now at noon -- we're following developing news out of oregon where another school shooting has claimed the life of two people. >> this is a very tragic day, one that i had hoped would never, ever be part of my experience. >> we're hearing from students of the school and we'll have the latest on what's going on at the scene right now. a mother accused of kidnapping her three children is now in custody charged with killing their father. now we're learning more about the victim. plus -- a little boy in the south bay in danger of losing

his hand after fireworks exploded inside the home. the amount of fireworks investigators say they recovered. good afternoon. i'm tori campbell. we begin with developing news in a deadly school shooting in a portland, oregon suburb. police in troutdale oregon say one student is dead as well as the gunman at reynolds high school. the shots were first reported just after 8:00 this morning. police put the school on lockdown as they searched for the shooter room by room. investigators say the victim was a teenaged male. there's been no information on the shooter or how that person died. police told terrified parents to go to a nearby parking lot until they could reunite with their children. >> we just saw people running everywhere, like people screaming. we didn't know what was going on. we just all went to the back of the chas room. we're all -- classroom. we're all scared.

>> police don't believe there are no other victims. they've not completed their search. this shooting comes one day before the end of the school year. a mother in custody as well as another man for the death of a father. there was an amber alert for the three children last night but they were found safe in richmond. sal castanedo is live in san pablo with more. >> reporter: as you mentioned, those kids are in protective custody. they are safe. but san pablo police released the name of the man. he's 43-year-old oscar anguiano. he was killed here and they've made arrested. >> currently, the mother is in custody or homicide with also a male companion subject who is in custody for the homicide. >> reporter: police say the

victim was found near the in- law unit in the back dead of a gunshot wound. police say this is the home he shared with the kids. last night police blferred an amber a -- last night police issued an amber alert because the children could not be found and the mother was missing. police say alicia ortez was oscar ainguiano's life. police closed in on the home in richmond around 11:30 and arrested the pair and brought the three children to safety. >> they are in good hands and good spirits. we will definitely make sure that they receive the proper needs that we're looking into them for their health and mental well being and make sure that's addressed beas that's one of the most important things for us right now. >> reporter: i just spoke with family members of the victim

who preferred not to go on camera. they've told me oscar anguiana's brothers are on their way here from river side and want to take -- riverside and want to take custody of the children. families say he was a mechanic, a hard worker. neighbors describe him as a doting father. sal castanedo, ktvu channel 2 news. >> thank you, sal. the san mateo county sheriff's office is asking for the public's help in a homicide investigation. deputies responding to a report of two men fighting last night on middlefield road in unincore rarted redwood city -- incorporated redwood city. one man was on the ground unconscious. the man died at the scene. the other man was standing nearby. he was arrest and charged with murder and is being held without bail. anyone with information about the case is asked to call the san mateo county sheriff's office. a san jose father is facing

child endangerment charges after his young son nearly blew off his hand. katie utehs is live from the home where investigators say they found 14 pounds of fireworks. good afternoon, katie. >> reporter: good afternoon, tori. i spoke with the neighbor who was first on scene. he tells me that it was so dra traumatic -- traumatic, he has a hard time looking at the bikes of the young boys who live hered. the 10-year-old and the younger brother as well. follow me here. i will show you how massive the explosion is. it knocked the screen off the side of this house and to the neighbor's house next door, that screen window was also blasted off. >> i heard a big old boom! >> reporter: this man played with his granddaughter around 7:00 before running to help his neighbors. >> help my brother! >> reporter: a 10-year-old boyic nighted fire worth inside the home in a moeb home park along lewis road in san jose. >> i took my shirt off, i

looked -- at first i thought he cut himself. no. there was no hand . it was blown off. >> reporter: neighbors say the uncle watched the two boys while the father worked. >> the father stored a large amount of fireworks inside the residence which the child gained access to. >> reporter: san jose police officers arrested the 39-year- old father on felony child jearlt and misdemeanor possession of illegal fireworks charges. they say he had 14 pounds of fireworks. >> it looked like a war zone like stepping on a mine. it freaked me out. took me a couple of seconds to -- jeez. >> reporter: several neighbors say the father works as a security guard and they say just last week, there was an incident here involving an unlocked gun. we are working to confirm those allegations with police. the bigger issue here police say as the 4th of july approaches, fireworks are ill lee in the city of -- illegal in the city of san jose.

katie utehs, ktvu channel 2 news. >> thank you. two young children in oakland are recovering after being shot in separate incidents. it happened hours apart. ktvu's tara moriarty joins us live with what police say is a maimer problem facing -- major problem facing that department. >> reporter: that's right. oakland's police chief is gonna speak about the uptick in violence a little bit later this afternoon. most notably these two separate shootings involving children. it happened within a five-hour time span. the most recent happening last night around 10:00. that was on the 900 block of 83rd avenue several blocks south of hecken berger. police say a child 2 or 3 was shot in the shoulder but is expected to survive. the condition of the other victim and an dult woman is not known -- adult woman is not known. there's still no word on suspects or a possible motive. hours earlier, a little boy was grazed by a bullet standing at a bus shop. that happened at 5:30 near international boulevard and

67th avenue. investigators say that the boy was about 3 years old and he was wounded in the foot by an exchanges of gunfire with people in two cars. a man in his 20s was also wounded. both victims are expected to lib. investigators are not sure what's causing the increase in violence if it's just because of the start of summer or what. they say they've been investigating so many cases that they haven't slept in days. as of this morning, we know that police had not responded to 90 calls. the day before there were 100 outstanding. we also know that officers are just today responding to burglary calls made nearly two weeks ago. hopefully this afternoon, chief shawn went will be able to put all of this into perspective. live from oakland, tara moriarty, ktvu channel 2 news. >> thank you, tara. a man is under arrest after a large grass fire in mount hamilton which may have been sparked by illegal druk activity. the fire started around 10:00 in the eastern foot hills outside of san jose. it burned two acres.

sheriff's deputies say they found one man at an illegal campsite where the fire began. he was having trouble breathing and needed to be treated. deputies are back at the scene looking for a cause and to see if the man had an illegal grow operation. >> right now we're still looking into -- there possibly could have been a marijuana garden up there. we're looking into that. it's daylight. he'll go out there and do more followup. >> the suspect is identified as 31-year-old tran. he's charged with arson and drug possession. in livermore, a 17-year-old boy is facing eight counts of arson. he was arrested yesterday afternoon near the scene of a fire at a vacant lot. when an officer began to question the teen, who eventually confessed to starting the fire. investigators had been on the lookout for aran sennist after four -- arsonist after four fires broke out over the weekend. a search is underway right now in the sierra for a cal

new details in the controversial prisoner swap that freed sergeant bowe bergdahl from afghanistan. obama administration officials say the deal to exchange bergdahl for five taliban inmates was made quickly, just one day before the swap. they say any delay would have endangered bergdahl's life. but members of congress are furious they were not told. the white house tried to apiece them with a closed-door session -- appease them with a closed- door session but that had mixed results. >> one thing that was clarified, there could be no one at the highest levels of congress who can claim that they did not have a sense about this effort to get sergeant bergdahl back home. >> a lot of what you have seen in the media, and it was the

administration trying to explain away a terrible deal and they are having a very hard time doing that. >> bergdahl is still recovering at a u.s. army hospital in germany. before his return home tomorrow, secretary of defense chuck hagel will testify about the prisoner swap in a public hearing. a well-known youth golf coach accused of molesting his students appeared in court today. andrew ni sbit is accused of molesting three boys and faces 75 counts of child molestation. he has pleaded not guilty to all of the charges. today, nisbits is scheduled to appear on the charges on the allegations that he tried to hire a hitman to kill the victims while being held at almeda county jail. two san francisco sisters are behind bars on suspicion of running a sex trafficking ring.

days. a los angeles judge issued a ruling that could have impact on the way california hires and fires teachers. the judge ruled that the state's tenure protections for public schoolteachers are unconstitutional. the ruling is in favor of nine students who sued the state saying tenure and seniority pollties have made it virtually impossible to fire bad teachers. lawyers for the teachers say the changes would allow the firing of the teachers on a whim. stricter rules on electronic cigarettes may be coming to the county. supervisors are discussing the ban that would put them under the same restrictions as traditional tobacco. e-cigarette smokers would not be able to smoke within enclosed spaces or within 30 feet of where smoking is banned. it would also require retailers have a so back toe retailer

america's cup. the venues have been narrowed from four to three and san francisco did not make the cut. it's believed that part of the reason because san francisco which struggled to recoup expenses when it hosted the event last summer has not offered terms as attractive as san diego, bermuda and chicago. the america's cup plans to further narrow the search to two cities by the end of this month. a significant cooldown is being felt around parts of the bay area. for some inland, that means not as hot. giving you a look into information where the low cloud and the fog still covering over parts of the city and along the coastline, this transition, courtty of the cloud an the marine layer and the onshore -- and the marine layer and the onshore breeze that's bringing in cooler air. fairfield reporting an onshore breeze at 18 miles per hour. enough there. we've got the southerly breeze

in napa as well as santa rosa pulling in some of this cool air as well. concord, 16 and oakland 16. a little breezy for some. especially along the coast. and the numbers, what a difference here. so we're cloudy and we're chilly along the coastline. 57 half moon bay. you go inland, still warm but these numbers are 12 to 14 degrees cooler than where we were 24 hours ago. you get into areas like napa and santa rosa, anywhere from 16 to 18 degrees cooler than what we had yesterday during the lunch hour. so the cooling trend definitely in full swing at this point. we'll be cooler today. we'll be cooler for wednesday and for some of us, it looks like the coolest temperature will come on thursday for afternoon highs. let's take a tour of the afternoon highs for your neighborhood. 82 for santa rosa today. 83 in sonoma. upper 70s, san rafael. a nice warm day but nothing unbearable for parts of the north bay. low 70s for oakland, san leandro and hayward.

a special make a wish event is taking place right now in the bay area. san francisco firefighters escorted the firefighter from wisconsin down the great highway. he's making a 6,000-mile trek across the country. before he set off, though, firefighters at station 34 presented chris harley rupp with a $2,000 check for the make a wish foundation. >> there is a whole child in my hometown in wisconsin who had a wish. it was granted. it was so awesome to see the family so close to the end of the child's life. >> harley rupp left from seattle on may 28th. he's riding to watsonville today and plans to spend the night at firehouses across the country and hopes to raise $100,000. getting california out of the drought. a new plan that could save as
