location for basketball fans, especially when it comes to public transportation. it is about 12 acres. it's an inland site. it's completely accessible by all forms of public transportation, caltrain, muni, b.a.r.t. and really it is in the center of a modern urban area. >> the warriors agreed to buy the land from sales force.com which had beened to use the land for -- planned to use the land for the mission bay headquarters. instead sales force say they will occupy half of the transbay tower. the they hope to have the arena ready in time for the 2018/2019 nba season. jean quan still hopes the warriors will stay in oakland. she said "we've been hard at work preparing new stadium opportunities for all our sports teams and the warriors

though. it's slow after high street on the way over to the interchange. but i still think 580 is better. it's not as bad as 8le -- not as bad as 880. bay bridge, 20 minutes or so maybe a little bit more. we round it off to 20 mients. no problems on the upper deck of the bay bridge. if you are driving from san francisco to the airport, still about a 10-minute driferent time. northbound 280, the traffic is slow on the way to cupertino. back to the desk. san francisco police are busy searching for two men who stabbed two men at a san francisco strip club. this is a shoir we've been following for you since 4:30 a.m. alex savidge is joining us live with the key evidence investigators have to go on. >> reporter: good morning. police will be interviewing the two victims here to get a better sense of what happened. they will also be going over surveillance video from here at the garden of eden club in san francisco to try to get a look

at the two men wanted for this stabbing that happened early this morning. the 911 call came in just before 1:00 a.m., officers arrived at this club which is on broadway near columbus. this is where they found two men both in their 20s who had been stabbed in the upper body. paramedics transported both victims to the hospital. police describe their injuries as life-threatening. we did see one the -- one of the men up and walking on his own. police can't say whether they were customers or employees who were stabbed. but this is an area that's seen a dramatic drop in violence after developing a reputation for out of control partying and some drunken brawls at various bars. last year, the city put a plan in place with extra officers and that did help to turn things around and as for this morning's double stabbing. police have not said what exactly led up to the attack. we're continuing to gather new information from san francisco police on this investigation. as soon as we learn more about

what happened, we'll bring you that information. alex savidge, ktvu channel 2 news. 7:34. happening now, hundreds of pg&e customers in marin county still have no electricity at this hour because of a downed power line. now, pg&e says the power outage affects almost 100 homes and businesses that's actually down from 1900 a couple of hours ago. most of the affected customers are in corte madera and in tiburon. the outage was first reported about 2:15 this morning. pg&e is hoping to get your power back on to everybody by 10:00 this morning. we're learning more about a crash that killed an 8-year-old little girl at de anza boulevard in deputy. the little girl along -- in

cupertino. the little girl were in a vehicle that pulled off the road. the driver of a jeep made an unsafe turn that sent it up a dirt embankment and right in the back of the minivan. it hit so hard, it curb crushed the entire part of the minivan where the girl was sitting. the young boy in the minivan and the driver of the jeep both suffered major injuries. it's still not clear why the minivan was pulled over to the side of the road in the first place before being hit. breaking news about a ruling by the supreme court that impacts college students. the court has upheld michigan's ban on using race as a factor in college admissions. the 6-2 ruling just came down a short time ago. the justices said that michigan voters had the right to change their state's constitution to prohibit public colleges and universities from taking place into account in the admission process. this decision is being seen as

a blow to affirmative action programs in 1996, california became the first state to outlaw affirmative action in public university admissions. happening today. people in the east bay will find out if they are gonna have to cut back even more on their water use. today east bay m.u.d. will decide whether to impose mandatory water restrictions because of the drought. earlier thisser yoo the agency asks customers to voluntary cut back by 10%. the agency says by march customers actually exceeded that goal. now, at the meeting today, the agency will also decide whether to pump in an emergency supply of water from the sacramento river. meantime, the alameda county food bank is worried that thousands of people will go hungry because of the drought. you are looking at the refrigerator room where the shelves look pretty bare. typically the shelves are filled with 10,000 pounds of vegetables every week. but they won't be delivered

this week and the food bank is worried they may not come next week either. >> if we see shortages and the costs go up, that hits us twice. that's very concerning to us. we're very nervous about that. >> that shortage will likely mean california food banks are gonna have to go out of state to buy some produce which would increase the cost a lot. the drought could lead to 20,000 farm workers losing their jobs. we now know what the new postage stamp honoring harvey mill look like. the u.s. postal service released this picture. it shows milk in front of his camera store in san francisco. in 1977, milk became the first openly gay elected official in california when he was elected to the san francisco board of supervisors. he and san francisco mayor george moscone were assassinated the next year. the commemorative stamp will be released on may 22nd. thousands of people are expected to get free medical

care in san francisco and oakland this week. it's called bridges to health. about 600 volunteer doctors, dentists and other medical professionals will provide services for people who cannot afford healthcare. the care will be offered in san francisco tomorrow and thursday at the san francisco armory, on friday, the volunteers will be at the oco kol coliseum. students from high schools think e-cigarettes are healthier and safer than regular cigarettes. but health officials say that's not true. and that e-cigarettes have harmful side effects. the ban is expected to be introduced at a meeting tonight. 7:39. it's a highway project. it's already causing a commuting nightmare for people driving between sacramento and tahoe. take a look at this video. now, the project just got underway this morning and you

can see it is already causing a huge backup. those crews down there, they will be working to improve a section of highway 50 between 18th and 24th streets in san francisco. they will start with eastbound traffic, then move to the westbound traffic late next month. the entire project expected to last until june 25th. the section under construction is a major artery for people commuting from the bay area to sacramento and tahoe. it's not only affecting traffic on highway 50. it's also causing huge backupses on interstate 80 and the i-5. happening today, testimony set to begin in the supervisor accused of peeping into a woman's home. they say he was only wearing his underwear and socks when arrested outside of a female neighbor's home. he admitted to having a drunking problem and entered a

there low pressure will be an earlier curfew for bon fires on ocean beach. it used to be that fires had to be out by 10:00. now the national park service is changing the time to 9:00. this will go into effect memorial day weekend. the park service plans to install safer fire pits and provide more supervision. this comes after complaints of people being drunk, leaving fires unattended and too much trash. we're learning more information about how badly a palo alto man was hurt after falling 30 feet while rock clom ig in yosemite park. it happened on sunday. the highway patrol says the man was airlifted to the hospital after being rescued by a helicopter. a paramedic who helped pull the man into the helicopter says he had hurt his back and was unable to walk. he is still in the hospital

the death toll from the sunken ferry boat in south korea has gone up. for the first time, divers went inside the boat and found more bodies inside. more than 100 are confirmed dead. 200 people are still missing. now, the captain and two other crew members they were arrested after the accident. now, the prosecutors say they arrested four more crew members.

there are stories of bravery among other crew meles. some of them gave their life jackets to the passengers and one of them refused to leave until she helped students off the ship. she was later found dead. others worked from rescue coats to break out windows and pulled people trapped in the cabins out. south korean officials say the earlier conclusion that the ferry boat made a sharp turn before the disaster, that was not correct. they say the ship changed course much more gradually. as a submarine continues searching for the missing malaysia jet. a cyclone has grounded ten search planes. the search center says the best hope in finding the missing plane still lies with the submarine. so far it's searched about 80% of the area where pings have been detected but so far nothing related to the missing plane has been found. in addition to the submarine. ten ships continue the search

above water. it's been 46 days since flight 370 disappeared. that means lawyers can now reach out to families. there is a rule that american lawyers have to wait at least 45 days before approaching a family that's lost a loved one in a plane crash. now losses can be filed in american courts against boeing. legal experts say the only problem is without wreckage it will be a difficult as trying a murder case with no body. recent stats show community complaints against the san jose police department are on the rise. however, a new report published in today's mercury news shows san jose police officers have almost entirely stopped tipping off their superiors to misbehaving colleagues. and that resulted in fewer police officers being punished. now, critics say this is a clear sign of a coverup. however, police say it's possible there are fewer

blown completely out of the proportion. he said he was going fishing last night when pulled over for speeding. that's when things began to unravel. we noticed he came home shortly before 7:00 this morning. he says last night around 10:00, park police pulled him over on old mason street. the police dog smelled marijuana. smith admitted he had a pound in it in the truck to deliver to medical patients. when asked if he had explosives, he showed what he had was a fire work. >> the way they reacted an everything, i felt -- i know they are being safe and everything but no one knows what it is -- or what it was except for the person that put it in my truck. i don't take identify -- all they are all threats. >> reporter: you believe somebody planted the fireworks in your car? >> yes.

>> reporter: the squad detonated the suspicious device and then took smith into custody. police decided to flush out his apartment on vallejo street between pow and mason. they were confronted by smith's wife who initially refused to let them inside. park police searched the unit. they brought out some bags of ed. we've put in a call to park police to see where the investigation stands and what charges smith may face but we've not heard back yet. tara moriarty, ktvu channel 2 news. >> all right. 8:04. we're learning more about the 15-year-old stowaway who survived a five-hour flight from san jose to maui hiding into a jet's wheel well. christien kafton is joining us live where the teen lives and you've been talking to neighbors. >> reporter: yes, we have and neighbors talking amongst themselves about this incredible story. people are peeking out through the blinds. we're hoping to swung with some

folks. we've knocked twice and so far no one has responded. again, we rang the bell and knocked at the home and are waiting to see if anyone has anything to say about this incredible story. the neighbors say the family moved in about six months ago and have been quiet, private and say by all accounts, it's a very nice family. no one seems to know where they moved from the boy's father drives a cab by day and parks it here at night. we're getting more details about the time the teen spent in hawaii. the airport duty manager in hawaii says the teen did not appear to be dirty or disheveled when he was discovered on the tarmac in hawaii. there was nothing to immediately indicated that he had spent a harrowing five hours tucked into the wheel well of an airplane. but the ground crews did report that he was not forthcoming about how he wound up in maui. a neighbor tells me they were on their way back from hawaii as this whole story unfolded. they saw the story and say they

were able to put two and two together and figure out who was involved. >> showed him on the news and we saw the trucks and realized who it was. >> reporter: at last report, the teen is nil in hawaii. no -- still in hawaii. no word when he will return to the bay area. we're waiting for the family to take the other children to school or come out and make some kind of statement about what really is an amazing survival story. christien kafton, ktvu channel 2 news. >> thank you. aviation experts say the teen is incredibly lucky to have survived the long flight from san jose to hawaii. temperatures as low as 50 degrees below zero. this is video from boeing's website of the wheel well on a 767. it's a maze of cables and pipes inside with very little empty space. the well is about six feet

above the ground. investigators tell us a stow away would have to curl up as small as possible and hang on for dear life. >> pretty scary if you are in that compartment. >> medical experts say the teen may have gone into a hibernation type state during the long trip from san jose to hawaii. this story has federal agencies and local police also taking a hard look at the security system that protects our nation's fleet of planes. both the fbi and the tsa are promising a full review of airport security as a result of this bizarre incident. investigators say the teenager climbed into the left rear well of the first plane he spotted at the san jose airport and that plane happened to be going to maui. doctors are optimistic that a 7-year-old boy who almost drowned in san leandro on easter sunday will make a full

recovery. the little boy was initially in critical condition but now his condition is upgraded to fair. very brave good samaritan rescued the 7-year-old boy and a little girl out of the water at marina park. jose told ktvu he performed cpr and was able to revive the little boy before the paramedics got there and doctors say the boy is awake and talking. the city of oakland is considering a ban on new unattended donation boxes in the city. that's because people are dumping garbage broken appliances and dirty ma tleses at -- mattresses at the bin sites. the bins are supposed to be used to collect clothing. but the city says it's become such a big problem around the city, the issue needs to be addressed. oakland city leaders are also trying to clean up a freeway underpass that people say needs immediate attention as well. the trouble is around interstate 880 at 6th street,

traffic is slow around the bay area. it's not an easy day. we have slow traffic. this is about a 35-minute drive time. you start the ticker at -- when up come up to the bay bridge. you keep it on until -- until you make the san francisco exit. it will be less than that. this is one of those things where it's going to be a rough one. also we're looking at 280 northbound. it's been slow in the south bay. i was kind of hoping for a better day. 85 slow from 87 all the way up to cupertino. 101 mostly slow from the capitol expressway. i want to show you the pictures of the streets of san francisco. we have a highway 50 construction project causing a huge backup. crews are improving a section of highway 50 between 18th and 24th street. and as our chopper is looking at all of the alternate routes,

if you drive to sacramento today, all of those side roads are jammed. there's the freeway. it's a bad deal. this only applies to you if you drive to sacramento. a lot of bay area go up to the state's capitol. you know what? we got you. 880 slow traffic from 238 all the way down to fremont, san mateo and dumb bar a -- dumbarton approaches are slow. >> right now, san francisco police are still searching for the two men responsible for a double stabbing at a strip club. it's a story we've been following since 4:30 this morning. ktvu's alex savidge joining us live now with more on where the police, alex, are focusing their investigation. >> well, dave, good morning to you. police will be interviewing the two victims to get an idea of exactly what happened. they will be going over some of

the surveillance video from the garden of eden club here to also try to get a look at the two men wanted for this stabbing. the 911 calls on this came in before 1:00 this morning. officers got here to this club on broadway near columbus and they found two men both in their 20s who had been stabbed in the upper body. paramedics transported both victims to the hospital. police describe their injuries as life-threatening although one of the men was alert and walking on his own. police sant say at this point whether these were customers or employees who were stabbed. but this is an area that's seen a dramatic drop in violence after developing a reputation for out of control parties and drunken bar brawls. last year, the city put a security plan in place. they put extra officers on patrol especially on the weekends. they saturated the area. that seemed to do the trick. things have turned around and they've seen the drop in violence here. as far as the stabbing that happened earlier this morning. police have not said what led up to the attack. we've reached out to police.

we're hoping to get more information on this double stabbing at some point later today. we're live this morning in san francisco, alex savidge, ktvu channel 2 news. 8:34. we're learning more about a crash that killed an 8-year-old girl in the south bay. it happened about 3:30 yesterday afternoon on northbound highway 85 at de anza boulevard in cupertino. the little girl a young boy and a woman were in a maus za minivan that pulled off the road. the chp says the driver of a jeep wrangler made an unsafe turn that sent it up a dirt embankment and right into the minivan. it hit so hard it crushed the entire part of the min nip van where the little girl was sitting. the young boy and the driver of the jeep both had major injuries. it's still not clear why the minivan was pulled over to the side of the road before it was hit. happening now -- you hundreds of pg&e customers in

marin county still have no customers because of a -- have no electricity because of a downed power line. most affected customers are in corte madera and tiburon. the outage was reported at 2:15 this morning. pg&e hopes to restore power to everyone by 10:00 this morning. happening today, many people in the east bay will find out if they will have to cut back even more on their water use. they will decide whether to impose mandatory water restrictions due to the drought. earlier, the agency asked customers to cut back by 10%. by march, customers, seepedded the goal at its meeting today, the agency will also decide whether to pump in an emergency water supply from the sacramento river. east bay m.u.d. supplies water to 1.3 million customers. 8:36. a teenager now facing murder

charges in a drunk driving crash in san leandro and what police saw on surveillance cameras could be the reason why. 19-year-old jesus is still in a wheelchair recovering from the injuries he suffered in a crash last month that killed a 32- year-old man. police say he was on the wrong side of the road when he crashed head on into another car near davis and east 14th street. >> all parties that i've spoken to within his family are mortified at what happened both with regard to his injuries and also with regard to the death of another person. now, there are six different cameras at the intersection where the crash occurred. police say that video could be crucial to the kate. police haven't release -- case. police haven't released the video but they say the teenager's actions were deliberate and without any regard for human life or public safety. oakland police are investigating a deadly shooting.

it happened before 5:30 last night at 103rd and international boulevard in east oakland. investigators say the victim was driving down the street when at least one shot was fired from another vehicle. the car kept rolling for another block before it crashed and stopped. the victim was pronounced dead at the scene. no arrests have been made. happening right now -- it is earth day and there are special events going on all over the bay area today. brian flores is at a salt pond restoration project in hayward with an east bay congressman and a call to action. good morning, brian. >> reporter: good morning, tori. happy earth day to you. we're live at the eden landing reserve where some very important work is going on. several volunteers for this earth day. many projects going on in the bay area. we're here with representative eric swalwell as well as john.

tell us about this project. >> it's part of the salt pond project. 15,000 acres, it's one of the largest project in the united states. behind us is a recently restored wetland. we're here with representatives and volunteers toker do some planting to -- to do some planting and celebrate earth day. >> reporter: describe the difference. what's the difference in restoring the land? >> you would look out five years ago and it would look like a moon scape. now you can see there's thousands of birds. the bay has come back. this water is actually the san francisco bay. we've let the tide back in. we're restoring it for habitat. we're increasing public access. in a couple of years, we'll let the public out. and this provides protections to the wildlife. >> reporter: your impressions on the tour so far?

>> it's a beautiful picture here. i'm gonna get my hands dirty. get out there and help save the bay and the coastal conservancy. this will increase access. we'll have thousands of people out here every month seeing this beautiful bay you will it will reduce the flood threat in the area. it will be better for the habitats that live there. what is the overall goal? i know you've done a lot of work already. what's the ultimate plan? >> the ultimate listen plan is to restore -- the ultimate plan is to restore from the damage done. the areas taken offline, we're returning these back to the bay. we're seeing human benefits to those aspects of the project. >> this is part of -- how long is the project gonna last for? >> the property was acquired in 2003. we're ten years into a 50-year project. this is a very large project. and doing this in such an urbanized estuary is quite a

breaking news out of san francisco where firefighters are still on the scene of a house fire in the bayview district. it broke out shortly before 8:00 near hilltop park. firefighters say it started on the first floor of a three- story home. it appears to be largely contained. no word how it started. we have a crew on the way. and we'll bring you the latest information as soon as it becomes available. 8:46. let's bring you up to date on some of the top stories we're following for you -- we're learning more about the 15-year- old stowaway who survived a five-hour flight from san jose to maui while hiding in the wheel well of a jet. christien kafton joining us live from santa clara where the teen lives with his family and i know you've been talking to

the neighbors out there. >> reporter: we've been talking to the neighbors and clearly this is something that's focused their attention on this home right here. this is the home where that teen who survived that amazing journey tucked under the wheel well of that flight to hawaii lives. we rang the bell and knocked at the home. we're waiting to see if the family has anything to say about this incredible story. meanwhile we're getting moral details about the time that the spent in hawaii. the airport duty manager in maui says the teen did not appear to be disheveled or dirty. there was nothing to immediately indicate that he spent time in the whel well of the airplane. ground crews report that the man was not fort coming about how he wound up in maui. neighbors said they've seen the teen in question a few times since the family moved in. the family moved in about six months ago. >> showed a side view of him on

two of the world's largest drug companies have reached a deal that could impact cancer treatment around the world. novaris will buy glaxosmithkline's cancer unit for $sh-- $14.5 billion. as part of the deal, they will buy novaris's vaccine business with the exemtion of the flu vaccines. they will sell the animal health division to eli lily. pg&e pass pleaded not guilty to felony criminal charges stemming from the deadly natural gas pipeline explosion in san bruno. attorneys for the utility entered that plea in a federal courtroom in san francisco yesterday. an indictment accuses pg&e of knowingly relying on flawed records to verify the safety of the pipeline. prosecutors say that played a critical role in the disaster in san bruno four years ago.

eight people died and 38 homes were destroyed in the 2010 explosion and fire. 8:55. recent stats show community complaints against a san jose police department they are on the rise. however, a new report published in today's mercury news shows san jose police officers have almost entirely stopped tipping off their superiors to misbehaving colleagues. that resulted in fewer police officers being punished. the critics say this is a clear evidence of a coverup. however, the police say it's possible the number of complaints is done simply because the officers are behaving better. struggling homeowners in san pablo are hoping city leaders will use eminent domain to acquire underwater mortgages and refinance the loans to reflect current home values. >> please support it so that people like me can save our homes and continue living here in san pablo. >> the group marched to city
