in san francisco. that's where ktvu's tara moriarty is. in two minutes we'll have more information, important information for commuters. good morning. welcome to "mornings on 2." i i'm tori campbell. >> i'm brian flores. let's get your day started with weather and traffic. steve. a lot of low clouds. no doubt about it. temperatures will stay on the cool side, especially away from the coast. only 70s for many. local drizzle. i know we have some on the san mateo coast and a lot of low clouds and fog in place that won't get chewed you. temperatures coast, bay staying in the 50s and 60s, including downtown oakland. 66 for a high. that's only one warmer than yesterday. all of these temperatures will be below average. really on the cool side. 50s here. you combine that with a west wind gusting to 30 out of travis which it has been doing all night long. that will keep temperatures inland nms you are in lake county. you will get 80s. otherwise, 50, 60s, 70s. fog, sun, breezy, windy. below normal temperatures. don't see much of a change

until later in the week. today, temperatures on the cool side for many. here's sal. we have a sleart on highway 4. i have a map westbound highway 4 as you come up on bailey road. a motorcycle crash and traffic is backing up into pittsburg and antioch. watch out for slow traffic in this area. i want to switch to the eastshore freeway here between the carquinez bridge and the macarthur maze. you can see traffic is backing up for a 26-minute drive time. your average speed is 45 miles an hour. bay bridge toll plaza, 25- minute drive time as you drive through there. there are no major problems. you will see a lot of slow traffic in the area. livermore valley, 580 westbound, we have another one of those commutes, that's becoming kind of the norm with the drive time up near an hour between grant line road and the 580/680 interchange. it's 7:02. back to the desk. we begin with developing news this morning. day two of the muni sick-out. another day of delays for

thousands of commuters. we've learned that only about half of muni's 600 buses and trains will be out on the streets today. ktvu's tara moriarty joins us live from san francisco's west portal neighborhood. tara, good morning. >> reporter: well, good morning. yeah, buses and street cars are gonna be stopping at every stop today. they won't skip any. all of the buses are very full. behind me you can see the west portal station. they have a sign that tells you when the next train will be coming in. a lot of people have been sprinting this morning. they know if they don't catch the train, it will be a while before the next one comes. joining me live is a muni spokesperson, paul rose, to tell us more about what's going on this morning. i know there's no cable car service this morning. >> that's correct. there's no cable car service this morning. we certainly apologize for the inconvenience to the riders. it's something that we are working hard to address. >> reporter: about half capacity right now? >> about half capacity. normally about 600 runs that go out in the mornings.

we have 300. we have about 100 more vehicles on the street than yesterday. but that's still only half capacity. >> reporter: you've been tweeting. i notice every couple of minutes you are putting out advice about no walking or biking. >> we want to make sure the customers are getting information. this is important to our riders. it's important to the city of san francisco. we want to make sure that people are getting this information. >> reporter: as far as the contract goes, are you commenting on that at all or what's going on? have you heard anything about tomorrow? >> we're doing everything we can to get the operators back to work. we hope that they get back soon so we can provide the service to our customers. >> reporter: thank you for joining us live, paul rose. basically, the mta, you know, has this new contract on the table and muni is -- the workers are saying they are unhappy with that because even though it gives them a pay raise, it any gates the pension they get -- anythingate -- negates the pension. we know that muni workers are among the highest paid in the

christien kafton is live in oakland where governor brown is set to cast his vote in the next 15 minutes. good morning, christian. >> reporter: good morning. we're here at oakland fire station 6. as you said, the polls just opened here. this is our first voter of the morning. she just arrived here in the last couple of minutes. jerry brown set to cast his ballot later on this morning. election workers ready for the primary. now, we have new video of the election workers getting this site ready but there are concerns that without a major issue on the lott, voter -- on the ballot voter turnout might be low. for the first time, voters will be using a primary election system that ignores party affiliation and sends the top two voters to the ballot regardless of their party. the sacramento bee says whoever

faces brown will have a formidable challenge, he's leading in every poll. has a 99% chance of being re- elected this fall. today's election will determine who he will be facing. tim donnelly says he's cautiously optimistic that he will come ahead of neil kashkari. the two republican front- runners are in a dead heat. voters in the south bay will be setting the stage for the san jose mayor's race. the top two vote getters will face off in noefern. sam liccardo and dave core tease are leading in the poll. madison nguyen is in the running and could be the first vietnamese mayor if elected. >> this is the american dream i'm living in. >> the current direction of city hall where we've lost lost 450 police officers and crime has been up. >> reporter: the polls open here in oakland. this voter getting ready to drop off her ballot. we're expecting governor brown within the next 15 minutes or

so. we're hoping to talk to him about the voter turnout and who his possible opponent could be in november. we'll monitor the results. for now we're live in oakland, christien kafton, ktvu channel 2 news. >> thank you. one of the most closely watched races in the bay area is the primary race for the 17th congressional district. an attorney who served on president obama's administration is challenging mike honda for his seat in silicon valley. he has the support of many tech executives including sheryl sandburg and marissa mayer. honda has strong support from labor groups. we're talking the race for california's secretary of state. seven candidates are in the race, including pete peterson and alex padilla of van nuys. leland yee's name is still on the ballot, but the suspended state senator dropped out of the race after being indicted on bribery and illegal weapons charges. polling places opened a few minutes ago at 7:00 and will

stay open until 8:00 tonight. anyone in line by 8:00 p.m. will be able to cast a vote. if you received a ballot in the mail, it's too late to mail it in but you can drop them off. we have a complete section at ktvu.com. federal monitors will be stationed in two bay area counties for today's election. the justice department says monitors will be at polling stations in alameda and napa counties to check for compliance with the voting rights act which prohibits discrimination based on race or language. monitors have observed elections in alameda county since 2011 to make sure those voters who have trouble speaking english can still cast a ballot. the coast guard is searching for a missing voter whose boat sank near the golden gate bridge. the boat was discovered on the north side of the bridge near sausalito. they have been searching kirby cove since yesterday.

the man left from alameda yesterday morning and was headed for hawaii. his trip was cut short when his boat sank for unknown reasons near the golden gate bridge around 4:00 yesterday morning. divers were able to confirm the name of the boat but the search continues for the man on board. >> we have no plans of discontinuing or putting the search on hold. >> the coast guard has not we leased the name of -- released the name of the boater. senator barbara boxer announced she will introduce new gun control legislation. it's in response to last month's dead lay massacre in isla vista. this bill would allow a family to go to court to obtain a temporary restraining order to prevent someone from buying a gun if there's concern about that person's mental health. the pause for safety act would allow police to temporarily confiscate any firearms the

it is 7:13. the american civil liberties union has filed a lawsuit against the alameda county sheriff's office. the suit targets a sheriff's department policy requiring that every woman under 60 in its custody take a pregnancy test. susan harman is one of three women claiming an invasion of privacy in the aclu suit. she was forced to take a pregnancy test after being arrested of the oscar grant protest four years ago. >> we all had to pee in a cup. >> did you know why you were doing that? >> they said it was a pregnancy test. i said i'm 69 years old. i'm pretty sure i'm not pregnant. >> a department spokesman tells ktvu the sheriff's office has not yet been served the lawsuit and declined to comment.

24 million kids saw ads for e cigarettes during the last two years. and that could lead to the kids trying the electronic devices according to a study published in the medical journal. the art kearl says many ads were seen on cable tv but others were shown during popular network shows, including big brother, the survivor and the bachelor. ads from traditional cigarettes have been banned from tv since 1971. a new report finds that 16% of teachers in some of the largest school districts missed nearly a month of school each year. the national council on teacher quality says this could hurt progress and cause the districts money. there are nine districts in the country with more than 50% of teachers frequently absent. in san francisco, 41% of teachers are frequently absent. san jose, that number is 45%. a move is underway to make san francisco the first city in california to require the private schools undergo earthquake safety tests.

city supervisors are expected to vote on the long debated proposal sometime this summer. this would require san francisco's private schools join public schools in undergoing regular tests to make sure the buildings could withstand a big quake. some private schools have expressed concern about the cost of the tests and the retrofitting that could follow. the csu system is set to hire 700 new faculty members across all of its universities next year. this comes after the passage of prop 30 and a $125 million hike in state funding. each cal state university school will decide how best too use the money. the chancellor in san jose state says he's making hiring full time a priority. during the recession, most were forced to furlough classes and cut classes. drivers in eastern contra costa county will face a new obstacle to overcome during the overnight nice. westbound highway 4 will be lowed from laurel to hillcrest

in antioch. it will be shut down for construction between 10:00 at night until 4:00 in the morning. tonight and tomorrow night. the closure is part of a project to create a new connector ramp between highway 4 and highway 160. there will be another freeway closure in brentwood at san creek road tomorrow night through thus morning. 7:16. speaking of highway 4, there was an accident that happened just a few minutes ago. sal, what's going on? >> a motorcycle crash. the chp has issued a sig-alert for highway 4 westbound at bailey road. there's also slow traffic there as well. so it's not just the one crash. it is going to be still clearing and there was a crash at loveridge road. we have a messed up commute here. now the sig-alert, they have updated it at -- they are making some progress but the traffic, the damage is already done, i should say. now as we move over to 680 southbound, it's backed up from 242 as you head to walnut creek

and then we look at 580, we have quite a drive time this morning of almost an hour coming in from the grant line road exit to the 580/680 interchange. that's some significant slow traffic there. let's take a look at the san mateo bridge. we have a lot of slow traffic here heading out to the high rise. bay bridge toll plaza, about a 25 to 30-minute drive time between oakland and the san francisco side of the bridge. now let's go to steve. all right, sal. thank you a lot of low clouds. a big fog bank in place. a strong westerly breeze for some. it's a very chilly morning. yesterday, the wind was howling. i had a facebook message from rick. took their back yard table and sent it flying. i believe that. the normal high low for june 3rd. today will be about 60/51. they will be running near average for the low.

this morning. several crashes are now gone or on the shoulder but the slow traffic is there. it's slower than it normally is. southbound 680 from pleasant hill and concord to walnut creek is slowing. 580 you have your typical slow traffic as you drive through, about an hour drive between grant line road and 680/580, carquinez bridge bridge to the macarthur maze. 27 minutes. 280 in san jose is a little slow now getting into cupertino. 7:31. back to the desk. well, sal mentioned there's more trouble for commuters in san francisco. for a second day in a row, many muni riders are having trouble getting to work because of a sick-out. katie utehs has been monsterring the information -- monitoring the information from the newsroom. >> many are taking to twitter to get updates to muni delays.

yesterday's tone was more humorous. today people are dreading the commute. this tweet shows people trying to get a jump on the commute. it's the 630 b.a.r.t. ride from glen park according to the riders. if yesterday was any indication of today, the early riders caught buses even if routes were delayed up to an hour. but later in the morning buses were full. that's similar to what we're seeing today. half of the fleet is on the road. that's up by 100 buses from yesterday. rail lines are operating regular routes with two train cars. the historic cable cars are shut down for a second day. ride shares and cab fares will be busy. i'm seeing quite a few tweets where people are choosing ride shares sore even driving their own -- or even driving their own cars. muni has been updating delays on twitter. we'll be sure to bring you those updates as this morning's

commute ramps up. we would like to hear from you directly about what you are facing during the sick-out. katie utehs, ktvu channel 2 news. >> all right, katie. 7:32. in one hour, the fbi is set to release new information about the three-day nationwide meap hunt for a san francisco man -- manhunt for a san francisco man. alex savidge is near the golden gate bridge where the arrest was made and it was caught on camera. >> reporter: good morning to you, tori. it may have been a nationwide manhunt. but ryan chamberlain was caught close to him. a couple of san francisco police officers on patrol near crissy field late yesterday spotted his white nissan parked in one of these spots near the beach hut cafe. after those officers confirmed the plates and confirmed this was the right car, they moved in with guns drawn and arrested the man sitting inside. this is cell phone video taken by an uber driver who happened to be nearby when this was all going on ryan chamberlain was

handcuffed and taken into custody. that ended the three--day manhunt for the political consultant accused of building explosives in his apartment. the fib described ryan chamberlain -- the fbi described ryan chamberlain as armed and dangerous. the man who took the video said he frankly looked scared. that witness was described that ryan chamberlain was captured in the city. >> i figured if this was a manhunt, he would get out of the city. >> reporter: after chamberlain was taken into custody late yesterday, the bomb squad moved in. they used a robot to check his car for explosives. the fbi hasn't said what was found inside. late last night, that car was towed away from crissy field. chamberlain had been on the run since early on saturday morning when the fbi raided his russian hill apartment. now, chamberlain wasn't at home at the time. but agents said they found

bombmaking materials inside the unit. he's being held on suspicion of holding explosives. at 8:30 this morning, the fbi will be holding a news conference and offering more details on this case and hopefully some more details on how exactly they tracked down chamberlain. we're live this morning in san francisco, alex savidge, ktvu channel 2 news. >> all right. thank you, alex. 7:35. yesterday, several mess acages -- messages were popping up from chamberlain. he appeared to defend himself. one message read, no stashes, not armed and dangerous. i explored some ugly websites a year ago. i was depressed. no one was ever in danger. that was apparently in reference to the fbi raid on his apartment in san francisco. authorities say they found explosive materials inside and that's what led to the search for him. a letter in chamberlain's name also talked about his depression. it read in part, i got real

dark. i explored a miree yid of -- myriad ways i would put an end to what i was going through. a man is in the hospital after being shot during a fight in the mission district. it happened on 19th and mission street around 2:00 this morning. police say when they arrived, they found a man shot in the leg. police say it started with a fight involving around 15 people. the shooting victim is expected to survive. police are still looking for the gunman. right now they only have a scrag description. anyone with information is asked to call police. happening today, the san jose city council will consider an ordinance that would place new regulations on medical marijuana collectives. the law would not allow collectives to open within 1,000 feet of schools, daycares, rec centers, parks

and libraries. collectives would also have to be at least 150 feet away from homes. the regulations would limit the hours collectives can operate in in an effort to -- in an effort to get more politicians supportive of medical marijuana, at least a dozen collectives plan to offer free pot. they say this is intended to boost voter ternout. voters are being asked to attend the meeting. voters must show medical marijuana cards or ballot stubs or tickets that say i voted to get the free morning. the walnut creek city council is set to vote on a multi-million dollar development. it involves land at yig nare yovalley and oak -- ignacio valley and oak road.

the project is estimated to bring in $83 million a year in sales while developers say it would revilallize retail, developers say trees would have to be cut down. >> we've heard from a number of business oepters as well as property owners that these are the kind of things that they want for the business park. they want the amenities. the health clubs. the shopping, the restaurants. >> if approved, construction on the 195,000-square foot shopping center would likely start this year. the richmond city council is taking up new ideas on increasing the minimum rage to $13 an hour by 2018. that proposal includes an exemption for manufacturers. earlier this year, the council gave preliminary approval to

raise the minimum wage to $12.30. but it has not been brought up for a final vote. seattle could soon have the highest minimum wage in the country. last night, the seattle city council unanimously approved raising the city amin mumm wage to -- city's minimum wage to $15. that's scheduled to go into effect in april. but local businesses are threatening to sue to stop the wage hike. san francisco has the highest wage at 10.74 an hour. the competition is getting fierce among bay area police departments looking to hire new officers. many local police departments are flooding the tv airwaves are commercials also reaching out through social media. police in fremont have set up a facebook page to connect with potential recruits. >> what's different from other departments, they pay you a trainee pay or candidate pay,

7:43. president obama is speaking out about the release of sergeant bowe bergdahl after spending five years in captivity in afghanistan. the president made some comments this morning in warsaw, poland. the president said that the united states has hules a pretty sacred rule and that is we do not believe men or women in uniform behind. that comment came because the chairman of the joint chiefs of staff said the military could still pursue an investigation into whether bergdahl deserted his post before being captured by the taliban. the u.s. agreed to free five

children as were detained in 2011. the white house says 90% of the children who were stopped at the border are from central and south america and fleeing poverty and drug violence in their home country. coming up on 7:45 now. an executive for santa clara's intel is one of six climbers believed to been killed in a fall on mount rainier in washington state. intel says the 40-year-old was based in singapore and worked as the company's managing director in southeast asia. he joined intel back in 1996 and led efforts to build the company's first net books. intel has released a state saying he was "widely respected and loved at this company. we're mourning his loss." matt from truckee was the lead guy. he was experienced. rangers believe the six climbers fell more than 3,000

get as much attention as it should, 580. this commute is taking an hour or almost an hour. now it's -- now it's 50 minutes. not quite. that's terrible. 680 nearby is also slow. let's go to steve. our weather headlines have a lot of fog. there's some breaks. i just tweeted out the visible satellite. there's plenty to go around. big fog bank local drizzle. daly city. one forecast model has just gone bonkers on a warm up. i don't buy it. the other is not as warm. yes, it will warm up. but we'll get above average inland. i don't think the coast will chainge much. normal had i 56, 62 for june 3rd. the record is 89, 1934. 47, 1938. it was a cold morning.

welcome back to "mornings on 2." 7:58. you are taking a live look in san francisco. it's another rough commute on muni this morning. the agency says it received a flood of sick calls last night. right now, only about half of the muni vehicles will be out on the streets. yesterday, it was only about a third. but ktvu's tara moriarty just got new information about something happening at city hall today that could end this muni sick-out. we'll tell you about that in two minutes. good morning, i'm brian flores in for dave clark. >> good morning. i'm tori campbell. a quick look at weather and traffic. still pretty cool, steve. definitely. no doubt about it. low clouds, fog. drizzle. inland, even if you have the sunshine, temperatures been below average. san jose was 73. readhill view, 77. starting off at 54. a lot of 50s still in here. temperatures -- i don't think since 4:00 have moved. 22 gusting to 26 at travis.

decent sea breeze. still, the low cloud deck has marched pretty far inland. with that in mind, it will be another cool day. breezy, windy, probably not as windy yesterday when it was 34 miles an hour. inland are running 5 to 7 degrees. here's sal. we're still looking at traffic that's gonna be busy. i will tell you what's happening here. first of all, let's go to the eastshore freeway. the drive time remains steady at about half an hour between the carquinez bridge and the macarthur maze. a little less than that. the average speed is about 40 miles an hour. as we move to highway 4, now, remember, we had all of these crashes, the traffic has moved now. it was here in antioch. antioch is now empty. it's in bay cord, concord getting over the hill. you will see a lot of people

behind schedule. let's take a lack at the been toll plaza. take a look at the bay bridge toll plaza. that's 25 minutes. livermore to dublin, that commute continues to be, as facebook people have said, heinous commute. here are other drive times, 88, 238, san lorenzo to thornton fremont, 25 minutes. back to the desk. we begin our 8:00 hour with developing news. day two of the muni sick-out. another day of delays for thousands of commuters. moments ago, we learned the sick-outs that prompted an emergency resolution at san francisco city hall. tara moriarty has been following the story all morning long and joins us live from the west portal neighborhood with an update. >> reporter: supervisor scott wiener just tweeted out that he's gonna introduce the emergency resolution at the board of supervisors meeting to try to put an end to this illegal sick-out as he called

it. behind me, we're at the west portal station. we've seen street cars pull up. this next one doesn't appear to be packed but it is quite full. they will be stopping at every stop because everything is so full. we have to admit they are not as packed as they were yesterday at this hour. so a little bit better of a situation this morning. muni received hundreds of sick calls last night. to avoid the crunch muni says find a better mode of transportation. it tweeted out a bike map and a list of taxi stands. operators are angry about an ongoing contract dispute. frustrated drivers complained about waiting more than an hour yesterday to catch a ride. >> on one hand, they get me to work on time most of the time. i'm not sure the entire sick- out is about the wages. on the other hand, san francisco, we really rely on muni just like the whole bay area relied on b.a.r.t.

for the latest on this developing story. a three-may manhunt in san francisco has come to an end. in about 30 minutes from now, we are expected to get an update on the investigation from the fbi. ryan chamberlain was arrested last night after police spotted his car parked outside the beach hut cafe in crissy field. this is video of the arrest. it was shot by an uber driver who happened to be in the area. agents have been searching for chamberlain for three days after they allegedly found explosives in his apt over the weekend. we'll bring you the live fbi conference at 8:30. we're also following developing news. in the past hour, we learned that the coast guard has low dated a body -- located a body in the san francisco bay. it's unclear if it's the missing sailor whose boat sank near the golden gate bridge. crews have been searching the

water off kirby cove since yesterday. the coast guard says the man left from alameda yesterday morning and was low headed for hawaii. but his trip was cut short when his boat, the alma, sank around 4:00 yesterday morning. the coast guard has not we leased the name of the boater but people we spoke to say they believe he has family in the bay area and that his poet was only at the -- boat was only at the dock for a month. polls are open to cast ballots in several key primaries, including the governor's race. christien kafton is live in oakland at a poling station where the -- polling station where the governor cast his ballot in the last few minutes. >> reporter: voters are casting their ballots here. the governor here, about 20 minutes ago, he cast his ballot as well. the governor cast his ballot and talked with the media afterwards. voters out here today and

governor brown as well will be doing some new when they vote today. for the first time they will be using a primary election system that ignores party affiliations and sends the top two vote getters to the november ballot regardless of their party. the governor says he's not a big fan of the new system. the sacramento bee says whoever faces brown in the fall will have a formidable challenge. he's leading in every major poll across the state. the sacramento bee estimates he has a 99% chance of being elected. today's election is determine who he will be facing. tim done anily says he's -- donnelly says he's optimistic he will come ahead of neil kashkari. the governor acknowledged his lead in the polls but says he's not taking anything for granted. >> it's been a long journey. i've learned a lot and i hope if the people give me another

four years that i can deserve their confidence and trust and lead california in so many different ways. >> reporter: in the south bay, voters will set the stage for the san jose mayor's race. the top two voters will be facing off in november. sam liccardo and dave cortese are leading in the polls. madison nguyen is in the running and could be san jose's first vietnamese mayor if elected. political watchers are expecting this will be without major issues on the ballot, voter turnout could be low. we'll continue to monitor as bring you the latest results as they come into our newsroom, christien kafton, ktvu channel 2 news. >> thank you. one of the most closely watched races in the bay area is the primary race for the 17th congressional district. an attorney who served on president obama's administration is challenging mike honda for his seat in silicon valley. kanna has the support of many

executives including cheryl san burg and marissa mayer. meantime, honda has strong support from lane hoar groups. we're -- labor groups. we're tracking the race for secretary of state. seven candidates are in the race including pete peterson and alex a law -- padilla of van nuys. lee leeland's name is still on the ballot but he dropped out after being indicted. polling places opened about an hour ago at 7:00 a.m. and will stay open until 8:00 p.m. if you received a ballot in the mail, it's too late to mail them in but you can drop them off at polling stations. we have more information at ktvu.com. the justice department says monitors will be at polling stations in alameda and napa counties to check for compliance with the voting

rights act which prohibits discrimination based on race or language. federal monitors have observed elections in alameda county since 2011 to make sure registered voters who have trouble speaking english can still cast a ballot. there's new information about the situation where a teenaged stowaway flew from san jose to hawaii. the faa has released audio of conversation between the pilot and the air traffic controllers. >> a guy is claiming to have stowed away in the landing gear from san jose to maui. >> you can hear the pilot tell the control tower that the incident will likely cause some delay. the teenager managed to survive the flight at 35,000 feet despite low oxygen and freezing temperatures. he spent two weeks in the hospital in hawaii before being flown back to california where

costa commute, southbound 680 at north main. a report of a traffic hazard there. watch for a couple of cars on the shoulder in this area. 8:31. back to the desk. >> all right, sal. thank you. happening right now -- a news conference about to get underway on the fbi's arrest of ryan chamberlain ii. looks like it's getting ready to reginn. you see chief suhr there. let's listen in. >> we're good? all right. good morning. thank you all for coming. appreciate you being here. i'm joined by chief greg suhr. deputy chief hector as well as agents on the fbi leadership team to announce the arrest of ryan chamberlain ii. mr. chamberlain, 42 years old of age, was arrested by san francisco police officers yesterday at approximately 6:30 p.m. pacific time near crissy field without incident following a nationwide search since last

saturday. mr. chamberlain was wanted by the fbi for allegedly possessing explosive materials in his residence. although he's in custody, this remains an ongoing investigation and we appreciate the public's understanding and patience as the justice system now takes its course. to be perfectly clear, we believe that any threat to public safety has been mitigated in this case. once again, the fbi san francisco field office turned to the public as we have on so many occasions for assistance and the public came through. we received hundreds of tips from individuals in the bay area and throughout the country. it goes without saying that the public played a critical role in this arrest and for that i thank them. as often is the case, this investigation was the result of the collaboration and assistance of many different agencies. some of whom are assigned to

our joint terrific task force here in san francisco. i would personally like to thank the atf, california highway patrol, san francisco fire department, u.s. park police and the many additional law enforcement agencies throughout the country who provided resources and support. finally, the arrest could not have been possible without the vigilant and brave officers of the san francisco police department who made the initial identification of the vehicle and approach of mr. chamberlain. i will now turn the podium over to chief suhr for his comments. >> thanks, dave. i have to tell you there's many times when i'm very proud to be the chief of the san francisco police department and get to work in collaboration with the fbi and the citizens -- [ sirens ] >> we're still busy. [laughter] >> so again, there's many times

when i get to field the pride of being a san francisco police officer and none more than today. working with the fbi and i have told you, i had just gotten off the phone with special agent in charge, johnson, maybe about 45 minutes before this arrest took place. we had been in constant contact. this suspect, mr. chamberlain, was a very dangerous and desperate person, i think you could tell from facebook and social media attributed to him yesterday, that was only escalating and yet officers both from this office and the san francisco police department were responding pretty much anywhere they could or anything that was attributed to his whereabouts. at about 6:30 last night, a citizen and again god bless the citizens sending in all of the tips reported that they saw somebody that they believed might be mr. chamberlain at

marina greens. officer rupert her raul da and irwin were there -- herald and irwin were there immediately. they thought it was him. the suspect tried to flee the scene. they bave chase without any -- gave chase without any regard to their own safety. a struggle ensued. i think people have seen the video of that. unbelievable police work and collaboration with our federal partners to get somebody that was absolutely growing more desperate by the moment in crisis. which brings me to a plea, if anybody knows anything reportedly in a dark place or something where they may cause danger to themselves or

something else, please report t there are more resources in san francisco maybe than anywhere to help somebody in crisis before they can harm themselves or others. there's a phrase called the predict able surprise, what do you think? they knew it was coming to some varying degree. if you know it's coming tell us now. tell us ahead of time before anybody ing can hurt, including the person in the dark place. god bless the men and women of the police department and the fbi. hopefully about mr.-- mr. chamberlain will be attended to. he will be looked after in the federal justice system for what's been reported. thank you to all of the officers and our bomb techs for putting themselves in harm's way in favor of the public.

9:30 this morning. we'll have more on this story coming up on the news at noon. we're following developing news in san francisco where muni riders are facing a tough compute for a second day in a row. only 50% of the muni fleet is operational today after many drivers called in sick to protest contract talks. that's better than the 33% capacity but still creating problems. katie utehs is live in the newsroom with more. >> we saw this with the b.a.r.t. strike. people who could work from home did. i'm seeing tweets that the buses, some of them are less full today. could be bus there's 100 more buses or the word is out of the sick-out scott wiener said he's trying to end it all. he tweeted he plans to introduce an emergency resolution urging divers to end the sick-out and immediately

return to work. otherses say their commute is tolerable. one woman took a picture of the j inbound at church and market. she said there was tons of room and even a few seats. she's made her second muni bus and said the l line is running express buses. people tell me there are more cars on san francisco streets as commuters are trying to avoid traffic. some paid big bucks for uber. under muni's agreement with the city, it's el legal for workers to -- illegal for workers to strike. workers calling out sick require a doctor's note or could face punishment or termination. we'll have more on this at noon. katie utehs, ktvu channel 2 news. >> thank you. 8:41. times could get a lot harder for some families trying to get by. the problem that could force an

we're learning more information about an arrest after explosives were found in a san francisco apartment. the fbi and san francisco police just wrapped up a news conference. a tip helped them arrest ryan chamberlain near yiscy field. the fbi received hundred of tips in the case from people all over the bay area. chamberlain is set to be in court for the first time at 9:30 thisser -- this morning. it's election day. ktvu channel reporter christien kafton is live at the polling station where governor brown cast his vote within the past hour. >> reporter: good morning. you can see voters are here. one lady here getting ready to vote herself. governor jerry brown cast his ballot here about an hour ago. governor cast his ballot and talked briefly with reporters

afterwards. governor brown joined voters across the state. voters are using a system that ignores -- the governor said he's not a big fan of the new system. he called it confusing. the san francisco bee says whoever faces brown in the fall will have a formidable challenge. today's election determines who he will facing, tim donnelly says he's cautiously optimistic he will come out ahead. and there's neel kashkari. the governor said he's not taking anything for granted. >> yeah, everything looks good but no one knows what tomorrow will bring. there's always issues.

anecdotal evidence that more people are driving their cars. drive time here is about ten minutes to downtown oakland. southbound 680 slow in concord to walnut creek because some of earlier issues. 58 is slow through livermore and dublin. let's go to steve. a lot of fog and low clouds. it's a cool pattern. inland temperatures will start to warm up tomorrow. the low clouds and fog definitely making a strong push. a lot of 50s on the temperatures. usually by now we have 60s inland. can't find that. a breeze out of the west or southwest. it's a cooler pattern. so if you like this kind of a pattern, there's plenty to like. temperatures will be way below average. sacramento, 53. fog, sun. there will be sun but there is a breeze behind that. it's out of the west.

had some local drizzle. that was confined to part of the coast. 50s, 60s and 70s. it does look like the fog will start to burn off sooner starting tomorrow. but inland temperatures they will recover. get back in the middle 90s. ten minutes before 9:00. a big push to hire more police officers here in the bay area. the fierce competition now being felt among local departments and how they are reaching out to local recruits.

it's believed climbers were killed in a fall on mount rayier in washington state -- rainier in washington state. intel says the managing director was part of this group. marty joined intel in 1996 and led efforts to build the company's first netbooks. intel has released a statement saying marty was "widely respected and loved at this company. rangers believe the six climbers fell more than 3,000 feet on one of the most

advanced routes on the mountain. their bodymay never be recovered due to the tough terrain. the walnut creek city council is set to vote on a controversy multi-million dollar development project. it involves 25 acres of land at the corner of ygnacio valley and oakgrove roads. it includes a 55,000-square foot safeway, restaurant, retail stores, a fitness center and senior housing. the project is estimated bring in $80,000 a year in sales. while developers say it would revitalize retail, opponents say some 200 trees would have to be cut down. >> the city council will vote at 7:00 tonight. if approved, construction on the shopping center would likely start this year. 8:55. the competition getting pretty fierce among bay area police departments looking to hire new officers. many are flooding tv airwaves with commercials and reaching out through social media. police in fremont have set up a
