>> reporter: we're live in san jose where the president is staying at the fairmont hotel. he's about to come through here in a couple of hours and make a major announcement at a walmart store. we'll tell you how it's connected to solar energy and the white house. and a student at this fremont elementary school accuses his teacher of slapping him for getting a question wrong on a math test. that teacher today will return from his suspension. we'll tell you why the boy's father will be protesting. new troubles for a troubled 49er. the civil suit tied to his hit- and-run arrest. now. we're live near the fairmont hotel in san jose, where president obama spent the night. you see a lot of police there and even a dog helping to ensure the security. the media is being kept pretty far back. coming up in two minutes, tara moriarty will have more on the president's visit and the actions he's taking this morning at a local walmart. i'm tori campbell. >> i'm dave clark. let's talk about weather and traffic. steve, even the clouds look outside? >> they are. some of that low cloud fog after some light rain for some, heavier for others. most of it is clearing out rapidly. the humidity is in place. also the fog starting to burn off. 50s and 60s. there's a couple of upper 40s. cloudy, snipe, breezy to windy. i think that will be the theme here this morning. oakland starting off mostly

cloudy. we'll go 56. high today of 67 degrees. temperatures all week long have been 60s around the bay or low 70s inland. you can see some of that clearing taking place up into sonoma county and lake county. there's plenty of low clouds around. very mild temperatures. 59 livermore. a lot of upper 50s. foggy for many locations. foggy, cold for some. foggy and mild for others. 13, gusts to 25 at travis. oakland west at 15. napa west at 9. the breeze is -- it is itching, rarin' to go. it will get there once we get the clouds to burn off, which will be this afternoon. partly sunny. morning clouds, fog. the breeze will crank up today. warmer temperatures are on tap for sunday. i will get to that in 15 minutes. 60s today, maybe -- mainly low 70s. here's sal. traffic is doing well in some areas. this is the peak of the morning commute. this is where you will see slow traffic almost everywhere. let's start off with a look at the -- i think i have the wrong

thing here. i wrong graphic. let's go to the maps. westbound 580 has actually improved on 580 coming in. when is the last time you heard that at, what? 7:03 in the morning? there's slow traffic getting down to the sunol grade and then you will see traffic here on 880 southbound approaching highway 92 slow because of a minor crash right before the 92 interchange. but this little stretch here is not all that bad. san mateo bridge and dumbarton bridge are doing well, especially the dumbarton bridge. san jose, santa clara valley, northbound 101 traffic. the slowest is from capitol expressway up to 880. then it's pretty good after that. finally, as we go to the bay bridge, this is a 20-minute drive time from the oakland side to the san francisco exit. it's 7:03. back to the desk. thank you, sal. >> hello, california! >> love you! >> i love you back!

>> california welcomes back president obama. in three hours from now, right here in the bay area, he will announce a new push for renewable energy. president obama has made the issue of climate change a priority in his administration. happening now, preparations are underway for the president's speech in a few hours where he will announce a new push for solar energy and other renewable energy sources. tara moriarty is live at the fairmont hotel where the president is waking up. the president is expected to make a big revelation about something going on at the white house. >> reporter: that's right. a big security sweep was just done on this street. you can see some of these officers are getting their instructions for the morning and a dog actually just came through and was checking out some of the parked cars here. the president is expected to reveal that the white house has gone solar and officials won't say how much the panels cost, only the project will pay itself off in eight years. last summer, crews hit several snags related to retrofitting.

the panels were first installed during the jimmy carter administration. but president reagan took them down in 1986. this is part of a coalition of solar businesses and environmental groups that petitioned the obama administration to bring solar power back. >> for all of the work we're doing on climate change and making sure that we bequeath to our children, the grandchildren, the kind of planet that allows them to thrive and prosper, for all of those efforts, we know that we've got more work to do. >> reporter: solar panel reveal comes at the end of his fund- raising blitz in silicon valley. the president is making his announcement at walmart because it's one of several companies that's agreed to boost its use of solar power. there are expected to be protesters at walmart rallying for minimum wage. we'll be talking to those workers in about an hour. the president is expected to talk around 10:00 before taking

off at 11:00 for moffett field. tara moriarty, ktvu channel 2 news. >> all right. the president's bay area trip is drawing both supporters and protest, now, supporters lined the streets of los altos yesterday, hoping to catch a glimpse of the president. some parents brought their kids along to witness what they say is history. >> i think he's a brave, courageous man who has a difficult job. he's our oifrt african-american president. i love -- i love his wife. >> the political economic system that we have in place right now is a major machine. it will take a lot to change its direction. it needs to change now. >> several dozen protesters demonstrated outside the president's fund-raiser last night at the san jose fairmont hotel. they want president obama to reject the keystone pipeline

which would carry crude oil from canada to the u.s. gulf coast. this is president obama's 17th visit to california since he became president. as he's done in the past, he's generating a lot of money during this trip. he held two fund-raisers yesterday. in the first, he met with silicon valley executives in los altos. some paid more than $32,000 to be at the meeting. the fairmont hotel event, the cost to get in $1,000, $2,000. we'll be streaming his entire speech. it's scheduled to worst at 9:5 -- to start at 9:55. we'll have coverage before that. you can access that at ktvu.com as well as our ktvu app. you can also follow us on twitter and facebook for a link to the stream. we'll bring you a live report from the mountain view walmart at 7:30.

7:07. a late-night fire in the oakland hills is blamed on a fireplace. it broke out around 10:00 last night on westover drive. when firefighters arrived, the roof was fully engulfed. the homeowner was burning wood in the fireplace when the roof caught on fire. luckily no one was hurt. a new warning about whooping cough for parents in contra costa county. we've told you about confirmed cases among students at morello park elementary school. now the school district is sending out a new letter today telling parents about more cases at that campus. we don't know how many. whooping cough starts with cold- like symptoms and then uncontrollable coughing. students are urged to be tested if their cough continues for a week. a father in fremont is furious after he claims a teacher slapped his son. in just a couple of hours from right now, that teacher is due to return to class.

ktvu's alex savidge joining us live now with more on what the father plans to do this morning, alex, to protest the teacher coming back. >> reporter: well, dave, good morning to you. and after a week-long suspension, the district has cleared this teacher and -- cleared him to return to class later today at patterson elementary school in fremont. but there will be one man who is protesting that decision later on. that would be the father of 9- year-old julian rivera. and we spoke with him yesterday about what happened. he says what happened to his son was unacceptable. the boy was left in tears after he got a question wrong on a math test. he says his teacher, fred berg, grabbed his face and slapped him twice. this all happened last monday, april 28th. a police report was filed. the school district also conducted its own investigation although those findings have not been released. julian's father said his son was traumatized by what happened. >> my son just loves school. he's terrified to go back to

school. if mr. berg goes back to school, what happens to my son? he has so much of a promising feature now. he might not ever want to go back to school again. >> reporter: now, according to julian's father, the teacher admitted to putting his hands the boy but says he didn't slap him. it was more like a pat on the face. district administrators say they feel comfortable with berg returning to the classroom and the district says berg has apologized for his actions. still, according to one report, julian's family is planning to file a legal claim next week. that that would be the precursor to a lawsuit. julian's father is planning to protest this decision to have the teacher return here to the classroom later today. he plans to be outside of the school as students begin to arrive after 8:00 this morning. we'll be here to cover that protest this morning. alex savidge, ktvu channel 2 news. more details now. california law does not allow teachers to physically discipline students. but laws in more than a dozen

states do allow corporal punishment. a congressional bill to ban the practice nationwide was introduced in 2010 but was never voted on. 7:10. petaluma police are looking for help in finding a man who used someone else's i.d. to rent a flat bed car trailer and then never returned it. police gave us this picture of the vehicle. they say the man rented a flat bed car trailer and generator from cal west rentals last saturday. an investigation revealed he used someone else's i.d. this is a picture of the suspect. police say he may have also taken rentals in oakland and southern california. the real estate market in much of the bay area may be red hot but a new report says three east bay cities are not included in that trend. uc berkeley's hoss institute singled out vallejo, antioch and richmond. the report says those cities are among the top 100 cities

nationwide with homes under water. meaning owners owe more than their home is worth. the study says one factor was the large minority pop lactses of those -- pochlations of those cities -- populations of those cities. the study calls for more federal action to help the cities to help refinance those mortgages to get to a more manageable amount of money. new information in the hit- and-run case linked to 49ers' defensive back, chris culliver. >> got a professional athlete that thinks they they can get away with anything. >> coming up in 20 minute, the accusations involving a family who says they saw the crash. but next, big news from washington, d.c. about america's highways and money. the reason why it could be a particularly bumpy road for bay area drivers. good morning. we're still looking at roads that are not all that bad. not a lot of conditions out there that will take you stay home, really, highway 4, a

area transportation projects that may be in jeopardy. without action from congress, federal money will run out in a few months. kyla campbell joining us from our washington, d.c. bureau with more on how local projects will be affected including highway 4 and b.a.r.t. kyla? >> reporter: dave, caltrans officials say federal funding is key to getting local projects done on time and on budget. but the federal highway trust fund is expected to run dry late this summer. one of the top transportation routes here in washington tells me this spells trouble for bay area projects, including highway 4 construction in antioch and improving the b.a.r.t. system. >> a lot of our transit systems very dependent on federal funding. if we lose this money look for a longer, slower commute to work. >> reporter: and barbara boxer is leading the charge in trying to come up with a long-term transportation funding plan. what she wants to do that's

getting some bipartisan support i'm working on that story for you at 8:15. live in washington, kyla campbell, ktvu channel 2 news. >> a reminder, starting this weekend if you drive in san francisco and you usually take that last exit before the golden gate bridge, pay real close attention. on sunday, the northbound highway 101 exit is being moved. now, it's just temporary. it's part of the doyle drive retrofit program. look at this animation here. you can see drivers going northbound on highway 101, you'll encounter the exit 1,000 feet sooner than you are used to. if you miss the exit, you will be forced to go across the bridge and then pay the $7 toll to get back to san francisco. this temporary alignment will last for about a month. but we told you. >> we did. and we mentioned it yesterday. so hopefully, a good reminder. all right. 7:17. let's check in with sal and see what's happening on the roads.

are you looking at the east shore. >> we are from the carquinez bridge to the macarthur maze, only slightly up. 21 minutes between the carquinez bridge and the macarthur maze. there are no major problems along the way. if this were a wednesday or a thursday, well, yesterday at this time it was 38 minutes. also move to the bay bridge toll plaza of, the drive is 20 minutes, also later than yesterday. taking a look at the south bay, northbound 101 getting a little bit rough here as you drive out of the south valley coming up to the airport. i would use 85. doesn't look that bad into saratoga and 280 is looking good. 280 you might be caught in traffic. if you are in the south valley, i think 85 is your way to get into the valley without too much hassle. 7:18. let's go to steve. a very good morning. mostly cloudy skies. had rain last night, drizzle

this morning. humidity factor, 100% about an hour ago at hayward and san francisco. that's where we're getting -- mostly cloudy. it's overcast. it's mostly cloudy. friday forecast is on my mind and warming begins this weekend. but probably not until sunday. a couple of things going on. our system from last night left about a couple 1/100ths to .25. light rain up at tahoe. the keys, said .05. a little mix of sounds and sun. i know lake tahoe airport reported light rain and so did blue canyon. clearing is already taking place for some. there's a lot of fog around. 57 san jose under mostly cloudy skies. we'll go 70 for a high today. i think all week long they've been close to 70. today will be no exception. next week things start to get warm to hot. you can see the cloud cover beginning to clear. part of mendocino county, lake county. there's still plenty of low clouds around. mild temperatures for some. 59, almost 60 for a few.

santa rosa, novato, napa airport, 52. but san jose, 58 degrees. the will pick up. gusting 25 out of travis. west 15 at oakland. also napa airport, west at 10 as well. once the low cloud deck moves out, you can see it's beginning to dissipate. we'll go mostly cloudy, partly cloudy to mostly sunny. everybody all the way up to eureka, everybody is in the same ballpark temperature wz -- -- temperaturewise. next week warm. low clouds. drizzle looks like it's done. patchy fog and some of that is thick. by sunday we start to warm it up. by the time we meet again on the week next monday, warm to hot. afternoon sun. if you are stuck in the fog, it may take longer for the sun.

surveillance cameras caught incredible pictures of an explosion during a battle in syria. a hotel was bombed that was being used as a base for government troops. reportedly the rebels blew up the building by tunneling underneath and planting explosives. a human rights group says more than a dozen soldiers were

killed in that blast. 7:24. a team of seven u.s. military experts due to arrive today in nigeria to help search for hundreds of girls kidnapped by a terror group. the seven experts arriving today will join a u.s. team of about 60 counterterrorism officials. they are already advising nigerian officials on the search. investigators say the search will be harder, though, because the kidnapped girls have been separated into small groups. possibly hidden in neighboring countries. however, a few girls escaped the mass kidnappings. cnn obtained this cell phone video showing the damage. the girls who got away say the militants rounded them up and then lied to them and said there was nothing wrong. people here in the bay area are starting campaigns to help nigeria and those girls and raise awareness about the kidnappings. we talked to a nigerian immigrant who moved here and is

now a college professor in the east bay. she's talked to her family members in nigeria who describe a very nervous atmosphere between those kidnappings and deadly bombings. i have four girls. so every day that i go to sleep, i wonder how those moms and dads sleep. >> a well-known women's organization in nigeria has been pushing for government action since the kidnappings occurred, and a group here in the bay area called the global fund for women has been sending money to the region as part of a relief effort. now, a protest march is scheduled for tomorrow in san francisco. another one is planned monday in palo alto. we have all of the details for you on our channel 2 website under hot topics and ktvu.com. 7:26. the civil trial over access to a beloved beach in san mateo county is now underway. martins beach is part of a 53- acre piece of land, six miles

crash. traffic times were up. for example, if you look at the traffic time at the bottom of the screen, it's taken almost 30 minutes to drive from 238 thornton avenue to fremont. most of that time is in hayward and union city. now back to the desk. 7:33. happening now -- the preparations are underway for president obama's bay area speech on climate change. he's gonna make the change in just a couple of hours. >> he says renewable energy is vital for both the environment and the economy. the president will outline his plans during a speech at the mountain view walmart on showers drive. janine de la vega posted these photos on twitter from outside of the story. you can see television news vans are parked at the entrance in preparation for the president's speech. tents have been september up in the parking lot -- september up in the parking lot. you -- sent up in the parking lot. inside the store, secret service has been conducting a

safety sweep. we understand the secret service has just wrapped up their security sweep and let janine de la vega inside the store. we'll have a live report in the next 30 minutes. the white house chose walmart to highlight that company's commitment to renewable energy. a quarter of walmart's electricity comes from solar power. in comparison, in the u.s. overall, only 2% of power comes from solar sources. today the president will announce several actions supporting energy efficiency. it's all part of a broader campaign to expand the use of renewable energy in the u.s. and also reduce carbon police. happening today in just one hour, the napa mother charged in last year's brutal killing of her 3-year-old daughter is set to return to-- to court. the attorney for saw raw krueger will ask a judge to release her on $1 million bail. prosecutors plan to be in court to fight the motion.

krueger and her boyfriend, ryan scott, are accused of killing 3- year-old kayleigh slusher in her napa apartment and hiding her body in a freezer. police in oakley are trying to figure out what led to a fight between two men that left one of them dead. officers responded to reports of a fight on amador avenue just before 4:00 yesterday afternoon. they found the man dead outside of his hole. the victim's name -- home. the victim's name has not been released. investigators have not said how he died but it was during a fight with another man. police detained the other man involved in the fight. the fugitive firefighter suspected of killing his girlfriend has now officially been relieved of his duties. the calfire office in sacramento county says orville fleming has not shown up for work. the official reason he's being let go is for his failure to

report to duty for five days. he's still on the run. he's accused of killing sara douglas in the home they shared in sacramento. he may be hiding in the santa cruz mountains. police in scotts valley looking for a man they say harassed a 16-year-old girl last week. the teenager said she was waiting at a bus stop when an east indian man in an older red car stopped and asked if she needed a ride. the girl said she missed her bus so she got in the car. she said the man drove a short distance, then pulled over and tried to kiss her and pulled at her shirts. she also said she got out of the car and ran away. she said the man what in his late 40s, about 5'6" to 6 feet tall. here's the sketch here. if you recognize that person, contact scotts valley police. we're following some new developments about the legal trouble of 49ers' player chris

culliver. brian flores live in the newsroom to tell us about this lawsuit recently filed and the connection it has to chris culliver's hit-and-run charges. >> the man who filed this lawsuit says this incident was actually pretty scary, considering that he had his family, including young children in the back of his car. as for chris culliver, he will have to play defense off the field. marc santos has filed a civil lawsuit claiming chris culliver threatened them after he followed them from a crash scene. santos took photos of this. they say chris culliver's mustang sideswiped his suv. santos says he saw what happened, followed culliver's car to a dead end street where he attempted to block him from leave, all of this while santos's wife called police and the kid were in the back seat. santos spoke with us over the phone and says this about the incident. >> we went down into the court to turn around and now he's

coming with the front end of his car charging towards us. he did it about twice. and at this time, you know, i even rolled down my window and i said, i got kids in the car, you are gonna hit me again? what's wrong with you. he just kept yelling. >> santos said that chris culliver said racial slurs to him and his family. at one point, chris culliver came out of the car, brandishing brass knuckles. santos's attorney talked about how athletes should be held to a higher standard and this lawsuit would still be filed if it didn't involve an athlete or a celebrity. chris culliver was a strong candidate to be the starting cornerback for the 9ers. it remains unclear whether his legal trouble will affect his status on the team. the 9ers are not commenting because it's a legal matter. chris culliver and a

spokesperson have not responded to the lawsuit either. brian flores, ktvu channel 2 news. >> thank you. it's been a year since howard jordan resigned and the city of oakland still has not found a permanent replacement. sean whent has served since shortly after jordan stepped down. yesterday, he stood side by side with mayor jean quan at a news conference praising the recent cell phone kill switch legislation. mayor quan would not say if went is the front-runner to be on the job but says vie violence has gone -- violence has gone down with the interim chief involved. >> there's been crime reduction. >> now, the mayor says the city is conducting its final interviews and hopes to i a nouns the new police chief sometime next month. 7:39. the social security administration just reliesed

the most pop law lar -- released the most popular baby names for 2013. noah was the top choice for baby boys. jacob which held the number one spot for 14 years slipped to number three. liam is number two. for the girls -- >> the social security administration notes that the top baby names are not as popular as they used to be. for example, 18,000 baby boys born last year were given the most popular name of noah. only 18,000. compare that to 1950 when james was number one. there were more than 86,000 babies with the name jails that year. 1950, the most popular girls' name was linda. a bay area teacher accused of slapping a student. coming up at 8:00, what's happening this morning that's

new this morning, the postal service is looking for help from congress after surning a nearly $2 billion loss during the first three months of the year. the loss comes despite a more than 2% increase in its operating revenue and continuing cost-cutting efforts. the postal service has been asking congress for a different delivery schedule and greater control over the pricing and personnel policies. a beacon of hope. that's what many people are calling a plan by uc berkeley to expand a research lab. but some people are more cautiously optimistic. ktvu's pam cook is in the studio now to explain. good morning, pam. >> good morning. uc berkeley plans to expand the lawrence berkeley national laboratory campus in an area that could certainly create jobs. now, it's a plot of land that sits on 1 is00 acres in richmond -- 100 acres in richmond. it would double the size of the research facility. people living in the area say it would turn this land into a

field of dreams, creating jobs for people living with high unemployment and violent crime. but they also want to make sure they are part of the plan. >> it would be an isolated facility with fences. >> state senator mark desaulnier wants u cu. to partner. uc berkeley has not said how many jobs it would create because the funding still needs to be complete. >> there will be a hearing in sacramento next wednesday to advocate for the funding. you've heard the names, tricks, skitsles, macaroni and cheese. scientists say they have one thing in common. food dye. the dye found in foods many kids eat can cause behavier problems including -- behavior

than completely empty but not as bad as it has been yesterday. bay bridge, about a 25-minute drive as well. just counting from the macarthur maze to the toll plaza area and slow traffic there as well. you can see the traffic is still moving along pretty well as you drive through. i want to mention that b.a.r.t. and caltrain and muni have no major delays. there's a traffic collision. southbound 880 at mowry. i'm looking at it here. traffic is a little bit slow. as we look at the south bay, also some slow traffic, i want to isolate 101. that's the slowest freeway in the bay area. and it's slow from way down capitol expressway all the way into sunnyvale. 7:47. let's go to steve. some sunbreaks around. there's mostly cloudy skies. the breeze has been picking up for a few. there's already some, 15, 20 miles an hour. once the low clouds burn off, i think the breeze will be in the 60s very low 70s. some light rain in tahoe. looks like it's about ended now. a couple of 1/100ths fell at

police say nicholas wesle used facebook to build a relationship with 14 and 15- year-old runaways from modesto and lure them to -- on a weekend road trip to nevada. friend later explained to authorities how the teenaged girls met wesle and they believe he was only 27. police contacted facebook and asked for the ip address of where all three last logged in. that information led authorities to sparks, nevada tuesday where they arrested wesle. they also found a camera with several pornographic images of the 14-year-old wesle is accused of raping. people in castro valley are stunned after someone started a fire at the playground of an elementary school. all of the buildings at marshal elementary are undamaged but a play structure is now offlimits after the plastic melted and rubber padding underneath burned. investigators describe what's left as a toxic mess. parents say they can't understand why someone would destroy the play structure. >> all i can think it's maybe

be the farther inland. here's sal. we have a problem in the east bay on 880 southbound, approaching the fremont area. there is a crash at mowry and the traffic has been very slow. in fact, had about been okay on 880 southbound but now it's slowing way down as you head out to mowry avenue. it's not -- the injuries are not that severe but the traffic is very slow. let me just put the drive time up. i checked it. it's only 33 minutes. it keeps getting worse and worse as you drive. think about an alternate route perhaps mission boulevard if you are going a short distance or 680 if you can. let's go to live pictures now. this is 280 in san jose. that doesn't look bad. it has been a nice drive on that freeway into the valley. of course we always check the toll plaza. your drive time here is 25 minutes from the end of the line into the city. back to the desk.

happening now -- we're counting down watching the clock, getting ready for president obama's speech in the south bay this morning. he will be talking about climate change. now, to highlight his message, the president will make the announcement at a walmart in mountain view. janine de la vega posted these photos online of the store. you can see all of the tv cameras. news vans out there parked waiting for the president's speech. tents have listen set up in the parking lot. they formed a command center. the secret service conducted a safety sweep for the past several hours. our ktvu crew has been allowed to go into the store. they are gonna bring us a live report as soon as they are cleared to do so. the white house selected walmart to highlight the company's commitment to renewable energy. a quarter of walmart's electricity comes from solar energy. in comparison, in the u.s. overall, only 2% of power comes from solar sources. today, president obama will announce several executive

stream. 8:05. a late-night fire in the oakland hills is blamed on a fireplace. it broke out around 10:00 last night on westover drive. when firefighters arrived, the roof was fully engulfed in flames. firefighters say the homeowner was burning wood in the fireplace when the roof caught on fire. luckily no one was hurt. new information now about a teacher accused of slapping a child at a fremont heamary school last -- elementary school last night. the teacher was supposed to come back to school today but in the past ten minutes, that's all changed. alex savidge is joining us live. you have new details the school district just told us. good morning, alex. >> reporter: well, dave, good morning to you. the teacher at the center of this controversy was slated to rush to the classroom later today at patterson elementary school. but district officials said he will now remain on leave indefinitely. they say that is in part because of the police

investigation. the family of 9-year-old julian rivera, they were already planning to hold a demonstration here outside of the elementary school calling on this teacher to not be returned to the classroom. the teacher in question is fred berg. this is julian here. he's a third grader here. he says his teacher last week slapped him twice in the face. that's aing cue says -- accusation. the typier was placed on leave after that took place. he was supposed to come back today. now we just found out district officials have said he will not be returning to the classroom. i want to bring in julian's father, joe live -- joe rivera. your thoughts. >> i am happy. i think they should have made this decision a long time ago. >> reporter: do you think it was the pressure from you and other parents? >> absolutely. the same guy said they are gonna investigate is further told me there is nothing he can

discipline students. but laws in more than a dozen states do allow corporal punishment. a congressional bill to ban the practice nationwide. it was introduced in 2010 but it was never voted on. 8:10 a new accident is raising new safety concerns of what many call one of san francisco's most dangerous intersections. it happened late last afternoon at sunset and yorba in the sunset district. police say a car struck a 21- year-old woman while she was crossing the street. investigators say the driver told officers she did not see the young woman or the flashing yellow lights that are supposed to bring traffic to a stop. >> how does a driver not see the yellow lights flashing? >> i don't know. maybe they are looking forward and not paying attention. i don't know. >> the young woman who was hurt is expected to survive. she's the third person to have been hit while crossing this intersection this year alone. that includes a deadly accident

three months ago in response the city plans to put up a stoplight sometime next year. 8:11. the real estate market in most of the bay area may be red hot. but there is a new report that says three east bay cities are not included. uc berkeley's haas institute singled out val, antioch -- vallejo, antioch and richmond. this report says those cities are mock the top 1 -- among the top 100 cities nationwide with homes underwater. meaning the owners owe more than the home is worth. minorities were big targets of subprime lenders. this study calls for more federal action to help those cities, saying the best solution would be for banks and mortgage holders, fannie mae and freddie mac to simply modify the mortgages. excitement over today's presidential visit to the bay

blocked access to the beach by closing the only road leading to the beach because it was on his private property. many lawsuits have followed. surfers argued it was a violation of a california coastal act. the landlord -- the landowner has been ordered to testify next week. 8:26. a reminder starting this weekend, if you drive in san francisco and you usually take that last exit before the golden gate bridge, pay very close attention. on sunday, the northbound highway 101 exit is being moved. it's only temporary. it's part of the doyle drive retrofit program. if you drive nmpd on highway 101, you will see the exit a thousand feet sooner than normal. if you miss the exit, you will be forced to cross the bridge and then have to pay the $7 toll to come back to san francisco. this temperature road alignment will last for about a month.

the future is bright if we make the right choices. >> we're now just 90 minutes away from president obama's speech here in the bay area about climate change. as you can imagine, security is very tight. streets blocked off around the fairmont hotel in san jose where the president is staying and just before 10:00 this morning, the president will outline his plan on energy efficiency. he says it's vital to the nation's future. now, to highlight the message, the president will make the announcement at the walmart store in mountain view. that's where protesters are mobilizing right now to try to get their messages out. happening right now -- ktvu's tara moriarty joining us live. you are outside the store and you are around the demonstrators where i -- i can see them over your shoulder. they are worried about the hot issue of minimum wage. tara? >> reporter: we're right in the middle of this protest, actually. we're gonna walk with one of the protesters. we're starting off at the

sayway, right next door to the walmart. >> we want to praise walmart for their green energy conservation, and i want to ask president obama to please consider the walmart workers that are struggling here, making -- way below the minimum wage. we're not making a livable wage here. personally i make $12 an hour but walmart only gives me 24 hours a week an hour. so even though i make $12 an hour, i don't make nowhere near enough to take care of my basic needs. >> reporter: president obama has said he understands the struggle of families and the fact that people are worried about their retirements. do you sort of feel like these

live stream. 8:36. happening today -- right now, the napa mother charged in last year's brutal killing of her 3- year-old daughter. she's due to return to court. the lawyer for sara krueger will ask a judge to release her on $1 million bail. prosecutors also plan to be in court to fight that moths. now, krueger and her boyfriend ryan scott they are accused of killing kaylee slusher in her napa apartment and hiding her biding in a frezzer -- body in a freezer. we're following the legal troubles with chris culliver. brian flores has more in a hit- and-run crash and more that follows that. >> the man who filed the lawsuit said it was pretty scary, considering he had his family, including young chirp in the back of his car. this -- children in the back of

his car. the family of mark santos has filed a civil lawsuit claiming chris culliver threatened them after they followed him from a hit-and-run crash back on march 28. santos says he took these photos of the damage of the confrontation in san jose. santos says culliver's white mustang sideswiped his family's suv an chris culliver was driving erratically and hit a bike rider on tully and old tully road near the santa clara fairgrounds. santos says he saw what happened and followed his car to a dead of-end treat where he attempted to block chris culliver from leaving. all of this while santos's wife called police and his three kids were in the back of the car. >> he came out of the car and then he came out with his brass knuckles. that's when he was -- he kept yelling and he was still trying to leave, like he was trying to take off running. i just -- i -- my concern was my son. my son was right there with me. >> santos adds that culliver

said racial slurs. he appeared in court for the misdemeanor charges for the same hit-and-run incident in march back in 2013 before the 49ers were in the super bowl, he made hoe he mow phobic comments but apologized -- homophobic comments but apologized. as we mentioned, it's been a rough offseason for 9er players. it remains unclear whether this will affect his status with the team. chris culliver has not responded to the lawsuit. brian flores, ktvu channel 2 news. there is a new warning for parents about the whopping cough. we've told you about confirmed cases at morello elementary school in martinez. this is new video. now the school district is sending out another letter today telling parents about additional cases at the campus.

some of the top stories -- we found out that a fremont teacher accused of slapping a student at patterson elementary school will not return to school. the boy's father was there at the school this morning. protesting. the school district announced the teacher will remain on leave while the police investigate that incident. the federal highway trust fund is expected to run out of money by august unless congress acts. if they don't that would slow down projects in the bay area, including highway 4 in antioch and the improvement planned for b.a.r.t. happening now, president obama is scheduled to wrap up his visit during a speech at a

walmart store in mountain view. ktvu's janine de la vega is there now. you are inside that store to show us how they are preparing and also to give us a preview of the president's announcement this morning. janine. >> reporter: dave we're standing in the men's section of walmart where they sell the jeans and khakis but you wouldn't be able to tell that. that's because they completely cleared the floor and turned it into a space for president obama. they've lined up chairs, set up a stage, all of the people in the back, those are walmart employees. i'm not sure how they were chosen or who got to go but they are here to watch the president speak. there's also some invited guests there up towards the front. they chose this walmart store because of its commitment to solar energy. the president is expected to arrive here just before 10:00 a.m. now, let's go to some video from president obama's visit here in the bay area the last

couple of days. he will be announcing a series of executive actions that he says will create jobs, reduce carbon pollution and cut energy waste. as i mentioned, the president chose to speak at walmart because it's one of ten major companies that have pledged to increase solar generation at their facilities. one of the initiatives being announced today is the department of energy's plans to expand a program that supports training people in the solar energy at community colleges. the president talked about his commitment last night. >> we have this incredible vibrancy that's on display right here in this community. people from all around the world coming here hungry, striving, ready to innovate. the problem is that we'll waste that gift if we don't make the right choices. >> reporter: another initiative president obama will talk about is a $2 billion goal he's setting to update federal

buildings to energy efficiency standards. now, the white house, back when jimmy carter was in the white house, he had solar panels installed but president ronald reagan had them taken off. prime minister will be announcing to the crowd today that, once again, solar panels have been installed on the white house. something else that he will be reporting to the crowd is that there are 300 public and private sector commitments to create jobs and cut carbon pollution by using solar and renewable energy. back out here live, you can see that inside this walmart that's been transformed for the president's visit, the room has been filling up with all of these invited bests and walmart employees. you can see they are smiling. they are excited. they were trying to see how close they could get up to the front. but the president is scheduled to arrive here at 9:55 a.m. and make his remarks. reporting live from mountain view, janine de la vega, ktvu

channel 2 news. >> all right. thank you, janine. 8:47. a huge boost to the city of richmond. that is what uc berkeley's plans to expand is being called. pam cook is in the studio with a new research lab and what it means for the community. >> richmond is hoping it means job. uc berkeley plans to expand the lawrence berkeley national laboratory but there are some concerns. the research facility will be on a plot of land that sits on 100 acres in richmond on meade street. it will be called the richmond bay campus. people living in their aia say it do -- in the area say it would create jobs for people living with high unemployment and violent crime. but they want to make sure they are part of the plan. >> something that our children can, you know, prepare for right now in school that they can have the right education and the right tools and jobs to be able to work there one day. >> the richmond bay campus is expected to employ more than

1,000 scientists, researchers and other staff. it's being called the largest in decades. the lab is managed by the university of california but it receives much of its funding from the department of energy. there will be a hearing in sacramento next wednesday on the funding for the expansion. construction could begin next year. sal, what's going on with the san mateo bridge? >> yeah. >> one of the things that i hate is i don't have a really goode alternate for you -- good alternate for you. it's just crowded everywy. san mateo bridge traffic affected by a crash on the high rise as they moved off the bridge getting out to the high rise. you can see how slow it is there. and as we look at the alternates on my map system here. it's very slow because we had an earlier accident in fremont. so this is very slow heading down to the bum bar on which is -- dumbarton, which is okay.

police in thest east contra costa city of oakley are trying to figure out what led to a fight between two men, one of them is now dead. officers responded to reports of a fight on am ma door avenue just -- amador avenue just before 4:00 yesterday afternoon. they found a man dead outside of his home. the victim's not has not been released. investigators have not said how he died but it was during a fight with another man. police detained the other man involved in the fight. 8:54. 20 pets are in the care of the spca after they were rescued from a filthy house in monterey county. 18 dogs including four puppies and two cats were rescued from this house in pacific grove. the house smelled like feces and urine. it was killed with garbage and
