you will, as we head toward midweek, feel it. the fog is help along by a low. morning fog, clear inland. but it still be cooler. coastal fog is not going anywhere. sunny, breezy and downright windy. san francisco, never really got in on the warmup. sunday, they were 78. today we'll about 66. a lot of low clouds and fog in place. you can see it for yourself as it continues to pick up in intensity. it will my in tonight and tomorrow. low 60s. at this time yesterday, we had 68, 70 degrees. things are definitely cooler, waiting for the rip roaring delta braze to kick in -- breeze to kick in. if you are by the coast, 50s, 60s, inland. out of the 100s, it will be warm but not as hot as sunday/monday. big spread on the temperatures. but not as big as yesterday.

60s, 70s, 80s. 90s away from the coast. we're still looking at a commute that's busy. right now, it's the peak of it. maybe between now at 7:30, is the peak. you can see traffic is backed up for a 30-minute delay. you will be driving from oakland to the maze to the san francisco side of the bridge. between the coliseum and downtown oakland, five-minute drive. that's not too bad. 580, of course, it's very slow, a lot of people always check in with me on this one between tracy, livermore, and dublin. and also in pleasanton, 680 and 880 southbound near tennyson, there's a crash there. traffic backed up from 238. that's really causing slow traffic in hayward heading south. back to the desk. >> thank you, sal. new this morning, a major new development in a desperate statewide search that prompted an amber alert. authorities announced three missing children have been found safe in richmond. this comes after their father

was found shot to death. ktvu's alex savidge joins us with new information about the children's mother who was missing along with those kids. good morning, alex. >> reporter: well, good morning to you, tori. we expect to get an update from san pablo police shortly. we do know that police first realized the three children were missing after they found their father shot to death in the family's home in san pablo yesterday morning. an amber alert was issued last night. then just a few hours later, those kids were found safe nearby in richmond. the children are 12-year-old hugo, 6-year-old merari and 3- year-old jenh carlos. police say the kid were found with their biological mother, alicia ortez, who police had been searching for. she doesn't have custody. her ex-husband, the father of those children, was found shot to death in the backyard of his home in san pablo. when police found the body, they realized his three children who live with him were

gone. friends i fid the father as oscar ortez. they say he worked as a mechanic and had divorced his wife. >> he was so friendly with everybody. he was so friendly with everybody. he doesn't make trouble for nobody. >> reporter: now, police haven't offered a possible motive for this killing. the victim who had custody of the three children would have them visit their mother for short visits, we're told. that's according to friends. police say this morning and they want to reaffirm this, the mother in this case is not considered a suspect in the killing of her husband. police won't say if she's in custody right now or if she's being questioned about what happened. an officer would only say she's safe, had been found safe along with the three children last night. we expect an update soon from police. live this morning in san pablo, alex savidge, ktvu channel 2 news. >> thank you.

7:05. happening now, a search is underway for a youtube -- for a uc berkeley student. he was last heard from on friday, when he called his mother and told her he was going on a hike in the ice house area of el dorado county. search crews have teamed up to find cody mathews. they are working off pings from his cell phone. but the area is dense. his family says he's an experienced hiker. but his mother says she's worried he might be injured. coming up at 7:45, ktvu's pam cook will tell us one of mathews's favorite pastime which is why his mother fears he may be hurt. two children hurt last night in oakland in two separate shootings. this morning, police are still looking for clues. ktvu's brian flores joining us live in oakland with the new details from oakland police. good morning, brian. >> reporter: good morning dave. yeah, police don't have any suspects at this point.

but we have seen several officers out here gathering any evidence they have since left. we're on the doemper of 83rd -- corner of 83rd avenue and e. this was the seen of the latest shooting. the suspects were seen heading in that direction. that's the last time they were seen. police say the first shooting happened at a bus stop off international boulevard and 67th avenue around 5:30 yesterday afternoon. police say two people were exchanging gunfire in two separate cars when a 5-year-old boy who was simply waiting for a bus was grazed in the foot by a bullet. a 20-year-old man nearby was also wounded in the gunfire. they were treated and are expected to be okay. police did close off the area for some time to investigate. and then about five hours later, close to 10:00 last night, a 3-year-old child was shot in the shoulder again on the 900 block of 83rd. another girl was shot. it's unclear of her condition. but we understand the boy is

expected to be okay as well. police returned to the scene this morning, look at a house where the suspects were believed to have run from. but from what we understand, whoever was responsible got away. we've reached out to oakland police this morning. we're not heard back. as we take it -- we've not heard back. as we take it back out here live, we've seen surveillance cameras. it's unclear whether the footage has been gathered for more evidence. we've reached out to oakland police. we've not heard back. as soon as we hear more information, we'll pass it along. brian flores, ktvu channel 2 news. >> all right, brian. another east bay city dealing with problems caused when more than 60 homeless people were forced out of the albany bulb. many of the people from the albany bulb, they moved to a spot under the gilman street overpass on interstate 80. that overpass is in linda mio's district and she says this encampment was predictable. >> the possibilities were very limited. where do people go 0 who don't

have -- go who don't have homes? we clearly don't have enough housing. >> she says the city is trying to find holes for those dispraised -- homes for those displaced. most of those people will probably be gone before housing can be found. they've been told to leave by thursday or face citations if they don't move. san francisco police will be making more safety checks at fisherman's wharf after a 2- year-old boy from utah died when a statue fell on him. kayson shelton was climbing on a dolphin stach out outside of the ma tick gallery -- majestic gallery. he was treated at the scene and he was rushed to the hospital. that's where he died from internal injuries. the little boy's uncle remembers cason as always -- kayson as always being playful. >> he was full of life.

always running, always about, just a sweet spirit. always smiling. >> now, the san francisco city code bans wharf shop owners from putting displays past the blue line there on the sidewalk. the city is now checking to see if that dolphin statue was in an illegal display area. police checked to see if other cars are obeying the code. storeowners who violate the code may be fined $300. santa clara county may be placing stricter rules on electronic zbres. this would put -- electronic cigarettes. they would no longer be able to close within closed spaces or 30 feet ofence transes where smoking is ban -- of entrances where smoking is ban. the board will discuss the man at this morning's meeting.

administrators at a south bay high school say they will not tolerate racial slurs after a joke made it into the final copy of this year's year book. a student at monta vista high school in cupertino says he intentionally changed the last three letters of his classmate's name to jew while labeling a team photo. the parents of the targeted student say they are shocked because their family barely escaped the holocaust and thought that type of racism was left in the past. the school cannot republic all of the -- republish all of the year books. worried about a grass fire in santa clara county. coming up at 7:po, why the sheriff's -- 7:30, why the sheriff's department is

7:14. the owner of an oakland liquor store fed up with being robbed is posting photos of the thieves outside his store window. he is the owner of kings liquors in oakland's fruitvale district. he says his store gets robbed every week. oakland police say there's not much they can do about it

because no one gets hurt. a councilmember says rios is not alone and isn't the only storeowner with this problem. the councilman is working on a public safety measure that will staff more officers. >> it's a priority, you know. we're being violated. we should get immediate response from the police department. >> his initiative would require the oakland police department to increase staff from roughly 650 officers to at least 707 officers. the public safety measure is expected to be on the november ballot. walnut creek police are searching for the person who robbed a 7-eleven store. police released this video. you can see a man with a white towel or shirt around his face. the robbery occurred around 11:00 sunday night at the 7- eleven on north civic drive. police say the suspect used a hatchet in the robbery. he escaped with stolen cash in a newer model silver four-door

car. if you have information, call walnut creek police. berkeley police say an outside source caused a problem with police radios over the weekend. it caused public safety concerns but now it appears to have fixed itself. police say this was not your typical radio problem. it caused a communication breakdown among emergency agencies in the berkeley area. >> this was big enough where they were trying to dispatch and a communicate. a whole lot of, i didn't hear. you. what it you say? >> city employees say they can't afford to take any chances when it comes to this kind of critical system. they are gonna continue to troubleshoot the prob plel for the next couple of days. we want to check in with sal. >> good morning. westbound 24 as you drive up to the tunnel. we already have a delay of about nine minutes or i should say a drive time of about nine

minutes. not too bad. so the slow traffic you see here in pleasant hill is pretty much the extent of it. a little bit of slowing in orinda and then okay to the caldecott tunnel. moving along to the toll plaza, 25, 30-minute wait at the toll plaza there with no major delays. 580 continues to be really terrible from livermore to dublin, slow traffic. a lot of complaints about this commute right here and then making the turn to 680. south bay commute northbound 101 is slowest. 280 is slow through downtown and 85 is slow after 17. by the way, northbound 17, a delay coming over the hill because of some -- we can imagine emergency roadwork on 17 northbound near the summit. let's go to steve. all right, sal. thank you. real quick, the fog is back. i will get to that that a second. but -- in just a second. to diablo for the fallen heroes in the bocce ball tournament, it was a little hot.

failure to notify congress of that decision violated the law. some have serious concerns about releasing militants in qatar. president obama is defending that decision. 7:20. a top veterans affair official is apologizing to the thousands of veterans who have waited 90 days or longer to see a doctor. a new audit released yesterday, looked at the significant and potentially deadly delays in healthcare for those who served the country. the report showed it's difficult to access the system with 57,000 veterans waiting more than three months for their first appointment. here in the bay area, the average wait time for a new patient at the palo alto healthcare center is 42 days. that's more than double the v.a.'s goal of 4 days -- 14

a new federal report shows that sex crimes reported at colleges and universities across the nation went up in the last decade. the report released today shows more than 3300 forcible sex offenses were reported on college campuses in 2011. that's up 51% compared to ten years ago.

two months ago, the education department launched an investigation into claims that the university of california berkeley failed to look into reports of sexual assault. angelina jolie is teaming up with william hague to fight sexual violence in war zones. together, they are hosting a four-day summit in london. their goal is to launch new protocols to prosecute rape and to provide more support for rape victims, especially in conflict areas. more than 100 countries are attending the summit. today, there will be a meeting on boka hiram, the group responsible for the recent kidnapping of 300 school girls in nigeria. a high school teacher in southern california has been arrested for kidnapping -- allegedly kidnapping, rather, three students at knifepoint. the students say they were driving through altadena saturday evening when they saw the teacher from their school. they say he appeared to be drunk. they got out of the car to help him. that's when they say he pulled

out a knife and told them to take him to jack in the box. one of the students was able to call 911. soon after, a sheriff's helicopter ordered they to pull over. he ran away but turned himself in on sunday. at a time when most 10-year- olds are leaving the 4th grade, there is a 10-year-old in sacramento leaving high school and he was a 4.0 gpa. here he is. he's already taking college courses. he received his high school diploma this weekend during a very special ceremony. if you think that is his peak, think again. >> my ultimate goal would be science, like scientists but i want to be president, too. >> there you go, tc. >> yeah, uh-huh. >> that's all. and guess what. president obama sent him this letter congratulating him on his recent achievement. but there's even more. his road to success started very early. when he was 4, he became the

way. today will be cooler for everybody. lake county and mendocino county will have to wait until wednesday. thursday everyone gets in on it, even out to sacramento. had a message from heidi in antioch. she said it feels cooler. in someone is antioch tells me it's cooler, my job is done. it will be cooler. we get a lot of fog and more of a westerly breeze. some of that fog has made it to vallejo. clear, cooler, coastal fog will pick up tonight. sunny, breezy, still warm but not as hot, hot as it was yesterday. there's too much fog and temperatures in the higher elevations. once the higher elevations cool down, that's a sure sign at the surface they will, too. 50s, 60s on the temperatures. these running 5, 6 degrees cooler. the fog bank continues to move up the coast. it will move inland tonight in a big way. i think we'll get a charge out of the sea breeze. fog, sun, breezy. warm inland, it's still starting off pretty warm. i think the cooling begins

today and there will be 80s, 90s. out of the 100s 50s, 60s by the beaches. right now, we have a look at the commute where traffic is busier in many areas. we'll look at the eastshore freeways. first with the maps and then with the live picture. you can see from hercules to richmond. see that traffic here is getting slow and then once we go to the picture here, it corresponds with the drive time of 34 minutes. just a lot of it is going to be slow. but at least that fog has lifted that steve and i noticed when we went on the air this morning, right at 4:30. it was kind of foggy and joe, the guy who focuses the camera, was having trouble looking up to albany. that's how it's changed. no longer trouble for drivers. let's take a look at the bay bridge westbound, you can see traffic backed up for a 35- minute delay. contra costa county, highway 4 is kind of rude. very slow coming into concord. southbound 680 from 242 to 24.

that's taking about 10 minutes, 10 to 12 minutes for the stretch of the freeway. northbound 17, i want to mention, doing some land skyping work. traffic will be slow on the santa cruz mountains commute northbound. let's go back to the desk. >> thank you. 7:32. an arrest has been made following a two-acre grass fire on mount hamilton. katie utehs is at the sheriff's station now with more on how the man is facing several charges. >> reporter: good morning. the man who investigators say sparked the fire is now facing arson and narcotics charges. we're told that he was found with some drugs on his person at that campsite. sheriff's deputies arrested the homeless man camping on mount hamilton. you can see him being loaded into an ambulance because of breathing difficulties. he was arrested on scene. upon release from the hospital, the man was booked into jail. the grass fire had the potential to spread fast. >> it was a very large dispatch

initially but that is the only way to get ahead of these things. if you go too late, the fire can move too quickly for you. the fire sparked around 10:15 last night. grew to about ten acres and crews contained it within an hour. altogether, as we said, it was two acres but no homes were ever in danger. santa clara county sheriff's office is investigating this case as arson. they tell me that they plan to release the booking photo here within the next half-hour. so we'll bring that to you in our next live report along with the suspect's identity. live in san jose, katie utehs, ktvu channel 2 news. >> thank you. 7:34. seven people in east san jose are looking for a new home after their apartment building caught fire. it started yesterday evening on the roof of a building on shadow park place near highway 101 and east capitol expressway. two second-floor apartments were destroyed and the there was a major water damage to the lower level apartments. four adults and three children

lost their homes. people who live there say they escaped with just a few of their belongings. the red cross is helping them find a new place to live and the cause of the fire is under investigation. 7:34. an accused serial arsonist in livermore has been captured now thanks to a very alert police officer. now, over the weekend, there were four fires in the area. yesterday afternoon, a fire was set. it burned a vacant lot between two homes at elm and k streets. police say a motorcycle officer had followed firefighters to the scene and started talking to a 17-year-old boy after noticing he had a lighter in his pocket. >> ultimately made admissions that he was responsible for the most recent fires in our city. he was ultimately arrested for eight counts of arson. >> police say the officer new what signs to look for because he had previously worked as an arson investigator. meantime, in contra costa

county, two firefighters are recovering from heat and smoke- related injuries. suffered while battling a fire in alamo. they were called to a home under construction yesterday afternoon. temperatures at the time were over 100 degrees. one of the injured firefighters was rushed to the hospital. both are expected to be okay. 7:36. scary moments last night for some b.a.r.t. passengers when their train started filling up with smoke. the train was going through the transbay tube toward the east bay around 9:30 when people began seeing and smelling smoke. these are some of the pictures that were tweeted by passengers. b.a.r.t. says there was no fire but a mechanical failure caused the smoke to billow from the cars. passengers were unloaded at the west oakland station and put on another train. trains were delayed but this morning everything is back on schedule. we just learned that the person hit by a muni train in san francisco last night is a

20-year-old man. it happened on 19th avenue and holloway near san francisco's state university. the man suffered an injury to his head and knee but he is expected to survive. police have no details on the collision. they are asking any witnesses to come forward. 7:36. developing news from afghanistan this morning. five american soldiers killed in what appears to be a tragic case of friendly fire. it happened in southeastern afghanistan. now, according to the afghan government, the soldiers were killed when a coalition jet called in to help ward off a taliban attack mistakenly bombed them. there's been 36 nato soldiers killed this year in afghanistan. now, the casualties had opinion going down as the u.s. gets ready to withdraw from afghanistan. as the military winds down their operations, equipment like machine guns and high- technology gear is popping up in police departments around the country.

according to the pentagon, about 21 mine-resistant armored vehicles have gone to police departments in california, including right here in the bay area. "the new york times" reports critics, including the aclu, say this kind of equipment is militarizing police. it has no place in local law enforcement. those in favor of it say this helps cash-strapped police departments prepare themselves for extreme situations. we're also following developing news coming out of iraq where the prime minister is calling for a state of emergency. an islamist extremist group effectively has taken over iraq's second largest city of mosul. according to reports, security forces abandoned their post. the militants have overrun government headquarters. gunmen have torched several police stations, they've freed hundreds of prisoners from the jails there. the militants also took control

of the airport and local television stations. it is 7:38. thieves are now targeting self- service kiosks inside post offices. they are attaching skimming devices like the ones also used to steal money at gas pumps and atms. postal inspectors say the crimes are rare but they did catch someone installing a skimmer on a postal kiosk in concord. >> i think it's a crime of convenience. what they are looking for is all of the elek tropic avenue -- electronic avenues. if you see something that doesn't look right, say something. >> inspectors encourage users to take precautions as in other public spaces, check the slot where you insert your card for any changes and cover up the keypad before you enter your personal i.d. number. 7:39. happening now, the san francisco fire department will be giving a rousing sendoff this morning to a wisconsin

firefighter as the 25-year-old continues his cross-country trek via bicycle raising money for charity. ktvu's tara moriarty joins us live now. you are at fire station 34. what's going on out there, tara? >> reporter: well, chris harley has decided to make this cross- country journey in order to raise $100 for the make-a-wish foundation and you are doing this on this bike. >> i'm doing it on this bike. it will be about 6,000 miles. i started in seattle on the 28th. i'm going to miami, florida for the make-a-wish foundation. >> reporter: that's kind of nuts. >> yes. i go from one fire station to another every day. i'm very happy to do it. >> reporter: what made you decide to do this. you are a firefighter yourself in wisconsin. >> yes, i am. it was for a wish in my local community. it was awesome just to see all of the hope and the love and the great memories that this gave the family. it's fun to give that back. >> reporter: on your bicycle, you have a camera. are you gonna be tracking your

newsroom with the reason his mother is particularly concerned. good morning, pam. >> reporter: good morning. the 23-year-old left the family cabin in the sierra on friday. but he told his mother that he would be back before it got dark. vernon cody mathews called his mom to say he was going for a hike in the icehouse area of el dorado county. now, a person living in that area saw him walking on spring valley road on friday but he has not been seen in the area since. his parents are particularly concerned because although he took his cell phone, he did not take his backpack which is filled with all of his gear. >> in the morning when we still hadn't heard from him, i was calling his phone. no answer. went straight to voice mail. >> now, these are aerial shots this morning of the command center. this is in the poll acpines area -- pollack pines area on the way to lake tahoe. it's a very active search as they get the hiking gear ready

football and basketball players is just a front for a lucrative enterprise and all of the money goes to the ncaa. the ncaa says 90% of the revenue goes to support student athletes, much of it is in the form of scholarships. the ncaa has reached a separate settlement for allowing electronic arts to use names and images of football and baseball players. sam keller, who grew up in danville and played at monta vista, brought that lawsuit. it was scheduled to go to court next march. the $29 million in in addition to the $40 million electronic arts agreed to pay those same players. a story we've been following since 4:30. two tragic shootings. hours apart last night in oakland. how children were wounded in the gunfire. we're at a news conference by police underway right now where three missing children were found safe.

shootings in the area are far too common. brian flores live in oakland now, telling us more about the leads police are working on. good morning, brian. >> reporter: good morning. it's an unfortunate for several residents. police have -- don't have any suspects at this point, we have seen several officers out here this morning. they've left. we continue to be on the 900 block of 83rd avenue and the suspects were last seen running in the direction on 83rd and e street. that was the last time they were seen and the people here in this community hope that they are caught. police say the first shooting happened at a bus stop off international boulevard and 67th avenue at around 5:30 yesterday afternoon. police say two people were exchanging gunfire in two separate cars when a 5-year-old boy who was simply waiting for a bus was grazed in the foot by a bullet. the 20-year-old man also nearby was wounded. they were treated and are expected to be okay. police did close off the area for some time to investigate. almost five hours later, close to 10:00 last night a 3-year-

old child was shot in the shoulder near where we're standing on 83rd avenue. another woman was also shot. it's unclear this morning her condition. we understand the boy is expected to be okay. we did speak with some residents this morning. some did not hear the gunfire. others did. but one woman we spoke with who didn't want to be identified said she ignored the shootings and she said the shootings are becoming, rather, are becoming all too common? >> i live across the street. never happens in here. now it did. >> reporter: police rushed to the scene this morning look at at house where thing spes were believed -- suspects were believed to have one to. whoever was spossible got away -- responsible got away. there are security cameras but we don't know if the police have gathered that footage. as we take it back out here live. this is 83rd avenue. residents waking up to the news to the shooting that happened

we're following a major new development in a desperate search for three children that prompted an amber alert. you watched a live news conference here from san pablo police. alex savidge joins us with new information about the missing children's mother who disappeared along with the kids. alex. >> reporter: yes, san pablo police had been looking for the mother of the children as well as the children themselves. we just found out the mother

has been arrested accused of homicide. she's accused of killing her ex- husband. allegedly she did that with the help of the male companion in custody as well. police began to search for those three kids after finding their father shot to death at the family's home in san pablo yesterday morning. last night an amber alert was issued. a couple of hours later, those kids were found safe at a home in nearby richmond. the children are 12-year-old hugo, 6-year-old merari and 3- year-old jen jenh carlos. they were found with their biological mother who didn't have custody. the ex-husband found shot to death. when police found the body, they realized the chirp who live with him were done -- the children who live with him were done. i asked the police bhand commander what the possible motive could have been. >> that's what we're working

on. at this point, i can tell you that we have the appropriate people in custody. there's no danger to the public at this time. we'll be seeking charges with the d.a.'s office here in the next day or two. >> reporter: the victim had custody of those three children and we're told according to friends that the mother would only see them during very short visits and it sounds as though the two of them, they ended their marriage just a few months ago. that's according to friends we talked with last night. police are telling us that, again, the mother is in custody right now. she's been arrested on suspicion of homicide. they also have a friend of hers, a man also in custody arrested on suspicion of homicide as well. and again, that amber alert has been canceled. the three children found safe. they are all in protective custody right now. we're live this morning in san pablo, alex savidge, ktvu channel 2 news. berkeley police say an outside source caused a problem with police radios over the

weekend. the problem did cause significant public safety concerns but it now appears to have corrected itself. police say this was not your typical radio problem. it caused a full communication breakdown among emergency agencies in the berkeley area. >> there's multiple officers trying to communicate, dispatch trying to communicate. a whole lot of i didn't hear you. what did you say. >> city employees say they just cannot afford to take any chances when it comes to this critical communications system. they will continue to troubleshoot the problem for the next few days. 8:17. a new federal report shows the number of sex crimes reported at colleges and universities went up in the last decade. the report came out today. it shows more than 3300 forcible sex offenses were reported on college campuses in 2011. that's up 51% from ten years

steve has so much to tell you. >> fog is back. it will be cooler. san ramon, it will be cooler today. don't believe me. wednesday, thursday, cooling continues for everybody if you are up in lake county or mendocino county. fog continues to work its way up the coast. it's lifting. i swear, 4:30, 5:00, it was down on the deck. el cerrito said the sale thick, it's above -- same thing. it's above the ridge line. oakland at 72 today. a lot of low clouds and some sunbreaks in there. the fog is here for a while. if you like the fog it will be your cool fred for a while. not as warm as yesterday. we had 70s, mid-70s at this time. that's not the case. fairfield is picking up 0 miles an hour. i -- up 20 miles an hour. fog, sun, breezy, still warm inland. it's still warm. but not as hot as yesterday. we'll see 9s through the -- 90s

through the interior. 60s 70s, closer to the water here's sal. 92 westbound was a mess at 7:30. now they are making a little bit of progress. i still would not recommend using the san mateo bridge. i would recommend using the dumbarton bridge or perhaps the bay bridge which is far more normal than traffic. bay bridge backed up for 20- minute drive time. we don't have any other crashes along the way. the traffic in san jose has all of a sudden spiked on 101 and 280. 101 is just one solid slow traffic line from yerba buena all the way up into sunnyvale. there are no breaks in that slow traffic. at 8:32. back to the desk. a man is now facing several charges after this grass fire on mount hamilton. ktvu's katie utehs is at the santa clara county sheriff's station now. you just got the mugshot and

you found out more details about the man who has been arrested. >> reporter: deputies say the man may have been guarding the marijuana grow operation and that's what he might have -- [inaudible] >> reporter: they haven't seen marijuana plants but past history tells them that may be the case of why he might have been there. let me show you the picture of the man. santa clara county sheriff's deputies arrested him on arson and narcotics charges last night. san jose fire investigators say the fire started at his homeless encarmment. it's a -- encampment. it's a remote place where they don't usually find homeless camps. >> right now we're still looking into a marijuana garden up there that he was tending to. we're looking into that. it's daylight outside, go back out there and do some more

followup. >> reporter: investigators say they found drugs likely for personal use at the site of the camp. they did not locate any weapons or marijuana plants. as i said, that area is remote and past history tells them that he may have been guarding a marijuana grow. they just don't know yesterday. they are headed up to the scene now that it's daylight and they will take another look. at no point were any homes in danger during that fire. it grew to about two acres. but firefighters were able to contain it in about an hour. live in san jose, katie utehs, ktvu channel 2 news. >> thank you. 8:34. thanks to an alert police officer, a serial arsonist in livermore has been caught. over the weekend, there were four fires in the area. yesterday afternoon, a fire was set that bushed a vacant lot between two homes at elm and k streets. police say a motorcycle officer had followed firefighters to the fire scene and began talking to a 17-year-old boy

after noticing the boy had a lighter in his pocket. >> ultimately, made admissions that he was responsible for the most recent fires in our city. sos ultimately -- so he was ultimately arrested for eight counts of arson. police say the officer new what signs to look for because he had previously worked as an arson investigator. >> the owner of an oakland liquor store fed up with being robbed is now posting photos of the thieves outside his store window. he is the owner of king's liquor. he says his store gets robbed every week. oakland police say there's not much they can do about it because no one gets hurt. councilmember says he's not's lone and is not the only store member with this problem. . the councilmember is working on a measure that would staff more officers. >> it's a priority.

we're being violated. we should get immediate response from the police department. >> his initiative would require the oakland police department to increase their staff from roughly 650 officers to at least 707 officers. the public safety measure is expected to be on the november ballot. 8:36. just when you thought you were safe, thieves are targeting post offices and the self- service kiosks, yep, they are attaching skimming devices like the ones used to steal money at gas pumps and atms. postal inspectors say the crimes are rare but they did catch somebody putting a skimmer on a postal kiosk in concord. >> it's a crime of screens. what they are looking for is all of the electronic avenues. you see something that doesn't look quite right, say something. >> the postal inspectors encourage anyone using the kiosks to take the same precautions you use in any

other place. check the slot where you put in your credit card for any changes and make sure you cover up the keypad before you put in your personal i.d. number. 8:36. happening right now in san francisco, the san francisco fire department giving a rousing sendoff to a wisconsin firefighter as he continues his cross-country trek on a bicycle raising money for charity. tara moriarty is tracking his progress. >> reporter: take a look behind me. right now, they are coming down the great highway. they just rounded the corner at the cliffhouse. you can see chris harley in the red and the white. he's the one trying to raise money for the make-a-wish foundation. you can see that the san francisco fire department is escorting him as he begins his 6,000-mile trek across the country and then some. this morning, the san francisco fire department presented chris with a $2,000 check for the make-a-wish foundation.

he pushed off from seattle may 28th. he's completely alone. there's no car following him. he plans to spend the night at fire houses along the way. the 25-year-old hopes to raise $100,000 for a cause close to his heart. >> there is a local child in my hometown in wisconsin who had a wish that was granted. it was so awesome to see the family, so close to the -- just to see the smile for the family, that's just a special thing. >> reporter: there he goes. he's headed towards lincoln way. chris told us he wanted to rollerblade across america but he didn't know how to skate up the mountain. so he took up biking. he will traverse through las vegas, colorado, st. louis as well as washington, d.c. to miami. he has a facebook page called coast to coast. he should be hitting watsonville. he will call it a day there and start up first thing in the

third of americans believe the federal government should invest more in road, bridges and transit systems like b.a.r.t. take a look at the numbers. 67% of those surveyed said using the gas tax to fix roads is appropriate. 52% said they are willing to pay higher fuel passes for fixes and 43% said the roads and bridges have gone downhill in recent years but they could get worse. the federal highway trust fund is running on fuels. it gets money from the federal gas tax. that's not been raised in more than 20 years. aaa supports the senator's plan to increase the fuel tax by 12 cents per gallon over the next couple of years. aaa just told me that drivers spend an extra $300 a year on maintenance because of bad roads. >> it's potholes not being filled, bridges that are not being kept up. it's not just the mobility and a transit problem. it's a safety problem. >> reporter: we reached out to

a federal highway administration official. he told us current transportation projects that rely on federal funding could see delays in reimbursements. he also said states and municipalities could delay projects because of this funding uncertainty. live in washington, kyla campbell, ktvu channel 2 news. 8:44. new this morning, a major new development from san pablo in a case that started with the disappearance of three children reported missing yesterday after their father was found murdered. in our last hour right here on "mornings on 2," you watched the live news conference from san pablo police. ktvu's lz also joining -- alex savidge joining us with the new information about the children's mother missing along with those children. alex? >> reporter: well, good morning to you and san pablo police say the three children who were the focus of the statewide amber alert are safe this morning and they say the mother of those children is now behind bars on suspicion of homicide. the announcement came a short

time ago from san pablo police. they announced that alicia ortez has been arrested along with a friend of hers, a man not being identified by police. investigators believe the pair killed ortez's ex-husband and then took those three children. police found the body of oscar ortez at his house on 16th street and the kids who live with him were gone. an amber alert was issued last night and then just a couple of hours later, those children were found safe at a home in richmond, the children are hugo, 6-year-old merari and 3- year-old jenh carlos. police say the kids were found last night with their biological mother who does not have custody. the kid are now safe and they are going -- after going through a very traumatic situation. >> we're looking into them for their health and mental well being and make sure that's addressed because that's one of the most important things for us right now. this was a horrific event for them.

>> reporter: friends tell us the victim had custody of the three children and that he had split up with his wife several months ago. they tell us, friends do, that the mother would only see the children during very brief visits. investigators thus far have not said what they believe the motive may have been for the killing. we're live in san pablo, alex savidge, ktvu channel 2 news. there is an active search right now in the lower sierra for a uc berkeley student who is missing after telling his family he was going for a hike. pam cook is in the newsroom with the important details search teams are using to try to find him. good morning, pam. >> good morning. he's an avid hiker, in great shape who knows the area very well. that's how his family describes the young man missing. so search teams fear he may be injured. 23-year-old vernon cody mathews is described as 6'3", weighs 160 to 220 pounds.

he has shoulder length strawberry blond hair and a full red beard. he called his mom on friday to say he was leashing the family -- leaving the family cabin to go for a hike. this is in the icehouse area of el dorado county. a person living in the area saw him looking along spring valley road on friday. but he's not been seen or heard from since. his parents are particularly concerned because although he took his cell phone, he did not take his backpack which is filled with all of his gear. >> my guess is he probably attempted something that was beyond his skill level and got injured from it. >> very dry. if he's not near a water source, dehydration will become an issue. >> reporter: this morning we're in touch with the command center set up at the pacific ranger station along highway 50 that's in the pollack pines area on the way to lake atta hoe. rescue -- lake tahoe. rescue teams are all assisting with the search and they are
