being shown off at the worldwide conference a commute nightmare for muni riders and disappointments for tourists. hundreds of drivers call out sick in protest. good afternoon. i'm tori campbell. this all has to do with a proposed labor agreement that some drivers are not happy about. katie utehs is live in san francisco with reaction from angry riders and also a driver. good afternoon, katie. >> reporter: good afternoon, tori. last we heard from muni, officials are meeting to try to determine what to do with the evening commute because as we've been reporting all morning, it was a mess. let me show you the line behind me. they still don't know how many drivers called out sick today. we have learned the mechanics are still working but that didn't help with the commute. as you can see, there are packed buses and long lines.

>> are you ready? >> reporter: san francisco muni drivers are out of tune with the proposed contract. >> we're gonna have to sing some blues on the way -- when we go. >> reporter: hundreds called out sick in protest. it's technically not a strike but had a impeculiar impact on the morning -- impact on the morning commute. >> i'm really ticked off. >> reporter: commuters faced delays of more than an hour. nearly late for work, she and another muni driver hailed a cab. >> sad i think now. >> reporter: while tourists found disappointment at cable car stops. >> i'm very sad. [laughter] >> reporter: they will return to holland without heard the iconic cable car bell. with so many drivers out, muni could only run around 200 of its normal 600 trains and buses and no cable cars.

those behind the wheel expressed concerns over the contract. >> yeah, i'm not very happy about that. >> reporter: as one rider put it to muni management and operators, uncan't always get what you -- you can't always get what you want. >> you can't have it all. we have to share. sharing is good. >> reporter: this is where all transportation converges right here in downtown san francisco. b.a.r.t. is trying to help ease some of the rain. they are honoring muni fares for all kinds within san francisco and daly city. live in san francisco, katie utehs, ktvu channel 2 news. >> thank you. more details on the proposed labor agreement. it was the subject of a vote last friday pie muni operators -- by muni operators. we don't know what the outcome was. but union officials voiced concerns over the offer. the proposal would give workers an 11.2.5% raise. but workers would pick up a 7.50 pension payment currently

covered by the mta. if the union rejects the contract, the two sides go before an arbitrator. we're following new developments in the fbi's search for a san francisco man accused of building explosives in his apartment. alex savidge is live why an online letter that suggests the man at the center has committed suicide. good afternoon. >> reporter: good afternoon. it certainly reads like a suicide note, this letter supposedly written by ryan chamberlain, a well-known political consultant here in san francisco, wanted by the fbi after a raid here in his apartment over the weekend. it's unclear when this letter was written but it was timed to automatically post to facebook this morning. in that letter, chamberlain talks about his deep depression, failed relationships and career struggles. at one point it reads this is the end of the line for me. chamberlain has been on the run since saturday when the fbi

said they found bomb-making tirles inside his apartment. in the letter, he offers some insight into the online activity that may have drawn the attention of federal agents. the letter describes a downward spiral. it says, i got dark, i got real dark. i explored ways to put an end to what i was going through. i binge watched tv. sometimes i didn't get off the couch for days and scoured the internet. one of his former colleagues is troubled by what he read. >> it's a very sad letter. he was tormented by severe demons. i'm sorry he didn't have a support system to reach out to. >> reporter: he's worked for a number of political campaigns, including gavin newsom's run for san francisco mayor in 2003. in the letter, chamberlain said he was angry for not being

recognized for his efforts to help newsom get elected. i reached out from the fbi for comment but have not heard back. as far as we know,ate gents are still -- agents are still searching for him. there was a tweet supposedly sent from chamberlain, it was an update to his facebook letter. it said in reference to the explosives supposedly found in his apartment, nothing they are reporting is true. we're live this afternoon in san francisco, alex savidge, ktvu channel 2 news. >> thank you, alex. there's a stepped up police presence today at an oakland elementary school after a little girl was attacked with a hammer, apparently over a family feud. the 9-year-old was attacked friday at la fayette school in west oakland. police say the mother of another student lured the third grader into a bathroom and beat her with a hammer. the girl is expected to recover.

haseemah diam was arrested. the school district tells us counselors and extra police are on campus as a precaution. >> we don't have any report or suggestion of possible retribution but we want to take every measure possible to give people a level of comfort in the wake of such a traumatic incident. >> school officials say haseemah diam is a frequent volunteer and is charged with assault with a deadly weapon. happening now -- apple is urn vailing new features -- unveiling features at the worldwide developers conference in san francisco. people began to line up at the moscone center yesterday. tim cook delivered the keynote address showing off the new operating system for iphone and ipad. it's called ios 8 and for mac, iosx 10 yosemite. the new system will be made available for free this fall. cook said yosemite makes it easier to share information with all of your apple devices.

the new system enables users to make or answer phone calls on their computers. apple unveiled a new app focused on health and fitness. david stevenson will have more on the news at 5:00. california's primary election day is tomorrow. if the early numbers are any indication, there will be a historically low turnout. the registrar's office says despite the lower interest, there are a number of critical issues and important seats to film. the governor's seat is up for grabs and voters in san jose will choose the mayor. ktvu spoke to some people with about their thoughts on the expected low turnout. >> i think it's a disgrace and it does give small, well- organized or strongly motivated groups a great deal of leverage. >> i think a lot of people don't have incentives because it's not something that people deeply care about.

proposed two-year balanced budget. it closes budget deficits of $66.7 million in nis cal year 2014/2015. and the mayor eoffice says the budget -- mayor's office says the budget improves, the economy, strengthens social services. the obama administration is issuing new rules to cut carbon emissions by nearly a third. the rules seek to reduce carbon emissions by 30% by the year 2030. states have up to three years to submit their plans on how they will comply. this is a key element of president obama's promise to fight climate change. >> the head of the epa says there's no reason for fossil fuel industries to suffer under the new rules. she says technology exists to make those businesses more energy efficient. >> more efficiency means we

one person is dead after the driver of a truck fell asleep at the qheel in vallejo early this -- wheel in vallejo early this morning. the box truck slammed into a couple of trees on the westbound side of 80 at redwood parkway. the chp says the driver was delivering mattresses to a department store. he said he fell asleep an drift

off the road. a passenger was thrown from the cab and killed. the chp says that man was not wearing a seat belt. the cleanup took all morning since the truck was leaking diesel fuel and a hazmat team had to beat 7:30 in westwood, not far from the ucla campus. there were no reports of any serious damage or injuries. meanwhile, a school in the south bay is demonstrating its earthquake early wearning system. janine de la vega is live at mel pete tis christian school with -- milpitas christian with a safety drill. >> reporter: good afternoon, tori. this school is one of two that has this latest technology that warns people on campus that an earthquake is coming seconds before it is actually felt. now, this sort of infrastructure is spreading slowly to other schools in the state as well as public transit

agencies throughout california. children from milpitas school participated in an earthquake drill using the quake guard technology. as soon as they heard the alarm, they ducked and covered and quickly evacuated the classroom. this technology was engineered by seismic warning systems. the company officials say it detects, analyzes and issues a warning in less than one second before the quake comes which gives people time to protect themselves. the system has been installed here at the school for the past ten years. but today, a representative from the state office of emergency services came to observe the system which may be installed in other schools in the central valley. >> our system actually alerted them but it can shut off a gas main, start up backup generations. whatever they might want to do, we brought this tool to work with. >> anybody in here? hello? >> anybody in here? >> reporter: seismic warning
