building. the manhunt tied to a very scary seen in san francisco's marina district. "mornings on 2" begins right now. we are live in danville, where we've been following developing news since 4:30 this morning. a teenager was badly hurt after police say he led them on a high-speed chase. you can see the wreckage still on the side of a hill next to southbound interstate 680. coming up in two minutes, ktvu's tara moriarty will tell us what initially sparked the police pursuit. good morning. welcome to "mornings on 2." i'm tori campbell. >> good morning, tori. >> good morning. >> busy morning. i'm dave clark. let's talk about weather and traffic. and steve, a little chilly. is the coast clear? >> that's the punch line to a joke. >> i know. >> it is for marin and sonoma. for to the san mateo and the santa cruz coastline and tyler thacker, fog and low clouds

made it to gilroy. i know from san jose, santa clara valley down there. there's a good push there north. it's clear and cool. the breeze has picked up for some. had a nice message from courtney up in woodacre saying it's pretty breezy here. patchy low clouds, chilly, breezy. a lot of sun. breezy at times. not everybody but there's no doubt about it, kind of kicking up a little bit for some. san jose was clear and 48, then the fog came in. now they are 50 and mostly cloudy. some of that has made it to los gatos, blossom hill. we'll go 71 today. that's a soft 71. speaking of the low clouds, santa clara valley. parts of the peninsula, definitely the santa cruz coast which was not the case yesterday. 40s on the temperatures. it was 43 novato, santa rosa. 44, 45, low 50s, 49 in san francisco. low 50s for many others. the breeze isn't that bad but 10 at hayward, a lot of that low cloud cover areas south of san francisco.

north is mostly clear. we have the system from yesterday that gave rain to the east bay. today if you don't have the fog, it's already sunny. it will be breezy. a chilly morning. 50s and 60s. we have crowded conditions on this wednesday as we look at some of the freeways. 80 westbound from the carquinez bridge is a half-hour to the macarthur maze. when you get to the bay bridge toll plaza, there's a little bit less than a half-hour to wait, just to drive to the other side. in fact, let's take a live look at the toll plaza, i think we have -- you can see the traffic is going to be busy. perhaps we don't have the toll plaza right now. i will tell you the traffic -- there it is -- it will be a half-hour drive time from the oakland side all the way over to san francisco. so plan accordingly. unless, of course, you are using the carpool lane in which case things are better than that. as we look at the santa clara valley, it has not filled in

yet. 85 a little slow at 17. 101 a couple of patches. pretty good for wednesday in the santa clara valley. we begin with developing news. interstate 680 in danville is back open after a high-speed chase. crash caused traffic problems all night long. police say it involved a teenager in a car going 100 miles an hour. ktvu's tara moriarty covering the developing news. she was the first reporter on the scene at 4:30. tara. what's going on right now? >> reporter: a pretty dramatic crash scene investigators have been pulling the evidence markers off the hillside. we saw them take a bumper that had been wrapped around a tree. they are in the final stages of their investigation. we know that a tow truck just pulled up. now, this all started last night in concord, around 10:30 when a police sergeant was patrolling monument boulevard near highway 680. he noticed a person driving recklessly. he tried to pull the driver

over. that person sped off. reached speeds of 100 miles an hour. the suspect is 19-year-old michael holden of concord. they say he lost control on 680 southbound in danville. holden suffered major injuries, a gash to the head and was transported to the hospital in critical condition. police say that holden stole a rabbit volkswagen from someone's home in walnut creek. because holden's injuries were so severe, the multidisciplinary action investigation team is out here. the district attorney's office is part of this investigation. we'll let you know if we receive an update about the suspect's condition. but the reason there are so many investigators here is that if holden does not survive, then county and law enforcement will be prepared to handle any potential lawsuit. back out here live, you can see that the tow truck is here and they are getting ready to put the truck -- or the car, i should say, on the flat bed and take it out here.

we have one lane shut down. the street is open. just be aware of that. the freeway which was shut down a little bit earlier is completely clear. so no worries there. we're live in danville, i'm tara moriarty, ktvu channel 2 news. >> all right. thank you, tara. chp investigators are still searching for answers this morning after a 17-year-old girl was killed in a crash on a narrow county road. the highway patrol says just before 8:00 last night, a honda civic hit a tree and utility pole and ended up upside down. it happened on lona road west of santa rosa. chp says it's possible the car was speeding. the girl who died was a passenger in the front seat. the driver of the car and another passenger were taken to the hospital with injuries. a marin county developer at the sent center of a federal fraud investigation is dead. the body of him was found yesterday afternoon inside his

car about 320 feet down a ravine off shoreline freeway. he was reported missing on sunday when he did not return from a drive to stinson beach. according to an indictment. he was accused of bank and wire fraud, mann laundering and conspiracy. federal investigators say he and his business partners defaulted on at least $34 million in loans made by sonoma valley bank. that bank was closed in 2010 and is also at the center of the investigation. the trial is set to begin in october. 7:07. an alameda county jury awarded more than $14 million to a woman who broke her back on an a.c. transit bus. maria francisco and her 4-year- old daughter were on the bus when it hit a speed bump in san pablo back in august of 2011. her lawyers say the bus was going twice the speed limit in a school zone. she was thrown into the air, she landed on the back of the

seat fracturing a vertebrae. she says the bus driver harassed her and accused her of lying about the injury. a.c. transit is reviewing the verdict while it decides its next move. new this morning, the only public hospital in west contra costa county is a step closer to shutting down. not enough voters approved a tax to keep it open. alex savidge is live in san pablo to explain why the last- ditch effort to save doctors medical center may have failed. >> reporter: these results are not final but it appears not enough voters are in favor of a tax to keep the doctors open. supporters call this a safety net hospital for richmond and the surrounding area and if it closes, a lot of patients would have to travel much further away just to get care. voters were asked to approve a parcel tax that would have generated $20 million follow

the hospital. the ballots were turned in last night. only 51% of voters favored the tax. the measure needs two-thirds. hospital officials said they will vote to close the facility if this tax fails. doctors medical center has long struggled to remain financially viable. voters gave the green light to two previous parcel taxes in 2004 and 2011 that kept the hospital open. the california nurses' association says if doctors closes, it would be a dire public health crisis. in a statement a spokesperson talked about the key role this hospital plays in the community. "less than two years ago a disastrous explosion and fire at the chevron refinery force more than 15,000 residents to seek hospital treatment at doctors." the cna is calling for supervisors to step in and

american legion are demanding that he step down. a cnn report shows some vets have died while waiting for care at va hospitals across the country. some critics want to overhaul the agency but the cabinet secretary says he's committed to assisting all of the men and women injured in battle. 7:11. we have a bizarre story. for the second time this morning, a cow is on the loose near an elk grove shopping center near sacramento. here's new video from the first time this cow got loose. i'll not making this up. it was spotted at 4:00 a.m. by a chp officer patrolling the area near east stockton and elk grove. at one point, the cow charged at a man trying to scare it away with a broom. after about an hour, the police and ranchers were able to corral it. about 20 minutes ago, we found out the cow escaped again. it is wandering around some

7:14. new video shows what happened when a teenaged stowaway got off a plane in maui after surviving a freezing five and a half hour flight from san jose. look closely at the center left of your screen. right next to the engine. you can see it there as we zoom in a little bit. you can see two legs dangling from the wheel well of the jetliner. those are the legs of the 15- year-old. the teenager drops to the ground. the santa clara boy later emerges. appears to be wobbly as he makes his way to the front of the plane. still, there's no sign of any airport security officers around him at this point. san jose police plan to interview the teenaged stowaway very soon. the 15-year-old flew back to the bay area over the weekend. he's now in the care of santa clara county child protective services. 7:15. this morning the city of berkeley moving ahead with a plan to give tasers to police

officers. it's something the police officers are pushing for. >> i would ask my partners how many would rather tase someone if given the option than shoot and kill them. >> okay. now the decision followed a heated debate at last night's city council meeting. in the audience was a berkeley police officer who was beaten and knocked unconscious last month by a man who tried to get his gun. he said a taser could have protected hill. >> he knocked me unconscious and during that period tried to get my firearm which he had been doing earlier in the struggle as well. >> what tasers are used in place of are batons or fists or this kind of physical hands-on stuff. but sometimes tasers kill people. >> the city council will decide whether to issue the tasers after the report is issued in

have. first of all, with 680 nearby the freeway, this police chase that ended last night in a crash near elpintata, this car looks like it's about to be towed away. our reporter was on the scene. this was at 4:30. for a while, they had lanes on 680 closed. now the lanes are open. down below there's investigation going on. it looks like they may be getting ready to tow this car away. we'll have a live report telling you what happened in just a bit. let's take a look at the bay bridge. you can see traffic here is backed up. your drive time, 30 minutes plus into san francisco and that means you will be waiting at the toll plaza and then we also calculate the time across the bridge for you. because we're good that way. northbound 85, slow traffic approaching 17. 280 and 101. what we haven't seen a lot is crashes or stalled vehicles in the south bay this morning. so right now, at least you have that bright spot. it's 7:18.

let's go to steve. >> good morning. we have low clouds. they are from san francisco coast. santa cruz, marin, sonoma. what fog? mostly clear. it's cool this morning. no doubt about it. the system yesterday which brought may snow to the sierra has moved off into the four corners. water temperatures have really changed. they were about 53 to 57 less than a week ago. now they are 49 to 53. with inland temperatures not that warm, it's impressive that the fog has picked up like this. don't see that very often. we have it this morning for some. fog, sun, clouds. mostly sunny and then breezy. 50s, 60s and 70s. there's a little breeze for some. if you have the breeze, it can feel cold. san francisco starting off 49. 59 at noon. a high today of 65. inner richmond, outer richmond will be warmer than that. the low clouds made it all the way to gilroy. san jose started to clear. low clouds have moved in there and really packed along the

santa cruz coast and parts of the san mateo coast. concord, fairfield, livermore it is in there. san francisco was 49. now 50. half moon bay, 50 with low cloud deck around el granada. in between. so high pressure gives us a weak pattern. there is a lot of fog and it will be ramped up and rarin' to go. it will give us a lot of clouds. 46 in ukiah. 51 in sacramento. mostly sunny exeam for except for some of the fog. i expect the fog to hit before the next system comes in. today, patchy low clouds, sunny, breeze. if you inland, it will be nice. if you are socked in with the fog, 50s and 60s. our cloud/rain forecast picks up along the coast. boy, does it come back tonight.

7:24. a new report says the huge fire at a san francisco apartment complex under construction in march started by accident. the san francisco fire department says the mission bay fire may have been started by sparks coming from welding or grinding equipment. the report says one worker saw sparks falling on bare plywood. extensive damage to the building basically made it impossible to determine exactly how the fire started. the fire did cause $40 million in damage to the six lf story building project. the chief of the eastern contra costa fire district is getting a 5% raise next month despite

the district's desperate financial problems. chief hugh henderson will earn more than $133,000 a year. he was entitled to pay raises in 2011 but he turned those down because none of the district's union workers had received raises for several years. that has been resolved. but district may still have to close two of it's five remaining fire stations in december. 7:25. ktvu investigated claims by an art student in san francisco that he picked up a bacterial infection from a public fountain. the student says two weeks ago strong winds blew a spray of water from this fountain at un plaza into his face. he his his left eye turned red and swollen. it hurt so much he could barely open it. some have said they've seen people use that fountain as a toilet, a bathtub, and that used syringes and needles are

a pedestrian and another car before crashing into an apartment building in the marina district last night. brian flores is there now with the damage left behind and also what one person heard after the crash. good morning, brian. >> reporter: good morning, tori. yeah, that driver remains on the loose this morning. go ahead and take a look behind me. you can see a lot of damage to the complex. the car involved removed. but you can see the wooden boards mark where the car hit. this was the scene after 9:40 last night. you can see the car slammed into the garage door of this apartment complex off chestnut and franklin. san francisco police say they were following the driver of the car around the area of bay street because it might have been a stolen car, when all of a sudden, the driver sped away and was driving erratically. the police day the driver ran a red light, struck a pedestrian and eventually slammed into the building. after the crash witnesses saw two people running from the car, toward the fort funston aquatic park pier area.

>> sirens, two and a half, three hours, nonstop. i didn't really hear the initial crash. i just heard up and down franklin. pretty busy street. >> reporter: police say several people were detained last night but so far, no arrests and the driver remains on the loose this morning. it appears despite the damage, the complex was structurally okay as we saw a resident leave moments ago. police also say there were two injuries as a result of the crash. we understand those injuries are non-life-threatening. we're live in san francisco, brian flores, ktvu channel 2 news. >> thank you, brian. this morning, san jose police are looking for two men they say killed a complete stranger in what could be a case of road rage. police say at 10:30 yesterday morning a man driving on senter road almost crashed into another car leaving the coyote creek mobile home park. they say the man got out, confronted the other people in the other car. that's when one opened fire,

shooting the victim who died at the hospital. >> it's gets crazier and crazier. especially with a lot of children. i'm glad it didn't happen when the kids are coming out of school. >> police say the two men were in their 20s, they were driving a jetta. anyone with information is asked to call san jose police. a captured mountain lion is heading back into the wild after it wandered through a mountain view neighborhood. it was spotted yesterday afternoon in the park, and then walked down california street miles away from open space. janine de la vega is at the condo complex where the mountain lion was cornered. you can tell us what people are saying about this. >> reporter: dave, they are relieved to have this 110-pound male mountain lion be captured safely. there's a lot of excitement around here yesterday to say the least because it is strange to see this large cat roaming on city streets.

it was found hiding in a parking garage behind this condo complex. here's video of how this came to an end. the mountain lion was tranquilized and put into a cage. it will be released into the wild. i'm being told by the puma group that was done last night. this all started when the mountain lion was spotted at 2:30 yesterday afternoon. people called police after they spotted it in the park and walked down california street and made its way into a fence parking garage of a condo complex. police set up a parameter and had their guns drawn. now, people were told to stay inside. >> a lot of people. this was crazy. didn't know what what was gonna happen. the police had the whole apartment complex locked down. >> reporter: you can see the mountain lion hiding underneath a car in the parking garage. now, that helped authorities in

because the cat cornered itself into an enclosed area. no one was injured during this ordeal including the mountain lion. it was one of the cats that the pu m. a project tracks. it was one wearing one of the group's kolars. the -- collars. they took the animal to the mid peninsula open space preserve but didn't give a specific location of where it was released. coming up in the next hour of "mornings on 2," you will hear exactly where that cat was from. i spoke to somebody with the puma group and they gave me an idea of what they think the cat was doing out here roaming out here in the streets. reporting live from mountain view, janine de la vega, ktvu channel 2 news. ktvu's chief meteorologist bill martin was invited to go to the white house to get a briefing on the new government report on climate change. bill was one of a handful of meteorologists from all across the country at the white house for the release of one of the most comprehensive reports ever

compiled on climate change. he met directly with president obama to talk about climate change. it's something the president said needs to be dealt with now. >> this is not something in the distant future. this is something that have can an impact right now. now, the climate change report suggests the current drought is something we should get used to. it also predicts we'll have more severe droughts in the future as a result of climate change. president obama also told bill his thoughts on solving california's droughts. bill will have that part of his interview on the news tonight at 5:00, 6:00 and 10:00 p.m. the richmond city council is moving ahead with plans to make the city's minimum wage one of the highest in the state. the proposal would raise the minimum wage to $12.30 by 2017. last night, the city council directed staff to come back in two weeks with a new measure

with at least seven special exemptions. it would include not paying the higher minimum wage to workers under 18 and exempting businesses with fewer than ten employees. still, many business leaders strongly oppose the -- raises the minimum wage. nearly half say they would consider cutting hours, reloosing their staff or moving to another city. the city of pleasanton is mandating people cut back 25% on their water usage. that's after a review of current water bills showed people in pleasanton did not respond to a request back in february to voluntary cut their water usage by 20%. instead, there was actually an increase in water use compared to last year of 9%. under the new rules, people are only allowed to water their lawns twice a week. vie laters could fate -- violaters could face hefty fines. it's looking like the warriors already have ideas on who will be their new head

coach. yesterday, the warriors fired mark jackson. steve kerr right there and former orlando magic coach stan van gundy reportedly are on the short list to replace jackson. mark jackson was the warriors' most successful coach in years. he took golden state to the playoffs two seasons in a row. but the owners thought he was outcoached causing the warriors to lose games they think they should have won. v. stiviano at the donald sterling scandal, here she is wearing a visor. he's heard on recordings talking to the clippers' owner when he made racist comments. the district attorney's office is looking into accusations, she sought money from donald sterling to stop her from releasing more recordings.

let's broaden the world's energy mix, let's go. coming up on 7:44. like gookle and yahoo it has a catchy name but alibaba is set to become the hottest stock on wall street. a lot of people have been waiting for this, pam. >> oh, yeah, the chinese e commerce site will launch what is expected to be the biggest ipo ever. it's described as ebay, amazon and google but it's so huge, it dwarfs amazon and ebay. alibaba filed the paperwork too go public in the u.s. the company hopes to raise $1 billion. but analysts say it could bring in more than the $16 billion that facebook raised in 2012. the ipo filing follows the

slowest. it's 8:01. back to the desk. thank you, sal. we begin with developing news from danville. all lanes of highway 680 are back open after a high-speed chase and crash late last night. police say it involved a teenager in a car going 100 miles an hour. ktvu's tara moriarty was the first reporter on the scene at 4:30. she's following a new development now in this investigation. good morning, tara. >> reporter: good morning. the flatbed tow truck is about to haul the car away from the scene as you can see behind me. we know that the suspect is still alive. he's in surgery. he's being tested for drugs and alcohol. now, this was a pretty dramatic crash. there's debris strewn all over. the suspect hit a guardrail, then two trees and flipped at least one and a half times. he was in pretty bad shape when they pulled him from the car. this all started last night in concord around 10:30 when a police sergeant was patrolling

monument boulevard near highway 680. he noticed a person driving recklessly without their lights on. when he tried to pull the driver over, the driver sped off and the chase was on reaching speeds up to 100 miles an hour. police are identifying the suspect as 19-year-old michael holden of concord. he lost control in danville. holden suffered major injuries. he was transported to john muir medical center in critical condition. police say that holden stole the rabbit volkswagen from someone's home in walnut creek. because his injuries were so severe, several agencies were bought out to investigate, including the district attorney's office. the reason there are so many investigators involved is because if holden does not survive, the county and law enforcement will be prepared to handle any potential lawsuit. now, earlier, part of 680 was shut down but it's completely clear now. we are on lagonda way where the chp is still present because we have this tow truck getting

ready to pull out. it's blocking one of the lanes right now. this is lagonda way that runs parallel to the freeway. not too much traffic. we're live in danville, tara moriarty, ktvu channel 2 news. >> thank you, tara. the chp -- in fact, we've just learned the identities of everyone involved in a deadly car crash west of santa rosa. chp investigators say 1-year- old ashley carlson -- 17-year- old ashley carlson was ejected in the crash and died. it happened on llana road just before 8:00 last night. authorities say the driver, ashley kellogg of rohnert park, lost control, hit a tree, and a telephone pole before ending up upside down. she suffered minor injuries. 18-year-old in the back seat suffered major but non-life- threatening injuries. a marin county developer at the center of a federal fraud investigation has died.

the body of him was found yesterday afternoon inside his car about 320 feet down a ravine off shoreline freeway. newschopper2 was there as crews pulled up the car. they say the steep ravine made it very difficult to get to the crash scene. now, he was reported missing by his family on sunday when he didn't come back from a drive to stinson beach. now, according to a grand jury indictment unsealed last month, he was accused of bank and wire fraud. money laundering and conspiracy. federal investigators say he and his business partners defaulted on at least $34 million in loans made by sonoma valley bank. that bank was closed in 2012. it is also at the center of the investigation. the trial is due to begin in october. the ride sharing company uber has filed its defense in a wrongful death lawsuit. on new year's eve, 6-year-old sophia lui and her family were in a san francisco crosswalk.

they were hit by a car driven by a man who was an uber contractor. the girl died and her family sued uber, saying the man was logged onto the uber app at the time of the crash. but uber said it's not liable because the driver was not carrying passengers and he was not on his way to pick up passengers. so there was no reason for him to be interacting with his uber app on his phobe. -- dash on his phone. we're hearing about an east bay hospital in danger of closing down. it looks like those depending upon the hospital, the only hospital in western contra costa county will have to go some place else. alex savidge is live at doctors medical center in san pablo where the future of employees is very much in doubt. >> reporter: well, dave, good morning to you. one worker who was headed inside the hospital this morning told me she feels like she's in limbo. not sure how much longer she

will have her job. the election results are to the -- are not final. many supporters call this a safety net hospital for richmond and the surrounding areas here. if it closes, patients would have to travel much further ail way to get the care they need. voters were asked to approve measure c, a tax that would have generated about $20 million follow the hospital. those ballots were turned in last night. only about 51% of voters favored the tax. while that's the majority, the measure needed two-thirds to pass. hospital officials said they will vote to close the facility if this tax does fail. we talked to a woman who works as a health coordinator for the hospital. she's worried about the impact of these election results. >> it's been up in the air for a long time now. so i'm not sure. i waited last night until 8:20. they were still uncertain.

art student in san francisco that he picked up a bacterial infection from a public fountain. now, the student says two weeks ago strong wind blew a spray of water from that fountain at un plaza into his face. he says his left eye became red and swollen. it hurt so much he would barely open his eye. he went to a clinic. he was told he had a bacterial infection. some have said they have seen people use that particular fountain as a toilet, a bathtub and that used syringes and needles are dumped in there. >> san francisco needs to clean up that area and ensure that, whether it be a little kid stepping on a syringe or anything, that they are taking care of it. >> the san francisco public works says that fountain is checked once a week, the water is changed three times a week and they add chlorine and

know how long will it take me. about 25 minutes to drive across. the wait at the toll plaza and the drive across to the san francisco side. also looking at 880, getting slow near the coliseum. driving north up to downtown oakland and then 580 is backed up solid from right in livermore all the way through. we had a couple of earlier problems on 580 and 680 getting out of pleasanton. >> the corridor right now not doing well. let's go back to the desk. the search goes on for suspects after a scary incident in san francisco. two people were hurt after the driver of a car hits a person and then slams into a building in san francisco's marina district. ktvu's brian flores is out there now to tell us more about the search for that driver. good morning, brian. >> reporter: good morning. i just got an update from san francisco police and yes, that driver remains on the loose this morning. as you can see behind me, heavy damage to this apartment complex here, especially the

garage area. the car involved was removed hours ago. you can see the wooden boards mark where the car hit last night. now, it happened before 9:040 last night. the -- 9:40 last night. it slammed into the aim complex off chestnut and frank lynn. police were following the driver around bay street because it might have been a stolen car. when all of a sudden, the driver sped away. police say the driver ran a red light, struck a pedestrian and eventually slammed into the building and also a car that was parked inside. now, after the crash witnesses say they saw two people running from the car towards the fort funston aquatic park area. >> i didn't really hear the initial crash but i just heard up and down franklin. a pretty busy street. >> i heard a shooting one time in the neighborhood but that's

like super rare. this is another thing that i've never heard of before. >> reporter: a lot of surprised people this morning. but police say several people were detained last night. but so far no arrests and the triver remains -- driver remains on the loose. it appears despite the damage, the complex was structurally okay. we saw a resident leave a little while ago. there were two injuries as a result of the crash. one of those was the pedestrian. we understand those injuries are non-life-threatening. brian flores, ktvu channel 2 news. a mountain lion is back in the wild after surprising people in a mountain view neighborhood as it roamed the streets. ktvu's channel 2 reporter, janine de la vega, is live at the condo complex where it was finally cornered with video of its capture and new information from the group that was tracking it. good morning, janine. >> reporter: good morning,er to-- tori. the puma group says these

sightings are very rare. this area is lined with apartment complex and condos. this particular mountain lion was tagged and collared in the santa cruz mountains in the last 12 months. the puma group is going to study why it was traveling north. here's video of how this all ended. the mountain lion was tranquilized and put into a cage by the puma group and a fish and game warden last night around 11:30. the drug lasted about 45 minutes. it was reese leed -- released into the wild shortly after its capture. people called police after they spotted it in the, park. it walked down california street and made its way into a fenced in parking garage of a condo complex. police set up a perimeter and had their guns drawn. people were told to stay inside. >> strange, of course. i wasn't concerned because the authorities were here in large numbers, what i saw.

no, i wasn't concerned. i wasn't gonna go out a -- you know, like some people did go out and see an incident like this. >> reporter: and you can see the mountain lion hiding underneath a car in the parking garage there last night. that helped authorities capture it because the cat essentially cornered itself into enclosed area. police say no one was injured in this ordeal. as i mentioned, the puma project was involved in catching the cat. it researches and protects mountain lions in the area. a representative told me they don't believe the mountain lion was searching for food because there's plenty of itard. instead, they -- plenty of it around. instead, they think the cat may have gotten spooked and gotten off course. janine de la vega, ktvu channel 2 news. >> thank you. 8:36. the richmond city council is moving ahead with plans to make the city's minimum wage one of the highest in the state. raising it to 12.30 by 2017. last night, the city council

directed staff to create a new measure with special exemptions including not paying the higher wage to workers under 18 and exempting businesses with fewer than ten employees. many business leaders oppose the idea saying if the measure passes, they would consider cutting hours reducing their staff or moving to another city. the city of pleasanton is now mandating people cut back 25% on their water usage. that's after a review of current water bills show people in pleasanton did not respond to our request back in february to voluntarily cut their usage by 25%. there was an increase actually compared to last year of 9%. under the new rules, people are only allowed to water their lawns twice a week and violaters could face hefty fines. 8:37. new this morning -- russian

president vladimir putin says russia has pulled back its troops from the ukrainian border. he says the troops have been pulled back to training ground for regular exercises. putin also urged separatists in eastern ukraine to postpone a referendum on autonomy planned for this coming sunday. the russian president made these comments after a meeting with the president of switzerland who is the head of the security and cooperation in europe. the united states and european allies have been critical of russia for putting 40,000 troops on the ukrainian border. back in this country, a main figure in the donald sterling scandal, v. stiviano, you see her here leaving her home wearing a big visor, she's heard on the recordings with the clippers' owner when he

made racist comments. they are looking into accusations she was trying to get money from stare ling to try to stop -- sterling to try to stop her from releasing more recordings. bill martin was invited to go to the white house to be previous briefed -- briefed on a new report on climate change. he was there. he was among a handful of meteorologists for the release of one of the most comprehensive reports ever compiled on climate change and he talked with president obama about climate change. it's something the president says needs to be dealt with now. >> this is not something in the distant future. this is something that can have an impact right now. >> now, the climate change report suggests the current drought here in california is something we should get used to. it predicts we'll have more severe droughts in the future because of climate change. now, president obama also told bill his thoughts on solving california's droughts and bill will have that part of his

interview in tonight's ktvu news at 5:00, 6:00 and 10:00 p.m. scientists around the world are excited about a new video of a solar explosion. this video of the sun captures solar plasma twisting and then shooting from the sun's surface. the action was captured on video by the new dynamics observatory. nasa says the explosions are fairly common but astronomers have never been able to see them in such great detail until now. that's a really cool shot. >> yeah. >> you think it's all flat but it doesn't look like that surface. >> yeah. 8:40. a possible case of road rage in san jose turned deadly. >> it happens here quite a bit. this is a really bad intersection. >> what police say happened just before a young man opened fire on a complete stranger. the only public hospital in west contra costa county is in danger of closing. live pictures of that building

welcome back. our time is 8:43. let's bring you up to date on some of the top stories we're following for you right now. we're still following developing news from danville. all lanes of southbound 680 are open again after a high pede chase and crash -- speed chase and crash that caused traffic problems all night long. police say it involved a teenager driving 100 miles an hour in a chase that started in walnut creek. that teenager was hurt in the crash. and the only public hospital in west contra costa county may be closing. voters did not approve a new parcel tax to keep the doors open. alex savidge, live at doctors medical center in san pablo now where both patients and

hospital staff are worried about what's gonna happen next. i know you just talked with the hospital's ceo. >> reporter: yeah, good morning to you, dave. just got off the phone a few minutes ago with the ceo. she told me she is disappointed by these election results and does believe that closure would be the next step here in the process. but these election results not final but it does appear that voters have rejected that parcel thaks that could have kept the doors open here. a hospital that many call a safety net. if it closes a lot of patients would have to travel much further away, elsewhere in the county or in hospitals in alameda county to get the care that they need. now, voters were asked to approve measure c. it's a parcel tax that would have generated $20 million for the hospital. the ballots came in last night. 50% of voters -- excuse me, 51% of voters favored the tax but the measure needed about two- thirds approval to pass.

now, we just talked with the ceo of doctors medical center about whether there is any chance of keeping the doors open. >> are there any options. >> we will be meeting with the board of directors later next month. we'll continue to look for options but i can tell you that there are no readily available options and i think closure at some point this summer or early fall is certainly inevitable. >> for some of the background here, doctors' medical center has struggled to remain financially viable. voters approved two previous parcel taxes in 2004 and 2011 to keep the hospital open. this morning, i also talked with an employee here at the hospital. she told me she's certainly worried about the 1,000 employees who could be out of a job soon if the hospital closes its doors. one option here. the california nurses association is pushing for this option, that would be to have contra costa county take over control of the hospital in

order to keep it open. the ceo of doctors medical center told me that's certainly a possibility. one option that will be looked at when hospital officials meet with the board of supervisors later on this month. we're live in san pablo, alex savidge, ktvu channel 2 news. >> thank you. 8:47. it's set to be the biggest ipo ever on wall street and the company is not even based in the u.s. as pam cook worsts in the newsroom -- reports in the newsroom, move over google and fake. >> the word on the street, alibaba, the chinese e-commerce site filed the paperwork to go public in the u.s. we don't know if it will be on the new york stock exchange or the nasdaq but both are vying to get the deal. it's described as a mix of ebay, amazon and google but it's so huge, it dwarfs amazon and ebay. they hope to raise $1 billion. but analysts say it could bring in more than the $16 billion that facebook raised in 2011.

the ipo filing shows alibaba earned 1.4 billion last year and handled more than 11 billion orders. last week, it bought an 18% stake in the chinese version of youtube. now the founder, 49 years old, started as an english teacher. saw the need for an online retailer in china. he has no background in commuting. he says he doesn't understand the technology and was once turned down for a management job at kentucky fried chicken. this could benefit investors in yahoo!. the sunnyvale-based company owns 23% of alibaba. interest has pushed yahoo's! stock up 45% in the last year. now he started alibaba back in 1985 when few households in china had a computer. now it's china's largest online retailer. reporting live in the newsroom, pam cook, ktvu channel 2 news. >> all right.

thank you. we're keeping an eye on wall street. stocks are mixed as investors consider a variety of corporate news. you can see the dow is up 99. the nasdaq, though, down 36 and the s&p is up 4. meanwhile, there are two bay area stocks worth closely watching today. electronic arts of redwood shores is booming. it is up over 17% right now. that's after the video game publisher reported quarterly earnings four times better than expected after the closing bell and twitter's stock is down over 3% in early trading. it opened at just under $32 this morning. that's its lowest price since it went public six months ago. twitter dropped nearly 18% yesterday. it was on the first day employees and other early stockholders could start selling their locked up shares. that's even without twitter's co-founders and ceo selling any of their common stock. 8:49. new this morning, fired state

8:55. san jose police still searching for two men accused of killing a complete stranger in what may be a case of road rage. police say about 10:30 yesterday morning, a man driving on senter road almost crashed into another car that was leaving the coyote creek mobile park. they say that man got out of the car and confronted the other two people in the car. that's when one of them shot the victim who later died at the hospital. police say the suspects are two men in their 20s. they were driving a silver vw jetta. votes are being sal tallied in north carolina. one of the names on the ballot is familiar to american idol fans. clay aiken is running in the democratic primary for a congressional seat. early results show him with a 369-vote lead over the state's
