now at noon, a 14-year-old shot near a bay area high school forcing a lockdown the challenge investigators are facing and the clues they are using to solve the case. a police officer in the south bay now on the wrong side of the law. the serious allegations he's accused of that landed him in jail. the temperatures really heating up in the bay area, even hotter than yesterday. that means the oakland as are taking extra measures to make sure fans are safe during this afternoon's game.

police in richmond are looking for the person who shot a 14-year-old boy near a high school this morning. the student is expected to survive. ktvu was the first station to bring you live coverage of the aftermath as newschopper2 flew above kennedy high school which was forced into lockdown around 8:30. good afternoon. i'm tori campbell. tara moriarty joins us live from the school. what clues do police have? >> we know the witnesses in this case are very young and they are not being very cooperative with police. classes are still going on here today at kennedy high school and there is an increased police presence. we know the detectives are looking for an older model green done vertible -- convertible seen leaving the scene. officers have not said whether this is the suspect's vehicle or witnesses. we just got video in which shows the victim bebeing --

being taken away from ambulance. the victim was shot near cutting boulevard. it happened before school sharts. four teens were seen running away from the scene. after the lockdown lifted, dozens of parents came by to pick up their kids. >> i don't want him to try trying to get an education. we'll keep him out until monday. maybe it will blow over. get his homework he missed. i can keep him safe. i'm not saying they didn't. they did but i can keep him safe. >> the shooting who did the smooting is still at large, on the loose. we think that's a big, big issue in the community. we want to alert individuals in the community they need to be careful. >> reporter: we are told that the shooter is not a student here at kennedy high school. police tell us that the victim and the suspect perhaps knew eesm other and that the shooting was the result of an argument that began the day

before. the 14-year-old is at children's hospital in oakland and is expected to recover. again, police are looking for that green convertible and noelle walker will have more on this story coming up on the news at 5:00. live from richmond, i'm tara moriarty, ktvu channel 2 news. >> thank you, tara. a mountain view police officer is in jail accused of felony possession of child poernl graphy -- pornography. police say their officers served a search warrant at the home of kevin nguyen yesterday. they found child pornography on his computer. anyone was looked into -- anyone was looked into jail. he's a seven-year veteran of the mountain view police department. we're getting word that oakland's interim police chief will be taking the job permanently. sean whent has served as the city's interim chief since shortly after chief howard jordan stepped down, just over a year ago. a source tells ktvu whent is the choice to fill the job. jean quan has scheduled a news conference at city hall less

from an hour -- less in an hour. violent crime has gone done since whent has been in charge, quan said. an intense brush fire is bumping out of control in carles bad. it started -- karls bad. it started -- karlsbad. authorities have evacuated homes and a school in the area. fire helicopters are making waterdrops on the flames. there are no reports of injuries. fire officials have not said when they expect to have the fire out. well, if you thought yesterday was hot, today is shaping up to be worse. bay area temperatures are expected to peak this afternoon. mark tamayo is tracking just how hot they will get. he joins us now with the current conditions. good afternoon, mark. >> reporter: good afternoon. it was off to a warm start this morning, already a hot start for the afternoon. temperatures this morning, at least this hour. running 3 to 5 degrees warmer than yesterday at this time.

here is a live look outside looking out towards mt. diablo. air quality comes down a bit when you get this area of high pressure trapping the pollutants and we have the haze. look at the temperatures for the 12:00 hour, san francisco 86 degrees. upper 70s out towards hayward and oakland and livermore already checking in, 92 degrees. already off to a very hot start in parts of the east bay. we have this to talk about, another heat advisory in place until 8:00 tonight for most of the bay area. the one exception, right near the immediate coastline. but most of the region back up. all of those areas shaded in red back in the lower 90s. could approach 102. coming up we'll actually highlight the areas that will approach triple-digit territory. with the heat advisory we're talking about cooling in the five-day forecast. how much cooler tomorrow and when the cooldown kicks in. >> thank you, mark. it's a hot one. fans headed to watch a couple of day baseball games need to

be prepared. brian flores is live at the coliseum in oakland to let us know what the team is doing to help fans deal with the heat. hi there, brian. >> reporter: hi,er to rif. as fans -- hi, tori. as fans make their way in we're seeing a lot of people tearing shorts, t-shirts, tank tops. there's another game across the bay. that game is scheduled for 12:45. there could be record-recording temperatures. mid-90s expected in oakland. for fans and workers that means stocking up on water and sunscreen. the as have anticipated for today's hot temperatures, there will be break stations for workers and they are encouraging plans to bring in plenty of water and plastic bottles to stay hydrated. even umbrellas if fans want to. >> wee 'added additional medical staff to deal with --

we've added additional medical staff to deal with issues that come up. we'll be fairly liberal with the seating policy. we know that fans will want to migrate to the shaded area. as long as they are not taking someone's seat, we'll be liberal with that. >> reporter: last night, it was 82 degrees during the first pitch. that was after 7:00. temperatures are approaching that quickly. in fact surpassed that already. fans that we talked to know it. >> just a lot of sun block, nose, ears, get colder, you have to have more of that stuff. just basically a lot of sunblock, yeah. right field is the brutal part. >> big hat, a lot of sunscreen and tons of water. today is not the day for toe -- soda. >> reporter: the team said there are shaded areas on the second deck of the coliseum. expect temperatures to be 5, 10 degrees warmer. there will be extra crews here as well to make sure there are

promised. janine de la vega is live from san jose where a news conference regarding this just ended a short time ago. good afternoon, janine. >> reporter: good afternoon, tori. san jose city councilman sam lirardo wants casino m8trix to shut its doors until next 30 days if it fails to pay millions of dollars it owes the city under an agreement with them. the attorney general's office filed a complaint with the gaming office which accuses the casino operators hiding money to avoid state and federal taxes. the casino had also agreed to pay 5% of it profits to a charity that helps gambling addicts. but liccard to. says it appears the organization never received the money. the director of the charity says people who get help for problem gambling are being short changed. >> we're concerned when we saw that the payments were decreasing. in the first three years of the

settlement, they are required to pay $500,000 a year. in year four that amount dropped to $120,000, $125,000. >> reporter: the attorney general's investigation found the casino owners provided misleading information to authorities and are funneling profits to outside enty itys to --erntities -- entities. money is moved around and edz up going back in the casino operators' own pockets they claim. >> they are defrauding tax payers and organizers that are out there trying to help people with gambling addictions. trying to prevent domestic violence and child neglect that result from problem gambling. we have to hold them accountable. >> reporter: he's calling for a full investigation by the city auditor and the police chief into any underpayments. he also wants to suspend the casino's gaming license and halt any changes in municipal

code that would weaken the gaming regulations. a spokesman for the card group released a statementing says casino m8trix believes the charges are unfounded and that the legal process will show that to be the case. it will be up to the gaming commission to decide whether to impose fines or to revoke the casino'sing license. janine de license -- casino's license, janine de la vega, cut. in addition to the san diego fire we mentioned, firefighters still battling other fires in southern california including one that got dangerously close to an up scale community. and it's being called a crisis. some experts say prescription painkillers are serving as a gateway drug to heroin. what the federal government is doing to provide to prevent opiate abuse.

killed. >> this person that came out of the camaro screamed loud, i killed her! i killed her! >> the deadly crash caused a power outage that at one point affected homes and businesses. power has been restored to all but a handful of customers. a uc berkeley is under arrest after he was caught peeping allegedly for peeking at resident hall showers. the student identified as jason doe was reportedly arrested yesterday after a two-month investigation. according to the daily californian, the investigation began after a woman told police she saw someone recording her with a camera. there's evidence that he was recording other students. he was arrested on six counts of peeping. it's the nation's fastest growing drug problem. a panel in washington will dig into the he demic.

>> reporter: drug experts say killers found in -- painkillers found in most patients' medicine cabinets is opening the door for heroin addiction. a survey shows the number of people who admitted to using heroin in the past year nearly doubled between 2005, 2012. the senate panel will also discuss how the federal government can help reduce opiate abuse. last month, the dea testified here on capitol hill the agency needs help tackling rogue doctor illegally prescribing painkillers. >> pain clinics that we're looking at are atrocious. there's no medical care. it's a modern day crackhouse. >> reporter: chuck grassley of iowa says he's alarm wood the increased demand for opiates, saying people are turning to heroin for a cheaper high. the mt. diablo school district could adopt a controversial policy on how to

handle students with head lice. right now the policy is to send affected students home. but the school board will consider changing their policy that says a student should stay in school and not be isolated or subjected to restrictions. the cdc says students sent home with head lice may be bullied and their academic performance may suffer. palo alto city officials are offering an explanation for mysterious surveillance cameras but some residents say that's not not good enough. city leaders say they are being used to measure bicycle and pedestrian activity and are temporary. some residents don't like the idea. others say they should have been told ahead of time. >> if it's monitoring people and their movement, that's different. i just don't know what it is about. >> they really have to tape walking in and out, i think it's a little over the top.

>> city officials say the data collection will continue through the end of next week. they are part of a $25 million plan to make streets more bike and pedestrian friendly. in southern california, in addition to the fire burning in carlsbad, firefighters are gaining ground on two other fires. thanks to calm winds in lompoc in santa barbara county, a 600- acre wildfire is now 50% contained. strike teams and helicopters were immediately called once the fire was reported at 11:00 yesterday morning. in san diego, evacuation orders have been lifted for more than 20,000 homes due to a wildfire. however firefighters are concerned about hot and gusty conditions flaring up this afternoon. but they do hope to have the fire 50% contained by the end of the day. so far, more than 1500 acres have burned in that fire. fire danger up across the

entire state including here in the bay area. we don't have any warnings in place. whenever you get a hot pattern like this, temperatures approaching triple digits. fire danger has been going up and will continue to go up. here's our live camera in the south bay, san jose showing you clear skies and san jose already inching closer to 90 degrees for this 12:00 hour. on the satellite we're shing you because we're looking r the fog. there's nothing to show you right now. we had the hot day in the forecast and basically tomorrow as well. but there will be changes developing throughout the day on thursday. i think tomorrow will be the transition day that will lead us to some cooling. as far as records, i think we'll have a few. here's the records to beat. napa most likely a record. san francisco right now is 86 degrees. the record is beat is 97. san francisco is back up in the lower 90s. oakland same deal and san jose probably breaking a record as well with a forecast high checking in at 96 degrees by about 4:00 this afternoon. current temperatures, you can see the spread out there for

santa rosa, oakland, concord and san jose checking in 89 degrees on track to reach the mid-90s this afternoon. you can see at 3:00, 94, by 6:00 very warm. 89 degrees. even at 9:00 tonight, look at that projected number in san jose. 78. so the heat should be peaking today. tomorrow is still a hot day but the area of high pressure will begin to loose its grip on thursday. we'll see some cooling near the immediate coastline. that's for thursday but for today, we have the heat advisory in place until 8:00 tonight for most of the bay area. we showed you the record- breaking temperatures and have quite a few by the end of the day. as far as forecasted highs, these numbers will check in at 4:00. look at all of the mid- to upper 90s up there. the key here is the warming near the immediate coastline as well. stinson beach 86 degrees. oakland that will be a record. 92. a few triple digits towards livermore and pleasanton, 99 degrees. san jose there's the 96. there we go topping 100 in
