now at noon -- breaking news out of the east bay where parts of the port of oakland are without power after a vehicle slammed into a power pole nearby. arsonists caught on camera setting a car on fire in the south bay. >> it's terrible. this is heartbreaking and, you know, i hope they catch the guy that did this. >> why neighbors say they are not very concerned and who is believed to be behind the vandalism. and a chance of showers for some parts of the bay area today. ktvu's rosemary oroscoe is tracking the system and will be here with the details.

good afternoon. i'm tori campbell. breaking news out of oakland. a big rig crash at the port is causing a power outage and delays for b.a.r.t. trains running through the area. the accident happened near the entrance to the port with outages affecting 200 customers along third and 7th street between brush street and san francisco bay. the crash left wires dangling near b.a.r.t. tracks so trains are moving slowly through the area. that's causing ten-minute delays. this is the scene from newschopper2. these are live images right now. you can see what looks like a pg&e crew on the scene trying to restore power. the port is reporting a partial power outage. the power pole was completely knocked down. as you can see in this video, and wires are on the ground. pg&e crews are working on the problem. but there's still no estimate on when power will be restored.

much more on our website, ktvu.com, as well as twitter and facebook. a frightening ordeal in the south bay after a family woke up to find their car set on fire. they say it's just the latest in a string of frightening incidents. janine de la vega joins us live to show us the security video that captured it all. good afternoon, janine. >> reporter: good afternoon, tori. a fire investigator came out here to the house to the examine the surveillance video that shows the cars that were here in the driveway being set on fire. now, all that's left is the black soot in the driveway and you can see those palm trees are scorched. one of the older teenaged children who lives here thinks he knows who may be responsible. in the surveillance video you see two people in hoodies approaching this home on sandpoint drive. one of them takes out a container and starts to drows fluid on the acdura -- douse fluid on the acura. the vandals run away. the flames grow. >> the heat was so intense that

we were not able to do anything. and we were afraid the car might explode. >> reporter: it was 2:15 a.m. vince tran and his family were sleeping. by the time they heard popping noise, the flames reached their other car. firefighters arrived and put it out. an arson investigator is trying to get to the bottom of this especially since tran believes he's being targeted. >> this is the third incident. that means that this person is very hateful. >> what are you thinking as you are watching this? >> >> terrible. this is heartbreaking. and, you know, i hope they catch the guy that did this. >> reporter: in april, the tires were slashed on his car. then in early may, his cameras captured someone throwing a gallon of pink paint on his car and now a week later, vandals set the same car on fire. >> i'm not too concerned about vandalism throughout the street or the neighborhood. they were probably targeted unfortunately. >> reporter: tran's son told us

off neighbor he thinks someone is upset with him and is retaliating against his family. >> they are heartless. hopefully they will get caught. >> reporter: do you fear a for your life? >> yes, i do, and my family. >> reporter: the arson investigator has been conducting interviews and plans on talking to the son. he will be reefing out to police -- reaching out to police for help on the investigation. the department has better equipment that may be able to enhance that video. reporting live from san jose, janine de la vega, ktvu channel 2 news. >> thank you, janine. hayward police say an argument led to two men getting shot this morning in front of a home. the shooting happened before 5:30 a.m. at a home on cooper and huntwood in hayward. police three people were arguing -- police say three people were arguing. one opened a gun and started to fire. several people living nearby say they heard at least ten gunshots. it remains unclear the extent

of their injuries. the gunman is still on the loose. police are asking for any witnesses to give them a call. the weather has made a drastic change. one week ago, we were talking about record heat. live pictures of the conditions over the bay, toward the bay bridge, earlier some part, of the bay area even experienced a few sprinkles. ktvu's rosemary oroscoe is here with what we can expect for the rest of the day. good afternoon, rosemary. >> yes, good afternoon. a couple of interesting days. we'll continue with this, at least through our afternoon. and let's get to the radar. take a look at this system here right over central california. we are on the back side of it. i've put some arrows there to help depict the circulation of this system, the counterclockwise flow and why we still have the opportunity of seeing a few scattered showers enter the area. even a possibility of maybe a thunderstorm or two before this system finally pulls out of here. now, it is going to continue to migrate south and so eventually, we will be left with more stable weather but

disappointed they did not get to meet with mayor lee personally. the nurses marched in just after 11:00 and gathered on the main city hall steps inside the city hall rotunda. you can see some of the tourists not knowing what's going on. they came -- they came to call for increased staffing at facilities including general hospital. after a brief stay on the steps, they attempted to meet with the mayor. >> the door is locked. what does that say? >> reporter: after getting no response, they dropped off an empty pile of scrubs. nurses want the mayor to hire people to fill those unnorms -- you an forms which -- uniforms which would improve patient care. they want additional staffing and nurses want that as part of the agreement. >> i know people some think this is a bargain ploy. we've had issues with staffing going back years that have not

been addressed. now is the time. >> reporter: in a statement from the hospital rachel kagan says the hospital agrees staffing is very important and is working to fill vacancies. this demonstration comes at a time when a new labor contract is being negotiated. now, the dreaulting -- demonstrating nurses did leave and didn't meet with the mayor. so they were disappointed. contract negotiations go on. live in san francisco, sal castanedo, ktvu channel 2 news. >> thank you, sal. a new effort is underway in san francisco to make it easier for the mentally ill to receive treatment. alex savidge is live to explain how a coalition of city leaders is working to pass laura's law. >> reporter: the law is named for a woman murdered by a mentally ill man here in california. essentially, it makes it easier to force people into treatment. this morning, supervisor mark farbl said he's pushing to fully implement laura's law

here in san francisco. while it's already california law, each county must pass the rules individually. farrell has the support of three other supervisors, the mayor, the police chief all who stood behind him today. under the law the courts can require outpatient men health services for people who won't voluntary seek treatment. there have been several failed attempts to pass this legislation. that's why farrell says he's also planning to put the issue on the ballot this november. >> if we cannot pass laura's law within the walls of city hall, i think the voters should decide the outcome. this is the compassion option for families and individuals to make sure they have a right to treatment. >> reporter: the law is named for laura wilcox. she was shot to death in 2001 by a mentally ill patient at the nevada county behavioral

health department. her mother spoke here today and said the man who killed her was forced into treatment only after he was convicted. >> this just seems totally backward. we wait until somebody commits a horrific crime and then we get them into treatment? that did not make sense to us. we thought there had to be a better approach. >> reporter: but there are strict criteria to require someone to receive treatment under the law. they must have a history of hospitalizations or incarceration and be clinically diagnosed with a men ill unless mock other things. public health officials said only about 100 people in san francisco would end up qualifying. farrell is expected to introduce this legislation at today's meeting and again if it doesn't pass through the board of supervisors, he will put the issue to the voters this november. we're live this afternoon in san francisco, alex savidge, ktvu channel 2 news. >> all right. thank you, alex. the cleanup continues in

san leandro where an out-of- control car caused a lot of damage to two vehicles and a house. the 19-year-old driver told us he fell asleep at the wheel around 3:15 this morning and drifted off the road. his nissan plowed through the front yard of a home, took out a white picket fence and slammed into a subaru in the driveway. that truck hit a neighbor's parked car which crashed into the house. no one inside was injured. the driver was not injured either. he did not want to be identified but told us he learned a valuable lesson from the accident. >> stay awake. i feel really thankful for no one being hurt. >> police tell us there were no signs the driver was under the influence of drugs or alcohol. a stronger push in the nation's capital to protect smartphone owners from thieves and why one san francisco official says it's become such a big problem he needs $600,000. plus -- a new head coach for the golden state warriors,

shooting his wife. this is him handcuffed last night outside his home. law enforcement officials told the los angeles times that he confessed to killing his 40- year-old wife at their home. the couple was married for nine years and have two young sons in protective custody. jace had roles in forest gump and planet of the apes. classmates are struggling to hope with the death of a high school senior struck by a train. an 18-year-old girl had overcome great odds before she was killed. here's more. >> reporter: the roar of the train, now a haunting reminder of britany silva's tragic end. >> she was a wonderful person. she always made everybody smile. she was the light of the room, the light of the party. >> reporter: britany's family said she had been busy prepping for prorm and graduation. now -- prom and graduation. now they are preparing for her funeral. >> her parents must be so proud of her. she was a good friend and an

outgoing person and very responsible zblblths she was walking along the sidewalk when she was struck and killed by the train in the tracks. witnesses say she was walking on her cell phone and didn't appear to see or hear the train. grief counselors were onhand. students wrote well wishes and teachers were shaken. britany worked hard for her grades. >> considering she had overcome what she had overcome with the deck being stacked against her, she did great. >> reporter: britany rose to the top was studying at several colleges and was studying to become a doctor some day. >> we were graduating in three weeks and it puts a downer on all of us. she's a very smart girl and will be missed. >> i'm just gonna miss her a lot and britany, if you hear me, i love you. and i will always be here for

you. >> reporter: in san leandro, tara moriarty, ktvu channel 2 news. >> friends are planning a candlelight vigil tonight at 6:00 at the spot where she was killed. calls are growing louder for kill switches for cell phones. the head was at can capitol hill. in san francisco, 50% of all robberies involve a cell phone and a quarter of them involve guns and knives. minnesota signed a law for fill kichs last week. california is expected to do so next week. >> all legislation is not created the same. so rather than have a patchwork quilt, i think that this is something that american consumers support and it makes sense. >> sense. >> right now, users have the option of turning on the anti-

work to learn. >> kerr and the warriors agreed on a five-year deal worth up to $25 million. he's a five-time champion with the bulls and spurs. but he has no head coaching experience. he was the gm of the phoenix suns and most recently a tv analyst with tnt. the obama administration is pushing congress to ensure enough money is available to file wildfires. the pressure is coming as calfire still battles several fires in san diego county. and as california and other states brace for a hot summer. the u.s. forest service expects to exceed the budget in july. the white house is calling for a did the 954 million disaster funding pool. calfire says is expects to have those destructive fires near san diego later this week. three are still burning. there were nearly a dozen raging last week.

we just checked with calfire. it says one fire in san marcos which started wednesday is now 93% contained. two other fires are burning at camp pendleton. one is 75% contained. the other is at 97% containment. all together, the fires burned almost 50 homes and businesses. unseasonably cool weather remains in the forecast for your tuesday. we may even squeeze out a few scattered showers. giving you a live look over mt. diablo in the walnut creek area where we're dealing with partly to mostly cloudy skies. a few 1/100ths of rain reported in some of our east bay hills, along the peninsula, milpitas picked up ale will -- a little bit. we showed you at the top of the hour, it will continue a southerly trek, but we're on the back side. the counterclockwise motion

sending the move here. we may see an isolated storm. this will continue to pull in a southerly direction. it will continue to take the moisture with it. we'll leave in the possibility for today and it looks like the entire day. let mow show you -- me show you. we have partly cloudy skies rolling you all the way into the evening hours. it will stop at 11:00 tonight. and scattered showers still perhaps popping up over the inner east bay. so again this is slowly moving out. but for today, we'll see a mix of those sun and clouds, temperatures will remain unseasonably cool. we'll be breezy. i don't think as windy as we have been over the last couple of days and the possibility for a thunderstorm, especially over the hills. let's check in on some of the winds. oakland reporting a light onshore breeze. novato, 5 miles an hour as well as santa rosa. napa, 9. sfo, 13 miles per hour and that looks to be one of the stronger winds at this time. so again a little breeze out there for some. but not as breezy as yesterday. 69 right now in walnut creek. 66 in napa.

the nasdaq is down 33. s&p down 13. homeownership in san francisco requires the highest salary in the country. a new ranking by hsh.com shows you need to earn at least $137,000 a year to own a home in san francisco. after san francisco, san diego ranks second with los angeles coming in fourth and sacramento 17th. the place requiring the lowest sal ray is cleveland -- salary is cleveland, ohio. walmart is planning to expand its digital operation staff in sunnyvale. they already have 550 workers at an e-commerce center on west california avenue. it signed a lease for more space nearby along mathilda avenue. wul mart will hire up to a thousand new tech workers and the company likes the location not only because so many talented engineers are available but it's also close to public transit, retail and restaurants.
