of a woman after a fender bender in san francisco. good evening. i am julie haener. >> and i am frank somerville. >> san francisco police told us they have arrested a man thousands of miles away who they believe shot two women after a fender bender in a parking hot. one of those women died. new at 6:00 p.m. ktvu's david stevenson spoke to the victim's and other family members. david? the shooting happened 6 months ago and with an arrest made the family is ready for justice. >> reporter: she was going places. the first in her family to graduate from college. >> first person in our family that made it. >> she was funny. enjoyable. being around her made everybody happy. >> she was a licensed security guard, coached children's basketball and hoped to work with troubled kids.

all that ended last november. she was shot and a friend wounded after a fender bender in a parking lot near a san francisco neighbor club november 17. >> did he just shoot me? >> reporter: investigators said the suspect was arrested friday in miami. police say he shaved his head and face in an attempt odisguise him -- to disguise himself. >> why did you have to pull the trigger? lows to female -- these are female. >> hopefully he gets the death penalty. >> the mother got the news friday. sixpences to the day of her daughter -- six months of the day of her daughter's death. she will go to a hearing in florida before being send to san francisco. reporting live in san francisco, david stevenson, ktvu channel 2 news. a mother arrested accused of attacking a boy at her

daughter's school by putting her hands around his neck. news information about the bull especially racist racks. -- bullying and racist remarks. - ken wayne is more -- ktvu's ken wayne with more. the attorney for the mother arrested in the case tells me the family is native american. the woman is accused of putting her hands around the neck of a boy. >> she absolutely denies doing anything wrong and she presumed to be innocent. if the evidence shows otherwise i will fight this case. >> reporter: he says even if she did carry out the attack she had reason to do so. >> i don't know where the social contract that says we are supposed to abandon our children to bullies. >> reporter: that is not the way parents see it. >> it is really upsetting. i am not sure what to make of

it. i just found out. i mean, it is not acceptable. >> the attack happened last friday and was witnessed by other school children. officials say they never received any reports of any bullying. >> terrible when this kind of thing happens and we take it very seriously and all of our staff work hard to keep kids safe every day and incidents like these are very rare. and when they do happen we respond. >> reporter: she told ktvu by phone she never touched the boy even though officials say they took pictures showing red marks on the boy's neck. family say the allegation don't add up. >> loving mother. she has 5 kids of her own. takes real good care of them. they are always clean. they got -- she provides everything for them that they need. real good mother. >> reporter: the sheriff's department told me a few minutes ago it is looking into

the possibility the boy involved in the case had nothing to do with any bullying at the school. they are asking the school gather more -- school to gather more information. ken wayne, ktvu channel 2 news. a new proposal may limit cars on one of san francisco's most famous attractions. lumbert street draws thousands of tourists every year. but some neighbors say it could take them 90 minutes to reach their homes. traffic accidents are also up. so tomorrow they will discuss a summer trial program that would close it on weekends between june 21 and july 13. people who live on hombart would not be investigated. how a little boy drownedane spa yesterday -- drowned in a spa yesterday.

today the medical examiner identified the 23-month-old boy. sheriff's deputies say firefighters arrived and performs cpr but the boy died at the hospital. adults were home at the time of the drowning. t is the -- it is the second drowning of a child. on friday a 18 month old boy was found in a pool in antioch. police say there was a fence around the pool at the home but adults left the child with a four-year-old in the backyard. prosecutors said they will seek the death penalty against antolin garcia-torres. he is the man accused of killing sierra lamar from morgan hill even though her body has never been found. ktvu's robert handa talked with her mother and others who still haven't given up hope.

robert? >> reporter: we are in fremont, sierra lamar's home town. we talked to her mother about the decision. we also went to morgan hill to talk to volunteer whose never stopped searching for sierra lamar. >> volunteers at the sierra lamar search center today were gratified to hear about today's decision. the district attorney decided to seek the death penalty against the suspect antolin garcia-torres. antolin garcia-torres pled not guilty in february affbeing indicted -- after being indicted by a grand jury. sierra lamar disappeared march 16, 2012 after leaving leaving for school in morgan hill. investigators say they found her dna in antolin garcia- torres' car and his dna on belongings in her backpack. they hope the threat of the death penalty will resolve the case. >> we are hoping this is a good result to where sierra lamar is

returned to her family. >> possibly he will choose life in prison without patrol and let us know what happened to her. >> reporter: her parents acknowledge a death penalty case will take longer. >> that doesn't take away the waiting period. it is still difficult as a family to go through that. >> because we feel that if he is proving guilty of this, she taking -- he has taken away something precious and dear to us. >> reporter: he points out the time it takes to go to trial gives the da time to reconsider. >> i think what is important to remember here, the first step towards seeking the death penalty. >> antolin garcia-torres returns to court friday. volunteers plan to hold a demonstration of support for the family at the court house. robert handa, ktvu channel 2 news. >> there are new develops in the investigation of a marriage

east bay real estate developer. he was arrested in concord this morning. she the president of discovery sales. a federal indictment charges him with 17 counts of bank fraud, alleging he was behind a scheme to cause banks to approve loans for unqualified buyers. it took place between 2006 and 2008 at the height of the housing crisis. the fbi raided the offices in 2010 in connection with accusations that company executives inflated home prices. one executive pleaded guilty for wide fraud. there is new information involving a -- involving a near midair plane out of san francisco and another plane. the ntsb report details the

incident on april 24. investigators say an express jet taking off passed within 400 feet of a united plane from san francisco that was attempting to land. they were instructed to circle around and both flight said landed safely -- flights landed safely. and a united flight from los angeles to hawaii was forced to avoid a u.s. air jet. according to records the united flight dropped 600 feet within seconds. a rider from san francisco was on the flight and says there was no warning for passengers. new at 6:00 p.m. tonight they look like drought damaged trees but there is suspicion they could be the victims of efforts to keep this park green. the trees are in san ramon. ktvu's john fowler tells us how efforts to kill weeds may be

killing trees. >> reporter: that's right. this tree may look like a drought victim but like dozens of other trees here landscape crews using weed killers may have accidentally poisoned it. >> reporter: red woods in the park may see drought stricken. >> no. the application of herbicide, over application and the wrong conditions. >> reporter: he showed me tree after tree. not just red woods but other species as well. also used on golf courses. they get into tree roots. next to the golf course. he had to cut down two dying trees. >> at first i thought it was drought and now i am moving to the 50/50. >> he says drought may stress trees but all around the area

new at 6:00 p.m. a man spent thousands of dollars refurbishing this car only to find out it is stolen. a new trick thieves are using. thieves are going to great lengths to change the way cars are identified and technology allowing them to do that. ktvu's allie rasmus joins us with the story of one victim who ended up with a stoleb car -- stolen car. >> reporter: the vin is part of the dna of the car. swapping out this vin number for a fake one is one of the ways thieves are able to sell stolen vehicles. >> repainted the car. new top.

interior. wheels and fires. $35,000 into the car. >> drove it to car shows around the state and 12 years later he got a call from police. investigators took the car apart and found out the vin number didn't match the one on the windshield or title. >> do you know who he is? no. no clue. you ever see pulp fiction? no. >> the number identified it as a car stolen in 1995. it was this car used in pulp fiction. the thief who stole switched the vin number, got the car registered and titled with the fake number and sold it. for a decade he never knew he was driving a stolen car. >> flabbergasted. >> he is out all the money and time he put into the car and he is just one good example. this happens all the time. >> reporter: he recovers vin

switched stolen vehicles on a monthly basis. >> 2012 audi. >> reporter: the buyer of this car bought it for $24,000. the buyer had to give it back. >> stolen from dealership and disappeared for a year till we found it. >> reporter: he showed us where the vin number was switched out. >> took the windshield out and replaced the vin. >> technology is making this more sophisticated. >> color printers, it is easier for crooks to produce vin plates. >> reporter: to protect yourself, have the car inspected by dealership before you buy it and agree to meet a seller in the parking lot of a police station. there is no way anyone stolen a -- selling a stolen vehicle
