now at noon, new details about the dramatic capture of a san francisco man wanted by the fbi. we're just now learning what the fbi found inside his apartment. it's primary day and voters, including governor jerry brown, are going to the polls. why experts say turnout could be an all-time low. hundreds of muni vehicles off the streets, once again today. how city leaders are responding to day 2 of the sick-out. good afternoon. i'm tori campbell.

we begin with new information about the dramatic capture of a san francisco political consultant. ryan chamerlain is now in custody and this morning appeared in court for the first time facing a charge of possessing explosives. ktvu's alex savidge was in court and tells us what's inside the criminal complaint. good afternoon, alex. >> reporter: well, good afternoon. the fbi says chamberlain had all of the components for an improvised exesploiv device. what -- explosive device. what they haven't said is what he planned to do with it. we want to give you the details in the document by the court. the documents describe this device as a glass jar with potentially explosive green substance, a substance inside that jar also an igniter, ball bearings and screws and a circuit board that the fbi says would have been to detonate this bomb remotely. chamberlain, a 42-year-old political consultant went before a judge a few hours ago facing one charge of possessing

explosives. he did not enter a plea at this morning's hearing. he was the focus of a nationwide manhunt for the past three days but in the end, he was found a couple of miles away from his apartment. the fbi said it was a tip that led to his arrest near crissy field. someone called 911 after spotting his car parked near the beach and a couple of san francisco police officers moved in and arrested him. chief greg suhr said he's proud of those officers for not allowing chamberlain a chance to get away. >> he noised the officers or appeared to and fled the scene or tried to. they gave chase without any regard to their own safety, knowing that he was as dangerous as had been reported by you all in the media. a struggle ensued and they were able to take him into custody. >> reporter: chamberlain had been on the run since early

saturday morning. that's when the fbi raided his russian hill apartment. that search stemmed from a tip they received. chamberlain was not at home at the time. agents went inside and searched the place and that's when they found the bombmaking materials inside the unit. during this manhunt, chamberlain is thought to have posted an online letter describing his deep depression. agents are not sure what he planned to do with the explosives but they say they didn't want to find out. >> there were particular items found when we executed the search warrant that caused us great concern, concern for the public safety and any event he decided to utilize those in such a fashion, it was going to be a significant problem. >> reporter: a group of people thought to be some of chamberlain's friends were in the courtroom this morning for that initial appearance. none of them wanted to talk to us about the accusations against him. if chamberlain is convicted,er faces up to ten years -- he faces up to ten years in

prison. he will be back in court tomorrow and in the meantime he will remain in custody, alex savidge, ktvu channel 2 news. >> all right. thank you, alex. new at noon, the oakland fire department is trying to figure out what caused a motor home to catch fire this morning. you can see flames pouring out of the windows. this happened about 10:30 by the jack london square amtrak station. no one was hurt. now to election day. voters are hitting the polls across the state and here in the bay area. christien kafton was on hand as governor brown cast his ballot in oakland. there's talk we could see a record vo voter turnout. >> reporter: that's right. you can see the empty polling booths back there. that fits in with what we're hearing. voter turnout could tie the all- time low. governor brown cast his ballot at oakland fire station 6. the

governor saying he hopes toker is ve a fourth -- to serve a fourth term. >> everything looks good. no one knows what tomorrow will bring. there's always issues, there's ka tas industries -- catastrophe, scandals. >> reporter: the latest poll numbers show brown with a strong lead over his competitors. brown says gop candidates will likely face an uphill battle for office. >> the republican party has such a high negative the, probably because of the antics in washington. anyone carrying that banner has a major -- a major weight on their back. >> voters will see a new system in place for the primary. the new primary voting system will put the two highest vote getters on the november ballot regardless of the party affiliation. it's a system brown says can be confusing and could be a

race and seats on the city council. voters must show medical cards and ballot stubs or i voted stickers to receive the free pot. voters will be choosing to succeed chuck reed. sam lick kaur doe and dave core -- liccard and dave cortese. the another closely watched race is the 17th congressional district. that includes fremont, newark and several cities in santa clara county. kana is challenging seven-term representative mike honda. he has the support of sheryl sandberg and ma sir sis raw mayer -- marissa mayer.

we'll be covering the election all day on ktvu.com and facebook and twitter. we'll have results on the 10:00 news. you can find your voting place and polls place at ktvu.com under hot topics. the muni sick-out is on day two. hundreds of drivers failed to show up for work. katie utehs has more. >> reporter: from what we are hearing, the morning commute was not as bad as it was yesterday. the buses are not packed to capacity. it appears that people are able to get around now. now leaders are saying those operators who called out sick must show a doctor's note or they will not be paid and they could face termination. half of muni's fleet rolled out

this morning up by 100 buses compared to yesterday as the muni sick-out drags into a second day. city leaders say enough of the pseudo strike over a contract dispute. >> it's not legal. it's not acceptable. the drivers need to come back to work. >> reporter: supervisor scott wiener plans to present an emergency resolution at today's supervisors meeting. it may be more symbolic than anything. >> we can't force them to come back to work. the mta may be. it's very important for us to stand up for our constituents. >> if they have a doctor's note they will be paid. if they don't, they will not. >> reporter: they say the sick- out is a direct violation of the operators' memorandum of understanding agreement which is effective until june 30th. it says drivers who engage in any further sick-outs may be subject to discipline and even termination. riders we spoke with say there are three parties involved

here. sfmta management, the people who run the buses and those who rely on the system. >> i don't know. it's tough. i want these guys and these women to have what they want because they work hard but at the same time, it's paying $64 toll $65 a month for a bus that doesn't show up for a couple of days, it's tough. >> reporter: the supervisors' meeting is about two hours away now. it's unclear whether or not there will be a sick-out day three. it is the drivers who have called out sick, not the mechanics, the past few days. katie utehs, ktvu channel 2 news. >> thank you, katie. san francisco mayor ed lee just issued a statement within the last hour on the sick-out saying he shares the frustration of muni riders. mayor lee said the public should not be punished any longer. he also said as public servants we are obligated to serve the residents of the city, not punish them when you disagree with the amount of your raise or the contributions you must pay towards your pension.

the coast guard found a body in the san francisco bay near angel island. boats sitched on the water. officials have not confirmed if the body is that of a sailor. authorities say the sailor left alameda and was heading towards hawaii when the boat ran into trouble. president obama is speaking out from co land about the -- from poland about the controversial release of bowe bergdahl. sergeant bergdahl was released to the u.s. military over the weekend of a five years in captivity. in exchange, the u.s. released five detainees from guantanamo bay. critics are slamming the administration for groveating with terrorists -- negotiating with terrorists. but he says he's abiding by a

barbara boxer plans to introduce new gun control ledge -- legislation this week. boxer's law would allow a family to go to court to get a restraining order to prevent someone from buying a gun if they were concerned about their mental health. the family of isla vista killer elliott rodger had expressed concern about his mental facility. police did a welfare check at his apartments before the kill

-- apartment before the killing but did not look for weapons. new york-based verizon is expanding to the silicon valley at the campus on trimble road in san jose. the mobile phone company is leasing two of three buildings recently redeveloped by bixby land for $26 million. verizon will occupy 136,000 square feet of office space. employees will enjoy fire pits, botchby courts an -- bocce courts and outdoor meeting areas. they will ship 600 to 700 jobs to this campus. the walnut creek city council is set to vote on a controversial multi-million dollar development project. it involves 25 acres of land at the corner of ygnacio valley and oakgrove roads. the development seen would include a safeway store, retail stores, a restaurant, a fitness center and senior housing.

the project is estimated to bring in $83 million a year in sales. opponents say up to 200 trees would have to be cut down. >> i like things the way they are. i would not want to build some huge shopping center. >> we've heard from a number of business owners out there as well as property owners that these are the kind of things that they want for the business park. they want the amenities, the health club, the shopping, the restaurants. >> if the project is approved, construction would like lie start later this year. dan marino is now reportedly withdrawing from the concussion lawsuit against the nfl. yesterday, the former quarterback joined 14 other players suing the league but a source says marino and his lawyers are trying to withdraw from the lawsuit. the source said it was never his intention to initiate litigation. instead it was to ensure that in the event he had adverse health consequences he would be

covered with health benefits. a federal appeals court will hear arguments on august 12th in san jose's antitrust case against mlb. san jose says mlb is violating federal antitrust laws by refusing to allow the oakland as to move to a new stadium in san jose. the city is appealing a judge's ruling that sided with mlb. the league argued that the city's lawsuit is trumped by the league's antitrust exemption. the owner of the as has tried to move the team to the south bay for several years. but san jose is part of the san francisco giants' territory. our cool to mild weather pattern will stick around for one more day. outside our doors at this time, mostly sunny skies. away from the coastline. along the coast, we've got plenty of gray. i think that gray is gonna stick around along the coast. take a look here where, again, we have managed to see a peel

stocks are up slightly lower this afternoon after the s&p 500 and the dow again set record highs yesterday. hillshire brands is one of the gainers. they are up 9% with a bidding war for that company heating up. taking a live look at the big board, the dow is down 18, the

nasdaq down 3. s&p down 1. tonight, the richmond city council will consider raising the minimum wage. it would go up to $13 an hour by 2018. the proposal includes an exemption for manufacturerrers that do less than half of their business in richmond. earlier, the council gave preliminary approval to raise the minimum wage to $12.30 but it has not been brought up for a final vote. seattle could soon have the highest minimum wage in the country. last night, the city council unanimously approved raising the city's minimum wage to $15 an hour. that's according -- that is scheduled to gradually phase in starting in april of next year. but local businesses are threatening to sue to stop the wage hike. san francisco currently has the nation's highest minimum wage at 10.74 an hour. the competition is et getting fierce -- is getting

fierce among bay area police departments. many local departments are flooding tv airways with commercials and reaching out to social media. fremont police have set up a special facebook page to connect with special recruits. the city hopes to attract officers with a starting salary of $81,000 a year. >> what's different from other other department, they pay you a training pay or a candidate pay, we pay you your full salary. >> in san francisco, the starting pay for police officers is $80,000 a year. in san jose, it's $75,000. in oakland, it's $69,000 a year. a famous san francisco art installation is coming down. you may have seen it. it involves 32 pieces of furniture hanging off the side of the vacant hugo hotel. it's been up there for 17 years. but the hugo hotel is being razeed to make way for low

income housing. the creator was not able to find a new location for his installation so the furniture is being sold by an online art gallery. a pack of teenagers ter trizzing a neighborhood, stealing shoes off people's their feet and their phones. we're working on that story for the news tonight.
