>> reporter: the family of an 18-year-old shot and killed by a deputy in half moon bay is outraged. we'll tell you why officials say he pulled the trigger and new details we've learned about the teen. he trailed in the polls for months but is celebrating a surprising come-from-behind win this morning. we'll tell you who is left in the state's race for governor and other election results. >> reporter: we're moving into day three of the muni sickout here in san francisco. but the mta says the situation is improving. we'll tell you how many drivers are at work today.

7:00. you are looking live at the location where a young woman was shot and killed by police late last night in half moon bay. ktvu's tara moriarty has been there since 4:30 this morning and coming up in two minutes, she'll tell us what led up to the deadly confrontation and why neighbors say they are shocked. good morning. welcome to "mornings on 2." i'm tori campbell. >> i'm brian flores in for dave clark. let's get your wednesday started with weather and traffic. steve's here. is there still fog out there? >> oh, boy is there. temperatures have no problem warming up, even around the bay. we'll get lower 70s today. fog looks like getting chewed up. warmer air aloft. sea breeze has died off. that equals warmer temperatures. by the cost we have to deal

with the gray. i don't think there will be too much change. 50s to start. 40s for some. 70s for some inland. there will be some 80s to near 90 for a few. clearlake, vacaville in there. 40s and 50s. i think next hour we'll see 60s because travis it's gone down. a couple of days ago, it was 36 miles per hour. yesterday, 25. today it's less than 10. that's a sure sign that temperatures will warm up inland, when you lose the sea breeze and the warmer air comes in aloft. so for the coast today, look for 60s for many. cool to mild around the bay. nice, warmer inland with 80s to near 90. here's sal. right now traffic is doing pretty well in some areas. pretty slow in others. traffic on highway 24 will be a little bit slow. but still only nine minutes as you drive through from pleasant hill road to the caldecott

tunnel. let's go to the bay bridge toll plaza where we have 30-minute drive time. that's more normal as you drive through. we're looking at the livermore valley. 580 westbound is still very slow coming in through this area. 580 from altamont pass road to the -- from grant line road, i should say, to the 680 interchange, it's about 45 minutes. 680 southbound is slow on the sunol grade. west 80 at appian way there is a stalled bus blocking one lane. expect delays there. 7:03. back to the desk. >> thank you, sal. an investigation is underway at this hour into a deadly shooting by a san mateo county sheriff's deputy. he shot and killed an 18-year- old woman outside her home in half moon bay. the deputy says he feared for his life. ktvu's tara moriarty is at the spot where the deadly shooting occurred and you just got new information from neighbors. tara? >> reporter: well, we just spoke to the coroner's office. they are not releasing the nail

of the 18-year-old -- name of the 18-year-old shot and killed. we did speak to some girls walking by a few minutes ago. they said that the american who died was a student at a nearby school. we know that the shooting happened right here next to this silver car and neighbors tell ktvu that the family is shocked and angry wondering why authorities didn't use a taser on the steen rather than a gun. neighbors say the 18-year-old who lives here at the moon ridge housing complex was mentally unstable and had been off her medication. san mateo county sheriff's deputies were told that a violent female was possibly armed east of highway 1. and when deputies arrived, there was a confrontation in the street. the deputy said he feared for his life, and he fired his weapon, killing the teenager. >> the female subject was armed. unfortunately, right now, the investigation is underway so we're not gonna be able to, you know, get into details. >> reporter: neighbors say the

teen was holding a knife but officials will not confirm what type of weapon she had. the sheriff's office and the district attorney are handling the investigation. no deputies were hurt and the deputy involved had been placed on paid administrative leave as is part of standard procedure. we'll talk to family and more neighbors to figure out if there's more information we can get for you. tara moriarty, ktvu channel 2 news. >> thank you. new this morning, san francisco police are investigating a stabbing on market street near the embarcadero. this is new video of the police investigation. the call came about an hour ago. investigators at the scene tell ktvu that a man was with a single stab wound stumbled on the embarcadero muni stop and then collapsed. a passing muni driver saw the man fall down and stopped to help him. the man was taken to the hospital with non-life- threatening wounds. police do not have a suspect in custody and are still actively investigating this incident. now to our continuing coverage of the muni sickout,

the worse labor disruption in decades is in the third day. >> 90 minutes ago, ktvu learned how many trains and buses will be on the streets this morning. alex savidge joins us live from the embarcadero where hopefully the commute will be better this morning. alex? >> reporter: well, it may be. good morning to you guys. the mta says the situation is improving today, especially compared with the last couple of days. the latest figures they have, 160 muni drivers have called in tick-- sick today. that's out of the 600 they expect to have on the job. the situation is better than yesterday when they had about half of those drivers call in sick. about 300 called in sick yesterday. we saw the situation that unfolded with this unofficial sickout taking a toll on commuters. many of them face long wait times to board buses and trains. this is all stemming from frustration over contract negotiations. employees are being asked to contribute more toward pensions and they are not happy about

that. meantime, the mayor and city supervisors are urging drivers to end this sickout immediately and yesterday, a union representing the drivers made it clear it's not sanctioned this work stoppage since muni workers are not allowed to strike. even those who don't rely on muni are affected by the sickout. we talked a sheert time ago with one -- short time ago with one woman visiting san francisco on business and she said it's been difficult to get a ride from uber because they are seeing a huge demand for rides. >> i never would have thought about it. i just come in frequentry for visits. i -- frequently for visits. i hop on uber. it's no big deal and now i get affected by the local communities. >> reporter: the service disruption could continue for the next couple of days because an arbitrator is not scheduled to meet with management and union workers until this coming saturday. we'll have to see how many people are calling in sick over the next couple of days. but fewer people, fewer muni

drivers calling in sick today, the mta spokesperson believes the situation is improving. one other thing to point out for folks visiting town, right now the cable cars are not running here in san francisco, although it's possible they could be back up and running by this afternoon. the mta will wait to see how things play out as they move throughout the day. more drivers back. the mta believes the situation is improving. commuters should still expect some delays. live this morning in san francisco, alex savidge, ktvu channel 2 news. >> all right. thank you for that update. now, ktvu checked to see how many muni salaries compare with the pay the other agencies. an operator makes $29.52 an hour. from b.a.r.t., it's 34.37 an hour. in new york, transit operators there make 31.87 an hour. and in chicago, workers are paid 30.77 an hour. 7:08. the chp is looking for the driver who hit a bicyclist in sonoma. it happened around 8:00

yesterday morning at grove and arnold drive. police say the 20-year-old was riding in the crosswalk when he was hit. he was taken to the hospital with major injuries. police say they are looking for a white single cab dodge utility truck with a toolbox against the rear window and a ladder rack. the santa clara county district attorney and the san jose police department are pooling their resources to try to solve two cold case killings. they are now offering $20,000 rewards for information in either of the cases. the first is the deadly stabbing of 17-year-old anthony daniel santa cruz near san jose high school in february of 2013. police say seven people witnessed the stabbing but no one could identify the attackers. the second case is the shooting death of 20-year-old justin watkins of may of last year in south san jose. watkins had just finished his shift at a game stop store in westfield oakridge mall and was

shot as he was walking home. police say the two cases are not related. 7:09. san leandro police say they've arrested two teens for two violent vims -- crimes. the crime spree began when they attacked two middle school students on cornwall may. one of the teens allegedly pistol-whipped one of the young boys and stole their nikes and smartphones. and then two women were confronted in a parking lot and tried to steal their car with a 2-year-old inside. >> the adults yelled out. don't do that. there's a baby inside. the kids stopped the car. >> police are looking into whether the same two teens are responsible for another robbery at the bayfair b.a.r.t. station last weekend. there's new video this morning showing the release of bowe bergdahl in afghanistan. this video from saturday was just e-mailed to news organizations by the taliban. it shows bergdahl in

traditional afghan clothing sitting in a truck blinking frequently surrounded by more than a dozen taliban fighters with machine guns. two taliban fighters, one carrying a white flag, lead bowe bergdahl to a nearby blackhawk helicopter. three westerners in civilian clothing, one pats him down and then escorts him onto the chopper. the taliban video goes on to show the five afghan detainees released in exchange for bergdahl hugging supporters after arriving in qatar. the detainees have been moved to a residential compound and can roam freely throughout the country. this could anger the u.s. government because their movements were supposed to be restricted under the terms of the deal. new and disturbing allegations against a security officer at an oakland high school. this after a video was released showing an attack thon a student in a wheel -- on a student in a wheelchair.

welcome back to "mornings on 2." time now 7:14. voters in san francisco have passed proposition b. it requires voter approval for waterfront construction above a certain height. the campaign celebrated its win last night with a victory party

at pier 2 on the waterfront. the existing limit on the waterfront ranges from 40 feet to 84 feet. under prop b voters would have to approve any new building on port of san francisco property that exceed the current height limit. and san francisco voters also approved proposition a. it approves a $400 million bond to pay for seismic upgrades on city buildings that house emergency responders. that includes everyone from police officers to firefighters to the medical examiner. 79% of voters approved this measure. in contra costa county, officials must now resolve some problems before the november general election. for example, the address given to voters for a pleasant hill police station does not exist. the actual location was a mile away. even some poll workers had a tough time finding the right location. the contra costa times also reports wrong ballots were sent

to precincts in danville, concord and san ramon. the mistakes were caught before the wrong ballots were used. we have many more results at ktvu.com. you will find links to the races in each county. we'll have a live report on the governor and san jose mayor race. it looks like two northern california counties will stay part of the state. a majority of voters rejected a measure that would have started the process of breaking away. there's been a movement for a group of counties near the oregon border to become their own states calledeverson but even if voters had -- called jefferson. but even if voters had approved this, state and federal lawmakers would have to approve the idea of a new state. kind of a big concept to take on. 7:16 we're in the heart of the morning commute, as we like to say. let's go to sal keeping an eye on things. how are things in the south bay? >> things are a little slow on

28 northbound, guessing up to highway 17. you will see -- getting up to highway 17. you will see slow traffic and it stays that way up to cupertino in pockets. let's take a look at 580 and 680. been very slow areas of traffic. 580, especially in livermore, and 680 out as you drive out of pleasanton to fremont. we talked about 280. now 85 has a problem. northbound 85 near highway 17. so please give yourself extra time. 101 is also slow. we're not getting too much of a break here, although we're seeing some decent commutes in mountain view and palo alto. at the bay bridge, still about a 30-minute delay getting -- or drive time, i should say, getting into san francisco. let's go to steve. thank you, sal. and another strong big fog bank but the breeze has tailed off. that's kind of the key here. a couple of days ago gusts to 30 out of the west. today it's less than 10 miles an hour.

there's warmer air aloft. you go 2,000 feet, that's a sure sign that high pressure is building in. but the fog is not going anywhere. need a north-northeast preez and that's not happening. there's some fog but it will be warmer away from the coast. 80s inland. a few low 90s. the weekend looks warmer. warm to hot away from the coast. but i think the coast has to deal with that night and morning fog. i think temperatures stay in the 60s or very low 70s. yesterday, a lot of 70s. napa in there, palo alto, concord, san jose. one 79 palo alto. 80 in san jose, east san jose will probably be 83, 84. san francisco yesterday, 63. been below the entire week. today, they will go slightly above. 66, 52 is the average high/low. the record, 92, 1949 and 46 back in 1908 was the record low. today as we say, we're starting off near average on the low. 52. cloudy, 61 at noon.

summit to address the problems in august. you can now own a piece of one of the more famous artworks in san francisco. crews removed the art yesterday from the side of a vacant hotel. the work was entitled defensation. it's featured 32 pieces of furniture on the side of the old hugo hotel. the building is being demolished to make way for low- income housing. >> we've been able to take down about five or six pieces with no problem. they are coming down a lot faster than they went up. >> the pieces are being sold online. a lamp with a pole cost $650. the asking price for the grandfather clock, $35,000. >> wow. >> yeah. wonder if it works. >> i wonder. well, coming up, could it hold a new clue?

led to a welfare check at his apartment before the deadly rampage but police did not look for his weapons. some new software is designed to help the secret service detect false alarms in the agency's critical job of protecting the president. they are buying a high-tech system that can detect sarcasm and phony threats and e-mails an other messages -- and other messages. it's also capable of tracking feelings and mining twitter histories. a bad near for donald sterling just got worse. a woman who twice worked for him has now filed a lawsuit against him in federal court in los angeles. mia king claimed he sexually harassed her and made her uncomfortable with racist remarks during their four-year relationship. sterling's lawyer calls her claim baseless and ridiculous. in the meantime, there's new information on the alleged attack on the woman who

francisco where we are once again on muni watch. we have been seeing a lot more muni buses compared to the past two days. but delays are still possible as we enter day three of a worker sickout. ktvu's alex savidge has been following the story all morning. coming up he will tell us why there's a good chance the labor protest will continue through the week. good morning. welcome to "mornings on 2." i'm tori campbell. >> i'm brian flores. let's get your day started with weather and traffic. steve's here. warmer today. away from the coast. we have a lot of fog by it. temperatures there in the 50s. i don't think there will be much change. as cassie jean reports from el granada, no drizzle. there were drizzle reports from daly city along the san mateo coast. it will be warmer. the fog will burn off sooner. 71 today. been a tough couple of days. 66. but today low 70s. inland where the temperatures will warm up. the coast has to deal with too much fog. 50s to start here. 40s for a while. there's only one left.

actually, santa rosa. but i expect that to be in the 50s. fog, though, even though it's getting squashed, sea breeze is just gone. that was really keeping temperatures down inland. but now that that's tailed off it should not be a problem. 80s to a few 90s. pretty good bump up for some. 60s for many close to the beaches. here's sal. we do have a look at some of the commutes where we have trouble out there. let's take a look at the drive northbound 280 at magdaena. there is a crash there. a car freewayed over -- flipped over. minor injuries. you might see slow traffic in the area because of what's going on. northbound 208 at magdalena. a little bit slow. when i first lined this up, it was slower than it is now. hopefully we're improving. at the bay bridge toll plaza, the traffic here is backed up for a 25 to 30-minute drive time into san francisco.

not the -- the sickout, the worse labor disruption in decades is in the third day. ktvu has learned how many buses and trains will be on the streets. let's go live to alex savidge with reaction from drivers and passengers. >> reporter: well, sal, good morning to you. fewer sick calls today for muni. an mta spokesperson told me they have about 160 160 drivers who called in sick today. half as many as yesterday. twice as many drivers called in sick yesterday from muni. in their eyes, the situation is improving. they do say commuters should expect delays. it's possible the buses and trains will be running less frequently. even though this is an unofficial sickout that began on monday and commuters faced long delays, this all stems from frustration over contract negotiations. employees are being asked to

contribute more toward their pensions and they are not happy about that. we talked this morning with one muni driver about the goal behind this sickout. >> i know that our workers are tired and we need the time situation fixed. prices of living prices are higher than they used to be. you are paying higher gas prices and higher tolls. half of us can't come into the city. >> reporter: the mayor and some city supervisors are urging muni drivers to end this sickout immediately. yesterday, a union representing many drivers made it clear this is not a sanctioned work stoppage. that's because muni workers are not allowed to strike. it's also possible that some of these service issues with muni could continue through the rest of this week and that's because an arbitrator isn't scheduled to meet with management and workers until this saturday. another thing to point out, while the buses and trains are running this morning, albeit they are coming less frequentlies we should point

out to folks that the cable cars are not running this morning although the mta says they may be back up and running by this afternoon. alex savidge, ktvu channel 2 news. >> thank you. now to our continuing coverage of the election results from yesterday's primary election. one of the most closely watched races was in the south bay. ktvu channel 2 reporter, janine de la vega, joins us live with one of last night's big inwithers -- big winners. >> reporter: four people wanted to be mayor. just one of them was victorious. sam liccardo. he's been in line with chuck reed and has been on this path of fiscal reform and will face off against somebody who has a differing view. santa clara county supervisor dave cortese promises chain ge to city hall -- change to city hall and won. he celebrated last night's win which happened to be on his

58th birthday. he was the one candidate who sided with officers saying that pension reform that voters approved back in 2012 went too far. now, that view helped him win the support and financial backing of labor unions and the police union. public safety was by far a top issue in this state since hundred of police officers have left to take jobs at other cities because they say they've had a loss of pay and benefits. >> i think what's happened, you know, people have gotten so tired of calling 911 and not getting a response. they really made a 911 call with their ballot today. they chauled for change -- called for change. >> reporter: and cortese will be facing off against city councilman sam liccardo, who edged out vice mayor madison nguyen to earn the second spot. we're joined right now by councilman sam liccardo. congratulations on your win. and you have a very differing stance than supervisor cortese. how do you plan on making it through to november and winning

over those other votes? >> well, what we saw in this election was that two-thirds of the voters in this city voted to restore safety and services without adding more burden to our children who are already bearing the burden of $3 billion of unfunded liabilities in retirement accounts, pensions that past poll sigses like cortese have promised that we don't have money to pay for. we want to restore things but we'll to it within our means. >> reporter: i've had police officers say we're just waiting to see what happens in this may poor's race and they say -- mayor's race and they say they are hanging on. and they are saying if you win, they will leave the department just because they feel that strongly. what do you say to them or people who are worried about public safety and who wins this may here's race this. >> well, i believe in a police department that's focused on fighting crime, not in fighting political battles. i know there are money officers

dedicated to serve the city, i expect them to serve the city as professionals and stay out of the battles. i think we all know and i know as a former criminal prosecutor as soon as you allow politics to enter the fray it doesn't help anything. i want to say to the community, we'll restore the department through sensible budgeting as i did, putting aside $30 million to start hiring officers and restoring pay. >> thank you, councilman liccardo. >> thank you, janine. >> reporter: we're here live at 8:30 from his opponent in this mayor's race, santa clara county supervisor dave cortese. reporting live from san jose, janine de la vega, ktvu channel 2 news. >> all right. thank you. we have updated results from yesterday's primary election. in the race for governor jerry brown, as expected, took the top spot with 54% of the vote. he will face neel kashkari.

tim donnelly succeeded overnight. he took 14% of the vote. >> i'm gonna campaign hard. i take nothing for granted and i just have to say that california's come a long way in the last few years. >> the governor went on to say, he believes his strong showing in the election is because people like his common sense, get it done approach. if jerry brown is elected governor, it will be an historic fourth term. early polls showed tea party candidate tim donnelly in the lead. but kashkari pulled ahead spending $2 million of his own money and wins endorsements from across the country. >> i just got a call from mitt romney. [ cheers and applause ] >> who called. and governor romney was very

encouraged by the early returns. >> the 40-year-old has never held elected office before but while at the treasury department, he oversaw the bailout of the nation's banks. democratic state senator alex padilla will face pete peterson in the race for secretary of state during the november election. the primary race was very tight. padilla came in first, edging out peterson with a little more than 10,000 votes. in an interesting twist out of the eight candidates, leland yee came in third even though he was no longer in the race. he dropped out following his corruption arrest but it was too late to get his name removed from the ballot. we have more election results at ktvu.com. you will find links to the races in each county. 7:40. in a final vote for san jose's proposed pot club crackdown it could finally come next week. yesterday the city council dead locked on a new ordy naps

stop to the growing number of people who point lasers at airplanes. the agency will now pay $10,000 to anyone who provides a tip that leads to an arrest. it is a serious crime that's resulted in major eye damage for many pilots. there's always the possibility of a plane crash. last year, there were nearly 4,000 laser attacks nationwide. you may have seen it along the freeway there but the new kaiser hospital in san leandro is now up and running. ktvu news has uncovered concern from the people who live there. pam cook joins us with how the transition is going. >> the final patients have been transferred to the new hospital which is considered state-of- the-art. but some nurses say it's been a rough move. the new hospital has new equipment and new procedures. some workers say they only have three days of training and some of that was online only. one man who has been a nurse with kaiser for 32 years as i

he shot and killed an 18-year- old woman outside her home in half moon bay. the deputy says he feared for his life. ktvu's tara moriarty now joins us with new information about the victim from a person who saw her every day. tara? it looks like we lost tara's live shot. the shooting happened last night around 9:30. we'll re-establish and get you that update coming up. in the meantime, the city of oakland has agreed to pay $110,000 to settle a federal civil rights lawsuit stemming from a deadly police shooting. the lawsuit was filed by the person of an 18-year-old man shot and killed by police twof years ago. alan blueford was killed after witnesses say he pointed a gun at officers during an early- morning chase. blueford's family contends the shooting stems from an incident of racial profiling that turned into a deadly encounter. 8:03.

san francisco police are investigating a stabbing near the embarcadero and folsom street. we want to show you some new video of the police investigation. the call came about an hour ago. investigators at the scene told ktvu that a man with a single stab wound stumbled on a muni stop on the embarcadero and collapsed. a passing muni driver saw the man fall down and stopped to help him. the man was taken to the hospital with non-life- threatening wounds. police don't have a suspect in custody and are still actively investigating this incident. now to our continuing coverage of the muni sickout. the transit system's worse labor disruption in decades is in the third day. ktvu has learned that -- how many more buses and trains are on the streets this morning. alex savidge joins us live from along market street to tell us how the commute is looking right now. good morning, alex. >> reporter: good morning. things are improving today. that's the word from the mta.

far fewer muni workers called in sick. the mta says about 160 drivers are out today. that's compared to yesterday when about twice as many drivers were out. but even though there will be more muni employees on the job today, the mta says commuters should still expect some delays with buses and trains, possibly running less frequently on certain routes. this unofficial sickout began on monday and commuters have faced long waits to board buses and trains. this whole situation stem brs a contract dispute. muni employees are unhappy about being asked to contribute more towards their pensions. but commuters seem to be growing tired of the service delays the last couple of days. one college student we talked to told us how the sickout has impacted him. >> i was late. so my grade was down. my professor told us it's not when you complete your final that mean you will take a good grade. you have to be here on time and i wasn't because of the bus.

hour. want to go back to the top story from the top of the hour. an investigation underway at this hour into a deadly shooting by a san mateo county sheriff's department. he apparently shot and killed an 18-year-old woman outside her home in half moon bay. the deputy said he feared for his life. tara moriarty joins us again with new information from the person who said they saw the victim every day. >> reporter: we spoke to neighbors who say the 18-year- old was shot in the back in the middle of the street behind this silver car. neighbors tell ktvu that the family is shocked and angry. and they want answers. we watched the mother of the 18- year-old come home this morning in tears. the family lives here at the moonridge housing complex east of highway 1. the daughter who had been diagnosed with special needs was unstable and had been off her medication we're told. neighbors say the family called for help and when san mateo sheriff deputies arrived, the girl was armed allegedly with a knife. when authorities arrived, there

was a confrontation in the street. a deputy said he feared for his life, fired his weapon, killing the teenager. >> i seen the cop standing there -- there was a gun. he was pointing it at the girl. she had been shot in the back and was laying there, ten feet away from him. and i walked up the street a little bit and i couldn't believe my eyes. but she was laying there dead. >> kind of mad at the sheriff's, san mateo county sheriffs that used a gun instead of a taser. >> reporter: we also spoke to the cab driver who would pick up the teen every day for school. >> i took her every morning to school. she just had started summer school yesterday morning and i picked her up in the afternoon and everything seemed normal like there was no problem and i -- and i really -- she was a very nice girl.

welcome back to "mornings on 2." 8:13. voters in san francisco have passed proposition b. it requires voter approval for waterfront construction above a certain height. the yes on b campaign celebrated its win with a victory party at pier 2 on the waterfront. the existing limit on the waterfront ranges from 40 feet to 84 feet. under prop b voters would have to approve any new building on the port of san francisco property that currently exceed height limits. voters approved proposition a. that approves a $400 million bond to pay for seismic upgrades on buildings that house responders that includes everyone from police officers to firefighters to the medical examiner. 79% of voters approved that

hospital when he was hit. he was taken to the hospital with major injuries. police are looking for a white single cab dodge utility truck with a toolbox against the rear window and a ladder rack. the walnut creek city council has voted to move forward on a controversial multi-million dollar development project. it involves 25 acres of land at the corner of ygnacio valley and oakgrove road. it includes a 55,000-square foot safeway, restaurant, retail stores and a fitness center as well as senior housing. this is a design concept of what the development would look like. the project is estimated to bring in $83 million in sales a year. while developers say it will revitalize retailers, opponents say about 200 trees will have to be cut down. elon musk says it's being ceo of two companies. he told tesla stockholders he plans to stay ceo at least until the next mainstream car

federal rights lawsuit stemming from a shooting. >> the lawsuit was filed pie a family of an 18-year-old man shot and killed by police two years ago. he was killed after officers say he pointed a gun at officers. investigators are trying to sort out of a deadly officer- involved shooting at half moon bay. a san mateo county sheriff's deputy shot and killed an 18- year-old woman outside her home. tara moriarty is at the housing complex where residents and officers are telling different stories as to what happened. >> reporter: now, neighbors say that that 18-year-old girl was shot in the back. we spoke to san mateo county sheriff deputies by phone and they say that's not true. not accurate. she was definitely not shot in the back. we'll have to wait until the coroner's report comes out to figure out the details. behind me is the silver car. behind that is where the shooting happened. the family says it's shocked and angry. we watched the mother of the 18- year-old come home this morning in tears. the family lives here at the

moonridge housing complex east of highway 1. the daughter who had been diagnosed with special needs was unstable and had been off her medication according to family members. neighbors say the family called for help and when deputies arrived, the girl was armed with a knife. there was a confrontation, then the deputy said he feared for his life, fired his weapon, killing the teenager. >> we hear the gunshot. we hear the gunshot and the whole community came outside. we saw the girl laying on the ground dead. we are kind of mad at the san mateo county sheriffs who use a gun and not a taser or pepper spray. >> reporter: now the teen had just started summer school. neighbors say she was quiet. they say the sheriff's office knew about her member history because they had been out here before to help wher when she refused to take her medication. the sheriff's office and the

district attorney's office is handling the investigation. no deputies were hurt. the deputy has been placed on paid leave. tara moriarty, ktvu channel 2 news. >> thank you, tara. 8:46. ktvu has obtained new surveillance video in the oakland security guard accused of beating a special needs student in a wheelchair. the video shows the security officer marshall wheeling francisco martinez to an elevator. they then start fighting over control of the wheelchair. a second guard steps in but in the scuffle, the teen falls to the floor with mitchell apparently kicking him in the head and dragging him into the elevator. >> the event was ebreegous to begin -- egregious to begin with. there's no excuse for an adult to behave like this. >> the video last week reportedly shows mitchell after reaching the upper floor, rolling francisco down the hill and hitting him after the teen spits at the officer.

the teen says he suffered head, neck and back teen. mitchell was fired and now faces criminal charges. the other security guard cotton is being placed on leave and we were unable to reach cotton for comment. a disturbing new charge revealed at the court hearing for an oakland woman accused of attacking a 9-year-old girl with a hammer. the prosecutors say she's opinion charged with sexual assault. investigators say she lured the girl into the boys' restroom last friday and say she attacked the girl with a hammer and hit her several times. she also faces kidnapping and battery charges. the incident may have stemmed from the dispute betweenle the woman and -- between the woman and the girl's family. california state parks are missing out on millions of dollars and lawmakers are looking at ways to fix the problem. it's estimated 43 million people visit state parks and don't pay the entry, camping or

ago at the high school on the 2600 block of myrtle street. these are live pictures from the school track where it appears that some students as well as maybe some school employees there have been evacuated. at least that's what we understand. we've also noticed a lot of campus police walking around the area as well. these are live pictures coming from mcclymonds high school. school officials have not shared the nature of the threat. ktvu has learned the threat has led to a partial evacuation of the campus. school officials -- but it's not clear how this is impacting crasses or if the school -- classes or if the school is still in session. school official were not able to provide details about whether classes are affected. stus here as well as twitter and facebook for the -- stay with us here as well as twitter and facebook for the latest. a budget crisis in east contra costa county has firefighters leaving the department and saying they fear it's actually putting their own communities at risk. two years ago, voters rejected a parcel tax.
