many beaches, christina. >> reporter: we have seen people putting on sunscreen, hiding under umbrellas, but a lot of people are trying to take a dip in the water and that could be dangerous. the national weather service is warning about beach hazards today. this all started this morning. they say there's an increased risk for rip currents and large shore break, especially along south facing beaches. if you're caught in a rip current, officials say always swim parallel to the coast and today we haven't seen anybody caught up in one just yet. we have seen people taking a tumble when those waves come crashing in. we talked to one mother who was well aware of the dangers and she wanted to enjoy the day with her kids. >> i'm not too worried because my kids don't go deep into the water and i probably am not going to venture very far either. so, it's not something that i was super concerned about today. >> officials say the best advice is something they say over and over, never turn your

back on the ocean. this beach hazard advisory will remain in effect until tomorrow night. live at baker beach, ktvu channel 2 news. >> the oakland a's had extra medical teams on hand for today's game at the coliseum due to the heat. the team set up break stations for workers and encourages fans to bring in plenty of water to stay hydrated. they also let fans move to shaded areas as long as the seat wasn't taken. people we talk with today say they came prepared. >> just a lot of sun block, nose, ears, and get older, you have to have more of that stuff. >> big hat, lots of sunscreen, and tons of water. >> the medical teams patrolled the park during the game. we checked with the a's to see if anyone had trouble. so far, they haven't gotten back to us. >> we're tracking breaking news in southern california. dozens of homes have been destroyed by one of several wild fires in san diego county as tens and thousands of people are being told to evacuate.

ktvu's julie haener joins us live in our newsroom with where these fires are burning and what fire crews are dealing with. >> officials say five wildland fires are burning right now and they have declared a local emergency. the one causing the biggest threat right now is the one burning in the city of carlsbad. authorities issued more than 11,000 mandatory evacuations. this wild fire started at 10:30 this morning and spread rapidly. police were using loud speakers to tell people to get out of the area quickly. people running from the fire as smoke and flames billowed up in the background. one fire captain spoke with the flames burning right behind him saying the conditions are extremely volatile right now. >> e with have erratic winds. we have low humidity down in the single digits and we're being handed severe bad hand right now in fighting this fire. >> firefighters dumped water on this home in carlsbad, but they couldn't save it.

cal fire says the fire burned more than 100 acres. elsewhere, one of two wild fires at camp pendleton has grown to more than 7-acres. evacuated along with the housing complex and an elementary school. the carlsbad fire chief says in his 27 years in the fire service, he has never seen the fire season start so early. reporting live in the newsroom, julie haener, ktvu channel 2 news. evacuation orders were lifted for a wild fire in the city of san diego that threatened more than 20,000 homes. cal fire website says the bernardo fire burned through more than 1500 acres and at this point is 25% contained. there is concern the flames could flair back up because of the hot, gusty weather conditions, but fire crews are hoping to make significant progress on this fire by the end of the day. a key road in the east bay that was shut down all night long because of a grass fire finally reopened this morning. traffic on the road between pittsburgh and concorde reopened shortly before 9:00

this morning. that road was shut down last night at about 5:30 after contra costa county fire officials say a car hit a utility pole, taking down power lines. the driver ended up suffering minor injuries. the grass fire burned about 15- acres before it was put out. a busted fire hydrant created a geyser right in the middle of the street in richmond today. it happened at the intersection of south 11th at 12:15 this afternoon. a team of firefighters eventually were able to fix and stop the leak. a 14-year-old student is expected to recover after being shot right across from a richmond school today. police say the teen was shot near south 41st street across from kennedy high school just before school started this morning. officers put that campus and four other schools on lockdown. the victim who is a freshman at kennedy high was shot in the leg and taken to ucsf children's hospital. the victim and the shooter may

have known each other. ktvu's noelle walker is following the story. she'll have a live report coming up at 5:30. a well known police officer has been arrested for possessing child pornography. the officer is a sketch artist who you are about to hear talk about his art during a recent ktvu profile. ktvu's robert honda is live now from where the officer worked and where he was taken into custody today. robert. >> reporter: well the atmosphere here at the police station is one of shock and disappointment. not just because the officer was arrested here while on duty, or the charges he faces. but because of who he is. a veteran cop and a talented artist. >> the 36-year-old mountain view police officer arrested on felony child pornography charges is a gifted sketch artist who used his skill to help capture criminals or find missing persons. kevin of san jose demonstrated that talent in a ktvu profile in february when he talked about helping the public. >> on a daily basis, help

people out. and do meaningful things. >> the picture of the officer radically changed. the seven-year veteran was arrested yesterday during a sweeping child exploitation investigation by san jose police. wynn was taken into custody without incident here at the mountain view police station by san jose officers after reportedly finding child pornography on his home computer. at this point, investigators have not revealed the exact nature of the images. >> the detectives would always like to know, can we identify these victims? how was this pornography obtained? and hopefully they will be able to determine that. >> a police officer being arrested is certainly troubling for us and for the community and for our family and then to be in these charges are particularly disturbing. >> losing wynn's artistry hurts bay area law enforcement. >> any time that he's not doing that is a loss for our region, really, to the sketch artist. >> both san jose and the

mountain view police departments are conducting investigations. we learned wynn posted bail and not in custody, but we were unable to contact him. the district attorney's office says it has not set a court date yet. live in mountain view, robert honda, ktvu channel 2 news. >> after a year as interim police chief in oakland, sean wednt was sworn in as the permanent police today. >> i'm deeply invested in the effort to improve the quality of life for the citizens of oakland and i will continue working diligently towards that goal. >> the chief said he's encouraged by a downward trend in crime in the city and expects to keep implementing what he calls progressive policing strategy. we'll hear more from the police chief coming up at 6:00. what he had to say to christian in a one on one interview about crime, staffing levels, and public outreach. >> in san francisco gave neighbors an early morning jolt. one man was arrested and charged in what investigators are calling a vicious beating.

ktvu's david stevenson has been gathering information about what police -- surprised neighbors there. david. >> frank, the predawn raid began with a bang here as police use force to enter the motorcycle club's headquarters. the san francisco police department gang task force served the search warrant at the hell's angels headquarters at 5:00 a.m. waking neighbors just a few feet away. >> 5:00 a.m., i heard what could have been a gun shot and it bothered me enough that i thought that's interesting and went back to bed. >> police shot the lock off a door to get in and began taking away evidence. the cell phone picture shows helmeted officers clustered outside the compound. located on a tennessee avenue cul-de-sac. arrested at the scene, 42-year- old, charles of san francisco, a suspect in what police are calling a vicious attack. >> it stemmed from incidents in the ladder part of 2013 where members of the hell's angels assaulted somebody. that victim was severely

injured. >> club members declined to speak to us. the role in the organization is unclear. he was booked this morning into san francisco county jail on charges, including aggravated assault with a gang enhancement. >> we are not able to provide too many details. for the protection of the victim, as well as this case is on going. they say hi occasionally and that's it. >> neighbors were surprised and said they had no problems with the motorcycle club. >> they have been quiet. not a whole lot goes on. a motorcycle will go by. >> nobody is going to break into someone's car with those guys around. >> he was released this afternoon on $175,000 bail. a court date has not yet been set. reporting live in san francisco, david stevenson, ktvu channel 2 news. >> a controversial new policy on how to handle cases of head lice has some parents so upset, a bay area superintendent is backing off tonight. ktvu john fowler is live in

concord with the change in plans that happened late this afternoon. john. >> well, parents reactions may have surprised officials leer at district headquarters. right now, they send home students who have head lice, but they want to change that to comply with state policy. it's the time of year for head lice. it's easily passed from child to child. many children get multiple infestations, but the school district wants to keep children with head lice in school. >> i think it's crazy. >> mother of three says though her kids haven't yet had head lice, she knows how quickly it spreads. >> the kids staying in school is really a terrible idea. >> the school district says head lice carry no disease. isolating children can stigmatize them. the district superintendent declined an interview. although the state says kids with lice can go to school. >> they are more pail, offwhite. >> urges common sense. >> your child with active lice,

excusing them for a day so they can get treatment. >> he says lice are easily killed by over the counter products and eggs are not contagious. >> after a child has been treated, it is reasonable for that child to return to school, even if he is found to have one here or there. >> they would like kids with lice to stay home. >> get it under control so that it doesn't just keep spreading. >> as you can see back live. head lice policy was on tonight's school board agenda. but at 3:00 this afternoon, the superintendent withdrew the item for quote, more study. the board is to take it up at a later meeting. in concord, ktvu channel 2 news. not the first bay area school district to consider reversing course on its head lice policy. last year, we reported the pleasantton school implementing similar changes. remain in school as long as they are being treated. the district ended its policy of informing students.

a propane tank explosion and fire rocked a neighborhood in oakland this afternoon and it was caught on cell phone video. the explosion and the flames afterward started at 12:45 this afternoon on capital street about two blocks away from lake

shore avenue. neighbors were said scrambling to safety. fortunately no one was hurt. keep the flames from spreading, but it appears a garage suffered damage. san francisco firefighters diving into the ocean just west of the golden gate bridge. china beach is home to one of the best views in the city. today, it was the site of water rescue training. live in san francisco tonight where the fire department says water rescue incidents are on the rise. >> 56 water rescue incidents reported this year, that according to san francisco fire and just today, gasia, we were given exclusive up close access to a group of firefighters diving into a course looking to save lives. >> jumping off boats, ripping swimmers on to jet skis, fight those waves again. drilling safety, today's classroom, san francisco's china beach.

>> it's awareness. >> the students in the red. >> that's what happens. >> the instructors. >> a lot of the fire departments don't go in the water, but we do. >> captain robert styles is one of them. his goal is to get his firefighters certified in water rescue. getting the victims to safety. top priority for firefighter, nick. >> knowledge of the waves and currents and everything work. >> how critical is this training? you have to listen to these numbers. back in 2001, they responded to 36 water rescues. last year, 170. >> numbers have gone up. there's more people doing water sports. they are kite boarding at ocean beach, which they weren't doing four or five years ago. >> a city is surrounded by 20 miles of coastline. >> it's good to show them the coastline, give good reference points. >> and the class, common cliff rescue locations are pointed out. and on a hot day like this with swimmers risking the rip

currents, the most common water rescue call is a swimmer in distress. it is one reason why if you want to work in a fire house near the water, at least in this city, this class is a must. >> it's hard to sit on the shore and not go out and get someone. so, that's really a big reason why we have this training. to give ourselves the tools and the knowledge to be able to effective rescue. >> and this one is a week-long course. it ends on friday. because of its rip current and that is san francisco's ocean beach. live tonight in the city, ktvu channel 2 news. >> a high speed accident that killed a woman in richmond last night may have been the result of a street race. police say a woman driving a mustang lost control on gerard avenue at 9:30 last night and slammed into a light pole. she died at the scene. neighbors say several muscle cars stopped at the scene, one woman told ktvu news that a man was screaming, i killed her. i killed her. the drivers all drove off

before police arrived. >> if it were me, you know, participating, this was my friend or family, when they left, stay right there and try to help the person, you know, that was still there. but like everybody that was involved. they all took off. >> neighbors say street racing is common and pushing police to increase patrols in that area. more than 700 pg&e customers lost power for much of the night because of that deadly accident. more community outreach will be required before utility boxes are installed on san francisco sidewalks. still part of an ordinance approved today. the legislation was prompt in part by a big increase. utilities must propose several locations and gather feedback on them. other requirements include planting greenery. neighborhoods will be able to approve murals. >> let's go back to our weather and bring back our chief meteorologist. it was a hot one. >> it really was. happen to be at the beach

today. it was beautiful. temperatures were mostly in the upper 70s, low 80s. but that's warm out in the avenues and golden gate park. these were the highs today, some of them. this is where they go tomorrow. you can feel that on shore breeze if you're out by the golden gate bridge. a surface on shore breeze that is blowing and knock temperatures down a good 10 degrees tomorrow. also, what's going to help knock temperatures down is this area right up here. this weak low pressure center. it's going to tweak just to the north of us and that's going to shut off this offshore flow and turn it on shore and that's the beginning of the cooling. so that is starting most likely in the next few hours and take us into tomorrow. 95 right now in fairfield. it will stay hot inland tomorrow. i think the major cooling tomorrow will be around the coast and the bay. but these inland cities, like liver more and concorde, you'll stay hot. here are the winds right now. 16-mile an hour winds at concorde. that's on shore. you have a west wind at

oakland. sfo is a good indicator for these breaks in the heat. and that 18-mile sustained wind due west right off the water, pushing cool air all the way into liver more valley where they have winds out of the west at 20 miles per hour. water temperature running at 53 degrees right now. maybe even a little cooler once you get out there. what we are seeing on the bay, we'll see that cooling tomorrow. 5 to 10 degrees. you see that sailboat on the bay, we didn't see that earlier today. you see how it is tilted, that's the on shore wind. i know it's right at the surface, but those are environmental clues that things are changing. so i look at the flags downtown in san francisco and those are starting to flap on shore. no fog, some stuff up here, no fog tomorrow, but what we will see, will be temperatures the hot or the heat being pushed inland. so there's your triple digit heat. well east of the area, and here's that cool bite of air. those are 70s. that's that on shore flow and that's what we are starting to see. forecast highs tomorrow, there is still heat.

95, 96. but around berkeley, san francisco, and pacifica, not in the 80s or even 90s, but into the 70s. 94, still hot in the santa clara valley. so right now, the heat advisory gets dropped tonight at 8:00. the spare the air day, or the spare the air day does not continue into tomorrow and we get back to a more typical weather pattern, but hot inland. friday, cooler still as that on shore air kicks in and cooler on saturday, sunday, and into monday. there's the five-day forecast with the bay area weekend in view. it's been a hot run of temperatures. two records in a row. and san francisco downtown getting a record today and yesterday. those records go way back. >> thanks, bill. >> we are following breaking news in san diego county. firefighters there extremely busy battling a series of wild fires already 30 homes have been destroyed by fire. we're now hearing that a california state university campus is being evacuated. north of san diego tonight as a wild fire threatens the area

the fate of nearly 300 kidnapped schoolgirls hangs in the balance tonight. a month after they were taken, some villages are forming groups against the militants who seized those girls. there's word of at least one ambush today that captured ten gunman from the group, boco. but so far, no new signs of those young women. >> and the world has been rallying around the movement bring back our girls. outrage is growing, but the militant group is holding at

ktvu channel 2 news starts right now. with breaking news. >> and that breaking news is that the warriors have just hired a new head coach. sources say that steve is the new head coach of the golden state warriors. he replaces mark jackson, who was fired after the warriors lost to the clippers in the playoffs. cur is a five-time nba champion. he won three titles with the bulls, but he has never been a head coach before. he has worked as the president and general manager of the phoenix suns. again, word just coming in that the warriors have hired steve kcurr as their new head coach. this local water park was a popular spot for the little

ones. we have live team coverage. rob roth is live in one of the hottest spots today. first, we check in with our chief meteorologist. we're still under a heat advisory tonight. >> that's right, for the next couple hours, we have a heat advisory. and hear i'm going to show you why. we had records for the second straight day in the bay area. when you have downtown san francisco breaking a record, you're talking records going back to the 1800s. oldest records in california. that's a big deal. san francisco airport got a rot of 91. oakland 93 was a record. some more records again, oakland airport. that was 90 degrees and mountain view, 91 degrees and santa cruz hit 100 degrees today. so, what's happening out there? that heat advisory stays in effect until 8:00 tonight. basically for the entire bay area. things are changing around. i was looking at the wind directions and starting to see the wind arrows coming on shore. moving into the area. so you know that means fog is not far behind. i'll have the timing on that fog and the cooldown when i

now out of an abundance of caution, they put kennedy and other schools on lockdown. at an hour when students should be in school learning -- >> first thing on my mind is to pull them out of the school. >> got a text. >> sitting in front of the school. >> and her freshman son wanted to go home. >> this is unacceptable. and working parents shouldn't be worried about them. >> 15 minutes before the school bell rang, shots rang out near a park across the street. >> he was bleeding and ran into the school. he had been shot. >> kennedy high school and at least four other schools in the unified school district went into lockdown. >> we are always worried about public safety. especially near a high school. >> a fight off campus led to a student being shot in the leg near campus, cell phone video shows the freshman being put into an ambulance, flown to children's hospital with

popping up. folks say they should have been told ahead of time. the cameras popped up without any warning. city leaders say they are being used to measure bicycle and pedestrian activity on some streets and are only temporary. some residents say they don't like the idea of a camera right next to their driveway. while others are wondering why city officials didn't let them know. >> but if it's monitoring people and their movement, that's different. so i don't know what it's about. >> they really have to tape walking in and out here? it's over the top. >> the city officials say the data collection will continue through the end of next week. it's part of a $25 million plan to make the streets more bike and pedestrian friendly. google glass is on sale. the new sales window comes a month after a one-day sale to expand the use of the wearable computer. so far, no word on how long this newest sale will last. but google glass is available

right now through the google website for $1500. google says the glasses are still in their test or explorer phase. just after a week of a shooting in ohio, there's a concern about a pay cut plan for officers working at those clinics. 3,000 police officers who work in veteran administration clinics will get a pay cut. supposed to bring their pay in line with other federal agencies, but after a man shot and killed someone last week, some say a pay cut would lead to a younger, less experienced police force. a u.c. berkeley student is facing charges after he was allegedly caught peeping at female students. the student identified here as jason doe was reportedly arrested yesterday after a two month long investigation. according to the daily californiaen, the california began after a woman told police she saw someone recording her. police say they found evidence that doe had also recorded several other students. a teacher convicted of

tonight, 2 investigate teachers in trouble. recent stories about teachers accused of sex related crimes are fueling a push to speed up the process when it comes to getting bad teachers out of the classroom. ktvu's eric rasmussen is talking about what is being done. eric, you have been dugging through hundreds of state records. >> a data base who received formal warnings and those who had their certificates revoked, denied, or suspended last year. they are out numbered by the many california teachers who do a great job, but some of what we found might surprise you. >> child abuse, lewd acts, drugs, even steroids for sale. just some of the misconduct that got teacher credentials revoked in california last year. 2 investigates created a data base of names based on records by meetings on teacher

credentialing. those state records revealed numerous cases of teachers convicted of sex and drug related crimes as well as grand theft, assault, down to illegal test assistance to students. but some say dismissing a teacher can be a difficult and expensive process. >> she came home with scratches from forehead down her neck, bruises. the whole nine yards and there was always an explanation. >> jennifer plumber's daughter, jordan, was a preschooler in teacher, dina holder's special needs class. holder was somehow able to keep her job after complaints first sur surfaced. >> once one story came out, there was another and another. >> plumber and several other families ultimately won an $8 million settlement from the school district. holder appeared in our data base when the state revoked her

slow the offshore flow and just cool us off. so rings right now we are seeing a little bit of cooling at the coast. it's 78 degrees in san francisco. but by tomorrow, along the coast, temperatures are going to be in the 60s and low 70s. it will still be hot again tomorrow inland. the temperature. the water temperature 53 degrees. the sea breeze is returning. it's out there now. it will turn in earnest tomorrow afternoon and so significant cooling as we head into thursday, friday around the bay and saturday. this is what we are seeing outside right now. it was glass the last couple of days, but you notice the textured water and that tells you it's windy. warm to hot tomorrow, especially inland. the cooling does begin. you'll notice it, and the richmond district, you won't notice it much in antioch. you will notice the cooling on friday and saturday as this system gets a little bit closer. this is the one i showed you. this gets closer and friday and saturday, the cooling makes it

affecting your ride. ktvu has the numbers and the story on your commute. >> we ask folks here in the east bay, compared to a year ago, is traffic the same, worse, or the same? >> it's worse. >> i'm not sure i feel like it might be about the same. >> most places it's worse and very few places it's better. >> many people are getting places, maybe even commuting farther, like i am. >> the transportation commission crunched the numbers for six major commute routes last monday and the same monday a year ago. highway 101 south from 92 to san jose took 7 more minutes. a 14% increase in lost time. the same route northbound up 17%. wasting 9 more minutes. some routes were far more delayed. even in the middle of the afternoon, if there's any glitch at all, whether it's a flat, a fender bender, or a flip over, you have instant gridlock. i-80 westbound from route 4 to the maize up a whopping 64% and
