sickout now. how that compares to other days coming up in two minutes. we will talk more about muni. it is wednesday, june 4th i'm pam cook. >> good morning i'm brian flores in for dave clark. let's get your day started with weather and traffic. >> big fog bank making some what of a push. high pressure is bidding in. that will allow warmer temps inland. don't see much of a change. but by the weekend it will be nice by the coast but warm to hot inland. we get more 90s. today it will be more 80s. high pressure doesn't take much. oakland will be nice downtown. out of those 60s we will go into low 70s. over all the fog is there. i mean it is sold out up and down the coast. the sea breeze which was just absolutely turbo charged has really died off considerably. 50s and 70s by noon. 60s and 70s and 80s.

46 novato. 46 santa rosa. a lot of 50s here. i think by 8:00 you bounce off of those pretty fast. it has really tailed off at fairfield, calm concord. oakland a little south wind. napa a little southwest. last couple of days it was 15- 30 plus. still if you're bay the coast you are stuck in the 60s. you will see 80s for most. fog, sun, warmer. fog or sun by the coast. some of the areas will bump up. especially around the bay with 60s and 70s. here is sal. right now we are still looking at conditions that are slow in many areas. as a matter of fact it's getting slower. here it still looks good on 80 between the carquinez bridge and the mccarthur maze. we are looking at traffic that is moving along nicely when you get to the 580 commute from 24 to the 80 maze. when you get to the bay bridge you will see slow traffic. 20-25 minute drive time getting into san francisco from the bay bridge. westbound 580 we had a crash

and traffic coming out of livermore is going to be slow this morning as it nor hallly is. i want to look for a drive time here. it's about 35 minutes from grant line to 680. let's go back to the desk. a san mateo county sheriffs deputy shoots and kills an 18- year-old woman outside of her home. the deputy says he has no choice. ktvu tara moriarty is at the scene at half-moon bay where investigators spent hours collecting evidence. tara. >> reporter: neighbors say the family is shocked and angry that deputy did not fire a taser instead of the gun. it happened here at this housing complex that you see here. it happened just before 9:30 last night we are very close to where it happened here. the girl that lived here at the moon ridge housing complex was mentally unstable and had been off of her medication. sheriffs deputies were told a violent female was possibly

armed in the middle of the road. when deputies arrived there was a confrontation in the street. he feared for his life, killing the teenager. >> the female suspect was armed. unfortunately right now the investigation is under way so we're not going to be able to you know get into details. >> reporter: we are hearing reports that the weapon that the girl had was a knife. the sheriffs office and the district attorney's office are handling the investigation. no deputies were hurt. we believe the deputy involved has been placed on paid administrative leave. we will try to talk to family. we have seen a couple neighbors but no one says that they have seen anything. we have talked to yet. live from half-moon bay i'm tara moriarty ktvu channel 2 news. now to our continuing coverage of the muni sickout. thousands of commuters face another rough ride to work on this day three of muni's worst labor disruption in years.

we are live this morning at one of the muni yards where the buses many buses still park there this morning just minutes ago ktvu news learned muni will have 440 trains and buses in service today. that is 140 more than yesterday and 75 per so of total capacity. yesterday muni ran only half of the transit systems 600 buses and trains and many riders are clearly running out of patience with the disruption and delays. >> monday on the way to work and home i had to catch a cab so i've had to spend $40 to get to and from work. today i had to catch another cab downtown. >> the sickout is the result of a bitter contract dispute between muni workers and management. it could continue through the rest of the workweek. an arbitrator is not scheduled to meet with the two sides until saturday. ktvu checked in to see how muni salaries compare. currently a muni operator makes

$29.25 an hour. for bart it's $34.37 an hour. new york transit operators make $31.87 an hour. and in chicago $30.77 an hour. we have updated results on yesterday's primary election. they were two closely watched contests. janine de la vega is joining us live from san jose to tell us who the candidates are who will face off in november. janine, good morning to you. >> reporter: good morning, brian. chuck reid is being termed out. i do want to talk about what happened in the governors race which garnered a lot of attention among republicans. it's no surprise first off that governor jerry brown sored to victory winning 69% of the vote. he's been praised for closing the budget deficit and has high approval ratings from a broad spectrum of voters but it was a

tight race for that second spot. tea party conservative tim donnelly and former u.s. treasury kashkari were neck and neck. but kashkari took the lead and will face brown in the election. >> i just got a call, i'm really pleased and honor he called. i just got a call from mitt romney who called and governor romney was very encouraged by the early returns. >> i'm going to campaign hard. i take nothing for granted. and i just have to say that california has come a long way. >> reporter: now to the mayor's race in san jose. santa clara county supervisor dave cortese took an early lead and hung on it to. he was joined by his supporters last night. not only celebrating his victory but his 58th birthday. he was expected to be a front runner. he was backed by the labor

unions and supported by the police union. public safety was by far a tough issue in this race. he will face sam liccardo. liccardo was in good spirits at his election party held downtown at the black beard tavern. he is confident he can keep it going to win the election in november. reporting live in san jose janine de la vega ktvu channel 2 news. >> thank you. meantime voters in san francisco have passed proposition b. it requires voter approval for waterfront construction above a certain height. the campaign celebrated its win last night with a victory party at pier 2. the existing limit on the waterfront ranges from 40 feet to 84 feet. under prop b they would have to approve any new building that exceeds that current height limit. and san francisco voters also approved proposition a.

that approves a $4 million bond. that includes everyone from police officers to firefighters to the medical examiner. 79% of voters supported that measure. this is the second of three planned bond measure town sure all city buildings can withstand a major earthquake. we have more election coverage and results at ktvu.com. you will find the links to each of the races on our website. the chp is looking for the driver that hit a cyclist in sonoma. it happened around 8:00 last night. yesterday morning actually. on grove street and around drive. 20-year-old kayla was riding in the crosswalk when he was hit. he was take ton the hospital with major injuries and police say they are looking for a white single cab dodge utility truck with a tool box against the rear window and also has a ladder rack. the santa clara district attorney and police department are pulling their resources to

solve two cold case projects. for information in either of the cases. the first is the deadly stabbing of 17-year-old anthony daniel santa cruz near the san jose high school in february of 2013. police say seven people witnessed the stabbing but no one could identify the attackers. the second case is the shooting death of 20-year-old justin watkins in may of last year in south san jose. he had just finished his shift at a game stop store and was shot as he was walking home. the two cases are not related. time is 6:10. there is new video showing the release of sergeant bo bergdahl. this was just remailed to news organizations by the taliban. it shows bergdahl in traditional afghan clothing sitting in a truck surrounded by more than a dozen taliban fighters with machine guns.

the new state. the new kaiser hospital is up and running. some nurses say it's a rough transition for them. the new hospital has new equipment and new procedures and some workers say they only have three days of training and they don't feel comfortable with everything yet. >> a lot of procedure changes, logistic wise. i don't think we've had enough time to work those out to be able to safeguard the patients. >> we have numerous resources on site after we opened to provide ongoing training to staff if they feel they need it. >> nurses say while it's been difficult to transition, they don't feel patient care is jeopardized. california state park system is missing out on millions on dollars and now lawmakers are looking out what to do with it. it's estimated $43 million people visit the state parks. that is only an estimate

went beyond the call of duty when he spotted a prairie dog floating in the pool. >> figure he hadn't been in there long. so i pulled him out and tried to get him to breathe. >> he did. he didn't die. he put the prairie dog over a pvc pipe and squeezed the sides to get water out. after a few minutes it let out a hiccup and it started to breathe. he stayed with it for about an hour until it was up and moving. >> above and beyond. that is really cute. sal, how is traffic? >> it's warm and fuzzy. >> we like those stories. >> yes, we do. >> actually you know traffic is not that bad. just to be completely honest with you. we do have slow spots. if you look at highway 4 we will start there, it's a little bit slow from lone tree to

loverrage. today i think it's back to normal. let's move to the bay bridge toll plaza. same thing goes it's a 20-25 minute drive time getting to san francisco with no major delays. livermore valley has improved a little bit as you drive over to 580. and traffic is not as bad as it was yesterday. in fact, the drive time here is stretching at about let's see what is it exactly? 27 minutes. not too bad here. getting to the nimitz freeway southbound 880 between hayward and union city. your drive time here is actually pretty low. and it's going to test it out here. and it's 11 minutes between 238 and thornton. that is a good drive. let's go to steve. thank you, sir. we have clear skies inland. there is a lot of fog on the coast. there was a strong sea breeze and now it has tailed off. it's a little calm right now on the cooler side but it will

anywhere. water temps still cold. fog for some. clear for others. warming up quick if you're away from the coast or by the coast it will be in the 50s and 60s. inland 80s to 90s. 46 santa rosa and novato. the last couple of days was a turbo charge sea breeze. that is not the case. most locations are less than 10 miles an hour. that is a sure sign inland temps will warm up. fog, sun, but warmer if your out there or attainder. 50s and 60s by the waters edge. 80s to near 90s inland. here is sal. traffic is moving along relatively well in many areas. i was just kind of surprised actually by some of the good traffic that we're seeing. this is actually kind of a welcome surprise. northbound 280 still looks pretty good getting up to highway 17 and southbound 880 traffic looks good. as we look at the south bay, this commute either is not going to start or hasn't

started yet. 85 and 101 are not as slow as they usually are. let's go to the bay bridge and traffic here is backed up for a 20-25 minute drive time into san francisco. at 6:31 let's go back to the desk. both the san mateo county sheriffs office and the district attorney have launched investigations into a deadly shooting by a deputy. he said he had no choice but to shoot and kill an 18-year-old suspect. now tara moriarty is in half- moon bay where she has been talking to people that know the suspects family. tara. >> reporter: neighbors say that the deputy shot the girl right there next to that silver car. right in the middle of the street here. neighbors say that the family is very shocked and angry. just wondering why authorities didn't use a taser on the girl rather than a gun. the confrontation unfolded just before 9:30 last night. neighbors say the girl that lives here was mentally unstable and had been off her

medication. san mateo county sheriffs deputies were told a violent female was possibly armed. when deputies arrived there was a cop frontation in the middle -- confrontation in the middle of the street. >> one of the deputies fired his weapon and the individual was declared dead on scene. >> reporter: neighbors say the girl was holding a knife but officials will not confirm what type of weapon the 18-year-old had. the sheriffs office and the district attorney are handling the investigation. no deputies were hurt and the deputy involved has been placed on paid administrative leave as part of the standard procedure. we will try to talk to family and some neighbors to see if we can learn any new details. tara moriarty ktvu channel 2 news. the city of oakland has agreed to pay $110,000 to settle a federal civil rights lawsuit. the lawsuit was filed by the family of an 18-year-old man shot and killed by police to

years ago. alan blueford was killed after witnesses say he pointed a gun at an officer during an early morning chase. blueford's family contends the shooting stemmed from an incident of racial profiling that turned into a deadly encounter. we are following breaking news out of san francisco. police are investigating a stabbing on market street near the embarcadero. that call came in 30 minutes ago. investigators tell ktvu new news a man with a single stab wound. a passing muni driver saw the man fall down and stopped to help him. police do not have a suspect in custody and still actively investigating this incident. in other news many computers face another rough ride to work. just about an hour ago, ktvu news learned how many buses and trains will be running today. ktvu alex savidge is live in the city to tell us whether

today's commute will be any better. alex, good morning. >> reporter: good morning to you. it should be a good commute. more muni drivers are back to work today compared to the last couple of days. again this is day three of the sickout that has been going on here. involving muni drivers. commuters may see -- but an mta spokesman says they have 160 drivers that called in sick today. that is out of 600 that normally would be at work. if you compared that to yesterday, there were 300 drivers that were out sick then. some commuters at that time waited more than an hour to board buses and trains. this is all stemming from a contract negotiation between employees and management and employees are being asked to contribute more toward their pensions and there is frustration there. yesterday union representing drivers made it clear it has not sanctioned this work

stoppage since muni workers are not allowed to strike. the mayor and city supervisors are urging drivers to end this sickout immediately. and a muni driver is hoping it will send a message to the public. >> i hope they have learned something from this and learned to appreciate the operators and how hard we work. >> reporter: while more drivers are returning to work, it's possible service issues with muni could continue throughout the rest of the week. and that is because an arbitrator isn't scheduled to meet with management and union workers until this saturday. one thing to point out here from folks that are visiting from out of town, the cable cars are not running this morning. an mta spokesman says it's possible as they move throughout the day the cable cars could get started. but again the number of sick calls is falling. they have 160 people who called in sick today. 160 muni drivers that have

the crash did block several lanes. it's already been a busy morning for the san jose fire department one of the fires was in the garage on a home on gross month driven. now here's a photo. san jose firefighters tweeted of smoke coming from that apartment fire. firefighters treated two people for minor injuries at the scene. the red cross is assisting 11 people who are displaced. ktvu has obtained new surveillance video in the case of the oakland school security guard who is accused of beating a special needs student in a wheelchair. it shows marchell mitchell wheeling francisco martinez to an elevator. they then start fighting over control of the wheelchair. a second guard steps in but in the scuffle the teen who has

cerebral palsy falls to the floor with mitchell kicking him in the head and dragging him into the elevator. >> the event was egregious to begin with. >> video shows mitchell out of the elevator after they reached the top floor. the teen says he suffered head, neck, and back pain. mitchell was fired from the incident and is facing criminal charges. oakland woman accused of attacking a nine-year-old girl with a hammer has been charged with sexual assault. she lured the girl into the boy's restaurant at lafayette elementary last friday. she attacked the girl with a hammer and hit her several times. she also faces kidnapping and battery charges. the school district says the

incident may have stemmed from a dispute between dics ami and the girl's family. they will present the test results on the eastern span. the problem uniquered last month is with the steel rods that anchor the bridges massive cable system. more than 200 of the high strength rods have shifted since they were installed. the rods could be jolted in a major earthquake. also new this morning an under water research program has picked up a mysterious sound that may be related to the missing malaysia airlines jet. the noise was recorded in the indian ocean around the time the plane vanished. the sound was picked up by under water microphones designed to listen for nuclear explosions. researchers have been analyzing the low frequency sound to see

welcome back to our continuing coverage of the election results from yesterday's primary election. one of the most closely watched races was in the south bay and janine de la vega is joining us thousand to let us know what happen the. janine. >> reporter: the race really seemed to boil down to two public safety and how the city spends its money. does the city stay on the same path as the current mayor which is fiscal reform? or does it change course?

santa clara county supervisor dave cortese promised change at city hall and he ended up winning the top spot in this race with 34% of the vote. he celebrated last nights win with his supporters which included labor unions and much of the police force. he was one of the candidates that sited that pension reform that voters approved back in 2012 went too far. cortese will be facing off against city councilman sam liccardo who has been aligned with mayor reid. liccardo has maintained reform continues to be needed and it will save significant money preventing a loss in city services. here's what each candidate had to say about that topic. >> the overwhelming majority are standing with those -- for safety and services that we can afford. not for promises that are unsustainable that we can't keep. >> this was the safestty in
