is ktvu channel 2 news at noon. >> good afternoon. i am tori campbell. there was a strong show of support this morning for teachers in oakland. many are upset over a new teacher contract that includes a strict morality clause. ktvu's alex s has more on -- alex savage has more on a demonstration put on by parents. >> the band played this morning, dozens of parents and students lined the entrance to the high school in oakland standing up for teachers who were asked to sign a morality clause to keep their jobs. protesters say they have the right to keep their private lives private. >> a non-issue. the point is to edgeicate our -- educate our students. requiring teachers to adhere to catholic church teachings in their private lives. several teachers refused to sign the contract and won't be back next year. >> lot of the teachers who are leaving are the best teachers at this school. they have done so much for us and we will do what we can for them. >> we want it keep the church away from the good solid teaching principals. >> they may be softening its stance. after a meeting with teachers and students, the bishop is reconsidering the language. he is optimistic about his bosses backing away from that controversial language. >> it gave teachers and staff a little bit of hope. no one is sure what it mean ez. it is vague at this point but people are hopeful. >> he reluctantly signed the contract because he can't

afford to lose his job but he knows demonstrations like this could make a difference. >> teachers don't feel like they have a lot of power in this. >> reporter: alex savage, ktvu channel 2 news. we have new information this noon time on a attack on a wheelchair bound oakland high student by a security guard. the district is looking into the actions of second guard. this video shows a guard pushing the 17-year-old francisco martinez down a hallway. you see him smack the teenager and then he hits the student again. the school district says it is looking into the actions of the second guard seen in this tape to see if she did anything wrong. francisco martinez was thrown out of his wheelchair on to the

floor. >> he slapped me show hard threw me out of my chair. i had a scar right here. >> he told us the guard also attacked him in an elevator before the scene then hallway but there is no surveillance video of that. >> francisco martinez says he protested when the security guard tried to clear the hall and he admits spitting in protest before the beating shown on the tape. the school district fired him immediately after the incident. a spokesman says he was hired in november and had passed a background check. today students were signing a petition in sport of him saying he is a good guard and the student involved was also responsible for what happened.

our coverage tones on www.ktvu.com. we posted the surveillance video as well as the letter sent home to parents by the district. new at noon a teen sentenced for his role in a car crash that killed a bicyclist. the case drew national attention because of social media posts bragging about speeding and death rides. ktvu's tara moriarty was in court where embogs ran -- emotions ran high. >> reporter: emotional statements. her daughter spoke in the courtroom. she was clutching a picture of her mother holding back the tears as she read the statement. we are not allowed to show her face inside the courtroom but we got images as she was walking out of the courtroom. let's take a listen to her statement. >> at least she alive.

[ indiscernible ] >> careless behavior, my mom is gone forever. >> reporter: he watched her read the statement from behind a glass door. he truck a plea deal and received 9 years in prison for murder and injuring someone. he was going 83 miles per hour last june in a 40 miles per hour zone when he struck and killed her and injured her husband. he read a statement of his own. charged with manslaughter but they upgraded the charges based on tweets and his driving history. in one post he wrote drive fast, live young and another someone come on a death ride with me. he must serve 85% of his sentence before he is eligible for parole and the families ask he speak at schools to talk about the dangers of reckless driving and he agreed he would do that. tara moriarty, ktvu channel 2 news. >> thank you. at least three people are in custody this afternoon as part of an investigation into the kidnapping of a woman. she was held at gun point for hours this morning inside an east oakland home. >> after surrounding the home officers ordered everyone out. they safery retrieved the victim and detained three -- safely retrieved the victim and detained three people.

the victim was forced outf a car -- out of a car with a gun. another woman called police for help. the victim is doing well. it is now one week since the deadly rampage in isla vista and last night hundreds of people gathered at a san jose high school to honor one of the victims. [ music ] mourners helped comfort george chen's heartbroken parents. george chen graduated just two years ago. he was one of elliot rodger's first victims in the deadly shootings and stabbings near the uc santa barbara campus last friday night. >> i don't want to stand here. if my son can come back i don't need to stand here. i hope i am the last to stand here. >> george chen's parents say this time of grief is also a time to forgive.

they are praying for the family of their son's killer. in the wake of the isla vista tragedy. a congressman is pushing for legislation that would provide more resources for mental health care. he introduced the bill this morning. it would let states place restrictions on people who have been involuntarily hospitalized with serious mental illness and $20 million to help states add information to the background check system. elliot rodger had been in therapy but he purchased his guns legally despite concerns from his parents he was a threat to himself. new at noon a major decision today opens the door for medicare to cover sex change operations. a board in the department of health and human services says transgender people should no longer be automatically denied

targeting undocumented immigrants. they are asking for a thousand dollars to help undocumented immigrants obtain driver's licenses. some have even been posing as dmv workers and lawyers and selling false documents. the dmv will not issue driver's licenses for undocumented undocumented immigrants till january. the founder of facebook is showing support for local schools. marc marc and his da mark zuckerberg and his -- mark zuckerberg and his wife are promising a million dollars to low income schools in the bay area. there are many schools that don't have the resources they need. the first $5 million goes to schools in redwood city and san francisco. the money goes towards training, classroom technology and helping students transition from middle to high school. california's emergency drought is prompting the state

to take action to stop water pumping in the sacramento valley. water officials ordered more than 2600 water agencies, farms, cities and others with so-called junior water rights to stop pumping water from a stream or water. formers and large irrigation directs are expected to be hit the hardest. it also effects the city of sacramento. tomorrow the navy will get an update on possible radiation contamination on treasure island. earlier this year they announced they will test all of the homes for elevated radiation levels. it came after the discovery of radioactive items buried near the homes. we are hearing from a sacramento woman who survived a bear attack in alaska by
