on human trafficking in the south bay. the action just taken by the santa clara board of supervisors. good afternoon. i'm tori campbell. the owner of the los angeles clippers now banned from the nba for life, that announced by the commissioners of the league less than an hour ago. ktvu's sal castanedo is following the story and joins us in the studio with we dales and reaction. good afternoon, sal. >> reporter: tori, good afternoon. the commissioner came out and laid the hammer down after saying he had confirmed the voices on the recordings was that of donald sterling. >> effective immediately, i'm banning mr. sterling for life from any association with the clippers ago organization or the nba. mr. sterling may not attend any nba games or practices.

he may not be present at any clippers' facility and he may not participate in any business or player personnel decisions involving the team. >> silver also fined sterling $2.5 million which is the maximum fine ayou willed by the nba -- allowed by the nba. silver said he will work with the board of governors to remove sterling as an owner of the team, something he doesn't have the right to do directly. just to recap, a recording of a conversation between clippers' owner sterling and his girlfriend was posted by tmz friday, it quickly went viral. in the recording, he said he's unhappy she posted pictures on instagram with people people like magic johnson. you can him in those pictures, specifically about magic sterling tells his girlfriend not to the bring him to any of his games. in the days after the records was made public, the firestorm

overshadowed the playoff series between the clippers and warriors. that series is even at 2 apiece and continues tonight in los angeles. corporate sponsors didn't wait forful punishment. mercedes, state farm and others are among those who have dropped the team. silver said he especially feels for the -- for the players on the clippers. >> for those who play at the highest level in the world and have this hanging over us caused me to have a sadness. live in the newsroom, sal castanedo, ktvu channel 2 news.

this month. according to reports, darren erman was accused of secretly recording conversations between players and coaches. this is video of erman from the warriors' website. earlier this month, the warriors would only say erman was fired because he violated company policy. now according to various reports, erman used his phone to record the conversations without anyone's knowledge. a workplace explosion near los angeles sent eight people to the hospital. this happened about two hours ago. county firefighters responded to calls about the blast just before 10:00 a.m. it happened at a chrome finishing company in la habra. the building was in flames when firefighters arrived. the eight people all suffered burns. three are in critical condition. there's no word yet on what caused the explosion. crews are getting ready to bring in more equipment to help recover a plane that crashed into the san pablo bay over the weekend. tara moriarty is live near

where the wreckage was located and joins us live. good afternoon, tara. >> reporter: well, good afternoon. we've discovered that crews actually found the wing of the plane in about 13 feet of water out here but they are still searching for the fuselage as well as the body of the pilot. we understand from a source that actually they found traces of the pilot, including his jacket immediately after the crash happened. but the currents are so swift out there, even though they don't look like it right now, that the debris has simply become scattered. now, if we take a look at some pictures from newschopper2, you can see that there's some boats out there. the contra costa county sheriff department is securing the scene. three boats out there. they have an underwater robot but it only works when the currents are still. crew have a pretty -- crews have a pretty small window, what they call a dead tide to look. they've wrapped up for this morning, but they say they will probably be out here this morning at 4:00 this afternoon.

a black buoy marks where the plane nose dived. it's not far from where people out sailing saw this plane come spiraling down off point richmond. a hawk sea fury possibly clipped it causing it to crash. so again, crews say they will be out here at 4:00 this afternoon to resume their search. in richmond, i'm tara moriarty, ktvu channel 2 news. >> all right, thank you, tara. new at noon, it's a hidden problem involving countless victims in santa clara county that's finally receiving more attention announced this morning, county frills decided to form a human trafficking commission to combat the practice of forced labor. janine de la vega joins us live from san jose to explain why county officials felt the time was right to create this commission. good afternoon, janine. >> reporter: good afternoon, tori. well, this was passed

unanimously the supervisor who proposed it got emotional talking about the issue. now oftentimes it's young women and even children who are forced into the sex trade but there are also other people who are being forced to work without pay. >> we have enough cases that have popped up that are fairly egregious where you have people brought over from another country, with passports taken away. >> reporter: county officials don't know how widespread human trafficking is in the south bay but they know it exists. this new commission will investigate the prevailance and identify measures to prevent it and collaborate with law enforcement to end it. the san jose police department has a human trafficking unit but the grants used to fund it end this summer. county officials are concerned that will leave a gap in enforcement. >> i think that there's a lot

of hidden sex trade, forced labor, human trafficking, people coming from other countries. i think it's something that we need to look at. we need to raise awareness and study and take action. >> reporter: the sheriff's supports the commission and says her deputies often run into victims who have been trafficked into working large marijuana grows in remote areas of the county. officials stress the need for a commission because the super bowl is coming to the bay area in 2016 and during the super bowl events, it's believed that there is a dramatic spike in human trafficking for the sex trade. reporting live from san jose, janine de la vega, ktvu channel 2 news. >> all right. thank you, janine. with sexual assaults on college campuses reportedly reaching epidemic levels, the white house is pushing schools to crack down on the crime and do more to protect students. the white house issued a new set of guidelines for colleges and universities. they include a plan to survey students about sexual

misconduct to identify the scope of the problem creating confidential places for victims to seek support and initiating training programs for school officials who work with victims. the white house says one in five women is sexually assaulted while attending college. we talked to some students at san jose state university this morning who tell us a lot of assaults go unreported. >> i think it's an issue where it might not be reported and i think every female or maybe even male should step up and report that because everyone needs to know what's going on on campus. >> the white house is also launching a website called not alone.gov to support campus sexual assault victims. the death toll continues to rise after a series of tornadoes ripped through the midwest and south and the threat is not over yet. the bay area on its way to some of the hottest temperatures we've seen all

a lot of people are on alert today as the storm system that unleashed a chain of deadly tornadoes in parts of the midwest and the south is now moving east. at least 31 people have been killed in the past two days in the band of storms stretching from oklahoma to alabama. tornadoes caused widespread destruction as they carve their way through towns and neighborhoods. tens of thousands lost power. people in georgia and alabama say they were awake bed this morning by sirens, howling wind and pounding rain. >> it was unreal. the wind came up and it just roared. just roared all the way through. they say it sounds like a train when you are close to the tracks how it makes a noise. exactly. >> forecasters from missouri to new york are urging millions to keep an eye on the weather today. they are warning of tornadoes, high winds and hail. fed-ex workers in georgia say the colleague who went on a shooting rampage this morning

was dressed like a rambo. authorities say the shooter injured six people before he turned the gun on himself at a fed-ex pack paging handling facility in kennesaw about 30 miles north of atlanta. three of the victims are in critical condition and two of those have life-threatening injuries. it's still not clear why the gunman opened fire. but witnesses say he was dressed in black with guns and bullets strapped to his chest rambo style. >> he's an employee of fed-ex described as a package handler. as far as i know he worked at this location, correct. >> one employee who ran from the shooter this morning describes him as immature. she says he was annoying her just last week by pointing a bar code laser scanner at her eyes. the supreme court is considering whether law enforcement officials can look through the cell phones of suspects they arrest without a warrant. the high court heard two cases

which involve police collecting evidence from mobile phones without a warrant, the evidence eventually led to convictions. our reporter was inside the courtroom and tells us there was no clear agreement among the justices. some justices argued there could be searches for briefcases so why not a cell phone? others argued they would have their information wide open. >> if they think there's incriminating photos or text messages, they can write a warrant request to ask to look at those particular items. >> a decision on the issue is expected later this year. happening now -- small business owners are gathering to protest a.c. transit's plans to create a bus rapid transit corridor along international boulevard in oakland. the merchants say the project will threaten livelihoods in the short run by limiting

parking during construction. they are also concerned about the impact businesses in the -- impact of businesses in the long run. the merchants are asking a.c. transit for about $6 million to help mitigate the disruptions. a sikh family from alameda is speaking out about what they say are amusement park rules that discriminate against them. the singh family spoke publicly after they filed a legal complaint against boomers in livermore. as we reported last night, the family claims the park told their 13-year-old daughter and her three cousins they could no go on the go-carts unless they removed their patkas or seek tur bans. the describe -- turbans. the daughter described the incident. >> i was told i could not ride on the go-carts because of my headscarf. so my dad asked if i could tuck it in like the girls with long

hair could tuck in their hair. i was told no and i was handed a policy which offended me. >> she said the park should change their policy and give them something to wear over their attire. the park says any sort of head gear is a choking hazard and the ban is for safety reasons. san francisco police are asking the public's help after a man was assaulted with a baseball bat near ocean beach. it happened yesterday afternoon near great highway and fulton street. investigators say two men got into an argument one of the men then struck the other men several times in the head with a bat before running away. investigators say the victim was hospitalized with injuries considered non-life- threatening. anyone with information about this case is asked to contact police. starting today, people who do not reduce their water usage in livermore will be charged more. last night, the city council declared a state -- a stage 3 emergency water level. that means people who don't cut

their water usage by 30% will be charged a higher rate for the water they use. the city suggest residents try to cut outdoor water use by 50% and indoor use by 5% to meet the target. a dry, very warm day over the bay area. giving you a live look over the bay and the bay bridge we've got mostly sunny skies. high clouds, moving over the ridge of high pressure bringing us this warm weather. take a look at the numbers. anywhere from 10 to 14 degrees warmer than where we -- than where we stood 24 hours ago. 18 in antioch. 83 in santa rosa. you get around the bay, 71 in oakland. 76 redwood city, half moon bay, 73 degrees. as tori mentioned a little while ago we're working at some of the warmest temperatures we've seen so far this season. it will last through about thursday before we get a break.

here is a look at the ridge of high pressure. we do have a northerly float setting up and that's helping to warm us for today and tomorrow looks like it could be the hottest day. right now you may notice a few high clouds spilling over this ridge. that's really going to be about it. the winds have turned in a northerly direction and a little gusty over parts of fairfield, gusting to about 22 miles per hour. i'm november tissing on the eastern -- mow tissing on the eastern edge, livermore reporting northerly gusts to 22 miles an hour as well. the rest of us, we have a variable wind. another sign of that ridge of high pressure in place. but the air above us is in a northerly place. afternoon highs for today, take a look. widespread 80s. even 90 degrees, a possibility. clearlake. 85 for novato, 86 in san rafael. beautiful beach weather. 73 stinson beach with mostly sunny skies. 79 in alameda if you are going to hang out by the water there.

stock prices higher in afternoon trading on more strong corporate earnings. merck and cummins are among those beating expectations. netflix will play veery done for more a -- verizon for a more direct connection. taking a live look at the big board -- could soon be easier to get the health department's rating of restaurants in santa clara county. today, the supervisors are considering a measure to requirements to display color coded cards indicating its rates on its last health department inspection. a green card would mean the restaurant passed inspection. a yellow card would mean there were two or more violations. red card means its closed. opponents argue the system could be confusing to diners. a horse owned by a northern
