56-year-old judy zalamon, she followed them and there was an argument and they shot her and took her phone. the gunman was 22-year-old, stefan lee and mario was the get away driver, mario floyd. new at 10:00 of details of the shooting raising questions of how far people should go when it comes to helping police department. ktvu has been talking to people and the police to get their perspective, jana is live right now outside the police's head quarters. >> reporter: many people i talked to tonight saying they are shocked of what happened. the police staffing down to just over 600 officers from a peak of 837, it really does raise the

question as you said, how far should citizens go. >> the way judy salamon died it was difficult for people to understand. >> it appeared that she saw a crime and was trying to be a good samaritan and she was killed. >> she was a good lady and she should have called 911 in the situation. >> it is a difficult situation and trying to call the police and sometimes they don't respond quickly. >> opd is under staff. there is not enough officers to patrolling so that does mean it is up to the citizens to be the eyes and the ears. >> things like suspicious cars or car thefts and that sort of things, that's how we communicate.

ktvu channel 2 news. also, a police department is saying today they are partnering the social media website next door. we brought you the story last night at 6:00. next door residents communicating with each other and providing information specifics to certain neighborhoods. you can use the site to sent alerts to people who lives in specific areas of the city. next door is based in san francisco and the police department and both san jose already have partnerships with the site. an 84-year-old man accused of opening fire at the medical city was a former patient. he shot one of the doctors that was working there. police say they recovered a gun and ammunition there but did not say they connected that weapon to yesterday's shooting. police say a doctor confronted him and saw he had a gun. the doctor took off running and

investigators are trying to figure out what caused the school bus to crash in southern california injuring 12 people.

it happened in anaheim late this afternoon. tonight the driver and two students are in critical conditions. you can see the badly damaged bus on the hillside between two trees. rescue crews had to freeze the driver who was trapped inside the wreckage. nine other students suffered minor injuries. it was on an overpass, he came over a young man who was threatened to take his own life. how a simple gesture may have saved this young man's life. >> a good samaritan says he thinks he meant to be there for the young man early this afternoon. the guy had early to say. >> i look in his face and says no, you need to talk to him >> he was walking home from a garden job when he saw a young man squeezed through the

fence and walking out the overpass. >> he said he wants to kill himself and so at that point nothing came in to my mind is just to stay with him and talk to him and let him know, you don't have to. >> when the young man started trying to climb o free wayside, monroe jumped into action. >> i grabbed him and i gave him a hug. right now on this bridge, at 1:30 until when ever we get out, i am going to be right here holding you. >> other good samaritans help secure the young man and telling the police to get him to safety >> videos posting on instagram showing the back up as emergency responders shutting down 580 and rushed to help. this video was tweeted by the oakland fire department >> as for being called a hero.

seize meth and cocaine and heroine and weapons and thousands of dollars in cash. now, he's facing 20 years of prison if they are convicted. new information authorities in san jose identify add man who was killed earlier this week. as we reported on tuesday, the victim is 48-year-old dat nguyen of antioch. the warehouse worker found his body on the parking lot along moneterey road. he was applying on the ground with his hands bound. no suspects in custody at this time. this is san jose's 12th homicide so far this year. the apple company says they plane to increase dividends and would do a stock split in june. an analyst says that could pay the way for apple to to be listed in the dow jones. shares jumped $43. the dow jones did

red tape and dying animals and employees caught in the middle. tonight at 10:30, two investigates complain about a local animal shelter and what's behind the problem? >> attacked by pepper spray when a woman tried to take back her stolen bike, up ahead of what happened to the woman.

in san francisco a woman was not going to give up after she saw her stolen bike, she ended up paying for that. ktvu telling us of how the woman getting pepper sprayed. >> bikes are stolen and stripped apart each day. >> i was so angry.

she had bruises to show for it. >> i am bruising on left arm and my right knee. >> she watched helplessly from inside >> the bus driver says oh, somebody is taking the bike and so by the time i got off the bus the bike was gone. >> she filed a police report and posted the picture on social media and got a tip from thursday from a good samaritan who found this bike. she called the police and rushed to the scene. >> the guy says to me, it is a nice bike, is it? and i said, it is a nice bike, it is mine >> things got violent after she picked the bike and crossed the street >> we are wrestling with the bike and his friend came and pepper sprayed me on the face. >> she was frustrated that police did not show up

animals have been miss identified and mistakenly put down. >> eric rasmussen is here now and what they say behind the problems. >> these workers saying it comes down to chronic under staffing and short on staff. the shelter had to close for a day earlier this week. it is a problem managers are in the process of if i canning but three women who worked at the shelter says some of the damage down cannot be reversed. >> these little dogs at the oakland animal shelter are the lucky one. >> a rescue crew are plan to fly all of them out. >> some think this german short haired pointer could have been rescued. >> the dog was euthanized as a pit bull when it was not a pit bull. >> kline investigates with

area, we found san francisco euthanize 25% of its animals in 2011. in san jose, a much larger shelter, the number was closer to 30%. the oakland animal shelter put down 35% of their animals last year which was down from 40% from the year before. >> these are heartbreaking stories when our shelter is not providing the type of care that our animals need. >> city council member libby says her family had to take home one of two cats to take them home >> their mission is to fight crime so giving them the management of the shelter is really not serving public safety and it is not serving our animals or animals' owners. >> hearing concerns of the shelter convinced ruban palmer to take back a stray dog

justin bieber had another run in with the law today. the singer was detained by u.s. officials at lax. he's facing problems including dwi charges in miami and an arrest in toronto. the la times report that today's incident was not a former detention or aarrest. former elmo puppet has condition cleared on charges. ruling from last summer dismissing the three lawsuits. the 53-year-old accused of sexually abusing several men more than ten years ago when they were minors. class resigns as the voice of elmo in 2012 after the allocations went public. the number measles cases has

when an earthquake hits, every second counts. what if you have a minute warning? other countries have that technology and now california is taking the first step to build an earthquake early warning system. new at 10:00, ktvu ken ken is live and why it is still in for funding.

their respects. temperatures today a lot like yesterday and a lot of clouds came in today. these are the numbers we got despite the cloud cover. daytime highs were just like yesterday, upper 60s. the clouds are in the forecast. these are all live dopplers and four of them going at once p. what we are picking out from these roadway radars down in the bay area, we are starting to see scattered showers. it is light stuff. this is not the main system. this is before the system which means that tomorrow morning we can see a tenth of an inch or something like that or maybe a quarter of an inch under some of these cells. you start off tomorrow san jose with cloudy and commute is dry tomorrow

morning. by lunchtime it is only 59 degrees, you got rain showers widely scattered throughout the santa clara valley and the same with san francisco. about 11:00 things are going to start going. here is the weather system that we are tracking. it is moving in toni and then the dynamics and the front falling around mid-morning tomorrow, that's when you ge opportunity for some rain showers. it is going to help basically just a little bit with the reservoirs and we'll get a little bit of rain. 10:00 with the computer model, here comes the moistures at 2 a.m.. just a glaze and 7 a.m., looks pretty dry from the sky. some drizzles and here it comes. friday, 2 or 3:00, this is significant rain. it moves through and now you are in the early afternoon friday
