52 there. half moon bay airport is 46. more 80s and 90s by this afternoon. 60 in antioch. 49 napa airport. 59 san jose. 62 sfo. half moon bay bay is warmed up. temperatures, it won't take long to warm up when there's that much warm air aloft. if you don't like the heat, the weekend looks cooler. a little breeze in the oakland hills, not too bad. a lot of upper 80s, low 90s. 80s by the coast. here's sal. >> all right, steve. good morning to you. we're looking at a commute that seems pretty normal but we have a problem that's blocking lanes on 80 westbound near the hercules exit. watch for slow traffic there. this will affect the drive time that we'll see driving from the carquinez bridge area out to the richmond area.

please give yourself extra time. 30 minutes between the carquinez bridge and interstate 80. so that's probably gonna go up unless they get rid of the crash rather soon. bay bridge toll plaza, 20 to 25- minute drive time. it's pretty slow. as i look at the chp list, they are always watching it like a hawk on the bay bridge because if something goes wrong, you know it can go bad. northbound 280 in san jose, traffic does look good getting into the valley. we have a little bit of slowing on 85 and 101 as well. but it has not reached critical levels yet. at 7:04 back to the desk. daylight is giving us a better look at a homeless camp near san leandro where a couple of people were badly burned. witnesses describe a chaotic scene with one burn victim actually running into a stranger's home and into a bathtub to cool off. alex savidge is along some railroad tracks with the possible cause to the

emergency. alex, what happened? >> reporter: i want to let you know i did hear a few minutes ago from a representative for the alameda county fire department and the word is they still don't know exactly what triggered this explosion last night. neighbors, though, who helped the victims out here say they believe these were chemical burns that they suffered and that's because they could smell a distinct chemical odor in the air. those reports of an explosion came from here along these railroad tracks that run through san leandro. in fact, it apparently happened at this homeless encampment that we're showing you here. you can see the camp near the freeway overpass. 911 calls began to come in about 9:30 last night from near the intersection of hesperian and springlake drive. when fire crews first got here, they found two victims with critical injuries. firefighters say the man and woman had third-degree burns. each were covered with burns over 80% of their body.

after being burned, those two people ran from the homeless camp down to some nearby apartments looking for help and begging for water. >> i turn on my hose right here and then he started going this way. i turn on the hose over here to wash him off. i ran over here. the girl ran inside my house. >> reporter: and that woman who went inside the apartment, even jumped inside the tenant's bathtub to rinse off whatever the substance was on her body. >> firefighters say they still don't know at this point what chemicals may have been involved here. along with the man and woman with the critical burns, there was a third person who had to be taken to the hospital last night. that was an 18-year-old woman staying at the apartment and she suffered burns to her feet when she tried to clean up whatever the substance was that was on those victims. again, investigators still trying to figure out exactly what triggered this blast that

sent three people to the hospital last night. i, again, did just hear from the spokesperson for the alameda county fire department. no word on the cause here. we're trying to get an update on the conditions of those three victims. as soon as we learn more, we'll pass that along to you. we're live in san leandro, alex savidge, ktvu channel 2 news. 7:07. a well-known bay area golf instructor already in jail on child sex abuse charges is now facing serious new charges that he allegedly plotted to murder the boys who accused him of molesting them. ktvu's tara moriarty is live outside of the alameda county jail in dublin where the golf instructor is being held. how was this alleged plot uncovered? >> reporter: well, authorities won't say who tipped them off, it was a confidential informant at the jail who told a sheriff's deputy about the alleged murder plot. we do know that authorities believe that andrew nisbet wanted to kill the boys and

hired a hitman, tried to hire one from his cell. 32-year-old andrew nisbet was arrested in december accused of sexually abusing three boys in his junior golf club. yesterday prosecutors added solicitation for murder charges. that's on top of the 75 counts already facing him seen online in video and photos posing with students. the charges include molestation and lewd acts on three unnamed boys between 12 and 17 years old from 2007 to 2012. then, this february, andrew nisbet wrote letters from his cell saying he wanted two children to be taken care of even agreeing on a price for each victim. that's according to a court affidavit. the report also says an informant showed the letters to a deputy. eight days later, the da's office september an inspector to record him. he told andrew nisbet he was a mechanic and could fix a car

for him and made a pistol shooting motion with his hand. he said there were two cars, one in pleasanton and another in santa barbara where one alleged victim attends college. andrew nisbet suggested that the cell phones be taken so the murders would look like robberies. when authorities searched his cell, they found driving directions to one of the alleged victim's homes in pleasanton. his next court appearance is june 10th. tara moriarty, ktvu channel 2 news. 7:09. caltrans has found an inexpensive fix to a lingering problem on the bay bridge. according to the croppicle, caltrans spent $189,000 installing steel caps over nuts and bolts that might be vulnerable to cracking. these caps are filled with special grease and resemble paint cans. 32 rods snapped while they were being tightened during the construction of the new eastern span. in the meantime, caltrans is spending $10 billion to analyze

the san leandro b.a.r.t. station. only oakland and a.c. transit buses will be allowed to drive on those lanes. that means half the lanes will be closed to car traffic. business owners say they have worked hard to improve the area and this they say will turn away customers. >> there was nothing here. right now, it's clean, a lot of businesses. >> business owners complain they are gonna lose hundreds of parking spaces which they say will also cause a lot more traffic jams. the bus only lanes are supposed to be converted in the next couple of years. all right. 7:11. coming up we'll have more reaction to the whole situation with donald sterling and the clippers' game, including obviously the warriors lost. but that was the situation with donald sterling became bigger than the nba playoffs. also -- a growing memorial in san jose where a mother of three was found stabbed to

bulls were shot by police officers this year. today, a 13-month-old pit bull mix named duke is having one of its hind legs amputated after being shot multiple times by police. in a report, police say duke was growling and displaying aggressive behavior. animal control officers are concerned, though, there is a growing shoot first, ask questions later mentality when it comes to pit bulls. >> lately, it does seem that way. pit bull is a big dog. that's one thing to have a -- it's one thing to have a chihuahua come at you backing. understand the body language and -- barking. understand the body language and not understand it. pit bulls can do a lot of damage. >> it comes down to a gut check, they say, whether the dog is keeping its distance or on a steady course towards officers. officers are not encouraged to shoot, he says, animals. but he also does want them to

risk being bitten. the oakland police department is at the highest level of compliance ever. the federal monitor overseeing oakland police says the department still has work to do but overall he's seeing improvement. robert war shaw says the department is doing a better job reporting officer misconduct and investigating witness claims. but he says improvement is needed on reviews of excessive force. the police department has been under scrutiny as part of a lawsuit settlement, 11 years ago. seaworld san diego unveiling new safety vests for the trainers who work with killer whales. take a look at they. each of them custom vest weighs about 3 or 4 pounds. they include a small scuba tank. seaworld is testing the vests voluntary. the trainers still can't swim with killer whales all because of a federal appeals court ruling. >> there is a ring on the side

to $10.10 in the next two and a half years. president obama supports raising the minimum wage but republicans are against it. saying it would force small businesses to eliminate jobs. no matter how the vote goes, it's not likely to affect california workers. right now the minimum wage here in the state is $8 an hour. that goes up to $9 on july 1st. on january, 1st, in 2016 it increases again to $10 and some cities including san francisco and san jose have their own minimum wages that are even higher. 7:25. there are sweeping new rules in santa clara county to help you know if a restaurant is safe to eat in. yesterday, the board of supervisors approved a new restaurant grading system. soon restaurants will have to put color-coded cards in their windows. this green card would mean it passed the inspection. a yellow card would mean there were two or more violations. and a red card would be posted if a restaurant is shut down by

the health department. all of the restaurants will be holding themselves to a higher standard. if anyone is gonna hurt anyone, it should be showing your customer base how well you are providing for them. >> besides placards on the windows, restaurant inspection reports will be posted online. by next year, the department of environmental health could levy fines on business owners who don't comply. 7:26. a new report says simple infections and injuries could eventually become dadly. according to the world health organization's first global survey on the problem, bacteria is becoming more resistant to antibiotics, the w.h.o. first noticed the problems in strains of e. coli bacteria. now it's being detected in pneumonia and gone rewa. unless immediate action is

highway 101 is slow in san mateo heading down highway 92. across the bay, 880 southbound we had an earlier accident near tennyson. 880 is slow out of san leandro, kind of a tough one getting into hayward and union city. it's slower than normal and then 580 is still slow through livermore. 7:33. let's go back to the desk. san jose police are searching right now for the person responsible for killing a mother of three in san jose. her body was found by a neighbor in an apartment right across the street from regional medical center. now, ktvu's janine de la vega is there now to tell us more about where this investigation is this morning. janine. >> reporter: well, there are a lot of unanswered questions this morning. who killed this woman and why and who is she. she was found in this bottom floor apartment that you see right here. a lot of the neighbors that we spoke to don't seem to know too much about her. they say she had only been

living here a few months. a neighbor left candles burning in her memory. police interviewed potential witnesses but neighbors say they didn't hear any screams or arguments. the woman was discovered stabbed to death in her apartment on jose figeres down the street from regional medical center just before 3:00 yesterday afternoon. the coroner says police have instructed them not to release her identity. neighbors say she was in her 30s, had three children, including two twin girls and an infant. >> don't know any of the circumstances surrounding the murder. we just know -- [audio difficulties] >> and called 911. >> reporter: police are trying to determine if this is an isolated incident. homicide detectives are going over interviews and evidence that's left to piece all of this together. neighbors say she stayed there with a man and that he was one of the people detectives interviewed. no arrests have been made at

this point. investigators have not released a motive in this case. we're still waiting for police to give us an update on this case and find out the status of her children. in the moments leading up to this live shot right here, we did run into a neighbor who says that he saw the woman whose husband he -- he thinks it was the woman's husband that did -- he did see him after he was interviewed by police come here and then leave the home but he didn't get a chance to speak with him. you will hear from that neighbor coming up in the next hour of "mornings on 2." reporting live from san jose, janine de la vega, ktvu channel 2 news. 7:35. new this morning, three people in san jose looking for a place to live after an early-morning fire that started in the basement. neighbors called 911 about 2:30 they saw smoke coming from a home at empire. firefighters arrived. they determined there was a fire in the basement. they were able to get to it quickly and get it under

we wanted to take a look back at the last time temperatures reached 90 degrees in the bay area. and that means we have to go all the way back to september 19th, six months -- more than six months. that's when concord reached 91 degrees. in san jose on september 7th. it was 95 degrees and that's also the last time that redwood city recorded 95 degrees. dave? >> all right, tori. 7:39. this afternoon, a san jose woman accused of fatally stabbing her baby is due to appear in court. 23-year-old ashley newton's scheduled court appearance was postponed because of medical reasons. police say she has a apologized for killing her 7-month-old son. last saturday police found her holding her son's lifeless body at a livermore park. relatives say she's suffering from depression. the ntsb is still waiting to bring the plane that crashed into the bay to the wreckage.

a coast guard boat is protecting the area. the drivers's found the plane's fuselage yesterday. it's believed the body of the pilot is inside. it's believed the two planes crashed while one was doing a photo shoot. the coast guard said there's no time limit set fog bringing the plane up but they are hoping to do it today. the father of the 15-year- old who stowed away on a flight from san jose to hawaii is now in honolulu. he flew to hawaii on monday. his son has been hospitalized with breathing problems ever since he climbed into the wheel well of a maui-bound plane on april 20th. the boy survived subfreezing temperatures and extreme altitudes to make the 2300-mile five-hour flight. he told authorities he was trying to get to his mother.

this afternoon an arraignment is scheduled for a newark man accused of causing a commotion at his father's home and later threatening police. officers say 43-year-old carlos colene violated a restraining order by going to his father's home on monday. he's accused of causing a disturbance at a liquor store. police were able to arrest him. but during the ride to the police station, they say he started kicking the doors and windows to the squad car. authorities say he also tried to bite and head-butt an officer. people in oakland are demanding justice after the hit- and-run death of a 68-year-old man. they call ltd us here at -- they called us here at ktvu hoping to generate new leads. friends say the man known in the area as bill was crossing 55th street and telegraph when a car hit him. they say he was probably taking his daly store to pete's coffee

proudly displayed colors. it was clear outside of the center, that game five of the series was no ordinary playoff game. several civil rights groups gathered outside of the arena in downtown los angeles, protesting sterling's racist remarks. many demonstrators handed out leaflets urging both clippers and warriors fans not to go inside. >> we'll remember that day. it was an historic moment in sports when the punishment was handed down to the clippers' team owner. pam cook is in the studio to tell us what's next for donald sterling. >> yeah, banned for life. the nba commissioner handed down the harshest penalty possible against the owner of the clippers. a lifetime ban for donald sterling means he can never attend a game or even a practice of any team in the nba. the commissioner also hit him with a fine of $2.5 million. now usa today's sports writer says the nba has three days to provide sterling a written copy

the botched execution of an inmate is raising new questions about whether using lethal injections is cruel and unusual punishment. last night, as the inmate was being given the drug combination, he started to clench his teeth and started thrashing. a short time later, the inmate died from a heart attack. the governor issued a 14-day stay for another inmate scheduled to die last night. she recorded a full review of the execution procedures to determine what happened. today, the faa is investigating a deadly skydiving accident. it took the life of a well- known professional skier from

relief. it happened along the railroad tracks on hesperian boulevard. alex savidge has more. >> reporter: well, a representative for the sheriff's office just let me know that they have figured out what caused this explosion. apparently someone at this homeless camp last night was making hash oil and investigators believe there was a butane explosion. it happened at a camp that is right along these railroad tracks that are behind us that run through san leandro. as we push in, you can probably see some of the items at the encampment near the freeway overpass. we did talk with people who came to help the victims last night and they say that it appeared as those victims had chemical burns. there was a chemical smell in the air. the calls came in last night from hesperian boulevard and

spring lake drive. they found two victims with critical injuries. the man and woman had third- degree burns over 80% of their poddies. after being burned, they ran from the homeless camp down to nearby apartments. they were asking for help and begging for some water. the woman burned ran into someone's apartment and the woman who lives in that apartment unit had no idea what was going on. >> i heard call 911. we need an ambulance. i was like did he just say we need an ambulance? >> i ran out of the bedroom to see why we needed an ambulance. the lady came with burns. and her skin was burned. >> they were in pain something exploded. something exploded. >> that woman who went inside the apt actually jumped into the tenant's bathtub to rinse off whatever chemicals were. along with the two victims,

there was an 18-year-old staying inside the apartment. she suffered burns from her feet when she tried to clean up the substance dripping from one of those original victims. investigators still looking into exactly what happened here last night. but the sheriff's office did let us know that they believe this was a butane explosion that took place at this homeless encarmment. someone there -- encampment while someone was trying to make hash oil. a well-known bay area golf instructor already in jail on child sex abuse charges faces serious new charges accusing him of plotting to murder the boys who accused him of molesting them. we're live where the golf instructor is being held with tara moriarty. how was the alleged plot uncovered? >> reporter: authorities say

someone tipped them off about this. they are not saying who. they say the confidential informant told a deputy about some secret letters and now the d.a. says it has enough evidence to prove that andrew nisbet was trying to hire a hitman to kill his villes. he was arrested in december accused of suggestionually abusing -- sexually abusing three boys. yesterday prosecutors added more charges, including solicitation for murder. that's on on of the 75 counts -- on top of the 75 counts filed. the charges include molestation and lewd acts between boys between 12 and 17 from 20007 to 2012. then this february, he wrote letters from his cell saying he wanted two children to be taken care of, even agreeing on a price for each victim. that's according to a court affidavit. the report also says an informant showed the letters to

a deputy. the d.a.'s office sent an undercover agent to secret lit record andrew nisbet. he said he was a mechanic and could fix a car for him and made a pistol shooting motion with his hand. andrew nisbet said there were two cars. one in pleasanton, one in santa barbara where one victim attends college. andrew nisbet suggested that they take the victim's cell phones so the murders would look like robberies. when deputies searched the cell, they did find driving directions to one of those alleged victim's homes in pleasanton. we have reached out to the district attorney's office but we haven't heard back yet. we do know that he's due back in court on june 10th. tara moriarty, ktvu channel 2 news. now to our continuing coverage of the warriors/clippers coverage. last night the clippers came to life on the same day the owner was banned for death. they defeated the warriors in los angeles, giving them a 3-2

lead in the best of seven series. game 6 is tomorrow night in oakland. earlier in the day, adam silver handed down the harshest penalty possible to donald sterling for his racist comments. silver gave sterling a lifetime ban meaning he cannot attend any nba games or practices for the rest of his life and he fined sterling $2.5 million. the nba could be in for a legal fight after the commissioner also encouraged team owners to out of sterling as owner of the clippers. >> i will urge the board of governors to exercise its authority to force a sale of the team and will do everything in my power to ensure that that happens. >> an attorney tells the los angeles times that sterling could file an anti-trust lawsuit if he was forced to sell the team for what he believed was less than market

value. sterling bought the clippers for $12.5 million back in 1981. the team is now valued at about $575 million. caltrans reportedly has found an inexpensive way to fing a lingering problem on the bay bridge. the chronicle is reporting that caltrans spent $189,000 installing steel caps on top of nuts and bolts that might crack. these caps contain special grease. they look like paint cans. they protect those bolts from the air. during the eastern span, bridge construction, 32 rods snapped while they were being tightened. in the meantime caltrans is spending $10 million analyzing if some 2,000 rods and bolts have to be fixed. while you pay more for toll increases on the golden gate bridge. 2 investigates find part of the money from those toll hikes being arrested on high-priced

deal with certain breeds of dogs. this after three pit bulls were shot this year by police officers. now, later today, a 13-month- old pit bull mix named duke will have a leg amputated after being shot by police. in a report police say duke was displaying aggressive behavior. animal control officers say they are concerned that there is a growing shoot first, ask questions later mentality when it comes to pit bulls. lately it does seem that way. pit bull is a big dog. it's one thing to have -- it's one thing to have a chihuahua coming a at you barking-- come at you barking. >> now the officer leads san francisco's vicious and dangerous dog court. he says it comes down to a gut check. whether the dog is keeping its distance or it's on a steady course moving towards police officers. he says officers are not encouraged to shoot those animals but he also doesn't want them to risk being bitten.

south bay. northbound 101 and northbound 880 is slow. people love to complain about highway 85 and yes, that's not disappointing if you like slow traffic. it is slow there, we've got a couple fender-benders. 880 is slow right from san leandro all the way down to fremont. we're having kind of a rough hump day wednesday. moving along to the bay bridge. >> that's still about a 30- minute drive time into san francisco. 8:33. back to the desk. neighbors in san jose have told us some chilling details about the murder of a san jose woman, a mother of three children. now the police are still searching for whoever killed her. ktvu's janine de la vega joining us live to tell us what one neighbor says he saw. janine. >> reporter: yes, dave. a lot of people who live in this small apartment complex near regional center are shaken up. you can see right behind me. they've left candles here burning in this woman's memory.

one of the neighbors did tell us that he saw a man with a moiblg helmet enter the -- motorcycle helmet enter the apartment and leave just before the woman's body was discovered by her husband. police interviewed potential witnesses in an attempt to try to track down who to bled to death -- who stabbed to death the woman. the woman was in her 30s and lived with her husband, twin girls and the baby, neighbors say. one neighbor says he observed a man wearing a motorcycle helmet go in and out of the house around 2:00 yesterday afternoon but he didn't think anything of it. because he didn't hear any screaming or commotion. at 3:00 p.m., the woman's husband came home and that's when that neighbor heard screaming. >> the back door was open and the front door was open. >> reporter: what did you hear? >> him screaming, yelling. >> reporter: what? >> that she's dead. somebody killed her.

it was horrible. >> reporter: neighbors say it appears the baby was at the home when the woman was found stabbed. homicide detectives are going over interviews and evidence they collected to piece this all together. no arrests have been made. at this point, investigators have not released a motive in this case. although neighbors tell us they asked police last night if they should be worried and they tell me that they were told no by police and police say it appears the woman was the intended target. we've called the police spokesperson but have not heard back yet. the coroner is not releasing the woman's identity yet. reporting live from san jose, janine de la vega, ktvu channel 2 news. 8:35. new this morning, three people in san jose are looking for a place who live after an early- morning fire that started in the basement of this house. neighbors called 911 about 2:30 and saw smoke coming out of the house on 8th street near

empire. firefighters determined the basement was on fire. they quickly got it under control. >> it could be electrical. it could be a discarded match. it's under investigation. >> now, the three people who lived there, they weren't at home at the time of this fire. firefighters say they had gone to the hospital. one of them had been feeling ill. they were told about the fire when a neighbor called to make sure they were okay. the house is now being boarded up. the red cross is helping them find some place else to stay. 8:36. happening today, as steve has been telling us, it's going to be unusually hot. we could even break some temperature records. ktvu's brian flores is live in the rockridge area of oakland where he's been talking with people where at least sea far seem to be enjoying the wet weather. >> reporter: it's been a while since we've seen the temperatures here. we're live where we've seen several people wearing t-

shirts, shorts, even tank tops today. i had my weather app as well. it's not as accurate as steve paulson but here is the temperature from the very point where i'm standing right now. 66 degrees and it is warming up quickly as will be the case throughout the day today. to put this in perspective, terp the here in the oakland area were around the 50s and 60s. it was cloudy and cold, it was raining. i was miserable. today i'm talking clear and hot. as i mentioned, it's been a while since we last saw the high temperatures here. friendly advice from the national weather service before you head out the door today, if you workout doors, drink plenty of water try to avoid being outside the hottest part of the day. don't leave pets or kids in the car even with the windows rolled down. residents should remove flammable vegetation within 30 feet of their homes. some residents are welcoming this. >> i'm excited.

8:had 2. let's bring you up to date on some. top stories we're following for you right now. caltrans reportedly has found an inexpensive way to fix a lingering problem with the bay bridge. the chronicle reports that caltrans spent $189,000 installing steel caps over nuts and bolts that might crack. these caps are filled with a special grease. they look like paintens ka. they -- paint cans and sheemed the boats from the air. caltrans is spending $10 million analyzing whether 2,000 rods and bolts could fail. well, we've just confirmed with alameda county authorities on what caused an explosion early this morning in san leandro near railroad tracks. three people were burned.

two of them suffered critical injuries. alex savidge has been on the story. you are back. what caused the blast, alex? >> reporter: well, sheriff's investigators say this was a butane explosion caused by someone who was trying to cook hash oil last night. this blast happened at a home let's encampment that's beyond us here beyond the railroad tracks that run along san leandro. you can probably see evidence of the camp near the freeway overpass. this was the scene last night as 911 calls poured in around 9:30 from near the intersection of hesperian and springlake drive. initially crews found two victims with critical burn injuries. firefighters say the map and woman had third-degree burns over 80% of their bodies. neighbors who helped those victims say it appeared as though the two of them had chemical burns of some kind. of a they were burned they ran

from the homeless camp down to nearby apartments asking for help and begging for water. >> i turn on my house right here and they started to go this way. i turn on the hose over here to wash them up. there was a girl coming back. i rant over here, she -- i ran over here and she ran inside my house. >> reporter: that woman he's leaving to went inside this -- referring to went inside the apartment. along the with the two burns. there was a third person who had to be sent to the hospital last night. we're told that was an 18-year- old woman who was staying at that apartment, she surfed burns to her foot as she tried to clean up the substance that was dripping from the victim who went inside the place. a total of three people last night taken to the hospital two of them in critical condition with very serious burns this morning. investigators say this explosion was all triggered by someone at this camp trying to

high school is closed today because of a chemical leak. stay tuned at noon for more details. we now know the name of the teenager accused of shooting six people yesterday at a fed- ex package sorting center in georgia. authorities say he was 19-year- old geddy kramer who then took his observe life. he was a fed-ex package handler in kennesaw, georgia. one shooting victim is in critical condition. three are in stable condition. two more were treated and released. investigators still don't know why kramer went on that shooting rampage. walmart is expanding the financial services it offers. it's entering the auto insurance business. right now, it's available in eight states but not california. walmart expects to roll out the program across the entire
